One, the state economic forecast shows a stable economic picture for the state, which is good news at the moment. However, uh, bullet point two with that, schools are still struggling to adequately fund education. Some of the key pieces of that are we still have an 11% cap on special ed funding and declining funds for high-cost disability students. And so KOSA will be working with a superintendent KOSA funding work group to message some of that moving into
003the long legislative session next year. And then Governor Cotek's executive order around instructional time and accountability is going to be a big topic of conversation as well. So, uh those are just some of the big uh topics moving into the long legislative session for next year. >> Thank you. Any discussion from the board? All right, moving on to agenda item four, facilities report 4.1. Um, well, the crew spent most of the last month doing a lot of setting up and tearing down, lots of grass mowing, lots of irrigation situation. We've got soft, we've got district track, lots of things happening. So, there wasn't a lot of time to do other things outside of that. We did install a second shot put pit which turned into the actually primary for the district track meet which we
004were able to hold showing off our brand new fancy track to all the world which turned out to be a pretty good event. Um, outside of that, uh, we're doing some irrigation upgrades on one of the rentals and the plan is to just keep working down the line on the other rentals, but we had a hiccup in Athena. We're going to have to move a meter. So, that's kind of been put on hold. So, outside of that, um, really just gearing up for summer projects and getting some things done. >> Thank you. Any discussion from the board? Moving on to 4.2 transportation and IPM. Tom, >> hello everyone. All right. Well, it's been a busy busy year. Uh, officially June 2nd. I've been here for a year. As such, I sent sympathy cards to all
005the building and secrets. They know that I was sympathetic to their blight of doing last year, letting them know that next year won't be any better. Uh, let's see here. We're starting the summer maintenance routines. Buses are in and out of shops for their annual required inspections. Any small repairs that I wasn't able to get to, but weren't really worth taking the bus out of service, that stuff is happening now. So, the buses are starting a actual shuttle. It will take all summer to get them through all the shops to get all that stuff done. So, we've got that going. We have been in two of the three parades I plan to be in for the local community so far. The last one being at Pioneer Days this last weekend in Weston. Uh we were
006rewarded with the first place ribbon for the entry which was pretty awesome. Wasn't expecting that. Uh our most experienced driver, Donna, has become a licensed trainer for the state of Oregon. So we can now once again train all of our drivers should we need to do so, which is nice rather than having to send that out. Sir Paula and Laura are kind of the the holders on this, but I believe that transportation department is coming in under budget for the year, which is nice. always a good thing, especially considering fuel costs have more than double in the last part of the year. Let's see here. The spring sports season was a little bit busier than we expected, so I didn't get to rebuilding the spray equipment for the weed control, but I did start working
007on that today. I'm hoping in the next week or so to start doing some weed control as far as like ground clearing, um places where we don't want things growing, sidewalks, edges, parking lots, that kind of stuff. Uh, one of the big things I'd like to do is hit the underside of fence lines to save the maintenance department hours and hours a week of weed eating. So, that's kind of on my to-do list in the next couple weeks. So, I'm really excited to get that started. Obviously, doing uh preventive pest control for the buildings, wasps, ants, that kind of stuff. I'll be able to tackle that a little bit more aggressively this year, seeing something kind of already in place rather than just coming into the job. So, and uh sure as fall comes, we'll
008continuing work on the the dandelion onslaught. And I think progress has been made, but it's uh years to get to where we are and years to get back to where we want to be. Moving on to 4.3 preschool and opinion elementary review. >> Good evening. Went by fast um for the last month. So in preschool they completed their third assessment which is a lot of different observation pieces um in all areas of learning social emotional developmental and an an additional requirement of the preschool grant is that uh preschool teacher has a third parent teacher conference with parents. So, Mico has been working on that. Preschool actually
009ended on Wednesday, so it gave her Thursday and Friday of last week to work on those um conferences. We had our 4-year-old celebration last Wednesday night, which was pretty cute. We got through it pretty quick because there was a great big black cloud looming above us that was threatening to dump on us. We got a little bit of rain, but not much. And then the wind, of course, was blowing like crazy. Dayton, Monaco came and played the ukulele while the kids sang. and the second year he's done that and so that's pretty sweet um and a lot of fun and we had a good attendance for that and then we're working on filling our open spots for fall kindergarten through fourth grade we finished our spring diagnostic and reading and math with I Ready as
010well as the easy CBM which is another reading measure that we complete we had our third Carnegie art lab on Monday of last week looking for all the engaging things we could do right up until the end to keep kiddos engaged. Thanks again to Stephanie Parta from the Athena Public Library. She's come the last two um Carnegie Art Labs and done those for us and she really is a natural teacher and does a really nice job. We had our field day and our family barbecue on Thursday and we had a great attendance just and it's all organized by our parent group. So kudos to them. It was very well organized. We had different water play and chalk and races and um all sorts of different things, giant bubbles. The kids just had a blast. Teachers
011had a good time and we had lots of parents come and volunteer to help with that. So that was super exciting to see all the families here. We at our last assembly we honored um our looked talked about attendance again and all of our classes every month as a collective average per class everybody maintained 80% or higher throughout the year. So that was exciting and and um we're super proud of them and families for getting their kids to school. our resource room kiddos and um across the district went to Day of Champions which is hosted by Walaw Wala Public Schools and so it's a track and field event that our kiddos get to go to and they get medals and t-shirts and it's a lot of fun and so um I think we had eight
012go eight or nine that went this year and so that's always a good time for them. We had our fourth grade step up. They went over to the middle school as well as um and so met the teachers and got to see the middle school ride the ball ride the bus over there on Friday. They also got to run the halls for the second time. They're the only class in history that we know of that's gotten to run the halls not once but twice. Um Paula led the the this year. >> Uh we had seniors came and did their annual walkthrough. They also did a really cute time um time uh time machine video that you might have seen on social media. That's super cute and makes you a little little tearary watching it. Um
013we're holding transition meetings for our incoming kinder. So preschool will meet with our kindergarten teachers, talk about those kiddos coming up, as well as today we met with fifth grade teachers and talked about um fourth graders and their strengths moving into over to Weston. And we have our kindergarten, we're just packing it all in. We have our kindergarten orientation and kindergarten signing night tomorrow. And so we will um have families come in and parents get to meet the teachers. Teachers answer questions about all things kinder as well as the kiddos will complete their kindergarten screener and get to sign their certificate of being an official kindergartener. So super exciting. >> Thank you. Any discussion? All right, moving on. 44 Weston Middle School. >> Also had a very busy couple of weeks at Weston. We had
014a guest artist in our sixth through 8th grade art classes doing tile art and those projects turned out uh really nice and the kids were very proud of the work that they did. We had outdoor school week the week of May 25th. Our students uh spend a couple days at Harris Park, a day at ABC camp, and then they take a long hike on the last day of outdoor school. The first day of outdoor school is actually on campus preparing all of their uh the things that they need for outdoor school. They learn about um water life, weather, first aid, orientering, photography, survival, quite a variety of topics. And our staff does a great job of putting on our outdoor school and the kids come back exhausted but uh really excited about what they've learned.
015And then our seventh graders take a semester of public speaking each year, which they don't love, but it's good for them. And uh this year the public speaking teacher had them their final speech was a newscast in front of a green screen and they turned out really well. So, the kids had been practicing for weeks and then had to go and record their newscast and then the class got together in the auditorium and watched each other's and and completed rubrics on each other's newscast. So, that was a a pretty fun way to end the year in public speaking. And then just the events in the last few weeks, uh, our eighth graders completed their trip to the coast and back. And as usual, a lot of compliments of the um behavior of our students and
016we appreciate hearing from those people. And as De Lover likes to say, that's why we keep being invited back. So they had a wonderful time. Our seventh graders went to Walawa Lake. We had some fantastic pictures of them with the at the lake with the mountains behind them. They had a wonderful time. Our fifth grade orientation night was well attended. That was on May 21st and we had fifth and sixth grade students give tours of Weston. On June 1st, we had a taco truck to celebrate our Smart Balance scores that exceeded the state average. And every test in grades 5 through seven, we exceeded the state average. So that's math and ELA in all of those grades plus science in fifth grade. And so they were very happily eating their tacos from the taco truck.
017We had our second semester academic awards assembly on June 2nd that started with our sixth and seventh grade band concert and I just have to say they sound so good. Uh to think that the sixth graders have only been playing for a year. It's pretty amazing. But our seventh graders, I have to say when they were finished, I said, "We're going to have to start calling it the Weston Filmonic." They sounded that good. It really some talented musicians and I think we have a very talented band director and uh people were so complimentary of the middle school band and then they turned around and marched in the Pioneer Parade last Saturday. So really love seeing my band kids uh excited about their performances. We had a very nice eighth grade recognition uh last Thursday on
018June 4th at the high school gym and got to wish our eighth graders well as they move into their high school career. And then as uh Carrie mentioned, we had a a great stepup day on the last day of school. the fourth graders came over, spent time in the building, and then I spend time each year with our seventh graders who are moving into being the leaders of the school and get their input. And you see that posted here. I always ask them the same four questions. What is the best thing about Weston Middle School? What's the hardest thing? What change would you like to see? And what elective do you wish we had? That's mostly in reference to the Friday electives. So they are in four groups. They write responses on the sheet of
019paper and then rotate through four tables. When they come back to their original table, they discuss all of the answers that they see on the piece of paper, circle the two or three that they think are the most interesting or the best answers and share those out with the whole group. So you can just sort of peruse the thinking of middle schoolers if you'd like to tonight. But I always get a big kick out of hearing what they have to say. I will point out that every year when we ask what is the best thing about Western Middle School, uh, one of the things mentioned the most and the thing that usually gets circled is the teachers. So, as much as they find us annoying, as one of them mentioned on the hardest thing, they
020also know that this staff is there for them and cares about them. And uh I always share that with the teachers. Hardest thing about middle school, you're going to see a lot of references to math and we agree that is pretty hard. Changes kind of all over the map. Uh there some pretty amusing answers. And then we always like to see what electives they want because it gives us ideas for the Friday electives. Right now, a very popular one that got circled is fishing. So, we're may try to figure out how we can do that. But that's always a great way to cap off the year. And I I love spending that hour with our incoming eighth graders. And at this point we are in December. Hard to believe. >> Thank you. An we also
021received a thank you letter from the eighth grade class. So pass that now. Any discussion. Moving on to 405 West High School. All right. Well, we celebrated and graduated 50 seniors at commencement a few weeks ago, and the school hosted a senior banquet, the elementary grad walk, and the car parade. Had way more uh flatbread trailers this parade around. So, it was a real like I will wait for you on the other side of the highway and please if you can put them in the back of your truck, do so. But they had like a fire pit. I mean, it was a whole thing. and Maniah um led us in Athena on horseback in her regalia which was very cool. Uh all seniors that were on campus this year completed their credits. So our grad
022rate should be at or above 95%. Again, you have those few that you just can't track back down. Um I even got to the point where I tried to find someone on Facebook. Like I really was digging deep there, but I think there's two that got away from me. So, um, past that, we had 16 students that received letters to attend credit recovery programming this summer. And again, that doesn't necessarily mean it's 16 offtrack students, but again, maybe had just one or two assignments to make up or again, maybe looking at closer to a quarter or a unit to go. Um, we have three staff members who've signed on to help assist them in getting their work made up this summer. And then they have until the end of August to um have any credits
023that they recover count toward this year's metric. So we don't really know 90 or sorry not 90 but we don't know our freshman on track really until you get all the way to August. So if the ones that have shown progress already keep moving where they should we should be above 90% again. Fair believe those three staff members will know the names of food extra potent. Um, the Tiger Scott takeover was a small but mighty effort this year. Uh, we had 11 community requests come in for cleanup and students that were assigned the offsite areas said that those were the most fun. Um, I'm not sure the group that had to shovel leaves out the empty pool would have said that, but man, they they worked really hard. I was so impressed. I was like,
024I'll come back to you. Um, but we continued to receive compliments of their work following the event and special thanks to the Hansel and Roads families for having the grills going when students came back from a really hot morning of work. Uh, we wrapped up the school year with an academic awards assembly, a visit from the eighth graders and ASB ended the year with another fun field day where we have the National Guard come out and bring equipment and obstacle course type items. So once you've checked out and you've served all your last remaining detentions, you get to go out and play some good good dodgeball. Oh, there was once I was like finally like he could have served him like the last month, but okay. Uh your choice. Our final extracurriculars also wrapped up
025with great success. So, uh, one of our students that competes in rodeo claimed the Washington average breakaway roping title this year and softball made it to the semi-final round and track had a great state showing with the boys team winning state and then three individual event winners and four school records that were broken between the boys and girls programming. And then trap shooting will be off to state here in the next few weeks and we always wish them luck. that's an optin and so families go with them. Again, we don't transport um them and their firearm. So, we wish him luck instead. And um I will also mention that Mr. G is going to be continuing his student and community open bag pipe lessons throughout the summer. So, if you know anyone that's interested in
026getting a chanter going with the group, um I think he's upping it to two nights a week this summer. So really happy to have that program back up and running. >> Great. Thank you. >> Any discussion? >> All right, moving on to agenda item 4.6. Superintendent report enrollment. So, our final uh enrollment numbers are in your packet and we uh held steady from May with that final number being 471 students in the district which is right around where we ended last year. So, that is showing that we're starting to stabilize. Any discussion? What about 62 annual regional access and opportunity committee? Uh, every district as we've discussed is required to have the name has changed multiple times, but uh really what was an educational equity committee. And in districts like ours that are very small,
027that can be it can be difficult to have good data because we just don't have a very large sample size. And so the ESV put together a regional committee which is allowed by the state so that small districts could have a larger pool of information to draw from and to discuss issues that impact educational opportunity in the region. And so our representative is Kendra Seart and she's here tonight to talk about the work of this regional committee over the last I'll just add also that our internal group does meet now twice a year uh for Kendra to give an update and just to talk about how the work of the regional committee impacts our district as well. I'll turn over to Kendra. >> Thank you for that introduction. I can cross off part of what
028I had to explain. Um so uh one of the things I really appreciated about the the participation in the committee was the um how it was built. So each superintendent identified interested people from their small district to participate. Um and so the room was filled with a real mix of people. There were teachers, um parents, par profofessionals, coaches, even some administrators I believe um and just community members. So, kind of a a wide variety of perspectives. Um, one gap I'll get to what it is that we did, but one gap that we we all noticed was that um you looked around the room and it was pretty homogeneous as far as um socioeconomic level and race. So, we were we acknowledged the gaps that still existed at the table. Um but it was nice to
029see that it wasn't just all elementary school kids or something. There was at least a bit of a diversity of um perspective. So the districts that were represented were North Powder, Helix, Ion, Yukaya, Stanfield, Echo, Pilot Rock, Imler, Elgen, Union, and usina Weston. And then there were IMEDD staff um and county care coordinators as well. So really good broad representation of tiny districts. Um we met four times November, January, March and April. Um and um we really focused on the specific needs of rural Oregon schools. So it looks a lot different when you're talking about diversity and opportunity. Um it looks a lot different here in rural Oregon than it would in say the valley. So, a lot of what we talked about was um multilingual learners, students experiencing poverty, um high levels of students
030with disabilities, and um just regular like rural challenges, distances, travel, um limited budgets, etc. Um a couple just a handful of highlights um that were discussed from the different districts. Uh this year, Oregon Battle of the Books was discussed as an indigenal enrichment program that we felt like was great um here in Athena, but also um across several of the other districts. Um advancements in career technical education, which is very fitting with the bonds that just passed here as well. um and and districts expressing that they're seeing um excellent impacts across um all groups of students with career and technical education. Lots of interest from um various uh groups. Um, one of the things related to athletics was um, especially with uh, socioeconomic strain. Um, some of the districts were talking about how they either
031wave or have like a fund to cover um, let's fees to play school uh, school sports at either high school or a middle school. I know Ann and I have talked about this a bit and how we approach that here. is trying to make sure that opportunities are open to to all students regardless of their um family's income level. Um that um the two things that we produced were documents. Very exciting. Creating documents by committee. Um and I have copies of these. I didn't I I know the um the full report of the committee is in your packets. Um but I also have these two other documents which I can get to Laura in case you're interested and Ann should have them as well. Those two documents are the equity stamps and decision-making tool, which
032is a short, it's literally a one-page guide of like things to think about as you're making decisions in your school districts to ensure that you don't accidentally cause disperate treatment to, you know, various groups of people. Really thinking through how you're going to um ensure that there's access for all and um how you'll sustain it over time. And then the second is the um the regional recommendations document. Um that document you do have I believe you have the reports. Um the regional recommendations document is really just like a bulletointed list of what the um committee discussed which I basically just read out to you. Um, and the last thing I'd say is that um, IMEF made building out central web page where we house all of this information. So each district doesn't have to have
033that built into their um, website and the committee will continue to four more times. Very exciting stuff. One thing our internal group has talked about and really appreciate Kendra's work on this and representing us is that I I think the state can miss at times that rural and poverty create barriers to access. there can be a lot of focus on other demographic data and in our area just where you live limits your access. So I know I've talked a little bit about like the summer school funding from the state tends to go to districts that have a lot of uh demographic racial diversity and what we would consider underserved populations in that way. And I don't disagree with that. But without that summer school funding, our students because of where they live, the sheer virtue
034of where they are on the planet limits their access to programming during the summer. And when you add poverty to that, so not only do I not live near something I could walk to or take a bus or a light rail to, I also no one in my family can afford to drive me to the arts center in Pendleton to go for the rock and roll camp. And so I think a good thing about this regional committee is that this group can voice that that while we might not have as much racial diversity as other places, poverty and rural impact our kids quite a bit. So I'm sure that is something that will get some voice moving forward, which is a hope of mine. I think that's overlooked often in the state. We heard that
035over and over again from across the districts that participated. >> Thank you. Thank you. 4.6.3 63 annual report high school student exempt from state hours. >> Uh we're sorry. Oh, just say you have a list in your papers that we handed out tonight of uh students that fit under this and we just are, as you know, we're required to have 966 instructional hours for seniors, but we can have students who are exempt from that for several reasons. uh one is um they have fulfilled all state requirements for graduation. They are at the start of their senior year and are on track to exceed all state requirements for graduation as determined
036by the number of type of credits earned by the student. So they don't need a full day of credits in order to graduate. or they are earning credits toward a diploma through accelerated learning classes such as advanced placement uh international balora or classes at a community college or 4-year university. So we are required to report to you the students who are not receiving or scheduled for 966 hours of instruction for one of these exemption reasons. I'll let Morgan just elaborate a little bit. No, this goes along with uh gosh, I think we're in year two of um again allowing students to have that early release or late start. And I will say that this year we had tried to actually what's my question? I can't remember. Um those that have had maybe lower attendance than
037we originally wanted to tie it to, we were like we'll give you the chance this next year if you are not currently at that. you can show me through semester 1 instead of benefit of the doubt at the start because some of them didn't rise to the occasion that they probably should have. That being said, they all graduated. 040haven't checked in a few days, but uh last time I checked a few days ago, we're up 51 votes. And I'm expecting the certification of the election results tomorrow, Wednesday to occur. So, we already have done scheduled some things and started a little bit of uh work assuming that the election will be certified as a yes on the bond. We issued our request for proposals for a project manager on May 22nd. That's on the website if you want to look at that. We conducted a mandatory pre-proposal meeting virtually last Wednesday, the 3, for people who are planning to submit a proposal. Last Friday was the last day for uh anyone interested in submitting a proposal to submit questions. And then we are going to need to schedule a quick uh board meeting next week to
041accept uh adopt an authorizing resolution that accepts the results of the election. And we have to do that before we can hire a project manager or move forward with uh the financing for the bond. So we were looking at June 16th, 17th or 18th to have a forum to just schedule a quick online meeting to do that. Check your calendar. >> I'm sorry. 043time around. I will deliver or have picked up the packets on Friday so that the team can then score the proposals using a standardized rubric. And that team will meet on Monday the 22nd to um discuss the proposals and make a recommendation to the board. If the team would like to interview, we will do that July 2nd. We're holding that date for potential interviews if we need to interview companies for this. And then when we have our work session on Monday, July 13th, we will need to go into regular session to hear the proposal of the committee and approve the hire of project manager. We're on a aggressive timeline because we would like to cut a ribbon um to put classes in that building fall of 2029. So, we are moving quickly. We want to
044see dirt flying and stakes out and concrete pouring as soon as we can. And we will already spend a year in design and input. So, We want to have an aggressive but manageable timeline. Once we've done that, then we will let everybody know and publish our hire for project manager and then I will be a little less involved in some of this part which will be great. Well, as you know, we have built a big barn, a flying barn at the land lab, and that was initiated by Deb Glover and she worked in coordination with Travis and FFA and FFA alumni, and
045Lorie Charisma, our grant writer, and we have the structure built and in place. And I think it is pretty easy to say that there's no one who's had a bigger impact on the 4 program in the community. Students interest in agriculture that feeds into FFA and just I don't know how else to say but a real promotion of pigs. Then Deb Glover, she really tried to get my kids to do picss and they were interested briefly until I put a hard no on that. But um FFA and I agree with them would like to name that pig barn for death lover. that part of 4 and FFA is her heart and soul. And I can't think of a more perfect name for that new pig barn than to name it the Deborah Glover swine barn.

Um I taught Megan but she has been a paraprofessional in the district for eight eight years seven eight years >> and is a grow your own and she was a paraprofessional and I would watch her work and our special ed teachers would watch her work and we would say maybe you should consider becoming a special ed teacher and she did and so we are delighted to hire her for the upcoming school year And then classified resignations information only. Julie Owens, PAR professional. Erica Barona, assistant cook. Extra duty resignations. Terry Dennis, middle school volleyball. Denish Brown, middle school boys basketball. And then we have an extra duty hire. Uh Nick Stanford, interim high school football head coach. Uh
048we have been working four months on a football hire and we had had several promising candidates that just didn't pan out all the way to the end. We had uh two decline our offer of the position and uh one with a lot of interest that may be interested in the future but in the end decided the timing wasn't quite right. I will let Morgan talk about where she has reached out to try to find candidates. So, why don't you run through that list? I posted the position on the ESD site and then um the Oregon OACA, so Oregon Association of Coaches, Association is one of those aids. Um I reached out to EOU's football program, asked if they move any alumni in the area. I reached out to previous coaches that had been either assistants
049or head coaches, seeing if either they were interested in returning or if they knew of someone in the area. We reached out to Pendleton's AD, Pilot Rocks AD. Um, I did not reach out to Milton Freewaters because they knew we were looking. um reached out uh directly to the Pendleton High School coach and then um had my father-in-law ask Greg Grant, which did not go over well, but that's okay. It was worth a try. Um and then finally also put it out to the youth football programs in the area as well, just to see if they had anyone that was wanting to try it on another level. So, it's been a long couple months. Um, and again, I don't necessarily I wouldn't say those that declined were simply because of us. I think there was
050they had valid reasons from external pressures or or rationale, but um they really took into consideration on that. >> And the timeline got strung out a little bit there, too. It wasn't as though we had a pool of applicants, interviewed them all, offered to one, they declined, offered to the next. we would conduct interviews, offer to one, they declined, then we were back to the drawing board. And so that timeline got really stretched out. Um, so in the end, uh, Nick Stanford, who we have hired for boys basketball, had offered that if we were unsuccessful, he would be willing to step in for one season as an interim. And so we are recommending that tonight. It is June 8th and our kids need to know they have a coach and he has connections already with
051kids and with current coaches and so we feel that he can step into that role for one season. We will continue to look for a coach. Again, I do think we have a prospect or two who will be interested when we repost it again after this football season. And our intention is to post it immediately at the end of the football season.
