the agenda is there a motion to approve the agenda i'll go ahead and make that motion thank you christina i'll second that all in favor say aye by raising your hand hi okay mary and julie i can't see you guys so well okay the agenda is approved thank you um so i'll do a little introduction on the non-discrimination resolution uh we're gonna have what i consider a crucial conversation tonight over a controversial topic this evening and i just want to state that i believe that all board members have our students education and best interests in mind and we may differ on the policy implemented to achieve this and i want to be forward-looking in developing the resolution meaning that while we may talk about the past we're not going to dwell in it a little
history on this has been a while uh 26th of august board meeting there was the first version of the resolution and uh there was a motion at that board meeting to table the resolution and take it up at a work session and that happened on september 30th uh in a draft uh was revised at that time and a district non-discrimination committee was formed uh there was two meetings it was facilitated by cherished chairs mcgahy and uh so there was two meetings and then they completed their work late november and a uh summary report was generated with the input out of that and uh with that i'd like to move on to review uh of the non-discrimination district committee summary and i will turn that over to cheris karis before we do that like i'll uh
this was i just want to kind of uh one welcome uh karis into this and so this was i just want to remind this was a a district committee um which is again um kind of followed under that it's it's a report and kind of a a committee that reports to the superintendent so that that discrimination non-discrimination summary of this work group um came to me and when i was kind of coming to you through this process and i invited charis to come since she was asked to facilitate this and again since this was one of those i think kind of mentioned that this is you know has has different perspectives and wanting someone that could come in that doesn't have a a clear dog in this fight right it's just looking out for kids
listening to all perspectives and so that's where karis brought in so she can give you this a quick overview of her background she's the interim superintendent of the south coast esd i'll let her talk a little bit more about her background um even though she is in our region now she had played a variety of roles i've known we've probably known each other five six seven years because we both served as assistant superintendents and so we're in some kind of like uh roles in different meetings at times due to not a ton of assistant superintendents across the state so i'll turn it over to karis thank you good evening board of directors um i appreciate um you letting me come here for this important conversation as superintendent bogatan mentioned um i was asked to facilitate
this work group and that's actually something i have a lot of experience doing in my background um prior to coming to the south coast esd i'm interim soup now i started in august prior to that i um was assistant superintendent in um eugene for seven years but prior to that i worked nationally on college and career readiness issues and i traveled all over the country facilitating work groups um and working with states and districts on college and career readiness issues so i have a lot of experience facilitating conversations so it was really fun for me to work with this group of people to dust off polish off my old facilitation skills so i i enjoyed it i hope the i know so three of the board members here were on it i hope it wasn't
too painful for you i really enjoyed getting to work with you all um so as um director jordan mentioned we had two meetings so we were asked um i was asked to facilitate two meetings and the purpose of this group was to work with this group of stakeholders with various representatives to um explore the whole concept of non-discrimination and um we went through an iterative and generative kind of consensus process to reach share you know is there any shared or common ground or common language that the work group could work on and in the summary that you were provided in your your board packet you'll see there were 11 work group members but i put in bold and i put in asterisk the parent representatives um due to different unforeseen circumstances did not participate so
this group um this work group was comprised of the board members and then staff so it's not it didn't have parent voice on it so i just wanted to really state that clearly um so that the board is aware this didn't have the parent perspective which i know it you all thought and i agree it is a really important perspective on on this issue um what we ended up doing so the first meeting what we did was we started with a visioning process where we came up with what do we want north bend school district to look like for students so instead of um focusing on the negatives and what we don't want to see we did a visioning process to really kind of orient ourselves towards what what would a school look like in
north bend that does not discriminate and so we took the results of those on the summary results it's actually statement two you'll see a bulleted list and those were the statements that the group generated to kind of what's a vision what what would we want to see in schools around um around non-discrimination and then the group started uh at the end of the first meeting generating um what we also did that first meeting is uh we examined existing documents and policies from north bend that addressed this issue so instead of bringing outside language from other places um we looked at north bend has done a lot of work and has a lot of policies as is required by the state a lot of these areas and by the federal government there's requirements um has a
lot of existing policies and language so i put the poor group to work reviewing policy language and existing documents so really the first meeting was really setting up what's our vision what exists what language do we have and then they started did an initial preliminary draft of potential statements and then i gave him homework because i'm a former teacher and i got to give homework gave him homework in between the two meetings where they reflected on those statements and then the last meeting was spent on a process where we reviewed the statements that were under consideration as a whole group and we did a protocol where we weren't reaching um absolute consensus but um what i provided with you for you the results are when he went through all of the statements i believe there
were um like 10 statements originally generated and we went through that final process and combined some eliminated some did some editing and then once we did that revised draft those are the statements that are included on page two and three of the summary we did a rake a ranking activity where we asked everybody i asked everybody in the group to go through each of these statements so instead of a you know a flat yes no this gives you a sense of the strength of the sentiment of the group with a one being if someone um chose a one rank something a one we define that is i am absolutely opposed to that statement and i'm going to work hard against it and a five being i absolutely buy in and believe and i will you
know advocate for this so that was like a one to five but one you strongly adamantly opposed and five really really believe in and support so of um there were 35 possible aggregate for each statement that um for ranking preferences so you'll see in the parentheses by each statement you'll get a sense of the strength of the group of how much they um felt how strongly or how weakly they felt and so you'll kind of see a distribution where um there were three statements that received over 30 points meaning they averaged between a four and a five um of people's support and that's statement one and then on the back statement eight and statement nine were the ones that were ranked where people across these the two stakeholder groups that were there um felt the
most strongly about and then there were um the ones in the middle which were in the mid twenties um statement two and four and uh there were two versions of statement four and then version two had the most had the lowest score where people felt the most um um of all of these statements there was the least amount of agreement on agreeing on that statement so that's these are the edited versions and then that gives you a sense of strength for those two stakeholder groups and that was the process and i know there were three board of directors who participated on that um i think two of them are here i don't see the third um if you all want to add anything director thieves or director schilling did i miss anything is there anything
you'd like to add i don't see is steve ryan here i don't see him he participated also oh charis i just wanted to say what a wonderful job you did um it was it was um great to get together and um bounce our ideas off of each other the only disappointing thing for me was that there was no parent participation as you already mentioned yeah i i agree with mary um we we we needed um more participants maybe um should have maybe called in some other parents or something um i feel like the the request of the board was to have representatives um that was agreed upon and that unfortunately was not met so um i don't know how to proceed with the fact that we have all this information but it wasn't gleaned from
who we wanted to have participate so yeah but you did a great job i was impressed but thank you i had a great group of people to work with so it went well yeah i'd like to thank you for facilitating this and uh yeah challenging topic i think that you know i wasn't there but the report the summary report was very good and uh i particularly appreciated the the waiting uh whatever you want to call how you waited that and that was good to get be able to gauge the support for that um yeah i thought that was really good you know i on the parents not being there there was some unforeseen uh circumstances tragic on one side um and and that hey that's the way it turned out uh you know i do
believe parents are the key stakeholder in their students education but uh i do think there is some input here you know the report we can talk about it um are there any questions uh from the board for karis before we move on uh to the next topic and discussing discussing some of the statements i just had a really quick question um for the statement for the version one and the version two is the only difference between those two the word inclusive yeah okay all right thank you okay well karis thanks again it was uh you did a really good good job and i got a great sense of uh what went on uh by the report out and i appreciate that so i'd like to at this point uh open up the discussion to the
board and they can you know you guys can give your your opinions or thoughts and kind of the way i looked at framing it was we had a 30 september version of this and when i look back to when we set up that one-page document you know the purpose of the at the top of the page where the background was given the purpose of the committee is to provide input from north band school district personnel and parents for the development of the draft and while the parents aren't weren't included there's certainly some input worthy of uh discussion so um does anyone want to open it up and discuss their their thoughts on the report and i guess before i stop talking the last thing i'll say is you know the process i i was thinking
of the following was uh to integrate this input into the existing 30 september draft that exists so so with that i open it up to board comment jim one of the comments i had was statements eight and nine which most everyone agreed with that were in the meeting i um i kind of like those statements replacing the last therefore number two um i i pretty sure that's that's where we were we were working on that statement in that area karis if if i remember correctly yeah sure i'll i'll chip in on that yeah i support uh yeah statements eight and nine and going forward and bringing them into the 30th september version and replacing the second therefore number two that sounds good to me any other thoughts any thoughts on statement number one i'll give
my thoughts personally on number one i'm uh i'm fine with it it's uh pretty similar to what's in the 30th of september uh first paragraph the first whereas and that's kind of that that was a direct copy out of the policy on non-discrimination this version uh statement one's been slightly reworded and i'm i'm fine with that any any thoughts on that uh i'm good with statement one jim are you talking about i'm sorry guys that i'm was late to the party um are you talking about the first paragraph i just want to make sure i'm looking at the same thing you're talking about making that statement one instead of the first paragraph that's in here you're talking about having statement one be that first paragraph correct okay i just want to make sure i understand
what you're saying moving any other comments about statement one before we move to statement two is that actually because because that first it says whereas the northbound school district has an existing nondiscrimination harassment policy and states the following in the first paragraph it is that statement one is that actually the first paragraph because then we have to just change that part to you obviously yeah correct spencer and it needs i think it's a little punctuation on statement one here but uh yeah i'm fine i think the essence of that is very similar okay okay yeah that sounds i i think that sounds good to do that uh statement two uh does anyone have any thoughts about this one before i give my thoughts i guess i have a question with the second one um understand
historical issues to help break the patterns and i don't really remember what that meant karis sorry to help break the patterns part that was part of that visioning process um and i think the group was talking about um our that the students do my understanding and you all were there so this is i'm i didn't write the statement so um i was just described so if i'm misinterpreting please correct me but um i think the people who who put that forward wanted the north bend students to uh learn about history and learn about the impact of history over time and that was the wording that they used which line are we talking about when you say that the second bullet under statement two oh understand the historical issues he'll break the pattern okay so my
that was how i interpreted that that to mean it was that some people in the group felt strongly that students needed to learn history and to understand the impact of of what's happened in history over time and is that score the 23 out of 35 is that for the overall all of the bullet points put together that's that's the score for all okay so it's not individual no that was for that one so you can see like the statement one um had a stronger feeling of of support from the whole group and this had more of a mixed feeling of support okay i'll i'll read these bullets um on number two and this one is what it is what does a school look like that does not discriminate empathy and understanding for all students understand
the historical issues to help break the patterns representation of all races gender economic situations safety from physical and emotional harm parentheses teasing beat up bullying practice acceptance and inclusion in activities regardless of the socio-economic status of students parentheses eg special interest clubs regardless of socioeconomic status notice character not outward appearance support students where they are at important to be heard collaboration among student student staff and community so well i see you laughing there i'm looking at my bad um my lack of uh punctuation so i need my red pen now we're grading on content here to see but you know personally um if the second bullet is removed and to me that's that's vague and i don't quite understand what that means um i'm okay with the remainder of the bullets um what is i
somebody said i agree who is that um yeah number two is unclear to me and i don't remember what that one was about but um the other ones i i'm fine with number three i had a question on i mean um like i think it'll be all right if we left that one in there like we can like take it apart or we can leave it just take out number two what was the concern around the third bullet representation of all races oh items just i didn't understand it i guess i think it's okay okay my my my thing about number two is the way that i i see it i mean as it's presented here is almost like that statement uh those who don't do not understand history are doomed to repeat it so
by understanding the history of racism in general we would be able to break the cycle that's inherent with the system as far as racism goes so basically understanding the history of racism so you don't repeat racism going forward like learning from a speeding ticket [Laughter] but this is just a non-discrimination though it's not an operating procedure um i i would i would if if this is more of just a non-discrimination statement then then i think that um because i'm looking at the resolution that that's you know talked about um and there's all the bullet points that are back talking about what teachers can and cannot teach that's more of an operating procedure there and so um i know we're talking about the the stuff from the work group that that happened but there's a lot
of stuff in that that's that really seems to be more of an operating procedure side of a thing and so um i feel like the statement has been drafted that was that was put forward in the past i feel like we have two things mixed in there i feel like we have a non-discrimination you know statement this before but then we also have an operating procedure mixed in with it too and so i i think that we do need to define are we trying to do an operating procedure or are we doing a non-discrimination statement because if it's a non-discrimination state what's that non-discrimination okay um what what you know what are the thoughts on it um do we want to move it move it into the the resolution um and remove the second bullet
or what's the is it something that that second bullet can be to be reworded by someone who understands i guess my my question would be what historical issues are we talking about history in general or are we talking about certain issues i would imagine i would imagine we're talking about race racial issues you know just just um things just equality in in the past that you know just in general so that's what i would imagine obviously i wasn't there so i i can understand i i i do understand where julie's coming from on that i mean if we're talking about just simply a non-discrimination statement um you know when you talk about things that actually you know what what does a school look like that does not discriminate and it would be having empathy and
understanding for all the students i i i think i think the empathy and understanding for all students could encompass an understanding of historical issues to break the patterns but i would imagine an operating procedure would have something like that where it's we need to make sure we are teaching a historical knowledge to understand historical issues regarding race to help break patterns um to me that i can see that being part of an operating procedure as opposed to a non-discrimination statement and i completely i also very much so agree with you eric as well i minored in history and and it's amazing how many things we are repeating today because we don't learn history and so i think it's very important that we learn history otherwise we're doomed to repeat it so i don't know if
i helped anything i probably confused it where is mud no that's right so i you know i'm is the sentence better if it just says understand the historical issues around discrimination that that i understand then i go okay and then i can say okay there's some his there's certainly some history here um is is that an acceptable modification i think i think it reaches the same goal uh you know you're you're saying what it's trying to say just a little bit clearer so yeah i think you're right what was it jim can you say it again i said i would propose modifying it to say understand the historical issues around discrimination yeah i agree with that okay i'm you know i'm i'm good with that if uh the group's okay we can plan on incorporating
that into the resolution should we say understand the historical issues surrounding non-discrimination or regarding non-discrimination what is your verb you're going to want to use there or your adjective for that understand the historical issues regarding non-discrimination or surrounding non-discrimination regarding discrimination not non-discrimination but sorry i was just saying regarding discrimination not regarding non-discrimination yeah i got it thank you okay amy can you write that down on the chat so i can read it for some reason my brain isn't wrapping my head around it and i don't have what is it that jim is wanting to say he's saying in statement two bullet number two we're going to change the statement that originally it says understand the historical issues to help break the patterns and instead of that we're going to say understand the historical issues
regarding discrimination and i can type it out to you in chat too if you like okay thank you okay thanks um with that i see we have statement four there's two versions um i'll open up to the group for their thoughts on statement four throw it away all of it both of them okay can i see they had one had 26 out of 35 and one had 15 out of 35. any other thoughts about statement four yeah that's a pretty highly regarded statement by the entire group of people i think it's pretty no it wasn't meaningful no it was not you must not have been part of the 26 is under 26. is a good number unlike golf right isn't it isn't the higher number wasn't that a good a better number like a more
responsive number the parents weren't there there was no parent representation nope that was that was very that was clearly stated i'm just saying in my opinion it i can say it can be taken and you gave your opinion and as i was trying to give mine you decided to also give it again the statement to me the first one seems to make sense okay so two good opinions any other feedback on this one spencer you got any thoughts [Laughter] i'm reading it over i'm reading it over again and then i'll give my thoughts so jim i like the first paragraph in the second version uh but beyond that um i don't know how how do how do we help our kindergartner with that i guess that's one of my my questions so we we've had
you know we've had some discussions on equality and uh equity i'm i'm a big supporter of equality i understand that it's understandable uh equity not so much you know i look at that equity on the other hand means everyone has provided what they need to succeed that's a pretty broad statement so i don't um you know i personally i don't support statement number four um you know i've got kids three kids i treat them all equal we go out to eat they get to eat but they get to pick one wants chicken one wants fish and one wants steak so it's um that's a one example but quality doesn't you mean that everyone has to eat the same meal the exact same meal but people are treated equally and i believe that's you know that's
there's a statement in the uh you know out of the declaration around uh all men are created equal and i think that's enshrined in the 1964 civil rights act also um so that that's my thoughts on number four any any others yeah carrick's can you um kind of touch on how we graded these a little bit again so that you can um explain the representation of the people that were not there how the scoring came about with how you held up how many numbers you wanted and represent how the scoring came about so that we can see the difference between the two statements are to slightly different and the representation of parents were not there so that we can have a a clear evaluation of those two different statements because i really believe that since
there was such disagreement between both of them and how the scoring was the representation was not there that the board had asked for um so that we can have a clearer i don't know i guess maybe because i just want you to justify the fact that those don't belong in there because the representation was unbalanced does that make sense well i think it does i think it's reflective of all the statements right all none of these statements reflect parent voice absolutely i think and i was trying to find and i i've been looking through my phone at pictures um the representation i think what i recall from this conversation and i don't have the raw data right here i was trying to look because i remember it was on the chart paper and i took
a picture but unfortunately my kids got a hold of my phone and there's way too many pictures on it anyway my point was i remember we spent the most time on this statement four it was really divisive in the group and um there were more ones on there were a couple of ones in here around statement four and a one indicated that there were people in the room that were going to absolutely work against it like would fight against that statement whereas um like statement one which had 31 of 35 it was all four and fives there wasn't anybody in the group that was going to you know actively work to fight against the statement everyone was pretty strong agreement with it so my takeaway from statement four was there were people that were fives
in the room and there were people that were ones and there wasn't a middle area so statement um you know this you know you're hitting on some of the issues we spent a lot of time on the word inclusive that's why we have the two versions um there was also a lot of disagreement um around the concept of implicit bias and then now you're hitting on equity versus equality so of that second meeting we spent the biggest chunk of time on this statement for and i feel my impression my takeaway was this was the statement that had the least consensus and got had the more um what they call bimodal there was more people really in favor of it and people really against it versus the other statements where people was more in the middle
thank you that was yeah that was exactly what i wanted to do today that was very clear i appreciate that thank you that's kind of why i was kind of wanting to be like since it was so divisive that the board has no business adding or subtracting or taking um those two statements at all into this um so that's why i i am so adamant about just getting rid of it completely and have us not even work with that number force those number fours at all because it was so divisive and that's not what this is we're supposed to be doing here is to um to make sure that it's non-discrimination and that i don't know it's just a mess so i'll stop now yeah then then the problem the only the problem i see
with with these numbers is that they misrepresent then the actual situation because we had no problem with no parent involvement for statement one or statement two which actually two has two has a 23 out of 35 it comes up at four all of a sudden that these numbers are are not actually making anything uh worth looking at so if they don't work if these numbers aren't giving us something that we can base a guide off of then that's fine i won't work off of those anymore but um as you pointed out kerris that so far everything we've done has been sans parent involvement for a pretty massive reason in at least one of those situations like jim pointed that wasn't the default of the city of them that there were some things that happened and
we hoped that this group would come together and they look like they put some really cool things down on paper so thank you for explaining that because that makes it helps me look at it a little differently now well in addition statement one and statement two our group here tonight didn't have issues with those except for one bullet yeah no you're right you're right i just ask a clarifying question because i'm just a little confused we might have already talked about this but what exactly are these statements going to be used for is it the development of the new policy the resolution that we're working on or so are we only supposed to be picking one statement to work with is that what we're supposed to be doing here so what we were doing is
going ahead and looking through this this effort from the non-discrimination committee and saying okay yes the parents weren't there they're a key stakeholder body of work has been done what can be used and so what i'm seeing is that we're using one two eight and nine so there's there's five statements four out of five have been accepted and there's a little there's a minor clarification around a second bullet but statement four there's some people on some polar opposites that uh uh jonah you know don't want it in there i i get that there's some division here jim when you say in there are you talking about the resolution yes that it would be it would not make it into the resolution okay thank you any further comment okay so so on this one i mean
given something uh if someone else has another thought i would leave statement four out cause i i i think it has some controversial things and i don't get i i think we're on some some pretty opposite sides we're maybe there's some ones and some fours and fives so jim my thought is is for for right now because since we're since we're trying to draft something that we all can read through as a non-discrimination you know resolution um and then we all feel comfortable with it in the end i i would agree that for for right now we just put a statement forward to the side not added into this at this moment in time um you know not totally just hit the delete button and throw every last piece of it away but i think
since it's kind of divisive i think right now we we move past that one and don't plan on putting it in at this moment that's my thought okay no appreciate that uh that feedback spencer um i was gonna move on there was some other uh kevin is it okay if i talk about a couple items that you had had thought about a couple of bulleted items from from your uh you had you had some thoughts i shared um i kind of kind of took you know i know this group did some work we had some previous resolutions i i kind of tried to draft some things up and i i didn't share with the whole group because i didn't really feel like that's my place but i kind of drafted something if that was interest
i'd share it with jim um so yeah you're welcome to share whatever you'd like to do on that um because i was trying to come up with some comments and statements that might bring some of these things together yeah so you you had a couple you know i'm not going to go you know you put together some thoughts and i kind of had some uh independently had had some three topics or three sentences that you had put or you know put down that i thought were worth discussing with with the group here and i guess so one thing you had was uh the north bend superintendent is directed to maintain an organizational culture that treats employees students and families with respect dignity and courtesy and um you know i've worked i guess you know we
did talk about uh respect and trust there with uh at our training session with steve and he did a great job on that and uh you know my personal experience in life is uh you know i'm putting new situations maybe it's a new organization it's whatever it is but treating people with respect is a huge thing and um so i i think it stands around respect for the board to consider um any any thoughts on that from the board jim could you read that one more time i'm taking some notes here thank you uh and it's be it further resolved that the north bend superintendent is directed to maintain an organizational culture that treats employees students and families with respect dignity and courtesy that sounds good to me i like that i agree i like
that also so so i i think maybe we'll bring we'll we'll work that into the uh that 30th that verse the resolution um let's see the other one uh that i liked and it carries an uh an element the district schools and teachers are expected to provide a comprehensive education on america's history that neither sanitizes the past nor denies the possibility of moral progress i guess the part i like is that the district schools and teachers are expected to provide a comprehensive education on america's history and and i do have some other words for us to think about you know and this was from another this was from virginia and it was really it said we must teach our students the entirety of our history both good and bad from the harms of american slavery
and segregation and our country's treatment of native americans to the triumph of america's greatest generation against the nazi empire the heroic efforts of americans in the civil rights movement and our country's effort to defeat the soviet union in the hills of communism we must provide our students with the facts and context necessary to understand these important events so um is i guess is there a statement for us around uh teachers teaching a comprehensive education and that's what you know i i think it has to be with the good and the bad um it's not all good it's not all bad but it's balanced uh approach to history any thoughts on that so i i i feel like back to um i i feel i feel like we're we're kind of getting into two different things
um where we we need if we're doing a dawn discrimination policy than a resolution then there's that part but but i feel like when we talk about you know what's being taught or what can be taught or how it should be taught or anything like that um although i totally agree with a lot of that stuff that was said i feel like that would be more of um making sure that our our policies when it comes to teaching are are accurate as opposed to the discrimination side because the discrimination side i mean to put in a nutshell is you know be nice to everybody you know treat everybody kindly um but then when we start to dive into the we need to teach this or that or that i i feel like we're getting into
a different a different statement so i'm not opposed to it i'm just saying i feel like for this piece here i feel like we're trying to do two different things with one statement i agree that made sense spencer that i agree okay and maybe that's what we need to do maybe what we need to do is come with i mean i i feel like all of us honestly really agree on a lot of stuff when it comes to just being nice to everybody like i mean i feel like all of us are nice people like we just you know i wish we could just say whereas just don't be a jerk um that might not be the right way to put it but you know i don't i feel like the nondiscrimination policy should be
relatively i mean not brief but you know just clear concise and we've got a lot of great statements in here that we could just pick from and then and then make that happen and it's in there again it's important and it's clear and it totally helps guide us and then maybe you know if we feel like some of the teaching aspects of it need to be addressed then we can address that all right thank you absolutely right spencer this is kindergarten basics right like uh don't don't uh don't be mean to each other share you know be nice uh understand that we're not all the same and and respect each other's differences uh so take a nap i i mean this isn't this isn't high-level stuff honestly i i think you're you're absolutely correct i
can't agree with that yeah go ahead mary i'm having difficulty hearing you um your your voice is in and out a little bit let me move closer okay there you go thank you yeah so items one through seven uh were in there and that and that was really around the teaching of critical race theory and any training in that and that was part of the that was part of this what prompted this non-discrimination uh resolution so in september 30th uh the references to critical race theory were removed from from this draft resolution and uh so there it sets so that that was a piece of this effort and and i can i and i can appreciate that jim absolutely um and i just i feel like as as we as we continue to dive down
this you know a little bit deeper i i feel like we are coming up with two separate things and honestly i'm i'm thinking about our training from last week is is really kind of coming to my mind where you know the different roles that the board plays which i feel like we do play a role in these things but i feel like it kind of separates out and so um so i'm not saying let's i'm just saying from the for the non-discrimination side of things um i think for the most part when it comes down to that that therefore statement that gets wiped off of a non-discrimination statement but doesn't necessarily get pulled off of a uh you know how we teach and things like that not not necessarily i mean we have to obviously
look at that side of things and see how it will work but so it you know can it be that uh that get moved down in the document and it is titled or operating principles for things that fall into operating principles or you're you're saying it's something different i'm i'm i don't know are you saying that you'd maybe have that in an operating principles in a non-discrimination statement are you saying have it be a separate no i'm saying leaving it in there but you know you can cover it as uh operating principles or some such heading so i i would think that to be clear and concise as towards what exactly we're saying i would i would think that what we i would say what we should do is take one through seven and put
it if we need to have a separate resolution when it comes to teaching or i think it will be more impactful because a resolution is great and all but when it really comes down to operating procedures and how we actually you know do things i think that would be it would be more impactful if we if we started looking at our um uh i get i'm trying to remember from our training is is it the operating procedures that we turn around no i mean your your role is in policy development we have you know one example of this sort of is we have a policy inb called studying controversial issues okay and then there's an associated administrative rules around um i go along with that so that's kind of one of those that would maybe
fits the this we're sort of directing on how to how to go at studying controversial issues so maybe that's a better place for that i don't know and and i think kevin you're that that's kind of what i'm saying so so i'm glad you pointed out so is it i and then m as in marco and nancy i as in nancy i n b is nancy or i said i eyes and i i is in next okay i n b i m b okay on ar that went with that too okay yeah and and then and then obviously yeah we'd have to look at the ar and make sure that things are you know jiving with all that but but i feel like maybe the administrative rules is directed by me right right so i'll
create that the board gets some input on that but the policy is where the board rests around what's the policy on on studying controversial issues so for example okay got it sorry jimmy i can't hear you any other comments from the board on this with respect to [Music] is are items one and seven a separate resolution is it down the page i kind of agree with spencer it's like if we're going to do the non-discrimination piece then we make this about that and then we take the operational things and move them into somewhere else where it's supposed to go where it actually can do some good outside of the resolution so i mean we already have a controversial issues for topic uh policy and i don't i don't see us changing that i see a
separate resolution is that what i'm hearing is that one approach um i think that is one approaches as long as those seven items are addressed at some time soon if we want to put them into another resolution i am okay with that as long as they're addressed okay uh here's what i'm gonna i got one more that kevin had and uh i'm gonna run this by the group nothing in this resolution shall be construed any expressive activity protected under the constitution including academic freedom or student political speech mary that's in the chat screen if you need to see it you can copy paste it on your computer if you like oh okay thank you no comment we'll move on and leave that one oh go ahead so sorry i i i think with that statement
i feel like that would be something that if we're if we do a resolution when it comes to you know item those items one through seven or whatnot i feel like that might be something that would fall into that thanks okay okay fair comment so um we've had some great discussions on this uh it might be the point where we move on from this and develop graph based on what's been discussed is there anybody that wants to uh eric i know we are spencer i know we collaborated on the uh local control would you be interested in you and i collaborating on yeah yeah yeah absolutely i think i think we could yeah that'd be great is is that a is that a reasonable approach uh for the rest of the group yes i'm okay
with that thumbs up okay let's do that okay let's see jim sorry real quick with eight did we go over statements eight nine did everybody on the board want to try to include those in there i just did i missed that oh yeah we we started with eight and nine we like to start at the end sometimes concert and work forward so yeah we we the the board you know we agreed that statement eight and nine should be put into the agreement and they would essentially replace uh on the second set of therefore which is a longer longer paragraph so yeah eight and nine were in as is okay i just want to make sure we address those per thanks so do i have it correctly that jim and spencer will be working to redraft
a resolution correct and then go ahead spencer i was just gonna ask and then what's the plan from there so we'll we'll redraft that and then we'll are we gonna do another work group to go over it again or are we like what's what's kind of the plan from there yeah well i'm open um that might be the best plan uh what does the group think that a month from now we we put this together maybe it's two resolutions uh spencer and i will work on that piece i i don't think i don't know that we can put it together and have it to a uh a vote or reviewable state you know i don't know if we will probably need to iterate with the board members is kind of my thing any thought spencer
i i would agree with that does everybody else want to do that too seeing thumbs up from eric sounds fine to me okay yeah let's let's do that that sounds good so we'll we'll cover this we'll we'll hammer something out and be ready a month from now plus or minus i think it's the 17th of february to pick that up okay uh the second agenda item is uh the board superintendent operating agreement and uh you know this is something kevin had discussed with me or brought it up uh months earlier and then steve kelly brought it up in our training also um so what i thought we would do is hold on i guess it's it's 7.05 how about this it's 7.05 let's take a five minute break or six minute break and come back
at seven to ten sound good okay break till 7 10. thank you foreign uh what are you eating nuts i got a jar of m m's yeah i thought about having something like that but i can't i probably shouldn't either okay great now i'm gonna go get me something to eat i thought about crackers but that's really loud so we're doing the um superintendent work thing next yes correct okay so we're done with the resolution stuff yeah i have you know uh before we move on i've got i had one thought while i was walking around i think better walking around than sitting so one thought you know i had one thought i'll share with the group and if anybody else has some closing thoughts we'll uh okay you can chip in uh jim you
give me a holler when you're ready to resume and i'll start the recording again yeah hey i think we're good to go amy okay i think hopefully everybody's back looks like we are we're gonna go um did anybody have before we move on any last comments on non-discrimination i had one thought while i was walking around i think better walking around anybody have any comments before okay my one comment i had when i walked around a little bit is that uh i think items one to seven are actually a curriculum issue which which does follow in the board's purview and uh but spencer and i will take we'll collaborate on that offline on the coming month and uh get back to the board but anyhow with that we will move on to the board and
working agreement or operating agreement and i sent out three pages and page one is the agreement sample and you know that that uh document has talks about bold letters collaborative governance communication agreements and then there's there's a place for board education to the superintendent and superintendent's applications of the board and then the other two pages have one page is a list of 16 items of the board's expectations of the superintendent and then there's a page the superintendent's expectations of the board is another one but the way i view this page uh the expectations of the superintendent or the board's expectation kind of a schmorga's board uh or uh what's that all-you-can-eat buffet that you know we can pick out i don't know maybe is it five or six items that the board thinks are you
know the most important things and that can be items uh 1 through 16 on the sheet of paper and there may be something that's not entered on the sheet of paper that you guys have a thought about and i'm i'm happy to throw out one i think item three work with the board to establish a clear vision for the school district um yeah i think that that's one a good good one for us to have the board and the superintendent work together and so kind of the process i would like to just spend a little bit of time together you know kind of get your guys thoughts on expectations and then we'll probably just we'll probably move on and develop a draft from that so does anybody else have any expectations for the superintendent suggestions
can i ask a clarifying question of course spencer so um so we're trying to if i'm understanding you correctly we're trying to we're trying to drop a board superintendent working agreement the board's expectations of the superintendent that one through 16 is just the sample page and so we're trying to develop something uh just this one page so in this like three i think it's three page document we're only focusing on that one page is that right okay perfect i had a question about this jim um doesn't osba offer a short training on this item their trainings tend to be in that two to three hour range so it's not one of those short one hour long one lunch hour trainings this takes a little time because they do uh this was i think even this
sample was shared with the board a couple years ago i don't think we did anything last year so my first year we we had this exact agreement this example shared and we began some work with it but we were also doing some introductory so this was sort of jammed on top of the introductory that you all went the the board initial and so trying to do both those things and ultimately we didn't get to this so we we introduced it at a meeting and then and we didn't spend the time so it does take a bit a chunk of time to just sort of work through this you know even like these first the first four things in collaborative government governance and then communication those are really like mutual agreements like do we all agree
with those seven statements and then the rest of this is um can we come up with hey here's the board expectations of the super of the superintendent and then the superintendent's expectations of the board do we all kind of universally agree on these things and we it'll take a little time to get to that i think when when we did this a couple years ago when kristen came down and gave us that training and we went over this and then we all i i remember we all picked like whatever our top three were on this thing and then we kind of like combined them to see how much overlap we had from each one of them and then we kind of added the ones that had the most and then if we still had a
couple spaces we figured out between the rest of the the options but i don't know how far it went after that i think she might have provided a summary if i recall but it didn't go any further than like actually putting it into a final agreement that's that's right when covert hit may have been and oh [Music] how about we have in-person uh board meetings so that we don't have to deal with this i can't i can't hear you but that's okay don't repeat um i like number eight it's something that i've been thinking about lately simply because as a parent i do get information from the high school um that when i read through it i was like oh well i wouldn't have known that as a board member i only know that because
i'm a parent so some of the information i think is super great that we get as parents through like parent view and stuff that doesn't come out to the board members and i think it would be super great like i'm pretty sure that there's not not all of you guys have kids in school so you're not getting these uh emails that i get as a parent so um some of the information is really great so i would i don't know if that's under kevin's work i'm not sure but it was i think we as board members need to get the information that we get out as parents yeah that's a good suggestion i think we so that was number eight yeah i mean it's kind of like giving information out when i read that that's
what popped in my head it's something that i've wanting as a board member that i'm like wow i never would have known any of this information if i wasn't you know a parent as a board member i would not have known this information okay i agree that's a good idea would each of you like to uh voice your top three now and then i can we can work this and kind of look at the votes and then see what's in common and come up with the top four or five uh does that sound like a reasonable approach yeah okay who's got their top three ready to go give me a couple minutes i think i can rattle mine off yeah go ahead uh i agree with you jim on number three um for me seven's
a big one just from being in the like pr like pio kind of aspect of things and then i have to agree with julian number eight okay sounds good so i'll go next uh let's see i like number three and work with the board to establish a clear vision uh i do like number five in that data so that we can make data-driven uh decisions and i looked at that as metrics from uh how we're performing with different schools and grades um and then i think i'm going to go with uh oh i'll go with 15 represent the school district by being visible in the community okay who's next i feel like you were ordering dinner there jim yeah i do have takeout places i get the same thing over and over again i'm keeping
track of who is liking what so when you're ready when you've all spoken i'll be able to give you a good reply on what's going on jim i'll go ahead and go next um i like number one number three and number 16 so working with the board towards becoming a team with board members working with the board to establish a vision for the school district and then providing follow-up information to board members on concerns and issues they have referred to the superintendent so closing that communication loop good good yeah okay i have three um number six number 10 and 16. thank you mary and i just i might add something on 10 and i don't know if it's possible but as soon as the board packet go comes out i'm in there and i'm looking
through all of it and i might print some things off i don't always have time to go back and then i realized there were some edits or something so maybe we could just get a email heads up or something or i'm not sure how everyone else handles that situation oh just just give us a quick email saying hey we revised the the the agenda right because there are there's only been one time that i was in the meeting and my um my document wasn't current yeah i'll see what i can do to help with that mary okay thank you so i like eight of course i already said that um and then number 16 and um well i guess one or two both so it was 8 16 and what was the third one one
and two i picked four one okay one oh my god i think uh i think spencer i think i'm last um so i'm struggling between three and five to be honest with you because i like them both and i don't i'm just going to give you four because i can't decide so three and five because to me they super they go together to establish that clear vision but we need the data to figure out what the vision needs to be so three five and then i really like seven um some of those critical decisions or things like that that are coming up things that it i i i it's been really awesome that we haven't had anything come up in the media before we knew about it as a board i think kevin's done a
great job of that but we need to continue that so seven and then i really like 15. i'm a huge fan of 15 just to be in the community visible in the community all that kind of stuff so that'd be mine 3 5 7 15. okay jimmy do you wanna do the data analysis so we'll we can take it offline for another time you got it so what i'm seeing the most response on is number three with a vote of four people eric jim christina and spencer all like number three that's the biggest one that's gotten the most votes the second one is number 16 with christina and mary and julie all liking that one everything else is two or three so i can i can just tell you what all the twos are and
then i can go down to like i don't know how many you want to do yeah tell us the twos okay so the for the two votes we've got two number ones with christina and julie uh we've got two number sevens with eric and spencer we have two number eights with eric and julie and we have two number 15s with jim and spencer and in two number fives yeah we do have two number fives with you and spencer and then that that that takes care of all the two votes do you want to know the one votes no we're i think we're good if everyone's okay i'm okay with having one through seven and then or you know the seven where we'll have the four three twos and they'll be listed in priority order is
that a reasonable approach that sounds good okay okay uh next up uh kevin i don't think you'll have any voting but i guess it'd be your expect superintendent's expectations of the board why are you smiling so much they're all good statements so it's actually hard to choose but i think those are kind of the bigger ones the big to me the bigger ones yes okay so for you your your your expectations of the boards have you what have you picked out of your bucket for us 11 15. so your expectations kevin you won 11 and 15 for your expectations for the board i have 11 15. that's it i think you're supposed to keep it to like three or four things okay you set up 11 and 15 2 5 11 15. oh okay 2
and 5 11 15. okay got it okay quick skit all right that sounds good to me so um i guess on the forward forward plan amy are can you uh take this document and compare that you know put the the seven expectations we have for kevin and then the four he has for us yeah and then when i have those drafted up do you want to see them before the next meeting or should we be presenting them and putting them as an agenda item for the february meeting um i don't know it works but we could review it one more time what's the group think i think a work session myself because it could be number 15 it could be a surprise got a meeting very clever yeah with some humor everyone that's that's good
that sounds good we'll talk about that the 17th of february work session thank you for that good good with that i don't have uh anything else the only thing i did want to say is you know based on that training steve kelly did last wednesday i want to thank everyone you know folks for attending and uh it's kind of nice to zoom it from home so you didn't have to drive anywhere that part was good but thanks for the time it was a great learning experience for me uh a lot of water to know what you don't know and i'm a big fan of continuous learning so i got personally i got some work so it was great and and the format he did it in was very engaging uh because uh knowing that role
that that where that line is or that you know and it'd be a little fuzzy but right at that line between the superintendent and you know his implementation of policy and operations uh with that what he did highlight is we do need a you know i think a future work session in the near term i don't know if we can work in february but certainly march would be the board goals i think that would be really good uh to do i noticed that there is an old document i can't remember kevin where that was from business and for the upcoming meeting in the third of february if anybody has uh any agenda items they would like to see on there or if you have one now you're welcome to throw it out or suggested um
when it comes to our policies that we needed to accept um is that something we're going to do in a work session are you talking about the second reading items yeah so i don't have my notes but kevin and i did talk about this a couple days ago and uh you know some of those you know we went ahead and went back to a first read for a bunch of them from i guess the december and january meeting and some of those are a heavy read you got to really set apart some time um and i guess one one thing that would be good in a suggested process is if you read something and you think there should be a revision that you actually go ahead and do a marked up document say hey i
think this should be the uh the revision that we we consider and i'm just trying to get a you know help the process along that way you know if you have enough passion think some revisions and then the board could could review that at the next meeting and that would push that one that you know whatever policy that might be might take another it's another read you know but uh that was just some thoughts on that i i guess kevin did you have some thoughts that we might go into each policy in a little more detail rather than a block approval what were your thoughts on that well i think my plan my plan kind of what i was thinking was to go through each one of those um at our next board meeting and
just walk through each of those but it's really walking through with the idea of the recommended changes that are coming out of again the only ones i've presented are required changes at least what osb is saying is require changes based on changes in law so if we're looking beyond changes like that then um then the board i think needs to discover that figure out a process and and ultimately that probably means pulling a committee together that would work out a policy right to revise because that will just take time and then we send it back um a revision and have our attorney look at it and then ultimately that comes back to the group as a whole so if there's some revisions that need to be made i mean um that are beyond what osba
is suggesting that's a little bit more lengthier process so i guess i until we have sort of an example of what you want to do um i i the process right now would be under our first read is to review all those changes and then we come back and if we want to accept those not accept those get a legal opinion and then we come back with the second read does that help can i make a thought well you go ahead julie sorry um yeah that helps a little bit but i don't know if that's something that we do in a work session or if we need to do it just like just for me because i need to understand some of it or um because i really kind of want to work with their
lawyer with a couple of them to get the clear understanding of what it means and what it means if we took the idea of a couple of them and just um i don't know i i i don't know all the policies that you are getting are already established so they're not they're already our current board policies and they're just my the changes that you saw are fairly minor but if you want to do more substantive changes that's is that what i'm understanding of that would be hey we want to substantially change this and then we would want a legal opinion on what the implications of these changes would be how about um you and i and maybe jim set up a little bit of a meeting to go over what i'm questioning because i'm not
comfortable with talking about it right here i don't think the avenue um so i don't know i i think i would talk to you about it with jim so we can figure out yeah that's good i'll have amy amy can we'll schedule time to to review and then we can kind of go from there and there there can be a smaller work group that works on policy and basically comes back then with some recommended changes or policies to the whole group as a whole and that and that is done in districts um across the state so there's a variety of way of approaching these things sure so eventually eventually it does have to go to uh like you have to vote on this so that's where the final second read has to go to the
board in that in a regular work session or a regular board like when we when we vote to adopt them that's when i want to make sure that everything is clear to me at least perfect yep go ahead spencer [Music] i was waiting i didn't want to interrupt anybody um so my thought is because when we do read through some of these policies you're absolutely right julie sometimes you see something you're just like i'm not quite sure what that means or i'm not quite comfortable with that or whatever it might be um some of the changes that we make since they are just legal changes uh we don't want to rubber stamp anything just like just like we had we learned in our training and everything but some of those minor changes are just so
that way we can abide by the law and so what what my thought would be is just to if we pass those but then flag them like you're talking about to be like hey can we do a work session on you know these three policies or these four policies because we need to dive into these deeper so we we might adopt that just simply to be in compliance with the law because sometimes those work sessions might take a long time and and i'm i'm nervous that we're gonna you know be buttoned up against the time frame of what the law is on how we need to adopt them or when we need to adopt themselves just as a thought i totally agree that sometimes we need to come back and re-look at them so what
is that when is that you better have these done or else or else what when so the problem is there's no teeth and well kevin can speak to that but i mean yes you need to do it by a certain time but what that certain time is it's sort of it depends um there are some of them that the law went into effect um you know on january 1st and they're and they're basically saying is you you need to you need to pass this or you need to be abiding by this new policy by ex date i don't think there's anything in front of you that has that kind of stipulation and so yes the laws change i think a lot of what you were in front of you weren't weren't substantive changes where it's
really going to change a ton it just is if we don't pass those our policies are out of alignment with state law so again some of it's like minor verbiage but i don't think the fundamental if i recall most of those policies like the fundamental approach or how that's worded doesn't really change and and where i'm coming from is is i was on the policy committee that redid all the policies and so um with with the the osba policy lawyer guy we didn't rewrite them but the policy lawyer guy went through and like said here's where you're totally out of compliance and there was some of them that were just red marked everywhere and and it's just because they were you know this law changed 15 years ago and it's like oh and we should
update our stuff so anyways i'll stop or you're muted i think nope jim we can't hear you no no it's working your microphone wasn't working there for a bit yeah how many of these policies are required changes that we you know plus or minus do you have an estimate i think we were looking at i i want to say maybe there was like 10-ish that were in the required out of this um and it was late october when we got that policy packet from this from osba i want to say there was probably 10 policies that were required changes somewhere in that neighborhood can't hear you [Music] i have to work on getting you a new mic yeah making motion to adjourn we're done everyone have a good night good night you
