recording uh good evening everyone um I call to order the January 9th 2023 business meeting of the Cincinnati board of education uh welcome everyone and request everyone in the audience to silence your cell phones and electronic devices Ms Wagner would you please call the roll this is Bolton present Mr Craig here Ms Jones here Dr Moffat Mr moraski here this is Weinberg here president Lindy here members of the public who are online and would wish to speak during hearing of the public can do so by clicking the chat button now this chat feature will be open for your requests for five minutes uh please submit your name your affiliation your school Community your topic your contact information if you would like a direct response any question you might have and we are going to um
transition now to our superintendents update thank you board president um so just a couple of things very quickly uh one of the areas that we believe that we have several members here to talk about tonight um is the schedule e process from Walnut Hills and so just to kind of update everyone on that process um stipends are done at the school level they are processed at the school level and then they are sent to the district office so that they can then make it onto the checks for the staff members which goes through an action activity tonight most of those individuals that had not been paid their stipends are on the agenda for tonight in terms of board action I think there's a second area as well and we have had conversation with the principal
from Walnut Hills as well as students that have reached a student that's reached out and a couple of parents that have reached out as well and there is a continued conversation around the the stipend that is being received that is also being shared that the district has cut the budget at the school that information is not correct we did ask the principal to make sure that he clarified that um because it is important that students are receiving the right information and families as well what I did share that I have shared with the board previously we've shared the treasurer and I've talked about it as well is I do believe that as we go into the next budget year the upcoming budget year we do need to take another look at the schedule e stipend
amounts as we think about our guard rails that is one of the areas as we think about whole child commitment that's included in those guard rails and so it would be most appropriate for us to do that at this at that time but where we are right now is that all of the schools were asked to operate within the budgets that they were provided which would mean that Walnut Hills receive their budget at the beginning of the school year they determine how they were going to operate within that budget it through their instructional leadership team and then they would move those stipends forward so they have since then done that and as I shared most of the individuals are on the agenda for tonight so that's the first thing the second thing this is recognition
and support for school boards month and so we want to make sure that across the board we are recognizing all of our board members for the work that you do as I've shared with each of you I realize that the work that I do is not not easy and the work that you do is not easy either and so us being able to do that work together as a board and superintendent team is really important so one of the the things that we have for you tonight is our the Ohio school boards Association does send individual certificates for the board members I am going to ask the board members if they will come so they can get those certificates and also we have added um to our entire be present campaign a button that says
I am present so we would like for you to be able to wear this button as well because you are present and you are definitely doing the work that's necessary for the children of our community so with that being said if we could come quickly so that I could give you your certificates give you your button take a nice picture and know that this is just the beginning of the recognition we couldn't do the work without you thank you so much all together would be great hello everyone nice okay let's get up front foreign you like thank you hello thank you very much superintendent and team both for the button and the recognition um we're going to move on in our agenda from Item B to us letter C which is hearing of the public
uh each speaker this evening will have two minutes and we'll direct all comments to the presiding officer once a request to speak has been granted this is for folks online we'll be invited to enter please click on the camera icon to go interactive provide your name your affiliation to the district your school Community your topic and your contact information if you'd like a direct response to any question you might have this request is consistent with board protocol and we appreciate your help in the unusual event that someone is not willing to follow this protocol we do reserve the right to end that person's time again each person will have two minutes to speak when the timer goes off your time is up please do refrain from discussing any Personnel items after speaking if you are
online you will briefly see the welcome screen again as you transition back to the live stream meeting finally we ask that your public commentary be respectful of all listeners and thank you I know that we have two sheets here for speakers in person plus I believe um Ms sellers for in person uh whose sheet I now have thank you um and do we have any folks who are online this evening no folks online uh and am I am I missing uh is there anybody in the building who would like to speak but did not turn in a form okay um so we're going to hear first from uh Kelly Leanne's and if you could come to the podium please followed by Ms sellers hi guys hello good evening nice to see you again thank you
for passing that contract what I was here to talk about today um I hope that it goes through I I I'm a parent I have four children I've been at Walnut Hills for 12 years they've done Sports and theater and I'm pretty involved this the past three years I've been the parent theater liaison and I've been messing with this now since I last year and I don't know if it was the first year I've learned a lot about collective bargaining agreements and stipends and contracts ilts and the district um I still am very confused it's a little convoluted to me um I want to make sure that it doesn't happen again next year you know because I don't I'm just a parent and I don't want to think about all this stuff I've got my
other stuff like I got my own life my own job that I got to do but I appreciate you guys time and everything that you think about I wanted to put this in your mind before the buzzer goes um well you know that Mr Cantor has stepped away from the production and we will not have a live Orchestra this year we were one of the few schools in the district to have a live Orchestra and that's what makes Walnut special those kinds of things he's gone he's already left he will not be participating in Cary um our teachers were also prepared to step away if they did not receive funding in if they are not paid on January 20th I believe I I I can't talk if I believe that they're ready to um not
to carry and not do auditions for Puff um um I just I don't know why the Fine Art contracts don't go through I understand ilt had not approved but why I mean are you serious we've been to school for 125 years we need to get these things approved um it was already paid out last year this was paid out last year and the positions were approved under that contract I this isn't new I've been doing theater here at Walnut for about nine years now and I've never had this time thank you very much oh okay um I I was curious I have to I've been told to talk to the athletic director I want to talk to a finance director the Fine Arts director would be something to think about I don't understand why I've
talked to the treasurer or the athletic director but I'm willing to do that um okay two minutes it used to be three minutes but thank you for your time I appreciate it we appreciate it um we have uh I think our last speaker will be um Ms Sellers from CFT um along with with uh lee is is great too I do want to read we had one come in before that is not a speaker but ask that a question be read and so I want to make sure I do read that here um and I want to read it uh also so that our Administration can can share a response back this is from Emily Bell uh from askme local 232 the president and her question is uh how will CPS handle assistant school Community
coordinators who are performing duties of a resource coordinator and are represented in the collective bargaining agreement I'll send that in writing uh to the administration so they can provide a response I wanted to make sure that we did that uh and I think um we may have next Lee would like to come up good evening board members superintendo good evening um I would like to speak in regards to scheduling I'm hearing um again from my colleagues in the district to raise it up a little bit is this better yes I'm hearing from my colleagues in the district as you know I wear many hats in the district I'm also a teacher a fine arts teacher at SCPA um whenever we discuss scheduling at ilt it is very contingent because it's sort of like a a
fight for the money because each school has a budget um but yet there are many teachers willing to step up to do extracurriculars on behalf of the students to keep them involved in clubs um to keep them involved in ensembles and Productions and such this has been since I've been at SCPA for seven years this has kind of been the the norm in ilt where each year we have to decide what we're going to offer for the students and what isn't going to be offered for the students and it kind of status saddens me to hear that at Walnut they're starting to make that decision and people are walking away um from joining these Productions with the students um in in negotiations we did discuss scheduling and we discussed some of the stipends that were
were given and we know that the stipends are already lower than our counterparts in the suburbs and we did work in negotiations to raise those stipends so that they were closer to our counterparts in the suburbs um but I I think what has happened here and it's been exponential is that the budgets for the schools has not been raised to meet those stipends um and there was even discussion and negotiations to raising them higher to try to compete with our Suburban counterparts um but I don't know how that would happen if if there's already a kind of a fight over who's going to do what and who's going to get paid and what opportunities are going to be extended to the students at the different schools whether it's fcpa whether it's Walnut whether it's other
high schools across the district because those budgets do vary from school to school very much all right thank you very much uh and our last speaker this evening will be CFT president uh Ms Julie sellers thank you and I just want to reiterate a little bit about the schedule lead this was a problem last year it's also a problem this year we did increase it but they didn't increase the budgets to the schools so that means that because of the increases of the stipend amounts less people are able to provide those different programs at those schools and you have to remember Walnut Hills has like 3 000 students almost I think it might be down a little bit this year but they they have the lowest per student dollar amount of any school in the
district and so there is something that's going on and it isn't good for kids so I hope that you can resolve this so that we can have the schedule e because that's why kids come to school it isn't always the academics yes kids come for the academics but it's all those extracurriculars that keep kids in school coming back but this evening since we are going to be talking about the budgets and the budgets for the schools are being developed at this moment they should be hitting the schools probably by next week so as the budget is being developed for each school for the 23-24 school year and Staffing is also being determined at the same time I want to remind the board of the importance of the reading math and ell Specialists these positions are
dependent on in each school to support strategic planning and alignment with each school's one plan outcome goals which impacts our overall report card early literacy interventions by Specialists accelerate the learning of students using the high dosage tutoring mode and the implementation of the mtss best practices retaining Specialists is a critical to the robust multi-tiered system of supports at all schools schools and districts with no robust Tier 1 and tier 2 systems are more likely to have the instruction to have the instruction in place such as evidence-based interventions progress monitoring Fidelity monitoring student and school level teams which is necessary for Effective tier 3 implementation these supports reduces The Strain on the General Ed staff providing tier two the school mtss process and it also increases collaboration across Educators psychologists and Specialists the work of these
Specialists providing early intervention can also help to prevent the over evaluation and identification of students for special ed services these the teachers across the district especially in the elementary schools and even I'm hearing their principals believe that these levels of support are necessary for the Bold for the board to reach their goals on the report card for this coming years and next year also so thank you very much Ms Sellers and thank you all of our speakers this evening we're going to move from item C to item D on our agenda which is approval of the minutes um from our previous few meetings is there a motion to approve the minutes for the special meeting December 5th business meeting December 5th and special public meeting December 14th no move thank you former vice president Jones
it's going to take me a second um is there a uh a second okay thank you Mrs Weinberg any discussion on the minutes all approved signify by saying aye all right any opposed minutes are approved uh committee reports we're gonna hear four of these this evening uh we're gonna hear first from uh our um 2022 health and safety committee chair uh Mrs Weinberg um so the health and safety committee met on Monday December the 5th at 3 o'clock P.M um our attendees included the health and safety committee members our Administration and staff DPS government Liaisons and mind piece we started off the meeting with the governmental Liaisons reporting on particular intermediate legislative topics we had Mr Glover present and he informed excuse me Mr Kearney started off by providing the committee with an analysis of
House Bill 583 and then Mr Glover then informed the committee about Senate Bill 178 that talks about who will be in charge of the Ohio Department of Education then Mr Glover went on to report that the Ohio Senate is expected to pass the bill on Wednesday December the 7th 2022 and that it still needs to get passed through the house for formal approval Ms Jones informed the committee that the honesty for Ohio education Coalition Coalition excuse me reached out to her to see if the district would be interested in joining their coalition Committee Member moffatt asked what steps community members could take to voice their concerns about legislative issues that do affect our CPS students after that we then had a mental health update which was provided by Ms Shelton she updated the committee about
the following ways that mindpiece assists CPS and their students there were several things that she included as the committee chair I inquired about my asthma Shelton about measuring the data for some of the above ways that mind piece assists our district for an action step Ms Shelton reported that on a monthly basis she looks at how many students need help what happens to those referrals and what are the barriers he then collects the data from each term and then Ms Shelton will provide the data to superintendent right for her to provide it to the board as well another action item that came out of that was that Miss Shelton also stated that it would be difficult to get the data due to Partners using different assessment tools um she plans on getting the reports from
the individual partners and providing us with that report as well after that we ended with discussing as the chair I ended with discussing the year-end updates and just wanted to kind of go over some of the great things that the health and safety committee we're able to do for the year of 2022 in terms of their work plan and after that we address new business we talked about RSV we also talked about status of some of the doors within our schools that needed to be updated in which superintendent Wright was able to give us an update we also discussed the ride along that superintendent right also brought up as well um going back into some of the things that we also talked about in terms of our work plan it included excuse me Child Abuse
Prevention bullying resource coordinators and Community Learning Centers student code of conduct nutrition Health mental health pedestrian safety safety in communities and in-school safety and one other important thing that we did appreciate was having the covid-19 information presented in our weekly link as well um I think after that we had no hearing of the public and the meeting was adjourned at 4 14 pm this is information I hope that my minutes are accepted thank you very much Mrs Weinberg any questions for the chair of the health and safety committee hearing none um Dr moffatt would you share a report from the ad hoc attendance boundaries committee please absolutely so we held a meeting on December the 7th um and and these minutes are on board docs so please the community go out and get them I'm
going to skim them so there are some pictures and some some data that I'm going to skip over but the but the minutes are there though we had some community members present and we had a presentation a district audit was conducted by The District administration and um these were considerations so I want to make sure that the community hears that these were nothing absolutely nothing was determined no no changes have even been suggested these are just simply considerations findings from the superintendent and her team and um we've only discussed these in ad hoc we've not presented anything to the board for consideration so she did an executive summary of the audit and the equity audit evaluated the current state of specialized programming which included magnet schools Vision 2020 schools Career and Technical College credit courses
and gifted Services through the lens of the impact of the program and what they have done with regard to student achievement and Equity um in summary let's see I'm going to just try to go to the full report but um the document in kindness scam skim skim just to note the following schools have one program by name but are implementing a different program those schools would be Covedale Hyde Park Kilgore Riverview East Roselawn and Silverton there is further data on that some of the considerations by the superintendent um set were one expansion of accelerated programming across the district um Schroeder John P Parker Spencer maximizing building capacity with regard to Ethel Taylor Douglas and South Avondale and then update to the school boundary for change changed programs and some suggestions there she also offered some
additional considerations um based on the audit let's see we did talk about information regarding Spencer programming so please go to the full minutes to find out the specifics but we did have some discuss some considerations there as well um there was also discussion to have Arts integrated into all the schools and the administration reiterated the mo that most of the schools discussed during the meeting were neighborhood schools and not magnet schools but there was advice for um the vision 2020 schools to have that as well one of the action items that we've discussed that we will be discussing in January is the committee recommended that the administration discuss the west side at an ad hoc attendance boundary Committee in January so we will be talking about that at our upcoming meeting another action item is
that superintendent Wright reported that her plan is to present all of her information about the program offerings to the full board at a committee of the whole meeting which will be coming up we had some comments from community members regarding Magnet Schools Montessori schools and the inquiry as to why our parents using the schools that they're choosing we did have a presentation regarding District maps and the one mile walking distance for our neighborhood schools that led to an action item of a recommendation from the committee that the ad hoc attendance Foundry committee draft a summary of what the committee the board and the Administration has agreed to in order to provide a summary to the board so we will be working on that as well and then the committee recommended that the administration this school
year visit children at Winton hill Academy that are forced by the district to attend Pleasant Hill so we'll be looking at that as well our next meeting please make note to attend will be on Thursday January the 26th at 4 pm where we will discuss the central East and West corridors summations from the board ad hoc committee Administration in the community about regarding the program audit an explanation of the process that the administration used to determine the indicators um our chief academic officer and chief of schools bring will bring back the indicators Pleasant Ridge Montessori expansion will be for discussion and also outstanding Community issues for the communities that don't have their school within a mile from the community for example Oakley and then what again again why families choose to leave their school so
please make plans to attend January 26th at 4 pm and I submit the minutes as written for consideration approval thank you very much Dr moffatt are there any questions for the chair of the ad hoc attendance boundaries committee Ms Bolden you know not a question here and I've spoken briefly about this but some of us may have received some uh information from community members regarding some of the issues that were presented and discussed at ad hoc and this is sort of the price we pay for being transparent and actually having public dialogue and discussion about options and thoughts and it's going to continue but I just uh I wanted to make sure people understand that as we work through this process as a committee and as a board and the administration uh in the interest
of getting the best Solutions we can we have open dialogue and encourage people to participate in uh listen and react but it would be incorrect for many people especially from the ad hoc experience to assume things are done deals uh as we're in this process process there'll be hundreds of thoughts that'll go forward and uh and uh there'll be most of this material requires almost full board action so just wanted to encourage people to understand to follow carefully and watch and listen but uh please don't jump to conclusions because that we heard from a couple of ilts about certain things or teacher rounds uh regarding assignments so uh absolutely participate and listen carefully and what have you but I think the chair did a good job summarizing some of the material but again uh this
is the price you pay for transparency and just announcing something instead of actually discussing things in in open Public's business is done in public thank you Ms Bolton any other comments or questions on the ad hoc committee report okay and if there are none we're going to hear next from Mr moraski on the policy and Equity committee thank you president Lindy uh our meeting uh was held on December 9th 2022 and began with uh requests from Jehovah's Witness uh to have alcohol at a ceremony in Walnut Hills and about halfway through we realized that they were having a religious ceremony and didn't need an alcohol waiver for wine they were passing um the only reason I bring it up and Inskip over it is I thought it was it was that was never presented to
us and so um and Mr holy is like you don't need to go through this process so I just kind of wanted it on the record that people if you want to have a religious service with wine is a symbol of whatever it's a symbol of for you you don't need an alcohol waiver for that so thanks for that help Dan our second uh piece uh we continue to discuss uh policy 2440 Extended Learning opportunities born out of Committee Member Bolton's I desire to talk more about summer school um and Dr Moffitt as well uh and concerns about policy having language about students being required to pay tuition fees to attend summer school buying books seniors versus other grade levels um etc etc uh and what we kind of all landed on was that the
policy uh is is often implemented in different ways in different places and we have a desire as a committee to sort of Shore that up and not have that be the case um not in an effort to centralize power so much as an effort to promote Equity uh across the district so we provided our our concerns and suggested for the policy a rewriting a draft of an equitable policy B draft on uh Equitable uniform policy see uh spell out a few acronyms um yeah it's kind of a pet peeve of mine uh D uniformity and accessibility of courses across the district uh Committee Member Moffett asks how many non-resident students are attending summer school are they paying tuition Etc so we'll get all these responses and a new draft at our policy Equity committee meeting
in January with member Weinberg and Ms Bolton our new policy committee we'll also get an update on policy 5410 promotion academic acceleration and retention as you all know we've been talking about this for a while it's a big one um CFT has been very helpful and been at the meetings they've had counsel at the meetings uh everybody I think is aligned that this needs some work um we're going to have a piece of this policy presented tonight as you may recall we uh uh you know we separated out uh acceleration uh retention promotion so our Committee Member Bolton began the discussion saying the policy wasn't ready to move forward for approval until more discussion had taken place uh that is aligned with Ohio Department of Ed's requirements um Committee Member moff would agree more work
was needed as well uh you can look at the minutes for our long conversation in January on our agenda for January which will likely be and if soon um so we can meet before February uh we'll discuss this again we're hoping to have something to bring before the board at the end of January or February to discuss and to look at regarding these issues um the academic acceleration policy 5411 the proposed new policy uh we feel like we're getting there with that one and we'll be able to present that as well after we meet probably one more time maybe two but hopefully just one more time um another new policy um born out of these conversations policy 5462 which will also be presented at the end of January beginning of February individualized graduation progression um
uh we reviewed uh discussed uh the new policy Life's a lot of the language but still feel we need to shore it up um and then of course we'll have Miss weinberg's eyes on all of these here at the end of January uh second to last policy 7217 you all may recall a couple policy meetings ago I had uh asked for updates on what our sort of student threat protocol is not because Cincinnati public has a larger issue than any other District but this is unfortunately becoming commonplace at districts all across the country I.E student threats of violence thankfully that don't many most of which never come to fruition but it's become kind of a trend across the country which is disturbing um and so I was curious if we had any kind of policy
in place for what happens what is the uniform process we do a good job I can attest to that when this happens but what is the process and so uh assistant general counsel Stephanie Scott has done a lot of research on this brought us some really good information and I'll just tell you all right now there there's nothing really that we're going to move forward today but the things that I feel need to highlight for them public certification and for the record um Miss Scott informed us on March 24th of 2021 the Ohio house uh uh passed Bill 123 that requires students to have a school threat assessment plan um a model threat assessment plan and approved threat assessment team training for schools we were also provided the Ohio school behavioral threat assessment model policy
and protocol a guide for school personnel and Law Enforcement Officers so this will be used as a resource to create the district's policy to ensure uh that we are handling this well for my part my two cents were it I heavily advise the administration to draft the policy with language that is Equitable for all of our students and not to rely on the Ohio house or Columbus period um for Equitable policies of our students historically uh their rules and laws have not favored black children which is the majority of our district and so I want to make sure that our policy takes set into account because they're not lastly Committee Member Bolton talked about teaching restorative peace and producing a curriculum on peace she recommended to add this to the superintendent's vision of the district
uh lastly uh we had uh uh kind of uh on uh planned touchy-feely moment at the end of the meeting I think uh we've done a lot of work and policy these past few years with kovid and changing of leadership and this and that and everything else there's been a lot and so we kind of all went around the horn uh and and uh gave credit where credit was due um and I'm gonna do it again for uh Miss Kathy crabwell Mr Dan hoing um and Miss Stephanie Scott and uh general counsel's office these people uh worked their tails off not only make sure we do everything on the up and up but to design and write these policies you know that put our kids at the center so it was really great um Committee
Member Bolton stated her slogan uh real work is done in committees um and uh I think we all had a great year so thank you Dr Moffitt we'll miss you um but we appreciated your work last year and then Lastly lastly there was a transportation concern uh that board member Weinberg had brought up so we addressed it in the meeting um the superintendent the action was would follow up with that it was uh regarding a student not being picked up uh and not getting their uh transfer um honored by the district but hopefully that was someone taken care of her completely taken care of but uh it was in the minute so if you see it that's what that was about and uh that was it and we adjourned at 10 45. thank you very
much Mr moraski do we have any questions for the policy committee or any comments okay hearing none we're going to move to our final report from Ms Bolton on Budget Finance thank you Mr President um no we always read these very carefully uh when we get them but I do want to encourage members to be doubly interested in reading some of the specifics that I'm not going to cite tonight that are appear in the finance committee uh the more I'm going to be emphasizing some topics and some themes but I think it's uh I think leading the minutes and uh will kind of give you a little bit of a jump start on some of the budget concerns as we move forward up we had every year we review contracts uh specific contracts and this
past month we did it very differently uh with the treasurer and the superintendent's suggestion and I think it worked out very well in that they presented rather than all of the budget uh managers or owners uh and indeed they presented economy two trunks one one of the trunks has been open and we've seen an analysis of those contracts that are over two hundred thousand and again tremendous specificity about how many contracts we have but I encourage everyone to please look at the very specific data not only did we do it a different way that I think indicated a greater analysis for board members uh to see the numbers of contracts and also some of the considerations that the superintendent and the treasurer and the leadership team and and budget owners have gone through about requesting
to keep budgets or keep the contracts or eliminate them or review them and some of the considerations that went forward we also were deep in the throws finally and I think president Lindy will be happy about this deep in the throes of kpi which is a key performance indicators that are trying to be how shall I say it true to that concept and not and take it 100 percent to where we can get it the other issue is they raise some issues about the potential competitive pricing processes potential consolidations of alignment some legal issues regarding the number of contracts and what have you and also their own policies being adhered to regarding when you have to do an RFP and when you don't some other major topics that came forward certainly dealt with our own
clcs Community Learning Centers and Lead agencies and resource coordinators and we heard a reference as you heard earlier in the meeting from ask me president about resource coordinators use versus Community the coordinators the issue is that how that money flows and doesn't flow and who's responsible for whom and the role of lead agencies we also uh I think very importantly talked as well about the concept of reviewing insourcing and Outsourcing that about every three years is an issue and this time I think people are really putting some major consideration into it as to what we are resource Outsourcing or insourcing and why we do what we do and the results of that and whether or not it has benefit both financially and in results talked again about property property is part of our inventory part
of our assets uh and also property is going to be as we here at ad hoc committee a very important part of the future uh regarding the use of facilities also as we've been mentioning on a number of occasions not only the property issue but also the this the district's costs uh for preschool uh expansion both within CPS and among our private providers and we are in the process administration's in the process of a of working through and and hopefully concluding the master agreement that is part of that but again we've worked our way through the reserve and we have to really consider our ability to expand in CPS or to facilitate any further expansion uh in with private providers Mr moraski mentioned uh too this uh the need for mousse as a pertain into
CPS and the Recreation Commission long long partnership and the evolution of campuses as we look at how we have joined our efforts on a number of occasions and then finally um the need is this as the treasure continues to set a target a budget Target that will be very very difficult to achieve unless there are major decisions that are made I encourage my colleagues to read for the specificity for the finance and Budget Finance and growth committee minutes thanks submit thank you very much uh Ms Bolton any questions or comments about the finance committee report okay hearing none um I I did have one question that I forgot is my fault um for the ad hoc attendance boundaries committee um and this could be for the chair or for any member of the committee um
is there a work plan for the committee actually we um we we have a tentative work plan that we were going to complete once the audit was completed so we will work on that for January and then um obviously based on the results of the audit were to direct or to direct the work plan so we will get that to um to the full board for review and after January's meeting but there is a tentative one that went all the way into December um and then it talked about very Loosely what would happen based on the audit and that makes sense but we could um whatever the board meeting is where we review the committee report from the next meeting you all will have we could look at a proposed work plan right any other
questions on any of the committee reports is there a motion to accept all four committee reports please thank you Mr Craig is there a second uh thank you Ms Jones um we've had our discussion uh all in favor of approving all four committee reports signify by saying aye any opposed the committee reports have passed moving on to item F we're going to hear our presentation for this evening and I will turn it over to our superintendent thank you thank you and I will work to move through this relatively quickly but did want to make sure that we're able to fill in some of the gaps for questions that we may have about the executive leadership team who the individuals are but more importantly what their body of work is as we begin to go to
the next step in our work that we're doing as a as a district so this is just really a review many of these individuals you've already met or you've had some conversation but want to just kind of bring it all together today and at the end I'm going to call their names and have them to come across the stage so again you're able to put their names with your faces for those that haven't been able to do that already so as we think about the structure of the executive leadership team I I think previously it was called the performance leadership team so the same work uh this is the cabinet it's the superintendent's cabinet um and as we think about that structure we know that the treasurer is a direct report to the board but
we work very closely together as a team and she's also a very active participant in our executive leadership team so that's one of the reasons that you see our Treasurer listed the way that we have reorganized and reshuffled the overall team we'll go through each of the slides to talk about the Departments that are there in each of the slides this information is also on our District's website we keep the organizational structure on the website as well and an org chart is also on the website so we start with our Treasurer I think is very clear what our Treasurer covers but her key roles in oversight is finance accounting and budgeting for each of the executive leadership team members we did include just a brief um bio if you will on them just a few
lines kind of about who they are and the kind of work that they've done and I think one thing that's important that we pull out for our Treasurer is she has over 37 years of professional experience and has served 30 years in various roles within our district and the work that we're doing in the district so I do think that that's important that we that we call that out again she is a partner for me but she's also a very active participant on our in our executive leadership team next we have our chief operating officer who is Mr Christopher Burkhart um and he is responsible for facilities Transportation purchasing and student dining and if we recall when um right before when I came to the district we had an interim director of transportation we had
an interim operating Chief Operating Officer we had not a person directing facilities during that time so in a very short period of time we did have to come in very quickly and do some really deep work to make sure that each of the areas were covered and so Mr Burkhart is leading that work with over 29 years of professional experience and 26 of those years being in academic leadership um he has has been around the Ohio parts for a period of time and we're pleased to have him here with us and he's been with us since August actually most of the individuals have been around for a while yes next we have our chief academic officer and our chief academic officer covers all of our content areas so that's better known as curriculum and instruction
we have made sure that we have divided those contents what previously we had was curriculum and instruction and everything reported under that same umbrella so all of your content areas everything from ell to Art um and all of the other departments so to make sure that we're really able to go deeply into the work we have separated in Under the Umbrella of curriculum and instruction the content areas which would be your core English math science and social studies from our instructional Equity positions which includes Pre-K it includes foreign languages it includes performing Fine Arts I mean I could go down further down the list but that's just a separation for those under the umbrella as well to make sure that we are making the connection for all of our students and all does mean all
our special education students students excuse me students that are receiving special education services and those that are receiving 504 plan services are also a part of curriculum and instruction and the responsibility of our chief academic officer um our our chief academic officer has over 18 years of experience with two of those in actually actually academic leadership positions and I say 10 18 years of experience in terms of when we think about what we're doing with education so that would be everything in terms of instructional content and then I think that this is a familiar face to everyone and this is our very own Jeremy gallahue who Jeremy covers he's he's his scope has broadened this year um Jeremy was really quick to say to me I am a I'm a tech guy I'm a technology
guy but we all stretch and he has done a really good job in that stretch um and taking on a new body of work so for Jeremy not only is he covering I.T um but also our our newly defined and continuing to grow assessment research evaluation and our student Information Systems um Jeremy has over 23 years in I.T experience with 13 of those focused in education and so it's really important that we continue that work and continue to move that work forward and next again another one of our own that's been around for a while uh we know that our general counsel and the general counsel role is is a very uh interesting role the general council is a direct report to me with the dotted law report to the board depending on what the
scenario or situation is so it's important that our general counsel is an active member of our leadership team as well and so he covers in in his Department everything that has to do with any of our legal issues as well as workers compensation safety and environmental services are under our general counsel and kids in school rule which we understand as our foster care program um our general counsel has been with CPS since 2011 and he's been the practicing attorney since 2005. so he's coming up on 20 years how about that all right okay and then we have our new Chief of Staff who is the newest person uh to our team and that's Dr Derek little uh Dr little um actually transitioned to the district and we were able as a result of that to
do some additional reorganization uh that reorganization I honestly was parallel with some of his past work experiences so it gave us an opportunity to really bring some of those positions together that we had actually had budgeted earlier so you see the entire list when it comes to the responsibilities of the chief of staff which include strategic strategic planning and quality improvement which is a new role for us that was approved in our budget for this year Safety and Security overall enrollment Athletics institutional advancement and Partnerships family and Community engagement positive School culture homelessness and diversity equity and inclusion and so as we begin to roll that work out you'll really be able to see quite a bit more that we're doing especially in the Dei space Dr little has over 15 years of experience he
has served across the board um in as a teacher and we knew that our financial officer our Treasurer here would appreciate the fact that he's also served as a chief operating officer and as a Chief Financial Officer as well as well as assistant superintendent of thinking about the chief uh of our chief of academics the the other new person to our team is Mr Frankie Pollock and this is our new chief of high school transformation his his major role is oversight of our high schools as along with the co-lee for our College and Career Readiness as well as the the additional work around doing some deeper work for our military Sciences so we have it listed here as as ROTC but really doing some more work around that that is an area that is an
area of growth for us that we really need to dig into just a bit more and so that's an area that it would be a part of Mr Pollock's work Mr Pollock has over 21 years of experience and has served in several capacities for the last 14 years in leadership experience uh educational Leadership School leadership experiences um and this most recently served in the most recently in the principal role so we're really excited about the transition as well our chief of human resources and talent covers in terms of oversight Talent Human Resources professional development evaluation Recruitment and Retention and employee relations employee relations was one of our new newer departments for this year um and it's a department that we're continuing especially as we look at how processes happen a department that we're continuing to
further develop and employee relations would be the location where you would have when there have been concerns or allegations or any of those things around misconduct it goes through that particular department so that's one that we're building in the organization Ms Riley has over 21 years of experience and has served in several different roles in as a educational leader including being a principal a teacher assistant principal District level administrator and came to us initially as the Human Resources Director as well Mark Sherwood who is our chief of marketing and communication and I know that um Mr Sherwood pretty much Works 24 hours a day seven days a week even when I say that's not the best thing to do but he is covering all of our Communications and marketing and I think that you're able
to see uh where really the team collectively is doing a lot of work there Mr Sherwood has over 28 years of professional experience with 10 of those focused in K-12 public education and in many areas that make some kind of a unicorn when you think about what some of those experiences have been and we have our chief of schools who is not here today she is out ill but Dr Alicia Smith she is responsible for schools organizational accountability alternative programming she's our Charter liaison we added that we did not previously have an actual Charter liaison and school program development Dr Smith is actually was actually returning to the district she spent most of her years in CPS she moved away for about eight years and did some other roles as well but the majority of
her time has been served in CPS and she has about 30 years of experience as well and I think that is it so at this time I'm going to ask the team to come quickly I'm just going to start Rob you're just going back for me okay I'm just going to start where I see you so our chief of staff Derek little if you'll come on down let's come quickly so we don't waste too much time I should keep the butler I see you next all right um please take as long as you'd like okay thank you I appreciate it you you absolutely made this is Dr little um and then we have our chief academic officer who is Miss Shaquita Butler our newest on the Block our high school chief of high school transformation
Mr Frankie Pollock our chief of human resources and talent uh Miss Katrina Riley all the guys are together we have Chris Burkhardt who's our chief operations officer Mark is marketing and communication like everybody knows Jeremy and everybody knows Dan so yes and and Jen just pointed out that this is the first time that we've had more males than females that are on the team I suppose yes so I'm gonna ask if we could just stay one minute and if I could get the board to come around the front if you don't mind and take a picture with us the support board members will take a quick picture out front thank you yeah we follow it we follow the lead of our board all right so let's come on in pictures thank everybody foreign [Music] no
no no no thank you as we are returning to our seats as well we will also notice we know that we have an updated website that launched back in eight in August I believe we are also updating the department responsibilities on that site so that it would be more responsive to the bodies of work that you've seen tonight for those that we're meeting so that does end the presentation thank you thank you very much superintendent um as we move into the item G which is going to be our resolutions tonight I have two things here by way of introduction first for uh either board members who may not remember this from last year and are new or um folks who are watching um in the first meeting of the year we have a a larger
list of resolutions than normal and you'll see many of those on our on our list tonight um that was the first piece the second piece I'd like to propose to my colleagues I was corresponding with our our Council and we um we don't have to do roll call votes on all of these resolutions we can do voice votes um the difference Voice vote is like all in favor signify by saying I as opposed to asking the treasurer to call everybody's name I wanted to propose that just because it's a little bit smoother a little bit less ponderous but if people would like to do the roll call votes we can certainly continue to do that any concerns with with doing voice votes instead okay uh Miss Bolton yeah Karen but if we have a question
about something now no we'll still do motion second in discussion so any questions are really important everybody should ask it it's just for the voting piece any other questions about process okay um and I suppose I should have mentioned one more piece um for items one through five um we don't have a board member's name assigned because they're not coming out of a committee um I was going to propose we just start on the end with Mr moraski and have folks introduce them as we come down um any concerns with doing that okay Mr moraski would you introduce number one please my pleasure uh president Lenny to present a resolution um to join the Ohio school boards Association I present the resolution as written thank you Mr moraski is there a second thank you Ms
Bolton any questions or discussion on the first motion all in favor please signify by saying aye aye any opposed motion carries uh Mrs Weinberg will you introduce our second resolution resolution to join the Ohio school boards Association okay thank you um I am presenting the resolution to join the Ohio school boards Association Legal Assistant fund would you like me to read the whole thing uh you can either read it or just say presented as written okay I will present it as written thank you Mrs Weinberg is there a second thank you Ms Bolton any discussion or questions on the second resolution all in favor please signify by saying aye aye any opposed uh second resolution carries um Ms Jones would you present the Third okay I would I am presenting a resolution to appoint representative
to the Ohio school boards Association the Board of Trustees that worked out um it'll be former uh fill in the blanks it's former vice president Carolyn Jones um in both of those blanks I present as written um with the addition of my name thank you uh uh former vice president Jones um are there is there a second on the third resolution thank you Ms Bolton uh do we have any questions or discussion on this resolution all in favor please signify by saying aye aye any opposed motion carries um Ms Bolton would you do the fourth please yes thank you the resolution approving standing authorizations for the superintendent to be able to carry out necessary District duties for calendar year 2023 I submit thank you Ms Bolton is there a second thank you Mr moraski any
discussion or questions on this resolution Ms Bolton yeah I have a question um I don't have any but when we do the same thing for the treasurer there's a list that follows in that resolution to empower the treasure I don't really see a list except like temporary employment hiring is that it's a weird resolution that says below now therefore be it resolved blah blah the following amending authorizations and approval granted standing authorizations to the superintendent for calendar year 23 but to do the necessary duties of the district is born just for for my own Clarity were you talking about the resolution for standing authorization for the superintendent or standing authorization for the treasurer superintendent got it so this is that a treasure one of somebody else I I guess would be introducing or if I
was supposed to do treasure I will but when you compare the two it's kind of strange there's a listing of what that entails for the treasure but it there's not a list for the superintendent and it where it gets specific is up at the top of it I mean I don't have a problem with this resolution but it seems rather open-ended compared to the treasure one that we normally do we have the the superintendent or counselor whoever drafted the the resolution is there any commentary or feedback on that I'm not sure if this is exactly the same as we've done every year in the past or if it's changed yeah superintendent based on general counsel it's the same that we've done each year so this is the same as past years no specificity at the
end or it's just all right I wouldn't doubting that it's new I was just thinking that when you compare the two one's very specific and one is very open-ended thank you um Ms Bolton thank you superintendent Council other discussion on the motion Dr moffatt I too just had some questions it seems extremely vague employment of temporary Personnel I I would like to know kind of a little bit more a little bit more specifically specifics around where that what that entails I feel like that's a blank check so I not that you know I just I think I'd like some more Mr Hoying if you can step down please thank you thank you thank you Dr Moffett and then either um for either the superintendent or or uh general counsel it's good thanks yeah these um
are the same uh resolutions intro resolutions that we passed at the aura the board passed at the organizational meeting last year the purpose of this one specifically with respect to Temporary Personnel is is to allow the superintendent the authority to hire someone before the next board meeting still would need to go through at the next board meeting it doesn't doesn't it so so this would be like if they had an effective date of tomorrow or the superintendent needed some to hire someone tomorrow uh she would have that Authority still would need to be approved by the board at the very next meeting that that that's that's how we've used this Paul this resolution in the past not to circumvent in any way the board's decisions but to allow it to happen before the next meeting
all right so I have a question Dr malvin if we if the superintendent hires someone and then we say no how does that affect us legally uh we we hire them subject to so so their their employment is conditional on the board um approving their employment at the next scheduled meeting that were we we would if the board did not approve their employment um you know we would pay them for the time worked and they'd be excused at that point so there would still be a financial implication to us yes but no longer than until the next meeting and can you give me an example of why that would be necessary in July oftentimes the board this has most frequently been used in July when the board has not sometimes had a meeting and so
if there has been a need to hire someone during that time uh that that's been done with approval at the next scheduled board meeting this to my knowledge this has never been used to hire someone and and then not get bored I mean it literally says with such employment to be presented for board approval at its next scheduled meeting thank you Mr Hoying other questions Dr moffatt well I guess I just am confused as to why that would be necessary um if it's never really been utilized previously what is the impetus for the reasoning behind it now I didn't mean to imply it hasn't been used it hasn't been used in in any manner to circumvent the board approving that employment um I mean I I can tell you we do job fairs in July
for and get people hired uh as quickly as possible sometimes and and again that is then approved that person's employment is approved at the next scheduled meeting yeah thank you Dr malva thank you Mr Hoyne Ms Bolden oh so I don't I don't mean this to be 10 correctly what I'm saying is does this resolution only pertain to hiring temporary people because it's the only thing that specifically is mentioned and then it's a whole paragraph about something else and delegating powers I mean if anything is this too um too narrow of authorization I mean is this it just looks so different than the Treasurer one it has been used to hire people temporarily until the board approves that that's that's the manner in which it's been used and that's the only thing that he's empowered
to do via this resolution for the calendar year whatever no not at all the superintendent has all sorts of statutory Authority in in the past if that there have been years where we didn't have this and we have a job fair on July 1 for custodians that that's how it's been used that's my issue this really is this resolution pertains only to that it doesn't pertain to all the other incredible powers of the superintendent no it doesn't it doesn't limit those in any way okay thank you member Bolden thank you general counsel any other questions or discussion on this resolution wonderful all in favor please signify by saying aye aye any opposed no motion carries uh we're on the item number five um which we'll ask for from vice president Greg all right uh submit
the resolution approving standing authorization is for the treasurer to be able to carry out necessary District duties or calendar year 2023 so I submit that as written thank you Mr Craig is there a second second thank you Ms Bolton any discussion or questions hearing none all in favor please signify by saying aye aye any opposed motion carries uh number six uh from Ms Bolton these are now ones that I think are coming out of committee the individualized graduation number six the resolution for advanced payment in got it thank you a resolution for advanced payment of taxes I introduce and hope for approval thank you Ms Bolton uh is there a second second thank you vice president Craig any discussion or questions all in favor please signify by saying aye aye any opposed motion carries we're
on to number seven from Mr moraski thank you president Wendy um a resolution adopting new board policy 5411 this is the one I was talking about in the presentation of the minutes from policy uh this is the one regarding academic acceleration I uh present the resolution is written hope for Passage thank you Mr moraski is there a second game is Bolton any discussion on this resolution all in favor please signify by saying aye aye any opposed thank you very much moving to our last one uh also from Ms Bolton Dr Moffitt I don't want you to feel left out here everybody did one would you like to do this one okay I'm pretty I'm pretty used to that go ahead Miss Bolton all right uh this is the individual as they individualized graduation progression uh
I introduced this resolution adopting new board policy 5462 individualized graduation progression which is uh all part of this package if you will that we'll be bringing forward from policy that chairman moroski has mentioned earlier uh submit and hope for approval thank you Ms Bolton is there a second second thank you Dr moffatt is there any discussion or questions on the resolution all in favor please signify by saying aye aye any opposed uh resolution carries okay thank you um we've made it through section g uh and we are on to um the superintendent of schools section uh do we have any retirements this evening yes I think we only have one retirement president Lindi we have um for our civil service we have Lisa a rollinson um grants accounting specialist within the treasurer's office and that
will be our only one for tonight so we are wishing her well and thanking her for her service to this district and of course to the students thank you foreign thank you for your service and thank you Ms Weinberg um I need a motion to accept the recommendations from the superintendent I think it was Miss Jones was that your motion thank you and Mr marowski had a second any questions or discussion on the superintendent's recommendations Ms Bolton yeah I have uh just to I think is short I think it's both from uh section F and it's just to contemplate some things first uh hoping the knowing that the administration is uh very much involved with preserving the security of the testing that our test coordinators are be doing I think there's so much pressure uh
regarding uh doing well and what have you I think uh be great to uh I'm sure the administration's going to be emphasizing the security of testing um the other thing is again the overload this is my you know one note whatever overload pay which is required when class sizes exceed the limits that that are thought to be tolerable as described in part on the CFT contract particularly I'd like us to start thinking about this overload pay is subsidizing large classes that's what it's doing and the new issue on Staffing it's not just that we know but there aren't enough bus drivers anymore there aren't and there aren't enough teachers or enough administrators but they're also not enough parents and the reality is all of these Staffing Solutions that we have we don't have the resources
to do it and and the reality for me is that this overload pay uh really is is is a way to look at it for me is I've come to to realize is that we're just subsidizing large classes because that's one of the very few things besides buses and just the one or two other issues that I hear from the public is that they feel their kids classes are too large and so um I would uh certainly we go ahead with this I'm not saying we vote against it but I would like to take this opportunity for us to kind of rethink what we really mean by overload it is subsidizing large classes and I worry about that in any school but particularly in an urban School District so that's my comment thank you Ms
Bolton any other discussion or questions or comments about the superintendent's Rex hearing none Ms Wagner would you call the role please Chris Bolton I Mr Craig yes former five president John yes this has to stop Dr Maupin yes I'm sorry I couldn't resistance Mr moraski yes Mrs Weinberg yes president Lindsay yes um moving on we are now on the report of the treasurer is there a motion to accept the report of the treasure thank you Ms Bolden is there a second second thank you Mrs Weinberg any discussion or questions on the treasurer's report Dr moffatt so on um section two I think it's I page five it is uh since I youth collaborative forty two thousand dollars chief of schools can you can you help me understand that this is a then and now uh
request and that they sent us a bill with a invoice date that was prior to the purchase order date um specifically what it's for it it says instructional Services that's all I know okay so when it says chief of schools that's on their end not necessarily on our end it just says that's this department that's responsible for that work okay so okay so there's no explanation as to what that 42 000 is for she is out ill that was my only question generally that comes through it's the Cincinnati youth collaborative works as we know at several of our schools um and so because it's under the umbrella of schools that's why I would be connected to the chief of schools um but we can do a bit more research if we want to if we
need to hold this one for then and now we can do a bit more research to see actually what it was for it would be a then and now though because the services were done before the approvals were done for the purchase order okay well I don't want to hold up anybody's money but I would like an explanation at the next board meeting about it but um I'm ready for I don't want to pull it out um thank you Dr moffatt uh do you have any other questions or anyone else okay um Ms Wagner would you call the roll please Ms Bolton hi Mr Craig yes Ms Jones yes Dr Moffat Mr moraski yes Mrs Weinberg yes president Lindy yes okay thanks everybody um we are moving right along here to kind of the back
section of our agenda um only have one board matters item this evening and this is an open item that um despite my best efforts we never quite got to close your last calendar year um which was to identify the process by which we're gonna um create our District's next strategic plan um we're not going to get that all the way to closure this evening um I want to be thoughtful about everyone's time and and we've this is our third meeting this evening um but I did want to share that uh over the holidays um Ms Bolden uh was advocating for an idea with me that I found compelling uh and I asked if she would bring it um to the full board not for a decision tonight I don't think um but just for some
initial discussion uh and to hear the the perspectives I think from colleagues uh about an idea that I thought was really interesting uh sure thank you um we have we've done many months of governance and arrived at the goals and guardrails of which we're all proud and pleased and I would always suggest too that they start to be posted on the uh agenda items uh you know as the other stuff has been from the Strategic plan and I know over over the last several months few months we've talked about the Strategic plan and whether or not a strategic plan would be continued under the the auspices of where we are with regarding our governance piece or whether we would introduce something else uh differently and what kind of calendar would it entail what kind of
timeline would it entail and one of the things I thought is important and I think we all did in previous discussions talk about the interest in having this uh effort be Community engagement uh particularly and also the many of us that were interested in having uh the uh board participate in that Community engagement and that that Community engagement might based upon our our timeline based upon our calendar to impact perhaps the budget but more particularly uh to impact the our future planning is to have a strategic plan be begun or following these first several chapters from great City schools that maybe over parts of January and February and very very early March would be an intensive effort to engage the public not necessarily about looking at our goals in our guard rails but instead what
we've not changed for any number of years our vision and Mission and as I think the superintendent mentioned in a conversation sort of our forecast our future where do we want the district to be where do we want the district to go and so it's not really going to be redundant to what we've already done but instead to have the people as the as the great City Schools calls them the owners if you will of the district our people our citizens inform us about what they think the future will be for the district it's sort of informing board work as much as it's informing Administration work and so that my idea and I think we've talked about this in public with one another about a possibility of rather intense Community engagement and and board involvement
in that Community engagement not us trying to figure out the how to do something but indeed the the what the future is for the district the forecast and what we want to be about so I was just mentioning that to to uh to Ben and talking about it and we have talked a little bit about it as we go and possibly that would be a a third party for a a a particular period of time uh could help facilitate both the board and help facilitate the community engagement about this broader vision and Mission which I believe has not been changed since 2017. and also this is the superintendent describes it the forecast it's about where we're going into the future so I I think it would be great to do that I think we all
enjoyed the community engagement we participated in and I think the community enjoyed it as well and it also is the obvious thing we are our function is the voice of the community and then it's the function and feed of the administration and our experts and our Educators to figure out not only you know help us figure out the whys and the whats but more particularly the how belongs in part to the administration but I'd like to look at that timeline it could still impact budget it could impact obviously our future and I think it would be great to have some intensive uh Community engagement at this time as we look forward to so uh and I enjoy the conversation I have with with Ben and uh I I I'm interested in what other people think
because I think we're in a good place right now with those goals and guardrails and to move on from that foreign thank you very much Ms Bolden and again we're not trying to solve or or decide anything this evening but um it is an outstanding item from last year uh and I wanted to see if anybody just had any questions from if not we'll keep moving Ms Jones um I one of the things that's missing a piece that's missing I think I I think I support uh philosophically what a member Bolton is saying and I agree with her about needing us needing to involve the community in the planning around this and how we do that I I don't know but I would like uh at some point soon to hear from the superintendent what
her broad thinking is about it as well as the Council of gray City Schools I mean I you know we're paying them and I think they're under the assumption that they're going to do strategic planning and I just want to hear from them what they're thinking as we start to finish this conversation I think that's it makes a ton of sense we don't have them with us tonight but we do have our superintendent uh is there anything that you and I don't mean to put you on the spot but if you feel inspired or want to share anything I want to certainly give you a chance thank you so I think from what I am hearing we went through the goals and guardrails process to really determine one what would our student Focus outcomes as
a board and the guard rails really were what were the values of the community and so the board voted on those last year and now we're ready to move forward with the how I think there was some discussion if I'm and if I'm off base um board member bulletin I know that you'll you'll correct me but I think that there would I know there was discussion around the Strategic plan process that was done the last time a plan was done and I think from what I'm hearing from board member Bolton that's not necessarily what we're talking about out because that gets into the how so understanding that the coach is responsible for the how identifying who those partners are who those uh expert recommenders are that would be a part of that how I I
hear this as being about a larger interest in mission and vision are we still in alignment are we on the same page is this what we still want in terms of where we want to see the school district um the term forecasting as we've talked about forecasting before it's really where does the board and the community want to see the district positioned where are we within the community where are we within the region where are we nationally and what that looks like so that's the way that I'm kind of understanding it in terms of I think you said a third party that would do that would engage with that I think that you're correct the the council really is um in direct involvement around the overall student outcome focused governance and the first part of
that was getting getting us to where we are right now I don't see that that goes away just based on what I'm hearing but it gives the the board one more arm to not just help to inform the day-to-day of the how but really where are we looking to go in the next five seven ten twenty years what do we want to see in terms of positioning for the district so that's the way that I see it in terms I think that that's accurate in terms of process um to a former vice president Jones's a question um we one I will say that we're eager to get started because in order for us to be able to truly take everything that we have in terms of our goals and our values and be able to
do as much as as we can this year to impact this year's budget we really need to be able to get started on the actual house and so the way that I see that working is starting with those that are part of the organization already I'm looking at our teachers looking at our district partner our district Partners our district leaders as well as those that are in the Greater Community that have a level of expertise in each of those areas to bring them together in one group and then go through about a four to six possibly six to eight week process so that we're breaking down each one of those goals and what the initiatives are to start with that support those goals and so it's not you know what I said when we talked
about this before I think that initially there was some concern that we were kind of going to you know take the goals now that we have them and then we were going to go in a room and begin to work on initiatives that's not the expectation the expectation is that we still work with a larger audience you know we have a very active CFT as well where we do um you know we have curriculum councils I'm actually meeting with starting next week I believe meeting individually and I offered meeting individually with every one of the curriculum councils because that's important to get that feedback as well and so making sure that we're using that as a part of the overall plan in terms of initiatives because that then becomes our marching orders for the next
steps around what we're doing to really make sure that we're improving our district thank you superintendent um this came I think from Miss Jones's question did that give you what you were looking for yeah yeah great so again we don't need to um lots of questions to figure out but I hear the superintendent about about urgency did you have Mr Craig have a question I was just going to say I think uh what board member Bolton is suggesting is a great way of marrying the idea of having two paths that can be happening at the same time right so that we do need to have a re-examination of our of our vision and Mission as a district from the board's perspective and from the community's perspective that also then when as we're producing this teaching
plan that we're bringing those two together at some point to make sure that one is meeting the other's needs right if we aren't building a strategic plan that matches up to what the community wants from us for their our future then that's necessarily the best course of action but we also don't know in the same way what they see us being in four or five years or wherever we use first link so um thank you um any other last questions or comments here we will get we will get a presentation or a discussion item about strategic planning at one of our very next meetings so that we can move this forward um but are there other inquiries or Updates this evening Mr Craig would you want to say anything about Mr so it's not really
inquiry but I guess I'll give you an update um I went to today and I spoke a little bit about this earlier I went to the funeral of Carl Tuggle Carl Togo was a 36-year teacher in the school district here um but more importantly to me he was a good family friend Carl Taco uh was a World War II veteran he was 97 years old when he passed Carl's an Alum of Woodward High School he married a Alum of Withrow High School both of them were teachers in our district for more than 30 years um Carl is actually a historic uh part as well Carl was at Port Chicago so for those who don't know about the Port Chicago disaster uh in the 1944 there was a uh Munitions loading process that was very dangerous
at that time the Navy was still segregated and they required black troops the black soldiers to do the loading ammunition and loading of uh really difficult in uh past driven bombs onto boats without much training without much safety equipment in 1944 an explosion happened killing more than 300 people and injuring nearly 400 more about a month later they asked those troops who were still alive who survived this to go back out there and risk their lives loading and loading munition without security without the safety and the precautions needed Carl was one of those troops today has to do that 50 of those troops were ultimately who refused to do it uh were charged convicted and uh removed from the military with dishonorable discharges to this day those 50 troops majority of them have not been
exonerated there's actually a bill sitting in uh Congress right now the car worked really hard to fight for well he wasn't one of those 50 that were uh removed he's been fighting for them for that entire time he came to our district sometime after that um he was married to his wife Elizabeth as I always know where Betty Tuggle uh for 64 years which is longer than I expect to be around myself but uh but they were awesome I met them when I uh first started going to Allen Temple they had a college tour that they did for more than 28 years where they took young students out to hbcus across the country uh they were dedicated people to to work with our students work with our community and so I just wanted to highlight
the great things that he did the great things that come out of our school system you know again I think we sometimes forget about all these amazing folks who came through our school doors and uh really made a difference in our community uh the last thing that I thought about also is that um at the funeral today there's a gentleman who's probably in his mid 60s or so who was like car you know he goes up to the family and says Carl was my teacher in high school I remember him from there that's something his daughters talk about all the time about how they can't go anywhere without somebody coming up to him and saying hey Mr Tuggle you remember me and he doesn't always remember he didn't always remember them uh but he always
showed them respect and he always appreciated the appreciate it he was a mild-mannered person and so I just think it's sometimes good to highlight those folks who may not get always all the attention that they deserve and that they have earned thank you Mr Craig are there any other uh inquiries or Updates this evening Miss Jones yes um this is probably a question for um but the letter from Cincinnati preschool promise about the need to appoint um have we started that process as yet um uh The General Counsel actually reached out to me about this today um and so I think we're we are at the earliest possible stages but that it is something that's on everybody's radar and that we're going to be working to move forward thank you thank you Miss Bolden I
have uh two very specific updates somewhat related uh from two different schools uh I think all the board received the uh some letter email regarding uh Cheviot school uh and the Cheviot Historical Society wanting to place a plaque in the front and they sent the uh a text of what that plaque would be of just wanted to double check what the process would be for something on the grounds versus we have policy about buildings and and internal areas and I think they're interested in doing that is as quickly as they can as soon as everything's ready and they've been postured and poised to do it we also have something that was passed uh pre-coveted or in the early stages of coven where Taft High School is interested in placing a plaque at the athletic hallway
entrance area where coach Rozier so uh I think that's uh what we need to be thinking about and I guess people need an okay to go ahead and do that uh because I think the process was met for him or for Taft thanks Ms Bolton superintendent is that anything you want to yes so we did follow up after receiving the notice the letter from our Cheviot I don't recall receiving anything from Taft so I'll go back and look at that we haven't received that yet so maybe that went to the board so we're working in partnership with our general counsel one of the requests from Cheviot was for the link when the request was done I think last year on one of the requests based on our general counsel was that the um language that
would be on the plat on the stand that they would like to go in front of the school was actually shared with us so we received that as a part of that letter um and you know if the board is supported we reviewed the policy it is appropriate with what we have currently in policy and if the board is supportive it's a matter of us working with operations to get that done and determining or verifying that we're also incurring a cost to do it because we also know that the the plaque not so much a cost to do the installation for the um the sign that would go in front of Cheviot there is a cost but we could also share that as well so the board is supportive I think we have what we
need to move forward right thank you Ms Bolton I know that our treasure has a piece of good news to share any other board member inquiries or updates before we hear from Ms Wagner Ms Wagner you're up so the first thing I wanted to say is I have an answer for Dr Moffitt I was able to pull up the cyc invoice and it is for two Americorps College guides that work with 14 of our high schools in college um preparing activities like helping with fafsas and college visits and workshops and stuff like that you're welcome I forgot I had it on my laptop so for the exciting news um we have um we we have two credit rating agencies the district works with because of our debt um we use um Moody's and Fitch and
on a semi-annual basis they come in and do an update a review our financials with us and meet with us ask us a bunch of questions and this year our it was with Fitch and they just had a public a press release today the headline says Fitch affirmed Cincinnati City School District um with a double A Outlook an Outlook that's stable this is really good news it's a really good credit rating it's even better than the cities not that I'm competitive or anything um but I just wanted to read a statement here that I thought was really cool it says the a double a rating reflects the district's moderate long-term liability burden and Superior strong Gap closing capacity and solid flexibility of Maine expenditures it goes on to say that fish considers the district's Gap
closing capacity to be superior as it has maintained a high level of financial flexibility through economic Cycles this was really exciting thank you I have copies to pass down Jenna all I heard was better than the city and then I had a hard time hearing everything else but that's wonderful thank you any questions for the treasurer or any other inquiries or updates okay any assignments this evening Ms Bolton based upon recent experiences and and situations uh if if the board is interested and if the safety uh health and safety committee might be uh interested in an assignment I I would like and I know the administration does this and would be a part of it for sure and that is for each of our buildings the presence of metal detectors even if you will in
our elementaries uh the presence of defibrillators uh the number of people at each staff that are trained in CPR uh the effort that we had several years ago about stop the bleed those sorts of safety checklists it would be great to to know and to to double uh our efforts uh in all of that if possible um but very impressed with rapid response very impressed with the information that we're getting uh all that's been super but I just think it'd be great um if the administration does it does it reports to safety or however that wants to be done I think the community would like to be reassured that we have response point of clarification um Ms Bolton this sounds like a very important thing and I'm fully supportive of it and then it's like
a set of information that we're requesting from the administration that we're looking for for example metal detectors or other other evidence of safety precautions that we are taking at buildings the demonstration has done a fantastic job of instructional auditing for each of our buildings and I know we've talked about the services rendered vice president Craig has talked about that for each building and now I think there needs to probably be a checklist of our ability to respond in a super timely way in each of each of our sites so I don't know if that's Gathering the administration reporting that to us reporting over to safety and health however we however is best to be done but I think the community would appreciate it yeah that makes sense and I think um questions from superintendent I
just want to make sure that that I clarify so I think what I'm hearing we across our schools we know that we have updated crisis management plans for each school that have to be reported to the state um so I think that I'm asked that I'm hearing in an audit format just an update for the board or information provided to the board on the crisis management plans I can I can say 100 of them 100 of them have been updated but the other the other items that would support safety metal detectors defibrillators CPR trained staff stop the bleed and any of the other areas that will go along specifically around not just the um you know gun violence type safety right I'll use but some of the other areas like what we've seen with with
our football player um from this week okay exactly I think if there's a way that we can then demonstrate that within each of our buildings we have the resources and the tools in the training to make it even safer thank you and I want to continue what we started last year in in terms of just ensuring that anything that comes through as an assignment is supported either via consensus or with at least four votes I don't see anyone raising any concerns but I want to check no concerns great thank you very much any other assignments okay any announcements or kudos we've had several uh superintendent I have one just in terms of announcement I just want to do a reminder that we do start our transportation Town Hall sessions tomorrow we did receive some feedback
from the community about times we put everything out on social media and I think that many of in our community have realized that we are responsive and we do respond back and so we did receive some requests for change in times we've accommodated that coming up we've also added a virtual session as well our staff we are honoring them they don't work on Saturday so we're not doing the Saturday session but we are doing um a later time session of time during the day and a virtual session so this will be a problem solving session we already know the challenges really this is problem solving and so I think that some of the board members have um shared that they would be attending the sessions but I just wanted to share collectively we are asking
that individuals register uh just so that we'll know how many we will have in the room but those do start tomorrow um because we want to get as much feedback as possible the second piece of that for those that do not attend the sessions or they're not able to attend the sessions we are adding an additional survey in terms of being able to receive responses back on that as well so we'll release that survey after we go through the sessions just so that we're able to compile all of that information together as we come to the board with recommendations for next steps thank you very much superintendent uh any other announcements or kudos Dr Muffet um I have a question I want to uh inquire about the survey for the cultural audit um like what
were the results when are we going to get the presentation I thought I saw in one of your reports we got 3 000 responses but you know I'm wondering when are we going to get that presentation yes so I think I sent the information in the weekly updates that I sent last week that I'm hopeful that have an upcoming cow meeting that I would be able to do that presentation with the board on what I shared in that particular update was just the numbers in terms of the percentage of individuals that responded but we do have the information back to share with the board collectively so as we talk about the agenda for upcoming Cal I know we have several different things that are there but working together if that's one of the areas then
we'd definitely be able to present it then and if we also think it's more appropriate which is it honestly doesn't matter to me um if we're if there's not space on that cow we can also do it as a presentation at the board meeting as well as a superintendent presentation that's kind of where I would think it would be because I want us to focus on academics for the cow but I just wanted to want the community to know that it's coming and to anticipate when so maybe January February or February well we actually depending on what's on the agenda we'll have the information like where we are um we're ready to share it so if it's not a cal if if we feel the business meeting is better we can add that as a
presentation for the next business meeting okay I'll leave that to the to the chair to let me know if that's fine sounds good um thank you very much um so we're um because of a I'm not going to adjourn the meeting because what we're going to do next is recess into executive session and the meeting will adjourn at the end of the executive session but this will be the last uh discussion we're having of any of anything in public I just want to say thank everybody for being here tonight that is along three meetings um so thank you uh and I do need a motion to recess into executive session to consider employment of a public official and pending litigation please thank you Ms Jones is there a second thank you um Dr moffatt uh
Ms Wagner would you call the vote please Bolton aye Mr Craig yes Miss Jones yes Dr Moffett Mr morowski yep Mrs Weinberg yes president Lindy yes thank you um so we're we're a recess new executive session I'd like to propose we come back
