001All >> [music] >> right. First things first, we're going to swear in our uh newly reelected board members for their new terms. 002meeting to order. Let's all stand for the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Roll call. >> Mrs. Walker >> here. >> Mrs. McCartney present. Mrs. Dweiler >> present. >> Mr. Hulley here. [clears throat] Mr. Roto here. Let's all take a moment for silent prayer and meditation. >> Thank you. May I have a motion to approve the organizational meeting agenda for January 13, 2026 as presented? >> So moved. Second. Okay. >> Any discussion? Roll call. >> Mrs. Dweiler. >> Yes. >> Mr. Hulley? >> Yes. Mr. McCartney? >> Yes. >> Mr. Roto? >> Yes. >> Mrs. Walker? >> Yes. >> The motion passes. >> Thank you. Okay. Um,

003section three is the election of officers. At this time, we will accept nominations for the position of Jonathan Alder, school board president for 2026. Nominate Mrs. Gweer. Second. [snorts] >> Mr. McCartney. >> Yes. >> Mrs. Scott Wilder. >> Yes. >> Mr. Hoodley. >> Yes. >> And congratulations, Mr. Hulley. >> Okay. Excellent. At this point in time, I'm going to [applause] hand over the meeting to our newly elected president, Erica Deweiler. Thank you. Thanks everyone. Um, it's a privilege and a pleasure just to continue serving. and really I was thinking about it and it's just like kind of a really I don't want to say an easy job but it everyone makes it so easy because we work so well together and the admin and the staff

005and um the other board it just feels like it just works the way it should like a welloiled machine. So I'm just happy to serve and blessed to be here with all of you. Thank you. [applause] Okay, bear with me. It's way different when you have to do it, even though you've sat under it for 40 years and have to know what you're doing. Um, section 5.01, board member committee assignments. We have them listed here. Any discussion regarding these? Anyone interested in swapping, making a switch? Hey, if anybody's interested in um I served on the levy committee last time if anybody wants to serve on that this time. >> Gotcha. Is that that's not exact officially on here but strategic? >> No strategic on the levy committee for that help pass the bond. >> I

006don't think that's a I don't think that's an actual >> board. It's not an actual committee, but >> and if we did, we have to take minutes. >> Oh, that's not I think public notices and that kind of thing. >> Yeah, >> right. That's correct. >> But do we need to discuss adding a building committee? >> So, I was talking to Mr. Bo about this yesterday. [clears throat] He was asking about the my email that I I had sent out last week. >> A construction rep is what I was thinking. We're going to have weekly meetings, Mr. Lester and I, and um so we could have a separate board member to sit in as a rep or another suggestion that after talking to Mr. Boauss, whoever's serving on the strategic planning committee. Um, right now

007it's, you know, Steve and Bill, but if one of them could sit in on the construction meetings as an as need basis, you know, there's some things that there's going to be some conversations where I think Mr. McCartney, you know, is going to be able to to speak the language that maybe I won't be able to in some of those contractor meetings. And so having you available to sit in would be valuable to me. So if you couldn't sit in then the next board member or the next steering committee Mr. Ven we cannot add a committee and just make this suggestion that someone from the steering would sit in on those construction meetings. >> Will the strategic planning committee still be in operation or is that kind of what they >> is that kind of

008like the core team or is that something different? Well, you've you two have been part of the strategic planning since I've been hired. So, I talked to Josh about this LA or yesterday as well, too. I recommend that strategic planning or the steering committee continue to meet on a monthly basis throughout the projects. I would consider the strategic the strategic committee the steering committee. Okay. I'm willing to help too in any shape on either of those things. So if you know if you guys need a break, >> I mean I >> I don't want to speak out of turn, but I think at this point continuity in the process would probably be better than giving Steve Ry a break if you guys >> I was wondering >> if that doesn't put you guys out and

009it doesn't put Mr. Rotel out. >> Does it put us out to have you keep doing the work? If you would No, >> I if you want to be if you would want to be more involved in the process, that's all. >> We just have to call you. >> Yeah, you can call. >> Yeah, I'm fine. What's going on? >> I'm just offering. >> Yeah, sure. >> Yeah. >> Would you agree, Mr. Ros? >> Yes. Yes. >> Okay. So, is everybody okay with those committees as listed? >> Great. Uh item 6.01. Moving on. agenda and meeting notification procedures. These are all listed on your agendas if you want to get into the nitty-gritty. Um just addressing notification of board meetings, organizational meetings, regular meetings, special meetings, personal notice of meetings, and public comments. Just kind

010of the guidelines so that those are officially adopted. Um 7.01. Can I get a motion to approve the board meeting times, days, and locations for each month as presented for the calendar year 2026? >> So moved. >> Second. >> Any discussion? So, we have the June meeting highlighted a suggestion that we move uh that I'm I'm not I don't object to moving it to the 30th, but I'm not sure I could attend if it was the 30th of June. I could attend if we moved it up a week or I could attend on the 23rd as we have the schedule right now. >> What's the interest in potentially moving it? Um, typically it has been the last Monday or Tuesday of June and that helps helps me out to close out the books and make

011sure that all advances and transfers are done. Um, there's no So, this calendar year it would fall on June 30th, which is the last day of the 15th. So, I'm good either date. Um, it really doesn't it it really up to the board what time they want to what day they want to meet um on in that month. I can definitely make it work either way. >> I'm not sure I won't be here. I could join virtually, I think, unless I'm on an airplane. But, um, it was highlighted and suggested we move it. I understand now why you want to move it. That makes total sense to me. I don't have any objection to moving it to the 30th. I might not be able to attend in person. >> You just can't vote. >> I

012just can't vote. Yeah. >> Mhm. >> So, support decision, but >> I don't know that it makes too much difference to me. >> Do we need to make a that decision right now? Not necessarily. I mean, we do have to have it on a calendar, but we can always change it. >> You know, we can always change the date at a different meeting. >> We could leave it as the 23rd and if we >> decide to move it or should we put it to the 30th? >> 23rd. >> What if we set it as the 30th? What if we change it as the 30th now >> for Mr. Engel's sake? And then if >> there's something that's coming, >> we get closer. Yeah. we get closer and we need >> Bruce to be in physical

013attendance, we'll change it to the 23rd. Change it back. Would that be okay? >> Either way. >> Okay. Uh, roll call. >> Okay. Just take in the Sorry, just one more question. That November 10th that does avoid OSBA. >> It does. Okay. Oba will be the week after. >> Okay. Uh, Mr. Roto, >> yes. >> Mr. McCartney, >> yes. >> Mrs. Walker, >> yes. >> Mr. Hulley, >> yes. Mrs. Dweiler, >> yes. >> Motion passes. >> Okay. 8.01. Can I get a motion to approve the authorization of the treasurer to pay bills, requests for advances in tax settlements, and invest funds as presented? >> Salute. Second. >> Call. Any discussion? I assume it's just kind of straightforward. We just have to make sure Mark can do his job. >> Yep. >> Okay. Roll call. >>

014Uh, Mrs. Walker, >> yes. >> Mr. Mo, >> yes. >> Mr. Hulie, >> yes. >> Mr. McCartney, >> yes. >> Mr. Stewer, >> yes. >> Motion passes. Okay. 9.01. Can I get a motion to approve the resolutions to conduct business of district operations for calendar year 2026 as presented? This includes approve compensation of board members at an established rate of $100 not to exceed 13 meetings. Designate the superintendent to approve purpose statement for student activity accounts and act as purchase agent for the school district. Authorize the superintendent or his or her designate of the Jonathan Alder district to apply for available state and federal funds or grants. Authorize the treasurer to submit membership of the Jonathan Alder Board of Education with Madison County Family Council, Madison and Union County Chambers of Commerce. Approve Bricker and

015Graden LLP and NS Britain Company LPA to provide legal services of the Jonathan Alder School District Board of Education. Authorize the treasurer to pay all bills as they are presented provided funds are available. Appoint the superintendent as chief executive officer of the board of education to conduct the board's business as deemed necessary and in consultation with the board at times the board is not in session. Any action is pursuant to approval by the board of education at the reg next regular board meeting. Authorize the superintendent on behalf of the board to accept resignations which have been submitted by employees during times the board is not in session subject to ratification by this board. Provided, however, that upon ratification by the board, such resignations shall be deemed effective as of the date and time of the

016superintendent's acceptance and authorize the superintendent to employ necessary personnel on a temporary basis until such time as the board of education is able to take official actions. And I get a motion. >> Second. >> Any discussion on that? uh you had put a note on this that you got that the two of you recommended increasing the board member compensation. What was the logic behind that? Is that to incentivize more people to run for office? [laughter] >> I mean [laughter] I don't know why I mean they he he put in the email I know you guys don't do this for the money but we would recommend that you increase it. So I'm just curious why. That's all. >> It hasn't changed from 100 since my time in 2022. So, I thought that you were worth the

017extra $25. >> Well, none of us here get it. It wouldn't even if we did this tonight, it wouldn't be until someone was reelected. >> Yeah, it would be those two would be okay. [laughter] >> You're right. You're right. Cuz they can't vote for it. >> Yeah. No, it would be a future It would be future boards, which is fine. I mean, >> I'm just I was just curious what >> we've always talked about setting up the future board. >> That's not a bad idea. If we're talking about the future board, let's just do it. Do 125 instead of 100 for [clears throat] people who come in. I know. >> Explain to me again this go into Yeah. Why would it take so long for anyone? It's for anybody that's currently elected. Anybody that's currently

018serving, you can't impact your own contract. It would [clears throat] be for future elections. >> Yeah. So it would be whoever is running in 2020. What year? 27 >> taking office 28 time. >> So what if it would have happened last year? >> Then they would have gotten >> we would have gotten it. >> Look at that. Think about that. >> [laughter] [screaming] >> CHANGE. We'll >> we'll leave a tip drawer on your way. >> You're so [laughter] sweet. >> I don't feel like it's necessary, but >> we're not doing it for the money. Anyone who is trying to be here. >> That's true. Thank you though for >> I mean I appreciate the idea the sentiment that you're willing to >> bring it up next year and we'll make it >> I agree the

019teachers >> yeah we're those of us who are here say whether it's you or someone in the future this job you're representing the future [laughter] you should >> gas money >> you should not >> we shouldn't partic I know. I don't I don't feel the conviction. I don't want people money anyway. So, I swear. >> It's not. >> How's that going to? >> Yeah. I mean, we appreciate that. That's a That's a very kind sentiment that you all feel we should have [snorts] it, but I none of us are. It's money we don't need to take from kids. It's unnecessary. >> Right. >> Yeah. Yes. >> But I will take it from Mrs. McDonald. She's best. [laughter] >> Okay. So, we're fine to just leave it as is. We all agree. We appreciate it's enough

020of >> Well, you haven't taken a vote yet. >> It's a reward in and of itself, but if anyone wants to say no, they can. >> All right. >> So, what are we voting on as it is? Keeping it moving. >> All right, we have a motion. >> Everything is as as it stands. >> You moved. >> So, >> yes. Roll call. >> You ready? [laughter] >> Roll call. >> Mr. Hulie? >> Yes. >> Mr. McCartney? >> Yes. >> Mr. Ball? >> Yes. >> Mrs. Walker? >> Yes. >> Mrs. Dweiler? >> Yes. >> We're approved. Okay. >> All right. Okay. Can I get uh a motion to adjourn the January 13th, 2026 organizational meeting of the Jonathan Alder Board of Education? So moved. >> Second roll call. Okay. >> Mrs. Walker, >> yes. >> Mr.

021McCartney, >> yes. >> Mr. Moto, >> yes. >> Mr. Hulley, >> yes. Stewer, >> yes. >> We are journ for that part of the meeting. >> Okay. I would like to then call to order the [clears throat] January 13, 2026 regular board meeting. Can I get a roll call? Mr. England. >> Mr. Voto. >> Yes. >> Mr. Hulie. >> Yes. >> Mrs. Dweiler. >> Present. >> Mrs. Walker. >> Yes. >> Mr. McCartney. >> Present. >> Okay. 12.01. [snorts] Can I get a motion to approve the January 13, 2025 agenda for the Jonathan Alder regular board meeting? Move the report. Second roll call. >> Mr. Hulie, >> yes. >> Mr. Moto, >> yes. >> Mr. McCartney, >> yes. >> Mrs. Walker, >> yes. >> Mr. Dweiler, >> yes. >> Motion passes. >> All right. 1301. A

022motion to approve the minutes from December 8th, 2025 regular board meeting as presented. So, start. >> Any discussion? Roll call. Mr. McCartney, >> yes. >> Mrs. Mrs. Walker, >> yes. >> Mr. Voto, >> yes. >> Mr. Hulie, >> yes. Mrs. Stweiler, >> yes. >> Motion passes. >> Okay, moving on to 1401 superintendence report. >> Thanks, Mrs. Deweiler. And congratulations to you and your new appointment. And Mr. Hulie, uh, congratulations on vice president. Look forward to working with both of you directly in 2026. Well, January is schoolboard appreciation month and I want to thank and commend the school board for your continued support and dedication to the district. In front of you is just a small thank you from my team and special thank you from Mrs. Buyers. Uh these just came in late last week

023and she was engraving them down in the AWS space. So I want to thank you putting those together. >> Thank you very much. >> Thank you so much. >> Let me know a few months ago that his broke. So, >> I was just going to say mine broke. I'm so happy I [laughter] have another one. >> Don't put them in the dishwasher. >> The Yeah, the Well, it it didn't break, but it like half of this was it took the color off like this. And so, it just it's not pretty, but this was pretty, so we'll be fine. So last year or last week we had um the thorough architect and engineer review process. I think that it went very well. Um there were six uh firms that submitted qualifications for our junior high project

024and um each of the firms were evaluated on firm background and educational experience, experience of lead architects and engineers, K12 educational project experience in Ohio, OFCC experience, expertise in designing energy efficient systems, past experiences with the district and client references. Um all three uh we we went through this qualitative process to narrow the top three and had interviews. Uh last week each of the firms had about 25 minutes to present to the committee of five. The committee was made up of Mrs. Walker, Mr. McCartney, Mr. Lester, Mr. Engles, and myself. And each of the firms did an outstanding job. There were two firms that rose to the top. uh Fanning and Howy and SHP. And uh the reason for the recommendation for the board this evening with SHP is they really did separate themselves from

025the second firm by laying so much groundwork with the work that they've done with our teaching and learning department, the professional development last year with our teachers. And that all aligned to facility design and instruction, teaching and learning. They were able to convince us that the work that they've laid with the district for the last couple years with the teaching and learning puts them so much farther advanced than the other firms that it might take up to a year for the other firms to catch up in order to do this design work, teaching and learning, educational visioning, and then break ground. SHP and Josh Predovich convince us that they're ready to break ground as really as soon as we can get through the design process, which could be really starting tomorrow. We have our first

026meeting tomorrow if the board approves this uh resolution on the agenda. And so, I don't know, I just wanted to thank Mark for really coordinating that. Josh Predovich, and I'm sorry, I can't remember your name. Kyle, you did an outstanding job convincing us that you guys are the the right company for this project. And so the board will see later in the agenda that recommendation to move forward with SHP. >> Particularly the their for anybody that wasn't at the meeting, the their commitment to breaking ground at Kanan was 6 months ahead of anybody else. Is that fair? And if you remember, Kanan's our big pinch point, right? Well, >> the elementaryaries Mhm. >> And Kanan being a solution is a big pinch point. And so that was a that was a heavy weight and we're

027going to hold Mr. Predovich to that that expedited time schedule. So remember if the Kanan four classrooms can be done by the fall of 27, we're going to do our best to not put taxpayer dollars towards modular classrooms. >> I also want to say that um energywise uh SHP came in ready to to go. Um it was it was pretty infectious and it felt like everybody really really wanted to be there and wanted this project. Um they I mean obviously everybody interviewed wanted the project but SHP sort of definitely rose above >> put aside [snorts] the prior work. They were still the number one firm and they came with a vision uh that the others didn't and it was a vision of that made us all want to be a part of the future of

028this this site. So, we're really excited. You guys did a nice job. Kyle, sorry about I forgot your name. That's right. You're going to get to spend plenty of time. >> Okay. Um, Mrs. Kelllet, you're with us. I would like to Would you come up here and join me? I know you didn't expect this. Surprise, [clears throat] surprise. Just stand up here beside me for a minute. Uh you're a committed and loyal school district supporter and the board wants to thank you and commend you. So [clears throat] we have a recognition on behalf of the board. Mrs. Walker, we as a board we recognize how important it is to have the community involved with us and work with us and you are consistently here. You're consistently showing up and we just wanted to recognize the

029effort that you make and tell you how much we appreciate it. I I don't know what it is, but I've just always loved these schools. From the first time my youngest started school, it was like this is a really special place. So, I appreciate being able to be part of it and we're glad to have you. Thank you. [applause] >> So, is that like perfect attendance or something? All right, here we go. In three, two, one. [applause] those numbers. >> Okay. I know [snorts] Heidi that if we are servants, you are even more so because we get what minimal compensation we get. You don't. And I know that your service to this community of Jonathan Alt School District goes above and beyond just coming to the board meetings. I know that you put in hours

030cutting grass down and doing flower beds at the junior high and sewing into the kids and doing mom mom committees and just um just caring about the people and the kids and the staff in this school district. So, we are very grateful for your commitment. >> If we can't contribute, it's it's not the effort. >> Yeah. Well said. >> Thank you. >> I want to share with the board. There's one more piece of this is the you you received that plaque, but we'll have a a plaque probably about the size of this that's wooden and uh Mrs. Kell's name will be up here and we'll have 12 spots for each month that the board recognizes a community member for all year round. >> Where will that be? >> I mean, we can put it in

031this in this room, but this is not a permanent board space. Maybe we'll put it up here temporarily and then um take it with us for sure. Okay. Okay. Thank you. Um, section 15.01. We're at the treasures report. Can I get a motion to approve the December 2025 financial reports as presented? >> So moved. >> Second. Mark. Just going to go over these quickly. Um, so about halfway through the fiscal year and our revenues are running about 3% behind where I anticipated. Our expenses running 2% ahead. So, not quite exactly where I want to be, but keeping a close eye on how things shape up, especially with property tax revenue uh receipts coming in um at the end of this month, February, March, see if we get any um increase in payments from delinquencies. Um,

032we also are putting in quite a bit of funds in our first services for repairs for our buildings and also special education costs are coming in higher than expected. Um, and our facility expenses with capital outlay is also coming in a bit bit more expensive than anticipated. Overall, I'm not concerned um at this time. Uh, due to the new state budget bill, we will have a forecast update next month. Typically that's in May, but then they moved it up to February, which not to edorize too much. It doesn't make any rhyme or reason, but that's what they picked. So I'll have a forecast update uh for February, and that'd be more of a compliance update where we have to file in February. I'll have a more robust update in May like we typically do after

033we get through our budget planning for the next fiscal year. So, uh that's where we are for the general fund. Uh we did close on our bond anticipation note in December 30th. So that's $15 million in our building fund. Um that we repaid with bond proceeds which we sell in early March. So right now what is happening is we're investing the $50 million earning some in earning interest. um that's exempt from arbitrage laws for the IRS so we can earn more than what we borrowed percentage wise and that could go towards um paying off debt. It could also go towards um any cost over us protecting us from any cost overruns construction project or if there's any last minute wish items um that could come up as well. So anything left over in our building

034fund after we're all done constructing can goes to our permanent improvement fund to maintain the buildings. So overall, that process has been going pretty smoothly. We have a great team set up with RBC, Baker Tilly, and um Burger Gron. So we're in good spot. We're moving along. Um trying to get a rating. We're going to get a rating, our bond rating by um early February. So we're where where we're going to be at right now. We're AA3. Could be up to AA2. We'll find out for sure February 4th. And then I'll keep the board updated as we go through that process. >> What's [clears throat] the difference? It could save us on basis points, interest rates. So, it's about $50,000 per basis point >> to have a higher rating >> to have a Yeah. to

035have a better rating. So, yeah. >> Better. >> That way that we can save interest costs when we do our bond repayment schedule. >> So, two is better than three. >> Two is better than three. >> Okay. >> What's the determining factors? >> There's several. Um, they look at our our current debt. They look at our enrollment. They look at our revenues, our cash balances, um, stability of our local economy. Um, so there's a whole scorecard that Moody's uses um for that. So, >> does the growth of our community play into it at all? >> A little bit. Yes, they look they do like to see our median income be stable or growing um and also have a population steady or growing as well. >> So, they look at the ability for us to repay

036the bonds, >> the debt payments over time. >> So, it's basically a communitywide credit score. >> Yes. >> Oh, yeah. Yep. >> Okay. >> Anyway, >> that's the report for now. Any further questions? I'll be happy to answer them. >> Thank you. Anyone else question? >> Mrs. Walker, >> yes. >> Mr. Roto, >> yes. >> You're not You haven't been first in a year. It makes sense. >> Mr. McCartney, >> yes. >> Mr. Hulley, >> yes. Mr. Dweiler, >> yes. >> Motion passes. >> Okay. 15.02, Grants and Donations. Can I get a motion to approve the grants and donations as presented? $155 from an anonymous donor for negative lunch balances and $10,000 from WL Markers, Inc. for Plane City Elementary. >> So moved. >> Second. >> Um the WL Markers donation is the second year

037that they've done that. Um it's a family member of someone in the district and they were asking what the funds would be used for. We're told recess and playground items and school shirts for Plane City Elementary, which they would not be able to do otherwise without that. >> That's a teacher's a teacher's brother-in-law. >> Oh, okay. >> That is super nice. >> Yeah, what a great what a great gesture. >> Oh. Uh, any other questions? >> Yeah. >> Conversation. >> Just thank you to all. >> Thank you very much to them. That was markers >> to do it twice. I mean that's really generous will be well utilized. >> All right. Mr. Moto. >> Yes. >> Mrs. Walker. >> Yes. >> Mr. McCartney. >> Yes. >> Mr. Hulie. >> Yes. Mrs. Stoutweiler. >> Yes. >>

038Motion passes. >> Okay. 15.03. Can I get a motion to approve the tax year 2025 rates and valuations as prepared by the Madison County Auditor? So move second. >> Mark, do you have anything to add with this? >> To kind of just summarize these quick. So our valuation had um increased year-over-year by $165 million. Part of that is due to the reappraisal that Uni County underwent. Uni County is about 45% of our total value total valuation in the district. Um, and also it was driven by strong new construction growth. Um, for instance, in Madison County, we had um $16 million in new construction. Union County, we had almost $50 [clears throat] million in new construction. So >> 65 million. >> Mhm. So that is a large driver of these valuation increases. So as you imagine,

039as new developments come under tax roles, that's going to drive values up. that change new value changes due to new construction is shielded from any tax reduction factors is shielded from the new property tax reform bills. So that's new revenue that we're going to realize. Um I'm going to speak in a little briefly on the property tax reform bills. Um as you know the legislature passed four of them. I am currently working through with other treasurers. I'm trying to determine the impact on our individual districts. Um there's going to be a clawback for the 2023 update that hap happened here in Madison County. So that'll show up in the August bills. So our revenue will be impacted in 20 fc 27 because of that. And also since the union county values went up by more

040than the inflation rate the last 3 years um will be adjusted for that as well and it won't hit until August. So, we're determining all that right now. Um, there's a lot of moving parts to it. As I said, MUN County is only 45% of their values. And, um, I have a rough idea when I do my forecast update next month. A lot of it's going to be on the impact this property tax reform is going to have on our revenues. >> So, will those clawbacks work to the benefit of the district or to the >> Oh, no. um is going to be um credits that individual taxpayers will see on their bills. Um if you're paying in extra, I'm not sure how that's exactly going to work because you're not paying your bill directly

041or if you pay it all in January, which you're allowed to do. You can pay in full, you know, beginning of the year or you can split it up between two payments. If you pay it all in, you know, beginning of the year, I'm not sure how that's going to work out. If you sell your house, you know, middle of the year, I'm not before the second half bills come out. That's another story. um we're going to be held harmless from that. Um as in I get a reimbursement from the state if um but that's funded through cancing the August 2026 sales tax holiday. So essentially they're just moving money around to hold us harmless to do that. So there's a lot of moving parts to it. Again we're um trying to get our hands

042around everything and there's also a question of how things are going to be implemented. Only one part we're held harmless on, right? Not the whole thing. >> Oh, just one. >> Yeah. Okay. >> Yeah. And that's if we dip below what we received last tax year, which all this new construction, we're not going to be doing that. >> So, we might not even see that reimbursement. We might the state might just say, "Hey, you're doing fine as is." So, um, this also will impact our state foundation p aid because our because part of it determining our state and local share is on property valuations. but they're going to use the total valuations that the county auditor provided and not the reduced the reduction for inflation. So what that's going to mean is that I'm not

043expecting any additional help from the state from that. If they were to take that into account, that'd be a different story. But again, February, I'm going to have more of a robust presentation in detail of how this is going to impact us. So, but overall the fact that we're a growing district with new construction, we're well insulated from these changes. >> Just under 40, I did the math. Just under 40% of the growth >> in value came from new construction. >> Yep. >> Just an interesting data point. >> Yeah. And as you know, most school districts are declining. you know, they're seeing stagnant population and there's not a lot of activity. We're one of the few that just by virtue of where we are, we're we're not seeing that trend. So, if we were a

044more rural district, um this would hit us a lot harder. So, anyway, long story short, that's our tax rates values for uh the current tax year, 2026 or 2025, I'm sorry. >> Okay. Thank [clears throat] you. Uh, moving on to >> roll call. >> Oh, >> it's not listed on there. >> The next page >> that's for appropriations and estimated resources, but >> is there a roll call missing in that section? >> Oh, you're right. Mrs. W. >> There's not a roll call there, but we need to take roll call to approve it. Correct. >> Yes, please. >> Can we add that in? Okay. >> Roll call, please. Mr. Engles. >> Mr. Wilcott? >> Yes. >> Mrs. Walker? >> Yes. >> Mr. McCarthy? >> Yes. >> Mr. >> Yes. Mrs. Dweiler? >> Yes. >> Passes.

045>> Okay. Section 15.04. May I get a motion to approve the amended certificate of estimated resources and appropriations as presented? >> Some move. >> Second. And these changes are to um for the debt repayment in June for our ban that's going to be hitting in June. So that's the bond anticipation note. And also we've received rollover um and re allocation of federal funds in titles 3 1 4 and two. So that allows us to spend those extra funds. All right. Anything else? Roll call. >> Mrs. Walker? >> Yes. >> Mrs. Deweiler? >> Yes. >> Mr. Hulley? >> Yes. >> Mr. McCartney? >> Yes. >> Mr. Bo? >> Yes. >> Motion passes. No. >> Okay. Moving on to section 16 tolls report. Mr. McCartney. >> Yep. So as of well as of yesterday we had over

046800 applications already submitted for next school year which is more than we had at the this time the previous year. Uh main campus enrollment is at 1182 peak enrollment was 1303. Um, one thing that, uh, I thought was interesting was that, uh, we've only had, you know, there's been 121 withdrawals, but only eight of those were older students. So, with noticed that, too. >> Yeah. With 113 older students. So, um, so that means our our older kids are sticking around. I remember this time last around this time last year, you were asking how many seniorly programs that we had, and so we added three new seniorly programs for next school year. So that brings us up to 11. So there's a summary [snorts] on the back of all of the senior only programs. >> Um

047and uh if you drive by [clears throat] and you can see all the construction going on. Construction is basically on time and on budget at this point. So, uh, there's one little hiccup that we're we're working through that has to do with drainage and retention ponds that we think we've ironed out. Um, that'll probably only cost like an extra 30,000, but um, that was just due to changes after after the plans were already done. So, um, yeah, >> I love that. I love that you're adding those senior only programs. Well, and as soon as we get this as soon as we get the addition done, we're looking to add some more. So, gota >> did I notice are you phasing out the outdoor careers? >> Yes. >> Okay. I wondered. It didn't seem like there

048was a lot of just nice that you're figuring out which >> enrollment has been declining for quite some time, but with the the way that the the TEA contract works, you have to have low enrollment for so many years and >> yada yada. So, uh I don't think the program will necessarily go away completely. Uh but probably when it may return in a slightly different form, but we're still ironing out all of those details. >> I love that you're adding electrical. >> Mhm. Yeah. HVAC. >> Yeah. >> Oh, that's part of it. >> We've got we've got Well, we've got a lot of we've got a lot of plans, but particularly focused on the trades, which have had fallen out of favor for quite some time, but are [snorts] >> uh back in high demand.

049>> Yeah, very much so. That's great. Thank you for that. Uh 17. Any public comment? Take it out. Moving on. Section 18, personnel consent items. And I get a motion to approve the employment and personnel consent items as presented in 18.01 resignations 18.02 employment in 18.03 considering Oh yeah, those three. So before there's a vote uh under certifi certified employment Gregory Behan the um experience just came into Mindy's office. If you had the electronic agenda open you'd see it's for uh B2 bachelor's two years but if you want to note that in your agenda instead of the B 0 on the hard copy. >> Thank you. Any other discussion? >> Do we know who we're going to replace Linda with? >> She's not. >> I know. Can we take that out and line item that

050that we don't approve? Mrs. Thompson? >> Well, I thought I thought since Ryan had another baby that we were going to get her for another 6 years or [laughter] or 10 years. >> Have to let her. >> I specifically told her I was not going to approve it. [laughter] I suggest then you keep your word. [laughter] >> Any other questions? Are we ready for roll call? >> Mr. Engles. >> Okay. Mr. McCartney. >> Yes. >> Mr. Hulley? >> Yes. Mrs. Dweiler? >> Yes. >> Mr. Votto? >> Yes. >> Mrs. Walker? >> Yes. >> Motion passes. >> Said you should have said no. >> No. Okay. Um 19. Old business. Can I get a motion to approve the policy revisions as presented for the second reading? >> So moved. >> Second. >> Any discussion? Was it

051was all >> everything I went through last board meeting in in detail and um no changes. >> So >> okay. formality to do the second reading if anyone unless anyone has any questions. Okay. Roll call. Mr. Anders. >> Mr. Hulie. >> Yes. >> Mr. McCartney. >> Yes. >> Mr. Roto? >> Yes. >> Mrs. Walker? >> Yes. >> Mrs. Dyler? >> Yes. >> Motion passes. >> Okay. 20.01. Can I get a motion to approve the enclosed resolution authorizing the superintendent and treasurer to enter into a land purchase contract? So moved. >> Second. >> So this is a a resolution authorizing us to enter in the contract on behalf of the board. The contract is in legal review right now. We're not expecting any changes, major changes to it. Um the purchase price is going to be

052remaining the same at $1 million plus up to $10,000 in closing costs um for the seller. And we are um also this res authorizes us to one not assume any of the seller's legal costs associate with the sale of land. That was a big sticking point. So she utilizes an attorney. That's on her. But we also are authorized to incur and pay the cost associated with the purchase of the land such as the land surveys, title surveys, legal costs, environmental studies, everything that goes into the actual purchase before we close. So this is a way for us to move forward while we wait on the final language essentially and this is behind city elementary. >> I think it's great. I >> mean that's really strategic and thinking ahead for future boards and you know future

053needs of the district. So um I really I think it's outstanding. So thank you. Great job. So the the idea is that at some point in the future we can build there if we need an additional elementary school >> or >> any school, >> pardon me. >> Could be a five >> any kind of school. Right. But in the meantime, there's also no houses going in there. >> That's right. >> Mhm. >> Kind of. Okay. >> Yeah. It'd be a good spot for a second preschool location. For instance, preschool center. Yeah. >> I mean, but that's all in the future. We got to get care of the land now. >> Well, it's probably less expensive now than it will ever be. >> And this is being paid for out of our set aside capital funds

054that the board has been transferring over. So, it's already budgeted for and sitting in our accounts. >> Yeah. Can't make more land. So, I think it's a real blessing to be able to have the opportunity. So, thank you for your work on that. Um, Dr. Miller, Mr. Engles. Um, anything else? Roll call, please. >> Mrs. Walker, >> yes. >> Mr. Boto, >> yes. >> Mr. McCartney, >> yes. >> Mr. Hulie, >> yes. >> Mrs. Dweiler, >> yes. >> Motion passes. >> Okay. Um, can I get uh section 20.02? Can I get a motion to approve the renewal of the board's membership in OSBA? >> So moved. Second. So, I know we've talked about this before and about whether we get our money's worth out of it and what they do for us. Can somebody just

055refresh my memory? >> I think the last time we talked about it, it was like it was at least a $10,000 delta that we saved on insurance cost and that kind of like we we paid 5,000 and we got 15,000 in value out of it or something like that. >> A lot of it is the workers compensation premium rebate. So, we get included in a larger risk pool. So what happens is there's they do a look back every so often um every it's every year but it's for can't remember how much year period of claims they look back on and then we get a rebate or they have a do they have a monopoly on this kind of like are there competing organizations that do this or not? not to this extent. I do think

056there might be another schoolboard organization somewhere in Ohio, but I'm not too familiar with them or what kind of purchasing power they have, you know, terms of consortium and >> um also need training and um conferences and other benefits that we receive. >> The other thing too is uh not that we'll need them for this, but they were instrumental in us finding the superintendent treasure last time we were looking. >> They did all right. They did a spectacular job. It was worth the money we spent. >> Now that I know that [laughter] >> I think that the other organization, we've been to some trainings with the other organization. I don't think they can offer the same >> robust robustness. [snorts] Membership is not as robust. Rates would be >> high. That's that's the whole thing.

057So, as much as it was kind of a question, it kind of makes sense to do it. >> Okay. Okay, just check. >> Yeah. Okay. Anything else? Roll call. >> Mr. Hulie. >> Yes. Mrs. Dubiler. >> Yes. [clears throat] >> M. McCartney. >> Yes. >> Mr. Moto. >> Yes. >> Mrs. Walker. >> Yes. >> Passes. >> Okay. 20.03. Can I get a motion to declare transportation impractical and offer payment in lie of transportation for the 2526 school year for the students listed? >> Second. Any questions? Discussion roll call. >> Mr. Moto, >> yes. >> Mr. McCartney, >> yes. Mr. Yes. Mrs. Dyler, >> yes. >> Mrs. Walker, >> yes. >> Motion passes. >> Okay. 20.04. Can I get a motion to approve the enclosed resolution to enter into negotiations with SHP as the architect of

058record for the district's master facility plan? >> Salute. Second. Is there anything we need to discuss? Kind of gave us kind of the background. >> Can we see an example of Josh's energy? [laughter] >> The infectious. >> See the infectiousness. I mean, Josh, can you please stand up and please stand? >> 90 seconds. >> See, I would say it was the team's energy really. I was just a calm one. >> He was, you know, kind of slumped on his stoop and [laughter] >> it was really he started the presentation outright, not being able to plug his laptop in. [laughter] >> At one point, I think we were climbing on top of a bookshelf to plug something in. >> And it was actually pretty funny because they said, "Is this the first time anybody's needed power?"

059And Dr. Miller responded with, "Everybody else came prepared. [laughter] But in reality, everybody else was fine with running on battery. So I do I commend you for not just trusting the battery. I like the certainty of a power source. So >> always, >> so we will be back to the board with a final executed contract with HP. It will be probably till February board meeting. um I'm assuming but this will go ahead and you know make them official selection and we can move forward with negotiations which um already started. >> Josh or Kyle, any comments to the board or >> Yeah, just thank you again for the opportunity to continue our work. We were It wasn't a show. We're very excited. I think our office and the things we've seen Josh and the team producing

060over the past few years have been really great in this region that we all live and love. So, uh to be able to kind of turn that into a reality, make your vision come alive. Uh that's where we get the most excited and you know the energy was kind of palpable from both sides in that room. I think uh you can't invent good teams but uh you could happen into them. So, I'm happy that we were there and I just appreciate the opportunity and uh I had Josh bring a shovel. So, we're going to head over to gain me. [laughter] Didn't realize we were 6 months ahead. That's uh All right, let's go. [laughter] I just appreciate the opportunity. Great. >> Yeah. >> Thanks again. I look forward to it. >> Okay, roll call. >>

061All right, Mrs. Dweiler. >> Yes. >> Mrs. Walker, >> yes. >> Mr. Moto, >> yes. >> Mr. McCartney, >> yes. >> Mr. Hulley, >> yes. Motion passes. >> Okay. Uh 20.05. 05. Can I get a motion to appoint representatives to the following tax incentive review councils? Madison County, Union County, Plane City, Jerome, and Franklin County. >> So moved. >> Second. >> Okay. >> So we're leaving. Well, no, we >> we need to appoint >> Union and Madison. And I would I would appreciate >> cover Union or Madison probably Union since I live in Union. Um but want to give the board any opportunities to >> I know these are about usually once one meeting a year. >> One meeting a year. >> Yes, one meeting a year per statue review the tax assignment agreements that

062have been provided to >> abatements and abatements enterprise zones tiffs. So what happens at the meetings is you're uh a month before or two months before they start compiling all the documents that are that the businesses that have received abatements or um >> tiffs or well not tiffs but other >> kind of economic development >> you know incentives >> incentive thank you any if they've received any incentive there's they start um the entity the the taxing authority starts compiling the data and sending it out to the Turk members for review. And so with that, they send the original application and the benchmarks that they agreed to hit to get that to continue to receive that abatement. And so if if they're hitting their abatement, then you get to, you know, obviously you continue. But if

063not, then there's discussions on do we allow do we give them additional time? Do we reduce their abatement in terms of percentage or years? And so, uh, it, even though it's kind of monotonous work, it's really important for all of the different taxing entities because they're they're coming into the community. They're being incentivized to come into the community based on the levels that they've committed. So, it is it is important work. >> Is this something you want to do? Have you done it before? You want to continue to do it? >> I've done it before. I would be happy to uh bring somebody else up to speed if they wanted to do it. >> Well, >> very diplomatic. >> I'm wondering if [clears throat] you shouldn't do Madison County. >> That's what I was. And

064I'm willing to do it. >> It's in the basement of the courthouse. >> Yeah. >> So, it's like dungeons, but >> it's not bad there for that. >> It's not that bad. Do you think that we should kind of spread you out though? Like, you don't need to do three, do you? Did you do three before? [clears throat] >> We've we've kind of rotated or there was really three of us >> make it bills served for me. >> It's not it's not difficult work. Um and it's one meeting a you know it's you spend you might spend two nights reviewing all the documents and then an afternoon. Normally there's they get lunch >> and you you still might have to let's say you're Madison County, you still might have to work with me and Mark

065for example a review a year or two ago a new company came in and promised to give our students a internship which didn't happen and we found that out at the review and so um their abatement wasn't extended. >> So we'll have to still have those types of conversations. But I [clears throat] wanted to >> they also had met they had they also had met their benchmarks. It wasn't just that they but that was one component >> multiple layers. >> Yeah. >> Okay. Sure. I'm willing to do that. >> Well, I'm willing to take one too so that you don't have to do three. I mean, if Sonia and I each took one then and you had one then that would be I'm offering I'm signing you up too. [laughter] >> All told that's that's

066the difference. Union County and Jerome. I could do City. I mean, I'm willing to take one. >> Why did you retire now? >> Yeah, I can do Union County. I'm excited to do Union County. >> You can. [laughter] >> It's something new. You'll learn. >> You went to one, didn't you? Then you >> Yes. Yes. But you know, taxes and >> it'll be okay. It'll be all right. So, do you want me to do you want me to take Plane City then? >> It's only how this this whole place operates. [laughter] >> I'm fine with staying with Plain City because >> Well, then I just signed them up and I didn't take one. [laughter] I looked See what she just did there? She's offering like a great president. She is really delegating it out. >>

067Delegating. >> You want to maybe be an alternate? >> Oh, that's true. I could be an alternate for the two that I >> or all of you could be the alternate for all of them. >> For all of them. >> Okay, sure. I'll be an alternate. >> But it sounds fun. >> I mean, >> it's riveting. >> I think it does systematically. >> Well, you you do you do have to commit like particularly when >> when they're not meeting their goals, >> right? It can only, you know, it has an adverse effect on one entity, but the entities made the the Turk is made up of a representative from >> all the >> all of the all of the places. And so you're kind of, you know, you there is a selling component to try

068to convince the other Turk members about >> So this is a voting body. >> Yes, absolutely. >> So there's a rep Madison Academy rep from London. >> Yeah. >> Schools. >> Sure. >> Yeah. It depends on it's all the jurisdictions within that territory. >> Correct. >> As an that would be that would be impacted by >> tax incentives in the region. >> Like for instance, when I was on the West Jeff committee, I mean, it was just it was me, Jerome, Jefferson Township, >> village of West Jefferson, and then the county officials. >> So, our board's representative is also voting on all the issues, not just the ones that our history. Yes. >> Yeah. Franklin County, I vote on all of them, even though it's just this little small slipper that we have. >> Another

069piece of this is these are held during the school day. So, I'd be away from the district for 2 hours. >> Yeah. So, that's why I'd asked Bill to attend for me on occasion. >> Okay. >> Yeah. >> How much notice do we get of it? >> It's a year. It's like a year in advance. No, it's Oh, >> yeah. >> Don't they >> the actual meeting itself? I mean, it's a public meeting. So, >> well, I don't think one county gives enough notice, but as soon as we hear, we'll forward it to you. >> Which county is that? >> Union. I don't know. >> Is it routinely the same time of year, month? >> Yeah, it's around the same time, >> which is, >> isn't it normally like in late winter, early spring? Yeah.

070Okay. >> They have to be they have to be held by a certain date. I can't remember which date it is. If it's the end of March or April, one of the two. >> Okay. >> But then occasionally they'll set up a particularly if you're looking at cutting a big incentive, they may set up a second meeting to hey, we or or somebody hasn't provided all of the documents or the documents the Turk thinks is answers the question. You may set up another meeting just to address that one particular thing. >> You know how big businesses do. >> I look forward to interacting with all the great developers we have. >> No, they're not going to be there. They just submit documents. >> Yeah, they just submit the documents. It's the best part. >> Awesome.

071Okay. Anything else? All settled. Roll call, please. >> Mrs. Walker, >> yes. >> Mrs. Mr. Dweiler, >> yes. >> Mr. Hulley, >> yes. >> Mr. McCardy, >> yes. >> Mr. Ro, >> yes. >> Motion passes. >> Okay. Section 2.06. Can I get a motion to approve a resolution requesting certification of estimated tax rates, school district income tax renewal? >> So move. >> Second. >> Okay. So, we need to discuss the terms of the income tax renewal. >> Yes. So, right now, it's currently a 10-year levy. There is an option to do a continuing term, which would mean it would never expire. So obviously I'm going to defer to the board of which term they prefer resolutions for both but it's something that doesn't need to be decided tonight so I can file the proper one

072with the Ohio farm taxation. Historically, what we did with this, we were trying to give the school board some stability with funding. That's why it was 10 years and still be accountable to the community so that they could still vote on whether or not to accept the levy. And so, the idea was trying to hold us accountable as a school, but yet also have give the school kind of a long runway for that having a a 10year um cycle. Um, I think it served us well. Um, I do like the idea of community voting on our income tax. I think it holds uh schools just in general, not necessarily us, but I think in general that they tend to hold schools a little more accountable because you have to go out and win public support.

073And so, um, what we were trying to do is meet that as well as give the school kind of a long runway for that income tax. And that's why we did the 10year. Um, but it's it's open to whatever others want. But that was kind of the idea the idea behind that uh 10 year income tax. >> That continues to make sense to me. >> Y I agree. [clears throat] >> I agree too. >> 10 years. >> I think it it's a good, you know, like you said, accountability for the district. >> People are happy. Okay. All right. Any further discussion? Uh just for everyone out there to is aware um this is 0.75% of the current income tax rate which is total 1.25%. It is on earned income only. So seniors, those on disability,

074pension, social security, um none employ basically any non-employment income is not affected at all. is only for those who are receiving basically a W2 with wages in box one. So that would help help our seniors, help our farmers and there's a down year. Um it is represents 12% of our general fund revenue. Um, so in the last fiscal year about $4 million, just over $4 million was was a result of that 75% income tax, which if you want to break it down to um staff members, that's about 40 teachers. So it is a significant portion of our operating revenue and as I mentioned earlier in the meeting, there is property tax reform out there. So having diversified income source is key for us to whether um any other changes from the general assembly that may

075come down the pike or nuclear option probably Texas eliminated in general but we'll have a harder discussion if that happens but it is something that um has been a strong revenue source for us and I think it's at least as a fiscal officer is a good move to keep everything status quo >> and it's remaining the same >> remaining the same the rate is not changing whatsoever. And the beauty of it is because we are a growing community, we are receiving additional t revenue as a result of people moving in. So those people moving in are helping support the district as by that by having this income tax whether they work in the district or not. >> Yeah. It's all based on residency. So you could work in downtown Columbus, you can work in Cleveland,

076you know, you could be remote and based in Japan for whatever reason. That's if you live Jonathan Alder, you're paying the tax assuming that you're not in a pension or disability, social security. >> Sure. >> Okay. So, we're all in agreement for 10 years. >> 10 years. >> Okay. >> Mr. Williamson, I saw you writing very fast. I I was just thinking about our community [clears throat] and the November election and campaign fatigue and so the district hasn't publicly announced this income tax yet and so I'm going to ask you to work with me, give us an opportunity to announce it from the from the district standpoint before the media. Um I I think our community deserves to hear from the district before the newspaper. So, you want to call me tomorrow, we can talk

077tonight. >> Thank you for considering that. >> Okay. >> Are we ready for roll call? >> Okay. Mrs. Deweiler, >> yes. >> Mr. Hulley, >> yes. Mr. McCartney, >> yes. >> Mrs. Walker, >> yes. >> Motion passes. >> Okay. 20.07. >> This is not an action item. discuss uh we need to discuss a special scheduling a special board meeting for the income tax renewal resolution. >> It'll be the second resolution required to be uh passed. So what happens is I'm going to file this resolution that was just voted on with the Ohio Department of Taxation. They're going to back to us with the estimated income or revenue for the 0.75% income tax. I present it to the board for your final approval to put in on the ballot. So, it's kind of like how our

078property tax levies had two steps to it, resolutions. Same thing with the income tax. So, the deadline to get it filed for the May election is February 4th. Um, just to prevent, not saying this will ever happen, but just prevent any issues with filing. Um, I would like to schedule a special meeting um in January at the end of January. Um, >> it's 21st, too. Really? >> For some reason, I >> 21st is my wife's announce. >> It's in the calendar at 27. >> Yeah, I had it online, too. >> We got We got calendar invites from >> Yeah. Somehow I got an invite. >> Oh, 2:00. >> 2:00 >> is what I have to do. >> Is the board okay with that date? >> You want to move? What you said? >> I cannot

079do 2:00, but that's okay. I You You need a majority. >> Yeah. >> If the majority can do it, then we might not even need it. >> Yeah. >> So, I'm okay with that. >> You might not need it. >> You definitely need it, don't you? >> He No, he's saying we won't need it, right? >> No, we >> we need the meeting. >> Okay. >> Yeah. >> And we have to have a >> Yeah. >> So, that' be four of us. >> Three. Yeah. Three has a quorum. Right. >> But I think that works for me. >> I think 27. >> Yeah, >> that works. >> Okay, cool. >> That wasn't an action item. I just want to make sure that we discuss it in public >> 2 p.m. >> a special meeting to

080pass the second part of this resolution. >> Okay. So, January 27th at 2 p.m. >> Yep. >> Okay. All right. Moving on to 21.01. Next regular board meeting will be Tuesday, February 10th, 2026 at the Jonathan Alber Junior High. >> Can I get a motion to adjourn the January 13th, 2026 regular meeting of the Jonathan Albert Board of Education? >> So moved. >> Second. >> Okay. Mrs. Dweiler. >> Yes. >> Mr. Hulie. >> Yes. M. McCartney. >> Yes. Mr. Roto. Yes, Walker. >> No, just kidding. Yes. >> Okay. [laughter] >> All right. >> We're supposed to hope no for Linda.
