004brought down our xylophones or our students one of our gems is our music program but we can do that so in lieu we have a video to share with you and i hope that you enjoy it this is mrs traylor's first grade class [Music] what a wonderful [Music] is [Music] to myself [Music] on the faces [Music] they're really saying i love you baby [Music] when i think to myself [Music] what a wonderful world [Music] [Applause] yes thank you so much just you know out of the mouths of children such a wonderful school that we have and when you just stop and take a moment and look around so many wonderful things all around every day here at hill press so come visit us and thank you so much thank you great song okay we'll move
005on to public participation and the first speaker will be sammy pearson sorry um thank you i am here to urge this board to vote no on this uh nondiscrimination resolution the district has policies in place regarding discrimination and teaching controversial subjects policy inb and ac for those of you are following along at home um so this is not needed and if one is needed it certainly isn't this one uh just vote no and end this in august you heard the public tell you no we formed a committee which wanted very different things than what's in this draft and here we are back again with the same document that only serves to marginalize some students and their families don't become a school district that only cares about a portion of our students be a district that
006gives a thorough education be a district that follows what they say which is every student every day every way please do that vote no on this resolution but vote yes on the bond okay thank you sami uh next up josh davies all right uh good evening sir jordan vice chair of peace uh second vice chair simpson board members hey josh you can take your mask off when you speak i should have said that a little sweaty um and superman booked in uh my name is josh davies and i am the honest tribal member i serve as both education director and as a member of tribal council for the confederated tribes of coos lower umpqua and seislov indians i am here to testify against a resolution regarding non-discrimination first the tribe is extremely disappointed that we
007have not been consulted regarding this resolution this resolution will impact the teaching of history including the teaching of the history of the tribe this unfortunately has tragic elements that could make anyone feel uncomfortable this resolution will also impact how schools deal with issues of discrimination which could threaten the safety and security of our youth we urge the school board to defer any action on this resolution until there has been an opportunity for the district to meet with the tribes to discuss this resolution and its impacts second as far as the substance of the resolution the tribe is pleased with the language and the resolution that the district will not tolerate racism and racist conduct in its classrooms we commend this language this sentiment is a value that should help inform the teaching of american history
008in its classrooms however the tribe is extremely concerned about the language and the resolution that would prohibit teaching that may make individuals feel quote-unquote discomfort guilt anguish or otherwise uncomfortable there is much to be concerned about when it comes to the teaching of american history the tribe is well aware of the long-standing influence of history and textbooks that curricula which neglect to tell the truth of american history teaching history of my own tribe and of tribal people across this nation was often ignored our accomplishments culture and treatment by the united states during settlement was often missing for years the only thing children learn about native people was a thanksgiving story unfortunately history has not been kind to tribal people and teachers should not be required to sugarcoat history in a way that ignores its reality
009in 1860 our people were rounded up by the federal government and marched 60 miles to a reservation on the yachts river and in prison for 17 years during this time 50 percent of our tribal members died during this period due to the deplorable conditions including starvation mistreatment and disease it's a hard history it causes me discomfort and anguish to talk to you about it today but ignoring this history is not good for the tribe and it's not good for students the resolution risks infringing on the rights of teachers to teach and students to learn the clear goal of this resolution is to suppress teaching and learning about the role of racism including the treatment of native people in the history of the united states i know i got about 15 seconds i won't go much
010longer than the three three minutes teachers must provide an accurate view of the past in order to better prepare students for community participation and to understand where they are today suppressing or watering down discussion of difficult subjects deprive students of opportunities to discuss and foster resolutions and solutions to social division and injustice so solution cannot erase concepts of history it can however diminish teachers ability to help students address facts in an honest and open environment capable of nourishing intellectual exploration the school board owes students a clear eyed and frank delivery of history so that they can learn grow and confront the issues of the day knowledge of the past including what happened to my ancestors and tribal ancestors across this country exists to serve the needs of the living this includes an honest discussion of
011all aspects of that past americans of all ages deserve nothing less than a free and open exchange about history and the forces that shape our world today the ban the tools that enable those discussions is to derive us all of those tools necessary for citizenship in the 21st century we learn history so that we can appreciate where we are now and work to be better in the future and i'm reminded of the quote those who forget their history are condemned to repeat it for those reasons the tribe opposes this resolution thank you for your time this evening and i apologize for going over okay thank you josh davies next up noel nanda hello my name is noelle nanda i am the mother of two children in the district i would like to urge the board
012to follow the oregon health authority and oregon department of education's recommendation to lift the mass mandate for all students and staff at the north bend schools starting march 12th the american academy of pediatrics reported cumulative mortality or death rates of children in the 46 states that reported to be 0.00 to zero point zero one percent of covid cases as you can see covid is not a risk for children mask wearing in schools may have its own risk including interfering with young children's brain development it is harder to hear and understand speech identify facial expressions and emotions when masks are worn this is a detriment to our children's learning and overall emotional health the risks for the risks far outweigh the benefits of wearing mass for children at this time so please vote to lift the
013mass mandate in schools starting march 12. i also want to say that i enjoyed watching the kids give their presentation but all i thought about is they're missing out on so much by having those masks on their faces and it makes me sad to watch those kids sing in mass like that so please vote to lift the mass mandate thank you okay thank you noelle amanda next up julianna selden thank you i'm julianna selden from north bend i'm also speaking today regarding number 13 on the agenda the non-discrimination resolution and i'm urging board members not to adopt the non-resolution non-discrimination resolution is presented while on the surface it may seem as though it is designed to make things less discriminatory as well as hold the district accountable for making a safe space for all especially
014the last pieces of the resolution push a discriminatory agenda and some of the declarations are just not factual um everything in this resolution from the words therefore be it further resolve seem to target anti-racist work and it's intended to shut down any notion that racism sexism or any other ism is still in play in our society and in our schools this is just not true we need to use the tools of critically examining how white people have benefited from a society of racism and what needs to be fixed and what we can still do to challenge things and make them better asking someone to critically think about an unjust system that may have benefited them without their knowledge is not discriminatory it's educational we also need to look at what inequities are still happening that
015make it harder for historically marginalized students to perform at their full potential and how we can help change that this is not discrimination it's helping to ensure that all students have the right tools they need for success even if that looks different for different people i need a stool to reach things in the top cabinet of my own kitchen even though my children and husband can reach everything perfectly fine that doesn't mean i can't work in the kitchen as well as them it just means i need different tools we need to look at how thing how we say things or ways we act even though it may not be our intent we can have a negative impact on some someone and make things harder for them i know i've done that myself personally we've got
016to stop thinking of racism as a binary system of racism is bad and therefore good people are can't be racist and bad people are racist so if i'm a good person therefore i can't be at all racist um it's more complicated than that yes by the virtue of your sex or your race you can be sexist or racist that just happens when we live in an imperfect society and um sorry i lost my place and that's not the important part here the important part is how we educate ourselves about inherent racism and how we strive to do better that's what we should be aiming for with our students and our staff this will take critical reflection and showing strength putting away our fragile egos we do need to examine the idea of meritocracy and how
017we are told the simple version of pulling yourself up by your bootstraps and the truth is so much more nuanced than that um the statements at the end of this resolution create discrimination not prevent it and shut down these ideas this education this important work a quote from james baldwin i love america more than any other country in this world and exactly for this reason i insist on the right to criticize her perpetually working to make things better is not discrimination it's helping to make our country even better and strengthens our democracy please don't vote yes on this resolution it's the wrong side of history um this resolution at its core is saying please don't make white people feel uncomfortable um that's not non-discrimination don't embody white fragility please be better than that sorry to
018go over thank you hey thank you julianna selden alice carson oh no we'll save her for last she's zoomed octavia khazar shaffer i get the name right um i too i'm here to urge the board to vote against the non-discrimination act i think everyone pretty much said what i wanted to say um i just wanted to speak a little bit about my history um i attended northman high school attended bangor when it was still running attended middle school my good friend and i when we were a freshman at northbound high school started the first gsa in rural oregon that's gay straight alliance um and that was an interesting experience the students were far comfortable and totally like on board to learn teachers um were pretty accepting as well our guidance counsel was amazing but parents
019were a different story and i remember being a teenager talking to frightened parents and it really boiled down to ignorance and it's not necessarily you know willing you know like i'm saying they weren't necessarily meaning to be ignorant but that was that was what was going on um and so to come back and kind of like relive the same thing 20 years later is frustrating a bit um and i know as far as a lot of the things people were saying about the end part of the non-discrimination act uh in 2020 my dad and i were talking beginning of the year about how he was very concerned about the current state of our country and where we were heading um and then when he and he's pretty well universally loved and respected in the community
020and for him to open up to people who said that they loved and respected him and and everything when he opened up as a black man about different discriminatory things that went on he was silenced by people who he really thought had his back and would actually listen he just retired from the hospital as of march 1st um because of just he was done and there was just so many negative things that happened as he was caring for people uh and so yeah our county our country has a lot of room to grow and avoiding these topics is an issue it is a really big issue so i yeah as far as how the resolution stands right now i don't think you should accept it so thank you okay thank you octavia next we have
021brett kenny hi good evening uh thanks for giving me the chance to talk my name is brett kenney i'm not i'm not any longer a resident of north bend but i come back here a lot and i worked to improve the community and my kids went to school here and i love this place and the people in it my comments today are mine mine alone and i'm not here to say i support or oppose the non-discrimination resolution policy that you have in front of you but i do think that there are some things in it that need to be addressed i'm an attorney i spent a lot of my time developing interpreting enforcing laws and policies um and in general policies should be designed to provide clear guidance both to the enforcers and the people
022you know people that are charged to enforce them and the people that are charged to comply with them um and in my opinion the current draft that i've seen of this policy while i appreciate some of the changes you've made to it since the original draft i think it falls short of that goal right now and again i'm not saying it forward or against it but i do think i don't want to just say that i want to point out some questions that i think you should ask and you're entitled to have answered by the right folks before you move forward with it there are some key terms in the policy that that are not defined and these are loaded terms these days that that are deserving of definitions and i'm talking specifically about the
023terms race and sex there's no clarity about what these terms mean in this context and i think they should be you should be clear about what they mean is sex intended to refer to a person's biology at their birth is sexual orientation included within the word sex does it accommodate for an individual's sexual or gender identity does sex mean gender in your opinion uh is that your intent the policy doesn't help answer those questions and those are real life questions that are going to come up for the people enforcing this policy as to race what signifies a person's race i'm italian black irish my ancestry my dna comes from multiple continents because of that so how do i know what my race is under this policy does it encompass my ethnicity why or why not
024does it encompass my membership in a linguistic group why or why not does it include membership in a native american tribe which today we consider to be a political association not a racial one um is your intended definition of race supposed to be uh objective or subjective does it depend on what other people think i am or what i actually am it doesn't we don't have answers to these questions the last thing i'll say is i know my time's up um there's also a subjective standard in this policy dealing with guilt and whether people feel guilty and that is a vulnerability in your policy right now because there is no set standard about when people feel guilty i could feel guilty at anything right um and so i just wanted to point out what i
025think are some serious vulnerabilities okay thank you brett kenny last uh public participant is alice carlson who will be joining us via zoom good evening my name is alice carlson and i live in north bend thank you for the opportunity to comment i want to speak to item 13 on the agenda but first i want to give you some background excuse me i came here in 1971 to teach at north bend high school i've worked in seven districts as a teacher or administrator although it's been a long time since i taught in this district i was on the last two teams that evaluated for national accreditation i also supervise student teachers and have had two at north bend high school visiting each of their classrooms six times so i'm pretty familiar with the high school
026and the district item 13 as i understand resolutions they're supposed to emphasize or reinforce an opinion or course of action and this resolution is supposedly about non-discrimination and the district has many policies and has done a lot of recent work on non-discrimination and inclusion and so the question is why this resolution at this time the answer of course is that this resolution is a cookie cutter copy of language that is being presented in many districts across the country it's a fad why don't we don't jump on fat bandwagons in this district the point of this resolution is the last section that says the district will not place blame or guilt for a whole list of concepts two points one this resolution is unnecessary nowhere in district curriculum or state standards are blame and guilt being
027placed no one can control how a student interprets and internalizes a poem or a historical event or a scientific theory and our state standards require that students learn about all kinds of things that may make them uncomfortable that's not bad that's how we learn we encounter new things we evaluate their importance and how they fit into what else matters to us and we either incorporate the new information and change our thinking or we reject it but our job as educators is to provide students with the tools to place concepts in context so they can evaluate them for themselves and that's the other important point the resolution is so vague and so broad that provides no guidance for educators teachers present lessons every day that have the potential to make an individual student feel uncomfortable would
028that be placing blame or guilt who decides this resolution will have a chilling effect on educators choices we need our students to be engaged in what they're learning not bored by the bland but uncontroversial we cannot and must not sanitize our curriculum because something might cause someone to feel blame or guilt instead we must give our students the tools to process and understand our history our culture our country with all its sports and scars our students are not snowflakes we can trust them our teachers are not inflicting blame or guilt we can trust them i ask you to vote no on this resolution it's not needed it could do a lot of damage and it's someone else's answer to a problem we don't have thank you great thank you alice carlson that concludes public comment
029next up on the agenda is item 4 communications board 4a is board reports and communication i see silence so we'll we'll move on next up we have 4b north bend high school athletic director mike forrester uh i guess first of all thanks for having me let me take this off i guess so i'm gonna give you a little information about the foray the three and four basketball tournaments that are happening here in town over the next couple weeks um 12 years ago we began hosting the 3a basketball tournament and uh and there was a couple of years that of uh work to get that here before it actually came to reality uh i guess i can give you a little bit of background as a basketball coach i've been in um i think i've my
030teams has gone to corvallis four or five times played in the state tournament and i don't think i ever drove through the town of corvallis and saw a welcome you know 3a basketball tournament uh teams at the tournament i don't think i ever ate more than maybe a a bag of popcorn i don't think i ever had anything you know a sports drink a gatorade or anything there was never that option so when we had the opportunity to have a basketball tournaments here one of the things that i told our committee was that if we're going to do this we're going to do it right and so i think for the last 12 years we have done it right and i'm going to tell you a little bit about how we do that right we
031have this week we have eight boys teams and eight girls teams from all over the state of oregon next week we were not supposed to have a tournament but because forrest grove wouldn't uh was not interested in hosting the 4a basketball tournament where it's been for i think the last three years the osa reached out to us and asked us if we would be willing to host the 4a tournament as well and of course we said we would love to so it just meant uh twice work but but we have a pretty good process honestly set up in place and and uh uh i think i anticipate it'll be the best foray tournament that those folks have ever seen it'll be something like they've never seen before so let me tell you a little bit
032about what makes this um tournament special so as you drive through town this week we contact every business the the visitor information bureau contacts every business and asks them to put something on the reader board uh i haven't been i haven't driven through coos bay i've been a little bit busy this week getting ready for this but uh i hope that when you drive through town you know that there's a basketball tournament here in town this weekend next week when you come across the bridge um tonight i think today there was a sign put up there so you should have no doubt no matter how you come into town that there's a tournament happen and and those signs are hung by the north pentakus bay fire department so this is truly a community event we
033have a lot of different people here we also have 16 businesses that have stepped up and said that they would be a team sponsor this week and next week so those the teams find out who those kids who those businesses are and we encourage those teams to go to those businesses visit them some of them are a shop where maybe the kids can go in visit maybe buy something maybe just introduce themselves whatever but um but it's a great thing for them to get to see their school logo on a on a business in town uh at northvin high school alone we will have over 100 volunteers over the next really today and tomorrow [Music] we have a whole bunch of kids helping us in the in the hospital in the concession stand we have
034uh i mean there's people everywhere we have people in the hospitality room people guarding doors that maybe don't even get to watch a basketball game they do it because it's because it's good for our tournament to be able to have good crowds we every one of our teams has what we call a team greeter that team greeter meets the team at the venue that they're going to play at they they come get a key from me at north bend high school they i show them which locker room their team's in they make sure to walk the team down to the locker room get them in at half time they open the door back up for him again i remember i'll just just uh stay away for a second here when we played the corvallis one
035time and at halftime i went downstairs with my team and waited for somebody to come open the locker room and waited a minute two minutes and about three minutes into it i realized nobody's coming we got 10 minutes to get this done and nobody ever came down and opened up the locker room so these greeters do that they come down open the locker room they get the kids out of there at halftime so they get up on the court in time to start the second half they go down and unlock it again at the end of the game they will take kids uniforms home and wash them they will tell them different places that they can go in town to eat different things they can do around our community to go see which you know
036where the beaches are some great things and so we think those people are really important to the success of this tournament we also have 32 meal hosts over the next two weeks so this week there are 16 individuals in north vancouver bay that have offered to pay for a meal for a team so a team typically is 14 players they can only address 12 down but they usually bring a couple of extras 14 to 16 players probably three to five coaches and uh a manager maybe so you're talking around 20 people that you're going and you're buying a dinner for it's a cup it's it's you know two three four hundred dollars for that some people have them out to their house uh but it's a great experience nobody else in the state does that
037um it sets us apart i believe and i i can't even imagine being able to do that with one of my teams it would have been so much fun so we do that according to the visitor information convention bureau the 3a tournament they expect will bring in about 500 000 into our community this week through motel rooms through gas stations get until the you know people get their cars filled up through grocery stores restaurants so about 500 000 this week and next week because because there's there's more public schools at the foray level which typically travel a little bit better we expect there the following week to bring in over 600 thousand dollars to our community so you know when you think about that's great this year uh and you think about that over the
038last 12 years last year we didn't have as many teams here we only had eight but um but you think about the effect that's had on our community over the last 12 years that's huge for our community and so that's why we want to do a great job because it's going to keep it'll keep here north bend high school makes zero dollars on this we don't do it so that we make money on this we do this because our community has supported us for so i mean in so many different ways for so long that uh we feel like this is a way for us to help our community so anyway lots of money coming in uh just about every motel room in town will be full we have teams that stay in band we
039also have teams to stay in reeds for because they can't get um they can't get motel excuse me rooms here in town so it'll help we have a physical therapy business here in town that takes care of medical needs for student athletes that are hurt and then north bend and coos bay fire department will also be on site in case there's some medical major medical emergency we have a hospitality room that when you go into it so today we had ty's dynasty donated eight trays eight big cans of food to our tournament um a little caesars pizza will give us 20 pizzas over the next couple weeks 10 this week and 10 next week next week uh joe benetti has donated five giant trays of lasagna uh he and gino's pizza go together on that
040we have my wife cook's tri-tip darryl johnson our principal was just getting ready to bring his tri-tip in it probably won't be near as good as my wife's but i'm sure it'll be good uh and then frank murphy is um is our culinary teacher has a couple big pots of soup like about two and a half gallons of soup that our folks will be able to um take in over the next couple days uh we have uh some other companies in town that supply stuff for that hospitality room uh some and a lot of just individuals that bring cookies and salads and and you know snacky type things so our hospitality is is wonderful and you know we don't necessarily feed people dinner but um nobody leaves hungry so uh and then so our schedule
041uh i guess last on monday we had a volunteer dinner so anybody that volunteers at the tournament at the tournament was invited we had about 75 people that showed up it was at marshall high school's cafeteria they had a lasagna dinner there last night we had a coach's dinner in the hall champions at northbound high school we have a group in town that that cooks a seafood dinner so we have people coming from like burns and vail and and they come over here works we're serving them oysters fresh out of the bay we're serving them uh fish that lula birdie's gone and caught out in the bay uh all sorts of great stuff um and then uh after they're we're done with them while that meal is going on uh the coaches come they talk
042about their team a little bit we introduced some people and then at the same time we have north bend fire department cook 350 hamburgers for all the players and coaches that couldn't be at the at the coaches dinner we only have room for about a hundred people and so uh we can't have everybody in there that we'd like to have but um so we had about 350 people that we cooked hamburgers for last night uh the players eat those and they come to the end of the couch or into the gymnasium we have a three-point shooting contest uh amongst the different each school gets two students to shoot and we have a winner a boys team winner girls team winner then we let the boys and girls shoot against each other this year the boys
043actually won i think last year the girls won so uh just a fun thing we show a little video and uh and then kind of go from there so today we started playing games in the gyms i'm supposed to be in a game at 6 30 tonight but i was excited to be able to have the opportunity to come here and share this with you so um so i'm headed back there in just a minute but uh we had a couple of i saw a couple of nice dunks today during the boys games tomorrow we'll have two more games tonight and then tomorrow we have the consolation girls games at north bend high school then next week we start it all over again and have a bunch more fun so questions that i can answer
044for anybody mike it's great for the town the hospitality that's being rolled out and it's my understanding that the district stepped in the because whoever was going to host the 4a couldn't and north bend stepped in to do that and i want to really compliment yourself and kevin for making that happen because it's great for the community and the amount of uh hosting i was unaware that there was uh the businesses stepped in or people hosted dinners for the entire team that is a very generous thing to do yeah it's pretty incredible you know i i called people uh the same people that i call every year to help with the 3a tournament and and then i just mentioned oh hey uh we have another tournament the 48 people are going to be here the
045week after would you be interested i i didn't have one person say no i i won't do it um we i had a couple of that were out of town but um but i mean our community is so i guess just above and beyond um there's a couple other good basketball tournaments in the state but i'll tell you nobody comes to north ben and coos bay and leaves here uh wishing they'd had a better experience they might want to win a game or two more but that's that's on them that won't be on us so i saw a 6 11 kid today that was like good he was really good so anyway fun stuff okay thank you very much mike all right thanks and we have no student reps here tonight i think did you
046know that then we didn't tell you that yeah sorry what's that yeah did you say they're not going to be here they're not here yeah we did know that i thought you said they were going to be okay thanks mike okay moving on we have uh the student reps 4c we'll be here uh 4d association reports north bend educational association report christina garman good evening everybody i have to say your teachers are very excited about the mass mandate lifting we have a few staff members some who are medically fragile who are planning to continue to wear masks but they seem to be okay with everything and we've been working the union's been working with the district and also with colt gill on coming up with a compromise and i think we have a workable compromise
047for unvaccinated teachers to be able to keep them still in their job and you know keep everybody safe and not have not forced them to be the only ones in the school wearing masks we really wanted to avoid that we wanted masks to be a personal choice from here on out since i've talked to you last we've come up with we've negotiated two more mou's with the district as you guys may remember last year our district psychologist suzanne trott retired and we were not able to attract a replacement we ended up with the intrepid david hernandez leaving check in check out and acting as a behavior consultant we've worked out an mou to grow our own school psychologist there is a person in a program at the university of oregon the district will be hiring
048them paying a small stipend while they're in the program while they're doing work here at north bend and giving them a bonus if they choose to stay on after they're licensed so we're very much hoping that this will help us with the problem of having this these unfilled positions we also have had due to the pandemic and a shortage of substitute teachers occasionally we've had folks um our elementary specialists check in check out our um oh gosh the reading person uh title once oh my gosh sorry it's been a long day um title one gym that sort of thing getting uh music getting pulled from their normal assignment and having them sub in a regular ed classroom and this is something that we do only as a last resort if we can't find a subdico
049in that room and so now they will be paid half of what a normal sub would make in addition to their salary and we did that both to adequately compensate them for what we're doing and in hopes that they wouldn't have to do that very often and we also have in the language that if a person is pulled frequently and are not able to make their smart goals as a teacher as a result that they wouldn't be punished for that they wouldn't get a negative performance review again we're hoping that that really as the pandemic quiets down that that really becomes a non-issue we're gearing up for state testing at all levels i know at least at the high school the biology kids all got a visit from mrs cinco today to talk about the
050science tests and i know my husband's putting things over the posters in his room so that he can do third grade testing there um we are still in the midst of a mental health crisis among our students and it wasn't our fault it was not something that was caused by the schools but it's something where we're still feeling its effects we're having kids that aren't able to learn because they can't calm their little brains down to the point where they can receive the learning while behaviors are generally improving we still have some pretty scary behaviors i know some incidents at hillcrest and north bay in the last few weeks that were kind of scary for everybody and we're trying to get these kids the help that they need at the high school this sort of
051thing looks a little bit different we had a meeting two weeks ago where we were informed that two of our students had attempted suicide that weekend thankfully neither of them completed the suicide they're both still with us but we had a qpr training today and i think this happened in all the buildings and that's how to sit with a person who is having suicidal thoughts someone who's having a really bad day and trying to encourage them to stay with us it was i felt as wrung out as a dish rag by the end of it i was really drained but i'm glad that we did it and at the end of it we were kind of brainstorming some ideas because they said they don't want you to go to the board and just tell them
052the bad news we want to say here's something that we thought of so the teachers in the meeting and the admin came up with two potential ideas for the fall we have check-in check out at elementary and at the middle school there was a suggestion that actually came from the students in site council to have a wellness space at the high school a place a safe place where this regulated students could go so they're not crying by themselves in the bathroom it would be something that would need a staff member in there because we don't want it to become the new cool hangout place we want it to be a place where students who really need it have a place where they can work out their feelings and student services is kind of that place
053now but they're pretty overwhelmed with all of the kiddos we were also hoping that we could add a homeroom class we would only need about 30 minutes per week for this but it's really hard when you're given 52 minutes to teach all of the physics standards with necessary rigor prepare them for the state test get the work samples done and karen connect with students and it's hard too when your students switch at the trimesters so having a home room where we have our advisory kids and ideally we have the same group of kids for four years so we can actually get to know them and check in with them on a weekly basis and have a space where we can do the surveys that take away from english class and do all those little fiddly
054things that normally we have to lose the class time that we were addressing standards for um the very last thing that i wanted to mention was the board the non-discrimination board resolution the teachers are worried about the last part and how it's going to be enforced um like some of the met people said you know we teachers don't set out to cause stress or discomfort amongst our students but i don't know if we would have to change our curriculum if we'd have to shy away from teaching some of those issues like in biology we talk about how people who live around the equator end up with more melanin in their skin to protect the folate in their bodies and it reduces birth defects having the darker melanin and how vitamin a la ferrous skin allows
055better vitamin d production and how this is a trade-off and we don't really talk about race directly but we are talking about skin color and would that make someone feel uncomfortable i don't know and i don't want to cut that lesson because it's kind of cool and it's analyzing graphs and figuring out patterns but i don't know and the very worst thing about this mask mandate has been the fact that at any moment if i pull my mask down and take a drink of water a kid could snap a picture and send it to osha and have them try to take my license away i mean you guys should be the ones that are responsible for that sort of thing and just the idea that i could be teaching something in class and somebody could
056record it and send an email to somebody and have it be taken out of context and have somebody say you know you violated this board policy when i'm trying in good faith just to do my job and do it well so that's are the teacher is concerned about this enforcement and how we would have to change our curriculum in response to it thank you very much for your time thank you christina okay moving on to 4d superintendent report kevin bogaten thank you well so next week march 7th through the 11th we celebrate and appreciate the hard work of our classified staff across the district with classified appreciation week this dedic this group of dedicated educators are the first to greet our students each day and the last to ensure their safe arrival at home the
057last couple of years has made this work even more challenging and our staff have stepped up in a huge way next week each school will be receiving a small token of appreciation from the district office and the board and i know our schools will be doing some of the same appreciation activities next week so on behalf of the north bend school district our board students and parents i want to thank each and every one of our dedicated classified members last week we celebrated the palindrome date of february 22 2022 or 2 22-22 for those of you that forgot a palindrome is a date or word that is spelled or written the same way same fours and backwards this particular date is even more rare because all the numbers are twos and fell on the day
058of the week that kind of sounds like the number tuesday the last time an event like this occurred was in 1622 and then next time it'll happen will be 24-22 our schools took advantage of this once in a lifetime opportunity and one of the activities done at hillcrest right here in miss natalie horning edgar's third grade class was to finish this sentence what would you do with two blank and i just wanted to show you a few examples of that oh sorry so what would you do with two wings on your back i would fly up and rain flex tape i would say i believe i can fly and then fly i would soar through the sky i would fly up to see god what would you do with two pennies i would give it
059to a homeless person i would pick them up and get good luck i would sell them for a dollar we have some you know future i don't know what they're going to do with their what would you do with two hours i would work hard i would play minecraft i would watch tv i would hang out with my parents i would run i would play i would read there was a lot others i just wanted to share a few of those may put a smile on my face and a lot of other fun activities that were done that day so i wanted to share a little bit of that this coming week we're also kicking off our district-wide appreciation campaign called mugs and hugs we're delivering north bend school district mugs filled with some hershey
060kisses and hugs staff are nominated by other staff members and receive a certificate of appreciation with some very specific feedback about how they're making a difference in the lives of kids or making an impact in their school each week our district administrative staff will be delivering those mugs and expressing our gratitude for their efforts i am excited to announce that north bay recently received a grant from the acoust country coos county cultural coalition for some new xylophones and some class mallet sets in the amount of 2700 the grant was written with the help of fifth grade student letters letters of support that they that probably won them over and sammy pearson you heard earlier so sammy so big thanks to her and a lot of the legwork grants awards are typically ranged from 200 to
0611200 but since they had some extra funds we received a much larger amount congratulations janet la the north bend elementary and we look forward to hearing some live music at a future event uh ode announced this week that the legislature will once again be funding 2022 summer programs 150 million dollars was allocated for summer programs to provide academic learning enrichment activities and social emotional and mental health services for students in grades k-12 this funding allocation is similar to last year and the district will begin some summer planning in the next few weeks last year was a huge success and we look forward to another great summer earlier this year we discussed a change in graduation requirements and otc's intent on completing a more thorough review ode has contracted with oregon's kitchen table a group from
062portland state university to gather input from people across the state on this topic oregon's kitchen table will be holding an online zoom community conversation for communities uh community members here in the south coast on march 16th from 5 30 to 7 30. participants can register at a link that we'll put online i'll make sure jason moore our communications specialist will get this out the meeting is open to community members in the south coast esd so that stretches from reedsport to brookings harbor they hope to especially hear from parents and students especially recent high school graduates here in our region for the second straight year our north bend high school bowling team is off to the 20 or went off to the 22 22 oregon high school state finals in portland jordan nelson was named a
063girl's top all-star our top five finisher um all-star and kian pryor was named the boys mvp out of 130 bowlers the boys finished sixth after being the number one qualifier and our girls finished in seventh place by qualifying for state they are eligible to complete in the compete in uh this year's u.s high school bowling national championships in louisville kentucky in june i do want to thank our local police and fire departments for their special escort out of town it is great to see the support of our student athletes and finally tonight the friends of bulldog legacy plaza have completed their work at north bend high school and invite everyone to the dedication of their new plaza and the unveiling of the statue of hespert hesper our north bend high school mascot the decade dedication
064will be held on friday march 18th at 5 30 p.m at the high school followed by a reception at the back alley pub and grill please rsvp there's an email address we have a few flyers in the back if you haven't so they want to get a little head count by march 15th with names of attendees you will see on the invitation that i was scheduled to read the dedication and unveil um our giant bulldog and unfortunately i'm not going to be able to attend this event i have been officiating women's college basketball including right here at southwestern oregon community college for the last about 20 years and i was selected to officiate the northwest athletic conference conference championships on martin march 19th and 20th and in that's in everett washington so i hate to
065miss this great dedication but i am proud to have a brick in the plaza and another brick there for my son who was the class of 2021 i will also put a little bit of a plug the last southwest oregon community college games are this weekend um here on campus of us of swac i'm officiating the women's game not that you want to come watch that but at the in the halftime of the men's game they do a teddy bear uh fundraiser so you bring a teddy bear or stuffed animal to that event i think they throw them in the half court i'm always gone by then um getting dressed i think they throw them onto the half court and they they collect these up and they go to and i forgot the name of
066the organization someone devereaux center the kids kids hope center sorry kids hope center and if the kids hope center helps students who are dealing with um sexual abuse sexual trauma and every kid that's seen by them gets a stuffed animal they have a whole kind of closet full and of course unfortunately they see way too many kids and need to replenish that and so please come to uh southwestern oregon community college donate a stuffed animal this weekend so that's all i have today okay thanks the report kevin uh next we have agenda item five action consent agenda items uh there is item a some board minutes from uh the third of february meeting and the 17th of february work session new hires and surplus is there any discussion or is there a motion to approve
067the online i'll go ahead and second that thank you christina okay we have a motion and a second all in favor say aye mays okay that's approved item six on the agenda k through 12 indoor mask requirement uh information only and kevin bogaten is going to give us an update it is information only you so i am not asking our our board to take a vote on this unless you would like to change and make our restrictions more so than what is being announced by the oregon department of ed it really has been a whirlwind of change over the last last month um i started working on just this cover sheet and i think i had to edit it three times just in the la as we just in the last couple weeks i don't
068i don't don't start this immediately and so it has really rapidly changed and you know it started on february 7th saying hey we're going to change the statewide masking mandate which we all got pretty excited about and really the news has only gotten better i think for most of us i know there's definitely some mixed feelings but i think there's a universal we're all kind of tired of this it's been almost now more than two years not necessarily of mask wearing completely but of lockdowns and isolation and quarantine i can report today that most of that is going away yesterday we received the ode report on the ready school safe learners guidance really makes most of it advisory including quarantine and isolation so we are no longer going to be contract tracing we are going
069to institute a few things and so just give me a couple examples if we have cases that come up and and i think parents and staff will still want that information so we're going to go back to what we did probably when this started which was sending out some letters to parents and staff when we have positive cases to alert them that this was in your classroom be aware of um symptoms and and please keep your kid home if they're you know major major symptoms if they have a fever if they have a really bad cough um so so those are we're going to go move in that direction of alerting stay home if you're sick again not bad advice at any time of the year but specifically here i think as we as we
070start to transition out of this i do want to reiterate you know as we move away from mask and mass requirement we are going to there's going to be some people that want to continue to wear that we're going to make sure that people feel comfortable and accepted for that we're not going to tolerate bullying harassment ridicule for our staff or kids that want to wear a mask so again i think it's this is a hard time for a lot of folks and we want to respect those different opinions we mentioned a bit on the vaccination we're not quite a hundred percent done with that but we aren't going to require masks you might hear from different districts across the state of mass requirement for unvax or non-vax individuals we are not going to implement
071that i'm not 100 sure we're going to do i think it's going to be just even some tracking so individual tracking by individuals and then if you're out sick we do have um test kits we have test kits for families um what was announced just the other day any title one school so both of our elementaries qualify under this um have test kits to send home to kids and families so all you have to do is ask us and if we have any kids that are having some symptoms we'll be sending a test kit home with them so that they can test themselves probably when i wrote this the last time i can't remember if i've updated i can't really read that that well transportation had not changed i believe now that that has also
072changed so effective um the federal guidance hasn't changed but the state has basically said um as soon as we get to march 14th there's no buses or no mask on buses required either so at one point we weren't really sure about that but so that is also i think again good news in terms of just monitoring this and managing this uh and it is well uh well overdue so i am not requesting any action i don't think there's any action required by this board i would ask if you would like to institute some more measures if you want to talk about that that would probably take some action by you that's all i have on that any discussion from the board on masks i i speaking as a board member i certainly do not want
073any more measures on masks looking back there was in newsweek february 3rd there was an article only nine states in these united states still required mass to be worn in all indoor public places irregardless of vaccination status so your organ is in less than 20 of the nation it has been onerous so um i support each individual and parent to make his or home her own decision whether or not to wear a mask and you're to be if you want to wear a mask you're to be treated with respect so this is how it should be in a free society if you're a citizen so okay with that uh item seven career technical education jake smith hold on just a minute while i get a presentation ready and you folks can take your masks off
074to make it easier for us to hear thank you all right you guys want to move up so we can see you all right a man a plan a canal panama i got one thumb that is a that is a palindrome right the longest palindrome i know and to give you guys something to think about when we're up here um anybody that can come up with a longer palindrome between now and the time i'm done talking will be the award winner of a shirt just like the one you see up on the screen on the right north bend high school sweatshirt so think it over all right i'm jake smith if you don't know me i am the assistant principal to high school last year and this year i've i've moved into our role as
075the administrator and our altered program bridges and when i've moved over there i've kind of given up some of my roles at the high school with evaluating teachers but luckily for me i've been able to continue to evaluate our cte department which i did at the high school and i really really enjoy that part of my job we for those of you that don't know the members of our cte department i'm going to show you their pictures and talk a little bit about each of our programs but every one of them has come from industry which is the goal of this cte program so career and technical education i know sometimes we use acronyms but so in schools we want to try to attract people that give our kids a pathway to the workforce and
076so the oregon department of education has kind of changed the rules on who can get a teaching license if they meet some qualifications in career and technical education so um we have several teachers uh i will introduce the students here in just a moment by the way um we have six teachers on our staff at the high school who um have seven programs of study in the cte world p-o-s means program of study not something else and so we have six programs of study and uh each of these uh each of these teachers you see listed up here run the program so uh garrett holmes was a contractor um graduated from northman high school with a contractor in washington and he started he was our first teacher in our construction trades or architecture and construction
077program jennifer hampel had a long career in forestry and some different things and she's running our healthcare occupations program of study danielle akali moved here a few years ago from california where he had his own t-shirt business and graphic design business and he does our business management also he does our applied arts program so he runs two different programs of study frank murphy is our culinary teacher you guys probably all know frank and he's done a lot in his life all around the world and and he's great to have mitchell white just came to us this year he's running our metal shop our manufacturing technology he showed me some pictures today these big pressure vessels that he's built in his career pretty impressive like he had some pictures that he wasn't supposed to have they
078were like government spy pictures or something of these big vessels that he built and then richard lowe came from swak but he's done a lot of stuff he he may be one of the most inspirational teachers that i've um that i've been around recently he he's our tech teacher and he he inspires the kids he thinks in his mind that technology is the only way to go and to get a tech job and and it's been really exciting getting him we we hired him late in the year last year and continue and he's and he's still there so i'm gonna real quickly uh take a moment to talk about each of these programs and if you guys have any questions feel free to feel free to ask them like as i'm on that program maybe
079what i didn't list all the classes that are offered in each but if you have some of those questions feel free to to jump in here so our first one i wanted to talk about architecture and construction obviously our district built that big new building a few years ago and i was part of the hiring committee and when we hired garret holmes and i can tell you what when he's gone we got big big shoes to fill but our kids are leaving and we're starting an osha 10 which is a certification that kids often need when they go to different careers and so we're working in that direction we have some construction curriculum from nccer which is the national construction and they actually get certified and they will they'll be put in their name will
080be put in the nccer database so when they take a job they can look that up and they can share those with contractors that may be hiring them we use something called paxton patterson in fact the company that the company packs in patterson is now decided that north bend high school is the place where they will send their teachers who are implementing this curriculum we are we are the model for paxton patterson anywhere not in oregon but in the northwest we've had several schools come and check out our modules and it's really super amazing last year we had 10 completers our program's pretty new there so those numbers are definitely going to grow when a student graduates from our construction program the hope is they we have a pathway with lane community college in their
081construction program but we also have a lot of contacts with local businessmen we were going to do it last year for the first time it didn't because of code but this year at the end of the year we will have a dinner where students will wear badges that will identify what modules they've completed and we're going to invite local contractors to come into the building and introduce themselves and the hope is that you know in a handshake they can meet a kid and maybe have an informal interview and maybe some kids will get some jobs our next one is our healthcare occupations jennifer hampel is the teacher here she's a science teacher at the high school but she's also taken on these healthcare classes so when a student graduate or leaves our program with the
082basic allied healthcare classes they get a certificate and that certificate has been advertised in our community as something that would help students who graduate get jobs in doctor's office and offices and such also suak has offered to give our students five points on their application for the nursing program which can be the difference for our students um local career recognition a big part of that is networking so they they bring in um different people from from the medical industry in our community on a regular basis in this and they present to our students who then students have a chance to ask questions and and that's been a really positive part of this program so i want to give sierra bell i'm not going to take any of her material from her but sarah cerebelle is
083a student who's a junior at the high school and you can see her picture actually up there i i happen to come into the classroom and she is always in there so i'm going to let sierra speak a little bit about her experiences with the healthcare program hi so i'm currently taking all of the healthcare occupations for the medical cte program and going into this program i wanted to be a gynecologist that was my life plan and after writing my first essay where i had to research a little bit about gynecologist i realized that i did not want to do that i did not want to go to school for 13 years i didn't want to work with people they didn't want to have to deal with patients and my next essay i wrote about
084a medical laboratory scientist and this showed i really wanted to pursue this career and it opened up so many ideas because i thought that you could just be a doctor or a nurse and i've learned that the medical field is so wide and there's so many different options and this program is amazing because i don't like the school board came in one day i don't know if you guys planned it but we were doing some crazy lab and it's like that all the time so far i think i've done so many different labs we've dissected lungs hearts um we're doing eyeballs next week in anatomy uh we are also in medical terminology next week we're gonna get to feel a lung and we're gonna see a cancer lung compared to a healthy one which is
085gonna be amazing and we do serious stuff too we don't just do labs and uh the class it's just it's such a fun class because it's like one of those classes where everyone is extremely curious and everyone participates so the class is just filled with students who have so many different questions in this handful is ready to answer any questions that are uh asked and it's i've had so much fun with the program and i didn't know i could learn so much i've learned so much this year from all these classes i've really enjoyed them all right our next program our programs are business management and applied art so applied arts is kind of the graphic design side and business management is the you know the traditional business classes taught by danny olicalli he's the
086second one in from the left he recently came here from california worked at the casino for a while and and took this teaching job so he's working on some some adobe photoshop certifications and some others that are career standards last year they had 28 completers in accounting and business and 7 in visual design a big part of this program is entrepreneurship so giving the kids a look at if i leave high school and i'm and i'm not ready to go to college what can i do to start my own business um there's also a lot of business connections in town that he makes and and we have guest speakers come in there as well and then also obviously we have the connection with swac and in their business program um i did say i've used
087the term completers and and if you guys don't know what that means in in the cte realm when a student has completed three years of course work distinctly different courses they're they're deemed a completer and what that means to us is money um so so they want kids to not just dabble in a course here there but they want to emphasize they want them to emphasize a certain program and when they do then we're eligible for what's called career pathway money and so this year we received about 50 000 of career pathway money and that that money is spent in those in those programs on whatever they want to spend it on so you know in frank's culinary classroom he's buying so much stuff that is um different different things for his kitchen and food
088and anything that he can buy so there's not a lot of strings attached to that money but it's obviously intended to go to the program i'm on a side note we also get outside of our district budget about another 18 to 20 thousand dollars from perkins grant money and that we're part of a south western oregon consortium where we split money with the different schools and that's our our budget there so i will tell you one thing um that the cte teachers have a lot of work on their hands there's a lot of data involved in being a cte teacher and tracking that data every class that the cte teachers teach have to have the student's name attached to it and so the state can track all this data they also have to get they
089have to renew their teaching license every year and that's a cost to them and so um our we've been pretty fortunate because our district has been willing to pay those teachers put them on the pay scale based on their experiences not only in school but also in industry if we didn't do that we wouldn't have these programs because we couldn't attract people at you know 40 or 50 000 a year and so we we really have stepped up and and we we're we're really really lucky um i i would have liked to invite them all here tonight but it would have been overwhelming and and and i think that someday if you guys i i would like to open the invitation to you guys to come in and just check it out walk through the
090high school and see what they're doing if we walked in unannounced i think you guys would be amazed at what they're doing not setting it up for a special meeting but it's it's pretty exciting um culinary arts program frank murphy is our is our teacher in there and he's been at northbound high school longer than any of the other cte teachers he's offering kids a food handlers card so they can go to work american chef association certificates which they can take with them to to work when they apply for jobs he had more completers than any other program in our school at 75 last year we have a pathway and we're working with the oregon coast culinary institute we have he does a lot of catering around town and so we're making a lot of
091connections we we have a we bring our pizza oven all around town including down at um down to the casino so a lot of those kind of connections and and he was listing off today the students that have graduated recently who have opened their own business he had one student who bought himself a pizza oven he is taking some business classes now and that is going to be his career and when frank told me he wanted to buy a pizza oven like i i laughed and he said no you got to hear me out i mean the pizza oven was a lot of money fortunately all that money came from career pathway money back then and and it has been an amazing thing so there he he listed off many many kids who have chosen
092a career in the food industry because they took his classes and that's a direct impact our next is manufacturing so a little bit about the program and then um orion galleran's going to talk here in a moment but they also are going to offer the osha 10 certification as well as the american welding society certifications that kids can get they can get certified in different welding positions and different types of welding and those are industry standards so when you walk into gideon's or any of these other or sauce brothers or whatever and you apply for a job part of your application is showing these certifications so those kids will be able to show those certifications when they apply for those jobs we have 55 completers there we have some kids going to the swap welding
093program but really this program is geared towards industry and we've we've taken three different field trips this year we went to um what was the place in reedport oh we went to the bridge or the the boatyard just on the island between the umpqua and the smith river on the left fred wahl right fred wahl and giddings and um southport forest products so we've taken those trips and we've got more planned down the road and it's it's pretty eye opening um my brother actually owns southport and he's like he's always telling me hey give me a line on a kid and so over the course of the last 10 years i think i've probably sent 10 or 15 kids out there that have made careers out of it so um you want to come on
094up orion and give your side of the story i've been taking metals class since my freshman year and ever since then i've wanted to be a welder it's something i enjoy it's a great career to be in a previous teacher taught us a lot of welding how to weld but mr white has taught us a lot more of industry welding how to properly do everything this class is something great for everybody to enjoy to learn to experience how to work with metal how to weld how to build anything you want as safely as you possibly can and yeah when i uh graduate i've always since my first time taking the class of always wanting to be a welder i've heard many drop job opportunities from everywhere from dockyards to just every industry that works with
095metal that it's something great pipe welding everything is a great opportunity for money and mr white believes that anybody who really believes that they set their mind to it tries their hardest and just puts their all into the class can graduate high school and get a job straight into welding because they've learned everything that they need to to get a job in that career all i got to say according to mr white orion will be one of the best welders around here and when he uh when he joins the workforce he's going to be he's going to be ready for it so whoever gets him is going to be pretty lucky our next one is our computer technology program and that is richard lowe's our instructor in those classes so he is his hope down
096the road now richards knew as of the spring term of last year but his hope that each of his advanced courses is going to be linked to a certification so when a kid takes any of those tech classes they're going to end up with a certification some of those will be google certifications or specific programming certifications the lingo that he talks is above me like way above me but last year now just to clear clarify things are a few years ago our we had our business and our tech teacher leave at the same time so we combined those jobs so we've just recently hired now our technology and our business teachers two different people so those two programs were kind of cut in half so richard only had five completers last year but that i
097can guarantee that number is gonna go way up his classes are really filling up right now and um today he was telling me about some some robotics classes that he is hoping to teach and when he's when he speaks about what he teaches you can feel the energy he's so excited about it um i i really like walking into his classroom and i feel bad when i do if i've got to just deliver a note or give him a message i feel bad interrupting him because he's so into what he's doing i feel like i just like to look in his window and half the time i just walk off and try to find him another time because he's so excited about what he's doing that it's pretty cool yeah and he is super excited
098with the middle schoolers and i don't he hasn't taught middle school before but he loved him he could teach anything in any level my kids love that class i've observed a couple times uh yeah so he's also doing this yeah and so um he's so you know some kids are going to go do a computer science degree after they leave um but a lot of them are going to walk away with injury industry certifications um and some internships and stuff so that's that's pretty darn exciting oops i got a backspace and i can't show you that yet um so that that sums those are the six programs before i move all i've got left in in here is a few pictures that i wanted to show you not many but do you guys have any
099questions about what's going on in any of these programs um so that's that's the question of the day that's a that's a tough one so because of we're a school of 700 students yes we are we really if we thought it over but we're kind of at a point where that can become a challenge just because of the sheer number of students we have a lot more cte programs than any of the other schools in our region and when you look at the the numbers across the state student for student we're we're really up there in the number of programs so if we we've talked about some um some different programs we were going to go up and visit a school on the in the columbia basin that was had a forestry program i got
100real excited i went to the logging convention with some students last year and they had teams that were competing high school teams that were competing in the logging show we've talked about some ag stuff and we've talked about small engine repair and um you know diesel mechanics and and hydraulics and some of those things that are applicable but but with a welding program and a construction program the concern is you know if we if we hire if we start another program it's going to be hard to maybe fill our classes um and it'd be a challenge to find somebody who's willing to come in and do it part-time so we're we're it's in our brain we're thinking about it but it's kind of taking that leap would be would be a little concerning but yeah
101we want to keep keep our minds open so they track the two-year numbers too of kids that are focusing in the program that's that's also data so when you get points for somebody who focuses on it but more for who completes so our classes are full i don't um you know i i remember not too many years ago when when frank murphy started in the kitchen he was teaching the credit recovery class for two each period because he didn't have enough students to fill his room he's teaching seven periods a day right now meaning he doesn't have a prep period and that's really stressful for any teacher and so he's got seven periods of you know 22 24 26 students so he's got all he can handle um in the other programs as well our
102our new welding teacher who's just new this year his classes are as full as we've ever had in our welding classes and we're only you know just finishing our second term so yeah so if the bond passes how will this affect cte say can you say that again so if we go to the spawn and if it passes how will that affect cte and the way funding and everything well it will maybe kevin can add a little bit more there but we one thing that that we've really thought a lot about is our kitchen you know obviously our construction program right now is is state of the art but our our kitchen could use some growing and some and some space you want to add some more of that kevin no i just like i
103think maybe your perspective on the space that you have available yeah i i think we we could one of our one of our places that i think could use some growth as well as our technology classroom um mr lowe right now is is in our freshman hall along kind of near the library in just a classroom and and he's got a lot of stuff in the back of the classroom and he's done an amazing job in his short amount of time with with 3d printing and he challenged the cte to state on the cte level they wanted him to to buy one 3d printer that was gonna be able to you know be just a little bit bigger for a lot of money because that's you know what some of the industries are maybe doing
104and he challenged them to say no i think we should have five smaller printers that have three kids working on each one and we've got a classroom full of kids they're getting their hand the technology is just the same maybe what they're printing is a little bit smaller but so he he's thought a lot about that and eventually i could see mr lowe running out of space and and i'm not sure where we would put him if he did um and so same thing with our our business teacher it's he's teaching in the room if you're kind of familiar with the area next to our culinary room so it's a classroom but it's a little bit smaller and then there's a small kitchen next door so he has all his production equipment in there t-shirt
105presses and and he's got a direct-to-garment printer and a lot of different things like that so it's pretty compact in that space um so they could definitely spread out one space that we talked about was was behind the garden um upstairs but um right now our middle earnings students are in that space so we definitely could use some room to grow yeah i remember visiting the you know frank murphy's room and it's a little tight in there it's tight if you've looked in that back room i just went in yeah and it's got stuff stacked to the ceiling oh yeah you know it's tight i know all those programs could use some space when frank when frank moved to north bend high school we had a homec class and that was kind of a thing
106of the time you know each one was set up like a kitchen and now that's changed now it's set up like a culinary classroom like it's he's not teaching the kids to fry an egg at their house he's teaching them to you know work in a restaurant and so it's more cur it's more career based which i think is pretty exciting so he could he could use the gym if we would give it to him oh seriously you know they made uh beignets yesterday hopefully my daughter will make that for me soon hey jake can you hear me where are you on the i'm on the screen [Laughter] there's gleason right yeah hey jake uh real quick red roses run no risk sir on nurses orders um that's a palindrome longer than yours but um
107i just heard is it red roses run no risk sir on nurses orders you uh you're at home that means you looked it up yeah i did i don't want a shirt i just wanted to beat you um and i was done two minutes ago uh the uh no i you know when i went to school there uh a long time ago when you first started um we had barney mcgrady's welding class we had foy fields taught i think an electrical class i took to just barely be able to wire a switch um we had a drafting class but none of them were were focused in getting us to the next level like what we were going to do as a career because it was just an elective um i took welding i ended up
108becoming a welder for a few years that was my career and i think it's amazing what these kids have the options to do now to show that there's other things out there that they can learn and be successful in and make lives and careers at and that we get to be on the forefront of that as a as a as a district is really awesome just really well done well plugging for the state thank you thank you eric plugging for the state though they have put their money where their mouth is i think that we have gotten a lot of money from the state that has allowed this to happen you know these programs are pretty expensive um and and i i think that even to this point the budgets that we have for our
109for those teachers are are minimal frank murphy's got a lot of money in his budget but frank murphy works as many hours as any other teacher in our district and he works at after hours and he caters he or he goes to football games and sells pizzas and he caters weddings and other events and and so these these programs are expensive so far the state has put their money where their mouth is in just this year we got some advice early on to kind of identify our classes to to help us get completers the same pool of money exists but the other schools are starting to catch on and so that same pool of money is getting spread just a little bit thinner every year so this is something that that we need to keep
110in our mind what happens if career pathway money dries up what do we do we've got these robust programs that that that need money and so it's just something to think about down the road um we gotta we have to be able to put our money where our mouth is if we're gonna continue have this these exciting programs well that's a new challenge because we yeah we lost i think we lost our sound but i'll talk loud for now um really oh yeah um that that's kind of become a new program uh problem recently because we've had more interest we've got exciting teachers and and so the interest is growing uh as an example in our construction program we we had that problem recently and and you got to make a decision somewhere and so
111i we talked it over with garrett holmes and he wanted the preference to be to the younger kids and i wasn't sure about that at first and the reason why he wanted that to happen is because if if a senior comes and takes a construction program they're not going to dive very deep they're going to learn safety and they're going to learn how to use a skill saw and some other things that are important but if a student is able to take it as a freshman and they can work through it for four years they're going to end up with some serious skills like some industry skills and some things that they can share so we have to work through that and the same thing happens in our culinary program at bridges we're fortunate because
112we have a lot of kids that we want to have in the cte program so we've been able to kind of set a few of those seats aside to allow those kids in because a lot often times their schedules aren't built until the last minute so um it hasn't been a huge problem yet but but it will continue to be a problem we have to work through yeah and i'll tell you what covid was really hard on these programs it's pretty hard to be a construction worker on the internet um it's pretty hard to weld online and so we they did the best they could and they worked hard i mean they worked really really hard frank actually had cooking shows in his classroom he set up an entire kitchen and he spent a lot
113of his career pathway money on audio visual equipment because that's what he had to do in order to make it happen and you're right that was a challenging time but as as we get more and more robust we're going to have more and more issues you know one consideration we've talked about is in the construction trades program hiring another person maybe that's an assistant so the class sizes can be a little bit bigger and in that in that room they are working on modules and partners and so there really is only so much space for kids and so that's you know something we'll we'll have to cross a hurdle when we get to it anything else oh i just wanted to thank you for the update it was a great opportunity to be able to
114tour some of the facilities and see what was going on and yeah you're welcome anytime yeah great presentation do we have an idea of graduating seniors how many are college bound and then how many uh follow career technical pathway and go into apprenticeships well um i speaking on the cte thing that's a little bit harder to track so when a student goes to college we're able to track that data a lot of these you know one thing that i think has been really huge i'm i'm kind of deflecting your aunt my answer here but i did when our when our construction trades building was being built kyle electric was there working and and um not taking away from college at all but i know that you all have been to graduation and one of the
115traditions at graduation is please stand if you've ever had a college credit before and it's so impressive every year to see how many kids stand up please stay standing if you have 10 credits or more 20 30 40 50 and on down the line it for a student to choose a career in the trades was not something that we talked about five or ten years ago and this is a pretty recent change and so this this the guy that owns kyle electric told me that the average person that he takes on for an apprenticeship program is 28 years old and he said this is this is a problem um because if somebody doesn't start their career and elect as an electrician until they're 28 years old 10 years that means they're adding maybe 10 years
116to the end of their career or it's taking 10 years longer before they're a working member of our community that's that's you know a certified electrician and can do what they need to do and so those that's changed in recent years we've had graduates in recent years who maybe a few years ago when asked and their name went on that board hey what are you gonna do after high school i'm gonna go to college and now it feels like it's okay for a student to say i'm gonna be an electrician and they can say it proudly and they can in in there's the discussion is you know what you're gonna make a good living doing that too there's no shame in in this at all right now i think that's a pretty cool momentum shift
117that's happened just in the last five or ten years obviously we're still encouraging kids to go to college and all that stuff is still great but this momentum shift is super recent at norman high school i did like the comments sierra made where she talked about a gynecologist takes like 13 years of education and i think there's a great example for students to work out in personal finance that break-even point so if you're not earning money for 13 years maybe you're incurring some college debt where's that break-even point before you break even versus being in a career technical path and you're earning money out out the gate when you graduate high school so yeah especially when you become an electrician after six years of college and you start an apprenticeship program this is this is
118one component of our high school and you know everything else is very important but it's just exciting to see and this is happening because we have six teachers that are they're phenomenal they're just they're as good as it gets anything else good well jake thanks a lot and uh let us know if you need any resources let the board know we will okay thank you much let's see next up we have item 8 on the agenda ela curriculum adoption update to come and just just quickly talk i don't think there's a lot to share but he has a couple quick announcements on ela adoption just kind of want to keep the board apprised of where we are in the adoption process the ela curriculum is the single largest purchase of curriculum materials we make so
119we take it very seriously moving forward uh to see what we need elementary is probably the one of the tougher areas for us as we're going through that as all teachers at the elementary level are teaching the curriculum and there's a substantial diversity need between kindergartners and fifth grade students so ensuring that we get a curriculum that meets all their needs is is very important uh this year across the board at the state level there were more curriculums publishers than we ever saw before nine or ten at each of the different levels that we had in there and there were at least four high-rated programs uh at each level that we went through well excuse me i think there was three at the middle school level and then four at each of the elementary levels
120and at the high school level at the elementary level we've done we've narrowed it to two choices and that's been done by a committee of 15 teachers that wanted to be on the involved in the adoption process they've gone through some very time consuming reviews and materials they've met with publishers they've looked at the materials they've had discussions you know at their grade level and as a larger team to narrow it to two choices and currently they're piloting those two choices actually they're piloting one now which will finish right at spring break and then after spring break we'll do another six week stint with the with the other set of materials so six weeks for each of them we're taking some pretty diligent uh uh comments as we go through ensuring that we're gathering data
121on each of the programs uh we're sharing our concerns you know if there's some areas we have concerns and with the publishers publishers are coming back and giving us updated information on implementation as we're going through that we brought two curriculums on the back table today today at the elementary level which are our two top choices by ours i mean the teachers top choices as we go through you're welcome to look at that if you haven't had a chance to look at the web page out there uh under the curriculum materials portion you'll see everything that we've done involved with the adoption process there's a process for comments in there there's a process to go through to get into access and look at materials we're sharing those uh we're encouraging parents and other community members
122to come in and take a look at those curriculum materials so we get their input on them as well in there we hope to bring recommendations back in the middle of may to the board with what we would like at the elementary middle school and high school are in the same process as you can well imagine there's not quite as many teachers at the the middle school and high school level involved in it i know tomorrow the the middle school teachers are are having presentations from the the publishers and they're taking a look at the curriculums i believe it's four curriculums at the middle school level that they're taking a look at and then the high school has kind of narrowed theirs down to one top choice and they're doing a little bit of piloting
123right now to see if that curriculum will meet their needs as they go through again a lot of data being gathered a lot of input in there and a lot of sharing of information across levels as we're doing that i wanted to keep the board apprised of that and let you know what's going on as we're moving forward in that process if there's any questions i'd be glad to answer anything this time we're putting information in the newsletters at the elementary level at this point we're also putting on each of the web pages a little banner a little flyer that says hey these materials are here it's an adoption time and then we have that link on the webpage that we're pointing folks to as they ask for information and you know directing them to
124i've actually taken a couple folks through uh how to get in and how to access and how to look at some materials in there and then inviting them in it'll be much easier in another week or so to be able to bring them in and let them take a look at what we have out there okay all right thank you okay thank you bruce with that we're going to take a 10 minute break currently 7 46 we'll come back at 7 56. thank you yeah we don't have air conditioning i guess i should open the door yeah it's hot in here it is hot i was kind of taking this like we all were both like yeah it's hot okay everyone looks refreshed after a break next on the agenda item nine resolution 2022-02 classified
125employees appreciation week action required i move to approve the resolution 20 2202 and set forth above okay we have a motion to approve i'll second that we have seconds thank you christina and uh all in favor say aye aye okay you don't have to read it if you can read it if you want spencer would you please read that essential to the future of our community there we go one of the educations of youth is essential to the future of our community state country and world and whereas classified employees are the backbone of our public education system and whereas classified employees work directly with students educators and volunteers business partners and community members and whereas classified this employees operation of offices the safety and maintenance of buildings and property and safe transportation healthy nutrition and
126direct instruction of students whereas our community depends upon the trust and trust classified employees to serve students and whereas classified employees with their diverse talents and true dedication nurture students throughout their school years now therefore be a result of the northland school district board of directors between march 7th through 11th 2022 the classified employee appreciation week and via further via further resolve that the north venezuela district board of directors strongly encourages all members of our community to join in this observance recognizing the dedication and hard work of these individuals thank you spencer okay next on the agenda item 10 renewal non-renewal of 2022 to 2023 contracts action requested so this is pretty standard fare for a school board to do this yearly oregon revised statutes require us to notify contract employees of our intent to
127renew or non-renew by march 15th of every school year um what you'll see here on this list is a list of second year probationary teachers and admit or administrators which means they've served one year with us under a probationary status these employees will serve three years probationary so we will renew yearly on these employees if they are meeting performance expectations you have third year probationary so these will have served two full years probationary status with us moving into their third year next school year and you have contract teacher status meaning that these teachers have served a probationary status or administrators have certificationary status and they are being renewed for a teacher for a two-year term or an administrator for a three-year term and you also see some temporary teacher contract non-renewal without prejudice these are
128situations where we have hired after the school year started or without full licensure so therefore due to some contra contractual language and requirements they are temporary status for this year and we non-renew repost the position and then of course if they are the only ones to apply they naturally will get their job back if they're performing as expected so this is what we're asking you to take action on tonight any questions okay anyone want to make a motion i move to renew non-renew the teachers and administrators as listed okay we have a motion to renew i second that we have a second from from steve okay we'll go ahead and vote all in favor say aye aye mays no names okay that is approved next up we have item 11 we have some policies first
129read info only was there any comments on any of these policies suggest yeah i guess i if um i have them listed kind of a a b c d e um so we're trying to do this a little bit simpler so just kind of taking one at a time i think before and you will see they a few of them have the same cover sheet but if there is any action so just trying to simplify this so not a very not a lot of them um the first i can just kind of quickly the budget committing one we've talked about that not really getting corrected last last spring when we did like a good policy review so this brings us in compliance with our current practices and again we can take these one by one
130if there's any um if there's any changes or corrections in this first read the next process would be if you want to do any corrections or changes we typically send those off to osba their legal department comes back with a recommendation or a legal legal opinion that would be shared at our next meeting potentially as a second lead you can make a decision at that point with the additional information either table it postpone the adoption until the next meeting or take the advice of legal counsel or osba and make the decision so that's kind of the process so i don't know if we just want to take them one by one and see or i can answer any questions they really are more standard the ones opportunity there's a house bill that changed legislative that
131added a very minor changes to the definition of discrimination and next and that's the only changes so what you see kind of highlighted are the animal changes again these the only ones i'm bringing forth to you at this time are required by because the statue has changed they're not any recommended or recommended changes or changes brought forth by the district it is strictly required changes so i don't want to take the dba any questions or any comments on that opportunity again not a lot of changes if you've had a chance to open that up is workplace harassment i believe these two were too connected the same the same change in that legislative action changed this one it was the new definition of sexual orientation so again it's a pretty minor change to the policy questions
132[Music] the last um or the one the second to last one is uh again the same same thing minor changes due to the hot spill 30 41 which changed the statutory definition of sexual orientation and then the last one is graduation requirements of we've talked about this a little bit you kind of heard my in my board report around some opportunities to weigh in more on high school graduation requirements statewide this really again this was like one of those policies that through our process this last spring we made a bunch of changes that brought us into alignment um based on conversations we had at the high school they were approved through our committee process and i think we thought they were being approved by the board i think last june and they weren't um and
133then since then uh the state made some additional changes so you you sort of see some changes that are outlined our high schools had a chance to review this they came and presented to you uh i think our last meeting in video four so um i'll take any questions again the i'm sure we'll see changes to this again essential skills will be returning um for high school students down the road and then again we may be seeing uh statutory or just legislative changes out of this process is occurring state one so i am i am sure this is not the last time you're gonna see that i'll take any questions or changes or any recommendations that we can come okay that silence is move on okay moving on next agenda item elliott state forest item
13412 potential action item requested kevin do you want to talk about this or you want me to you know i can talk briefly you know this is one that we've talked a little bit about in the last couple meetings and again i think it's relevant to the north bend school district because elliot's sort of in our backyard and and something that we all care really deeply about i think in this community and certainly this school board has expressed that we got a little bit of additional information if you have been following the legislature senate bill 1546 was passed by the legislature which really creates this elliott state research force authority some additional information again i'm not really an expert on that what i i can tell you and i put in my board report this
135got bipartisan support across across the region our legislature senator senator anderson both uh representative wright both supported this measure so again they're they're representing on here our local community um commissioner also here in cruz county as part of this process has been actively participating with the oregon state landlord so this process is moving forward i've been actively involved in kind of north bend at least on the radar with the oregon state land board as they look at creating this research force they're looking at each other free as a potential facility to house some administration some potential industry interests by the district maybe look at a forestry program as we look at potentially expanding and maybe we could use part of that space out there which is really um you know shredder crate in our district
136and right on the edge of the elliott as well so they they're definitely interested in maintaining and building a relationship with the north bend school district i again i know we have brought this forward to talk about whether you want to take action about joining the advocates for school trust lands we heard from our attorney that wasn't recommended you certainly can talk about that i'm not recommending any action at this point um but i'll take any questions and i know i know a lot of you have to release an opinion about this so speaking as a board member you know i i can't recommend joining the advocates for school trust lands uh i just see the potential in north bend school district being named in a lawsuit and involved in litigation that i think would
137ultimately just be a distraction so i do i do appreciate us taking a look at this issue um and i think i think it was worth the boards attention to have a look at that's my as a board member that's my thoughts i agree um i think parents need to educate themselves on this information um i don't think that we need to take a political stand on this as far as that goes but it does concern us because elliott state forest was set aside for us to get funding from i don't think that the state's going to manage it properly i don't think it's going to be handled properly it's going to be totally mismanaged and when it burns because it's mismanaged it's going to be very detrimental to my community um i do believe
138that it should be logged and i think it should be sustainably and responsibly taken care of and that's all i need to say about that but i just want to make sure that um parents investigate this because i think this parents and the schools need the funding from this and i don't think we're going to get adequately um compensated for it but i think you did see that ted centerville basically i think now starts to move down the pathway of them decoupling from the common schools so i think that bipartisan support i think part of that you heard last week you know there has been replacement funding that has been supported by this legislature around supporting public schools and the common school fund this elliot has currently cost the landlord money i think over a
139million dollars a year and so again i hear what you're saying and i think we all care we definitely don't want to force fire in the eliot you heard i think from some testimony around the build-up of wood unharvested wood that's accumulating in elliot i think there's there's supposedly a plan to do some forestry in a managed way and again this plan has that so they did get a lot of support for this um again maybe not to the level that kind of process we use specifically from local logging but it will generate um kind of continued work i think locally more so than it has probably over the last 10 years because they aren't going to harvest i think something i don't know the number is um it was a pretty significant at least
140more than nothing which is where we've been any other comments before i i got some closing comments on this um you know i got a i got some skin in the game i i border to the elliott um you know speaking as a board member i do support sustainably harvesting the elliot it grows about 80 million board feet i'd love to see that much cut for the income generated and for uh the wildfire uh mitigation i have zero confidence that that'll happen under osu's plan i don't think they're they're gonna harvest enough but anyhow moving on item 13 review draft resolution of non-discrimination action requested so we've had quite a few meetings on this this is what i would consider a crucial conversation on a controversial topic i believe that all the board members have
141students best interest in education in mind and with respect to this this resolution i look at it being uh forward-looking i don't really want to revisit the past a little bit of history though the first draft of this resolution was in august 2021 the board i think wisely voted to move this to a work session it was discussed at a work session and a non-discrimination committee was formed and this was a district committee that had a representation in the district and parents to provide input to the board for the resolution it was planned to have two parents on it but due to circumstances they were unable to participate so parent input was not included a summary of the committee work was prepared that contained five statements and was presented to the board the board utilized
142four of the five statements uh presented to it by the non-discrimination committee [Music] one of those bore one of those that was edited and then subsequent to that two board members collaborated through several iterations uh including our last work session to develop the the current draft and with that i'd like to open it up to discussion and then we can uh we can move to a vote we've been working this issue for quite a long time so the reason this resolution came about was because of the resolution that is already set in place and initiated some edges some classes in education for uh classified staff and some administration and i was approached by some of those um that they were very offended by the education that they were provided and it was brought in um
143it had a lot of critical race theory stuff and embedded in it and um that was the reason what most of the reason why this was brought up was because they were very offended and felt very um abused and made to feel guilty for something that they had not done themselves from something that was done in the past i'm not saying that it doesn't exist but i'm saying that if you want to bring something like that forward and make people feel guilty for something somebody else did that was why this kind of came about was because of that so um that was part of the reason that this was brought up um i appreciate the in the people who spoke tonight on the topic i i've read this a couple times i've i've i've had
144it wake me up in the middle of the night so i read it again the next day um i've never been able to settle into this thing and feel comfortable that that this isn't just a building block and a bitter a bigger political agenda and that's not what we were ever supposed to be doing and it's uncomfortable to me those last so be so be it resolved pieces that first one is literally out of a white house memo from uh 2020 when the crt thing was was brought up and we don't we don't do that we're not gonna do that uh it just it doesn't feel this doesn't feel like something that that we should be doing and um i mean we're gonna vote on it we're going to vote on it but i i
145just i i'm not comfortable with it okay thank you eric this is also just a resolution it in no way makes um policy so nobody's going to be held to it like it's the law it is only a resolution um so i don't i'm having difficulty understanding how people um see that it would limit education i don't see that in here and i appreciate that people brought that out but i still don't see that so um i just want to make sure that this is not law it's not policy it's only a resolution and it doesn't take away or replace or remove the current standing resolution that is already in place the only comment i have is let's go ahead and take a vote on it what was that i said let's take a vote
146on this let's make a motion i make a motion to approve the resolution of non-discrimination i second that okay we have a motion and a second to vote on the uh resolution and i think we'll do just a roll call vote just so we don't all say i or nay and uh so with that uh steve can you go ahead first i say nay nay mary i thies the chair boats i spencer um i i actually uh so so if i can make a comment i apologize for waiting until this point um is that okay i make a comment yeah yeah go ahead so for me um so so i i was one of those board members that helped to draft this document um uh after so after august first or whatever that board meeting
147was i i helped to fine-tune it i guess you would say uh and remove something group or something all those types of types of pieces there i really appreciate what uh what mr kenny said because i do think there's some language in here that needs to be changed and fine-tuned um uh and i really like what the member from the the tribe said that the tribe was not consulted on this um and they and they were not it's true and it was not by it was not purposeful uh in any way to to uh to to to not consult them that was not not that on purpose um so uh if if i i think that it needs to be fine-tuned more so if we if we have to take a vote um i would
148rather table this discussion um which i hate to kick it down the road anymore but um but that's what i would rather do but if we're going to vote then i would abstain from voting at this time because i would rather i would rather clean it up so okay spencer abstains uh eric nay there's a motion to vote and we need to finish okay i am standing on the boat uh eric go ahead eric gleason nay and christina simpson nay hey okay so i think we've got uh do the math i said whoa hold on i think it's three three three okay i'm not quite sure where it goes on a three three uh this doesn't work we don't have a majority so okay moving on it does not resolution does not pass moving on
149item 14 boord superintendent operating agreement action requested kevin you want to talk or you want me to talk about this i don't think this requires much talking i think we've spent the work session on this so you can add anything else this is just sort of the formal agreement that we both uh yeah so we we did cover this at a work session we uh high graded we each got some votes and this is the document that amy put put our what we selected into it so [Music] with that if there's no comments is there a motion to approve [Music] i moved to accept the north bend school district board of directors and superintendent operating agreement dated march 3rd 2020. no second thought okay all in favor say aye aye hi that passes okay now
