Call the meeting to order. Please rise for the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. All right. Roll call. Mrs. Lavallet. >> Mr. Nelson >> here. >> Mr. Franman >> here. >> Mr. Buchanan >> here. >> Mr. Cunningham >> here. >> Mr. Mahalik >> here. >> Dr. Brooks. >> Okay. I do have a couple comments pertaining to agenda items. Just a reminder on any comments. You have three minutes to speak. And the first one is Tracy Arch. Um, tonight I know you guys are voting on passing the collective environment um if that's we just want to thank you for the time and effort and hearing us along

the way because I know there's a lot of steps now to getting this finalized and um everything. So, we just really appreciate the work we did with administration this time. Um, and hopefully you find it favorable and we think it really supports the teachers of the district. Right. And Susan Whit, >> I'm speaking to item B about administrator's pay rates and I'd like to speak about administrator Tim Pel. I think he's an amazing job. Our recent test results show that um I feel been here a while. I feel like I'm growing and learning every day and uh becoming a better teacher because this is something that compensate our administrators across. >> Thank you both. Um additions or deletions to the agenda. We are going to make one change. We're going to move the public comments

to following this statement. So if we do have a long list of people that are talking and basically this is regarding the boys soccer team and the coach. So at this time for public comments I'd like to call in Adam Coffer >> Kofer. Sorry. >> Just a just a reminder Adam we have three minutes. >> Do I come up there? This is my first >> No, you can stand right where you are. Uh it's it's so this regards and coach Ryan for the boys soccer team. Um he was signed for his dismissal. Um the biggest issue is is that he had done so much work with these boys for him not to be able to do the award ceremony. Um I feel is an injust um I feel it was also an injust for his

dismissal. But that's besides the point. um he asked for his resignation to be signed for that for the year coming. Um he has done an amazing work with these boys. I'm simply a stepfather to one of them, but I've known Ryan uh going back all the way to about 2014 coaching at LFS season soccer. Um always on the opposing side. Um but he did wonderful things um back and forth. even through Portage High School when he was a coach over there, he was assigned to do a job and he did a great job. And whatever the circumstances were that his dismissal came about, I feel are a little unjust due to one parent's um opinion. Thank you. um he was he was given that job to do it and someone who has dealt with soccer

players and soccer coaches not only through my own but I was one as well. You're going to have lots of parents that agree and disagree with what your decision is. Um and just due to this one parent that disagreed with what his decision was and it all came down to him only being an honorable mention for all conferences. Um that is very you know and and it's just coarse for them to say we're going to take that away from all the boys that are here that worked so hard and Ryan worked with them and did this work and just because this one parent came to the principal at Deep High School now they're going to lose that opportunity. Um I feel it's just something that and again now it's not there's not going to be

a soccer program next year due to that. So these kids are going to lose out on that. I think that they need to be awarded that time to at least get the awards from their coach that worked with them and and gave them gave them his heart. You know what I mean? And you can see it in the kids. They had they had an amazing year and they had an amazing time and to take that away from him just to give them the awards to say, "Hey, you know, they won the golden boot this year against Couts. To see that was amazing." You know, that hadn't happened in seven 10 years, something like that. Um, so I think that is one thing that we need to give them the opportunity to allow uh coach to

hand out the awards to these kids. Um, it's just something that I I really think needs to be and unfortunately these awards are happening this week, >> right? >> Um, and to hand them out by the AD, I don't think I don't think you're going to have a lot of people show up. I don't think it's right. I don't this AD not saying he did a bad thing. I'm just saying that Coach Ryan did all the work. to take that away from him when he's not going to be there. Injustice. So, >> okay. >> Thank you. >> Um I'm not going to do justice on this last name. Scott is >> you don't want to. You're not. You don't have to. No, you don't. You >> say you agree with yourself. Uh Tobias. >> Okay.

Bradley Silus, >> I just want to say I I took a PK in the last game of sectionals and I missed and I was the reason we lost. And Coach Ryan texted my dad few days after saying, "You missed these. Just don't miss the next one. It it'll be in life, not soccer. Just don't miss the next one." And he brought me up. and for him not to be able to give me an award would just be a disgrace. Thank you. >> All right, Carrie. >> I pretty much agree with what he was saying as well. This was my son's first year back in soccer since he was 10 years old. He went from somebody who hadn't played. He went out because he was like a friend Gabe and I are going to go out

for the team because without it we won't have a team because we're short players. He went from a child who was timid on the field after not playing for six years. He did a complete 180 by the end of the season. And he is the first soccer coach that has done that with him. Like, and to have an athletic director give awards, how are you going to be able to stand up there and talk about these kids and their accomplishments when you have not been there at these practices, coaching at these games, and doing what needs to be done? I just don't think it's the same thing. And for these seniors, big disservice. It's their last year. Brad is willing to play soccer again, but I don't know that we will have a team because

of stuff like this. But he is an amazing coach, and I was really hoping he was going to come back for the next following year, but I don't foresee that happening. Um, I just think the kids deserve to have their coach give them their awards. And I know he was allotted four awards out of the budget. He went above and beyond and spent his own money to buy more because he felt like some of these kids deserved an award. And to say now you cannot give those out, I just I don't agree with it at all. Like at all. So I just think he should be allowed to do what he should do to end out his final season with the dude. So >> okay, Stephanie McKe. Um, so, Coach Ryan gave my son the

platform to lead. He gave him the confidence to be that leader. And, um, it shows in his behavior. It shows in him on the field. And I just, as he's already stated, it's it's just it's unfair to the other 12 players that one parent, one player feels this way that we're going to um punish the rest of the team and not allow this coach, if he's going to be fired, that's fine. He can be fired, but he should be allowed to give them their awards because um they earned it from him. And there's another name on here, but I Stephanie >> Stephanie Riley had her tire blowout. She is Carter's mom and she was trying to make it here, but she called me and said her tire in the parking lot at work and she

is stuck. So, she was hoping to make it, but she did not. >> Okay. I appreciate every everybody speaking up and making your opinions known. Um, at this time, the probably our recommendations is for you to talk to Mr. Adam, the athletic director, and hit him up first thing in the morning tomorrow. And again, now boys, you being in the school, you know who a dime track is. Um, I would recommend that you go and talk to him and hit him up first and in the morning. >> I did email because I know I sent an email to you to Mr. Brooks, to Miss Kagi, and to Todd. Todd responded, but he and I think he he tagged you on it, I believe, as well, but his response was just kind of a general response,

thanking me for taking the time to share my thoughts and concerns, and he couldn't go into details regarding, you know, personnel matters, but he said, "A decision of this nature is made thoughtfully and only after careful consideration of all available information," which I don't think was given because I know the principal did not talk to the soccer coach directly. Um but and he said, "I understand how difficult and disappointing this situation feels, particular particularly at your close of the season." Um regarding Friday's awards, program plans are in place to ensure that all athletes are recognized for their hard work and accomplishments this season. The intent is to honor the team's success and celebrate the effort and growth of each player. And he said, "I appreciate their understanding and the way you've approached the matter and

support of your son and the program as a whole, but it did not say they were going to allow to me. I took it as they're still not going to allow him to present. So here I did my due diligence earlier to tell you that I think if the boys speak up, it will make a big difference. All right. Especially coming from you guys. And I would actually pull and round up the entire team Phil's office. If you all feel the same way, then do it. All right. So, thank you very much. You're welcome to stay for the rest of the meeting. >> I appreciate you guys listening. And I do believe you guys take the time that there could be a good outcome for any of the rewards that you deserve. >> Thank you

guys. >> All right. >> Looking for a motion to accept the agenda as presented. >> Motion to accept the agenda as presented. >> Second. All those in favor any further discussion? Any further? Um, all those in favor signify by saying I. >> I oppose. Same sign. >> Motion passes. Moving on to new business. Dr. Brooks. >> Yeah, we would like I'm making the recommendation to ratify the 2025 2026 collective bargain agreement with the teachers union. Um, we had our first meeting in September. We also met in October to hear the tenative agreement and tonight uh one of the items is to after reviewing the bargaining agreement to uh ratify it and then we can upload it to Gateway. But very happy to work with the the teachers and their team um always very professional and

understanding um even in these times that we have uh currently. So, um, I'd like to make that recommendation for for approval. >> Looking for a motion to ratify the 2526 teacher collective bargaining agreement. >> Make that motion. >> I'll second that motion. >> Any further discussion? All those in favor signify by saying I. >> I. >> Oppose. Same sign. >> Motion passes. >> Great. Next, uh we would also like to provide raises to our support staff and administrators. In your board packet, you received um all of our employees, bus drivers, custodians, aids, paraprofessionals, administrators, and uh all classified staff. So, um, just a synopsis, it's a 2% raise for everyone on that list, including administrators. There are a couple of employees in that list that are receiving 3% uh due to some workload uh issues

that we fel felt are necessary. So, and I think it was uh three employees at 3%. So, but 2% across the board for all classified staff and administrators except for me. >> Looking for a motion to accept the support staff and administrator pay raises effective for the 25 26 school year. >> I'll second it. Any further discussion? Sorry, Jack. Yeah, they're fine. It's too slow. >> So, >> um, all those in favor signify by saying I. >> I. >> Opposed. Same sign. Motion passes. >> Thank you. Thank you. Um, >> tonight, uh, item C is just for information only. want to update the artist public about where our fieldhouse multi-purpose building is at in the process. We had a bid opening in October and we had several groups come in and provide us bids. We

have um some information I'm going to share tonight that is on our website. It's public knowledge, but I just kind of wanted to share this so that next week our construction manager group and we've been working with Verigy for a few years now. They're going to be kind of overseeing the entire project and there's two parts of this project. There's a performance contract which is very similar to some of the projects that we've done prior which uh involves some solar, HVAC, um roofing, any of the energy parts of this project is going to be under a performance contract through Varigy. And then there's also the construction side of this and obviously that's the structural steel and the masonry and some of the other work that's involved general contractor items. Complete overseeing of this project though

will be the people at Varig and um I believe they're going to have the same team on this as well and they're going to be here next week to answer any last minute questions before we uh introduce exactly the vendors that we would like to meet. However, uh the total project for this both ends is uh 12,548,896.78. That includes all of the performance contract and all of the construction contracts. Uh it includes the civil work which is the survey, the earth work, utilities, storm drains, sanitary, gas lines, the masonry obviously the door frames, building envelope, the steel erection of steel, fire protection and suppression, sports equipment, the gym flooring, and uh the general contractor, kind of the general labor. And I'll talk about some of those groups here tonight. The performance contract will include uh

solar panels on the roof, HVAC roofing, which uh I've been in discussion with them. It will be a a 30-year warranty roof, which is much better than, you know, the the 20 or 25 that we've been putting on. So, I've been happy with that. lighting, um, temperature, you know, electric service controls, plumbing, and, uh, the internal electric high low voltage is what the performance side will be. >> Is the roof plan like a TMCO roof? Like >> it's a TMCO. They're using a TMCO product is what I was told. Yeah. So, and um I see it as being very similar to what we put up here on this the first phase of our solar panels. Um so, but they're working on an addendum right now for the roofing plan. Um there were a couple little

items they have to create an addendum for. I talked to Lewis today a little bit about that. I'll share some of that. But um me pull up. So as far as vendors go for the construction piece, uh thus far we have uh we're in talks and the recommendation next week will be Shamba and Suns for the fire suppression union contractor. I believe Shambball is the one that put in our fire suppression at the high school. I'd have to go back and look at that, but there something tells me that Shamball was the one that did that. The sports flooring will be a group called ProStar Services. I've been working with them on their kind of a Mondo type of flooring. Uh he assures me that this type of flooring will wear like iron. I've got

some samples in my office if you feel like stopping in to take a look at them. Um the sports equipment will be Lee Company and also Elite Storage Products. They have the sports equipment that we need for the uh for the fieldhouse. Structural steel is AMG Services. Masonry is Adams Masonry. Civil would be Larson Danielson. And then the general contractor would be Larson Danielson. Larson Danielson's done a lot of work here. They do all the schools. >> A lot of schools, right? The performance contract portion. H&T Electrical, they were on our phase 2 project. They put in all the solar panels on all these and put in all the controls. Leechback is DA Dodd. We've used DA DOD for a lot of projects. And then plumbing is TLC Plumbing. And then Corellis Roofing will be

the roofing contractor. Um, >> Pelis didn't do this rift, did he? >> Pelis did not. That was Gluth. >> Yep. Gluth brothers. So, Palis be on this. But like I said, these are all union contractors. They're working on um some addendums for this, but wanted to kind of share these with you so that you know, you know, what are who are some of these companies? And they're all local. Uh AMG is out of Marville. So um Larson Danielson's out of Leaport. All local people and uh you know happy to provide this and Verigy will be providing performance contract that has an energy savings to it and then we'll also hold the contracts for the construction management part of it. But um very happy with the price that came in. I think the bids were very

competitive and um think we're getting a good a good value for this. So um on the flip side, it it sounds like they're going to wait until after the weather to really burn ground, which sounds like it may be March, hoping they get some great weather and they can get this thing put up quickly and um you know, the community and our students can start using it as quick as possible. So, um, other than that, like I said, Varigy will be here next week and, um, if you've got any questions in between that, I did send you an email with some of that information. If you want to take a look at the spreadsheet or go over it, we can we can do that as well. But Lewis Beta from Varigy has been, you know,

I talked to him three times today. So, um, we've just been communicating quite a bit. So, been happy with them. Any questions? >> Right. >> Okay. >> Um, yeah, that'll be next week. That we'll um we would want to sit down and and hand out those those bids. So, >> all right. So, we're looking for a motion to accept the high school fieldhouse bid information. I'll mot make that motion. >> I'll second it. >> Any further discussion? All those in favor signify by saying I. >> I. Oppose. Same sign. You have your bed information. >> Okay. Next, we have interviewed the school board and Jennifer Falcon. Jennifer, >> sit back. >> Yeah. All the lights but one. >> Okay. >> After >> we're gonna we're gonna burn. >> All right. >> Thank you for coming.

>> Yeah. I wanted to >> So, thank you for submitting your resume and packet. What we're going to do is the board's going to each ask you questions. We have seven questions to ask each and we'll just go down the row and then end up with Mr. Franceman. >> Yeah. So with that in mind, um do you have any questions before we start going? >> Okay, Mr. B. >> All right, the hardest one. Yeah, please tell the board a little bit about >> um I am a North Carolina native that I moved here in 2020. Um my husband received a job as the first church hein worship director. Um our first weekend here was the grand opening of that uh church. So we have been here for five years now. Um we love this town

so much. We have always kind of imagined living in a small town rural area and uh it's been a perfect fit and we love our church community. We love the school community now that we are parents. Um and yeah, I think uh I've always had an itch to be involved and uh God has opened up many doors for that i.e. sitting here. So, um I'm thankful for every opportunity, but um yes, we are foster parents. We started uh cleaning that last October, so it's been a year and our kids are in the school. And um we have thoroughly enjoyed being parents of students who are here at Hebrin. the elementary I don't have experience with middle school and high school yet but the elementary uh staff administration have just been stellar and um I am

excited for the opportunity to kind of like work alongside of all these people >> awesome >> I hit it all >> okay uh you just alluded to it but tell us what is your connection to the MSD of Boone Township >> yeah so my um children um Carlson and Rue Graves uh currently foster children hoping to adopt soon. Um and uh also connections through before that uh being on the Chamber of Commerce and our connections through through those two boards. Why do you want to become a board member at the MSD Township? Um, first I thought it was beautiful honor to be asked to consider it and um I think that a school board is a very integral part of the community and um our town and to be able to sit on the board

and be a part of um decisions that um seek growth and healthy change and honor the people who work so hard at these schools and in this town. Um, it would just be an honor to be a part. >> Um, can you if you can you should you have to support a board decision that you are not in favor of? So, could you support a board decision that you are not particularly in favor of? I think once the vote goes through, we're all on the same team. And um I would never leave this boardroom and talk down about a decision. >> Uh talk down about a decision or another board member who made a different decision than I did. Um I think that's uh very important to come from a unified standpoint. So be sure

to do that. Are there any special interest groups or predetermined issues you plan to represent if appointed to the board? >> Um, not particularly. The only thing that I think I do have a little bit of insight into is into the foster care system and how our schools take care of those in that system. >> Can I add to that question? Yeah, you don't mind. Do you plan on running again when the term's over? >> Um, I can't imagine that I would be opposed to it. >> Next uh next election cycle, you have to declare a party. >> Okay. >> I don't know if you knew that. A lot of people don't. >> Yeah, that's new rule this year. You don't you don't have to declare >> but if you declare independent >> you can

you you can you don't have to you can put nothing next to your name >> but you're you're allowed to declare a party. >> Yes. They changed that so that you can you can put RDI or nothing. >> So let's say you put >> that's a good compromise. when you go and you >> say you vote straight ticket Republicans, >> it will not be straight ticket. So that's one of those questions that you cannot >> Yeah, >> people have to pick. >> So it's like an average seat. >> Man, there's some thinkers putting thought into this. I we talked about all this, you know, and >> yeah, >> whatever. >> Originally, it was right. I'm glad that those medic you don't have to declare. >> Are there requirements for party? >> Not now. >> not

yet there will be. >> It changes every >> Yeah. >> As far as I'm concerned, we're all independent here. >> Yeah. Yeah. I mean, >> I'm not. I'm an R for radical. >> Yeah. >> He's the one that's leaving. >> Short short timer. Yeah, >> you with number five, Mr. Cunningham. >> Yeah, I'm just kidding. Number six. >> Besides your interest in filling this board seat, how else have you been involved in the town of Hebrew? It's a little bit repetitive, I guess. >> Um, so I my job is first church events coordinator. Um, started out at the Zahurn operations director. So that was very much involved with the community. um which then got me into the Chamber of Commerce. Um so now leading the Chamber of Commerce um as the president of that board.

I've been doing that for two two years now. Crazy. Um and then um all of those things together have just continued to reach out the community. >> Okay. Uh last one. Um, >> I got another one. >> Figured he did. >> Uh, we generally meet one time on the second Tuesday of each month at 6. Is this uh, are you able to accommodate this schedule? >> Yes. >> Okay. >> Schedule. >> Thanks to my husband. >> Yeah. You've been here five years since the church opened. >> Yeah. >> Have you worked on the angel tree project? >> Uh, our church does the s a silver tree. >> Yeah. But >> we've done we've passed them out at your church >> before. >> Oh, gotcha. Yeah, I was probably involved in >> Okay, there's no other

questions at this time. What we'll do is we'll take all your responses and we'll discuss it. >> Do you got anything else you want before you before you're dismissed? so that I can >> um what are the things that you guys are going to be seeking after school board? What are the like strengths that you see with these schools? What are the things that you're trying to pursue for growth or change? >> It's an open question to anybody. >> Everybody might have a little something to say there, but I'll lead off lead off by saying I do feel like there's a positive culture here at the school. >> Um people work very hard with our kids, elementary, middle, high. Um people who are here have you know there are a lot of people here who

have been embedded in Hebrin a long time. We've got quite a few people on our board that are Hein graduates. I'm a Hebrew graduate. I, you know, I am like so proud to be here. You know, I've talked numerous times like, you know, people that are at Hein want to stay. >> Yeah. >> Right. >> And um I think that's that's >> I've been here 41 years and I'm leaving. You'll always have >> I'll be 10 minutes away. >> Yeah. >> So, you have to be different. >> I think that's the biggest part for me is that I'm proud of just I feel like it's a positive culture. I mean, we have issues like anybody, right? But I think we work through them and and in a in a positive civilized way. and you know

when when there are you know maybe tough issues like maybe we had tonight we were able to talk through it. So that issue was not what I was expecting. I was expecting a people mad about the coach not basically fighting for his job. >> Mrs. Whit, aren't you a Hebrew graduate? way back in 197. >> Yep. So, I mean, and that goes to show I mean, Mrs. Wood's been here quite a long time and she's you got two very hardworking teachers sitting right behind you and you know, if if you're here with us, you'll see you'll see those two at a lot of meetings. But, um, you know, personally for me, I think and and I talked to you when we talked out at your church that, uh, you know, being fire chief is great.

I mean, you do a lot for the community, but sitting on this side of the table as a member of the school board is just it's very gratifying. You get to, you know, you have that uh you know, um you kind of leave your thumb right on on on different things around here and it and it's really really neat to see um you know, graduation day. We all sit at stage and we all get to shake everyone's hand that comes across that stage. And that's just very, you know, for me, this this graduating class of 26 is going to be uh be very emotional for me because it's my only child graduating. Um but just seeing all these kids throughout the years and then, you know, hey, I coach that kid in the league or

and now, you know, you're it's just um you get to see a lot of cool things. Um and and it, you know, I've lived here my whole life. you know, up until recently, my family, we had a business here. Um, done a lot for this town and uh going to continue to do a lot um just in in different ways now. But um being on the school board is is just very it's a very um unique position, but it's very um rewarding in a sense as well. So >> yeah, I've been in town now 21 years in December and since after my first year here, I've been involved with the school system since then. So I started I have three kids that went through the school system and um they all graduated and um volunteering

has always been an aspect for myself. I always wanted to be on the board and I finally made it. So I've been here six years now and just looking around the school system and seeing and working with the teachers, the administrators, it's it's a positive aspect. um knowing that certain decisions that have been made come across this table here and it's just rat like Chad was saying it's just ratified to see what you've doing to build a school district up >> and the aspects that the town is town has accepted us they work with us very closely um it's just a good feeling so >> I was going to add I I want to I don't we had a order we're going in but uh >> Yeah, you got three minutes. >> I think uh

from the board here, Keith Buchanan and I started our service as board members at the same time and um it was kind of a transitional time then because the board looks different now than it did then. We were two new members and there were three other people here and uh um what we've been through in the last how many ever years um and able to adapt and overcome to things like COVID and you know you know Dr. Brooks coming into his position, hiring him as our our superintendent and just, you know, uh, teaming up with him to keep the ship, you know, moving forward and the things that we've we've helped and contributed with everybody here um, to take us to where we are today and and think about the future in our small little

town. Um, it really leaves me scratching my head like, wow, how has all this been accomplished? And I'm not taking any credit. I mean like Mr. Brooks has really taken the reigns and like taken us to a new level and um and then the teachers I could go on and talk for hours and hours about the teachers and like Mrs. Wit and Mrs. warrant and um the teachers here now, my wife and I experiencing the school system again through our nieces that we care for that my three daughters have already been through and just seeing how much time was put forth and effort and just, you know, making them into good little responsible human beings and taking them through to where they are now. And now my daughter's helping with my nieces who are going

through the same classes and getting to see this cycle repeat itself. And it's just super rewarding to be able to sit here and plan and talk about things that are developing where we're going and um be in those planning stages. and everybody around you. Helen, you know, she's deeply rooted here and and you know, her sons and and everybody just I came here in ' 01 and we kind of found Hein on accident because we were looking for affordable housing to move into and start a family and ended up, you know, is the best not mistake but thing that we stumbled on. Um, and it's it's just been such a pleasure. I don't see an end for me here on the board. um unless you know obviously an election doesn't go my way but uh

and you know I kind of as everybody here preaches to our kids you know the best thing that you can do is give your time you know because you don't get time back you only get so much and you might not be able to contribute in other ways but giving your time and service whether it's coaching on the board doing stuff like this I just it's kind of the uh the theme here at our school and when we get a gather gathering of people like we have here between the administration, the staff, the teachers, support. I mean, it's just a great place. I I I'd do a hundred more things here if I had time to do, you know, I coach and I'm on the board and it's like sometimes I feel like that's not

enough and I want to be here all the time, everybody around me.
