[music] Good evening. I'd like to call to order the Guthri Public Schools Board of Education regular monthly meeting for Monday, November the 10th, 2025. Roll call, please. >> Davis, >> here. >> Gerard, >> here. >> Husky >> here. >> Plag >> here. >> Pearson >> here. >> Schroeder >> here. Smidley here. Madame President, we have a quorum. >> Thank you. Will you please stand for the pledge of allegiance? >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Please join me for a moment of silence before we begin our meeting. Thank you. >> Okay. Agenda item number six, presentation of employee and student of the month recognition. >> Mr. Hancock, >> President

Bley, Dr. Simpson, members of the board. um proud to come to you again this month with uh our students and employees of the month. First, let us uh recognize for our October student of the month, Miss Norah Hudson. Uh she's a student at Fogerty and uh you know uh her the big choice on hers was about inclusion. Um, I guess in her classroom there was a new student that came in and uh it was talked up that the teacher, Miss Gilbert, found a note, you know, telling this little girl that it was she was glad that she was in her class and that uh that basically she she's excited that she's there and wanted to include her in a lot of things. So, Miss Laura Hudson, like I said, she was our student of the

month for October from February. Our support employee of the month is Miss Stacy Freeman. She was nominated by uh Laura Benham. Uh Miss Freeman is a pair professional in our autism room at the high school. Um some of the things that were said about her was that on a daily basis she comes in and she has that smile right there that you see. I mean, it's just there's not a time that she really shows anything that's going on, whether um it's some of the activities that go on in that class and uh things like that, but she always has a smile on her face every day that she comes in. Um so, that was one of the big things that stood out in her uh nomination for Miss Benham. And then our certified employee would

be Miss Cherylyn Lrand. Um, and if you notice, it says nominated by the junior high staff. Uh, talking about everything she does for the school and the it, uh, helping them out and then being involved with the athletics and her and Miss Rice preparing the concession stands and all that. Uh, you know, there was plenty of things to go on. It was a page and a half nomination, but uh I just want to make sure that we can uh show our appreciation of Miss Lrand as well. So that's all I have. >> Thank you. >> Agenda item number seven, comments to the board by citizens registered to speak. >> We have none. >> Comments to the board by board members. >> Okay. Agenda item number eight, superintendent report. We've had a lot of success with

our students since we last met. Um ghs cross country team closed out a highly successful season at the state meet. The boys finished third while the girls finished seventh. Um junior Taylor Schroeder from the girls team finished 10th and the and senior Isaiah Blevens was fourth place finisher from the boys team and both were named uh all state by virtue of their top 10 finish. Our football team defeated Lton High Friday to finish the regular season with an 8-2 record and a six- one in district play. And we'll play Mc Bishop McInness at the Rock Friday night at kickoff is at 700 p.m. And uh this week our schools will celebrate Veterans Day by honoring those who have served this country. The high school band and choir and junior ROC will participate in the parade

and ceremonies at Honor Park. because of how many students were involved in the community celebration. They'll have their assembly I believe is that on Wednesday? >> Yes, sir. >> Mr. Thrott Morton. And then uh very proud of how our students and staff uh continue to show their appreciation of the veterans of this community and we thank uh of course we thank all the veterans for their service to our country. Um, also as a as a side note, that football game uh Friday night uh because it is coincides with Veterans Day and this is a decision made by the OSSAA uh veterans will uh can attend that game for free as well. Uh so excited about that. And this week, um, due to the federal government shutdown, I sent out a letter to all parents on

October 28th detailing the options for help that we can provide, uh, as well as other community resources. And and the the important thing is that children's from families who've had a loss in income may now be eligible for free or reduced meals. And so I wanted to make sure that that was out in front of of those families. And uh the letter included a link to the application which can be completed online. The letter also included community resources for food assistance. And it does appear we may have some progress and hope we can return to normal soon on that front. And then uh the last thing that I have is the district teacher of the year celebration will be Monday, February 23rd of 2026. That'll be at uh Meridian South Campus uh on division. And

that's my report. Thank you, Dr. Simpson. Um, okay. Agenda item number nine, crossline construction update. >> Thank you guys. Um, we don't have a lot of construction going on right now. We have a few both sites, Colorado and Charter Oak. We have a few miscellaneous correction items that we're working with the architect on that are minor, but we're here and there every now and then, but um, not much going on there. We're currently in the process of bidding out the uh majority of all except for what you're voting on tonight um for the high school wrestling room. And so the bids will open on that on the 19th. So we're working through that. Um that's pretty much it. Do you guys have any questions about anything we're doing right now? >> Thanks, L. Thank you.

Agenda item number 10, consent agenda. Do we have an approval? I mean a motion. >> Madam President, I move that we approve the consent agenda. >> We have a motion and a second. Uh this will allow us potentially to uh be able to find some of these specialized uh folks that could transition uh actually into our staffing and get us off of some of the

contracts that we're required to have if we don't have those people on staff to provide services for our students. We recommend approval. Madam President, I move we approve the agreement with the Oklahoma State University Speech, Language, Hearing Lab, Department of Communication, Science, and Disorders. >> Second. >> We have a motion, a second. Uh bid package 13A, pre-engineered metal building, red dot buildings, uh in the amount of $224,89. >> Lane, is

there any uh anything [clears throat] you want to add about this? >> Um the only thing is that this amount for this line item was lowered in the budget under the budget we expected for that line item. So that doesn't really give us a picture of the whole project, but that's good to know. >> Okay. >> Very good. >> Lane, what do we have budgeted for that >> for the for this specific? It was 260,000. >> 260. >> Okay. >> Where are where is this company located? >> Texas. >> I've done a project with them before and they successful. What this uh this document page 79 to 87 essentially does is it uh it itemizes the uh the bid that we just approved along

with the associated costs for the construction with the CM and their fees and would recommend approval. >> Do I have a motion? Madam President, I move we to accept the initial guaranteed maximum price proposed by Crossland Construction Company for construction of the new wrestling facility of Guthrie High School and to approve the initial guaranteed maximum price amendment to the construction management contract between Guthri Public Schools and Crossland Construction Company at October 13, 2025. >> Second. >> We have a motion, a second. Any discussion? >> Roll call, please. >> Davis, >> yes. >> Gerard, [clears throat] >> yes. Husky, >> yes. >> Plagg, >> yes. >> Pearson, >> yes. >> Schroeder, >> yes. >> Smemedley, >> yes. >> Seven eyes, zero n >> agenda item 12, uh, proposed executive session for the purpose of discussing employment

of personnel, FMLA request, resignation, separation [clears throat] from employment, and transfer of position request. all has set out on the personnel reports disclosure of which information would violate the confidentiality requirements of state and or federal law all pursuant to 25 Oklahoma statute section 307B1 and 7. >> Madam President, I make a motion we go into executive sessions. >> Second. >> Roll call, please. >> Davis, >> yes. >> Gerard, >> yes. >> Husky, >> yes. >> Flag, >> yes. >> Pearson, >> yes. >> Schroeder, >> yes. Smmedley. >> Yes. >> Seven I zero nays. >> Okay. Uh agenda item 12B. Acknowledge the board's return to open session. Only items in agenda item number 12 were discussed in executive session and no votes were taken. This shall constitute the executive session minutes. Uh agenda item 13, vote

Roll call, please. >> Davis, >> yes. >> Gerard, >> yes. >> Husky, >> yes. >> Flag, >> yes. >> Pearson, >> yes. >> Schroeder, >> yes. >> Smmedley, >> yes. >> Seven, I zero. >> Agenda item 14, recommendation, consideration, and action of redline revision of support personnel handbook for 2025 2026. >> Pages 90 through 127 uh contains some changes to the support personnel handbook. Uh the operative changes are on pages uh 10 of the handbook, 100 of the packet through page 12 of the of the handbook or page 102 of the packet. And uh essentially what this uh what we're asking for a change in is to as we've talked through this with

committees and we've talked through this with our leadership team creation of an additional support staff u salary schedule that would be strictly for employees that initially when they become employed with our district and have never participated in teacher retirement system. uh before uh if they choose to elect to not participate in the teachers [clears throat] retirement system uh they would get a a different salary schedule. Uh keeping in mind that our district pays the full employees 7% contribution of teachers retirement. uh right now this would allow us to give different options to only new employees. We cannot offer this to current support staff members due to the rules that uh are imposed by the teachers retirement system. And so this uh we have we have gone through this very carefully and u Mr. Hancock and

Dr. chapel will be uh meeting with our support staff to make any explanations necessary and have a Q&A with them as well for information. But this change would only affect um new employees. But what this change also uh includes is for current support staff members that have achieved um seven years of of continuous service with our district. Once they achieve that, they would receive the following year in December a $500 longevity stipen and that includes our current employees. And so that and anyone that is a support staff member that participates in TRS. And so that is that is what um you have in front of you. And uh I'd be glad to uh take any questions. Mr. Hancock is here. I don't know where where Dr. Chap will go. Uh okay. Uh okay. But, uh,

anyway, if I if there's any questions or anything that, uh, anyone has. >> We have a motion. >> Go ahead. >> Madam President, I move that we approve the redline revision of the support personnel handbook for 2025 2026. >> Second. >> We have a motion, a second. Roll call, please. >> Davis, >> yes. Gerard, >> yes. >> Husky, >> yes. >> Plag, >> yes. >> Pearson, >> yes. >> Schroeder, >> yes. >> Smmedley, >> yes. >> 7 08. >> Agenda item 15, recommendation, consideration, and action to accept any resignations offered since the posting of the agenda. >> We have none. >> Agenda item 16, discussion, and possible action on new business not known about or could not have been reasonably foreseen at the time of the agenda posting. >> We have none. >> Agenda item

02017. Do we have a motion to adjurnn? >> So move. Moved. >> Second. >> Roll call, please. >> Davis, >> yes. >> Gerard, >> yes. >> Husky, >> yes. >> Flag, >> yes. >> Pearson, >> yes. >> Schroeder, >> yes. >> Medley, >> yes. >> 79 Z.
