King >> here. >> Green le present. >> Gibbs >> here. >> Adamson >> here. >> We have four present and one absent. >> Green. Okay, we're going to jump to E1 discussion approve the FY25 audit prepared by SBA and Associates. >> Okay. Thanks for letting me jump ahead so I make it to my next board meeting. Um, I emailed you copies of your audits. So it is in the same format as last year. I emailed over today a summary sheet. I did >> they have okay I go through that because it's a lot easier to read than the audit itself. So the auditor's opinion which is on pages four through six if you want to look in the audit says that your statements are fairly presented. You have to use the regulatory basis of accounting
because that's what the state department of ed says you have to use. On pages 7 through nine you'll find the combined financial statements. Those are summaries. If you want to know how I came up with those numbers that are on those schedules, you'll need to refer to pages 20 through 29. When you do look at those financial statements though, you will notice we don't include the activity fund in the on page 8 because technically the school does not own those funds. Those funds belong to the students. So we don't not include it there but it is in the schedule in the back. On pages 10 through 19 you'll find your notes which basically tells you about the funds, what we did, any outstanding bonds, lease purchases, anything about the school you'll find there. You had
to have three reports this year. You had to have the augers report, internal control and compliance report which is on 30 to 31 and the major federal programs report which 33. That is because you spent more than $750,000 in federal dollars. If you look at those fund balances that are on that sheet, just remember those were as of June 30. Your general fund had 15,926,000. If you look at June, the year before, that is up 3,443,000. Your building fund had 3,577,000. That's down $277,000. Your child nutrition had 2,629,000. That is up 298,000. Your bond funds had 10,151,000. That's up a,76,000. Bond funds are one of those funds depending on the time of year you get it either goes way up one year, but then the next year it will go way down because you get
the money and you spend it. It just all depends on where you receive the money. Your syncing fund had 21,986,000. That's at 355,000, which is I like seeing the syncing fund balance go up because that means you are collecting the taxes that are needed to pay your bonds. So, if it starts getting less, that means we're not collecting the taxes that are necessary. You have an insurance fund that had 122,000. That's down 18,000. And then I went ahead and listed your activity fund on here. You had 3,845,000. That's up 679,000. At June 30, you had 44,40,000 in bonds outstanding. And with that, you will have 2,97,275 in interest that you will pay for those. I put this federal here. In July of 24, you had a little over 90,000 that came in. We spent the
money in June, but it came in in July. And then in this year, you had 437,000 that came in in July that was spent in 25. And then on pages 36 is where we address anything that was prior year findings, which you didn't have any. So that says there's no findings. And then page 37 talks about current year findings. And again, there are no findings there either. So that's your audit. If you have any questions, I'll take them. If you look at it later and needs some, I'm always available by my cell phone. >> Questions. >> Thank you. >> Move to approve the fiscal year 2025 audit prepared by SMB CPAs and Associates. >> Second. >> Lay. Yes. Keane. >> Yes. Gibbs. >> Yes. >> Adamson, >> yes. >> Motion carries 4 Z. >> Thank
you. Thank you. >> All right. Next, we'll go back to the superintendent report. >> All right. Uh, congratulations to our student athletes who recently signed their letters of intent to continue your athletic career in college. We're always super proud of each of these students for the work it takes to make it to the next level. And we know that many of our other athletes uh signed throughout their remainder of the school year. So, lots of students each year. Last month, our Deer Creek Advisory Council participated in a great panel discussion with three of our Deer Creek legislators. We appreciate Representative Nicole Miller, Representative Denise Crosser, and Senator Chris Thompson for taking the time to talk about what they are doing at the capital and answer thoughtful questions from our students. Congratulations to our 2025 26
teachers of the year. And I will just tell you that every year you look at this list is just always so impressive with the teachers that are selected and it really goes to show the commitment that each school site takes and you know vetting out really finding the cream of the crop. Uh in many districts the teacher of the year is kind of a retirement gift. But here uh there's a reason why our candidates are always super competitive for the state teacher of the year is because our schools don't mess around with you are named the teacher of the year at New York school sites uh is because you were truly a top level teacher. So uh speaking of top level, the Deer Creek School Foundation hosted another successful blue tie night in November. They
raised $125,000 which I think is the most they've ever raised for blue tie nightclub. nearly $30,000 to start the new legacy scholarship for the different high school students. So just a great evening overall. I think everybody had a lot of fun and the B was an amazing venue that was by the way the the owner of it I believe was a one of founders. >> Nice. >> So over the last couple months we've received numerous large donations from local to churches and businesses to support our comfort closet. As a result the has been open weekly for families and staff in our community who may be in need of assistance uh especially this time of the year. So, our student services team has been working hard to keep it stock and staffed. It's just such a
great service to this many uh to many people in our district. And I will tell you, Stephanie Anders, our assistant director of student services, is just turned this into something absolutely phenomenal. and as opposed to something that's open once in a while during the year, she's made it a regular service that people really come to rely on and it's really impressive. So, if you ever get the chance, you want to check it out. Um, another thing that's kind of impressive, and this isn't something that's going to be just, you know, probably make it on the news, but it should. This is pretty special. One of our middle schoolers started something pretty cool this semester in an eighth grade girl's restroom. She put a variety of hygiene products for other girls to use and that's nice
and everything and you kind of think like it would just take what they wanted and left but that's not what happened. Other girls saw it and then they started donating to keep in stock all the time. So it's just doing a great job looking out for each other school. It's another example of showing they have way. So just want to kind of share that fun things to see. And last but not least wanted to congratulate Kane West Hannah Lavine and the best for being named to the OK MBA jazz all state band. This is a really prestigious honor. Uh I got a chance last week to hear all three of these individuals played at the jazz concert that we had. They each had solos. So I specifically got to hear each one of them play
individually and uh they really make me feel bad about my personal talents because they're so awesome. So it's a prestigious honor. Shows their hard work is really that is the super Next is a consent agenda items consideration consent agenda items. All following items concern items of routine nature only approved at board meetings will be approved by one vote unless any board member desires to have a separate vote on any or all these items. Agenda consists of all discussions and consideration. have any questions about any of those? >> Motion to approve items D1 through D8. >> Second. Gibbs. >> Yes. >> Le King. >> Yes. >> Adamson. >> Yes. >> Motion carries. 40. This is item number two. Discussion on possible vote to approve a new course for science high school course. >> Yes, I know
it says Mark Phillips and I a lot like him, but I'm going to speak on behalf of Mark who wasn't able to be here tonight. Um, this time of year, we typically bring a couple of one or two new courses we'd like to offer. We are seeking board approval to add that to our course catalog for the high school, which this is a sports science class. Um, just to add to our health sciences offerings. There's always a lot of interest in that. We have a lot of students that go into those fields and then of course we have a lot of active students and a lot of student athletes. So, we There is definitely uh interest to add more advanced kind of physical science um uh PE advanced PE class um in the realm of
sports science. And so we of course will do our course selection nights in February to gauge student interest um that we would like to offer this course with your approval. I'm happy to answer any questions that you may have. >> Teach me. >> Well, well, we'll see. Uh Noah is the one. Noah Cornell is the one that wrote this proposal. So um always we have constraints with the master schedule. We always hope to be able to offer all these things. Student interest is usually what gauges it first and then if we can free Noah up to do that which Ashley Mackey worked closely with Noah on this and Mark Phillips as well. And so um we definitely think we can probably make this happen. But the first step is for you all to approve us
to offer it. >> Any questions? Go ahead. >> Is this a one semester or year move to approve a new course for science. >> Second. >> Le, yes. Gibbs, >> yes. >> King, >> yes. >> Adamson, >> yes. >> Motion carries 4 Z. >> Uh, number three, discussion possible vote to approve changes to policy F-12 247 tobacco smoke at B3 campus policy. So, this policy always looks a little different. You may have seen this before because every couple years or so. We need to update the language to it. This format fits um the TE set, the tobacco settlement endowment trust that we have here in the state of Oklahoma. We want to always of course have our policies reflect the the most current language that is recommended to us from TET, but that also makes
us eligible for grants and every year we want to apply for those grants. We've had a lot of success and we've had a lot of improvements on our campuses from TET funds. And so, shout out to Cheyenne Heath, our science and health coordinator, who's always keeping an eye on this and really helping us get these grants. And she keeps close tabs on the required language for our policies. And so, the highlighted updates that you have, again, that's why the format looks different. This is the required format. Uh, we've just highlighted some language things that we are seeking your approval for on this update. >> I wouldn't say really anything changes as protocols or procedures or anything. It's more just making sure that we're staying in compiance to be able to be eligible for the Tet.
>> Motion to approve F12 247 tobacco smoke and vape free campus policy. >> Second. >> Gibbs. >> Yes. >> King. >> Yes. Motion carries 4. Thank you. Discussion possibility to approve quotes for transportation purch total of 618,87. >> Good evening. Uh this is our yearly bus purchases that we pretty much do every time around this this time of the year. This will give us three more modern buses, replace older ones that are phasing out and then add bus to our buses. >> Questions move to approve quotes from Ross Transportation for the purchase of three buses and one sped lift bus. >> Second. >> Le Gibbs. >> Yes. Yes. >> Adamson, >> yes. >> Motion carries 4 Z restaurant cost of $24,6008. >> We got a skillet raising pan unable to be repaired and so it
had to be replaced at Spring Creek. So this is just a replacement. You were all prepped for Stan's questions and then what is a raising pan? >> I was thinking that too. I'm like go a bit quicker. >> If you think basically like a large skillet large skillet made and square bit of stainless steel they can heat water in it and boil potatoes and they can cook meats in it and then it tilts forward to drain everything out of it. So it's probably 3 ft by 3 ft. So rather large way for them to prepare food. >> Basically big skillet. >> Glad you got that. They get a chef right. >> Well, if we do, I get a free app. So, >> motion to approve the purchase of the bracing pan. >> Second. Gibbs, >>
Yes. Keem, >> yes. >> Adamson, >> yes. >> Motion carries four to zero. Discussion possessed for Central Middle School from site bid amount of 1.1 million41,412 I can't talk. >> Yeah. So this is the furniture from KI which meets the district standard. It's off the state bid list. That's why you don't see multiple quotes. We work with them. Gayla has helped uh with us. We've got all the furniture picked. We've gone through every room, every location from the teachers lounge to the principal's office to the classrooms to STEM classrooms. So, it's actually really exciting. Uh we're really excited that we did that in. And so, by approving this tonight, it will actually be delivered and installed in March. >> Yeah. Last year we worked it up and it was about 1.1 million. That was a
year ago. And so, this year coming in and really we added more stuff this year, tweaked it and gave us input. And so, I thought it would be a lot more. It was was really great. specific questions. >> Move to approve furniture purchase for Central Creek Middle School from the site bid list for $1,141,271 >> to the second. >> Le Gibbs, >> yes. >> King, >> yes. >> Adamson, >> yes. >> Motion carries 40. >> Discussion possible to approve to amend for POS-10 general district transportation cost. So this policy is very broad and covers a lot of different aspects of transportation but also parking on our campuses. This was updated earlier this year actually. And so uh in my role in dealing sometimes with students who park their vehicles on our property. I just want
to make sure we're real specific on our expectations. So on page three I have some proposed um additions to this policy about vehicles parked on our property. And then at the end of this policy um added um just again to make sure we're being very specific that a vehicle could potentially be towed if they are not um following this policy and the language that I proposed is based on the recommendation of our lawyer as well. Happy to answer any questions. >> This is for like people car. Yeah, that happens. >> So yeah, any car or like We've got some specifics in there as well that sometimes um they just can cause a disruption to the school day. >> Any questions? >> Well, I was reading something. >> So, how would a device how would a
hate symbol be disruptive to the learning environment? >> So, have some of that covered in our dress code as well, but it might be um a flag such as a confederate flag or something that or some kind of sign or a swastika or something that sometimes students they know not to wear those types of things into the school because that would be disruptive. Um but they don't realize that their vehicle on our property is falls under that same umbrella. So we just want to make sure we're very specific on our expectations once they enter our campus and enter our property. What expectations are whether it's we're talking about a parking lot or a hallway. >> Thank you. >> Motion I'll make a motion to to amend board policy E10 transportation policy. >> Second. >> Adamson,
>> yes. >> Gibbs, >> yes. >> Keane, >> Yes. Motion carries. discussion possible to approve >> to approve remove >> to approve the removal >> removal. Okay. Approve the removal for posit HFD operating parking vehicles on schools. >> So in reviewing these policies, I discovered we have some redundancy. So the policy that I'm proposing that we remove is in this policy. When when this was revised earlier this year, that language was brought into this one. So we don't need the duplicates. >> You're referring to the policy that we just amended. Correct. That all of that language is in this policy. >> It's all in E10, so we don't need it again. >> JFD. >> Motion to approve the removal of board policy JHFD operating and parking vehicles on school campus. >> Second. Gibbs. >> Yes.
Yes. >> Adamson. >> Yes. >> Motion carries 40. >> Discussion possible vote to remove board policy JFCC-ev student conduct on school buses. >> So that policy is also covered in this. So again, just another redundancy. I don't think any of us want to have more policies. We'd like to see less. So it's already covered in the E10 that you approved. >> And that's probably not too surprising. You'll notice that if there's a board policy that's just the jumble of letters, it's one of the more policies that we haven't yet gone through to revise and review, but they're going to be the ones we do this year. So, this will be the last of them. So, all these redundancies or update question motion to remove board policy JFCC EAB student conduct on school buses. Second Gibbs.
>> Yes. Keis discussion possible vote to approve the legal service retainer agreement public schools in Washington Lagos Colorado Center Rollson DC for advice and legal services. So uh we currently in the district uh work with center for education law. They do a great job for us. Uh however they're they're very popular. They used in a lot of districts. We're very busy folks and sometimes we're not able to get responses to things as quickly as sometimes we need to. So, uh this is basically giving us a backup option for a law firm to be able to talk to to askertise in educational law that's also uh has representation is local. So, Center for Education Law would still be our primary, but in the event that we need a rush answer, which something that comes up often
times with special education or human resources and not able to get in contact with education law. Do we have another option? Just provide some additional protection to the district. So question. >> Yes. >> So say you shoot an email to the primary answer. >> We would get charged by both if we didn't respond back. So I think that in that case if we didn't get a response back we would probably have discussion with whichever one didn't respond to us let them know that we saw other advice not to charge for it because once you send that email and they have that email they're looking >> right right once they start it would be important for us to have the documentation be able to show that like hey we want to retract that before you can
start working on it and so that would fall in my probably like something that needs to be immediately responded to this. >> That's a great idea. >> That's a great That's a great suggestion. Looking directly at the people who probably utilize those services the most. That would be something you could add because sometimes there are things that we need to ask our lawyers that aren't time sensitive like hey we're throwing this out here but we don't need it immediately but some things we do. So this is this is protected from the immediates or if we ran into a situation in the future too where we had a go to due process you know the the law firm that represents the district can't be the same that represents the school board. So this would give us
two different law firms to be able to work with.
