Evening. Good evening. Welcome uh to everyone here attending and also those watching online. At this time, I would like to call the 1028 High School Middle School bond hearing to order. On behalf of the school board, we are glad you're here. And I am Luke Jackson, president of the school board. To my left is Dan Conway, vice president. Matt Hen, secretary, Jackie Deckard, member, and Heather Stags, member. To my right is Superintendent Eric Bolan, and assistant superintendent, Mrs. Susie Lips. If you would please stand and join me with the pledge of allegiance, followed by a moment of silence. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible with liberty and justice for all. Thank you. Please be seated. At
this time, I'd like to invite Mr. J. Staley to the good evening. Jay Staley with Baker Tilly. So, we serve as a municipal adviser for the school district. So, on the agenda first this evening is a couple of 1028 hearings for a couple of bond opportunities the district considering for upgrades to various facilities throughout the district. So Mr. Bain's going to deal with high school build. That doesn't disofure. 60 years old. So we have different leveling This is district. Trying to create one. This is just structure. state formula is there. So we look at that certified net value, net assessed value of the district. um you're going to divide that by three and you're allowed to borrow up to 2% of that. So you see that amount is a little over $15 million is what
you're permitted to borrow. You have about 2.4 million of geo bonds outstanding. And so it kind of works similar to a line of credit or your credit card as you pay those payments back. Then you're able to continue to borrow more. So your current borrowing ability through geo bonds is a little over 12.5 million that you're able to to borrow to address those facility needs. And then Courtney, if you want to move forward. Um, so we've given the um, as part of this process, we have to put parameters in place that will dictate how the borrowing can occur. And so we've written up three different scenarios for the district to consider to kind of give you some bookends. Um, so whenever you go through the process of actually issuing the bonds, um, we can use
one of these scenarios or something in between. So we started at a five-year repayment and we've gone out to a 15-year repayment and modeled those out. So you'll be able to see what the debt payment would be. So we would be that you could your debt payment would be no more than so in the scenario one it' be no more than 2.9 million and then you can see what the total interest cost would be and then what the anticipated uh tax rate would be for the debt service tax rate um for that particular borrowing. Certainly as you go out longer if you get to the 15-year period you see that it's taking more interest just like it would in your home mortgage. So, whenever you take out a a 15-year mortgage versus a 30-year mortgage,
you pay more interest uh for having borrowed over a longer period of time. Uh Courtney, if you want to advance the slide. So, this is just an issue um or just a a chart of that five-year repayment schedule. So, um the gray bars representative of all your current debt that you have. And then if we would stack a five-year repayment, you can see what that would look like. And then Courtney, if you'll continue on. So, this is just the dollar amount that would support that. So it would be roughly again about a $2.9 million payment over those fiveyear periods. And then Courtney, if you'll advance to the next slide. So if you would go out for 10 years, the payment structure would be a little lower. So the bar is not as large. And then
Courtney, if you'll just go to the next slide. Uh so we get to see what the payment amount is. So instead of the 2.9, we're at about a 1.6 million payment. And then should you go to 15 years, if you wanted to advance one more, then we would take it out 15 years. So again, anything in between, if you decide you want to go seven years, 10 years, 12 years, we can certainly have those conversations as we get ready to issue those bonds. Um, and then if you'll advance, so the payment total for those will be about 1.2 million. Then the last slide that we have is just kind of taxpayer impact. So the district median home value is approximately $163,000. So in each of those um situations, as far as what a homeowner would
pay at that middle point uh from the district, $82.96. Um, based on scenario one, if you extend it out a little further, again, it's a lower tax rate. So, it's 4658 and then it would be a $34 impact if you would extend it out over a 15-year time period because again, it's a lower tax rate that you would have in your debt service. So, I think that is the last component. I know that's a lot of information. I know the board has heard this multiple times and so happy to answer any questions that you may have before you take comments. There any questions? Thank you, Jay. Appreciate it. Courtney, do we have anyone signed up for public comment? Okay, having none, I will entertain a motion to adjourn uh this special session 1028 High School
Middle School. >> I'll make a motion. >> Have a motion. A second. All in favor of adjourning I. So at this time I'd like to call to order the 10 intermediate elementary school hearing. This is just tagging on to what Mr. Staley already said so he doesn't have to present those again unless you want to see them. I didn't hear any takers on that. So do we have anybody? >> All right. Having no public comment, I will also entertain a motion. I'll make a motion to adjurnn. I'll second. >> All right. All those in favor? >> I >> All right. That >> Okay. At this time, I would like to call to order the additional appropriation hearing. Courtney, do we have any public comment? Okay. Do you want to share anything? John, do you want
to speak to this one at all? >> This is Mr. Maize, our district attorney. >> Yeah, >> good evening. Yeah, this is a process again by statute where uh again related to the bonds where you're pulling those proceeds when there's an issuance. Uh because we would have to add an additional appropriation under the budget that you approved last year. Since you're approving bonds this year, the bonds weren't included in the budget last year. And so this just sets it up where there's additional appropriation through the statutory process. And so a hearing is required before adding that additional appropriation for that purpose again related to the bond projects. >> And that's what we'll be voting on action. >> Yeah. And and then in in uh the action item, you'll have three resolutions. one for the 1028
for the high school or or secondary, high school, middle school, a second 1028 resolution for elementary, intermediate, and then an additional appropriation resolution as well just paired with each of these three. Thank you. Thank you, John. So, having no public comments, I want to entertain a motion to adjourn. >> All those in favor? Hi. >> Okay. Now, for the reason everyone's here, this is a meeting of the board in public for the purpose of conducting the school district's business, and it is not intended to be considered a public community meeting. Opportunities for public participation will be permitted in accordance with policy 0167.3. So, at this time, I would like to call the regular session meeting to order, and I will hand it over to Mrs. Susie. Good evening everyone. Please welcome tonight the school's principles
and school representatives from all the districts elementary schools, Bell Intermediate Academy, and John R. Wooden Middle School as they come forward. Principal Jennifer Tier, Centerton Principal Stephanie Manley, Green Township Principal Paul Spar, Paragan Principal Ryan Cox and Representatives Jackie Champ and Shylan Smith principal Ray Floyd principal Melody and Representative Trisha Anderson Academy and John middle school. This past month, the MS of Martinsville, their teachers, parents were invited to be recognized. an email. Uh the IHSA sends out complimentary kudos, so to speak, an email form where they highlight somebody with for sportsmanship above and beyond, whether it be a staff member, coach, uh or player, or even fans. And we have received a number of these this year, but there one that really stood out for us from an official about one of our players and
it really tells the story about the young man's character and we want to invite the head coach for the boys basketball team come up and tell a little bit about the email we received the email we received was sent to Mr. Stags our athletic director referees was one of the captains took to heart the message that I gave in the pregame meeting about sportsmanship. We had one instance where there was start opposing team. He also bounced down after recognition. We've got our district cocoordinators Shannon Adams and Sharon Gooden here this evening and I think Mrs. Good at this time is gonna come forward and recognize our students and the coaches that are here from all the schools. Thank you, Mrs. Good. So, first of all, I would like to have all of the coaches and
all of the kids that are here go ahead and come on out in robotics. >> I think I did. I'm going to jump in this picture real fast. Okay, first of all, I want to give a round of applause to all of the kids. They are amazing. Second of all, I'd like to give a round of applause to the coaches. I was Go ahead. I was working on grant reporting tonight and I have to we Shannon and I have put together a grant that awarded us from the state 95 almost $95,000 for robotics 96 sorry $96,000 for robotics. So that's huge a huge amount of money. So let's give her a round of applause for writing that. But part of that is all of the volunteer hours. We are calculating volunteer hours for us. Over
almost 400 volunteer hours that we have from the community that we have had people come in and help out with robotics. That's not including what the coaches do. I know personally that I have six hours a week since probably the beginning of I would say the beginning of August that I put in for robotics because I coach three different teams. But it's really cool to see all of these coaches dedicate the time, the amount of time these coaches put in. Guys, I know that we as teachers are spread very thin. These coaches are I just want to recognize And it's also a great way at the Lucas Oil Stadium last weekend. They did a phenomenal job and they represented Martinsville with Great honor. So, let's give them a round of applause. Board, did you have
anything you wanted to ask these co these teams? >> Congratulations. This is great to see all these kids here. And I expect this probably isn't all of the team. So, that's fabulous. So, congratulations to you all. >> This is probably maybe a third of the teams that the members that we have. Um, it puts on I mean to put this on it takes a lot of time and dedication not only from the coaches, not only from the staff, but it also from the kids because there's a lot of times where it's kind of like hurting cats. They are third and fourth graders um and fifth and sixth graders. I know I got you. Um, but um sometimes they get a little bit at the end of the day twoour practices after. It's kind of crazy,
but we do it because it's super important. STEM is what we have in the future. We need to have these kids knowing that coding, that robotics, that anim automation is something that we will not get rid of. This is something that is here that we are pursuing not only in the MSD of Martinsville, but also in the state of Indiana. We are really pushing this. So, I want to applaud these kids again for all of the hard work and dedication they've given us. Thank you all. Appreciate it very much. And like the last group, if you wish to stay, you can. Or you can take this moment to vacate and go enjoy the evening. Mr. Jackson said go Michigan. >> You can boo him now. Jackson, you guys can go out this door here if
you wish. Mr. Taylor, you can go out this door here if you wish. Trap door right there. Susie, let him go first for the trap door. Yeah. Yes, you can go out this front up here as well. Thank you all. Thank you. Okay, for the five of you left. >> Okay, I miscounted. Courtney, do we have anyone signed up for public comments on any agenda items? Okay. All right. The next section on our agenda is going to be the consent agenda uh consisting of minutes, payroll claims, payroll report, budgetary claims, personnel report. Is there any discussion or questions on anything? Do I have a motion to approve the consent agenda as presented? >> I'll second that. >> We have a motion and a second. All in favor of approving the consent agenda, please signify by
saying I. >> I. >> We do have a few travel requests. It's okay. I'll go ahead district. Congratulations overnight. This is an annual tournament participate in the bash in terms of Georgia that's going to be April 24th through 30th coaches and students going there. And then we have the school nutrition association annual national conference in Charlotte, North Carolina food service. I have a motion to approve. I'll second All in favor by saying I >> those opposed motion passes. >> Thank you. Shout out tonight. Big shout out to the MSD of Martinsville Transportation Departments Brad Beaton and Lisa Callahan, mechanics Brian Marshall, Amanda Monday and Jacob, bus drivers and other transportation staff members. All the MSD buses have passed the 2026 state police bus inspections at 100%. Congratulations. Transportation open enrollment for 2026 2027 school year

Do I have a motion to approve the acceptance of these grants? All those in favor, please signify by 89. >> I oppos. >> Thank you for allowing me to separate. I think this is a very special area. in the final four competition with other schools of Indiana. They have I think how much it is effort. But before we started the competition, u my librarian told me that we had 24 minutes on stack. Not a
whole lot of times. So once we started the competition, we my class alone, and I don't know about Mrs. Cruz's class, she just gave me mine, but They were reading over 2,000 minutes a week. Uh just a little bit of free time. Get on bean stack and read. Get on bean stack and read. So we did that. Um also we sent home paper logs because some kids didn't read on bean stack but we sent home paper logs. And then I think beginning in February, I started um just staying um after one night a week and we just read for an hour. Anybody that wanted to stay, we read. No fooling around. No, you know, just reading. And so that's how it was not me, it was them. It I didn't read anything. They read it
all. So just uh I just can't say how much. And I have some pictures of especially some little guys that gave up recess time to sit there and read. So, it lit a fire under them and hopefully that fire will continue. Um, and they do. They still do. Put your book in. We're reading. We're doing math right now. You got to put that book away. But, uh, so that's a good thing. But, uh, hopefully it it will just continue on. And the legacy grant actually our library got that um and um for new new books, uh, decor, things like that. So, um, Mrs. Amberie, um, just applied for the grant and they were able to receive it. So, we're really excited about April the 6 going to Indianapolis. We have no idea if we're going
to win or not, but the the winning school, everybody gets a pair of new tennis shoes. And they will get and they said that there's other uh prizes and gifts that they'll be given out there. But every week that we advanced on uh the Indiana Sports Corp is the corporation that um sponsored this. They sent some kind of gift for the students. So every week they were like, "What did we get this week?" You know, we got they got colored pencils and regular pencils, let's see what else we just all kinds of stuff. So uh they've just been wonderful people to work for work with and sponsor this and I can't I can't say enough about how much I just proud of our students that they want to read. Everybody keep your fingers crossed for
April 6. >> It's a great accomplish. So, I recommend approval of this. >> Do I have motion to approve the legacy literacy grant? >> I'll make motion to approve the legacy. Any discussion? I'll say something. My son is in class and he came home asking how he could gain a lot of minutes. I had a King James Bible and I gave it to him and he read all of Genesis. I don't know how much he understood of the King's English, but he had some good questions after it. So he was excited to read. So I'm supposed to ask for a vote, aren't I? Okay. All those In favor, please signify by stating I >> oppos. Motion passes. >> The next one is the Robert D. Blue end,000. Recommend approval. >> Do I have a motion
to approve the Robert Dow distribution,000? All those in favor, please signify by saying >> I motion passes. >> Next one's a donation from the Becky Fund family $2,129. >> I'll second All those in favor please signify. Motion passes. >> The last wonderful donation is from the South Central RMC to the lunch buddy program. Really excited about lunch program for our kids. Recommend approval of the 21,000 or $2100 donation. >> I have a motion to approve the donation from South Central IOT. 029Whe America is founded on those truths of what God expects of humanity towards himself and towards each other. These guided our founding fathers and mothers in our God made it clear the time of that the heart of mankind was evil. Therefore, it stands to reason that our best practices behaviors and character count. It is still wrong and steal and destroy. It is still wrong to cheat, lie, and deceive each other. It is still wrong to rape, abuse, and plunder another. Therefore, it is necessary and beneficial to have a visible access. I propose that we take advantage of Indiana code title 4.5 which protects the rights of Americ school. Here are some age appropriate examples. As educators, we know that memorization is an important part of the learning process and environment. It is still part of
our job to teach the truth about our American history, how to be good humans, and encourage students to find direction and meaning in life created. This is still America and it is still founded on Judeo Christian. Thank you, Mr. break it. We hope you have a restful breakin family going I think they're doing it.
