Chapter 6. It's time to begin our meeting. Uh this is the uh February 19th, 2026 uh birthday school board uh meeting uh work session. Uh we have Anna Hua here, Megan Kill, Michelle Roberts, and myself, Nate, and Deianne is on the screen. Hello Dean. How are you? And uh unfortunately um Carol could not join us today but or Julie Julie I'm sorry but uh well they'll catch up later on. So the first item is called order now the flag pledge. I'll stand and pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> And next on our agenda is approval of the agenda. Uh we have a motion. >> So moved. >> Second. >> Motion
to second. Any discussion? None appearing. Uh call for question. All in favor say I. >> I. Any opposed? None opposed. Next item is Alan Leiddesma, Oak Street proposal and discussion. Alan is right here for us. Yeah. So, we um I wanted to um just introduce Allan real quick. If you don't know him, Alan owns Euerto Sports and does a lot of great things in our community. And um Allan's uh talked to us a couple times throughout the years and and we just started up conversations again about possibly partnering to um help his organization out, help the community out, and also help the district out. And so we know that in times of um well, anytime we should be working with community partners, but even in times of, you know, a declining enrollment and and budget
concerns, how do we improve opportunities for kids? How do we improve district facilities? and Allan um has approached us with some really unique ideas that I think that we should maybe talk about and consider. So Allan's going to present and talk to you about some ideas and then I wanted to kind of gauge, you know, the cuts of questions you as board members have for this and then we could try to research this more, get more information to you to see if this is a possibility of of exploring this further. So Hen, you want to take it over? >> Okay. Thank you. Well, thanks for having me here. Um, I want to share that I've been here in this community for 33 years. Always involved with youth and sports mainly. Uh, we talked about Oak
Street Park few years ago. I approached Mike Forester probably 10 years ago and he say no, we're saving that land because we'll build a school over there and then we drop it. We look at other options. Always looking for a place because we lack of facilities. We're all competing for facilities all the organizations, you know. So it's a big problem right now. So uh during co I lease a place at the mall where Harbor Freight is and we used to go there and play every night. And then uh the agreement with the mall is like a national tenant comes we leave. So Harbor Freight camps we left we went to Macy's we built two indoor facilities inside Macy's. Two batting cages we had inflatables. We had a a indoor place for many many activities not
just soccer you know uh we had when kids were going to universities or college they were signing there we have parties there we have I mean it will be just a place to gather kids because we don't have indoor facilities I think we rely on the school facilities you know and then like right now is the first s first winter that we do not have a place so usually registration ations for winter soccer. We play soccer all year round and registrations usually are open for two months. This year it was for less than a month because I had over a 100 kids and not a place to go. Uh but thankful we work with Kings View, uh Boys and Girls Club, uh we have sunset almost every night, Milner Crest. We have four places to
go right now, not every day, and it's still not enough. So this year I had to say no to many kids and even the kids that were able to register, they're not getting the training or the time to experience the soccer that you we usually have the opportunity to do when we had a place. So uh there is a new nonprofit called Bay Growth and there are three major projects in this Kbay growth. Number one will be to clean this furry. you know, we're talking about wastewater treatment plant and to bring the salmon back. So, those are two of the three project. The third project is to build an indoor facility for use and that's this picture or this picture. Okay. So, we're talking right now with two organizations to build an indoor NCAA track
and field facility and you'll have a soccer and football field all indoor. It'll have tennis courts, volleyball courts, basketball courts. At the beginning of the project, we start talking about water park, but but talking with the two organizations, they say, "Let's not do the water park yet. Let's focus on the youth activities and four baseball fields." So that's in the talks right now. We're talking right now with the city of Kus Bay and the Port of Kus Bay. That's not our >> Yeah, that's that's the big project. >> I mean, we could talk about the water park maybe, Mark. [laughter] >> So So that's the big project. Yeah, >> that's a facility they're discussing with >> Kus and that's long. >> Yeah. So but then I start thinking that's a huge project. It's going to
take three, four, five years from now. What we'll do meanwhile? So then I go back to Oaka Street and I know you guys have plans to build a school there, you know, when you need a space. But then I start thinking, what if we build an an indoor facility on a place where when you build a school that can become part of the school too. So we don't tear it down. We don't have to relocate and you guys have full access to that. So my idea that I want to present is we partner up where we upgrade the soccer field. We can tour it. We can put lights and a scoreboard and then we'll list a portion of OK Street. That's the other drawing that I have here. The picture. This one. >> I don't
have that one. I have this one. >> Yeah. >> Oh, that is it. >> Yeah. Okay. You guys have >> Yeah. Yeah. So the idea is now to improve one of the soft fields and to build an indoor facility that when you need the space to build the schools during school hours it will be a full access for the school for PE whatever you guys decide and after school we'll get to use it. Uh on a previous presentation to another organization they say well we're going to lose a place for our kids. We work with the same kids, you know. So, you have it during the school time. After 3, after 4, we take care of those kids and teach them whatever we want to teach them. >> We were um Al and I, we
walked [clears throat] we were walking around Oak Street here. Um and and it's true. We've talked about if we did get a bond down the road, this would be our one piece of land that we have where we don't we could potentially build a school. Um it would have to based on the size of the property, it would most likely have to be a two-story school um to fit to, you know, to really grow into. Um but if there was a if there was a a covered play area that could fit in there that we could use, that would be very helpful and beneficial to us and we would be able to use this during the day. We were walking out here looking at different options because we do have all this space down here
too that's unused. It needs a little bit of um work as well. But but we were talking with the um the the head of the organization um who >> Dennis >> with Dennis. Is it okay to speak? >> Yeah. Dennis Dennis. We were talking to Dennis. I didn't know if you want me to use his name. Um and so Dennis was saying he was looking at all this and he looks up at our fields and he says, "Well, why have two mediocre fields when you could have one really amazing field?" And he started talking about what he could do for one of our fields. So, we could take this one of these grill softball fields and make it into a top-notch field. Stadium lights, turf, some maybe some bleachers up there and um >> the
scoreboard. >> Scoreboard. >> Why do we have to? >> Because the JB plays on >> and so we did bring, you know, I brought Brandon I asked Brandon to come so we could talk about that when you have questions like what that might look like because a lot of schools only have the one field. Our boys has the one field. So that would give them the ability to essentially easily already have a flattened space to then roll out turf for the soccer field, build the cover for the soccer field. There'd be a lighted covered area. Um we could potentially use it sometimes for practice when it's super wet and you know we would partner with them of course, but during the day we could use it and then we would have a top-notch softball field
for our players. And and this is something that, you know, when we've talked about our boyfield, our boyfield is such it's amazing, right? I mean, the the the the grass is manicured and perfect and then they've talked about wanting turf. Well, we're not going to put turf in there if we can't put in turf here. And there's nobody keeping this field as quite as nice as one of the volunteers for this one as we do for Clyde Allen. Um, so I'd rather put in turf here for the girls to get this started for the softball teams, you know, um, and and really build this field up because Clyde Allen is already up at that higher notch. And then when funding becomes available down the road, we could then put the turf into Clyde Allen and
not have to worry about trying to do two fields at once. >> How often are both fields used at the same time? >> That would be a branch question. Uh it [clears throat] really depends on numbers. Um so you know well at the same time like on a game situation at the same time it's very rare because you know balls court um you know I was there last last spring was playing J was practicing. Um but then you know as your numbers increase or decrease at your parents. So like if you have 15 year old girls out to the program, you know, it just becomes a nice space to be able to 25 out of the program, makes it easier to team. So um essentially, you know, baseball has, you know, one field that they
use, so they, you know, manage practice that way. Um a lot of schools are our our size four level that only have one softball up field. Um, so it just kind of depends on like [clears throat] Tim said, you know, is it worth improving the ones up field, you know, we have lines that we could actually, you know, practice later. So one team can practice at night, we have a game, we'll practice later. So we we would have more of a use for the field each day versus, you know, being a guard. So um, you know, it's not definitely not out of the question and definitely not something to like, you know, put the ball on right now. >> Yeah, definitely. It definitely would extend the play time. on the field. Another nice thing about
this is that it leaves it would leave these and and there's other options we can explore. This is this was probably the most desirable option and I think through my lens it is as well. But this leaves this open so we can continue to use this. You know, other organizations could also use this space. So, we're not taking away from something else too that that's already in use. We would then be improving two areas that we could use. >> Where would the school go? >> If we we we would end up building it over here. But if we put a field in on that baseball field, that's not regulation field like a soccer field size, right? >> It's not, but it's it's good enough for what we need. >> So that corner is like 55,000
square feet. At the moment we have 40,000 square ft. You know, it's not perfect for what our needs, but remember, we're also working on the big project. So this will be something that could happen in a year or two if we were agreed to work together versus the big project that we're working with uh the city of Kay and the port that would be an indoor track and field facility. >> So the soccer field is really designed for the the little kids. >> Yeah. >> Growing up it will be more to replace what we had at the complex. >> Yeah. Right. you know and at the conflicts we had I mean like uh Norban soccer team they came and playing indoor you know when the field were they had a football game so they'll call
me can we come so they'll come and play and baseball softballs they'll come and use the body cages so we'll manage it the same way that we manage uh the complex you [clears throat] know >> one thing here too is this is the regulation field over here so if we if we if the soccer field is over here there's a lot of unused space already so it would make sense here we would just need to extend this fence line out a little bit to make that one the regulation size on the >> softball. >> And then of course we we leased the head start. That's our property too. So we leased the head start to them. um that this building in the parking lot. We have a there were things that when I want to
get your questions that you want answered in order to explore this further, but we do have a lease agreement with Head Start for the parking and then we have anou with the city on this the rest of the space and and we can um build things and have things put there and and that that's all up to our discretion. >> Well, [clears throat] that's my other question is where are they all going to park? Yeah, we'd have to roll. We'd have to probably, you know, bulldo some area out here and put put some gravel in it somewhere or when you have games or >> Yeah. Usually usually we our parents drop the kids to we don't need a lot of board games. >> Yeah. So it won't be like games. You're talking about like practices?
>> No. Yeah. It's too small for official games, you know. It's it's mainly practice just like we had at the mall. It was practice. >> Yeah. uh it'll be almost 60% of a regular full-size soccer field but that's big and that will help also other organization that we will not be asking for sunset miller crest all the other location that we have access to now it will be free for other organizations we're struggling I mean we have basketball now we have a lot of traveling teams and we're competing for space and and the kids are not getting the full training >> right I'm I'm Still confusing. Can you point out where this facility would be on the on the field? >> The soccer facility would be under field. >> It's one of those two soft
you're not building a facility. You're just building a field. A covered field covered. >> Yeah. >> So you'd be taking away the you'd be uh putting the softball field in a different location. >> You have this Nathan where it shows right here. It shows the soccer would go there. >> Well, I can't read that. Oh, sorry. >> Soccer fields. >> Okay. Operation. Oh, I see. >> Tim. >> Oh, okay. All right. So, so the other it says soccer field on the other two places. What >> that? >> Yeah, that's still for anybody's to use. You know, >> the challenge. >> Sorry. The the challenge is if we were to build something here, it'll be great for soccer, but when you need a space for the school, then we'll have to demolish it. So, we're trying
to be on a place that when you build a school, you also have access to that place. >> Is part of this proposal upgrading the uh where you have that are not covered. >> No. No. Yes. The soft field for the high school. >> Pardon? >> Yes. The soft field for the high school. We wouldn't touch the other area. >> Okay. I see. Okay, fair enough. >> And that's something we could explore later. I I I didn't realize that those those lots actually have irrigation. We just we just have >> we practiced on those before they get rock solid. >> I mean, >> it depends when you're going to build something. We could improve that, but I'm talking about that for now. But it'll be ideal because we have too many kids right now. So
what happens when you finish the other one? I don't know where it went, but what happens? Oh, I'm writing one back. >> Uh when we finish that, then this will be just additional, you know, and we can share it with other organizations or >> Yeah, the other one will be full size and track and field. NCAA track and field the only one in the coast and this is of course zero expenses for the school district. So yes, we'll lease it. >> Where's this one planned to be? >> So that one we're talking behind Cascade with the city and with the fort we're talking on east side >> by the boat ramp and they also have land at the north pit. So we're still talking with them probably next week or the four week. >> Well,
I mean the north spit then you're kind of in our area. So I don't know that might help us. We might like that. [laughter] >> Might be looking at North Kit. >> People have to cross the [clears throat] bridge. >> Oh my gosh. I you know I and and I mean and speaking to Dennis too I mean he has a lot of wonderful ideas too and so I mean I see this opening the doorway for for many other possibilities. >> I mean he's a scientist so you know I was talking about potentially rebuilding our science labs at some point and you know he he definitely wants to leave a legacy behind but I think this is a place to start. >> How would it how would it be covered? What would it be covered with?
either a dome, you know, they have I don't know if you seen those white domes. Yeah. Or a metal building. >> Okay. >> So, this will be more a smaller scale. Yeah. >> And less expensive. Yeah. You know, so I'm praying, Dennis, let's build something for the kids now. We need it, you know. >> We had state meet every year. Northland went to it. Uh swimming several years of good community in outdoor pool that had a dome over. >> Yeah. Yeah. And and I think we would if if we explored this, we'd be looking at sort of a a nevergreen type of lease agreement kind of like we have, you know, hower fire department. We have they built that that property up to be a fire department. Now they're they're now they're upgrading um sort
of upgrade, but now they're upgrading. And so that facility it if they ever leave the facility, we get that land back with the facility on it. So or if they decide to you know merge with another fire department that comes back to it would be the same concept you know just an evergreen running they would maintain it they would have the agreement to maintain it do a dollar a year type of lease situation and and then we would have the shared use agreement for the day >> they have walls in it coming down >> walls because probably >> you have your tech call there >> yes I'm >> [laughter] >> Yeah. Yeah. >> And and you know, right now, you know, this is the the dreamer phase. And so I I like jumping on board
dreams. And so I think especially if there opportunities for kids um and and for expanding our partnerships. So if it's something that we do want to explore, obviously there'd be a lot of legalities we would look into. We would obviously have look at building codes and they would, you know, do some architectural work and there'd be a lot more phases. >> Yeah. How how does it work? I guess I don't understand. How would where is the money coming from to to make the other softball field nicer? >> They're going to do it with >> We'll do it >> with the money of from where >> for a nonprofit. >> Okay. >> Yeah. So, we'll take we'll do the upgrade. We'll do zero cost to you. >> Okay. >> Yeah. >> That would be the that
would be part of the tradeoff. >> Yeah. That's a huge trade-off. >> It's a it's a win-win. I mean, essentially >> I mean, it's it's a win-win for us and it's a win for the organization. And I know I talk a lot about soccer, but I mean, uh, even now, you know, it's raining. The softball team wants to go and practice there after school. I mean, we we don't use it usually until 4, five, you know, and that and we're flexible. I mean, they're the same kids, you know. So, it will be an indoor facility for PE, for softball, baseball. Even baseball can go practice there if it's raining, sweat. That's what they used to do here at our cockpit. They call me, "Hey, it's too wet. Can we go throw the ball?" Yes, come
over. I know it's a guesstimate, but you keep saying it's the same kids. How many out of your quarter kids? How many What percentage do you think are North Bend kids? >> North kids uh on the younger under 12 probably 40 to 50%. You 10 probably 50 or 60. There's a lot in our >> on the older there kids. >> And is that because of your relationship with the district? Do you think if we had that relationship here, we would build that? >> I'm here for all the kids. We even have kids from Brookkins. We have kids. We have the girls coming from Kil. Um I don't want to get into a little of drama, but the reason years ago there were some some coaches in Nor school district that they were told their kids,
if you play for Porto, they're not going to play for the high school. >> Oh >> yeah. So I talked to Mike Forester and I say, "Mike, if you don't see kids from Northern in my program, it's not me. It's your coaches." Those coaches are gone. So now we have a lot of kids. Megan is aware. >> Yeah. So it's we're building. I'm close, very close to both coaches, three coaches, the two coaches with the main and Tony. So, we're working on building the program. I talked to there was a parent very involved here team. >> Yes. And I told him, we need to work on the youth. We need to work on the youth because Northbend boys used to be used to go to playoffs all the time. And then things happened. I distant
myself from Northern School District soccer because, you know, because I won it, you know, but it's different now. We have a good relationship. I'm even going to the middle school taking pictures of basketball town, you know. So, I have a good relationship with uh Jake. So, but that's I don't want to focus on that. We move forward and and I'm in touch. I mean, the the high school soccer team, they came to the complex, you know, we have last night, Tuesday, Dylan came playing with us. They have another kids, but because I closed the registration earlier, the other night, we had five kids from the high school that they came and play. They used to be uh Sam CCS, Sami Puerto and I said you can play but you need to register because at that
time we had five teams for two hours of games. So the kids that register it wasn't fair for them. So register on time and you're welcome. But the ones that did register on time they're welcome. I don't look at cities or >> But you think there's a good percentage that are offended right now. >> Oh yeah. >> Yeah. I there's a lot. >> Yeah. You think there's probably 20 and 20 kids on each way and Yeah. And the younger ones too. >> Yeah. >> Brandon, what do you think? >> I mean, like I said, I think it's, you know, to get the upgraded, you know, varsity field. I mean, you know, without it like JB softball fields are not that expensive to build. So, if we, you know, hope the poor project comes in, we
start expanding to have 30 girls like we have the field, the practice field down here by the football field, we can develop um you know, you know, like >> you just said we need to develop that field down there. I think we've had that conversation. >> Well, there's a lot we need to do down there, right? I mean that and yeah, building something that's at the JB level down here would be inexpensive. that you can go to JV baseball. I'm not doing that right now. >> My kids that I coach were very good about going and there was a huge group of kids >> more than they there's a lot more especially in the indoor winter one. I'll tell you >> part of why I was asking that too was I mean I automatically think
you know we talk about we want to build up North Bay to make it more >> appealing and so I'm automatically thinking that's really great space but I could see if you have kids that live in off Libby they don't want to drive out to North Bay to do [clears throat] soccer so I get it just asking >> I would say you know I know like I just got a email from like the youth soccer lessons that are you know using they're using it after after um you know high school teams are on it you know till dark um and so you Same like we had lights these out a little longer field get settled and we need to you know build a field bay you know for the public out there that's super easy.
So um you know I think there's there's an avenues to to make that work you know the the big project I'm seeing there's multiple baseball fields you guys going to try and do like a combo field baseball softball or just really straight baseball. >> Oh we can do baseball softball. >> Yeah. uh on the bigger project baseball and and maybe soccer. I'm not too familiar with soccer, but baseball uh metform they have four fields there and it be it brings millions of dollars to the city. Millions. >> It's an amazing company. It is. >> Yeah. >> So, we want to do something like that. And I already have soccer teams from Eagle Point, Medford that they say if we were to have what Medford has in the coast, they'll choose us before bed because it
gets too hot. It's hard to play soccer on baseball. There is another facility in Bend Oregon that in October if you try to schedule a team to play in their league it's full in October it was full for the whole 2026. So software and baseball will bring the money to develop more and and and this is just the beginning you know if there is more money in this nonprofit we want to improve school facilities too you know and we also talk about CTE I'm talking about like the radio you know uh you guys [clears throat] have equipment right now maybe you don't have a program Marsh has a program and have the kids from Nor the opportunity to do radio you know so uh I've been sharing in that and there is uh to talking
about regional CTE you know because the numbers and the money are not there for each school to do it and we had meetings uh Hen you were at the ESD meeting >> and then there other group Swager Stevens and so you know so there's there are people already thinking on regional for CTE and Dennis is big on that you know we talk about fly simulator we talk about culinary robotics so the big building will have over 20 rooms bigger than this to do things like that, you know. So, it's not just sports and [clears throat] activities. We just want to improve the opportunities the kids have. And then it's two other projects that even bigger to clean the bay that is not in good shape with viruses and parasites, you know. So, he wants to
do that. He already talked to both cities about a wastewater treatment [clears throat] plant, you know. So there are bigger projects but baseball and soft probably will bring a lot of money to keep improving uh other facilities in the school. We rely on the schools and I'm glad both school work with us you know but we're also taking time away from other sports and >> I mean Allan does so much for our schools. You'll see I mean how many years have you done the photos at graduation? >> Oh 15 years probably. Yeah. >> No, I'm I'm a community person. I'm here for the kids. You know, I don't have kids, so it's easier to be there for kids. >> We need to build up the streamline of soccer kids that come in. You know, I
I've watched the soccer program as Nathan and we just are dwindling. We're not getting the flow that we need. So, I mean, it's important. >> Well, Nathan, Erica was the last class that were playing with us and we were playing against team from Eugene. Uh, our teams compete with teams from Nevada. We play against the number two from Nevada. So I take 14, 15, 16, 17 years old and compete against 19 years old from Nevada. We're the only team is the only team that is not ranked by state and we compete with team that are ranked by state and that's what we need to do with all the schools, you know, and I'm here also for Koko. We play uh in the winter uh spring we play with Newport, we play with Florence, you know,
we have kids from Portland Community College coming here and playing us, you know, tech ball. We have kids from Corban. They're coming play us. We're the only club that was invited to uh a tournament with where they were all universities. OSU. Uh there was Washington State and I Porto was there. And my team was formed with kid from Bandon, kids from Nor, kid from Kay. Yeah. >> Awesome. >> And that's what we need to do. I'm I'm passionate about soccer. I do partner up with Boys and Girls Club to do track, basketball, and volleyball. And I support, you know, I sponsor the uniforms and everything. My passion is soccer, but I'm here for all the kids, you know, >> and I see this being like, [clears throat and cough] you know, here are all these
kids from all these other areas are coming to Northbend. They're coming to our property at Oak Street and they're participating in soccer, which is going to benefit our programs long term. But it's also another one of the things that make Northbend School District the destination district on the coast. >> Yeah, we want to become a destination. And like last night I went to take pictures at middle school of basketball and jet Alan can we do seven on seven football for seven eighth grader. Hey you get the kids we'll find the lead. That's my answer. You know I done same with track. I do track with rose club forever. There was uh another group that wanted to do track or basketball like Kings View. I support I sponsor Kings View too. So I just want kids
busy. That's that's my agenda. So, tonight we're not making any decisions, but um I think if you're feeling positive about the exploration of this project, I would love to invest some time working with Alan and trying to trying to see if we can um find out some of the realities around it and what the city, you know, needs from us and what what we need together to make this happen. If you guys are feeling positive about it. >> Yeah. And any questions? I'm here to answer as many questions. you know, >> I think we would get a well a small committee together and we would obviously talk to our softball coaches. >> You've answered my questions. I mean, and I mean, obviously, this is a preliminary phase, but I think it's a a great concept
to explore. I would welcome Tim to meet you guys on committee and and kind of run with it and see where we go. >> If we can do something, I guess it'd be good. Yes. >> What's your ideal timeline for implementation? >> If you say yes, next day I'll talk to Dennis and he's he's already getting quotes, you know, for other project. But yeah, it'll be right away. Yeah, we're missing out. This is the first time in 33 years that I had to close registration earlier. I have to ask kids not to come back because they're not registered. And it's not a good feeling. It's not. So that's why I'm happy of the big project. I don't want to wait. >> Well, not until software season's over because it's just about start, you know, we'll
we'll we'll we'll we'll talk about the properties. We'll work out, you know, some some language of what things might look like and we would of course bring that all back to the board for an official decision on >> Sure. >> on doing it. >> And I'm available anytime for any questions or concerns or ideas. You know, it's Yeah, I see. >> Questions that I answered that. Thank you, Ad. >> Yeah, thank you very much. >> Yeah, thank you. >> Hopefully we'll be in touch soon. >> Sure. >> Okay. Thanks a lot. >> And I'm serious about the water park now. [laughter] >> Yeah, the water park. >> This is the end of the business items and we will be transitioning to CTE program review. We will now be ending the live stream session of this
meeting. Behind them.
