001[Music] it is foreign of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all just um foreign okay foreign [Music] this is what we're going to cover tonight provide your forecast general fund is uh huge account for all Financial Resources they're not restricted to specific purposes otherwise required to be accounted foreign includes the County property taxes School Foundation the whole set and rollback Medicaid reimbursements miscellaneous records we take a look at our sharp the general fund our main area is that bottom blue that is our foundation that we received and the second big part is that read that sorry for generic properties with everything else accounting for that 48.8 billion dollars general property tax this year is going to count for

00214.6 million public utility personal property is 1.2 billion or unrestricted grants today that was that big part of Lewis 23.7 million and that's currently being calculated at the 2018 base rates there's been talked about Improvement at the 2020 rates but apparently this is like it's been approved by the governor with your friends today traffic tax allocation and all operating other Revenue and here's our expenses you can see that our big sections are personal services which are salary and then that raise the benefits after that you got to purchase Services supplies and all the rest of things over there 43.4 million dollars personal services and benefits net accounts for 70 more percent of our expenses because we are 23 which is in line in similar to the receipts our purchase services are a little over 8

003million and our supplies and cereals are 1.2 million a lot of these funds have been you could use their money for absorb costs for so we'll talk about that in a little bit and we just brought out the rest of that this red line right here is our Revenue it kind of uh right now it's above our expenses and then we kind of go into deficit Spanish in 2025 continuing 26 27 our cash balance remains pretty healthy uh we're going to be close to 14. we're going to be around 14.9 sorry there this year but then in year 2027 we're projected uh 8.9 million dollar cash balance that's kind of what I said right there take a look uh that's suspending starts in 2025 it's a little bit higher there because we got his textbook

004adoptions and then it goes 2.3 to 2.8 billion at 26 and 27. keeps our cash balance Health VIP 2.9 Million and you know it's 20 25 our Revenue our expenses doesn't go up quite a bit and that's account first that's the funding and those other things I have mentioned I don't think any questions or whatever especially fun along with the state settlement Foundation reports which is my current state and other Bradley sources so here's the question so I don't know if this ties into what you're what you're saying but will we be able to open up our pools again you know I think did I see a revenue we had like 5.4 overage or I don't know if I saw that right but so in your 2027 and overages 8.9 million uh open up the

005pools have not been discussed it is not included in this forecast obviously yeah this is all the district school s what's the plan is you want to stay over because you know you want to have a healthy cash balance and then you know this will extend out in the future years and we are you know we do we talk about different plants but this is what we know right now so pardon my English again so if you have friends before that in the future I I don't know there's always yeah yeah but I you know what I'm accounting for is what I know today anyone else yeah thank you then I would recommend um thank you Mr Friedrich not a corporate this evening to start some information under one session by commission one where students

006reconsideration from home instruction the second thing we can go back out of the audience again I'd like to invite Mr Speaker and some other students out there that are involved in the stem program for some of the products that you're working on uh this year thank you uh good evening uh we are here from the Maple Heights High School stem club and uh we're just sharing some information that we elected from uh water quality testing that we did at our local Watershed which is the Mill Creek Watershed um so essentially just to give you guys a background story uh we go here every year to test the water quality um see how that's affecting um our see how the quality is at our Watershed and then we go back every year in different times of

007the year um and see how the quality of the water changes based on the circumstances of the environment and so today we're just going to talk about um some issues that we found with the Watershed as well as Solutions and plans for the future that we hope to help better water quality um so these are my friends angelise on the bar left Antoinette my name is Devin and to start us off we're going to talk about an issue that we found with the water quality from our testing foreign but in the spring of 22 we wanted to wanted to get out uh get outside and learn about our community and topic of pollution came into discussion um we started talking about how pollution affects water quality and that pollution does come back into our bodies

008so we went out to our communities went to Mill Creek and hemlock by conducting wild data Community notice that it says the amount of trash around in around and in New York and uh the table so there is two different tables um that I wanted to show them so he says that the water quality using two methods so both biological management data collected it um so these are the two grabs showing that so starting out for biological the way we basically do that is we hunt for different macro invertebrates so basically just like you know aquatic bugs and things in the water um and see what we can find and based on what we find thriving there tells us a little bit about the water so for example um to fix worms or a certain

009types of peaches if we find those thriving there then we know that's a really bad quality of water because those are a type of macro invertebrates that can withstand you know really dirty water versus like how does fly larva or strong clients those are the macro invertebrates that generally need cleaner water in order to thrive in order to drive and survive so arts and comparisons was Middle Creek which is our Watershed and Visually that water that um stream had a lot more pollution and things like that and then Hemlock green which visually was a lot cleaner and appearance of um from what we saw so looking at the biological data we actually saw that Mill Creek which was our Watershed was a lot better but looking at the chemical data we saw that our data

010for military only scored a 2.33 which will be the equivalent of like a c data so basically what we came to reason was that because of that pollution in the water it's affecting the chemical quality and of course that's all coming back to us because every single Watershed every single screen stream River um in this general area all end up leading right back to the great lakes and Lake Erie where we get our water and our drinking water so the um quality of the water uh even for our small Creek even though it may seem insignificant and reality is playing a larger role in affecting us personally as well as our environment um and so next up uh we're going to have angelis talk a little more about exactly what kind of data we found

011and a little more about how we found it thank you Tennessee the different types of macros we found thriving in the creek is when it gave us information regarding the quality of the water for example the pouch Nails controller really dirty water but cast by a lot of needing much cleaner water to survive we tested the water from different parts of the creek and Adventure our data and light data shed the chemical data for Milk Creek underscore over 2.33 which is like the sheet and hitmon Creek got her score 3.36 which is considered a b and ask for the biological data Mill Creek got a score of 19.33 which would be considered good in the hill lock Creek that is for 12 was considered Fair I could be seen on the bar graph for chemical

012data we compare the data from each Creek and use it to reason why litter may be a cause for the lower water quality we also know that despite Mill Creek have the low water quality chemically looking at the biological data it actually proved to be a better environment for the macro invertebrates you feel this is partially due to lower water levels in Hemlock Creek and so just to wrap it up a summary so why are we presenting religious presentations to you guys at the grocery store um well simply everything is connected is the simplest way when trash is dropped on the street or improperly disposed of um that that's the flows away and you know that stuff ends up in our sewers ends up in our creeks in like we already discussed circles right back

013around so Lake Area the great lakes and circles right back around to our drinking water that affects us personally as well as our environment and so we want to do our part to um really make sure that we can help you know combat this pollution and the improper was close to trash and stuff like that um so actually some stem Club students as well as um some members from our advisor to speak more for the classroom I did a litter cleanup along Maple Heights Boulevard by the um high school but we know that of course the dreams of the matter is we really want to make a difference in our community it's going to take more than just one classroom it's going to save more than one club which is why once the admission presentations

014so if we can spread this news and this message in our classroom maybe send me the newsletters and tell people to get a better understanding of how you know the bag and chips or the gum wrapper that you just left on the flooring thought it would be fine it's really certainly back and affecting the chemical data it's affecting our drinking water is affecting our environment that we feel that we can really help to do a better job of helping people to be more aware of their litter and help their party and so that was pretty much all you had for you guys um what an hour for well for a chemical I say and I was like I'm going out biological at each tree so two hours uh well so the way it works is

015so for like for example here like so one thing that we test is uh nitrate and nitrate levels are used to detect any possible fertilizers or anything that we that may be in the water so we just uh take this thing below the water put a nitrate fill in uh we shake it up for about five or ten minutes and then the color of the water after the it was the song tells us the nitrate levels and what that you know tell us about the water quality and then but we need to do that in different parts of the different across the country so we can sound you know towards the end of the creosome towards the Middle where there's bread and water where there's still water if you can sell them to get all

016the samples it doesn't matter and like I said before we did this yeah actually uh and he noticed on one side of the don't be dealing with the water can be done still trash is important um there was a uh [Music] yeah but it is to be there but the chemicals academic things important uh [Music] um so chemically that's the Aesthetics we got and biologically we feel that there was also a difference between this year and last year because of the uh thank you guys for your time so one thing but I just want to say um it's nice that you're able to talk about this issue right but more importantly we have three management business one of our advisors here you know doing some amazing science and stuff work so you know I just

017want to commend our three students came out here to present I mean and you could see like you know they're passion about not just knowing science but doing something about it you know so I mean that's that's invitable you know I so appreciate that you guys have done and the speaker as well too so thank you guys our next part of information is having uh Miss Bruce sorrells and the Middle School staff agrees we're here today is that having a presentation questions [Music] good evening good evening my name is Vicki Pruitt so Rouse and I am the principal for Milkovich Middle School here in Maple Heights affectionately known as the milk and so we want to First and start off by thanking you for joining us here in our home away from home uh here

018at Mill convention Middle School so this year we have had quite a few uh goals that we have been working on but before I move any further you go to the next slide I wanted to take this offer to the next [Music] foreign model that we have been using this year is built more together um our team our administrative team is uh Brian Morris who's the eighth grade assistant principal Andrea Rosewell our seventh grade principal Demetrius Williams our sixth grade principal but also that some that are joining us here this evening and I would just ask for them to stand or wave or whatever the best that you can do is that is our other staff members who are waving and they have Smiles on their face says so when to thank them all ready

019for being here to support us tonight every day we start off with telling the students what the what the mission statement here is at Maple Heights City School District it is educating our students through expectations of Excellence to prepare them for a lifetime of success we have three areas that have we have been working on and I know that you all can read this because it's big enough for you to read I'm being sarcastic so but we're going to go over them uh three major areas that we have been working on this year it has been academics Dei which is our diversity equity and also on Communications I want to invite um one of our teachers Miss Laura gura to come up as she's going to help with uh presenting the information regarding the academics

020just really to summarize what we're going on we had five areas that we were focusing on in our academics and in those areas we were able okay to for two of those areas we are on target as well and as well for two more of our areas is one where we had to make some adjustments Miss girl um um according to our attendance we're looking at our goal was 45 um chronic absenteeism was reduced at the middle school by seven percent as of November we have met our 45 or exceeded our attendance goal every month and that is through this through May which we're ending at a 45 um the later start time has had a positive impact on our attendance rates um regarding the 90 attendance rates um we were able to get to

02187 so we're still striving to um get to that 90 rate for next year regarding academics are math tbts our goal was 50 of students would score 60 accuracy or more on tbts in the sixth grade um we went from 7 to 81 to 18 rather so we did meet that goal um in seventh and eighth grade we did not increase um by our 10 however in our seventh grade we did have better than um we did perform better than our projections so um we're pretty proud about that um algebra however uh they met their goal on the TBT December through March which was the last month for data collection in algebra they went from 67 to 78 on their OST um test regarding Ela they have not consistently in any grade um met their

022goal for TBT um 20 to 30 percent did which is 30 did pass um the past proficient on the OST so those did align the TBT with the OST um in our curriculum drive all staff have X access to it and are able to use it effectively and for our career in college readiness all students grades six through eight are exposed there is a special Curriculum scaffolded by grade level and connections are made within um curriculum specifically Ela is our most recent they did do a project with careers for the 8th graders thank you thank you Mr uh thanks okay so uh some of the evidence here that we have to support that you can see are academics where we're trying some new strategies and our math project-based learning and where we are dropping everything

023and reading in our new College and Career Readiness classes preparing our students for future Pathways by helping students to explore careers and identify their own qualities and as well making those connections within the curriculum regarding future plans career choice and career exploration in our second goal which is Dei which is a goal number two uh it is Dei diversity equity and inclusion in those areas of five areas we found that there were three that were relative oops seven areas we found that there were six that were um a data will indicate that we're on track and then also where we have one where we're needing to stay the course as far as it goes is conducting the an inventory of the curriculum we have utilized excuse me who are cultural relevance discarding outdated curriculum and

024curating diverse books aligned to the standards and providing training to teachers we have utilized things such as our book vending machine we have uh our we are on track to building a Dei committee and as far as our Dei trained delivering professional development to all certified and classified staff we are also on target as we have provided you'll see in the evidence we've expanded the Dei focus and that is developing and designing the Dei programming for a marginalized students included in our after school program as well and 20 percent an increase in the Tier 1 PBIS implementation and prevention efforts are measured by a tier Fidelity inventory our TFI as we are on the data indication that we're on track our staff Wellness is creating a staff Wellness Plan for implementation on a quarterly basis

025that is with our school culture uh School culture committee retention and recruitment as well as other activities to support that we are on track and one more area that seemed to get cut off which is the one that we are still staying the course with which is the one with regards to discipline through the use of a use of a restorative practice framework reduce reducing the use of exclusionary discipline actions or practices so we have our positive behavior referrals you see where students receive positive behavior referrals and then are called down and acknowledged and celebrated for making good choices Sports and clubs here at the milk where we're trying we're trying to help students to find not only just for career choices but also things that will help them to develop and our last goal

026which is Communications we were able with those five areas there were three areas where we were on track the first one is Student News producing the student voice news for all district platforms two to three times a month so we are on track with that particularly with um some news particularly uh we want to thank Our Miss Hogan who has been able to work with students to produce news that goes out weekly streamlining the technology that is maintaining the currently used communication tools for families staff and students on a consistent basis social media we have produced so much social media they have invited us to be digital editors uh community room communicating to our families and students when community room is up that is one that is still we're still um saying the course on

027and as well family engagement supporting the family engagement initiative with things such as the father's walk principles talk family engagement activities and we are on track there we have groups that have been developing an effort not only for social emotional but also to highlight those students that is our diamonds okay our boys male Academy one thousand ties student advisory committee so we've had the father's walk other events that have taken place here at Milkovich Middle School Pride assemblies black excellence all School read the black uh regret this year black Joy it should be black boy Joy black boy joy as an old school read that we did this year we also invited in the Cuyahoga County Poet Laureate honeybell Bay and we are proud to say that we have some high Achievers here at Milkovich

028Middle School this year Ms Howard was um identified as the teacher of the year through the waltz Museum stop the hate and songwriting contest so we want to congratulate her again we also congratulations to Ms Madison eighth grade class song of the year so you've heard that song either when you were coming in or just a little bit of it and then also Milkovich has been identified at the school of the year with the malts Museum stop the hate essay writing contest thank you very much yes so you said in the sixth grade you want to keep breaking down the sixth grade academy it would be mascara I I can't hear it he said the sixth grade with the man that are representative the sixth grade uh went from seven percent to 18 so um

029exceeding the 10 proficiency I'm sorry seventh seventh grade save at 18 however seventh grade um they do better than projections um the projections were I believe fifteen percent yes and then eighth grade did not they won they went down and they did not meet their projections so they did not make the 10 however algebra which is eighth grade went from 67 to 78 so in ela yes we had a 30 passage from the proficiency on the OST um they did not throughout the TBT process throughout this year um they had a 20 to 30 passage rate on the TBT so it does align with the proficiency of thirty percent on the OST that was just overall yes yes the attendance rate our goal is 90 um we did reach 87 percent now our chronic absenteeism

030was reduced by seven percent foreign we have a Dei committee I was there that's the one we're still we we haven't done much work with that this year and so next year that is one of our focuses to stay or task with the community room do I need help it didn't always get help so yes I'll let you know what it is thank you okay thank you thank you you have a really good time thank you I did a really good job so as we wrap up session I did want to say I I think that's why I've been doing some organizations that Mr swells and the staff we got any kids involved in some of the work of the you know each of the year I believe that this moment was also listed by

031the Cavs this evening my recommendations departments is 104 one includes number one includes the approval of the list the class of 202 degrees I was proud of not to be happening on Thursday evening the Wolstein Center uh another recommendations are the personality intersection free one through 22. against the middle school well he wasn't able to meet your Olympus he did write a medical city thank you thank you for the uh so at this time we have our visitor participation so would you all represent like maybe like a they have addressed in the days forward David Maple Heights Ohio 44137 . so would you all consider maybe a trash day National trash day or the middle school work High School just piggyback the bottom of our ambassador um thank you good morning so yeah okay so

032next we're going to add this yeah can you be Mr Vice President board members Dr tayden Mr Friedman our presentation this evening is a follow-up to the presentation at the last door meeting in regards to the proposed student wellness and fitness center um athletic center which is currently the mandatory in space there were some questions that the board that gave at the last meeting that we were asked to carry out so this evening I am here to entertain those questions as well as provide an update relevant to the tab uh the first task was the board requested that we put this information website to give feedback from the community about their desires it was placed on the website for approximately two weeks there were 143 responses of those responses 138 or 97 of them were

033in favor of moving forward with the student will if and fitness center the board at that time also requested information in regards to the equipment cost the elliptical uh the benches of ways we worked with a contractor that we worked with in the past some of our equipment but we estimate that cost to be somewhere between the 275 000 and 325 000. there was also a question in regards to the room capacity we did have the uh Captain Daniel uh statement come out the chief of the fire department he took a look at the space I did some rough measurements based on his information and calculations he believed that he can get approximately 180 people in that space and the student wellness and fitness center so how many 180 was his rough estimate that was

034also 180. once again those are rough estimates or um based on his countings of the square footage that's one of the drawings that was provided by the qpt ultimately if you move forward with these projects once we get the city housing department involved they'll give us a more firm number of what the capacities so with those things say it uh there was also a question about sustainability I believe that Mr friedrich's a five-year forecast clearly indicates a point out that we can certainly before this and we can sustain it over a number of years so with that said it's our hope that the door will allow us to move forward with the project uh if you recall from our last conversation or discussion on this matter it was our hope that we could move to

035bid on the project in mid and June of anything beyond that really puts a bit of difficult position and it may not be likely that September 2024 deadline keep your mind that's the deadline and push the extra fund needs to be spent so if for some reason this evening the board is not willing to move forward with the next phase of the project which will be building it out rewarding that bid to a contractor and starting a renovation on construction probably need to consider our having conversation about other ways in which we can use them as a funds that were allocated for this project if there's any questions I'll be more than glad to entertain those uh Mr John Peterson is here with me today from the chief competing room uh he's the project manager

036he can entertain any technical questions that you may have about the actual space instruction bidding and selling uh yeah it will be distributed to the other board members at the last meeting language yes thank you um thank you excuse me I was related to the student will just saying I did want to just provide the board of great update on the stadium uh the term and the track so as we've mentioned in the past and what's noted on our website the expected or anticipated that that project would be completed on July 1st we are ahead of schedule right now it's looking like the project will be completed June 16th June 18th the actual football field the term is immediate it's done uh we did a final walk-through uh last week we've been building the grounds

037director uh assistant athletic director football coach as well as the contractor everything looked good relevant to the term so the next step is to keep the track right now there's an area that requires cement that is appearing you expect that they will start the track installation the day after Memorial Day as the weather holds up once again it should be done by uh June 16th or 18th Century yeah but we can be estimated a large amount of that area and we can build the uh the base of it and then put cement over until it's level thank you thank you all right so we are going to move our personnel um that we are now in executive session
