Sorry. And we are on. >> Let's call this meeting to order. >> Schultz >> here. >> Yeah. >> Dr. Daniel >> here. >> Let's have a moment of silence. Okay, tonight we have to help us with the black salute. Okay, so you're gonna tell us about a little bit about yourself. My name is Liam Duhan. I am 10 years old and in the fifth grade at Cleveland Bailey. I have three sisters. Julia who's 20, Kayn who's 13, and Olivia who's three. In my free time, I love to code, play soccer, and Minecraft. At Cleveland Bailey, I participate in volball, debate, chess club, and was on the champion brain bowl team this year. >> [applause] >> I am currently on our student council president and would love the opportunity to apply to Dr. Cobb student advisory

[applause] >> My principal is also here. You may stand for the pledge of allegiance. President, I'm going to recuse myself and just move down to the audience until after this is over. >> Okay. >> I'm not great with technology. Just a minute. There you go. >> President Standridge, members of the board, and Dr. I come here today respectfully requesting the naming of the Midwest City High School baseball field the Jerry Long Baseball Field in honor of Coach Jerry Long's profound and lasting impact in Midwest City High School both in the classroom and on the field. Coach Long's tenure at Midwest City

High School was defined by deep commitment to excellence, integrity, and service. He was a pillar of the school community who instilled values that extended far beyond athletics, shaping his players into not only successful athletes, but responsible, disciplined, and respectful young men. Naming the baseball field in Coach Long's honor would serve as a powerful and permanent tribute to his legacy. It would stand as a daily reminder for future student athletes that self-discipline, loyalty, hard work, and attention to the small details are the foundation of lasting success. Coach Long began coaching at Midwest City High School in 1973. During his distinguished career, he served as the head baseball coach for 18 years and achieved the following: 441 victories, 12 regional championships, four state runner ups, one state championship. He was the Oklahoma Baseball Coaches Association coach of

the year in 1992. He was the all state baseball coach in 1984. He was the Sooner State Games head coach in 1989, region 8 baseball coach of the year in 1988 and 1992. He was the big old city coach of the year in 1985 and 1988. He uh Oklahoma High School academic state champions in 1992 and 1994 and he was inducted into the Oklahoma Baseball Coaches of Hall of Fame in 2009. He coached multiple regional, state, and national players of the year. Jerry Long has done a tremendous job at Midwest City High School. During our time there, he provided, in my opinion, what teachers, educators, coaches, and leaders should provide, which is knowledge and tools that we can use the rest of our lives. He was always prepared. He spent lots of hours working on

the field. did a great job of teaching us discipline, structure, and accountability. And maybe more important than anything, he gave up his free time for us as the student athletes in Midwest City. And as we all know, time is something that we can't get back. And I've always appreciated that. So this is something that is welld deserved for coach long for his dedication to the high school and to the young men and women as he was a teacher and a coach and committed himself and the majority of his adult life to Midwest City High School. I'm very excited that you guys are making the decision to put his name on that field and I really appreciate that. Thank you. Hello everyone. AJ Hench, proud Midwest City High School baseball alum, one of the many people

who have felt the positive influence of Jerry Long. Uh first off, Jerry, congratulations for this honor and I'm really happy to your name will be entrenched on the field uh for so many future bombers. Uh to see you get recognized in this way means the world to me and all the the people you've mentored over the years. 008many Bombers uh myself included and became the backbone of Bomber baseball that we that we know and love. So, uh, for these reasons among among many, I'm super proud of you on this day. I'm super proud of this decision to honor you, um, in this way, and I look forward to seeing your name entrenched, uh, you know, in a very, very special way. So, job well done, Jerry. Uh, congrats and thank you, my friend. Members of the board, I respectfully ask for your approval to name the Midwest City High School baseball field where Coach Long dedicated. so much of his life and career that Jerry Long baseball field. 009>> Move to approve. >> Second, >> I let the record show that Dr. Motion passes. >> [applause] [applause] >> coach. long. Thank you for everything you've done. That's what President Standridge, members of the board, and Dr. Cobb, I'm here today to respectfully request the naming of the Carl Albert High School track as the Tex Rollins track. In honor of Coach Rollins profound in honor of Coach Rollins profound and lasting impact on Carl Labbert High School both in the classroom and on the track. Coach Rawlings served Carl Labbert High School with distinction setting a standard of leadership and professionalism that influenced generations of students. His impact reached well beyond competition as he consistently emphasized character, accountability, and respect, preparing students not only for success in athletics, but life beyond high school. Designating the track after coach

Rollins uh would create a lasting symbol of those values. It would honor a career devoted to developing student athletes through perseverance, teamwork, and consistency while reinforcing the belief that true success is built through dedication and attention to purpose each and every day. Over the course of his distinguished career, he served as head track coach for 26 years and achieved the following state championships 2002, 2017, and 2018, 23 individual gold medals, 10 relay teams that won gold medals. 011allist I personally give you great high school. You know that I love you very much. You are my brother. You're on the list. What an honor it is for me to come to you to talk to you. that I know. I've known him as a colleague. I've known him as his principal. I know him as his executive director. And also more importantly, I know him as a friend. You see, I dedicate his life since 1988 and even today as a volunteer for our track program. You know, there's an old adage that says, great coach athletes, greater coaches change lives. That's exactly what he's done over the years. He loved the kiddos and the kiddos adore him. I can think of so many terms to describe him. Dedication, compassion, disciplinarian, devotion, provider. Yes, I provided provided

my kiddos and even some families, but they needed his support. But the word I like the most in describing coach and our program is love. You see coach Rollins love our kiddos and they absolutely adore head. So what greater love can we show to him based on everything he's done to help our program our kiddos that they need the track is on. You see to me that's the greatest love. Thank you. Members of the board, I respectfully ask your approval to name the Carlbert High School track where Coach Rollins dedicated so much of his life and career the Tex Rollins track. In accordance with the board policy, if approved, the designation will stand permanently as a tri tribute to his extraordinary service and his legacy. I'm asking for your approval. Move >> to approve. >>

Second. I >> Congratulations. [applause] >> [applause] >> Okay. >> [laughter] >> He just wants to find out who >> did it. Who instigated that? All right. Appreciate it. 014Gotcha. >> No, no, no. Recognized a community award for Okay. I just wondered what the rouge was. He said he didn't know. >> Yeah. us. >> Okay, let's move on to item five. Students from our three high schools spent the day at Rose State College experiencing a day in the life a co of a college student. Delity Student Council participated in the Oklahoma Association of Student Council's Thunder Day of Service and attended the Thunder Game on HBCU night. City Fire Department congratulates Carl Middle School, the large school fire drill champions. Trophy, >> Martin Luther King Jr. prayer breakfast uh was held last month and with several participants from the district, including our um jazz band and our OTC and speakers as well and pretty good representation uh from our administration and staff. Special thank you to the Midell

Public Schools Foundation for another great event benefiting our students. Gallentine's 2026 Me I went last year. >> Food was good. >> Dr. C. Oh, that's me. Uh, and members of my leadership team recently met with leadership from the Dell City Police Department. They have new leadership and we want to start building the relationship with them um to continue the good relationship that we have had with the department. We had some good recent news media coverage first for Miss Tucker and Pleasant Hill for the academic growth that they have made over the last couple of years. And then um when we had wet winter weather, we had all of the news stations wanting to talk to different superintendents to about how they decide when and where to have a snow day. So I thought our place

at home anyway. >> Um Our educators were learning, collaborating, and sharpening their practice at the Solution Tree RTI at work institute in Oklahoma City last week. And that's a really good showing from our team. We want to thank Del City Nissan and the Mary Banister Foundation for the continued support of Midell educators. We surprised the elementary and secondary teachers of the fall semester with a $500 prize and presentation made by Dr. Jason Banister last week. >> How does he do this? He's doing we're recognizing teachers every month, but then we're doing an actual award once a semester. And so the teachers that are in that pool, they actually write uh an essay and answer a couple of questions and um and it's scored against a rubric. So it's a it's turned into, you know, something

hope this is the first time we've done this, but hopefully it turns into something bigger and more. Angela Wy, prek teacher of Schwarz, has been named an excellence in education finalist by the profess professional Oklahoma educators foundation. Congratulations to Melissa Marx from Carl Aubbert Middle School band on receiving the exemplary teacher award from Oklahoma Music Educators Association at the state conference which we did get to go to before all the winter weather. our 202425 district teacher of the year. Mackenzie Fields from Parkview Elementary was honored as the teacher of the game at the Oklahoma City Thunder uh when they played the Indiana Pacers last and I was able to represent Mindell on a panel at the Oklahoma Association of School Administrators Legislative Conference in Oklahoma City last month uh discussing trends in student enrollment. And

um the other two gentlemen there were from differentiz So, it was really interesting getting their perspective as well as talking about what it's been up and down for us over the last um I just want our public to know what a great team of administrators we have. I don't know if you guys saw the news about smoke coming into one of our schools and this group trained for it. They prepared the educators for it and what a thousand students >> were evacuated without injury and moved to another location. No one was lost, no one was injured. And I just I I want to recognize our administrators for preparing our teachers for these scenarios, hoping that we will never have to do that, but we did and it worked out flawlessly and seamlessly. And I just

want to recognize everyone for that. So that and and I I wish I'd added a slide about that in the superintendent's report because um yeah, that was a that was a stressful day. The smoke was filling the building at the end of the day. We weren't going to be able to do dismissal. Um and we had practice for this and um I would say that it it does take a big team to pull off what we did. And um but the push for this is something I've wanted for years. And when we hired Terry Tilly a year and a half ago, we got there. We got where I wanted really quickly as far as emergency preparedness and reunification. And we, you know, in in a relatively low stake situation, found some things that we can

do even better and really happy for how that turned out. Thank you for mentioning that. Well, I just I mean I know a school that left that had 12 students and left one behind at a field field trip. So the perspective is everything, right? So to move 1,000 students is like >> hats off. Amazing. >> Yes. Amazing. I just I can't thank you guys enough for being prepared and I just want our general public to know this is another reason why schools are topnotch and why I love representing this district. >> Thank you for saying that >> to interrupt Bond update. Uh Rick Watts from Willowbrook. >> You can take the um I lost my place. >> I was getting praise. I >> Clemp. >> Another board meeting here. >> You did not prioritize us.

>> Noted. >> Uh President Standards, member of the board, and Dr. Cobb. See, starting out with Barnes. These are all inab. But uh this is Barnes. We're actually left picture there. You see got a side on it now is getting all cleaned up and we're getting ready for a list walk through with the architect and the owner on Friday morning. So that one is is nearing the end. We'll have a few days of punch to and we'll be able to go ahead and move in there. We've got furniture coming next week. I believe it is. >> Yes. Uh Country Estate Storm Shelter. This is one that we just started. We brought it to the board last month before I guess it was and actually have moved in there. Got fencing and everything all set up

doing dirt work. You see beyond there was pictures because of the weather. But just beyond that, you'll see the building is already constructed. They got in actually scraped the snow off and got in and finished up the building pad. So, it's ready for concrete ground. Ely Heights, the last storm shelter, the three first ones that we did. They're moving along well over there. They're doing a bunch of interior uh mechanical, electrical, and plumbing rough in getting ready for the roofing top and getting ready uh to be able to start some sheetrock in there. Tinker storm shelter. That's the one that is just right behind bars. It is completely roofed green up top. Set rooftop units on there. getting ready starting tiles down those will be ready storm season this year >> traditional storm season it's

pretty much year round now >> yeah true true >> uh towns in new elementary we've got out there most of the dirt work is complete building a little bit building. We have the the pre-cast company is moving in next week. So you'll start seeing concrete go up the storm shelter. So we'll start seeing some construction going next. This is the sky bridge. They're working on getting that all put together inside between quarter there. Middle school classroom edition. This is putting finals final uh metal decking on the roof right now. Finish up structure still city kitchen. This one has really blossomed here the last couple of months. finally got out of the the bad dirt issues and the weather. It's really moving along very well. Pushing like crazy to get this thing ready for school. That's

the media center there on the backing on that. finished on the inside metal studs. You want to see the K middle school kitchen and cafeteria that's completely roofed. They got some a little bit of touchup work to do on the roof. It's all dried in a sheet down on the inside and float started painting. We're starting uh the kitchen equipment in the new kitchen. This is the Carl Albert High School storm shelter and classrooms. It's actually over better than any of them. We're actually going to open this one up. furniture, everything. The US city high school storm shelter and classrooms fine arts building. That right picture there is a picture of the storm shelter. It's completely roofed on top and then around the outside of the storm shelter that's all decked in. They On top

of that, storm has really moved a lot. Here's some of the other projects that are up. >> Green is what started. >> Yes. You see there building windows? I've noticed windows in every single one of the storm shelters. I guess that's because it's also used as a classroom, but I don't see windows. I don't I don't remember seeing the design. >> You got a building that's surrounding that. It's kind of a horseshoe going around. >> Yeah. >> But it's it's internal. It's not it's not ex these aren't exterior walls. >> We're building it. between you got the gym on the right side the performing arts center on the right side. >> There's really not a good setup there windows in. >> Speaking of windows, a color middle school sky bridge. Is that middle school proof?

>> Yes. Oh yeah. Yeah, it's it's definitely middle school proof. >> Okay. >> Completely enclosed. There's going to be windows up top. >> Windows up top. Are these windows not breakable? >> Okay. >> I mean, the seash break. [laughter] >> Yeah, the windows on the >> windows on it are up high. >> Okay. >> Thank you. >> Yeah. Okay. Item six, vote to approve or not approve to apply for the Oklahoma teacher empowerment program. Dr. >> Yeah. If you'll remember last April and Miss Grant, I think this would have been your first board meeting. We were discussing the Oklahoma teacher empowerment grant and we were getting a lot of pressure from uh Lincoln to get something put on paper. So, we went with just our teachers of the year, no wanting that to be a

placeholder for um us in the program. We looked at several other districts and what they did and we took some pieces from multiple um plans, but but also put our own touches on it. Um I had a team work on our plan that would have been me, uh Dr. Boilles, Miss Houston, Miss Woodard, and Miss Brown. Uh then we met with Kelly uh Craig with the association and then Kelly had me speak to her executive committee and I got feedback from them that I was able to incorporate some of not all of but and so I feel like it's um a more thorough plan. It gives us a chance to reward up to 10% of our um of our certified teachers and these are fully certified teachers um with bonuses as long as the state

will pay those. And um and I'm excited about that because I feel like um it's you know again if the state's going to put that money in a bucket, let's get some of it to our teachers. And uh the things that I think that we emphasized in our plan were uh criteria that show um not only what you're doing to improve student outcomes, but also what you're doing to improve yourself and to improve profession because I think all of that matters too with our best teachers. and it was only 10% of certified teachers about 70 >> 75 to 80 >> 75 and I think what what is sustainability in terms of the teacher salary since it's a merit pay supplement not a part of the contract correctly so is this they will apply annually for

Correct. They will have to apply annually and all all the criteria is being scored a year in a rears. And so if if you vote to approve tonight, we will get the application out by Wednesday and give teachers until the Friday after spring break to apply through the Google form process and and we'll have a quick turnaround. And then if we decide to tweak it next year, we'll bring those those modifications to the board earlier in the school year. So that which you know you're you're really looking at that uh fresh off of the previous school year. We put criteria in here also. Uh some of there were other districts where you had to be in district for a certain amount of time before you could apply. Um, I want teachers I, you know, if

you qualify for this grant, but um, in in another district or for this award in another district, then obviously we want you to apply here and be eligible in year one, but in year two and year three, you eligible for those higher. >> Principal that evaluation process, >> the teacher evaluation is part of that process. >> Yeah. I think that >> I I think that there's a very good chance we'll have to grow into that 10%. I would be surprised if we hit 10% the first year. Um but if we do, that would be a nice problem to have. If we don't hit it, that gives us a chance to see how the evaluation process works and if we want to tweak it. So, um I I just I I think it's I think we'll

know that towards the end of March better than we can right now. Yeah. >> I think we do. I mean, I think if you look back to, you know, just the professional growth component of of it. Look how many people sure they were on school time going to the um solution tree conference last week, but they were picked by their principles. Um and I think at most schools principles volunteers to go, but they also tap you on the shoulder if you're the teacher, the teachers who show leadership in your building. And so, we already have a lot of teachers that are highly dedicated to professional learning and improving the profession. So, I don't think that'll be the hardest criteria. Honestly, it's the five, 10, and 15 extra contract days. That's probably the heaviest lift because

if you already have plans uh after the after the last contract day from June with your family, you do travel ball with your kids, be hard to do some of those things. So, I think that there going to be some some natural barriers that that might limit the pool. But again, that those days are in those are in the enacting legislation. So, you know, some of those criteria are not necessarily what I would have chosen, but they were in the law. >> Correct. >> I noticed one part of our attachment it said salary increase, but then later on it called it a stipen. >> It is a stipen. So, if I said salary increase in the cover letter, then that's a that's a that's something I didn't catch. >> It is it doesn't factor into

retirement pay and it's one of the reasons that I always kind of shy away from bonus stipens. Um the registers do bonus stipens around the holidays every year and I always have felt like if we have the money for bonuses then we have the money to put into salary and pay in teacher retirement people as well. teachers that have met all the criteria. >> I mean, I would love it if I mean, I would love it if we get that number 75 to 80. I just, you know, I don't know and I've just got to get all the information out there. >> I was just a good strengthens our teachers our mentor relationship. So I think this is a great program. I think hopefully we don't we want to encourage teachers who are they have

gaps to grow. I really hate to be a part of this election process but we have so many teaching neck and neck fix you got to decide on that 10% of what happens back here that's only remember they all understand that this Yes. >> And there's no cap on the number of years. So they can win. >> No, I saw some districts that did do that so that it can't so it won't always be the same people every year. And I didn't we didn't think that that that was the way for us to go. >> And will this come on our teachers to teaching learning? >> Yes. Um the teaching the all of our facilitators in teaching and learning special services and instructional technology will be part of the evaluation process. >> Anything else? She

passes. Item seven, vote to approve or not approve PLC at work. Dr. President standards, members of the board, and Dr. Cobb, we're requesting approval for staff to attend the PLC at work institute in Tulsa May 27th through the 29th. Several sites will participate. The schools listed on the board letter have been finalized and others still may decide to go. So that's why it was up to and this training equips our educators to lead the PLC process in their schools. Second discussion passes. >> Thank you. to approve or not approve the purchase of professional learning. President Stan stand members of the board and Dr. Cobb, we're requesting your approval to purchase professional learning to support the implementation of HMH into reading, which is our district's adopted English language arts curriculum for elementary. This training will support

teachers in effectively implementing the curriculum with fidelity and aligning instruction to the state standards to improve student literacy outcomes. We appreciate your consideration. >> I do have a question. So with this will the if it has an underlying I guess the expectation what they have to do because obviously So, can they bear in order to meet the need instead of having just wanted to make sure it's not a specific set of instructions they have? >> This is kind of a specific set of instructions because it's geared toward our adjunct and our emergency certified and our brand new teachers. So, our goal is to teach them the way first and then kind of as they come into their own, they'll kind of make their way. But right now, we're trying to get them to really understand

how to implement the curriculum with fidelity. >> So, we already have this curriculum today. We trying to get folks trained effectively teach. >> Yes. So, what we've been working on this year is instructional coaches have been going in and giving extra support to those adjuncts, emergency certified teachers and our brand new teachers. Then after they clear them, I go in and I observe also. And we've kind of noticed they just need a little extra support. So, we we wanted to purchase these days to give them that. We're pay for their sub and get them a full day of training. passes. Vote to approve or not approve the purchase of new devices and accessories for elementary students. >> Thank you. President Sanders, members of the board, Dr. Cobb, this request is to start our refresh cycle.

We did high school last year, so now we're looking at elementary. This is purchase of iPads for preK through fifth. The numbers reflect moving to a two to one model for first grade and below and then maintaining one to one second through fifth grade. Uh we surveyed the teachers. We are considering staying one to one for the first grade level but I want to get this initial order going. Uh that was just based on teacher feedback. Research does support the prek and kinder a lesser number of devices to support those students. Um it'll just get away from that unintentional use of of technology in the classrooms. Uh the device uh cases also feedback from the littles was they don't need a keyboard. They use a screen anyway. Uh so we just we were able to

save a little bit of money on that. It's just kind of a bumper case so to say uh with a handle um and then kickstand and then second grade does have the keyboard. We wanted to keep one to one at second grade so that in third grade when state testing comes around they're not adjusting to everything all at once. They've been able to connect to that keyboard at least a little bit leading into that year. I'll just put it out there pay you pay to own I guess lease to own >> and with that four year window >> and I was thinking in four years will be antiquated >> they will be a little antiquated we do purchase uh what's called Apple Care essentially as long as the child hasn't you know stepped on it

and thrown in the middle of 15th Street we can send it back to Apple and they'll do a full replacement that that includes battery life so as soon as that battery life drops below 80% we're able to send it back. That all helps maintain the letter grade. Everything gets graded A B C D. It's kind of equivalent to school concepts. The higher the letter grade, the more buyback we get on the back side. So there's there's quite a few companies out there uh that we can work with and they'll come in essentially take our whole inventory that we want to trade in. They give us a dollar value. Then we try to uh working with Jaclyn, we're able to keep that within the technology wing and apply that to future leases. But this is lease

own. at the end of four years if we need to maintain it. And for example, our iPad 8s, they're currently on our sixth year. They're they're chugging like a choo train up the hill right now, but but they're they're getting the job done, which is part of this refresh. So if we do get into a situation where we have to maintain them, Apple does support that next few years after >> we got These are the five. >> I think those would go first. Absolutely. >> You guys want the keyboard or no? We can >> do say, you know, >> I'll see what I can do. >> Okay, let's vote. iPad. >> Candi's got an iPad back there, too. >> Okay. Item 10. Vote to approve or not approve the purchase and upgrade of district phone

systems. >> Yes, President Sandridge, members of the board, Dr. Cobb, I'm requesting the approval to invest in and upgrade our districtwide telephone systems. This upgrade replaces the district's aging phone infrastructure, specifically our onrem component of it. Moving the forward to voice is a in the cloud concept. Um ultimately moving forward now allows us to replace the system proactively rather than waiting for failure points that could impact campuses communication and safety. Uh we are currently up against an unknown clock of we've got a a piece of hardware in our server room. It's got a three to three to five year like end of life cycle, but if it goes it's even more expensive to replace that one piece to maintain our system. So, this would be a complete overhaul of the physical phone. A cool feature

though is it does add a soft voice to this. So, if you think about a um if a teacher has to be away from their building, but they need to make contact with a parent, they're able to use their computer or the internet services uh to do that. I'm not saying after hours by any means, but if you're at a conference, you need to make that contact. That's just one of the wins. Uh you can also check your voicemail in a soft mail capacity. So, there's a few other features that we don't currently have with our current model. So does this uh will they have a physical device or is it a laptop? >> No. So we'll maintain the phys the physical device. So ultimately there's getting a nice shinier new phone. Uh we currently

have Cisco. Uh Ford Voice has their brand that they'll they'll bring in. Um for VoiceO has just done there's a few other districts in the in the metro area that have moved to them. Uh they just understand the conservative budgets of K12 education. Um so this initial investment is is hefty. But I do want to note like the approximate the renewal or the yeah our annual renewals um is just in the 10,000 range depending on the year. Um currently just as an example next year if we maintained our current system we would pay $86,000 in flex and that's just to maintain the the switch so to say that's not the other components of our >> we got to do upgrading this is something that's Well, and we don't need our system failing at an unknown

time in that. It's going to happen. We just don't know when. >> Correct. Yes. And to Mich's point about reunification. I mean, heaven forbid something happens in that capacity. We don't have great need to keep moving forward. >> Another question is >> are we going to have uh are we purchasing the web option >> that's conferencing or is this we're just in >> right now? We're just doing this initial component. Port Voice is very dynamic with their kind of soft options. Uh we can look at those. I think the first this first year just to get it off the ground. We'll have our phase out process. 21 sites is a lot of sites to get to support and train. Um we can certainly look into the options with the renewal cost being so low. Those

options now become affordable. >> We do have options to add on as >> and even if it's not with Ford that would open up budget for other areas. Yes. You already did it while ago. >> This one I did. >> Nice. >> Job security. >> Great. Thank you'all very much. >> Okay. Item 11. Vote to approve or not approve blanket POS for produce orders. President of the board I am requesting for $25,000 >> for um the state currently there was a federal grant the local food for schools grant that was out of the budget for this school year, but the state actually adopted that same model. So the state has a state funded local foods program and so you can apply for up to $25,000 for each cycle. Um so we just went through our

first $25,000 for this school yearly. >> Yes. So we place those weekly produce orders. Um, right now we're currently purchasing from farms in Tulsa and let's pass item 12. Vote to approve or not approve new policy J49 item child and nondiscriminatory identification. President Gandridge, Dr. Pog, members of the board, I'm requesting your approval for policy J49. This policy reflects our district's responsibility to implement child practices as defined by the federal law under IDA and state policies and procedures. The language in this policy is intentionally aligned with both federal and state guidelines that require school districts to locate identify and evaluate children who may have disabilities. The purpose of bringing this policy forward is to ensure our district's practices are clearly documented, consistent, and aligned with the already existing federal and state laws. >> I want

to ask I also have to look at all the kids and kill kids in private schools etc. So how do we work through those dynamics in private schools? >> So the law tells us that at the beginning of every school year, we have to have what's called a consultation meeting with any private school that falls within our attendance zone. During that consultation meeting, we talk to them about our child procedures. Uh we let them know that we can evaluate students if they feel they need to be evaluated or if a parent requests the child that's attending a private school to be evaluated, we have to have that obligation to do so. And those consultation. We also talk about what those services will look like. Um the majority of the time they're not direct services, but

they are consultation or collaborative services that we work with. >> So those numbers will still go with that private school. You just have to locate the kiddos. >> Uh we actually get to count those numbers in our child counts. City carriv >> I think it's when you look it up because I had a I have a lot of concerns with this policy. Um it's really I think the purpose and please correct me if I'm wrong. to identify children who may have a disability so that we can provide them which is the free and appropriate public education. They the standard says we will provide that to you. So when you have someone with a disability then maybe we need to take an extra step to identify them and get them that free and appropriate public education.

And appropriate is the I think um I just in review if if we don't have a correct policy in place what concerns me is that um abuse of it in the future and yeah and so >> but for private schools we just want to offer that service >> law So once they have that IEP at the private school, those teachers there are bound to follow that. >> And when you start looking out on the federal regulations and then you can also drill back down to like the state, the Oklahoma State Department of Education has a really nice program outlined for child and other things that are documented in there. So just want to make that policy that we put in place today is what we want it to be and it will last right on

into the future. So that >> I'm still researching. >> Do we have policies in place now to this? Are we just updating this to reflect our policy? >> So unfortunately we've never had a child policy in place. And so if our district is ever audited by the state, the first thing they're going to look at and if we have a child fine policy in place and does that child fine policy match the verbage of IDA or what's in the state policy and the procedure the first step is identify the new policy and make sure we understand we kind of from both the state and the legal aspects of it and even if it doesn't work out to be perfect because Perfect. For how long? >> We can still go in and update. So, it's not

that this has to be in stone perfect. It's update. So, but I do the verbiage and everything would use the fact that it is based on >> do we have >> like Dr. Kirk asked like a very specific procedural question. Do we have that documented somewhere? >> Yes. As far as like our private school evaluations, we as a district have procedures in place that we follow. So if I leave another director comes in or another director after that comes in, those procedures are still in place. >> If I win [laughter] the lottery just like the umbrella policy, right? Then we have just procedures that we follow under our special services department that goes into more detail about um eligibility evaluation, what private schools look like. Um there's also some different criteria when students are like

awarded the state that we'd have to follow those kind of things like that. Item 13, vote to approve or not approve change orders. Number two, number three with our group for Carlbert High School baseball. Mr. Wolf, >> as president stands, This is a change order for the const and I we know I know certainly change are normal because things happen as the scope of material things that you need to do. My question is going to reflect all the chiefs that you introduced to him tonight is how does that impact the overall budget for and also the timeline. >> So is typically >> that's one of the Let me ask do we have a standard of care limit in place meaning that if it's design it's a design district but there's a limit all standard of

care, but do we have anything like that in place? >> Um, yes. We're not going to pay for something. I've never had a major project. I need that language verbage that reflects that language versus a new slope that they would not have anticipated. If it was there before, why would it not be put in the considering it was there? What we discovered is when we got into the project didn't we don't do something that slope at first >> the other change so one change order for concrete change order because the slope is don't want So the one kind of >> this is three keys or some >> is it not? Yeah, this is >> this is for my daily life. >> It's the fact that when you have something already there and you're fixing something,

norally all of it's in the court. So that's why I was like >> I I will tell you change orders are project going on right now with almost half a billion dollar bond issue. >> Construction going on better. >> Say last half. >> Yeah, we're going to go last half. >> I'm excited about the direction we're going. I'm really excited. Again, it's contingencies are covering it. So, just clarification. >> Rick will be the first one to tell you. If we don't spend it here then passes item 14 to Approve or not approve GMP amendment number 24est addition and renovations. >> This is the GMP for the richest project of that school. This is similar. We've got three of these. Have we exceeded guarantee maximum price? >> No, this project is close to right on budget.

like to know where we are in the budget, what that change order looks like. >> Again, I'm used to my >> verbiage, but um just so we we can see a full picture. So, you know, it may say question because then we're seeing it right there where we are, where it's going, if it adds days, if it takes away. >> Yeah, these are GMPS. These aren't this is just absolutely one of the things we do whenever we do lots of what that us cost of that project. We want to make sure we get the base project, but then if we've got funding available, we can add some things that >> this is that'll keep kids. >> Uh [laughter] yes, that's the Well, I'm not going to guarantee it. I'm gonna make it harder for him.

>> It's middle school proof, >> right? >> Yeah. proof. >> GFP. >> So, this is to get the Cleveland Bailey project started. Now, this is not the full project. This is just the early Uh what we discovered at Cleveland Bailey is we need to get the safest. So in order to get this started Motion passes. >> Thank you. Item 16, vote to approve or not approve for Bolt Construction to remodel MDTC practical nursing area. >> Very excited. And first of all, February's uh career tech month. So, happy career tech month. So, >> thank you for all your support. >> That's right. >> So, President Standage, members of the board, Dr. We're here to ask you for your uh approval of our guaranteed maximum price and that is to remodel the daycare wing and the nursing

wing. So, we're going to have a state of the art health wing which will include our LPN, our health careers. Also, we'll have a available classroom or two for extra programs. We don't know what those look like yet. Um I also want to thank my executive director um Blake McCrab who was lead on this project. Second, >> I do want to ask that I know that within the language they encourage technology center to do an odor contingency. Are we going to exercise that or in the language they encourage a technology center to also have an owner contingency plan in place for potential design fls etc. I well I read that differently and certainly exactly right but it says here they recommend that technology center carry a separate order contingency and or design contingency but for

potential design scope changes etc. Gotcha. The design fe you're going to outsource. Thank you. Item 17, vote to approve or not approve all actions recommended in the human resources report. Miss Houston, >> President Stand, members of the board, and Dr. First item I have is our monthly personel report and asking your permission to proceed. >> Second question every meeting where we >> one of these days I am going to say we are fully staffed >> that we are still working on it but we are in a new partnership that we're going to visit with you. I guess I can briefly touch on Dr. Uh it is a partnership with Edwell WGU which is Western Governor's University and OSRC. >> Got WG is the Western Governor's University and basically what it does is it provides a

more affordable college tuition for current employees and then we provide course work that some are not currently getting. So for example, some people maybe are working on a bachelor's in general, whatever. It doesn't doesn't involve any training on classroom management, how to set up your classroom, how to have parent teacher conversations, how those important things that are sometimes missing. We will be offering that to our teachers. And so I'm very excited to see how this goes. But more about that later. Our next item is just asking for revision asking for permission of revision 2025. travel stipens. With the addition of Dantre, he'll be visiting a lot of our sites and all all over the district. And so it just provides a travel to help him out with what he'll be doing. Second, no new business.
