Um whenever it it was really cute because we whenever he went in there, we were talking about um helping out and giving and things like that and everybody kept nothing was mentioned, but they kept looking at them and they were going, "It's you. It's you. It's you. And it was like and uh and then when whenever she got up, everybody was like, I knew it was you. You know, it was a great little deal. But so she said uh at guest. 003mean, it was great to uh see her awarded. Next, our support employee was Miss Janetta Hibler. Um she was nominated by Miss Chad Uh Miss Hibler has taken on many tasks uh since uh our registar has left that position after she had a baby and everything and you know it just some of the things that were mentioned it you know this was a welldeserved um award so uh again she's at the high school and then our certified employee of the month is Miss Melody Clarage. Uh she was nominated by Stacy Woods. Miss Clerich is one of our uh one of our emergency certified teachers there at guest and uh even whenever we went in, I'll be honest, I was excited because um as I was walking in, they were like, "Hey, you're Mr. Hancock." You
know, and I was like, "How do y'all know me?" Well, I stopped a kid in the hallway and we were he was like, "Who are you?" And I said, "Johnny Hancock." And then I had to give him the history lesson that class that everybody kind of knew whenever I went in there. So, but Miss Clary just students, like I said, they were they were well involved um and engaged in the lesson when we went in. The board will not permit discussion regarding a specific board member or school employee and the board will not respond or vote on the comments. >> Okay. You have an elementary school. I have a grandson in his school. He has a medical record on file. You are not following the medical records issued
by the doctor. Um We have been to the principal to discuss this. I was told to come here. Thank you. >> Thank you very much. Comments to the board by board members. Superintendent report. Dr. Simpson. >> I'd like the communications. I the nurse could provide them to you. She has them in the school office. >> Thank you, Miss Pearson. Uh we have a lot of events going on as you know for uh this time of year. Uh tomorrow night is the senior academic awards night in the high school gym beginning at 6:30. Uh May 13th, balorate service at 7 p.m. at First Christian Church. May 15th, high school graduation at Jellma Stadium beginning at 7:30. Gates will open at 6. And May 21st is the last day of school. And I believe we've announced a
few times, but I wanted to make sure that I highlighted that uh we had enough hours banked that we didn't have to make up that uh that last day. Uh fortunately, uh May this may be the last year that we have such a luxury because of virtual instruction being uh regulated in a much different way. So, uh, administr 4-day work week for administrative staff will begin on June 1st. And then, uh, the spring spring athletic accomplishments, and I'll confess, I had to get a smaller font to get this on one page, uh, because we have so much going on. Um, girls golf uh, qualified the the entire team qualified for the state tournament and the girls finished eighth. boys golf. Uh Jack Todd qualified as an individual and play began today. That's why Miss Todd
is absent tonight. We let her go enjoy her uh the work of her son. Uh girls tennis state qualifiers. Lola Brown number one singles qualified. Michaela Blake number two singles qualified. Haven Hudson and Holly Mitchell number one doubles as well. Boys tennis is playing today. Uh the baseball team lost in the regional final to Newcastle over the weekend. Slow pitch softball was a district champion but fell in regionals. Girls track state qualifiers. Uh some young lady named Schroeder was uh qualified for the 1600 meter and 3200 meter and shattered the school record in the 1600 meter. >> Nice. >> Um >> congratulations to Taylor and the proud dad over there. We have other girls are qualifying and I didn't list these out uh and and boys um uh by the event but Mattie Brooks Bailey
Bryan Olivia Bryan Scout Evans Jackie How Coral Leech Taylor Mays Ren McCormack and Brian Shepard of the boy side Isaiah Blevens Cody Carlock Clayton Carpenter Callen Ciphers Josiah Dement Isaiah Galloway way. Gavin Hood, Corbin Madison, Isaac Thally, Demetrius Thomas, Zayn Thomas, Colin Walters, Amari Watson, Darion Whitehorn, and Preston Williams. And they will be competing Friday and Saturday at the state meet. Good luck to them as well. Um, little bit of a legislative update. House Bill uh will make the statewide cell phone ban permanent. I know we had talked about that as a group that we would have done that anyway, but the legislature mandated it. Uh, House Bill 3151, increase the number of instructional days from 166 to 173 for the 2728 school year. We already meet those minimums. Uh, and then Senate Bill 1778
strengthens the third grade reading requirements, including student retention. We will await the specifics as the Department of Education will develop rules for the implementation. So stay tuned on that one. Uh moving on to some other things. Recently, uh Meridian Technology Center recognized the Blue Jays Nest and director Abby Dubois for their work as a workbased learning community partner through our internship program that serves Guthrie High School students. So, we have some of our high school students that are interning at the nursery and they're getting uh credit with Meridian for the internship. And uh that's that's really uh it's really a cool deal. And then uh the last thing, Saturday marked the final vocal concert for 32-year Blue Jay Bill Perry. It was a bittersweet to watch so many alumni take the stage for the performance
and we wish Bill the best in his retirement for all of the lives that he has touched in our school district. That's that's about you like to give us an update. >> Yes. Thank you guys. Um we've made a lot of progress the past couple weeks started on concrete at the wrestling room. So um that's exciting, you know. structure of the building. We're making good progress. We're kind of getting out of the weather related issues. We do have a contingency change for you guys, but I'll >> Okay. >> You have any other questions? >> Were we able to do much today? I know we got some rain over the weekend. >> Um, I think they did a little bit of prep, but >> Okay. I turned on the cameras and watched for a little bit
and there wasn't but it was late in the day by the time I got to it so I wasn't sure. >> Okay. >> Thank you very much. >> Agenda item 11 is the consent agenda. A motion would be in order. >> Madam President, I move we approve the consent agenda. >> Second. >> Motion was made by Ron Plag and um seconded by Medley. Roll call, please. >> Husky. Yes. >> Plag. >> Yes. >> Schroeder. >> Yes. >> Smemedley. >> Yes. >> Pearson. >> Yes. >> Five. I zero N. Motion carries. Number 12, our business agenda. Item A, receive biz for the purchase of $3.2 2 million combined purpose general obligation bonds series 2026 for the district and vote to award said bonds to the lowest bidder complying with the notice of sale instructions to the
biders. >> Evening Jerica. >> Good evening. Thank you for allowing me some time on your agenda tonight to present these bids. Um as we mentioned last month, so this is for the $3.2 million 2026 bond uh sale. It has a sixyear term and um I was really happy with the outcome of today's bids. We had four biders um TD Financial Products who I noted in an email I sent to Dr. Simpson earlier today coincidentally or not so much. They they do like to purchase the district bonds, purchase the 25 and the 25A bonds as well, but they were also the low bidder on the 26. And so um their bid was a 3.139965%. Um the cover bid or the next uh bid was from Northland Securities with a 3.186861%. So very close. Uh B Financial
Securities bid with and their bid came in at 3.20999% and Robert W had a bid of 3.32818%. So very competitive bid just in terms of how this compares to what our estimates were for these bonds as well as some of the most recent bonds. We have been estimating a rate of 3.285%. Um and you know have those in front of you the we hit is right below that, but the bid range we got, we were kind of right in the middle of the range of those those bids. So, um, our estimate was pretty close. And so, where we're at with this slightly lower is we'll be right on target to hit our no levy, um, as we had planned for it out of this long sale. So, uh, assuming, you know, all other factors come
in the way we had planned, metest, valuation, things like that, we're on target to get our levy. Um, the most recent bond sales. Um, the last two bond sales were three year terms. This was a sixyear term and the interest rate on this was 3.13 and I think the last time was 3.12. So really just a little bit higher and a you know doubled the term. So very happy rates have come down a bit. So not totally surprised that the rates a little bit lower but um wasn't quite sure where we fall with the longer term this year. So very pleased with that. Um Michelle um Dr. Chapel also did a great job at handling the bond rating call and it was a very smooth rating experience. The district continues to maintain its A+ rating
profile with S&P based on its management of funds and its consistency over year. That's definitely one thing they mentioned is there's very consistent management of finances within the district. >> Nice. So, um I think I've covered a lot of those details and >> Jericho um I can't remember on the assumption for the NAV growth um after this year we went we took the assumption down to to% 5% >> and we have been closer to 8 9% and I think even for this year our estimate is lower than what we've been seeing. We've kind of did an average I recall what our methodology was kind of how do we not be so overly conservative that we constrain ourselves unnecessarily but yet still not be too aggressive to where we might put our levy. >> Yeah. And
and that's the we're we're in such a really unique position based on some of the things that I've talked about with some colleagues on our NAV growth. Uh I I was uh visiting with the Yukon superintendent uh the other day and there's obviously they've got a very high one but ours is actually a little bit higher than theirs and and >> yeah and so uh what we know is that that is yielding uh potential growth. Uh it's yielding property growth, but it's also yielding potential student growth. And so that's, you know, this is doing what it's designed to do so that we can build uh have capital projects to meet those needs. And uh uh so it's a lot better position than if we were not growing without a doubt. So >> since I do
work with different school districts, I would say that in terms of enrollment, the growth in this district, um most districts are flat. mining right now based on birth rates and some of the moment that they're seeing mostly at lower grade levels and it's not quite the case in ALS but it's also partially supported by the fact that you have opportunity for growth for housing and students >> yeah the conventional uh the conventional wisdom of school districts right now and this is really nationwide because I've talked to people around other parts of the country too is the birth rate has slowed and gone down. And so what we're seeing is smaller enrollments at the lower grades in other districts, but we are not seeing that. And so while our enrollment has pretty much been kind of
level, the fact that it has stayed level, but with the growth at the at the younger grades, um that's a sign of our organic growth of student population too compared to our peers. Yeah. >> So this agenda item is an action item to off track of the actual additional detail. I provided to award the bid to the financial security. >> A motion would now be in order. Madam President, I'll make a motion uh to award the bid to TD Financial Products for the purchase of 3.2 million combined purpose general obligation bond series 2026 of the district and vote to award said bonds to the lowest bidder complying with the notice of sale and instruction to biders. Second >> motion's been made by Schroeder and seconded by Spedley to accept um TD Financial Products who who
is the lowest bid bidder for our $2.3 million combined purpose general obligation bonds. >> Roll call, please. Husky, >> yes. >> Plag, >> yes. >> Schroeder, >> yes. >> Smmedley, >> yes. >> Pearson, >> yes. >> Five eyes, zero nays. >> Motion carries. Consideration of vote on a resolution providing for the issuance of the combined purpose general obligation bond series 2026 in the sum of 3.2 2 million by Independent School District number one of Logan County, Oklahoma. Authorized at an election duly called and held for the purpose prescribing forms of bonds, providing for registration, therefore approving form of continuing disclosure certificate, providing for the levy of the annual tax for the payment of principal and interest on the same and fixing other details on the issue. >> That's a lot. >> Additional information to present
here. This is an action item though to vote to vote on the resolution and the other terms as you noted. Um I do believe that when you do your motion you can motion as written if you want to have a shorter president >> that is on page 110 of your packet. >> Go for it. >> Yeah. Madam President, I make a motion that we approve the issuance of the combined purpose general obligation bond as listed in the packet. >> Second. >> Motion's made by Smith. Smidley and seconded by second to approve business agenda item B. >> Roll call. Is there discussion? >> No. >> Roll call, please. >> Husky, >> yes. >> Flag, >> yes. >> Schroeder, >> yes. >> Smemedley, >> yes. >> Pearson, >> yes. >> 5 Z. >> Motion carries. Recommendation consideration
and action upon the contingent contingency modification one for cross construction on the high school wrestling facility. >> Lane. >> Yes. >> Welcome back. back. So the document that I handed you guys, what you're voting on today is the items five through eight bottom four items. So the first four items are already first contract. So, um what these are, the first one, item number five was the original plan was to demo um a utility line that's under the building. is right underneath an existing electrical line that has not been moved yet by so to avoid safety issues. We just grout filled it instead of completely stronger out. So that was what that one was for. Item six was the difference in what the allowance was held for the site concrete result. So that was $13,000. That
was part of the reason why we held higher in the first place. That was something we anticipated. And then items uh seven and eight are both site improvement items related to improving the drainage and access. So just in a difficult location increasing the capacity of the drainage to move around back. >> Main goal here was to uh keep the u water from flowing onto the tennis courts and that we've been fighting for since they since they were built probably long before I was here. Really when we started construction, we started kind of moving the dirt around and then it rained really hard. Got a better understanding how much water goes right there. >> Good. >> Are we doing anything else with the sidewalk from where the construction is on to the east against the tennis
court? >> Yeah. So the right now a lot of that is we're leaving that there for construction but we're going to completely replace it with surface. Okay. >> We're going to put a new concrete. >> Okay. >> Yeah. >> We'll replace the next >> not motion would be in order. Madam President, I move that we approve the contingency modification one for cross nights construction on the high school wrestling facility. >> Second. >> Motion's made by Plag and second by Smemedley to approve agenda item C. Is there discussion? Roll call, please. >> Husky, >> yes. >> Plag, >> yes. >> Schroeder, >> yes. >> Smemedley, >> yes. >> Pearson, >> yes. >> Five eyes, zero nays. >> Motion carries. Madame President, I make a motion that we approve the uh renewal with National Purchasing Cooperative Interlocal Participation Agreement with byboard National Purchasing Cooperative for 2026 2027. >> Second. >> Motion's made by Smemedley and second by Plag to approve business agenda item E.
