Um, and and it's it's not harping, it's not picking, it's just simply are we obligated by state statute to send to spend these funds on counseling for the students? And here we approved three or four last board meeting and now we have another one. Um, so do we have a total of what

004we're spending um, on top of our counselors that we've hired? >> Why don't we read Let's read that. What are we talking about? Then we have someone come to the mic and respond. >> Item J, vote to approve renewal of contract with Mid-Del Youth and Family Center to provide counseling services to our students for the 2026-2027 school year. Cost is 45,000 and will be paid by general fund project 000. >> Okay, let's have someone to speak to that. >> I'll say some things as as Ms. Bryant is coming to the microphone. Um, I don't have a total in front of me because I didn't know I was going to be asked. Um, as far as whether it's required by statute, the answer is no, but we do a lot of things that aren't required by

005statute. We're not required by statute to have football. We're not required by statute to have choir. So, it's just it's something that we think that serves our students and serves our community. So, I'll let Ms. Bryant address the actual contract. >> you're doing that, Ms. Bryant, give us a history of how many years we've been with >> I can Mid-Del Youth and Family. So, Mid-Del Youth and Family, um, I know I don't know the exact year the contract started because it was even prior to me being a teacher. So, that was at least prior to 2000 like seven was the year I was married. So, I think that's my first year of teaching here. Um, so we've always had a contract with Mid-Del Youth and Family. And although it covers, um, student services, so yes,

006the students can get some one-on-one counseling, it kind of helps families, um, um, the insurance barrier sometimes that a lot of our students go through. Um, but it's not just the one-on-one counseling that students and their families receive. It is uh, this contract in a sense this MOU helps us like for example, um, this past year we had a crisis uh, of losing um, I think this spring um, it was a staff member. And so Mid-Del Youth and Family I immediately shot a text to them in the evening and said could you send counselors? And I think they sent four that day. So um, a couple of years ago when we had the crisis across the district at the football game, um, I think for a solid week they sent multiple school coun- multiple LPCs

007and um, staff members from their um, office. So although specifically it covers the one-on-one counseling sessions, it also covers that partnership where they will send um, staff members if we ever need licensed professional counselors to come in and assist outside of what we can do, um, they can kind of cover the gap between the the staff we currently have. So um, a few years ago um, you all um, supported us growing that contract because although we were only paying a very small portion, our students were taking advantage of that partnership that we had and this only covers again those uh, 18 sessions. A lot of our students will take end up with almost a session a week all year long. Um, so we're only portion helping with that portion a lot of times to get

008it started and then the families then pick up. Um, usually Mid-Del Youth and Family will do a sliding scale if the families can't afford it and they have to put self pocket um, pay out of pocket, then um, that's where that sliding scale and or insurance sometimes will pick up. >> Even Medicaid sometimes. >> sure. For sure. >> So what services are provided by the other contracts that we have in place? Because they specifically said like psychological services, counseling, and listed out everything, too. So, from >> [snorts] >> just from a reader's standpoint, it looks like we have multiple contracts in place plus our own employees. And so, it looks a little bit like double dipping. And from a board member's standpoint, and this is coming from are we being responsible with our money? Because

009I mean I I know like we're losing 10 elementary or there's 10 elementary positions cut in the budget. And I know that there was talk about that at the previous board meeting. I'm not going to go into that, but when we're looking at this and we see a cut in positions, sometimes we have to answer for that. And so, I just want to make sure as I stand up here as the public has asked me um to represent Ward 4 that we're spending our money where we should be. Because I, too, want to give teachers a raise. And I want our classroom sizes to go down. And I want to really want to focus on hiring the best teachers because I love this district. So, um sorry for the long rant. Um back to the

010question. What are the other services providing? >> Some of those are for contracts with uh for students on IEPs. >> Yeah. >> The some of the the psychology services are for additional assessments and services. It's not all related to mental health. I just wanted to throw that in real quick. >> Yeah, and because technically this is the only other contract that is in counseling services related at all that we have. Um other than our EAP, which is the another agenda item and um either right before this or right after, I don't remember which one. Um this is >> Right after. Okay. So, um we have our school counselors, which are very tier one based um counseling support. Um we have our mental health specialist um, that then also service tier two, sometimes tier three. A

011lot of times our, um, mental health specialist that are within the district that are our own employees can really meet more of a temporary, um, they're not meant to be long-term because once they're once the summer hits, for example, my mental health specialist are off contract right now. Um, and so we can really use them during the school year. Um, we utilize Mid- Midlothian Family at more of that tier three level where sometimes a student might be on, um, receiving services from Midlothian Family for multiple years because of either a trauma that they faced when they were younger. Um, it could be, you know, something that happened at school. A lot of our, um, Midlothian Family counselors not only come and do one-on-one counseling cuz they come within the schools to do that. But sometimes

012they will help us with small groups, um, depending on what, um, you know, maybe our mental health specialist can't do. So, um, and I think the the amazing thing about Midlothian Family is they are a non-profit organization that really, even though our contract hardly covers what they actually provide for us, they will go out and find other funding to bridge that gap. Um, we have, for example, a former principal of Midlothian, um, Kevin Hill is on their board and so they're very mindful also of their, um, financial support and and where those lines are. So, hopefully that answered your question because, you know, I do, you know, grown up in this district and and saw it for myself how much Midlothian Family has, um, been such a game-changer for a lot of our kids. I

013had a, my a student when I was a teacher who this completely turned his life around once he was able to get some services provided. So, any other questions? >> Ms. Schultz, are you good? I'm good. It's been a while since that contract had been put out, and we wanted to um take a look at how those services were being provided to the district and maybe make some improvements. So, we did that

025RFP, and um we looked at a lot of things besides just base price. When you're looking at elevators, you also want to look at things like if we have somebody trapped, how long is it going to take to get somebody >> Yeah, get them out of there. Yeah. >> Uh we also look at the hourly rate for service, the emergency rate, these types of things. Next item. >> Item 15, vote to approve or not approve an MOU between Mid-Del Board of Education and the Mid-Del Education Association. >> Yeah, as I mentioned at the previous board meeting, one of the laws that passed in this session is uh what would allow teachers to immediately come back to work well after a 6-month um after sitting out for 6 months and not have a salary cap. Um our negotiated agreement um currently would give um a teacher

032with 30 years of experience would would place them on step 15. So, however many years they've served, they would get steps for half of those. I don't know why that's that's in the negotiated agreement, but I really want to start recruiting from that pool of of of people, retired teachers. >> Mhm. >> And so um I met with Kelly Craig with the uh uh Teachers Association yesterday, and we agreed to put language in the contract or put an MOU together for 1 year only to see if we can recruit some teachers. I think it should be changed in the negotiated agreement, but we'll talk about that next year when we do negotiations. But for this school year I would like to be able to put some marketing out and try to go after some retired

033teachers and let them know that you're coming back and you're not giving up half your years of service. So, that's what this MOU is for. >> Move to approve. >> Second. >> Any discussion? Mr. Pearson brings over 10 years of experience in public education as a teacher, coach, and school administrator along with two additional years serving students as a youth program coordinator at the Oklahoma State Department of Health. He

034earned his Bachelor of Arts in English and Master of Education and Education Leadership from Southwestern College in Winfield, Kansas. Throughout his career, Andrew has worked with middle and high school students in both Kansas and Oklahoma. Most recently, he taught eighth grade English language arts including co-teaching classes for English language learners and helped students achieve significant academic growth. His experience both inside and outside traditional school settings has reinforced his commitment to supporting students' academic and holistic development. Andrew is passionate about building positive school cultures where students and staff can thrive. He believes strong schools are built through trust and shared responsibility. With that, educators must be first connect with students as people before they can effectively connect with them as learners. A former Mid-Del educator, Andrew is excited to return to the district in a leadership

035role and continue serving the students, staff, and families in the Mid-Del community.
