blind mode absolutely here uh we welcome everyone and request everyone in the audience to silence your cell phones and electronic devices members of the public who wish to speak tonight will have an opportunity at 5 30 this afternoon uh which is our regular board meeting time in our regular hearing into public time uh we will be using this period between 4 and 5 30 as well as our time after sex and up until 8 30. so I would just remind folks we could finish earlier uh to engage with our governance coaches from the Council of great City Schools uh we'll open the hearing of the public for sign ups now and then again at 5 30. uh people are showing up at that time I want to take just a minute uh to explain our

kind of unusual schedule this evening um our board one of the the priorities we're working through is uh governance coaching and landing on a clear set of measurable goals for the school districts um and you know in a perfect world we might use a day to retreat for something like this uh but it was just very challenging to find a date that worked for everybody um you know it didn't work was to use part of last week's meeting uh in part of tonight's meeting uh we will be in this smaller room while we do the coaching portion of the meeting but for the business part of the meeting which will start no later than 8 30 we will return to the aisle so um thanks for joining us either in person or remotely um I'll

mention just briefly the board priorities which you'll see on your agenda um moving forward and governance work uh clarifying and aligning on a strategic planning process improving our transportation outcomes across the districts secure and successful passage of the renewal Levy in November and strengthening Community relationships and improved parent engagement if we're doing our job right you should see us spending most of our time between now and November 8th on those five types that uh I will turn things over to um our coach and the Council of great City Schools thank you Ben it's good to be here with you and thank you all for all of the work that you've done thus far regarding on the development of draft goals and guardrails we're going to pick up sort of where we left off last time

um with the discussions around goals um just reminding everyone um we talked last time as well about the exist and that is what will be purchased on as far as goals are concerned when we talked about student outcomes we talked about what it is that students know that are able to produce and then later we'll get to our guardrails which are those non-negotiable conditions that the values and another job in the board is to represent the vision and values of your community we do this by codifying into policy those goals in darkness goals representing the vision our girls representing their values we talked about also last time um about our goals being smart the next measurable capable results focused and time back and so I know you all did some work on putting those components

into your goals and we'll continue kind of things in that as well we're still tonight not going to be um completely concerned about the target number if we so if we say um all third graders will be proficient according to the Ohio state test our students third grade students proficient on the Iowa or on the Ohio sorry I just came from Iowa um [Laughter] uh increase from X percent on June 2022 to 5 um I mean we're gonna that's the other thing um perhaps we're not gonna do what this board is going to need to determine is that they are setting be your goals of five year goals as well because right now um there's been there are a few different ideas around how what that life stands for your goals should be so alone

we'll do a little more work around that as well um again concentrating very much on this being about what students know and are able to do in the goal setting area one of the things I did send a communication earlier um last week uh session we've had encouraging everyone who was thinking about dependence or chronic activism um not necessarily not necessarily to sway away from that but we talked last time about that being uh not as much of a goal about what students really no one are able to do at the lower grade levels where they depend on adults too um time or and if you are compelled to still have an attendance or after she has some goals to make it at the five degree levels our community and then just keeping keeping in

mind that if you don't make a attendance or something she is involved there is likely and that might be a question for your superintendent is just that something that she would need attention to as far as strategy and achieving I mean so thinking about that as you're as you're left with only one to five goals in um on on what those are the other thing I would encourage and I believe brain Arts behave um I spoke to this a little bit as well last time when we have multiple grade levels uh in our goal that does make it less spoken and so coming in on an individual grade level might might be something you would want to consider um also understanding that the um different grade levels are going to have uh different efficiency levels

to eat so it kind of and thinking about once you write these goals you're going to handle them to superintendent right and she gets three interim goals measures tell you how how you're doing on those throughout the year so if you think about uh multiple grade bands or a proficiency ball and collect those three measures could look like first president spreads it out as well so those are a few things um keep in mind as we go through this process um finally before we really get started uh the other thing that I want to come back around to is you see it often um with our materials and uh we talked about it a lot are our first today Workshop the word student outcomes don't change until adult behaviors so I know that there are

many things that we are as adults anything that I as an adult found very comfortable with and used to what we're asking is to maybe push past some of that discomfort to really really consider um High leverage areas to really move the field Focus those resources and foreign so those are the things that I wanted to mention before we get started are there any questions before you learned um yes one of the first things that you mentioned and I'm glad to hear it is that when we're doing this or what we've done certain things like this in the past whatever we're kind of doing mentioned that we codified my point throughout all of this is that we have a number of things already codified about uh our superintendent our Treasurer our relationship with our superintendent

for my treasure and they are codified and have been reviewed and some recent years and just wanted to just make sure that we are aware that that's there and whatever kind of new generation of whatever we're doing at least until those policies engage it would have to still be in keeping so I'm just kind of interested in that the order as to what we're trying but obviously these don't necessarily replace what is there yet or whatever and obviously when we do this this is not in lieu of of a strategic plan uh necessarily just as a still kind of describing just uh the working relationship that the board has in the community with the superintendent I mean is that where is the focus yeah yeah I think um I think the only thing is the

only thing is we're going to agree on what draft we want to take up there's likely all kinds of cascading other things that need to happen before we adopt them as final there's nothing final happening it's the draft to start getting more feedback and I think we're probably looking at all kinds of things the Strategic plan related policy related to flow through the other thing I'm saying is you know we have in the superintendent contract this commitment to happening evaluation process um and so we will do a version of that this year that I think is the best we can do but an even better here would be one where what we're holding her accountable for are things that have truly been vetted by our community uh it would be the end result of this

process but I think there's there's a long list of other things that are mentioning that would need to happen but not not things we need to figure out does that feel right yeah foreign [Music] as far as that the data that you were that you were given that you received this process Ary yeah yep so for me I think um there's probably more work than these five goals I do think that a little multi-grade levels I think that to make a goal that transcends multiple breakdowns yes so to say testing three to three to eight is fine because they all need to so I think I have a little I need a little bit more I don't want to I feel like if I focus on one area like third grade a weight the day

in some way it is the commission but it is less Focus to the other person I want to emphasize too far is what happens in third grade and everything packed it's been three years what will happen if it's great so I don't want you to know that but there is so the data demonstrated I'd like to follow uh doctor's office thinking about that as a person who um when I revise my first goal and it had to do it was the third through eighth grade reading proficiency level um I I agree with a lot of what she's saying in that it gives a greater focus and I'm wondering if if we if it's decided that we leave it that way with the population of third to eighth graders the way as the superintendent [Music] um

develops the interim goals to address um that population spread as opposed to focusing in on the one grade level does that make sense what I'm saying and the population spread I mean can the goals be developed where we could see achievement across all those levels um in some way and especially given and I mean I know it all depends too on what the time crime is if we're saying three years or five years since I think so so I think I think you're asking that if you want a free to read the paper reading purposes yeah reading proficiency does that total population all third through eighth graders um don't get only three intro goals to provide evidence for that um I think of the other the other thing that I'll mention is that even if

even if you didn't have a goal that spanned all those grades it would not be that I couldn't know how the rest of the gradients were doing it just would not be part of your monitoring superintendent um would still be able to provide to you all of your um grade levels deep testing scores it just definitely not be what the board was focused on in those monitoring sessions for your diving deep into those progress um so again if you have a third through eighth grade population that that will dilute the focus and can anybody think of what um inadvertent kinds of funds could happen as far as achievement level through eighth grade that's what the board is focusing on the other thing I want to mention is just if you focus on one grade four

doesn't mean that hibernetes can stop dictating or through eighth grade I mean having those phrase fought um or triangle information achievement it just wouldn't it might not be as big of a jump in most grades versus is that making sense be free yeah yeah that's great um I think one of the things I did observe in our numbers which is what makes it somewhat difficult in some of these is that the benchmarks depending on what it is are so hard to figure out where we are because of code right so looking at third degree reading proficiency is affected by a different years they're even looking at where we are now to say that the next class would be the same level with the class comes up behind that could be at that same level was

a little bit hard for me because I mean I can imagine the first three collection right now learn to read exponentially higher than the current third grade class on the third grade proficiency now and it's not necessarily being a measure of just that we've taught them better but being more a measure of there is their experiences over those two years vastly different and so I think that's one of the things that for me is a struggle with doing multiple classes is there's so many other factors that are involved with some of the classes especially higher up and that their experiences um like looking like I'm a big math person and I believe math is a huge part of our struggles in our district of times as you get out as you get up the levels

of the data I also know that math is something that is so built upon where your level of understanding very early on delaying someone's entertaining at a third grade level has an exponential effect that they're out of the level eight years later so it is five years later um so it's one of those things that I did notice from the numbers it's hard to figure out what that benchmark where we you know other than our current status what that would look like three to five years now okay shared um you were asking Cindy about it because it was in the presentation from the data one of the things that was happening at the same time was a different sort of intended on graduation in the new State graduation I quite realized the importance of ela

too for graduation requirements um so it was one of the reasons algebra one the goal on Ela two those things I feel like that matter on their own right and I think they would lead us to prioritize we're looking for earlier grades that's the only way to get them to pass those subjects and by doing that at a major I think agreements right a major impact on overall for education I just want to Echo whatever I said at the last meeting I'm much more because we try to get to a set that we can take around to the community I'm much more committed to the idea that we have a small number of of measurable goals and less committed to like exactly there's not a single one of these um I'm just excited to help

create some Focus for the district uh in pretty genuinely get on board but then there are different ideas as we go through them are you facility okay what um is foreign [Music] content stuff would do a little bit better social studies and science than the skill piece that I think that's the credit to somebody but if you're interested or whether somehow they're pushing them through I don't know how my issue continues to be I'm not that interested in moving a decimal point but dreams and rings of paper from when I first got on the board and indeed great City Schools helped us with that and they are some people helped us with that strategic plan and my my thing I'm anxious about is the predictability of outcomes based on demographics that's the thing I can't

stand that when you look at a particular kid or a group of kids whatever their characteristics are and some of the things they've had nothing to do with whatsoever are going to be able we're going to be able to unfortunately predict which then also impacts how we teach which is the real Sin okay it's a philanthrophe the predictability of outcomes is but I was focusing on it and then the other two things for me I'm gonna I want to limit and eliminate if possible to diminish any Gap that we see and the whole disproportionality connects us can't take that to the community that you can't take that to be so when we are taking this stuff to the community we're gonna I think we have to be thinking sociologically and politically as well as educationally

as to what we're focusing on I don't know what makes the difference but I think focusing on eliminated gaps and you know the predictability and and being ashamed of the disproportionality for all things that are making very submitted to finding those three or four goals that could make a difference we could Target so that it impacts down the road which is why I was focusing on Third and sixth grade current uh test scores or next test scores or whatever starts to change the student population and maybe give us some kind of concept as that what's what's our strategy because whatever we're doing is not working but I think we have to really discipline something that's those are my words and predictability and your question is the take away from the data yeah talking about what

people noticed in the data that provided suggestions uh you know one of the other thing about after what you said and then to East Point actually more so is that things are going to be able to have a measurable effect of change on which are probably her what her goal should be at least initial point may have to be more focused around the lower grade levels because of the facts you can have such a marketably different effect if if those areas were getting to your point then if we're trying to do Ela ela2 I mean realistically we can make marketable differences but there are also students at a much different stage in their developments that we may see a smaller growth than we would see for instance a third grade that's not to say that

those aren't things that we can focus on or those things that we would do but more so to say what are our goals those are being very aspirational the aspirational goals might be at the lower level realistic goals because I also don't want to take out to the public something that we're going to say that every kid is going to be at the LA too of course that's just not something that will be accomplished for the executives that you're talking about though because because it's coming out of all uh but it goes a little bit too where some of our goals might be in maybe closing gaps you might need a better Goldberg and for instance purely having a really highest ratio efficiency so regarding the data my reaction while depressing I wasn't a bit

surprised all across the country or in school districts look like this and I'm like I'm like Steve um everybody knows how I feel about the state measures anyway test scores um that aside for now moving decimal points to your point and all the sort of thing I I don't know is particular because whatever questions we are asking are not correct whatever goals we have are not correct because the just proportionality piece but I can't I can't abide by it again it's not surprising there's no system in this whole country or anyone outperforms uh white or underperforms black but we're elected to do something about that and hire to do something about that and we're clearly not asking questions um I I think some of the again I'm admittedly and proudly and unashamed at least thankful

about testicles talking about well we need to do this and I get it and I'll say a lot of stuff you know your eyes is fine but like they're not that's not the right Mark um um but I was not surprised I didn't really go oh my God what and people who do don't know anything about education or racism or America without using it go after yeah I I just moved forward to say I I hear what you are saying that but as we think about how we present it to the community and if I'm wrong I'm sure you all will tell me this but when you're in the community what the community focuses on are the test scores that they see in your private report card so whatever we talk about in the community

yeah so um uh I I agree with what you are saying but I think as we presented out in the community you know whatever measures we come up they're going to come back if they're going to come back to well why are you still getting these investors what questions my point that I that I sort of closer thank you yes my point is whatever questions we have been asking and whatever a goal I have been running towards is not doing anything for them so we we need to figure out what those are those that dislikes I'm calling in I think that's all been beaten out of me but I do feel if we're changing the right questions at that crap and it is crap but material is going to improve theoretically for if we're in

our behaviors Etc then they will increase however you package it to ease Point yes it's important well I I just kind of it just look at what you said whether it be a report card or Stars if if what we're doing is right then it will move regardless of what we call it or what happens is working so I just I technique well I think new dressers live the community I I just think we need to really the way that was this positioning list on what are some things that that you all feel important I just think somebody's here with it it's gonna be happy people want their kids you want your kids oil so one of those we I just think we need to get a really good draft on which will be very

interested well let's hear from this Weinberg because we have yet and then I want to say 72 before he wants to get something but I also want to see what you need to move us forward it would be a wild idea to say if we have an hour um we have our draft goals within that hour so when we come back from hearing the public we can just do yard rails um this has the potential to give you well or once you get everybody home and Skip through things but I just think um you know it's a process I'm finalizing anything tonight you'll get a bunch of feedback from community members to make this even better um and I don't want the perfect um is I am excited to come together to figure out what

codes we want to put out there I think it is very important including the community as well because the community obviously consists of cases and I think that they should have a say so in what they feel and then of course let's create together [Music] um blah blah together um I don't think what I'm saying is discounting the report if in fact I think what I'm saying is really important actually is is what have you as a predictability based on demographics let me get a report card traditionally the part has just measured well community is not final when we go to the community with them with particular goals either three or four or two or one um they're going to see that as a product of our work they're gonna think we've already kind of

prioritize and they can evolve at casagic move it but from a standpoint if we say and I know we're not going to do this we're only going to concentrate on second grade always Middle School uh parents and all those High School parents are saying oh my God you're just going to be good because that's what they'll see so I think you have to politically from an educational standpoint too you have to concentrate at least on the three divisions in some way whether it's one grade or two grades or comparing because they're going to want to see a work product that is it's targeting their children and their students but I I think the the Gap piece is critical and I do think this car this report card is significantly all about achievement and um I

think we whatever we come up with this can be relevant to the report because there's no reason to keep doing this if we want to be doing something that increases the score that we have or the impact that was really where I was at when I said you have to it has to what we share with the community engagement community and that's all they know that all this work that we're doing like you said they want to know how it's going to impact their kids we don't have enough gold we can't write enough goals peace without the gap s I was so much I couldn't say when I'm only gonna say this um one um I and the council May disagree with me around the goals but I would concur with whatever across the forward

head when we started thinking about going to the community I don't think that we can thanks to the community and expect to get support from the community that we're looking at one area or one grade level because I think someone asked what my goals were you know my goals were around third through eighth grade math um [Music] different conversations around graduation rate because I think in third grade as a separate indicator simply because even though you know we removed from the state um students being maintained as a result of that our customers think that dear retention Tuesday but we've removed that which makes sense but I think that it's still one of those indicators because of all of this research that you hear about asking the research has only been able to find one piece

on that support trade but all the research that you hear about around third grade right so still keeping that as a separate indicator of you know how where you want students to go so I don't think I don't think that even though I'm not the one going to the community on this part of it I think that the community collectively would have some concerns around that if they are not any where their children you know show up in those specific goals just in terms of those assessments you know just kind of stuff in that realm it's going to be also again the one to five thinking about um thinking about could and I'm not something to do this but I'm just going to throw this out there um Pre-K uh eighth grade goal would be

to include uh as far as how the how this time um so those are just some other ways of thinking about how to be inclusive of and thinking about how other grade levels can be included do you all decide that you want to aggregate consume how to how to approach this get it that way you might have to leave attendance to strategize that's those are those are some thoughts um I think to move forward what we need to do um and and this is could be different than how you're how you typically um together um I am going to provide and I know this is last minute but that's how I was able to pull this together before I came here this is what everyone has submitted most simply um just so you can get

a chance to see what everyone's thinking was um around goals and I want you to partner uh and come up with let's see and this is um yeah once we get started um as we get together to and these times this is what people have submitted and this does not none of this is set in stone you might as your discussing come up with something that's already there um what I did notice as you look through what people have put together is that they're they're definitely is a regime goal coming it's just a matter of where you're going to focus that um differently but according to what you've all submitted there were um everyone had a reading and almost and all the two headed at first grade and then there were two that had eight

times it correctly um so reading is definitely an area of focus that you all were very interested in um and then math kind of Skips between uh lower grade level math and then algebra there are various achievement accounts one of the things that I can also think about in your coach and this is not other districts have done as well is again when we talk about focusing on um tidy areas you can be very specific with your population if um for example for any product the the the difference between white students and black counterparts because you choose to have difficult specifically towards the black students so just thinking in all of those all of those different areas um we're going to have you go ahead and partner up for right now you're going to um

take a little bit of time maybe it's not going to be a lot of time um maybe 10 minutes uh and figure out together what four goals you would put forward yeah come to agreement on four goals together so um go ahead and get older partners [Music] but now we're going to be allowing them [Music] um so if I email it is on the screen okay and for the record I do get my goals in the right format these are my original goals and they are terrible yeah um restaurant thank you again thank you [Music] never mind is um thank you foreign anyway all right yeah [Music] foreign Instagram please um yes honey yeah um thank you um injury um boys Technologies foreign thank you for yourself thank you for Imaging tests okay okay thank

you with us yes um [Music] edits um [Music] yes um things graduation boyfriend yeah [Music] um identified quotes foreign [Music] yeah foreign for myself foreign um how is that um or listen to The Craze information stay positive that's right now was talking about [Music] um originally whatever important resources yeah foreign registered indeed um I was thinking positions um test America good job [Music] okay put it out for one is the one that hits us um together foreign important is that the group has decided on um if someone could write them yeah to you um for those three years right the bad news is I'm not sure tonight in two subjects so it's trying to like sandwich forward that's a different person I I disagree I'm often wrong um [Music] I don't think I'm good about

three miles a week average I'll be uh I'll do it by a long one a real long one this Saturday give him 100k this will be the longest I've ever run by 12 miles for this one down below miles wherever that is turn around the place that's why I love it I've done it come on 62.2 yeah I'm nervous no because foreign [Music] thank you for today to have a multi-grade medical field especially in real estate [Music] um [Applause] best friends so you're asking me questions again yeah yeah what's inside please if you enter myself is okay um foreign sure um third graders three years so between these two which are both still in the third grade okay so this is saying that third grade graders this is really about seventh grade a little bit

on that um okay and so the potential position Ventures along the way of my co-works that those things [Music] four years second one but right now we're just gonna see what the question and then down here we've got the first time from the 23 school year to the 20th school year today is for first time to take this because multiple times are no longer included we've got it here okay now we've got graduation for some minorities graduating with uh [Music] um here we have increases requirements for graduation foreign uh they had some standard opportunities and and I also really liked the graduation one of the food though [Music] ours is a little different it's not yours ours is about increasing the percentage of minorities students regulation but it's targeting a specific population with the ability

to have credit which will be dual encountered for a Workforce credential or helping with the management so it's not just about it let's put it in there for um to the community I really do like because they don't think we're doing a lot I just think that that's something that would go about it again and again and again another little bit of time to comment because I oh but so original um I really like that unless it raises but I think it speaks of mentioning I guess I like it I just wonder if that could be involved just you're saying completely um Asian is not managed to get so there is no book activation and a multi-racial again I think the population is probably not as depth as if and so that's I mean I

think that was the reason I needed by perspective occasion and uh okay I said it understood like like it's understood people call it out okay um on this side this one over here from earlier I will just say that um you know in order for us to I guess this goes back to the point that if we decide on this inherently there's some other things that have to happen so whether we just decide on this or not we still have to focus on graduation we can't get to a c on the report card if it's not at least 90 percent and right now we're like at 78. so that's kind of the keywords Edition the other piece of this is there is a very intentional Focus right now on removing our Hispanic students right now

it's all focused on everything yeah thank you the other things according to graduation we talk about the industry Community they care about the graduation rate period that's very black and white dumped in statement definitions yeah that was a good start yeah thank you um okay so we're gonna take a transition here from our previous fishing session um and um here we are yes um so we have the room set up um uh and I want to make sure that what we're doing reflects what everybody thinks is the right um we have the rooms so we can stay here and see hearing the Republic either because they're in the LCD person or because they're online um Phyllis how many people do we have in person two how many online so we didn't say specifically how many

folks online Rob no one online into one person one person okay one person um I think if people are are willing to move quickly I think yeah okay Rob because we only have two would you like to give them the choice of coming into the room with us if they'd like to speak to us directly um or they can um be in the ilc either one is fine with us yeah they both might be happy thank you very much they're on their way yeah and it's your help so keep in mind uh yes absolutely thank you I think both of our speakers tonight clothes but you have a Samsung yeah so [Music] um okay um so uh all of our speakers today are in person which is wonderful uh everyone will have two minutes to

speak uh when the timer goes off your time is up I think this is um please provide your name your affiliation to the district your school Community your topic and your contact information the questions the unusual event that someone is not willing to follow this protocol how many speakers do we have we have two we have two great and first person is uh Jasmine coastin thank you hello everyone my name is Jasmine coastin and I proudly served as the vice president of government and community relations for the Urban League of Greater Southwestern Ohio we are so excited today to just kind of introduce you to our black caregiver Network toolkit that we would love to um give to the district um we have been working a little over a year with black parents within the

EPS School District at five specific schools to talk to them about what it means to feel engaged and not engaged in the traditional ways of do you volunteer at your school how do you you know do you bake cookies things of that nature but our tagline is we want them to feel seen heard and valued and so really diving deep into what it means for parents specifically black parents to feel seen heard and valued a part of this toolkit um started with having a survey at these five schools of parents and saying you know what has your interaction been with the principal the administration maybe the board what are the things that make you feel excited about you know coming to the school have you been hurt if you feel like you have been heard

and then really taking it and um one of the biggest parts of it is our spectrum of Engagement that we want to introduce that really gives us a framework for what it looks like for parents at any given time right engagement is not a you either are or are not engaged engagement looks like on Monday I might be fully engaged and you know baking cookies for whatever is happening on Friday I might have a lot of meetings but my kids show up to school ready to learn and we want the district to understand how to value that so that the not only are you are you valuing it but the people who you're valuing feel valued so we um hope that you are open to seeing our full presentation and there will be more correspondence

from here but just wanted to introduce that to you very much to the chair uh Kelly Duke is our second speaker this uh thank you guys for having me uh my name is Kelly Dukes I am the community organizer for the black caregiver Network this is the center of social justice through the Urban League um so I have been working directly with parents I have a strong group about five most of them are online right now um that have really as Jasmine stated dot really delved deep into what he means to be engaged um and not really necessarily looking at one person's role but really looking at the way that the caregiver and the district has a responsibility towards the child right so moving the district from traditional ways of Engagement to transformative ways of

Engagement ways that really actively identify the fact that times have changed roles of families have changed and that they respect and respond to that um so as Jasmine was saying that the parents um definitely came up with a spectrum of Engagement that details the way that that a parent can engage with it with a district or building and also the way that the district and building can can engage with them also um and also acknowledging that again that this spectrum is fluid so there are going to be times in a child's career that a parent might not be what is considered fully engaged based on life experiences but we don't make a judgment call based on that parent um also a really huge part of our toolkit is also looking at accessibility and also looking

at engaging with caregivers that have disabilities um and actually looking at their their story specifically and how the district can can better support them so again I agree with Jasmine you'll be hearing some correspondence from us we'd really like to to present to you the whole entire toolkit as long as as well as some of our parents um come in as well and present they're really excited very much thank you um so the chair um the school board is school is requesting that they can see a part of this process if you don't mind and set in the space oh sure yeah we're trying to find the right spot a room that would let us do the kind of facilitation that the facilitated the needs but also create space we weren't entirely sure how many

people to come um so with this I think this is thank you thank you so much um board members we have a choice here and I think we need to take stuff it's 5 30 we're doing fine so back here at 5 50. thank you all right Technologies for those who are in conversation are about to start a conversation um we're going to keep moving um yeah so I think so far um [Music] or two things and I think that a couple of instructions um goals here and I think we need to have something up a little bit more time they're still everyone so when we talked about the ELA proficiency Gap fans and I'm trying to ask a question earlier the only proficiency Gap is for all right so if you're looking at the

Gap we get a number about the measure of uh priority Industries uh levels and then you do that comparison with regards to uh the various groups so that's what we were originally looking at the death of the general number um but the idea was really around that General number somehow clothing that you don't understand area or um you can get a little more information on number four over here explain the how the racial achievement Gap um the issue for me is finding a way to eliminate the achievement gaps but focusing on yeah rather than focusing just on the achievement in particular courses because if you're asking why there's a gap it wasn't just this was just higher there are multiple reasons why there might be again and whether whatever it might be and the reason

I chose three and six is that three is we've got a chance of reading proficiency together uh to a certain extent and on the sixth we have one of our greatest problem is in the earliest grades of patients and if you talk in terms of six and three I think you impact the general of the more general population uh in those trades and can actually make a difference just required focusing there we didn't know if it's three years or it's four years or whatever but you're talking about so now you're impacting of the kids that are leaving Elementary and it's a started which systemically has been a problem when we moved from a K-8 place to a 712. before it has almost these entire facilities all around k-a and then change that and we've never

really been able to address those Middle grades so those are some of the reasons one of the courses a lot of the different subjects or all or both or whatever is a place to that was that was the technical approach to an achievement yeah okay so I think I think um discussion is publicly warranted among the group um that might be hard but um proficiency gap for that students all grade levels I think he really spread you in on the spread resources um I I think if you're looking at each of those separately that's actually two separate goals that I would recommend also subject area um what what comments or feedback when you speak of limited resources my thinking like two let's see where we would not have a new plugins but there's there's potential

to begin and so I would be talking about new resources those are two that to me there will be two different subjects if not I didn't see this four difficult because I I'm talking about the Messiah because if we focus on the gap and we have limited resources um resources for those grades and then also I thought um grade three is close enough and within Elementary so that you see you do some things in case things in one two and three more and then sixth grade from parachute for that that doesn't mean um High School time so it's I think that people can still see themselves there I felt it was broad enough that think perhaps the super limited internship where she was how she wants to put those resources but we want to see

we wanted to see um the closure of the Gap within those two brains all of them of course it's bigger but they didn't look too crazy so I just don't have a problem with focusing on multiple I think it should be flying like that it is to be able to decide so think about this like my dad here is yeah but um are the other people that we saw to figure out you have a third grade reading goal I think maybe whatever you look at is that sixth grade or is he closing the Gap uh in the same time we fix the screen delayed each of those pretended because it's a goal that is something or an area that reaches pushed pretty hard to make some extra fun and she felt comfortable with uh but

I think [Music] district is that left right before you move to the high school experience all right and we know that the high school experience is not prepared to physical 7-12 if you're not prepared at that point that it's you know that much harder to this measure and so maybe that close in the Gap is that sixth grade year for ELA it's kind of a combined version of both of ours uh because then we're thinking about our students who are moving their middle school elementary school whatever whatever my name is ready to but because then the next measure really is the uh Ela one that they would give the efficient well I just ask someone like you again today ours is different I'm talking about oh my God um so I like what Brandon said

you know I like both of the racial achievement Gap ones um I will say well I have the floor or I'm fine with the third grade reading the algebra line of evacuation the purple graduation the 90 uh audacious goal I like those three I'll just put that out there but for the fourth one and the the uh I agree with Brandon but I would I would say something about Ela too the the two the ELA too because you you need that one that's going to impact graduation it's going to pull a lot of levers and also I mean I'm I'm not as smart or talented superintendent but I would imagine that if you have like if you went after the original team at the LA too immensely impact both of those third sixth I mean

you're gonna have to good afternoon we don't have a cla2 and I just feel like to be a third grade reading how's everyone crazy 90 goal love it on ela2 and again to each point early early on about taking over the public I mean these are all things you need to graduate some time to pull these out of the Hat but I think time racial disparities to at least one of them found and I think the LA too would be alive so I like I think I might just say except for the part of the graduation we really talked about this I actually like that and I I want that to go a little bit higher so I would start congratulations publicity to 95 percent sorry I'm just thinking bigger and bigger bigger three years

because once you all decide what um your change and you'll also need to think of this as once you have multiple package of goals those are the first first areas of um resource allocation in in the system so those are those two become the birth priorities as do um what is how you will uh and movement on those so you did all of this in mind as we need to talk about this so we're so for any of these we're not going to be tied to uh any percentage until they can tell um is very close because let's say uh this is our final goal and I would suggest changing Black and Hispanic students to students because it would include other populations but okay yeah I'm still going to say something Victorious idiot and the

workforce piece um that's not because of our kids it's because of Mobility it's because of the cohort has to be them starting in ninth grade and getting through to 12th grade in in a in our environment that is just too much to ask for families it's not going to happen no problem going together walking to school whatever and there's people aren't moving but our kids even within our district moved from school to school and and I just I I very frankly and the mobility and then also you have your your five-year cohort you have to put your five-year co-workers and post it so your combined cohorts are four year five years start to get a better percentage but I I just wanted to make sure our kids didn't do it but it's not a religious

environment so then you can't even track the kids at least in that none of this is about um what what your students um suggestion that we believe it may be that you already answered it I just wanted to check I I feel like there's there's significant interests but in some District level about reducing or eliminating racial disparities I think the only question is like where what is that you know and that's what I wanted to ask you like if I think if that's the thing that we think that Community really cares about to decision I know it's important to me because where would you focus those efforts in terms of something that would be real available in order subject or a combination like I think some of these are by fraud some of these are

quite narrow um and I I like I said at the beginning so I so first of all if I was if I didn't have this team right here and I was doing this without his team um for me it would be a goal in every assessment so it was it would be looking at reading and math and I'm talking reading a math primarily and I think the differences that we see in science and social studies is a different kind of test so it's the way to go check the students are tested for preparation for that looks different than it does so I would have it as an internal goal under every under each of the tests so it would be for for um our reading and our math assessments as well as the high school

eligible one and English too so I know can I say all of those rainbows but that's what I would do because what it really gets down to like all of the conversation that everyone else is having I'm not having a lot of it because you're having a conversation around goals I think it's going to be really important for us to come back to what is realistic and I think I see a lot of numbers on here that cause me some calls in terms of being realistic just with the level of work that I know that I've done for a lot not too sure but he is strategy and implementation right so we're talking about the goals I'm thinking about how do we get to whatever those goals are within that four years so if it

were me I would do an assessment and I would and and because they'll eliminate the Gap is almost as um when I think about just a five-year period with this broad as our Gap is I almost think about that like how realistic is that I think it's realistic to reduce the Gap and we talk about how much we reduce that but eliminating it with because you're also when you think about eliminating the Gap you're also saying that one group is going to stay where they are while the other group increases it so if you're really working to lessen that what you really want to have happen is your group that is not as proficient they become more proficient but the other group still continues to get proficient you just are looking to have the number

reduced so does this say that it's going to be eliminated it's that's just like saying that we're going to get 100 graduation foreign looking at every every grade level every student assessment is done everything um so that is absolutely what would be anticipated at least however will be so for the board to determine what theraphone is and prioritization will be to start with you know that next five-year three to five year whenever you decide right out of the Apple I think they're not trying to make the whole Apple at once and you should really have a use that will be more than a decimal in some areas and then when those get done then it's the next high knee area and the next so just keep that in creased like yeah about assessments we're talking

about you would need those assessments regarding the achievement Gap the assessments that a Charming achievement again okay and then you would determine then that is how we could diminish it or lessen it whichever accesses that'd be the other question that we have right here we have OST is that the assessment that we want to use are we looking at another interim assessment that we use instead of a listing [Music] that it concentrates you more on that is a mission I think I think where we're at we need to a current co-part third achieving of their seventh grade the theories yeah um we've got one that that fans all three levels of one and I'm gonna say um so it's actually two good one so really we're gonna um so we've got two so far so

you've got one you um so okay thank you so we were talking about achievement Gap I've heard a few things I heard the full of The Descent that we have the three and six but I also heard that desire to add one like ideally too more specific so there are any appetite for covering with Mike's suggestion of using ela2 in any combination of and how would you how would maybe explain more how would you report that I would wear it pretty similarly to the algebra in the third grade reading but including the you know uh production and disparities supplying Hispanic students yeah well I appreciate what Carolyn was saying I wanted to highlight that I heard what you're saying about the students of color I do think the fact remain so that we're talking about

very specific groups Platinum kids and if we don't call it out then my word is that it is similar why we had an anti-racism policy in addition to an equity policy that was the one group um so I would just wear it like the other two um I did a terrible job that's a great idea a good idea foreign [Music] foreign fifth grade and I would think this crazy because because she likes it end of Elementary but when you look at the data across what we what would be your traditional middle schools everything starts to decline from sixth grade through eighth grade and so I would select six because it's if we're setting them up that we can get the gaps on uh or reading is that yeah efficiency well and from point to blank

unfortunately I just have a question we are boiling this down I just want to I guess I would just put it on record that I'm a little uncomfortable and we are boiling this down so far without input from the community so I I just because what if the community says okay we want you to focus on understanding very far system career career Tech we want career test and we go to five sessions and they say because we're attacking we're talking about this I just think as a suggestion I'm wondering and do your experience can we go to the community and say hey we have to we've got seven we have to come up with four so we didn't have to be able to you know this is what we came up with do you all

agree with our engagement session I just didn't I just said I guess I'm just nervous that we're spending so much time boiling this down into like anything and we haven't done enough [Music] but I think I think what can happen is that we would take um I hold out that we would draft goals and even explain that about that are very very intentional intentional for that explaining that um and basically you're shopping these to see if they if you got it right between those Community wants and and also where the data is between if you hear something radically different than what it is that you're looking at or what it is that you've brought out your community then then it would be time to come back together and look at that Community input and um

if something needs to be tweaked uh somehow uh and work and that's a little before to do that based on their conveniently too bad the other thing that in the in the meantime as well is that the superintendent will start looking at um what interim correlating interim measures that happen as well which is also going to give you another bit of information as we come back together to make sure that that everything is clear and all coming together as far as what it is that the board was as far as priorities that are grounded in the company that it's um [Applause] so one two so um yeah I just want to say I think one of the things that's quite about uh the ELA too is that our thought process is the graduation numbers we're

gonna meet people meet the requirements for graduation so part of that is that you have to have to meet Ali too you had to be eligible one you have to um now required Emily slowly seals before if you don't be on one you have to be both psccp or other alternative measures and so I think that might get into how we explain what graduation ready means uh to the community to explain all the different cleaning all the different parts of it because I think that's one of those struggles and also is that our CPP numbers our Workforce credential numbers are not supervised and he was being freestyle as we read what less than a thousand in the age like we got a hit on it but it's also focused on this way you know we're

going to do that to like a thousand next year like like you said you know what I'm saying like where we go to it may also be reflecting some of that so I think just recognizing that Ela too is one of those apartment's Reformation if we use it as a requirement as opposed to and also pathways I think that has to be added in there and I'm going to tell you the community is going to tell us when we take these they want more Career Tech and they want also a many of the folks want to make sure that the kids have different to our cause but not to their costs they want college hours to start I'm thinking of our population of being able to have folks be able to get ours so I

I mean I I just think that the I think the the college credit plus and a career passes considering for the graduation of tla2 is that if we're saying it's graduation graduation that's the goal we're increasing the graduation rate and one of the ways that we're doing this focus in our particular group and the other way that we're doing it is as the pathways and college credit plus I mean it's a long they're two different emerges specialty congratulations um right yes yes it seems like there might be yeah do you want to say anything about food um go ahead provided inadvergneous simply by offender oh yeah so if you would like to then owe somebody some money for a dinner who should it um me me great so if you'd like some of the food

um uh who's provided by Rob very thoughtfully it's very common I didn't actually realize foreign more kids very much thank you yeah I'm gonna put this on a plate yes it is that's just such a yeah foreign you all just dead the the values to be protected as the secret networks so say mild achieving all these goals do not do that you have I've heard it out to everyone and it's also been forwarded to everyone's electronically um so there should also be a company guardrails as well um if it needs to be posted for the public you all have submitted your ideas for guard rails what we're going to do is something similar to what we just did with the goals are going to pair up again this time we're really good point to care

of and you're going to pair up with somebody who you're not request or for so let's play a little musical chairs and work with someone that you didn't in our whole session and then with your partner you are going to come to agreement on four guardrail so I think for this exercise we will have foreign [Music] your partner figure out what four between the two of you that you find to be the most compelling as far as as what you would choose for performance um between foreign [Music] foreign thank you so much if we don't I vote that's something like twice thank you I think that's part of the questions foreign [Music] tonight [Music] thank you today foreign [Music] thank you um short stuff number two um [Applause] today ideas [Music] um [Music] foreign [Music]

okay otherwise [Music] foreign [Music] um thank you these things answers um machine yeah you know it was trying to give us a year um [Music] thank you one minute yeah right there yeah thank you all right um foreign [Applause] um serious faces [Applause] um [Music] thank you all right and then once you have your board hello and then foreign [Music] so we said Brandon number one number three foreign you got two friends right okay no don't worry about us we just need four or five finals we have um thank you number one I'm number one episode everybody they're worse than common things but whatever whatever the superpower and then Saturday and um okay thanks for coming later in January um thank you yeah [Music] um until we leave foreign [Music] um [Music] foreign [Music] everything

[Music] [Applause] thank you so much [Music] um [Music] but yeah foreign [Music] period foreign oh yeah we got all these for you watches thank you [Music] do I remember yeah I still remember that listen to himself they're awesome that was that was back in the 90s that was yeah yeah for sure I don't know wow thank you so much please Bill silence thank you so much man wow yeah before 80s I'm glad people are listening that's pretty cool [Music] we've got all those songs right now since then um then it was goodbye not available that was I that was our number that was great I abbreviated it at number five okay um it could be a little stifling you know it's I liked it by the way I picked it so I'm explaining those out

to myself as much as anything but it could be a little stifling like that to constantine.nic for the way this is written every one of those decisions which are most all of the decision that this is Rich and will be making it something to do with you know that that I'll show that a different reaction which was uh seems like you know for any significant decision there should be difficult yes I was I was caught up a little bit on the um curriculum magnetic regular education resources I'm just going to choose to interpret educational resources to be pretty expensive that's what I do yeah that's understanding that makes sense if I'm on board um what they see as potential I think before I would respond I would like to know what you were thinking about

me uh well so my thought process in that is that you have a lot of changes that are proposed as part of the they're not actually the child meetings student achievements [Music] some type of academic change to what the curriculum looks like to invest in new resources or is improving the quality of teachers and students that those things would also still be done with a let's pay attention to the cost of this I think that's we've talked about a lot of benefits we're talking about on the other side if you don't always talk about what is this going to cost of ownership sorry a lot of times we just look at the email I just use this because it's a seriously but to buy buses you know like to think about where we're going to

garage them how are we going to maintain them are we going to drive them um instead of just looking at what's the cost of a bus y so I guess my question [Music] it's gone I see being able to do this as long as the physical analysis it is recommended to move forward that we're still able to move forward so that that doesn't overcome the the factor that says if it doesn't mean it's fiscal whatever that is that we not that we don't support this message that's a little bit of why I I didn't think of it as it being the decision point it's more of the change should also comes with comfortable change um just for fun what would what I think of what and Incredible or an interesting because the superintendent will be

merged with coming up with bird reels which are written into smart format that provide evidence that this is being on Earth that's what you will monitor that's how that's monitoring is television so people have monitoring participate during the year that will that the students provide so every guardrail guard rails guardrails are written in smart format and that is the the yeah for example uh disciplinary actions so um the superintendent is going to if there is some sort of guardrail around uh inequity disciplinary actions foreign guardrail that is around the percentage of disciplinary this came up in our group too like we didn't talk about this much about this over the two days it's a little bit for the two days into a time but we as a board get a chance to say yes or

no to what the superintendent opposes as somebody to check that these things are actually [Music] is helping us figure out what Thou shalt not do because it's the pushing poles look at the goals if we say this is the value I understand that I understand goals and and that's the only person in this room that can figure out how to achieve those goals not I mean none of us can put on guard rails I'm having trouble in that relationship piece I think what I was trying to pull out is contingent we may still disagree but I'm optimistic but there's a thing like if if she comes back with something and we look at it and we're like oh no no no like that's not the value like we get to vote that down but um

when the superintendent brings back what she interpretation of what these mean by way of internal guardrails which are those one to three measures at that point if if she does it hasn't captured what you all intended as a board foreign to rewrite and modify the guardrail in such a way that it is more in our previous position it's not necessarily since these work history but in public to say no to what the superintendent proposed I mean that's an awkward weird imbalance proposes and then it's here with the superintendent about director I think it's more clear enough guard rails that you need to get more clear I think one of the struggles and again I think this is due for all of the dark rails that we talked about it is that our statements are the

things that like at the very minimum should be done and like if it's not done this is a problem and so to a certain extent guard rails other things to say says districts you can also make changes to a based on the information she brings but I don't imagine uh but I do imagine there'd be some instances where it may not necessarily 100 aligned with how we thought about it um and I just feel I think so maybe Cindy's point is that so when we decided whether or not the department will be votes is going to stick with the new case that's what we overcome there you go that's that's part of the confusion so if the board has a guard around that's supposed to reflect the Community Values for our personal necessarily it's the

community dance it says the value that is to be protected statements as far as what to avoid the pathway to implementation around those goals so what to you know when you're working to achieve these goals these are the non-negotiable that um pathway there is that yeah yes the paradigmatics yeah gives her Freedom so it gives her the freedom to make choices so as long as she's honoring these guardrails and legal or single parameters um and the flexibility and ability to have creativity which can this set of nerve rails so we're talking about um conducting a physical analysis is everybody clear on what that does anybody have questions or comments or any more clarity needed on that well to follow up with the superintendent said is that is that supposed to be if that was the

result of it is to her point it's a fiscal analysis says this is a stupid thing to do but somebody still believes it needs to be done right I mean yeah exactly I mean that's that's what you were saying you know like I mean they don't need to you know read between the lines this is kind of going to where we are which is is good because very frankly [Music] but there are those times that your fiscal analysis will want for we won't know so I can imagine the world in this thing I would if I would be writing this I would say look at how we measure or do a physical analysis on it but if I'm thinking about curriculum or education resources I can imagine a world where I have used resources previously

faculty the district has never used that might be expensive but if they've given the kind of and I'm not you know if they've been given results like I know that our district is looking to have I am not going to not bring that as a recommendation that fans though this is the analysis this is the cost of what it would be because I think this is only relevant when we're talking about when it's changing or right when it's asking the district to pay more money actually um that's the way that this looks Theory it could be in this conseless but I mean I think like my head is really just every proposal would come with any chain it's not returning investigation yeah like it would come with some type of analysis say Hey you know

sometimes it might be we gotta save District money on this let's put it this way sometimes it'll be it'll cost more but it has better benefits but it really is about part of The Proposal is what does it actually cost that's because sometimes we do stuff and it tells everything as well I'm sorry you can use it to cut things that aren't working so very honest we delete academic career I'm going to circle it over here this is our goal to get to you tonight okay trying to read some of the short answers so okay superintendo schools to operate without social emotional support or without Rich opportunities and art Arts athletic and Civic engagement anything over here uh yeah well-being barrier-free educational activities I don't know it feels like yeah um one of the things

I remember from the search community was that the parents care yes and like they want they want um and we talked about this in the context of whether it's hearts or it's Athletics engagement you can strike it it never really likes it um but then like it as a parent you know yes I want my kids to learn to read I really want them to love school and find things they're excited about you know and feel like a whole person Community engagement um it's also been the history for the last minute oh yes Mental Health Services and now as part of our logo which is a personal well-being as well as career Readiness and academic achievement on the number five as well so we broke ours off by the compartment so we've made days and

the things that we found foreign [Music] idea staring around the shall not operate the dish you know or not allows students to uh like not about schools are not on the districts by implementing not really sure that's free stuff but as simple as a superintendent will not operate without attention to the hotel [Music] and I understand I I think what I'm thinking differently because I see the guardrails as more Broad um because if she's going to be putting in from guard rails that speaks to the specific then we would want her to address some of these areas right so and I think what I'm struggling with is that the more we have the more we talk about this I feel like I don't know what guardrails are I'm thinking that they're broad statements that have

action attached to them yeah so a lot of these feel like actions to me and not broad so and I don't know yeah so it's prohibition it involves actions or a class that the superintendent cannot participate in why Jesus so in that one if we're talking if the categorically it is a whole child are there other things that will fall under a full shot that that are not up there other areas what was the focus my question um you know including and discussion based on those things that she feels fits into that you have the whole job however [Music] I look at it areas that eat what you focus on [Music] because to me I want you to specifically concentrate on the areas of Athletics Arts culture now how you do that is up to

you I don't care how that gets done but I want areas that are specific when we talk about discipline I'm very intentional about what I want you to do but I think that there are things that the community is seeing that we have branded ourselves as a district but I don't I want to be meeting and I don't want to give that away with an inference that could potentially take away from but I believe the community this whole child that might mean a focus of and for someone else that might mean only music but I want you to focus specifically on Arts music whatever we say and then within that how that looks at the various schools how that is implemented I believe I think that's responsibility but I think that these need to have

areas where with intentionality we're telling you don't mess with this don't maybe that's just you know and that's my with respect to the active rigor I want to say because so that is not necessarily inferred but I want to say academic breaker I want to say physical analysis because I want it to be expressly stated and how that looks can be obviously here but I just feel like when we take out certain things that are that our district is going for this thank you okay this is my issue with different you said is to me that represents the Hound but you know that's that's why I think the house those are things that I want too as a person that's been here when there was nothing and have lived through these 15 years and you're

and there's great resistance to the administration of even adding anything or you know it's a quota of one music program there and one this or one that in the whole rebuilding I I I that's a how as much as a priority for me it's a it's a goal I think I I just the how has to be hurt that's what I was saying I was saying that that in my opinion guardrails should be a broad statement of non-negotiable we want to address the whole child and then the house could be any of those because if you take it to the community they can when we put this out there to the community they could add 15 more things on it and that was not being involved it though and if they add 15 more things

then we need to go back and look at Golden Garden because we're not telling the community this is big this is just informing the community and so I completely get with I just think that and I use that as an example of art to anybody but if there are things that we as a district value and I think that it needs to be stated and then how are those things a question all of these things even though we get down to five they can still be changed right here are these privileged things kind of feedback but it's prioritized Community is what um along with your data so if you find out the community has different priorities the one thing I did want to mention as far as that how you're not coming from how to

give social emotional support to not choose opportunities in our Athletics and um still gets to decide the house the reason I asked reader is not a thing like that you can actually see what year um I can't tell if this comments can be really helpful foreign and then at the end of it you know to add a piece up so in order to take your students get small opportunities and opportunities outside the classroom something that's you know covers anything that's outside the classroom and combine the two studies right yeah and I was a very free educational opportunities that's the why yeah to do something and and blah blah blah and if people don't want to put specific stuff fine Arts Athletics we need to work you do like during the same fine but just combined

it right here by example superintendent will not be forget to have approving all students Begins by treating each semicolon fighting for their personal well-being or very great very free educational opportunities and opportunities or whatever yeah I like the way yeah I like the way he uses work up in the beginning I do um and then you know throwing in Ben's there and yeah okay so what we then still list those and you know or yeah if you want to like create I see a creep sayings you know I take that sure or not okay I'm fine love it yeah educational opportunities and opportunities Athletics and Civic engagement thank you that you're combining chronic acidism and discipline we have them separated cultural systems equity and disciplinary action yeah this one yeah no wait okay what we're

trying to get at so we know that there can be a student who has an interaction with the teacher or immature and they have five actions without one interaction the same like academic emergency could custody drown and she says oh you talk to me oh you verbally is hard to me physically exhausted me oh and he was a belligerent and you know five different interactions based on that one direction another student could have the same type of interaction in the teacher said oh there's just two that happens foreign they count interaction so it's not 4 000 actions it's 4 000 interactions which could mean that one student had five against them and another student okay so so we I originally had 25 by 25 branded to take the number out but but that you could

that's a hard word you could say to yourself when you were training you know there's things that you could do to reduce that so that's why we stopped there yes represents is definitely I don't I don't see it as the same thing though that's what's up there that that's what she's speaking to yeah over here um [Music] that's the end of you put that up there and then I mean yeah right right okay foreign everybody else so they're really not the same effect systemic ratio like systemic racial inequity it's already there and that's it so I was saying this is great at racism that's why that's why I wrote it very general because I thought in the guardrails because that is talking about and that's where I'm struggling with is because I I'm trying to

keep it important yeah okay so this is protecting the um the value of equity not only based on racism that's what I'm confused about why would we just say systemic racial and gender inequities because that's what we want to get at okay we came I think we used I think we can say racial agenda that's that's not the issue for me I just don't want us I didn't think we wanted to get into like formulating the interim guard rails which specify all these other layers so if you wanted to put racial and gender blood an articles whatever we're supposed to talk about what you're looking for under attack for some reason yeah this one so how much money um The Chronic absenteeism slowly because I don't know that's the difference a combo yeah three now

we've got French in it for big decision without meaningful feedback I number four number three proposed major decision or without having engaged students thank you you can't recommend anything until she's done all this is like a lot of people you know if I'm talking to colleagues across the country they wouldn't say that Elementary Athletics is Major so it's really difficult well for me I'll give you really cool that's relevant like I when you get the example of Elementary Athletics I said ask the parents that impact so that's that was where I I think that's a major decision to change the system of how we do something that's what I I wasn't thinking about that but that's just a good thing but that's my point my point is if we're going to say major decisions what

I think is Major and what the board thinks is Major to the reference that was made earlier we have to align on what that is because it does put because therefore for I have seven I have one board with seven personalities and for every personality there is something different that is Major to someone and so in terms of that if we're talking about what we are talking what we're referencing as major I think we would have to do some more discussion around menu number four I think is more what we're talking about if we're talking a little broader but understanding that processes that feed into that which will meet that goal s that is number one big significant decisions which also is that loaded words without shattering me back from families and staff and without

sharing how the information informed that this decision I think no I was just gonna say it I fully um see and understand and appreciate the problem I agree with you it is important I have absolutely no idea um and so somebody has a suggestion for like like what what kind of language would be helpful to clarifying over to it I think it's the issue is like what on what type of decision for those things it's a way of conducting this has a pretty good um you know outlined for that which that's that's kind of won't allow for parents families to continue to feel unheard but she'll encourage uh the feel of positive culture provide transparent communication will not allow for parents families to experience and she will encourage uh positive culture and provide transparent Communications

resulting in a positive culture all right I'll say it one more time the superintendent will not allow for parents families students staff Community to feel unheard semicolon resulting in a positive culture a positive District culture maybe I don't know positive culture and transparent communication yeah hey everybody if I'm not going to allow Ed up and then at that point is um okay so now we are so we can still have okay the wins on the board and like some smooth however it's going to need to be done or Applause yeah [Music] so now we've got um the lowest performing Elementary School System challenge [Applause] [Music] well the first time once again I mean delivery definitely obviously believe it but right now very much so about about guardrails around fantastic but you but if you haven't

um don't have anything to that you're gonna stop it oh that is okay I like I like I like challenge top one for blue the two percent of the European and we've got four I think number four um goals we have a good ones and I feel like if you hit those goals that will happen which ones that um the percentage of low performance schools say the same like we have a bunch of stuff our goal is could somebody talk a little bit about um like I I like our anti-racism policy a lot because it talks about academic racism um and when I hear like racist treatment of students and staff individually asynchronic but it triggers the opposite for systemic like the image of calls to mind is somebody who is like as racial illness

like I mean full awareness of that like does things that amazes the world and but I I wanted to just hear more about but Does it include systemic racism yes to explain no no that was my question if that's if that's you know I think I think I think when I wrote I was thinking that we know we have a policy about anti-racism we're saying that we know it exists but we have to do everything we can to prevent it and stop it give you know whatever and I was trying to make a general statement Graces may not be the best term I think so I just want to I think but I bought like Mike says my issue is I think it's fine but I think we've kept dealt in the goals and stuff

we've had you've been very explicit about some of that my issue is again going way back when the district was moved was the district actually moved it's when we focus on the lowest achieving schools it absolutely it moved and because it is at the site with whether it's how they are you know whether it's the demographics whether it's the particular staff that doesn't change or whether it's about that it was not popular that Elementary initiatives focused on the lowest performing schools and the district moved literally the very next year because that's those pockets are there and and I just think that I think it makes and let's face it that report card is ugly from the standpoint of school by school by school by school and I think the community is going to want to

see some reference is that I mean it was not popular maternally but we made a list to pretend it made a list of limos 2015 schools and it moved uh so I I'm very I'm glad somebody thought about this whole piece I said a Goldberg and that's where I'm struggling because you've had it as a garbage okay um is also maybe to adjust the under tainted to add at the very end but area of unfair or racist faculty or whatever student staff and teachers it may be a way to add the number one there's a fortunately you did before unreal being something related performance skills yeah I just want to add just one thing we have 65 schools 51 of them are a one or two star in achievement so the focus on whether we

put it there or not you cannot cannot show Improvement without improving the overall performance system because I mean I don't I think we're kind of I'm really I'm going to send this pigmentation tonight and I'm really excited about us having the conversation around that because we're talking about a lot of different stuff but at the end of the day 51 of our 65 schools are rated a d a d or an F if we use this one and two stars in achievement I mean I I don't I don't know how we really just you know so I think it's an epic a part of it is inherent But whichever one if you feel like you need to call it out because of that part of it I just don't think we're in a situation that

maybe we were in again when we did the elementary initiative because there were so few schools maybe at that point or I think I think for what they do and what they shared with me it was the lowest performing across the board they were selected but it wasn't just that there was some conversations around demographics what was already in the school Alicia yeah so CPA language around redesigning yeah thank you yeah it's there but in those 51 schools okay all right yes to narrow it down schools that have for you I'm not saying we're just focus on schools based on I think the cost per few people on resources allergy I mean we couldn't look at schools that we could um with intentionality put some extra offline and that would be those performance so that

we could see movement within that I just I hate to take that to take to not focus on schools because I think that's so and we've already started working through what that looks like right it's really proposed around it and having done transformation for a period of time you have to look at where you're going to look at you know how you strategize around it which schools are almost at the next level right the individual areas which ones are the lowest so there's a lot that goes into that so whichever is fine with me I just wanted to it might save you a guardrail losing something and I'm actually going to test one of these uh guardrails that I think might incorporate that can be well covered in Earth First when they're if they assume

that you shall not ignore the positive impacts and then Echo the first one that you put down the equity distribution of resources and operational efficiencies you can achievement at our lowest rate equals puts the puts a little bit of pre-ordinated arguments might reward but not interested okay number feed number five no no he's number one number one so but I think it takes the focus of and I think it's so important at least that we're calling out those important schools but I think the early idea is that what we're asking to do is you know again I don't understand that that's the exact word I just thinking of that idea is that moving away so much from a gold sounding thing which is that we want the individual schools to improve and more than today

guard Willis in establishing that you will use this as a guided principle while you are focusing on those local performing schools because it really is a part of two this also is that if we set it in a language that says they won't get worse or stay the same if they stay the same we're in trouble so the reality is if we talk about the exercising and resources to those schools I'd get that area to talk about it again I think it's a community piece that would be you really will expect us to be doing something about that it's already going to be doing it then that's just a transparent thing that we're saying we're with you we're going to concentrate on that all right so not super clear on where we're at right now

so so I think I think um I think there are three options on the table we have 16 minutes so I think that um the options that's even part one go with this one about local primary schools option two is we go with the superintendent we'll allowance I think it's good or even to go for that this is this is my attempt towards myth but can you just saying is the third option which is the superintendent will not fail to direct more recent resources towards them that is a directive out okay I think the ad was lowest yeah so if it's equitable distribution and I believe so so [Music] um options option one is just what's up here that student will not allow the percent of students in lowest performing Schools they're the same option

two superintendent won't allowance during racist treatment of students and staff option three superintendent shall not operate without equitable distribution resources I like the third one and then I think that the one of the interim guard Wells can be more specific it is I think we should scratch that the third one the one that's Brandon who is um [Music] here's our full sentence everybody um thank you for doing this we're almost home um five draft card rails the one superintendent shall not Implement changes to the curriculum or educational resources but not conducting a physical analysis of change to superintendent will not fail to treat each student holistically providing for their personal well-being to the Arts Athletics and social Wellness in order to create barrier-free educational opportunities three the superintendent will not Foster a culture of systemic

inequities and disciplinary actions toward all students including minimum race and gender or the superintendent will not allow for parents families students staff for the community to feel unheard resulting in a positive culture and transparent communication lastly the superintendent shall not allow an equitable distribution over there that's okay there's anything else that you can see in a little bit okay which is surely she helped me that's amazing again measures that are brought back that one more thing before one more thing as you're thinking about um guardrail on uh inequitable distribution you are going to get pushed back as I think in your data for your community feedback it would then you're going to have to uh really really Define what Equity means conversations with the community I'm going to throw this out there again I don't

see the word collaboration and I don't seek Partnerships and we are sharing at least I don't think I did and I do think it could be worked in somewhere it is a signature piece of this district and partners are you know some of them I buy but some of them are crucial for us you know just think it's politically reasonable and educationalization I don't know so we're not going to solve that in the next minute no but I'm just saying there's I think that's that's the area there's a deficit there to be honest with you look at me I know we're talking about the Wilderness when I see it oh Lord I do I didn't talk about hardships because so let's give everybody a 10 minute break um [Music] okay we are uh three minutes

um moving into our the rest of our business meeting agenda for this evening f um superintendents did you have anything you wanted to share tonight um and there's a preview of the title report card soon there may not be anything else extensive draft s or the Great excellent thank you very much um we'll move to item G which is approval of minutes uh and I have a motion to approve the minutes for the special public meeting in the business meeting thank you vice president Jones is there a second but thank you Mr Craig any discussion all in favor please signify by saying hi um all opposed I mean it's scary moving to community reports item H we're going to hear four of these this evening plus one from Mr moraski for the policy thank you

Mr Lindy uh we had a great policy and Equity committee meeting uh on August 19th uh we had a number of attendees including care members from uh Federation teachers of the superintendent general counsel Chief audit executive Jenna Wagner Stephanie Scott um we we began by talking about uh our attendance policies and just getting an update a lot of that um experience the answer was not a tremendous amount many memorable did recommend making the policy morning reversal in order to address remote learning um so we will look every language for that and Dr Moffett uh requested adding um perhaps something on sickness and additional language or incarceration which we all agreed was a Sound Idea um it has been brought to our attention some promotion academic acceleration or retention issues from the field as it were

with teachers um uh and I think there was some confusion uh whether or not we had amended our retention or uh promotion policy during covet I.E did we say at any point that carte blanche everybody gets tests on no matter what that no we were not there's still a lot of confusing things going on so we cleared that up it was great to have representative from Cincinnati Federation of teachers fair to be able to hear it and be a part of the conversation um so the action we recommended teachers attend our next committee meeting and Karen and just reached out on behalf of CFT let everyone know that no you know there is a formal process that the principal says sponsor decision there's a process to go through nothing has changed so there's fairly miscommunication

so we always clear that up talked about Community Learning Centers uh are on something for me let's have a community focused we looked at a lot of our community policies and including the clcs uh we agreed that it was uh too detailed and a little choppy and it needed to be stronger and Rewritten uh so our action was we want to get the full board's perspective of what you all want the policy um it's not on board matters tonight but I think we'll put it on board matters for our next objective item or our next story for board meeting because we think it's a full board discussion and not just policy committee another uh Community policy was parent family engagement uh we recommended the administration rewrite it uh add language that ptos uh called out

as being in every building sorry this is keeping in line actually quite well um I think uh so I guess you could say that policy and Equity committee for a preach into committee it's another English word tools uh provide you can look it up later tools provide a space for parents to meet you are unmuted to this room so please I'm going to continue um [Music] I advise you remove some language that uh references agreements negotiated by resource coordinators so Mr Hoyne uh Sean Murphy are going to follow up on training modules for lcmc um for qlcc's computer schools contacting uh one of our committee members with all the reporting they were told by the principles not to proceed with their eliges so that action has happened and we've largely left the policy untouched aside

from I think that one piece and my colleagues non-school organizations about the financial responsibility to the organization's Treasurer Wagner informed as a process plays the audit the groups as they're their own legacy our chief on Executive Lauren Roberts and formed Us in 2018 there was language in the policy of the state of her Department would review um we discussed the following items that all organizations have a yearly presentation to us the board as a non-school organization and we need better clarity about the language of the house that due to those dollars belonging to the district Treasurer Wagner uh chief of executive Point are going to be doing a policy and further away is going to be working with her team to update the board that will work into at least on civil organizations we talked

about uh remote employment um and at a regular business meeting August 15th it was assigned us to do so General Council holding reported many districts do not have a remote for telework policy um by inform the committee um uh super superintendent's position is having schools are in session staff and certain employees to these buildings when they have session or preferences at central office staff also be in person we stayed in a superintendent opener being flexible the summer schools are out or for I.T type personnel um general counsel holding recommended if we decide to create a policy about remote work it could be about to do the board and how they see remote works along with the blank administrators the language we discussed how strongly that remote employment being offered to some employees um might be

a sound idea I think we are largely in agreement with what the superintendent laid out obviously there's some position maybe something uh probably less than um lastly uh committee's policy 0155 the function of standing committees um we were assigned to look at this coliseum155 the administration's very viewed responsibilities of health and safety policy Equity Etc um and have a discussion committee the whole Administration will also look to see what responsibilities that's 2019-2022's plan lastly it was asked um uh that we reviewed the purchasing events and services of being with President Kennedy um president Lindy was on policy committee we took a bunch of different policies and put them all together to get as close as we possibly could some sort of responsible vendor policy which we don't have that would be illegal it'll be that

close as we could um we could not uh have the report out uh between 11's uh could not be there and so uh 29th next Thursday at 9am review and then lastly as promised sorry um we uh had a couple other policies outside activities of employees um the standpoint recommended we change the outside activities and professional employees um and we'll update the revised language grants to our next meeting same evaluation of employees recommended rear names we'll bring it to the next that is thank you Mr moraski if you have any questions for the policy from this year I think the next question I think on the Community Learning Center we wanted to see the original I'm sorry yeah yeah uh thank you Ms Wilson any other comments or questions and also give me a chair

if either one but it's not right bailing wages that is not allowed to be implemented possible bitterness is perfectly Fair correct as long as it's consistent with but yes it is okay thank you no problem uh okay we're gonna move on then to uh Community report number two which is Budget Finance and growth thank you um [Music] our August meeting uh these reviews certain aspects of it particularly of the aspect of the differences in state funding which we've heard about before but there is some there are some specifics that might be refused to also um we did continue to talk about Arrangements rearrangements adjustments based upon certain conditions of perhaps changing and about respect but Esser and it's at least in this minutes these minutes we have determined as an action item then on all

this on October 3rd uh we would have The Treasure of superintendent and whoever else kind of present to us where we are regarding Esther funds and Esser amounts and some of the reconsiderations that are in place so that's for the October full board meeting uh we reviewed some of the topics for our wonderful Financial Town Halls uh and then also um we said we did need to look at some of the levy material in order to kind of pass on it if you will regarding financial data that's there uh but we held that off until it was past September meeting so that will be coming to course superintendent uh updated us on Transportation still in the need of certain kinds of cards for Metro but more particularly that we are still at a deficit regarding

perhaps as many as 30 buses and 30 drivers in our office meeting uh we had already passed the Silverton Community reinvestment act that we did last board meeting last week uh a rising issue for us right now is the preschool um uh preschool promise agreement uh and that's in the works we understand it and the financial piece that is of interest to folks is that we are spending down the reserves that we've had and uh it's something we have to be watching because we need soon be either needed to have more money dedicated to preschool or we're going to have to make sure that we're not spending more money by adding to certain things that some people have been requested so that's a very important watch closely uh and then you know our regular Grant

and information but uh presented to you and uh Mickey chair hold us any questions for the project committee Community audit committee and and updated them on the organizational chart up about the kind of a SWOT analysis that has taken place updated them too on her Readiness chart for school opening they seemed very impressed with that and once again the keyword Transportation update was received by them is a very important item of interest for the audit committee for obvious reasons we also had Kevin Vaughn who was from plattenberg and Associates who kicked off the uh outside audit that isn't required and how that was going to be working uh and they will be on site as early as I guess the first week of September are they here are you already but we also had a

the Palm control briefly uh audit committee about the various the collective bargaining agreements and uh unions that we have and there's an addendum to the minutes that might be of some interest to other board members where there's some specific data about each of our each of our party units interestingly enough the audit committee also under the direction of the vice chair Mr goldhouse had a continuing discussion about all the committee um uh how should I say it uh Charter and you'll be glad to know we don't have anything to do about the auto Community Charter for the first time in about six years but there's always some addition but there's no reason to improve or change any of it but more particularly the audit committee has now also uh established through their discussions the need

to have the goals above and beyond of the idea of overseeing and helping guide the various audits by the internal Auditors and so they've established some goals that I would refer to pages four and five uh that might be of interest to you talking about what they think is important to be looking at I think will give us some guidance as well and they are also looking at the what impact their decisions and input has had as well uh and then um Mr horn is going to be advising them next time regarding them what they're worried about is a liability and their role and Mission scope uh there were some other members that were didn't even have some answers regarding that then finally uh there's a a very good summary of the audit pieces that

are important to our internal auditor as well as some Financial updates that you already have received and then lastly um the audit Community audit committee endorsed and recommended the need for our renewal Levy and the quality of treasure for making sure that it is a request of 10 years foreign any questions for our audit committee representative moving on to our last one uh Mrs Weinberg is going to present our committee of the whole report this evening yes uh so um I need a motion to adopt all four Community reports thank you Mr Muskie is there a second we've had our discussion all in favor signifies uh India first okay moving to item I on one resolution for this evening which is going to be a resolution approving yellow plus stops I think it's the whole

board I'm sorry the version I'm seeing uh all requires that those school districts of I'm definitely a thorough investigation uh with no bus stops that the district is using it has would rather like the criteria that has to be met uh and the requirement is that it needs to happen certainly with uh not before uh too early before the school year but it must happen I think within 30 days of the beginning of the school year and uh so I'm like I said we are on the Assurance of the superintendent of that the district has conducted the research and the review of the bus stops at the yellow bus stops and that we are able to pass this resolution if we have not finished that we can hold it till the next time but um

discussion [Music] so um based in based on the guidelines from the state and so I freed that out as a as a reference point because just because a person does not agree with the bus stops if they're in alignment with the state then that means that those blood cells are cool um so we've gone through a series of processes which included the bus stops where we started last year these updates that were made this year getting feedback from each of the bus drivers our staff going out to their review those that were both concerned and doing in the follow-ups so at this point this is the recommendation that we're making and that's how we got that foreign um any other discussion questions I would only add that the last year was an anomaly and that

we have another board staff was able to produce any number of uh going way back since this law is required so I appreciate the administration getting that done in the timely manner just needs a more regular timeliness that we use today uh you know hearing on the discussions Mrs Bolton hi Mr Craig yes Miss Jones yes Dr Moffett do you have any retirements so we have a shirtless um our certificated we have Meridian Bush she is a teacher at DC price um next up in our civil we have two individuals Barbara from a coach up hopefully I said the name correctly if I did not I do apologize senior support specialist at Woodland Hills Academy and then we have the theologians we're a professional at Evanston Academy we want to thank them for good years

of service and we wish them all congratulations um I need a motion to accept the recommendations any questions or uh discussions we'll have some questions figure out a couple things um it was fairly easy we have a male blue well um Riverview and then out of a replacement for AP that reviewed business is that within our just say thank you um real quick then to um besides that there's on page five there's a bunch of stipends for a new teacher attendance for like 500 or something I think it's on page five principles because it's these are actually participants that attended the teacher programs um or or across the board so it's the payment based on the number of things that they actually okay okay thanks uh and then um this was on last time um

and that was there was a moments the last question uh Paige I think is 12 special Duty police officer to start last last week as well I don't know I don't know what that is especially police officer is but I'm not sure I saw it last month but I didn't raise it was very preoccupied yeah so if okay so if if schools are having events like an additional staff and they want to hire them for security they can hire officers for security so I would have to go back specifically to see what this particular officer was more with the purpose of course great advice thank you so much the last question is a promotion to the director of school to prevent the strategy and that person is coming out of management as manager of quality

are we replacing that position for keeping that level no we actually absorb that position thank you you're welcome thank you any other discussions or questions [Music] yes uh moving to our next item on the treasures which of course Treasures all right uh thank you Ms Walton the second term vice president Jones uh any discussion on the treasury wow all right yes Craig yes Miss Jones yes Dr Muffin yes Mr Rossi yes Mrs Weinberg yes um okay uh we are done with item today I don't believe that any board matters um anyone with any experience or updates foreign assignments I have one and it's so repeat I think but I don't know if it was ever truly official um and that is to the uh committee to review um the their work plans for this current

year and where their work plans refer to the uh strategic plan that is now over uh and in the Strategic plan there were items that for a sign from the Strategic plan to specific board committees if you would review those board committee uh plan items of targets and see which ones you think need to continue which ones can go away which ones could be assigned elsewhere that would be great Finance has done it was a useful thing to do so some of them is going to teach somebody says nothing to do yes so um so that would be great because that would facilitate us assignment assignments carry with a majority of board members in the public community okay one might be an assignment but it's a question first which is for the superintendent is that

the need to get assigned to the community thank you yeah I was thinking she might have an idea uh okay any announcements agreements for everybody okay before we adjourn um it could be longer it might not be longer so um um so we are we are adjourned um yes okay um
