um tonight we have our our public hearing for the 2025 budget this is part of our uh statutory requirements that we go through every year uh to have a reading at this time and then bring this back at our next board meeting uh for approval um Again by State Statute the uh budget has been shared online uh through the dgf State website as required by law and on our Township District website again as required um again we will bring this back I will bring this back to the board uh following this reading tonight on our meeting on Monday September the 23rd at our 7M meeting uh for vote and approval the um the budget approval also encompasses our annual bus replacement plan and our Capital Improvement plan which are uh a part of the budget
approval process um in front of you um you would have a full copy of of the budget we just um we actually uh received our uh annual AV our assessed value um notification a little later than normal this year uh our want to share with the uh with the board our average AV increase uh for Lawrence Township this year is 4% um and the the average across Maran County uh at 5.4% this year so those will be uh in effect in 2025 um as in the past and as is our as our tradition and the way we um the way we operate with our budget approval process we submit our proposed budget to the state um after it is approved um they uh run it through their processes we do have a debt uh a
Debt Service rate and our operations rate our operations rate encompasses our transportation fund our bus replacement fund and our operations uh um funds our capital projects funds the um our debt rate and then we of course have our referendum bond rate um and each year we advertise that we have to take a worst case scenario really really worst case scenario look at when we uh advertise our expenses as being over over overly High over what we exp expect them to be and our Revenue to be underestimated the reason for this is to protect our cash balance at the end of the year if we um advertised exactly what we thought um on either expenses or Revenue we could be leaving uh dollars on the table or uh a deficit in Revenue coming into the district
so um if there's money um shown in our balance at the end of the year the state's going to expect us to expend that next year before we get new revenues in so uh first and foremost we want to protect that um which is what we do so we um from a from a 2024 tax rate standpoint we have a current tax rate of 1.68 to or $16 uh per 100 um our proposed rate uh we we actually show an advertised rate again that absolute worst case scenario which the state would not approve uh anyway uh but we do show it out there uh as a do 58 um with an actual projected rate which is closer to what we anticipate at a334 um there is one other unknown this year that um we're going
through the process of bond approvals right now as uh we've gone through with the board um with our Geo bonds and off Al our um 2024 First Mortgage bonds for the construction projects that are underway we do not yet know what those payments will be in 25 so again we've taken a conservative worst case approach um presentation for um the 2025 tax rate to Encompass again a worst case scenario once we know what those are we will know that at the end of the year we can report back to the board um but is anticipated that we will have a level or basically a flat um tax rate here uh within the district um Mr miles um the assessed value uh going up you know on average about four point some percent throughout the whole
District um how does that compare to years three prior yeah good question last year the actually the last two years we've had um High increases in our in our av um we were uh I don't have last year's right off top of my head I should have brought that with this but it were close was closer to double digits okay um okay and so this year is back to we're we're kind of normalizing um which is which is a good thing um it's still I would say where we're at this year is is higher than it traditionally has been by a little um say over the last 10 years okay and what does that mean for our um stakeholders who voted for the referendum what does that mean yes a great question so as as
the um assessed value goes up meaning the the property values across the district the rate actually comes down because we're targeting uh an actual dollar amount for the levy so just the way the math works on that um as a percentage of our total assessed value uh the percentage that the district is it has an our rate decreases so since 2019 since the referendum the rate has continued to come down it has yes that that approved rate uh when the referendum passed U was up to 25 cents uh per 100 um we are now in the 17 cents uh per $100 uh so it's it's continued even from year one um we never actually achieved a 25 cent rate which is a great thing and and uh again that has yes that's come down with
the uh the increase in AV our total AV um across the district now the referendum um AV is just over 7.5 billion or do you have questions so just to make sure that we're clear for members of the community this budget is not inclusive of federal dollars that we would receive through title three Title One um title four title two so this is just State funding that is correct thank you Matthew to be more specific you mean local tax base our state funding will not come through until when the state funding uh we are anxiously looking forward to October 1st which is our count day um our state funding our basic grant that we get per pupil uh is calculated twice a year based on enrollment um and our ADM which is our average daily
membership again we'll count that uh October 1st and then again the 1 of February so uh Al those those numbers are reported to the state when we when we calculate our budget there's really nothing that we can do to influence or change the per pupil amount that we're going to get this drives our local property tax rate Mr miles I know we do some projections on count rate um I I've heard rumors that we are steady and or growing at least per could you just address that yeah as far as the ADM yes yes so as it as it has implications obviously absolutely so I like to say cautiously optimistic um we do uh our student count based on um every day from from the start of school up through that really up through October
uh 1st and we're seeing uh numbers right now in excess of 100 new students um again those could that could change we could have an increase or decrease between now and October 1st um but generally speaking um per student uh per pupil uh we're looking at in excess of $7,500 per student so um every one of them is is very important for us so we need all of our students at school on October 1st we we want them there every day pump pump them full of Tylenol absolutely um the big part is we have to improve we have to approve uh that they are enrolled and active and that they've been attending our district and so if for some reason they were sick on that day we still get to count them but yes that's
we we want them here we want them we want them uh in a part of our count and that's uh that's what's important here in the state of Indiana as the dollars follow the student I think a point of clarification is that that's not the only time that we're counting students in terms of that is for all of our students but for students like our language minority yes there are different reporting periods and so being at school every day all day every day all day super important because not just because of but the financial implications especially for a growing District like Lawrence Township that has so many so many language um Learners I think many people do not understand that there are other times when the district is um indeed keeping a close eye on
who is in a district and those funds generate quite a substantial amount of money especially um for those level ones and twos so they they sure do we're not we're certainly not here to turn away any federal dollars um so and there are to your point uh Madame board member there are several days throughout the year year that we have to report on certain uh certain attendances or certain membership um so all important and all make the budget go round and round thank you very much I just I had one um I guess question well not question really um when I get a question from the public this the notice again to the taxpayers is publicly available at budget notices doi.gov correct I just wanted to that is correct I had to check my website
there but that is absolutely correct um yes www.budget.com bus replacement plan is that correct that is correct we um yeah we show again it's a plan um and basically once a bus reaches the 12year Mark we want to ideally we want to uh trade it off thank you absolutely do you have any further questions for Mr miles about the budget um are there members of the public attending this evening that would have any questions for Mr miles not we'll go ahead and close out the budget hearing the public hearing now we'll open our uh work session our first subject is the Blue Ribbon update Mr Smith Madam president Dr Smith members of the board again we're pushing pushing hard for the two high schools to uh cross that finish line here soon uh we continue
at LC with the pool deck uh being installed actually the tile work will start uh this week Wednesday um multi-purpose room we're finishing up the stair rail and some flooring and soon turn that back over to the building uh Ln casework is going in new North End the media center there and some other classrooms and Specialty areas with casework uh again North uh a lot of ceiling and a lot of flooring going down bser middle school work finishing up the lighting and the sound checks this week and I was assured that that would be turned over to the building um tennis courts there at beler uh have been demoed and now the uh drainage is going in and soon to place the asphalt front canopy continues on we're nearing the the Finish items both around
the outside and underneath vreek art rooms and hallway are progressing quite well and uh soon I believe fall fall break we'll equip these classrooms and turn it back over to the building site work continues in the softball tennis and baseball areas here at L LCC final Landscaping going in all concrete is finished uh we'll start asphalt on Wednesday uh I was assured it'd be done by the end of the week hopefully weather permitting and uh the bridge demo has actually it's going in and uh it'll take another four weeks to finish up new LEC still continues to go up and site we site utilities uh going in do you have questions for Mr Smith on the Blue Ribbon update I just had a question and a comment um from some Ellen alums I I know
um I got my invitation for the the uh open house coming up which is exciting and so I know have lots of folks who want to come back so there will be tours correct as part of the high school dedication correct so they can see okay thank youed oh after the dedication be that two hours worth of open house for the community okay thank you there are no further questions we'll move on to Mr notor and our student achievement part three thank you Madame President Dr Smith and members of the board I bring to you this evening the results of I 3 2024 and just as a reminder this is our board goal that is driving I 3 June of 2024 an average of 80% of all third grade students who've been enrolled in LT
for three years will be proficient with accelerated growth and underperforming subgroups so this slide is the slide that shows data from 2021 through 2024 and you can see the subgroups on the leand side and then the number of testers and percent proficient each year between 2021 and 2024 and we're modeling this report after the state report with 2021 being the first Baseline year after the covid years the columns on the right hand side you can see the change in the number of testers you can see the growth from 23 to 24 as well as the growth from 21 to 24 so some highlights to point out you can see um just from a demographic point of view the increase in students that we've had um overall in third grade and then specifically the increase in
our Hispanic subgroup the increase in our free and reduced subgroup um as well as our elel subgroup um and that one-year growth for El's 37 those were level all levels one and two in terms of increase um in terms of proficiency you can see some negatives um some red for our one year we did have a uh decrease of 1.8% in our overall and this is all students so this is not yet the the board goal piece but this is all students while we did see an overall increase when you look at the data from a 4-year perspective 2021 through 4 with um considerable increases in our multi-racial and our sped subgroup of growth of 4% for one year and 9% for four years the next slide then breaks out just um relative to the
board goal students who'd been in the district for three years and this is a 2023 comparison to 2024 so all students who've been in the district for 3 years and that could be first second in third grade it could be K13 um any combination that equaled three years in the district um you can see that we're flatlined with our black students and that's of of great concern um as that's our largest subgroup um and so um on the next slide when we get to that point we'll talk specific about um uh measures that need to be taken in order to increase our black and our Hispanic subgroup you can see in terms of number of testers our his Hispanic subgroup is right behind our black subgroup for third graders and so those two subgroups in
order for us to move as a district those two subgroups have to be moving um we do have growth in in other subgroups but without Black and Hispanic subgroups moving we're not going to see significant increases at the bottom line um which is is what we're after is growth for all of our students with accelerated growth in our underperforming subgroups so overall um 70.8 uh% for students who've been with us for three years with uh that represents a growth of 1.2% on the next slide then we get into the specifics of what the the next steps are um so continuing our science of reading professional development and coaching support so we have a partnership with the Department of Education that provides a full-time literacy coach um at the schools that are listed in these are
schools that because they've had less than 70% pass rate qualify for the literacy coach from the Department of Education and it's jointly funded between the state as well as the the district the the next bullet is um professional development that we began last year with taju educational uh Solutions partnership and this is focused on our bilingual students and we have many many students that are being educ educated in a dual language program and so doing all the work that we need to do both in Spanish and in English to ensure that those students are um doing the very best that they can in an on an English test in third grade that continued training and support for our reading specialist um we have reading specialist um some buildings have two reading Specialists but providing the
support that they need in order to take that back to their classroom teachers and then of course our Core Curriculum um Core Curriculum is where the um gains are made a strong core instruction with a strong Core Curriculum and we're utilizing the state approved um building knowledge curriculum through core knowledge language arts and we'll continue our implementation of that Core Curriculum um the second bullet and and the categories underneath it really are building on the lessons learned from the 2024 assessment um even though as a district we saw a slight decline um we did have uh schools that showed increases um and schools that showed significant increases and so what we're proposing is to replicate the processes at those schools um that have produced academic achievement and so an example is the urgency and priority
for third grade from a staffing point of view if you don't have strong third grade teachers and they're not the strongest in your building then you're going to have issues when it comes to third grade IAD proficiency and so um replicating that model of Staffing that one particular School used uh to ensure that we've got the the very very best that we can in third grade and then implementing a district support team um that will focus around Staffing master schedule core instruction and intervention support um that will meet with every school multiple times throughout the year um and so we did that for one school last year saw great results and so now it's time to replicate that for the rest of the district and and part of that process um it's a supportive process
but it's also a process of accountability and that accountability comes through the data monitoring for students and so we'll be going through the data for every single third grade student our principles will be leading the conversation but we'll go through the data for every single third grade student um and hold ourselves accountable to the monitoring of that student and then intervent making sure that appropriate interventions are in place for those students who need that uh the other piece that we have not done as a district that we um need to begin doing more of is test prep around um I 3 um we have focused as a district asure board goals have focused for several years on iearn um we've seen great results um significant growth with I learn um but I3 is a different
test it's a different type of test um and we've got to do a different preparation for students um in and for our second graders it's the first time they've ever taken a standardized test third graders it's only the second time that they've ever taken a standardized test like that and so it requires a different level of preparation um in terms of test prep than what we have done in the past and then the last piece is um all hands on deck um and all hands focused on third grade um with our entire teacher Cadre that we're able to continue for this year um that was previously funded through our eser dollars same with Huntington tutoring um continuing that partnership with the focus on third grade um not that we're wanting to ignore four grades four
five and six but this year is absolutely critical for third grade because of the new retention law um and so Stakes are high for students and so we've got to really help our principes strategize and prioritize third grade pass rate on this test in order to not retain students for next year and then tutoring offered by our own teachers um our own teachers are the the best tutors that students can have because they know the students so well so those teachers who are able to stay after school to support students um we will utilize them certainly and be able to pay them a stien to to do that um so I'd be happy at this point to entertain any questions or discussion can I ask you something can I piggy back you I just mentioned
about well I asked some other questions also but I'll just start here the test prep for I3 do we know what that would look like right now and do we know the like resources that are needed because I'm thinking of the teaching cadres and the what what would that look like so it's um very specific um uh worksheets and drills so to speak that um creat some automaticity for students when it comes to the types of items that are on I 3 um that is not necessarily align with our rigorous instructional framework and so that's the reason it's not been a focus um but we have learned from um not only our buildings that have been successful but other districts as well that showed a significant increase that that was a significant component of what
they did to increase proficiency rates thank you let me finish writing that down I'll can back to me let me write that I had a couple questions um thank you for this uh first of all uh so this was all of our students correct and then looking future forward based on the the new um laws about retention um with third graders let me collect my thought here okay with the third graders um I know some students qual will qualify for a waiver is that correct based on certain special needs circumstances or English Learners do you by chance know about the percentage currently of our students that would qualify for a waiver in third grade so it's called a good cause exemption okay and the good cause exemption can be and we're still waiting on um
final guidance from the doe so I'm speaking um to what it's been in the past we don't have this year's guidance yet but students who have an IEP through special education services um could be eligible for good cause exemption based on the case conference committee um students who are receiving English language learner services so our our enl services um students who have been served um for less than two years would be eligible for a good cause exemption the piece that we're waiting on for clarification from the state is how do we Define two years so this test takes place in March of the Third grade A students who's with us second and third does that count as two years or is it actually two calendar years so we're waiting for further guidance from the the
state on that um roughly in terms of of percentages we're looking at about 35% of our students who are either El or um special education and then we would take out the students once we have the the timing rule on exactly what two years means for our El so I would say roughly um in the 25% range okay wow okay and then my second question I guess point that I'm leading into also because one of our roles is um you know working with our state legislator advocating um so in the realm of advocacy and eliminating barriers which goes along with our Equity work um what are some barriers that you've identified in the groups that were um a little behind I mean when I think of it off the top of my head obviously language
is one yes but what about access to to prek absolutely um and and we've looked at that data as well that students who are with us for preschool um and then kindergarten do much better than students who are not um so that's one data point I would say another point of um legislative advocacy is around the timing for the retention um two years of language services um is not enough for a student to be proficient in English um the research says it can take up to six years for a student to be proficient in English and so to retain a student after only two years of language Services doesn't seem in line with the research so that would be in my opinion another point of legislative advocacy thank you thank thank you Mr notor I've
taken Spanish for six years and for the record I can barely order dinner in Spanish so I I agree with you on the two-year piece the the question that I have is um pertaining to what do we feel that these interventions that we've identified in the next steps are enough or are there additional things that we should be thinking about that may that maybe are limited only by funding or um other other intervention points that we as a board could assess given the potential outsized impact to our students sure um I would say that the the interventions that we've identified our research-based interventions have achieved results um I think adding in the test preparation for I 3 will benefit our third grade students I think in terms of resources there's always a need for additional
resources particularly um as we look at the Department of Education kadre um will need to be able to sustain that into the future and so it's a two-year grant that we've been given for partial funding for our literacy coaches um two years is really not enough to retool teachers um we need we need more time and so from a resource point of view I would say that's something we need to to make sure we're looking at as a district that was actually a good segue into the question that I had about the full-time literacy coach so those literacy coaches are at all the elc's they are partnered with an ELC in an elementary school so would Amy beverlin be part of that yes our our elc's function as one entity and so yes right but
I guess I'm just so I so but Amy beverland is not getting a literacy coach but not Amy beverland El but the ELC is even though it doesn't it's correct it was just I guess my clarifying question so all the elc's spite like obviously whing Ridge is in Brook Park or right on the same campus Mary Castle also has one okay perfect press view okay thank you and then also um the question so the reading Specialists those are those individuals are at every building yes what is their primary role their primary role came out of the dyslexia legislation and so um their primary role initially was around compliance with the dyslexia legislation and the processes to identify students with dyslexia potentially with dyslexia and so the the data process that occurs with the assessments um
as an example would was their primary um responsibility at the beginning now we've begun to morph into them also being experts in core instruction um and Core Curriculum and so they've taken on more responsibilities for our core than what was initially part of their job description it's absolutely outstanding I mean absolutely incredible that's wonderful that uh there are reading specialists in every single one of our buildings tremendous um I think just the other question is a logistical question we know that students who do not pass the irate assessment on the first try are given another opportunity is there been any decision about when that would be given um when will that be happening so um we looked at our data this year um those students who um and there's actually two opportunities they can take
it they if they don't pass in March they can take it before school's out or they can take it as part of summer school and so we looked at our data this year and it was really compelling um our students who attended summer school did much better then and and sometimes that's counterintuitive we think students are going to be focused and they're going to stay focused and um in May um and do better in May than they might in in the summer but that didn't didn't turn out to be true students did much better as part of summer school so that is outstanding and that was one of my wondering is if we were going to do it before school let out or uh during summer school so I just am curious I think one
of the things that we need to continue to Advocate too is for parents to understand the importance of the I three assessment and the importance of attending summer school yes especially because I know that summer school may not look the same where all family members have the same opportunity I don't know we're in the infancy stages um however it is imperative that our families understand that the importance of absolutely summer programming absolutely um and I'm sure that our district is doing a tremendous job of sharing that but um especially if that IID testing is going to happen critical Mr notter um I do have a question um regarding teachers moving to the third grade or out of the third grade have our building leaders and our teachers within the schools embraced this plan already we're
in the process of implementing the plan um so I would say that um time will tell in terms of the conversations we're getting ready to have with our building principles um it it's challenging because every grade level is important it's challenging because I learn are our accountability grade grade levels in three four five and six uh but it's a new level of accountability with for a student to get retained and so those are individual conversations and Mrs Johnson is part of that support team from an HR perspective to help our principles make those decisions when do we anticipate moving teachers um that'll be an individual principal decision uh based will it be in the middle of the semester will it be some some principles have already made that decision over the summer um others um
it'll be and it may not be about moving it may be about what additional support for example from the literacy coach would be needed in order for this is teach for teachers every teacher to be the most successful that they possibly can so it may be a co- teing situation um it may be um for instance we had a school last year that had two third grade teachers that went on maternity leave um that was devastating to their third grade data and so if we have a situation like that how can we ensure that that school has the coaching capacity to have a co- teer in those classrooms to ensure that our students are successful thank you do you have any other questions I do I have a um the questions that I sent to
you earlier um which we already kind of asked Mrs D you had asked one my questions you had asked one of my questions um because when I was looking at the data the thing I was thinking of was the the intervention aspect so um just letting just for public knowledge of what I had asked um what does intervention time look like for our students um students are scheduled into research based reading interventions based on need um I also ask is this schoolwide or just focused on students with reading challenges schoolwide students who do not have reading challenges are offered are offered enrichment activities or iearned aligned practices I thought that was important that it's just not a focus just on our on our students that are having reading challenges but for all of our students
um also do we have additional interventionist and support staff outside of our Cadre specialist I saw um that we have the retired teacher Cadre the Huntington tutoring and the LT teachers and so we also have uh title one interventionists resource teachers English learner teachers and in and instructional assistants um I just wanted to make sure that that was noted for the public of just the amount of resources and the intervention that our district has for our students so if I'm missing something or to add to that but those were my questions thank you thank you I have a question about that so the El teachers the El Services though are not the intervention correct no so I just want to make sure so I just want to make sure when we're talking about the El
teachers we're talking about the El teachers that if they have time within their schedule after service might do a small group they might do a small group with intervention but El services are not considered no that's during coreu thank you never make I'm sorry if I didn't state that yeah sorry thank you well thank you very much Mr notor thank you for the hard work you do for our teachers um I do look forward to um watching this meeting next year um from out there and seeing all green and lots of lots of numbers so thank you I know we can do it absolutely um um we'll move on then to um Dr Brown and Mr kusik and the 2425 2526 early enrollment window update please evening Madam president Dr Smith members of the board
believe it or not it's time to CL for next school year already so tonight we bring to you the dates for next school year non-resident applications as a reminder currently for the current school year non-resident applications are open through May 22nd 2025 that's the last school for this current school year so looking ah head to next school year for the 25 26 school year those non-resident applications will open up on March 3rd 2025 before spring break and that will continue through May 27th 2026 which the last day of school next school year as a reminder just for informational reasons in District registration for all grades for the 25 26 school year will be in Tuesday January 7 2025 seat of information at this time board do you have additional questions about that um we will
