[music] Good evening. I would like to call to order the Guthrie Public Schools Board of Education in regular monthly meeting for Monday, February 9th, 2026. Roll call, please. >> Flag, >> here. >> And Pearson, >> here. >> Schroeder, >> here. >> Davis, >> here. >> Gerard, >> here. >> Husky, >> here. >> Smmedley, >> here. >> Madam President, we have a quorum. Please stand for the pledge of allegiance. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Please join me with for a moment of silence before we begin our meeting. Thank you. Okay. Agenda item number six, presentation by Mr. Brian Buildings from Sonic of East Guthrie. >> You won't always

enjoy this uh evening. And uh the winner, the recipient this year will be Charter Oak Elementary, but uh but she's unable to be here. Uh so Miss Walters will accept on behalf of Emily Carpenter. >> Congratulations. >> Thank you. >> Nice. >> You're very welcome. Brian, we always thank you for your generosity to our district and also the other things that you do for us and around town. >> I never feel like it's enough. So, any anything else you can keep asking? I'll keep doing what I can. Teach your drinks in May. Don't forget to get your orders in. They got to call somebody last year to remind Did I call you last year? [laughter] >> Giving these away. So, please come get your drinks. You definitely have earned it plus more. And if y'all

need anything, just don't don't hesitate to ask if I can do it. Absolutely. >> Thank you. How much was it? How much was the check? [laughter] >> She know I tell you$7,000. >> Very nice. >> A little a little history. >> A little history on that. Uh when when Brian first told me when I first got here about his he was doing it uh every site got $1,000. Well, especially at in those days, we were so strapped for money that we needed bigger things. And so that's why I uh I asked him to to do it differently. And we would take it we would draw. And so we draw every year and until we cycle through and everybody that has won that site gets out of the drawing until we recycle back. And so it

is a uh it's and Sam handles that for me. And uh that has worked out really well because it gives a a shot in the arm to those sites for some some really really good stuff too. And I I tried to think of like like what can we do to make it new and better and I was like you really can't beat that because I mean just you get a good chunk at once and then you just everybody gets a turn. I think it's just the best way to go. It used to be 7,000 but Charter Oak added then we moved it to eight so we can still keep the >> $1,000 to all the schools. >> Very nice. >> Thanks Brian. Thank y'all for y'all support. [applause] >> No. >> Okay. Agenda item number

eight. Comments to the board by citizens registered to speak. >> We have none. >> Okay. >> And we've got employee. >> Oh, sorry. I skipped number seven. Presentation of employee and student recognition. I'm [laughter] so sorry. >> Mr. Hancock was chomping at the bit here. >> Sorry. I >> Hey, who was it that told me to get out of here early tonight? [laughter] >> Sorry. I I like what I'm doing here. Um, I [clears throat] want to welcome you all before our uh January uh student of the month. We had a student from guest. He she was nominated by Mr. Bryce Farwell who is her coach at this moment and he had many great things to uh say about Miss Emilyn Dunwy. Um, and I'm gonna be honest, whenever we went in there, she was

she was already at the teacher's desk, engaged with the teacher and wanting to learn. So, you know, it was great to see a student who was engaged and so forth whenever we uh go in just to make the announcement. And then as we're sitting there talking, you could tell she's pretty shy little girl and um you know, and she we we were like, "Here it is." and uh it was a $50 gift card from uh foundation insurance that was uh given to her. But you know, she just the smile that was on her face whenever she received that award was awesome. So uh that was Miss Emilyn Dunwood. Yes. Your January support employee of the month is Miss Katie Doug. She was nominated for her hard work and uh what she does with the students

at Central Elementary. Um, as you can tell, she has a great team. All three of them had positive things to say about Miss Doug. She was nominated on one sheet, but all all three of them, Miss Hefner, Miss Fosi, and Miss Burgess were all um ecstatic that the uh she was selected for our support employee of the month. And then for certified, Miss Kristen Friend was nominated by Chris Rainey at the junior high. You know, it was whenever uh we went in there and Mr. Rainey, he he went off script on me. Usually I have him read what they wrote and he was like, you know, I really this doesn't mean much. He was like, from a veteran teacher to a younger teacher, I respect everything that you are doing in this classroom and you

inspire me to continue to grow as well. So, uh, Miss Christian friend was nominated by coach Ren and that's ours. >> Very nice. Very nice. Thank you. Okay, now we're going to do agenda item number eight, comments to the board by citizens registered to speak. >> We have none. >> Okay. Comments to the board by board members. >> Okay. Uh number nine, superintendent report. >> Okay. I've got a few things to share with with the board tonight. Uh first of all, we will have professional development next Monday, February 16th. We will not be in class for that day. Staff will report. A reminder, uh I know we've reminded you several times, but also this is for the community, uh that we'll uh on Monday, February 23rd at 5:30, we'll host our teacher of the year

celebration at the Meridian Technology Center South Campus uh here in town. This event will honor the building teachers of the year and then name the district winner and the entire community is invited to the to this event. You remember that we u started last year with uh making that a standalone event. It was highly successful. We had a a huge uh turnout that was uh a lot of fun. We expect something uh like that this this year as well and it's a great opportunity to for all of the donors to actually come and and see what we're doing with it. And so I know Sam has worked very hard to uh secure those donations and u and she is each time she talks to them she invites them to this event too. So, I think

we'll have a lot of community members there as well as as a lot of our U staff in support of and just because they want to see who it's going to be, too. Um, so the current legislative session has begun and 2,648 new bills were filed that join the 2,638 that were carried over from last year. That brings the total uh under consideration to 5,286 for this session. And I'm following close uh or directly or indirectly uh all the bills that are related to education. And um all of this with a backdrop of a flat budget, ballooning cost of Medicaid expansion in our state and inflation. And so with all of the challenges we face in Oklahoma, the governor's first remarks in his state of the state address related to education centered on abolishing the

OSSAA. I think it's a sign of misplaced priorities given that over 10% of our teachers in this state are either adjunct or emergency certified. We have bigger problems that I don't think should be ignored. uh some of the things that with regard to education that are that we're watching discussion continues about lengthening the school calendar along with making the student cell phone ban permanent uh I think that one will happen and I I and it's worked out we've it has been successful with what we have done another focus of the legislative session will be on improving literacy rates of our students particularly before their third grade year. And I'm on several committees or focus groups to advise legislators about what those reforms should actually look like. The item which affects the funding the most is

the appetite to lower property taxes. There are at least 71 bills filed with different mechanisms to lower property taxes. Oklahoma is 26th out of the 51 states in DC for property tax in each state's largest city. Texas is seventh, but with no state income tax. And I I put a brochure that I received Friday morning u at your seat. That is the Oklahoma property tax fact sheets provided by county assessors. Uh I got uh that was presented to us at a meeting that we had uh Friday morning and it has a whole lot of facts in there. And so uh as you encounter uh community members that maybe ask you about property taxing [clears throat] and what's going on with that. Uh, I wanted you to have that and uh I think it will uh

provide you some facts and then if you've got other questions obviously uh holler at me and if I don't have an answer for you I'll I'll get one. Um and that and we've also got a an initiative petition to uh abolish all property tax that is uh on homestead exemption property. And so uh the conservative estimate of that uh impact to the state budget is 1.2 two billion and the conventional wisdom is that that's closer to 1.8 to2 billion dollars. Um Chris, Mr. Schroeder is is in the middle of of all of those discussions as well and he and I have talked regularly about that uh and what that will do to county government [clears throat] as well as the schools. So, uh, we'll there's a lot of rhetoric about that and then then there's

some facts that are about that as well. So, we'll try to make sure that we stay with the facts and provide those to you. On a better note, um, our boys wrestling team qualified for dual state. They're going to wrestle Chicochet at noon on Saturday at uh, at Tulsa Union. And uh the way that is arranged this year, it is all in one day. And so that is uh that is at the UMAC over in Tulsa. And so we wish them uh good luck in that uh in that state championship. And that's my report. >> Very good. Thank you. >> Agenda item number 10, Crossland Construction Update. Hey Lane. >> Hello. Thank you guys. I know it's been a little bit since I've been here, but um we finally got started this week and last

week a little bit on the wrestling facility. So, we had intended to start the week before, but then we had a snowstorm, so that pushes back a week. But, >> [clears throat] >> um we're starting with utilities. There's going to be a lot of utility work before uh building goes up. So, it'll be a little while before you'll see anything come out of the ground, but um we started off strong this week and everything's going good. You guys have any questions about what we're doing or timeline or anything? >> You might give them a little bit of a timeline of what expectations are right now on uh [clears throat] the completion date. >> So, we expect to have a slab about 90 days from now. It's kind of our goal there. And then we'll go

vertical after that. And then um our our schedule right now is showing the end of middle of October, end of September to be uh punching up. So that's our timeline. >> All right. >> Good deal. >> Thanks, Lane. >> Appreciate you guys. Thank you. >> Okay. >> Agenda item 11, [clears throat] presentation by Synergistic. >> We will uh put that push that to another board meeting. >> Okay. Okay. Agenda item number 12, consent agenda.
