Good evening. I would like to call to order the Guthri public schools board of education regular monthly meeting for Monday, April 13, 2026. Roll call, please. >> Sher, >> here. >> Davis, >> here. Gerard >> here. >> Husky >> here. flag >> here. >> Pearson >> here. >> Madam President, we have a form. >> Would you please stand for the pledge of allegiance? >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Please join me for a moment of silence before we begin. Thank you. Okay. Agenda item number six, recommendation, consideration, and vote on reorganization of the board, including uh election of president, election of first vice president, election of second vice
president, election of board clerk, and election of deputy board clerk. Madam President, I would like to make a motion that we elect Jana Pearson as president, Matt Gerard as first vice president, Ron Plag as second vice president, Ben Husky as board clerk, and Chris Schroeder as deputy board clerk. >> I'll second that. We have a motion and a second. Roll call, please. >> Schroeder, >> yes. >> Davis, >> yes. >> Gerard, >> yes. Husky. >> Yes. >> Flag. >> Yes. >> Pearson. >> Yes. >> Snowy. >> Yes. >> I z. >> Okay. Does it matter or not? >> We need to review the list. Oh yeah. Careful. >> No, you are right here. You can be autonist. me away. >> Next agenda item is number seven, student recognition of Quanis Club sophomore of the year.
We have uh been requested by the Quantis Club to postpone this for a month. So we will bring this back to you uh for the May board agenda. >> Agenda item number eight, presentation of employees and the student of the month. >> Mr. Hancock members Dr. Simpson. Um we had a clean and sweet this uh this month from a school on the student month and both employees of the month. So um it was great great time. Uh first I'd like to talk about our student of the month. There we go. Um Sawyer story. Uh it was great. Okay, we go in here and uh uh Blake was basically talking giving, you know, a little spill about the choice and so forth. And they were like, you know, this kid is very giving and he he
was like, you know, does anybody know somebody who's given you uh given something of theirs to them and they just got it? And he he's like, I DID THAT TODAY. I mean, it was just really cute to see this kid uh saw your story, but um he had a couple of different nominations both in the same month. Both came one came from, uh Katherine Rothenbach and the other one came from Joe Eie. Um it was great to see his spirit in that class though. Little uh you know, without trying to go in too much, his uh reading scores have quadrupled, would you say, with Carpenter um over this year by itself. So, um, kids doing great things. Next, our March support employee, Miss Emily BBE. Um, Kaitlyn Wood. It was it was kind of fun
to be a part of this as well as she's sitting there reading everything that she had wrote about Miss B. You could see uh Emily kind of tearing up and uh just just a pride that kind of exuded out of her at that time. um having her co-worker nominate her. And then our certified employee, Miss Good. Lisa Good. Uh this was Lisa's last year. As you can read uh by her shirt, she says, "Did I me did I mention that I'm retiring soon?" So uh you know, and uh Miss Carpenter nominated her, said some great things. I mean, it was a well-ritten page about uh the wonderful things Miss Good's done throughout her time here. So those are our employees and student of the month. >> Thank you. >> Comments to the board about this
speak to the board. >> We have none >> comments by board members. >> I'd just like to say Tina, thank you for saying our president did a good job. >> You're a very good job. >> Thank you. Very good. >> Dr. Simpson. >> Uh well, I would echo that. It's, you know, the board president and I have to talk more than most the other board members and it seems like uh usually sometimes it's not pleasant too, but no, I truly appreciate all of her work and uh calls that she took from me at weird hours and things like that. Um I hate to do this, but I got to start off with some some bad news. Um I was notified this morning of the passing of Robert Hall over the weekend. Robert uh worked in
the child nutrition department for 10 years following his time as owner of daylight donuts here at Guthrie GPS. He started at Codel later went on to serve as manager at Fogerty and later guests cafeterias. He retired in 2021 but in 2023 he returned to GPS. He was working uh in the cafeteria at the junior high as the manager and hearts go out to the family for their loss. I can assure you, you know, Robert uh Robert and I had kind of an interesting relationship. I can assure you he was a loyal Blue Jay and uh he uh he took his job serious and uh he took uh staff that he led no matter which building he was in uh he always did it with heart and so Robert will be missed and this was a
this is really a shock this morning when when I was informed of this u so on to some other things. Uh on April 7th, um the Guthri Educational Foundation distributed 46 grants to teachers in our district totaling over $31,56. Also, each building teacher of the year received $150 for classroom supplies and each building received an additional $1,000 for their use. Um a reminder uh to all that both inclement weather days were used, so we were in class on April 3rd. We will be this Friday as well. This time we have enough hours built in to our calendar that we will not have to add any days to the end of the school year. I said I always qualify this with at this time because we all know in Guthrie that uh the spring rains can
sometimes wreak havoc on what we're trying to do depending on uh what's uh where Toddler Creek is. Um couple of things with the uh legislation that I wanted to uh touch on and one of these is related to our school calendar. House Bill 3151 is a bill we've been following closely and it presently stands for the school year. All brick and mortar schools will be required to have 173 days of inerson instruction. That includes professional development and parent teacher conference days. I want to be clear with our staff and with our community that uh the the next point I want to make and this this will not affect our district is we already have more instruction than a minimum listed in the legislation and uh just a sidebar to this the districts who will see
the greatest impact in their school calendar will likely those that are off four day school weeks um another uh bill that that we've been following uh Senate Bill 1630 will allow high schools to have one virtual day per year to administer the ACT test. Remember, virtual days go away next year. This will be one exception. And uh it restricts the virtual day to only high school students. It has passed the Senate and this afternoon passed the second house committee. It's now going to be sent to the floor of the House. If approved, it will go to the governor for his signature. And this was a request bill that I put forward after discussion with our high school counselors and administration. Um I talked with uh Mr. Trog Morton and we talked with uh Miss Chad
and Miss Blakemore at the high school about how successful our ACT has gone and uh by doing that. And so that is something that um I I want to share that because uh you know sometimes you're kind of shocked when they do listen to your voice. And so uh and and that uh that bill has gone through uh committees and floor votes in the House and Senate with no uh opposition. So we're excited about that. And finally, uh, the the best part of the year, graduation is scheduled for Friday, May 15th at Jell Stadium. We'll begin the ceremonies at 7:30 p.m. So, please plan accordingly. It's my report. >> Thank you, Dr. Simpson. Lane, would you like to update us process? >> Yes. Utilities at the uh grass on the facility. So, now we're going
to begin uh going vertical a little bit. We'll do some dirt work and concrete next to this month. You'll actually see some above ground progress will be nice. But u like I mentioned earlier, probably not this week since it's going to rain every week, but next week we'll get started on that unless the weather changes. But uh other than that, not much update. We're continuing to move forward. I think so. Well, you guys have any questions? >> Thank you very much. Thanks. >> Item 12, consent agenda. >> President, I move that we approve the cons agenda. >> Motion has been made by CL and seconded by Davis to approve the consent agenda. >> Roll call, please. Schroer, >> yes. >> Davis, yes. Gerard, >> yes. Husky. >> Yes. >> Sny, >> yes. >> Houston, >>
yes. Motion carries. >> Business agenda item A. Consider a vote on approval of a resolution pertaining to the district's $3,200,000 combined purpose general obligation bond series 2026, including fixing the amounts of the bonds to mature each year. Fixing the time and place of the bonds are to be sold. Approving the preliminary official statement and authorizing distribution of the same. Authorizing the clerk to give notice of said sales as required by law and approving other matters related to the issuance of the bonds. >> So on pages 45 through 48 packet shing. So, several details about this bond that you'll be approving the sale up for tonight. As you mentioned, it's a $3.2 million bond. It's the third sale out of the most recent election authorization. Uh the maturities, it's a six-year term, so it will venture
over the uh June 1st, 2028 through 2032. Uh the first maturity is $200,000 and then the remaining are $750,000. The reason we structured it that way is to keep the levy um the set target that we've had uh for this election authorization and we usually have a very like kind of level that schedule. So you may this may be um something that you're last seeing we had an opportunity with the growth to sell these bonds in June rather than wait till August. But again, wanting to keep that um levy level, a leveled levy um going into this next taxing year. And so that's incredibly reason for structuring it. This way you allow us to get the money sooner so that we can start summer projects as opposed to getting it in August where you're kind
of halfway through summer, but where you can buy anything basically fall at that point. And so um worked out better for timing and all the projects that are going to be used to accomplish or used with that money to accomplish. So the sale will take place on May 11th at 11:00 a.m. and then we have the meeting that next that evening um to present the bids to you all. Um those are the primary terms that we'll be looking at approving tonight. I think one of the things that's important to keep in mind is uh and Mr. Dawson and I have been working on the schedule and because of the growth in uh property tax within our district and property tax collection and the SS valuation because of that growth uh we're likely going to be
able to start the big ticket item for this bond package a year early and that's of course the school on the uh on the east side town property we already have there. And so what that does is that leverages us uh to better uh combat inflation and uh hopefully uh put us in a position where we can retire the debt quicker and then look at what's next. And so you know many of you on this board have been through this uh for two or three cycles possibly. And so you know that what the the process that we've used and what uh what comes next after we get uh closer to the end of these uh these bomb projects. And so this is all good news and uh really appreciate the work that Jericho and John
have done uh these findings. >> So what does that date look like now to be able to move forward with the new school? possibly be in uh by fall 20. >> Nice. >> And uh previously we were looking at probably fall 30. >> Yeah. So >> u and hopefully we can try and cost contain costs better on the inflation. >> Jerk, any idea what what it's going to cost to some of the interests what we're thinking anticipate >> ready? I usually pull that up, right? I don't have the mutable or interest cost sheet in terms of the total interest rate. Um I think we're under three. Um it's a little the last term did we're pretty short term the six year middle of the road. Um so interest rates are under 3% what we're estimating.
Um so lower than where we have been but changes haven't been dramatic in a while but they have come down over this last six months or so >> and I think the important piece also we were talking about the NAV growth um the assumptions that that this has been built on were uh for this year 5 and a half% growth and then we reduced that down to four and a half% if I remember right >> yes >> and and that's actually you know you will remember that we talk about this when we get through county assessor uh the past four years we've averaged um over 8% growth annually And so that has uh that has really played into our favor. >> Yes, that's been the primary driver on how we've been able to accelerate some
of those sales plans because the interest rates have remained at the levels during during election. They're slightly in our favor. And I can send you after after I leave the meeting, I can send Dr. send some information on make sure you see the details on exactly how much interest those sorts of production have track. >> This is an action item in order. >> Madame President, I make a motion to approve a resolution pertaining to districts 3.2 2 million combined purpose general obligation bond series 2026 including fixing the amount of bonds to mature each year fixing the time to place the bones are to be sold approving the preliminary official statement and authorizing distribution of sale authorizing the clerk to give notice of sale as required by law and approving other matters related to the issuance
of bonds. Second >> motion has been made by Gerard and second by Sedley to approve business agenda item A. Is there discussion? >> Roll call, please. >> Sher, >> yes. >> Davis, >> yes. >> Gerard, >> yes. >> Husky flag, >> yes. >> Smley, >> yes. >> Z. >> Motion carries. Business item B. Consider a vote to approve a contract with Bank First Oklahoma City, Oklahoma to serve as the registar and playing agent on the district's $3.2 2 million combined purpose general oblocation bond series 20 2026. >> This uh this agreement we have used bank first for the past uh gosh long as I can remember on our page agent. Uh they have worked out very well and recommend that we continue this um and that agreement is on pages 49 through 55. Madam President,
I make a motion that we approve the contract with Bank First Oklahoma City, Oklahoma to serve as register and paying agent on the district 3.2 million combined purpose general obligation bonds series 2026. >> Second. >> Motion is made by Medley and seconded by Schroer. >> So discussion roll call please. Sher >> yes. >> Davis yes. Gerard >> yes. Yes. >> Yes. >> Pearson. >> Yes. Z. >> Motion carries. C. Consider and vote to approve contract with Hillbornne and Weman, a professional corporation, Tulsa, Oklahoma to serve as bond council and disclosure council on the district's $3.2 million combined purpose general obligation bond series 2026. >> This is a routine item when we're uh preparing to sell bonds as well. Uh this allows uh this allows us to have a specialized bond council to uh help us
administrate the bond sale and ensure that we are dotting our eyes across CRTs. Recommend approval. >> Madam President, I'll make a motion to approve a contract with Hillbornne and Weedman, a professional corporation also Oklahoma to serve as bond counsel and disclosure council on the district's 3.2 2 million combined purpose general obligation bond series 2026. >> Second motion made by Schroeder second by Smemedley to approve business agenda item C. Is there a discussion? Roll call, please. Sher, >> yes. >> Davis, >> yes. >> Jar, >> yes. >> Husky, >> yes. >> Snley, >> yes. >> Pearson, >> yes. >> I there. >> Motion carries. D. recommendation and consideration and action to ratify the agreement with BSN Sports LCC for purchasing and supplying athletic apparel and footwear to Guthri public schools for 202627. >> This is a
ratification of a um of a multi-year agreement that requires to be ratified by the board annually. This is something that uh we have done for I believe four years and maybe five uh students are not under the obligation uh to purchase apparel from them but they have the opportunity to at a reduced rate along with the uh athletic department would recommend approval. the order. >> Madam President, I move that we ratify the agreement with BSN Sports LLC for purchasing and supplying athletic apparel footwear to publicly schools for 2026 2027. >> Second motion made by flag and second by Davis to approve business item agenda number D. Is there discussion? >> Roll call, please. Shredder, >> yes. >> Davis, >> yes. Jer, >> yes. Husky. >> Yes. >> Medley, >> Yes. Your name. Motion carries. E.
Recommendation and consideration action upon amendments to renew agreement with Clearwater Enterprises for the purchase of third party natural gas for 2026 27. >> We've had a relationship with Clear Water that predates my time as superintendent over 14 years. Uh, but I'm familiar with them from previous districts as well. They uh they provide a wholesale opportunity for natural gas purchase and then we pay Oklahoma natural for the delivery of the gas and uh that is considerable savings for the district and uh if you have further questions Dr. chapel. Uh that's why item that she uh shepherds every year for the board and recommend approved agreement with Clearwater Enterprises for the purchase of shared party natural gas 2026. >> Motion's been made by Davis and seconded by Gerard to approve. A is there discussion? Roll call, please.
Shredder, >> yes. >> David, >> yes. >> Husky, >> yes. >> Motion carries. F. Recommendation and consideration and action upon contract with SMB CPAs and Associates PLLC for auditing services for 2026 27 for the fiscal year 202526. >> This is this is year three. use them. Okay. So this uh we uh we engaged this firm as uh when our previous auditor uh had an untimely illness and passed away and uh there are I think generally around 12 or so auditors I think uh in the state that are on the list that are approved we can choose from. We've had u we've had a good working relationship. Some of the folks that were with our previous auditor went to work for this firm, but we've had a good relationship with them and and it has been
uh they're uh thorough and uh been uh that we work very well. Recommend approved. >> Madam President, I make a motion that we approve the contract with SMB CPAs and Associates PLLC for auditing services for 2627 for fiscal year 2025 2026. Recommendation, consideration, and action upon approval is for communication apps. >> I want to pull this item from the agenda, and I will give you an explanation of why. Um, this uh app is an item that it syncs, meshes, whatever we want to call it with the software that is used at track and it gives you it gives you instant results from if you're at a track as I noticed that this app uh as a track
parent as I noticed that this app uh as I downloaded it, it has a communication component to it. Um, we have uh we've looked over the app and will not recommend it for communication and we have talked with our coaches about they are not about them not using it for communication but still have its use for the results at a track meet or the continue results. It's kind of like what we were talking about with game changer uh before the meeting started. This is track's version of game changer basically. Uh but we are uh we are not going to allow our staff to communicate with the student athletes on this platform. So no action needs to be taken because it does not uh require approval. And the reason that we are not going to allow
that is because we do not have the method by which to track it. with communication. So >> thanks for being >> so all these other ones we can try. >> Yeah. >> To the item L recommendation, consideration and action to modify the 2026 27 school calendar year to add the date for home football homecoming. >> The most anticipated agenda item of the year. >> Uh, I would recommend approval of the calendar because we finally do have a date for homecoming. >> Madam President, I make a motion to modify the 2026 2027 school calendar to add the date of the football home September 20th. 035yes. >> Motion carries. Oh. Recommendation consideration and action upon memorandum of understanding between the Guthrie public schools and the Guthrie Association of Classroom Teachers the GAC regarding transition to the Oklahoma Oklahoma teacher and leader Effectiveness OKLE utilizing the employee evaluation system. This is an item that has been under discussion since the negotiation period last summer uh as we reviewed options for evaluation and um teachers and we landed on an agreement with the GAC that all parties would like to to make the shift from the Marzano model to the OKTLE model. Uh we have been on the Marzano model for the past 14 years uh which It coincided with my arrival as superintendent. Uh but that was also a mandate from the state that we have one either the Marzano model or what is now morphed
into what is called the OKLE model. that was originally called a Tulsa model as it was uh it was originally developed by Tulsa public schools but it has evolved um quite a bit since then actually has become more nimble and user friendly than the Mars and so uh bringing the memorandum of understanding to you allows us to move forward with training before negotiations and the negotiator agreement will ratify.
