One nation under God, indivisible, with liberty and justice for all. Thank you. >> Stay back. All right. >> Thank you. >> Just want to make sure that broke the camera right before the board meeting. So you can hear this on YouTube I believe but cannot see this. So if you are watching on YouTube and Bryson might be I'm sorry Bryson you can only listen
to us today. So okay and this is appreciation month. You want to speak to >> Yes. Uh we have a little video but um There were so many presents across this table that it looked like Christmas morning. Um, so we already let them look through all the gifts that came from all the people around the district and have taken them to their mostly to their car so they could see you for this. But um, we have the video to play. But I I really just want to take two seconds to say um you know we are so truly blessed by those of you who have chosen to run and do this. Um it is a a thankless job. Uh it is a unpaid an unpaid job which I don't know that everybody always understands that
and it's a big job. Um and we are fortunate that every one of you are doing this for kids and for teachers. I mean that is 100% why every one of you are here and that's not always the case. So I know how lucky that we are um that we are led by you all. You hold us accountable. You're going to hold my feet to the fire. You're going to hold their feet to the fire. But we would expect nothing less because that's what our kids deserve. Um, so I just want to say thank you for all you do. >> Thank you. We feel I feel appreciated. >> All right. Ready? Here we go. Show with no breaks. I'm invincible. Yeah, I'm with every single day. I'm so powerful. I don't need a reason. I'm
so confident. Yeah, I'm unstoppable today. Unstoppable today. I'm unstoppable today. down. Only alone I will cry out loud. You never see what's hiding out. Hiding all deep down. Yeah. Yeah. I know. I've heard that you let your feelings show. The only way to make it go, but I'm too afraid now. Yeah. I put my arm around your ear. I'm unsppable. I'm a potion with no bra. I'm invincible. Yeah, I win every single day. I'm so powerful. I don't need batteries. appreciate the public. >> I know. I'm sorry. >> There's no public out there. It's all >> discussion and vote to approve the minutes for the previous meeting. December 16. Any discussion? board to consider and take action actions upon a resolution authorizing the leasing of certain real properties to the Cherokee County Economic Development Authority

Anyways, what we're asking about tonight is a ground authority and the following What the accomplish is what the financing get up front. We met with the county this morning. The way it works is the They bond becomes administrator of those funds for the project and then agendas. That's leasing the land back to the legal requirements on that property property. buy each ownership of typically buses payments of the office Right. Ruth kind of We were doing it. So we actually sense a little bit. We're going to try interest rates. So interest rates are a little pressure to make it go down. So hopefully I'm guessing soatedly Right now we're kind of not
a whole lot I item F or to consider and take action upon resolution authorizing the acceptance of a sub lease agreement whereby the Cherokee County Economic Development Authority will subtly certain real property and improve us there too to the district and authorizing and directing is the president clerk superintendent who execute any and all documents related to the sub agreement and I just like to add I'll make a motion to approve. Third, second. I was this technology is going to have to have problem. such a lot trying to use. >> Looks like only go one direction, but that's okay. >> Good evening. I'm technology and here to talk a little bit about what's going on. technology schools and talk about our team. So these are all our guys. >> So I just do want to highlight we have we have five guys working for us. Three of them are part And by one of the things I think
I really appreciate about our district is that we and highlight that we do a lot of things in the house. So also a lot of provide insurance all in my great developer. >> I got you. So this is this is kind of this is one other thing I wanted to highlight those as potential. So that was great. And these are some things that we're working of course deal. Yes. So, one of our goals technology was a private schooling a technology survey beginning school year that we make improvements. We also all st And another thing about a dangerous thing on the rise So the number one high priority to make sure all >> that's one thing that we haven't done yet as free range and this is the solution training that's completely free money but we've
had really good success for a while notific question someone else. So, we're talking about staff. Um, do we outside of a computer class for the kids? Do they get any training on my fifth graders have top off email addresses and they get on Google Slides and they do these things on their school devices, but I don't know that they know what fishing is. If they've ever been told that if you get a popup with suspicious thing, you shouldn't be clicking it. And I assume student devices are just asable as devices. >> No, that's a good point. But I do know that they did and I haven't asked my they told me what they do on it, but I ever, you know, >> and I'm not talking on the internet. I'm talking about, you know, people
trying to access our systems. >> Well, I just took a fishing little technology thing today at Nor Eastern because, you know, I like to call what Bitcoin 19, but all my stuff got on dark web. So did everybody else's up there. But what they first started doing was sending us fishing emails so we wouldn't open them. Well, then now they're training us and nobody wants to do it because we think it's fishing and >> so they're only targeting or I don't that's not a good word. >> They're only sending it out to about 10 people a day and I got mine today. took 10 minutes. You watched two videos to ask two questions and you had to get them correct in order to be complete and it was simple enough that elementary school kids you
know two things that you need to look for. So >> it was it was good monthly training. They also they instituted you get a you get multiple simulator but if you pass all of them by then you get a gift card >> based on Robert's training was very hard >> it was diffult we were collaborating No, we weren't. >> I used my lingo at the airport. >> They know your voice. Yeah, I know. Everybody does. >> It's a fact. Today we have 3,57s. At this time we have 178 kids that are being served at 448. openings 196 at Greenwood with zero transfer openings 485 at just a few transfer openings middle school is 710 and no openings high school um that's for the total 3570 fun fact though uh you know Victoria is our enrollment
genius and she came in and said you You know, last month in your report it says we have 3,571 kids. Today it says we have 305 3,570. So that makes it look like I help one person all this time. So she said um we've had 55 new enrollments, 43 withdrawals in that time. so has gone through over 90 students processes um but with one so that makes her job look a little different than I was like oh so you're just eating bon but she does an amazing job and we are so super thankful for her but it is an absolute revolving door um project updates uh couple people have already referenced to being tired can't say numbers technology. Um, we have we begun we've begun the moving process as of today. Uh, we we weren't
really planning on that and then we've got some weather coming in. So, we're trying to get some things done before then. So, it has been all hands on deck. Absolutely. What I did this morning? >> So, but uh we have burned up and down the road today. Half the office is empty. We've got things everywhere. They were literally painting door frames and we're moving furniture through the door frame at the same time. So, um, the construction management company, shout out to them because they just are like, "Hey, ma'am, do what you need to." Just trying to hold their face and I know they probably want to slap me. They have done a very good job of acting like it's okay, even though it probably is not. Uh, so we are moving. Um, we won't be
fully uh what I hope to happen. Um, Thursday, we will probably shut this office down to the public and do the full switch. Um, hopefully we're near Friday. Um, we'll talk about that in a second. Um, and but we're going to try and keep the office closed only for one day if at all possible. Um, we mine is completely moved, but the way Robert has taken care of technology, I can do everything from down there. Um, the only thing like printing to the large is the only thing we have to walk down the road for that and maybe toilet paper and paper towels. So, we'll take care of that early in the morning. But, uh we will tomorrow we will have someone here answering the phone, someone here that can help with enrollment, someone that
can help here with any financial issue. So, we're keeping something intact. So, there's only 24 hours that we, you know, put a little glitch in everybody's but looks beautiful. We can't wait to get people there. Um, we uh a little bit of information. I don't have all the story to tell yet because it's just not timed, but with the assistance of a local donation, we are beginning phase two right now, which is a we would have to wait on that. And um we have someone that is helping us and uh I've got just a one more step to do with them before I say that out publicly. But uh we have begun phase two. So, that should be done by April 1st. I know everybody's going to see it halfway done and you know, I
wanted it to be like HGTV and say move that bus and it be perfect, but um it's not. But it'll be okay. Um and we'll have a big grand opening with the Chamber of Commerce and do something really nice when we have all the pieces. But so you'll see it in a little disarray in between now and then, but you're going to be very proud. >> And that's the armor. >> Yes. Um, so but with the opening of this building, it's going to bring new opportunities for hosting and renting space community. We've had a little bit of had some questions about that. Uh, this is that will require us to edit our board policy on facility use. So, um, we're going to be working on that in the next couple of weeks so we can
adopt uh the entire new policy book hopefully at the regular February meeting. Um, as with any usage of TPS space, the polic categories of organizations like school sponsored things, community nonprofits, church, outside nonprofits, forprofit groups like local dance studios. Uh the rate to use the space is dependent on many factors such as custodial need, air conditioning, size of space, amount of time, and staff. So, when we go through that board policy, um it's very specific about what space you happen to rent um from our district and who can rent, who cannot, but it'll be the perfect time for us to look through that and make sure that we're covering all of the bases that we want to happen in that space. You know, there are a few things that used to happen in that space
that can't happen in that space. Um as a school district, uh for example, if someone had had event there that served wine. We will not be serving wine on school crowns. So, that would be something that we would not be doing. Um, I know there have been political meetings in that building in the past. Right now, our board policy does not allow for that. It's not illegal to do that. And if we chose as a board to change that, we can talk about it. But, um, our board policy right now does not permit that. So, we've got a little editing to do on that and we have a little time because they're not ready for us to rent out to to right now. So, but we're working on >> how do you currently do that
online? >> There's a facilities use form that they would fill out and Jackie Willis um would help to schedule that. Uh it we've not had a lot of um really the people that normally use it just very typical happens every year. Um so there's nothing new. This will add a new element that we are not used to. >> I might and I don't Robert as well, but um it would be really nice because the you know we talked about keeping the auditorium space for public use that there was a online reservation system where the days that you know the school's going to need it for something they're blocked out. So if someone's just looking that they can go in and click on a calendar and see that it's available, you know, from, you know, 8
to noon on this day. And anytime there are, you know, either we're using it or there just may be days that, you know, we don't want a group that's going to be a Christmas party in there um you know, during the day or something like that. But those systems might just overall because we're making automated system that also takes the um you know we do allow for example political groups to meet there it takes any kind of decision making out of it if the calendar says it's available and you're the group that can use that and it's available and you book it Julia uh upcoming bond like what we talked about with Mr. McDonald this evening. Um you know we have some general obligation bonds. We have some lease credit bonds. The the bond general
obligation bond money that we had already received. We have our uh second mini bus ordered uh for this year. Maintenance trucks have been located in requisition. Um the band truck has been located in requisition. Susafones have been requisitioned. We have walked through the sites to discuss projects for that that first um pot of annual needs. Uh we are focusing middle school, high school not this year but that first pot of money. Middle school appears to have the largest mean um look at furniture. So then now we are going out and and getting quotes from furniture companies talk to teachers about you know what what they would like in their classroom. We're trying to streamline it as much as possible. So we're going to buy a single This is one that's good for all secondary students.
This is a chair that we can stay the same with classroom model. So we've got a couple um large quotes for that. Um so we're working on that and the intention would be to have that ordered early spring,000 year. that that is almost nothing when you're buying school furniture. Um but we are going to do what we possibly can to stretch it figure out a way that um we're doing a little bit all around. Um I don't want we can't put it on a sevenyear cycle. So if you're heritage, you don't get anything from the annual needs for seven years. So it's going to be uh where we are trying to do a little bit the biggest need, but making sure that everybody gets some because all mamas and daddies and grandmas and grandpas said
yes to this. So, we don't want them waiting for years for their child to see the benefit of what they have. So, it it's like a game of Jenga, but we will play it. We'll do our best. Um, we are doing design meetings to improve those final floor plans, design elements. If we receive funds um beginning of March, By the end of March, we are having a special board meeting to approve a GMP for the field concession area and storm shelter so those projects can begin in all lined up. It all works perfectly. Um so we Oh, it will. It's going perfect. Um projects. Uh just a little bit more information before I forget. Um mentioned this about Friday, we do have inclement weather that looks like it's coming our way. So just reminding everybody
that um if at all possible, we try to make the decision the evening before. Um if we don't then, um and if it looks unclear, we have a weather team. >> This is part of the weather team. Sorry. Matthew Martin of us would like to be in the team, but she would call. >> Um, we drive the roads in the middle of the night. We're talking by one, two, three all night long the night before. Um, we think that we're going to have inches of snow during that day, probably and call it ahead of time if we can. It's on Facebook. We use um the uh rooms to talk to our families 2683 news stations of the newspaper know try to get that word out as much as possible and it spreads like wildfire. So
um hopefully it's just a clear decision. I used to love snow days and now I hate them because no matter what I do someone is mad at me. But we always make the decision airing on the side of caution and if we ever have and a parent as a parent or anyone is you know if you are worried for your safety call and say I can't get there safely and we will excuse the absence on a weather day. Um it is it is not worth risking your life if you happen to be in a place that is unsafe. So if you're praying for snow, weekend's the best time. So Friday, Monday might work. Okay. Um child nutrition information. In December we serve 64,153 meals in 14 serving days. The total bills for December $242,450. We
will pay pay chartwells 2015. Um, so then we had some credits. Long story short, we had a positive month almost $7,000. >> That was good. >> Well, I did sign a requisition for a big purchase today. Uh I have was asked to serve on um the tiff committee for the city vaccine financing what tiff stands for um it is it's a funding mechanisms that cities uh across well at least Oklahoma that's my knowledge of it uh utilize to stimulate development and enhance infrastructure um and our city uh is talking about offering a tip district to um some a developer that wants to come here and do something. So a tip district is established. It sets the current property tax value of the area at this base value and then for a specified period of time
tax revenues from that base value continue to go to the local authority. But when development occurs the property values and then consequently the tax revenues increase. The additional revenue generate generated in that tax is redirected into a special tip fund to cover the cost of the development infrastructure improvements that facilitated the growth. So they build something they the taxes that we would get typically we would not it goes into something else to pay the developer back. So they will come and invest in our community. um they've put together there are probably eight of us um on this committee to listen to what has been um proposed. Now what there are looking at bringing in there um is some reset retail um a lot of retail restaurants uh mini storage RV parks but the thing that
is concerning um to us as a school district is there are 300 department. Um, so if there is a tip, if they give them they pay no taxes on 300 apartments and we have 200 kids that come in to those apartments and we get no tax revenue for that, that's problematic to us. We have to add a wing to an elementary school, but our tax base doesn't go up. so that what we can bond for doesn't go up, then we have to put kids in portable buildings. Um, so the residential piece is something that is concerned us. Um, I had been learning about tips for the last year a little bit because we knew this was coming to the table. Um a lot of times they have you know industrial retail and residential on those
levels. You know I have been school learning that maybe you know uh industrial is a good thing. It brings jobs. It brings revenue. Retail you know get them there. I would love to have a Hobby Lobby rather than not drive and just go here to also spend my money. I can spend it here you know. I would love that. Um but the residential piece it because you bring people with that if you give that money up then you're you're kind of shooting yourself in the foot. Um, so >> is there a time limit on when that tax is held aside? >> There would be a specific time limit or a specific money amount. >> Eventually would, but like she said, >> it did. So, you know, the benefits of this t the tip of the
city include infrastructure enhancements, economic stimulation, increased sales tax revenue, but there's a bump for us as a school district. That's that res the residential aspect of the mixed use tip. Um, so, you know, it will not contribute to the school's district's valuation and cannot be bonded against. And obviously, we have a little bit lower valuation than a lot of places anyhow. So, it's that would be that would be a bump for us. Um, I'm honored to be at the table with the conversation. I'm so glad that they asked me to be at the table in the conversation. We have another meeting on Thursday at 3 and they do the agenda for public comment will be u heard. You know, the city is one of our most valued partners. Uh, I want to do everything I
can to support the city. We've also got to make sure, you know, I'm looking at for 4,100 people here before the rest of the city. And so I will have to be able to say that, you know, the residential piece is something that I don't feel like that I can support as the superintendent um of public schools. But I I I will go I will listen and maybe they will, you know, maybe the they will mix it where it's not just all the same. Maybe they could take the residential piece off. I don't know what they were proposed, but um they will look forward to the conversations, but I know there's been a lot of conversation about it. Um and it's starting to get around a little bit. So I just wanted to, you know,
be clear with you guys that I have been invited to the conversation. Um that I am to make sure that they understand the ramifications for us um specifically because it would be it would hurt the school district more than anyone else. Yes. >> That is my understanding. My understanding is that we as a committee will vote whether or not we want them to support it or not. Um if we as a committee do not want to agree to it, the city council still can is my understanding, but it has to be 100% is what they mentioned as an I I hope I'm not misspeaking. But that's what was said. If we as that the committee said we don't think this is for Taloqua, this is not a great idea at this time, then they can
still do it, but they would have to all say yes. understand it. So, it's a hard and it's not an easy job. It's not an easy job for those counselors, for the mayor, for the people that I know that have been working hard to get things to come here. And I want things to come here. I want new restaurants and I want cool stuff for our families and other places to shop and not to drive to Tulsa to spend money. Um, but just be careful, you know. So, um, just a couple other things. No other discussion about the school that I think all they could be in a conversation. They just haven't. So I I I don't believe they're anywhere near being ready to make a decision voting whether or not to support it or
not because so many unknowns right now. The next board meeting will be at the education service center down the road coming up. We've got school for kids in there. I did want to get on the radar. On April 28th, we are having our teacher retation service center. Sometimes I get those letters mixed up. I'm like, April 28th. Um, we do have graduation set as you know. It's on Sunday again, May 17th. And so things we got some things coming up. Uh we will need to do a couple special uh we definitely have to do a special board meeting or two um coming up pretty quick. I would like to um try to get one scheduled in the first couple weeks of February. Uh I mentioned before, but we have worked with OSSBA to revise our
board policy. Um they were helping us just tweak it and they're like let's start over. Uh so we have the uh entire policy basically to look at and that is a lot. It is not something that anyone wants to sit here on a six at a night six o'lock to listen to us work. It'll be an open meeting like always for anyone interested but it's going to take a few hours. It's going to take us at tables and going through every policy. So um I don't know how we can do that without a special board meeting sometime. Um, so I will put some dates out to all of you and see when we can get enough of you together that can do that um with us so that we can just review it at that
meeting. said you guys can take it home questions and have it on regular February 14 then be approved from that point if we were Um, I can ask some of them. Those are important questions. We can uh I will try to see if we can have some I'm sure it would be nice and if not see if we can call for that. And then um the second special might just be uh if we have a GMP the guaranteed maximum price that we can do for the projects without waiting a whole two or three weeks for a regular school board. We just want to hit the ball. We want we want to get ground running on those projects. So those can be ready for the next tight vote to approve following quotes through some people. Second
discussion Dr. I item discussion and vote to approve surplus. >> I'm going to move that semi question about I would use that term loosely at this point. >> But this is also >> when we look at board policies, we're also going to look at our surplus policy. Um I had you guys had asked about that and I reached out to a few districts and they're um have a few online platforms that some of them use. So I think our policy. We'll say a threshold of what it is, like if it costs over or if it's worth more than $2,000, whatever it is, we decide that we will use this online bidding company. Um, so that it is out there everywhere. this truck. I believe it took it discussion voted any discussion. >> Yes. tonight and
he can go further into detail, but the class, the cohort graduation class of 2030, which is our current April, they will have to have four masks to complete their graduation requirement instead of three. And that can be a little problematic if the student is having a little more difficulty on math. And this will also allow right now currently when our eighth graders take algebra one, it just counts as an elective. It doesn't count as one of their three maths. You had to take the three maths out of high school from your ninth grade year. Now, that eighth grade, this group of eighth graders, there's one of their maths if they take algebra one and they'll have three more. And of course, those with algebra one will be on a different path. This math is for
a student that might be having a little more difficulty. They'll take regular seventh grade, regular eighth grade math. And this is a prerequisite to alpha one. It's called foundations. And so I'll let talk just a little bit. Middle of course foundations of course. So foundation of course not It is not approval.
