001I I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you everybody. Thank you to the members of our budget committee for letting us conduct this official board action. So we have agenda item just agenda item two, personnel, Ms. Feild. Yes. We would like to recommend Nick Stanford for hire for the varsity high school boys basketball coach. Thank you, Ms. Feild. We discussion from the board. Ms. Ms. Ms. Chair, move to accept Nick Stanford hiring as the varsity high school basketball coach. Motion from Marty, is there a second? Second. Second from Kristen, discussion? See none. Okay. Have a motion from Marty, a second from Kristen, see no discussion. All in favor signify by

002saying I. I. Board seems unanimous. Motion passes. Board of Education determine to go ahead and adjourn our meeting this evening. So that I will pass the gavel to Madam Budget Committee Chair. We are 4 minutes ahead of schedule, so all right. Fastest meeting ever. Fast. You guys don't have to stay later or anything. Uh Okay. Time for a selfie? I'm just kidding. I call the meeting to order. Comments? So in your packet are the minutes from the last meeting. If you'd like to review those quickly and then we'll go on to the budget. >> Second. Can I have a motion? Move to approve the minutes. There a second? I'll second just with one minor correction. Um just I think it's Mildenberger. Uh in paragraph two, I think it's B B Is that like burger like

003the hamburger? Or cheaper? Yeah. I guess I could have looked at that. That's just my only correction. I'm going to close it. Oh. Mildenberger. I'll fix it. Thank you. No further comments. Is there a second? Uh I second. Okay. All in favor? Aye. Aye. Any opposed? No, it's good. Um open to public comments at this moment. Who is here? Uh budget changes. We're all blind. Spare glasses for spare glasses. I used to have spare pair with Mrs. Bryant, but she has them right now. You just hold your magnifier. Item number four, budget changes. We don't have any budget changes this year. Okay. So, do you want to go page-by-page? Okay, let's do. All right, so first page is the red page, which is our revenue. Um like we talked about in our previous meeting, we

004raised the taxes up about 200,000 to account for the increase in taxes that are coming from the new development. And then our state school fund is down a little bit at 5.8. And the unencumbered balance is at 2.1, so our fund 100 and uh budget is slated for $10,175,000. Questions? Okay, we'll just go I'll just go page-by-page. If you have any questions, um the only the so for our union contracts, employees receive their We haven't negotiated that for the certified, so we have made an assumption of a 2% increase for salaries plus they get their step if they're in the line for one. And then we gave them a $50 cap on insurance. So, that's what's stipulated in the budget. So, you'll see a slight increase and as in past years, where the teachers may

005teach, especially at the middle school, there's going to be a lot of fluctuation. Mrs. Denny, for example, is no longer at the middle school. She's at the high school, and so her classes have been absorbed by other teachers. So, you're going to see some reductions, especially at the middle school. Okay? Hello. Thank you for coming. Welcome. You can sit where Whoever says Goldberg. We're just getting started, so we just um went through the revenue. through the revenue and then we just go page by page if there's any questions. So, page number two Any questions on that? Page number three. I have a quick question on page 13. Um Oh, sorry. My turn. It's good. Um under special education, it just looks like we're moving a 0.5 position. I was just curious to know where my

006jump back up. So, we moved it to right down below from 1250 to 1299. >> Okay, so we just flipped. Yeah. From the classified and I mean that the drop is That's that similar. So, some of the special ed paras have been moved into special funds. Okay. Yes. Mhm. And then the position >> Mhm. So, remember that the staffing is from the budget this time after to the budget, not from where we started the year to now, and so Um we may have made some further reductions from when the budget was presented last year. And I think we have eliminated one para position since then. And then also Are there any other questions on page three? Okay, page four. We added a little bit of money under guidance because our um counselor that's on staff

007does little gift cards, incentives for each building, and so we've added a little bit of money in that for her to do that. Page five. >> Page six. On page six, I was curious about the health benefit change where it was running, you know, running like 5,053 then it was 27,800. >> So, last year, um, Mrs. Carisma is still writing grants for us and last year we were paying her health insurance. She has now elected to go on to Medicare, so we're just giving her a slight salary, which you'll find later in the budget. Okay. Thanks. Oh, page seven. So, here under seven is um, the increase, a slight increase in the FTE because Laura is taking over my position and Arms is going to be working to assist half time. So, the insurance is

008a little bit more, the salary is a little bit more, but then then I'll go away the next year. And you're on your own. We'll talk about that next year. So, under the unemployment compensation that jumped to 25. Yeah, it was 25 last year. It's 25 this >> Okay. Okay. And before? >> That is just it's a guess. Um, okay. We haven't riffed anyone, we haven't had a lot of unemployment claims, so it it's just we hope it's less than that. Okay. It's in the budget. It's in the budget, yeah. I have a number on page six, sorry. No, you're fine. Okay. Um, you have the office of the superintendent services, uh, object 389, uh, went from zero to 20,000. I'm just wondering what That's for the mapping of the the consortium districts in the

009ESD are pulling together to contract an outside agency to map all of the school campuses in the county in conjunction with law enforcement. It's a one-time cost. And that way if there's a school emergency, they have complete mapping of where every classroom is, every entrance, every etc. So that's a one-time cost for safety. We're on page seven. Any other questions on seven? So this is where we stated in our budget message that we increased the liability insurance and the property insurance 15%. So that very last line is 84,000 and the next page is 155. So that's cost of doing business. Then on page eight. Page nine. 10. Page 11. Give me a second. Uh additional salary of 15,000 under the service area direction. It was zero in previous budget. Um additional salary? Mhm. 136. Yeah,

010it was 128,000 then 11, and then last year we did zero and realized, yeah, we need to put something in there. So, those are additional routes that our bus drivers have to take, you know, running into Mountain View water to pick up kids and we have more kids that we have to pick up than Okay. We have the foster kids and things like that. And we increase, of course, gas a little bit cuz Is gas increased? Yes. The per student. Hopefully it's enough. And then page 12. So, here under grant writing, that's where Mrs. Q Mrs. Gridma is being paid out of the 2626. Which is a perfect title for her cuz that's what she does. Page 13. Uh 512. 112, I think it's the cafeteria. Mhm. And then it's 1075. I don't know if

011we shifted somebody there. Under where, you said? Um under area 107, I think in the cafeteria. 112 across That's where we moved the assistant cooks into fund 100 instead of in the cafeteria budget. Okay. The lead cooks remain in the special fund for the cafeteria. Okay. And then page 14. They are under transfer of funds, we're allocating 115,000 for the bus transfer and then 70,000 into interfund transfers, 35,000 for textbooks, and 35,000 for um capital improvements. And then per the bud the school board's request, the contingency is at 10% of the budget. So, 1,017,500 Is this concluded that you were talking about having English and then math and doing the Yes, where we are on an adoption cycle. And so, we have um spent that account down quite a bit because we have language arts,

012math, science, and a little break with health. Now, we're social studies. We'll have about a year off, and then we kind of start that cycle again. >> Okay. I was kind of looking I didn't know where it was at. I've been watching for a while. And then, the curriculum is in the special fund. >> In the special fund. All right, so that's everything on district funds. And then, we'll move into Athena Elementary. So, there's an increase in salaries under Athena Elementary because last year, when we built the budget, we were planning to have one kindergarten, and we had, wonderfully, more students arrive. So, we had to have two kindergarteners, so then we had to have put a teacher that was in our title funds into the classroom. So, wasn't in the budget. We were able

013to make it work, but that's why there's a change there. Page 17. Right down there in the middle, you'll see a little bit of money for the guidance counselor, $635. It's not a ton of money, but just a little bit to buy a few gift cards. And then, page 18. So, under library, we don't have a librarian anymore. We have um a retired pair that comes in and helps the kids check out books and just helps us out for a a bit every once a couple of times a month, once a week. Once a week. There we go. That's the goal anyway. And then page 19. Page 20's total. Then we're going to middle school. You're going to see some There's going to be some changes in this. Which this one. So, um we moved

014fourth grade here to the elementary school. So, fifth and sixth are the self-contained elementary classrooms. And seven and eight are the high school. So, it's going to We're at the junior high. So, it's going to look a little The FTEs are going to look a little weak. So, so say that again. We're going to be So, fourth grade is here at the Athena Elementary. Okay. >> So, it's K through four. Okay. And so, the um the add-on the I don't know what you guys call it. The extra the fourth by used to be fourth. The wing >> is now five, six. So, six instead of being roaming with the middle school kids, they're self-contained. And then seventh and eighth is truly a sh- middle school. So, you'll see some fluctuations in the It's going to

015be some funky FTEs. Yeah. There's a method to our madness. Yeah. Okay, so the page 21 to start is So, those are fifth and sixth grade teachers. And that stayed the same cuz it would have been fourth and fifth, now it's fifth and sixth running just like elementary classroom. So, their salary and benefits are based on those teachers cuz we know Laura and I and Anne who's taking full benefits and who's taking fever. So their health insurance looks a little different even though the FTE is the same. We know who's taking So the people we only have to pay half FTE half the insurance for. So that's why it's a little less. And then English looks a little different the FTE and the salaries. So that's the same with the FTE at the social studies

016and the science. We have a lot of we have one teacher that is paid out of four different areas. Yes, four different areas. So page 23 we've got the arts and um band. Okay. Page 24 is math. And at the bottom of that is PE. Page 25 got home ec. At the bottom is industrial arts. And page 26 we're getting to the athletics and athletics at the junior high is not broke down like at the high school. It's softball baseball athletics is just one pot of money. We don't break it down by individual sports at the middle school. And page 27 this is special ed area. We will we're planning to hire a full-time special ed teacher at the middle school. So we'll have a full-time special ed teacher at the elementary, at the middle

017school and the high school. We haven't had that for a few years. So, we're happy to be able to do that now. So, even though the FTEs are in the middle of the page, it's still one-to-one, but it's a lot more. I mean, is that Are those numbers right? Um Um yes, totally. We were 50 in a grow-your-own situation with the special ed potential hire, and so we had built a little bit into the budget last year thinking that person might be finished with their program by the second semester. It's taken a little bit longer, so that's why you saw some money in the budget last year. It was in case they were able to start halfway through the year. That didn't happen. Um So, this is what the salary will be to start next

018year full-time. Okay, in 28 Again, we don't have a full-time librarian, so we have someone that comes in and helps at the middle school and the elementary school. Question, um Question 2130 under health services line item 460 non-consumable direct zero. I was just curious, we 8,500 in the budget last year. We last year in the year before we had set money there in to purchase the AED machines, and so we have accomplished that, so Thank you. 80 29 is office of the principal. So, Mrs. Bazzio is divided since she's superintendent and principal, she's divided part principal and part superintendent. Okay. 30. That's So there's a one FTE less at the middle school. And we'll start the high school. So initially we just I had only that from 2019. Um Under Under the utilities there is

019no there's actually a reduction in the budget for utilities. Is there like some kind of incentive you guys are getting to So the the year before the pri- previous two years, so the 29,000 for fuel at the el- at the middle school, and then last year was 21, we're just proj- and then we put it at 30 for this budget, and looking at what we have spent so far, we were able to reduce it a little bit. Are maybe one of those serious title budget in the rain room? Yeah, what's that? I think we discussed it wasn't a very cold winter, so we literally did not use as much fuel in our So page 31, at the bottom is the um English. So this you're going to see every single class that's taught there. And

020social studies is in the middle of 32. And then science is at the bottom of that. 33 is the arts and band. And I see these lines. Um I think the budget line that you are using is that All right. Which line are you on? I think it's more um reduction in number of social studies classes taught. So, just outward the guiding the staff of of the back category. Oh, no. Page 33 is the arts and band. On page 34 is um math. 35, we have health. PE and second language, we do not have a teacher. And the second language that is taught through the VLA section. Yes. I'm Sorry. The question um under area 200 salaries It's like we have 1.17 and then there's 0.83. So, I'm looking under line item 111, line item

021241. Just Oh, that's weird. Oh, you get a gold star. Right here. Does it matter to you? Right there. There should be an FTE there. I don't Yeah, the one above it, there's no cuz the FTE is in the salary, not in the benefits part. Good catch, Scott. Look at you. I didn't know I was being productive. Okay, we'll fix that. So, is that really not an increase from 1 to 2 in the FTE in No, it's from 1 to 1.17. Yeah, there shouldn't be Let's see what happens. And they are there right there under the insurance, a number got put there, that 0.83. That should be zero. That should be zero. >> No FTE for health insurance. It's what I thought, but I was >> Yeah, that's weird. Oops. Thanks. Good job. This is

022You know how many times I've looked at this? We've looked at this. Nice job. Okay, so then O'Meara is at the bottom, page 36. And on the page 37 On the On the 36, what was the Are they cutting that? O'Meara related to 71 O'Meara said. O'Meara is teaching less. Less of the classes on So, she can't just not offer this next year anymore because of the cutbacks. O'Meara said. And then on page 37, industrial arts is paid out of a special fund, so that's why there isn't a salary there. We're at the end now of four years of back-to-back 50-plus student classes at the high school, and so when you have that many students, you have to offer more electives, and so that's why there were more, for example, food science electives than we

023need. Maybe probably. Less kids. And less classes. So, 37 and then on the 38. It's the increase in FTE there. More robust on the program. Yeah, we have two teachers that are teaching more bow ag classes. So, Mrs. Ginny is there and then Dennis Sorry, not Ginny. Dennis. Sorry. Dennis and um Mrs. Tompkins. And then metals at the bottom, they're being paid out of a special fund as well. On page 39, we enter athletics. Um There under travel under 340 there's 10,000 there. We have increased the BC and 22 23 24 is 21,000 and 2800 and then 1,000. Well, this is for the district pays for when the students when the athletes go into state. So, we had to increase that as we have enough buses and we have enough bus drivers now that instead

024of renting um if you know, let there's an agreement that if they have a make it to the semifinals state, then we can rent a charter, but other than that, we provide our own blessing. Well, then all of this is all the athletics. So, um we pay for the officials and we pay for supplies and we pay for dues. So, and they're added wrestling in here and trap is in here now. So, we have added some uh athletic sporting events. I do have a question. Um I'm assuming it's for AD Sally on page 39. There was a decrease from one thousand to one thousand. But, there was a decrease in the first contribution. Okay, where are you? Uh under 230. Mhm. Uh 133. That's all the coaches. So, we Okay. We have a lot of

025um absence. Less experienced coaches, you know, starting at the lower end of the lower pay scale. Okay. Yeah, I'm on page 43. Is everybody there? The special ed. And then at the bottom, it's a little bit for the gift cards for guidance. And then on page 44, library. Under pupil health services, did that one get moved to a special fund? Health services, that those were the AED machines. Oh, we purchased what we need to purchase for the district. It was a pretty good investment over a couple years. On page 45, it's up ahead of the principal. And then 46, >> Okay, so then the total budget 10 million 175. Then we will start in the special fund. So the special funds each of these you're going to have a red paper which is the revenue

026and a white paper and those are the expenditures. Each of these special funds balance within themselves. So if you have 20,000 revenue, you have 20,000 expenditures. Okay. Title one. REAP is part of title one and we're a small rural school so we get to take that money and use it however we wish. I know. So we do we purchase with this uh Ignite which helps our K3 students with reading. They get to sit on a computer device and they have a tutor that works with them with their reading. How do you know to estimate the proposed amount? Do they tell you so far in advance? >> Yes. So you get to know. Yes. We have an estimate, yeah. Okay. Budget of 14 similar to what last year's was. In our case, I went up and

027said then budget a little different. Okay. Okay, so fund 1002 is high school success. So this is part of the integrated guidance. Um high school success SIEE and early literature. Are those the three components of the integrated guidance which were the big guidance that came down from what? Three years ago? Four years ago? Five years ago. Yeah. And it was a lot. A lot. Companies to adopt. You bet. And it was a lot. Sabrina, we're on page 51. Okay, thank you. So, this is we get this money this the amount that we're going to get is indicated to us through our integrated guidance worksheet and so it's we got to have a good idea of what we're going to get each year. So, out of this money, we pay a lot of teachers. So, we're

028paying out. We pay some CTE pieces, CTE words and metals, and some additional salary for a math teacher that helps us keep math classes smaller. We have an extra FTE math. Uh school to careers, high school success, some of those positions come there. And some materials for CTE. This one. So, this one is 230,000. So, on page 55 then where it has the estimates at zeros there on that line on 20 that up services. On page 55. Yeah. Towards the bottom. Guidance um is a paid in SIA. There's no budget for those. So, the guidance has been moved to a different Yeah, to a different fund. Okay. Is the within those three SIA and high school success, we can move between those two. You have There's only certain things you can spend that money on

029and so we are every year we're shuffling a little bit to make the pieces fit. So, that got moved into the student investment account. That piece. I don't know if any of the reason is related to the reduction in Yep. Page 56 is title 1A. That's our title money. We're expecting around 200,000. You got it. >> Sorry. I'm just moving on. Back on 53 in the middle, there's 7,000 and 7,000. What is that for? That's when the kids take college credit classes. >> Okay. I was assuming but Yeah, so it's the online college credits or dual credit classes and they up to a cap of their tuition. Okay, so page 56 says title 1A. So 200,000. This money has to be used at the elementary school for because we're the only title school in the

030district. It's here at the elementary school. So we pay um Wow, I scared myself. I didn't turn enough pages. Like that's not right. Holy smokes. Okay, so here we go. We have 1.5 teacher paid out of that and then 0.25 FTE for um classified employees. Is it based by age? Is that why you only have the title 1A going to that new students? Title had we can designate which school. So we designated years ago that it would be the elementary school. So page 61 is youth transition, which we don't have anymore. And page 64 is titled four. Right, Mr. Spessio? Reading in Portland. Yes. Not forget it though. All right, so this um is also a part of the title money. So, we use this for the other part of the ignite. The ignite is

031a very expensive program. So, we paid part out of 201 and part out of 207. And on page 66, this is our PERS money that we were able to set aside years ago. It's 600,000. We were lucky luckily enough been able to just absorb the PERS cost in our general fund and we have not had to access this money, but it is there if at some point the district needs to tap that money. PERS is sitting there for us to use that. You're hearing a lot about PERS in the news. A lot of districts have been hit very hard with PERS. Hopefully, we're fortunate so far. Feels like we can hold on to this. So, on 209 is donations. So, as you can see in 23-24, we received $11,310 or $45,000. And then the next

032year we had $60,000. So, we're just kind of we don't know how much we're going to get. I mean, Lori Q is amazing at winning donations and getting grants. And so, we just have to have a pot of money to put that in. We gladly can take it if we have the money there. This is just um $80,000 of revenue and that spread between all the buildings. And then on page 73 is the preschool, which Mrs. Kaufman is the director of that. We have 18 slots and we have had every year every year that we've had this program 18 slots have been filled. We're budgeting 310,000 and we have one full-time teacher and two pairs that are full-time paid out of that. The pairs are 0.88 that's why their FTE is 1.76. And it has

033been a great program. Pardon me? That was 288. Yes, okay. Sorry. Do you have anything you want to add about your preschool program? No. Okay. You still don't have enough interest to double it. We don't. I think cost and space and um we seem to be able to fill with families. We do have a waiting list um of those families I don't know of those families who would actually qualify though. We don't see that information which is a little tricky at times pardon about that cuz Blue Mountain Early Learning Hub does all of our enrollment. But space would be a serious issue. So on page 76 is the energy service grant and this is money that we receive every month from Pacific Power and we are able to use this money to like we did

034all the lighting throughout the whole district so we were able to use that money for this. So it's 104,000 and 100 and but then we won't necessarily spend it it depends on what projects we can use it for. So here's the curriculum on page 79. We um I'm moving the interdistrict transfer of 35,000 and then we did an interdistrict transfer um um and this year's in the current budget. So, we are have a little bit of money in there now for the purchase textbooks. So, they're spread between the middle, elementary, and the high school. And what what it says is uh primary K3 to that need to be changed to K4. That's what the state classifies that code is. That's it. Yeah. So, ESSER is what we called the COVID money. We don't have that

035anymore. And page 85 is our Fed Tech grant. We receive this from the federal government, and this is my favorite grant because we receive the money and we spend the money and they don't ask any questions, and it's my favorite. We did the application today. They took They said, "Send it 30 minutes." I think we did it in 5 6 7 minutes. Yeah, it's awesome. Love this grant. Love it. It's my favorite. And ESSER 3, we don't have that money anymore. And then, page 99 is AWARE. This will be the last year of AWARE. AWARE was the money that the county commissioners um we when the windmills came in 20-plus years ago, that they would allocate money to the local districts. And so, that we are at the end of that money. So, this is

036it. So, what we have purchased with this money this year is the new pig barn out of the land line. So, finished off the bottom line with that. And then, we have IDEA, which is money that comes from it filters through the ESD to us and so we pay couple special education out of this grant. I don't have another one here though, right? I do. Next page. Okay, got you. 0.88 And then the seismic grant we don't have anymore. And the district tech is something that we have put money into to keep up on our technology. So there's 16,000 for that. The peak grant is an old grant that and outdoor school is um the money that we get to do take Is it sixth grade? That goes on outdoor school every year. So this

037is ran by Mrs. Doremus. Mr. Doremus. Not for sure. Oh, our sixth grade teachers. Oh. Mr. Bryant, Mrs. Corenza. Page 114, we don't have that anymore. Page 115 is the bus replacement. So each year we are obligated to put money into the inner district transfer and you can see um it was 90, then 95, then 105, then 115. Every year we have based on our depreciation we put money in there so that we can purchase a new bus. We had a good chunk of money in there and we bought a bus this year so we're building it. Are we required to do the like battery operated stuff or is someone else screwed up yet or not or Um electric. When we've looked into it briefly our routes are too long and too to make it

038um cost effective that as they develop the program more and get the technology gets a little better, we could at some point look at it for like our town routes, you know, have a bus or two potentially, but so far it's not been cost effective for us because they're not like requiring you. No, they're not requiring you. There are incentives to do it. Yeah. Which would be nice, but have to build a charging station up on the mountain. Yeah, but that's house. That's yeah. That's where the bridge Honestly, the repair of the bridge might start to make that a little bit more feasible on that route. But right now that route is so long and it's just snowing. Yeah. On page 117 of summer learning, which we don't have qualified. And 2018 is the homeless,

039which we're not getting this year. And then early lit. So early lit seed is one of the grants I didn't Yeah, it's in the integrated guidance. So we're able to pay um a teacher out of that or half of the teacher to help the K3. Long range facility grant, we're complete that and the facility assessment, we complete that. So now we're on page 127. So high school ASB and middle school ASB the next two. We just have to have these in the budget. They're um We don't line it out like their accounting is, but because there's so much money at the high school they're audited by the auditors when they come in and assess them. So SIA is the last fund that is part of the entry guidance. And we're looking at $650,000 this year

040with that. And we pay a lot of things out of this thing. Under the guidance of 2120, that is our contract that we have with community counselors to have a full-time counselor here on-site every day for our students. And then we pay We're paying two teachers, two elementary teachers out of SIA. And we have um a point four at the middle school. That's um academic or academic support. It's the point four at the middle school. And then we have um social work. We have a counselor. But um we have a counselor through the community counseling and then we have two people on-site that are social counselors. Then we have We can pay a little bit more tuition for the students that are taking college classes and we had I believe 30 some thousand, 35 or

04137,000 in the other fund. We have a little bit more here. Just kind of depends on the group of high school kids that you have that are taking those college classes. We have some that have well exceeded this amount of money and others classes not as much. And as our classes get smaller, we'll probably have less because we're not having enough students. Um we're going to pay a little bit of a social studies teacher, part of our math teacher's paid out of SIA. So, we're able to access We're able to pay a lot of additional instruction out of this SIA and also the counselors, which is something we didn't have for a number of years. So, it's a great use of money. So, 139 is the revised Lizzy for CTE and dining hall furniture fund,

042we um as of this year, we're finishing up, we have all new tables and chairs throughout the entire district. So, it's all new cafeteria tables. All new tables, chairs, and desks and chairs for students throughout the district. It took us a while. It took us a lot of years, but we finally replaced our last order. Uh elementary gets the last set of chairs. We're done. So, it's good. Remember when we used to sit in those little baby chairs in there? Yeah. Those plastic chairs that's going are going are the ceramic ones. Oh, yeah. They're really old. Since the early '80s, '70s. Yeah, they've been around a long time. So, 144 is asbestos removal background money. 145 is the education staff retention grant, which that's completed. So, 146 trust and agency building are the rental houses

043that the district owns. We own three different rental houses, two in Weston and one in Athena. Currently, we have two employees living in two of the three homes. So, the we have a board policy that states staff are offered the homes first and then it's open to the public. So, it's a nice it's nice for our staff currently. With my house fire, I'm living in one. And um Travis lives in the other one and then we have an open to the public um citizen living in the other one. So, when I move out, then we can open that up staff staff needs it, they have first option and then we'll advertise it to the public. So we have slowly over time tried to get we tried to keep the rental houses at a reasonable rate,

044but we're way low and so we have raised that over the last few years, but there's also laws around that. So the only time you can make a big jump is when somebody moves out, which when we had a long time renter and they've been in a house and then that one moved out and then we did increase it quite a bit. But I think we're in a fair market, but we're not overpriced. We we we always do our surveys in our local community. So we pay the district pays taxes on those and then we have um we have money to do our improvements on the homes. So the reader scholarship is page 139. This scholarship has been around forever. It's a scholarship that is given uh $500 to the valedictorian each year. So what

045we want to talk about is child nutrition. So child nutrition um as you can see we have decreased the budget a lot in this. Ann and Karen our child nutrition manager have worked really really hard to get good food for the kids, but within the budget and it has been a lot of work and we're I think I think we're making progress. But it's it's as we all know the food costs are growing and the state is not reimbursing us at what the food costs have increased and for a few years we got money from the feds, which if we would have had the money from the feds this year, oh we would have been golden, but they cut that. So so you'll you'll see a decrease in FTE here and and that's because one

046of the things we realized was that we were never going to balance the food service budget with the assistant cooks in the food service budget. The reimbursement rate just isn't high enough to pay for employees. And so we moved the assistant cooks into fund 100, which is what you saw earlier, left the lead cooks who are the head of the program in each building in the child nutrition in the hopes that we could better track our expenditures and get closer to to truly balancing that budget. And we rationalize that that we all of our people who work in special education are not paid from IDEA funds. You know, a number of them are in the general budget. And so we shouldn't feel like we have to pay all of our food service staff out of

047this budget when really you're setting yourself up for failure because there's not enough money to run the program. So, to help us not feel so terrible year after year, we moved the two assistant cooks into fund 100, left the lead cooks here, and we're now attempting to get it closer to balancing every year. So, page 155 is additional grants. And that's where Lori Q earns her money. So, she has I don't even I I need to tally up how many hundreds of thousands of dollars she has brought to the district. She's amazing. It's a lot. So, we're have allocated 190,000 and she called me or she sent us an email that just the other day she got another 10,000 for to help with the food farm. So, I mean she is is really good at

048this. Really good at it. So, this is just spread throughout these cuz we don't know what we're going to get. It just has to kind of be spread throughout. Debt service. So, as we all know, the bond is coming to an end, but we also have a bond for our main election. I put this in I put the bond in the budget. We will know when we have the budget hearing if it passes or not. If it doesn't pass, then I'll remove it. If it passes, it's here. It's the paperwork's done. So, this is just what we would need to pay the taxes for the bond payment in December and June of next year. And then, capital improvement, this is the 35,000 that we're moving for inter-district transfers. So, this is we purchased the track

049from this, we did the paving at the high school. We're going to have some HVAC things that need to be taken care of, so this is where additional bigger ticket items for maintenance are comes out of that. So, the building bond, we're asking for over 10 million. Um So, if I put you we're going to get interest on it, so it's 10 million $10,000. So, and then, um the legal services are at the 200,000, and then 600,000. So, that's the last thing on the budget. So, our budget this year with the bond included is 25 million $35,000. So, in your packet, the last page is a possible motion. Does anyone have any questions? Keep it transparent so we can Any further questions? I'll entertain them before we move on. Get a motion. Madam Chair, I

050move for the approval of the 2026-2027 budget as printed with the only change being that was discussed on page 35 and shown in the amount of $25 million and $35,000. I'll second it. All in favor? Aye. Aye. All opposed? Motion carried. Have another motion? Madam Chair, I move for the approval of the taxes for 2026-2027 fiscal year at the rate of $4.3937 per $1,000 of assessed value for operating purposes and $550,000 for bond payments. Second. Any seconds? All in favor? Aye. Aye. All opposed? Motion carried. I think that's it. Thank you, everyone. This is Anne Best. You adjourned the meeting. I was going to let you tell them. Oh, I get to adjourn it? Yeah. And then I just I was like, "Oh, I should have done the motions. Maybe you're going to do it."

051I was used to it. Thank you all for your hard work. Solid budget. My
