standing the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Uh, thank you. get an agenda review and a motion to approve the agenda. Mr. Chair, like to approve the agenda with modified personnel reports motion. Do I second? >> Uh, all in favor? >> I and any opposed? >> All right. Review board minutes to approve the minutes for September 15 minutes. Scott seconds it. Uh motion and second. All in favor of approving board minutes. Any opposed? All right. Moving on agenda item two, any community input call in any way to speak. Thank you. >> Uh going on to agenda item three, correspondence talking points from IMESB. >> Yes, thank you.
You have the board talking points in your packet. This month, the talking points focus on attendance and the work that uh the GSD is supporting districts with and um related to improving school attendance and reducing chronic absenteeism. It outlines um how they support uh all students, what they call tier one students who may be struggling, tier 2 supports with more intervention and then tier three supports for chronically absent students. We had our own attendance presentation I believe last June and we are already doing multiple levels of support uh for our students and our attendance did go up which you will see on the school report card that will come out soon. So um we appreciate the ESD support and this just more information about that effort in our area. >> Thank you. Any comments from
the All right, moving on to agenda item 4.1, facilities report. >> Okay. Um, we have basically we're working on a track lighting for people that want to walk either very early in the morning or later at night. So, putting some dimensions together on what the lighting fixtures look like so that we're not blinding the neighbors. And once we get that bid together, then Gordon's Electric will get approved and they said they're possibly about two weeks out. So, we're hoping within the month that we can get track lighting up and going. Um, also speaking of the track, for those of you who have noticed, it is beautiful as far as I'm concerned. Problem is the TS is underwater every time it rains. And so I went out, took a look at possibly what's going on. After
several conversations, positive conversations with Bane and the company and all of their management team, they sent their 30-year vet out and we kind of looked at things and what has happened is the asphalt underneath that high jump pad has settled into a bowl. not being under our contract of just a surface replacement. That would be more dollars down the down the wire to fix that. So, what we have done is went back into that team and talked about scenarios and the best bet right now is to they're willing to come in their charge and cut out that entire pad up into the Javelin, which will stay the same surface it is now, and put in the 100 series, which is more purist. I can't say that word. Sorry. Anyway, that'll let the water through it.
It'll hit the asphalt and then find its way through that as well so that we wouldn't have the puddling happening there at the that After talking to coach Monaco, it was also possibly a good idea to have better traction there for the pivoting that they're doing to jump over a high jumps to call it stick. Anyway, anyway, so that's happening and they could be here as early as tomorrow and so they're going to try to get in to where they can cut that thing out and start over and get it out as soon as they possibly can so that we can paint a TS kind of thing. So anyway, outside of that, everything else is pretty much just cruising right along and we're ordering ice melt and shoveling shovels, starting to sharpen them. So, up
we go. >> Thank you. Any discussion? >> I only come out with the I love the track and it looks nice. Good job on the colors. Um like a Facebook blast about how nice it looks and then we're trying to light it up from the community whatever would be awesome. >> Was pretty man nice drive by with it lit up. >> All right. uh 4.2. Tell them transportation and IPM reports. >> Uh transportation, we've kind of kind of pivoted from repair mode on the buses to preventive maintenance. I've started to periodically send them out to have certain SE uh systems on the buses have extra preventive maintenance to prevent problems down the line. Um and along with the ice melt and the shovels, we're making sure that the onspot chains are working on the buses
before the snow hits. It did get a little bit up on speed, so you know, yay. Um, we have uh I had my first overloaded uh scheduled day for Friday the 24th. We had a lot of stuff going on and it pushed the limits of the amount of people and drivers or drivers and buses. Um, but we're able to work through that. So, that's good. That's really all I have for transportation. uh for IPM. Since our last meeting, I had been focusing on protecting what the maintenance department had gotten our grounds looking nice and green and gorgeous for like football and out in front of the schools. Well, we've had a large number of pocket golfers that love those areas as well. And I had been focusing on removing those and started a trapping program.
Uh removed 21 so far. Um >> it's only a fraction. It's just a little tiny bit that's there. >> Touch and feel. >> That's just trying to protect one the aesthetics of it and more so the safety aspects, you know, twisted ankles, broken ankles, those types of things for the athletes out on the fields. Um, most of those came from the football field area, but some from all the campus. >> Thank you. Any discussion from the board? Welcome. Thank you. Yeah. Didn't think we'd have killed no moose today. Uh [laughter] three preschool elementary. >> Good evening. For preschool, um we have stayed fully enrolled. I was able September, I think it's first month ever to report 100% attendance. Um but our attendance in preschool is counted a little differently. If they are excused attendance, then
it's counted in their favor. So, but first time in many years, uh, we did have our ribbon cutting ceremony for the new garden over there. It's beautiful. Um, we had a family event with different stations where the preschoolers and their families got to make salsa that they took home. Um, there were they got to choose a book about gardening. There was sensory plants. There's a sensory couple sensory bin gardens that are right underneath that covered area. And as well as there were some edible plants. I got to taste chocolate spearmint or it was interesting. Um, and they are they're an amazing group of littles. There are a lot of three-year-olds in there and just a really really great group group early on. They really just meshed well and and they're having a great time. Uh,
kindergarten through fourth grade. Uh we had our first tig terrific Tiger Scott assembly where we recognize students for kindness awards. Um students are very happy they're out on the track and they're racking up those miles. So next week Mr. Glover may be on their naughty list again. Um we have this year trying to find ways for our fourth graders to embrace being here another year. And so we've started fourth grade ambassadors or leaders. So we have 10 fourth graders that have started. Then um January the teachers will choose another group and then another group throughout the year. Um they do have to apply for it and then the teachers talk with them and look at the applications. So they were greeters at our assembly. We've got them doing different jobs around the building getting lunch
count um helping cleaning the cafeteria. They're going to start helping. Some of them might go out and help with kindergarteners in the garden. um when it as the cold weather hits, they're going to start being zipper uppers and and mitten putter honors and uh at the doors to help get kids outside. So, they're embracing that. We also today started in a partnership with Sparrow Services here in town. Um they've got one of their clients and they also have a licensed teacher that they've hired, Miss Reer, who was our former a teacher. She is working for Sparrow Services. Now, she's bringing this client over and he started a book club. So, they're reading a book off of the third through fifth grade Oregon book of the month list and we have eight fourth graders that we've
chosen to start this and they're very excited um to have some some challenging reading and some in-depth conversation and they're reading um the city of Eden. Yeah, I I read part of it this weekend. It was very good. Uh let's see. We've been running our parent uh group has been running our pie the popcorn fundraiser. We've been we're finishing up our second step. So, um safety lessons that Mrs. Slippy comes and does in our building gardening. They've been they all got to take home strawberry plants. They've been learning a lot about composting. uh farm to school had a nice write up in their newsletter about our summer Y program and our new garden and things that we are doing. Um, and this garden project at the preschool was it's been 5 years in the planning
and we just didn't have the manpower to get it up and running. And with their partnership, we were able to do that. And so Corey Wallace, who is our garden educator here, she's also the garden educator over there for the preschool garden. We finished our diagnostic Ready assessments and so interventions have started and this year we're providing interventions in reading and math. So we've got Mrs. Griggs, but then we also have Mrs. Cohen part of the day coming up. lots going on. >> Thank you. Any discussion? >> I really love the idea of having the fourth graders on the glide with that ambassador. That's such a good experience. >> Teachers had a great time thinking of different ways to have these kiddos help and um and and they're embracing that that responsibility and and that
leadership. >> All right, moving on to Western Middle School. Well, I feel like we've had a really packed few weeks and it's only getting more packed as we get farther into fall. Um, our fall sports are well underway and will be wrapping up in a few weeks. So, we have students participating in football, volleyball, and cross country. We had picture day last week and as you know the middle school teachers being middle school teachers always pick a theme and we all dress up in the theme and then the kids wait on the front walk for us to all emerge to have our picture taken and our theme this year was secret agent. So the kids had a had a good time uh seeing us do that one. We have also completed our uh fall I
reading testing and our first performance tasks in science, math and writing. And so teachers are setting their student growth goals for the year and those meetings with me have now begun. Get those set and then we are also offering um intervention in reading writing uh with Mrs. Colam and then math intervention with her on Fridays. that is well underway. We have some exciting news from our art class. We have our middle school students took first, second, and third place in a Lion's Club poster contest and that comes with cash awards. And so those students will be honored at our fall sports pep rally and poison ball extravaganza on Halloween and the Lions Club will be coming out to present those awards. And then just to highlight our art class, we have a a talented art
teacher and the kids right now are working on creating uh paintings of animals using different types of geometric design. And so the uh paintings are very colorful and sort of impressionist looking. And anytime you're in the middle school, please walk down the main hall to see the artwork that is hanging in the hall. This is more as excellent at getting the kids artwork out where we can see it. And just as a reminder, art is uh for some kids the reason they come to school. And so we're always excited to to highlight their work. Our sixth grade science classes are focused on physical science right now and they are looking for real world examples of kinetic versus potential energy and working with that concept right now. We also will have our first student of the
month lunch this Friday where we honor one student per grade each month for exhibiting characteristics that we are focused on that month. Last week, our fifth and sixth graders walked up and had a tour of the East Humatella um county fire station. They enjoyed that. And then some upcoming things. Uh we're going to participate uh actually districtwide in the great uh shakeout this Thursday which is when we do our first earthquake drill of the year. But we participate and that organization then gets data from schools across the nation about earthquake safety. We are giving the Oregon health survey to students in grades six and eight this Friday. that is required by the state, but students can opt out or their parents can opt them out and those letters have been out and um we have
made sure parents are aware of the survey and are able to opt out if they so choose. And then finally, we now have a middle school Tiger Scout Time. So, thank you to Mrs. Ralph. She has been willing to take that on for us to have a special middle school edition that goes out monthly instead of bimonthly. But we have appreciate her taking that on to highlight middle school above. >> Thank you. Any discussion? >> 405 Western Hume High School. Mr. >> Yeah, [clears throat] we had a fun homecoming week last week. So students had dress up themes and activities each day. We had a fantastic community showing downtown for the noise parade. It's always one of my favorite events. And then some fun traditions that we were able to bring back was the bonfire
this year out of the softball parking lot and we um offered a bus shuttle so that students weren't trying to get from one site to the other in the dark. Uh and then for the second year incorporated the band into announcing the homecoming court. So really fun to kind of see these take off and be able to come on back in. The foods class provided snacks during the dance. And with the new grading period, so again going into quarters, we only had a dozen students ineligible for homecoming, uh, which is probably our lowest amount. And again, that means that they had a failing grade for multiple weeks in a row. Um, so I think that bodess well for high passing rates since the end of the quarter is just three weeks away. So it's good
timing to have a reason to get those grades up quicker. In the classroom, sophomores have preacs this month and juniors will have the PSATs and then conference letters will be mailed out here this week for again students that are having u failing grades or anything that we're worried about coming up on that quarter end. We are applying for the CTE revitalization grant this year and we're going to be looking to expand two of our existing programs of studies. So we'll be putting in to build out a forestry and fire management component under agriculture science and then looking at drone development and piloting mechatronics under manufacturing. And then um in the classroom, my favorite unit of any of the ELA is underway where Miss McIntyre have has students acting out Lord of the Flies and um
their use of the con shell. How far do we go? >> No, no, there there is no culminating piggy event, [laughter] >> but they do have to like use a con shell. And it's so funny to watch them realize like as they have to make decisions similar to the book that they end up mirroring a lot closer than you would think. But again, no culminating events. [laughter] >> No, it's so fun. I love going in and just seeing them have to problem solve and they have assigned roles and then they have to like own like, well, yeah, I didn't build a good shelter. Okay, well why? Like now we're sleeping in the dirt, right? Like it's super fun. um into um again our fall sports. We have senior nights coming up. Uh PEP has been
reinvigorated this year. So um we now have we're up to 15 or 16 cheerleaders and hopefully if you've been at the games you're seeing we're kind of interspersing them in the crowd. So you have some leading the cheer down below and then also um again being able to really get students involved throughout the section. And then cross country hosted their first home meet in recent memory this past week in conjunction with our Attina club. So, uh did a naming dedication and again are really leaning into our um C2IR and tribal roots. Finally, uh the senior class is interested in holding graduation an hour earlier this year, which would be about 6 p.m. Um we've checked other area graduation schedules as well as athletic schedules to ensure there's no conflict. But I did want to see
if the board had or was aware of any historical reason as to why that may not be feasible. >> Those of you who have been here all the time, >> sounds like a great idea. >> I appreciate you asking. Thank you. I think that's great. Um and I don't see why I don't have any concerns or reason why. >> Okay. >> I'm not aware of any component of that. >> I will take it back to that group then. They at least again wanted to see what building was. >> That's all I have. >> Thank you. Any other discussion? >> I just love it seems like the engagement and participation um as a whole is really high with the number of cross country um folks and then cheer and all of that. So I it's awesome.
The band looks big. It just looks like there's a lot of kids involved in stuff. >> I agree. And that's my goal. Get them involved in Thank you. >> Right. Moving on to superintendent report 46 461 food service update. Well, we try to periodically highlight some of the different programs that we have in the district and one of our most important programs is our food service program. And so uh we invited Karen Webb who is our food service program uh coordinator to bring her team here tonight to talk to you a little bit about what we offer with our food service program. I'll turn it over to Cara. [clears throat] >> So it's perfect timing. It is National School Lunch Week. So I would like to introduce Erica Barona, Corey Dow, Josh Humber, Arla Salter,
Tracy Stewart, and Dar Fitzger. They are the best team that I could ask for. They help keep me in line and we're keep trying to keep it fresh. So um some things we've done since the start of school every student reer received a watermelon at open house here through farm to school program and then we have been providing uh Oregon grown watermelon for breakfast and lunch. They had some still available and so we've got that going on please. And we're trying to offer a variety of uh menu items, trying to keep it appealing to all the students, finding out what they like and don't like so we can avoid a lot of waste and trying to keep that within the budget, which um I feel like we're doing pretty good this month. So, [laughter] uh
we're providing more salad bar options at the high school like cottage cheese, shredded cheese, croutons, different hot sauces. thanks to Carla and salt-free seasoning. And we're also providing fresh oregan fruit over there all day. I just picked up apples from the four barns today. And for the month of September, we served um breakfast and 5862 for lunch. So that's higher than last year at this time by 274 and 402. Uh we're trying to utilize our leftovers like hamburgers and things as another option mainly at the high school. It's easier to serve to them. So wrapping hamburgers and reheating and giving them another option along with hogies and the main main course. um challenges so far this year has been trying to order corn dogs [laughter] and pancake on a stick. [clears throat] Pancake on a
stick has been out of stock for a month and every time I get corn dogs they recall. So [laughter] tell your kids we're going to get there. Then on the 23rd of October is our Oregon Crunch at Once. Um, everybody's supposed to eat something crunchy and celebrate farm to school. And uh, we're gonna have hikima and rainbow carrots as well as fresh apples. And I also wanted to thank Tom, but he took off already for transportation transportation helping us out uh, with a wounded soldier. Um, she couldn't lift [clears throat] and haul things. So, um they stepped in and really saved my bacon. So, and I think Did you have anything to say about the high school? >> Yeah, actually at the high school um we've partnered with the plant science class um Ashley Tomkins
and she her two classes that she has are doing hydroponics in the commons and are going to grow our lettuce for us and some herbs. Um, and she also started a garden club which also will help nurture those. So hopefully I just talked to her today. We're hoping to get those planted next week and get them going. The kids are really excited about it. You want to have anything? >> Uh, no. I think everything's going pretty good. >> Okay. Yeah. The the pancake on a stick. The kids have been very upset, but >> I know corn dogs'll be on the menu and then I'll get a recall notice like >> Yes. >> Okay. So, you're talking about um kind of expanding the menu and then so I was kind of doing some research and I
think it's great that we're adding different like foods from different cultures because some kids aren't exposed to certain things because we do live in a small community and um that also involves income and then like traveling to try different foods and it's nice when you have that variety in the school district. So, I think that's great. And then for me personally this year, I think uh we have a good system going. Uh just the way we have the lunch line set up. Um just the way Jos and I work together. Um I don't know how it's going at the high school, but it seems like you guys have a good system set up as well for the elementary. >> Yeah, I think everything is going pretty well this year. >> So I'm very blessed to
be working with these ladies. So thank them and any success I might have from them. So >> I do want to add too that I do really appreciate we appreciate at the high school because they have a little bit different taste than what the elementary does. Like our kids really love the Korean rice bowls, the burrito bowls, that kind of stuff. Little kids don't generally like that. So I do appreciate that you guys are letting the high school have a little bit different menu than the >> And you guys get walking tacos. >> We get tacos tacos. nice to experiment with the preschool too. I don't know. Um I'm assuming I think it's good to get them exposed to different kinds of foods too at that early age as well. >> Absolutely. >> Yeah, middle
schoolers definitely have a different taste from high schoolers and elementary kids by the week. Yeah, [laughter] >> like a survey board at in each cafeteria and have the kids pick different menu items on there and have them like take a vote of what they like or something they want to suggest so they feel more involved in our menu. >> And then on the same hand too, like I would love to get like a hydroponic system involved in our cafeteria too because the kids were like, "Oh, what's this?" Like none of them knew what dragon fruit was. >> But all that stuff you can't make your plants. No, but I mean some of like carrots and radishes. It's a hard one. >> Yeah, but the So I have like a huge tower and it has the
LED so you could have the soil ones on the bottom underneath it if we were ever able to get it set up for it. >> Yeah. >> And I get the kids involved too would be good. >> I just want to compliment our team as well. Um, we had a goal for a while. One was to have more high schoolers eating. And so I really want to compliment Carla and Tracy for thinking about what high schoolers like and making it appealing. And I would encourage you to walk in sometime and just see the way they set up the salad bar and have it decorated in hilarious ways. And >> I don't have it decorated right now. If I don't >> wait a few weeks. And we did appeal to high schoolers and our middle school
um cooks. The presentation is always very attractive and they are very um kind to our middle schoolers and know them by name and that's a lot of energy coming in all at one time. But they have worked very hard when Erica mentioned a system to have a system that moved the kids through the cafeteria in a way that was efficient but also reduced sort of some of the chaos that can come with with middle schoolers. And they are correct. They have come up with a really good layout of that cafeteria which I appreciate. And then I'm not in the elementary cafeteria as much, but I hear a lot of compliments about Tori and Darus program here too and allowing kids to sample and taste different types of food. So again, our cafeteria people much like
our bus drivers are some of the first people that our kids see in the morning and they are feeding our kids and that makes them really important um to the students that we serve. and I just wanted to highlight their hard work and Karen's hard work uh tonight and let you know how much we appreciate you and thank you for >> Thank you for inviting us. >> Thank you all. >> Uh very much appreciate the work you do. Uh you definitely increased my grocery bill by getting Waverly hooked on star cost us $15 the other day. Three of them. So that's great. But overall, no, I I I completely agree with the need for kids to be exposed to as many different options as possible. So much so much we learn at school uh and
including food and that is really important. So thank you for what you're doing. >> Anything else? >> I just want to echo what Espio said. I think obviously feeding the kids the foods and stuff is important, but the way that you welcome them and make them feel good about coming in and eating I think is really really important. So, thank you. >> Thank you. >> And Josh always saves a little extra for the last lunch with it, which is eighth grade boys. They go in sometimes and there's a little bit left and get second. So, they just wait for that signal when they can run up there. So, we appreciate that. >> Okay. >> Uh, moving on to 4.6.2 enrollment. >> You have our um current enrollment numbers in your packet. Um, we did hit
that 10day drop on um well, I don't actually I don't know the date. 10 days after school started, 10 days. And so we are down to 482 students from 492, which is what I told you was likely to happen in September. However, that 482 students is up from where we ended last June at 474 and it is 22 more students than I projected we would be at this year. So this is all excellent news. And then just as a reminder, we are funded this year on the 474 students because you're funded on the higher of two years. If we maintain that 482 or similar, there should be some correction. It'll be a fairly small correction, but some correction. But the important part is that next year's funding because we are graduating a large group again,
we're not seeing a trend that would put us at 40 to 50 kindergarteners. Um this 482 or similar would help offset that um drop for next year. So this is good news uh budgetarily uh with RMR. >> Any discussion? >> Right. 4.603 bond campaign update. >> Well, we have a member of our community bond advisory committee here tonight who clearly does not need to speak. [laughter] Um but thank you Cheyenne for being here. Just a few updates. We had our informational openhouse at Weston last week. Uh that was lightly attended. Uh but we did have some uh new faces there and so we were able to deliver some information. Our middle school students did a fantastic job as tour guide. We have our second open house uh tomorrow at the high school again with tours
at 6:30. Presentation starting at 7. We are anticipating much like um last June that one to be more heavily attended and uh we will have [clears throat] hoping some board members plan to be there. I know some uh CBAC and pack members plan to be there also to speak about the bond. We are getting uh sign yard signs out and um banners out. The pack is doing that and those are still going out. So, you should start to see those around town. The district made anformational video about the bond with support from Michelle Madrill of the ESD, and that will go on the uh website and social media after tomorrow night's meeting because we show it at those events as well. And then the ESD has been also putting out on social media and our
websites voter registration reminders because I believe the last day to register may be tomorrow. It's closed this week. >> I think it's 14th. >> And then um I don't know if any board members that are on the pack or if uh Cheyenne or anybody just wants to add anything to that update. >> Um I think things are going well. Uh I'm kind of involved in the Facebook side of things and that has been active [clears throat] um good and bad. So, we're just trying to kind of keep false information from spreading like wildfire. That's kind of been a challenge. Feel like we've done a really good job on um being able to tell individuals specifically and just in general how it will affect your taxes directly. I think there's been some confusion on real market
versus fair market. I think there continues to be confusion, but once we kind of get that through to some people, they the light clicks on. And so now now kind of I think from the Facebook side I'm seeing kind of a switch on focus that we need to do. So I'm interested to hear what tomorrow night brings. I'm very interested and that's kind of where I'm going to I'm interested to see what they say so I can try to fix the concerns from that moving forward, I guess. So, I'm thinking I'm hoping tomorrow's a big night for for what we kind of need to move forward as a pack and getting the word the accurate word out about it. So, and Paula will be there tomorrow night again that if anyone wants to sit with
her and figure out their actual tax burden with the bond, she will be able to help them find that. and Quel mentioned that he's willing to go over his tax statement just to point out how it will impact him as an example so people know what they're looking for in their tax statements. >> Excellent. Mr. Chair, well, first of all, I don't know if one of our colleagues just let left let their ID back. >> Um, I did want to say I uh to your point last week, I thought it was fantastic to have the middle school kiddos. um that was a really fun touch there and again I appreciate the intention of getting kids involved and helping your leadership skills. So I I also want you to really talk I thought a wonderful job
sort of putting yourself out there just on social media. So kudos to you do that. I think uh again with the intention providing correct information or kind of uh providing relevant information about the bond but again I appreciate the winning last week so I'm up to >> um same I think um Shy you've done a great job um factual information out there um which is great Paula and I took signs around um yard signs around Athena last week Wednesday Thursday um and then did the same in Weston um today. I think we've had 20 18 deliver. So, um and I delivered the last one. Okay. Down. So, um yeah. >> Is that just your book when you were late? >> That maybe >> I think she was on time. >> Not late. Um but yeah,
it seemed um positive and a few people had questions and we invited them to the meeting tomorrow and so yeah, it's good. I think one of the things I've noticed on the social media discourses, not just related to the bod, but also related to how we communicate in general. And even today when we're listening to the uh lunch presentation, clearly some things that they've said could have could be responses to some things that I've seen. Um, so how maybe how the connect impacts the way that we communicate in general that all uh let's move on to 464 community engagement calendar. Just a reminder that we have our first event coming up um on October 22nd, which is next week at 7:45 at the high school. And that is a superintendent coffee hour, which will focus
primarily on high school programming. And I imagine we may uh get some bond questions there as well. So, I'll be prepared to give factual information at that should that come up. Um, but I believe we will highlight again kind of some of our CTE programming since CTE is a focus of the bond um in that coffee hour. And if any board members are available, we'd love to have um board representative there. >> I'm planning on attending >> and you said the 22nd at 7:45. Will we be in the staff room again in the staff? >> Great. Any other discussion? 4.65 division 22 followed by public comment. So, as you know, every year um district needs to certify that we are meeting the division 22 standards that are set by the state to track compliance by
public school districts with um a wide variety of state laws and initiatives. And so in your board packet, you have the report that I will send in to the state. I just want to kind of go through that and highlight any that might be a change this year. Most of them are the same year after year. But as we talk through these, if you have a question about what any of them mean, I'm happy to explain them just a little bit further. So the first section, high quality learning experiences for all. There was a little bit of change in the law under modified diploma, extended diploma and certificate of attendance. And all of those changes are around ensuring that parents are provided notice annually if their student uh qualifies for one of these diplomas. that's
mainly students in special education um that these diplomas are available, what it means and what their limitations might be in terms of postsecary options and we handle that through our um IEP meetings every year that we have with uh parents. So, we are in compliance there, but that tweak to the law was added and we were already in that As a reminder, our library media program is our school librarian is through the IMESD and that person supports our school libraries and the staff that work in our libraries even though we don't have our own librarian. So under aligned and focused educational systems under district curriculum this is where they added that we're required to adopt social emotional learning curriculum which we did prior to last school year. That is the wayfinder curriculum. So we are
in compliance there. I guess I should have mentioned this is compliance last year. That is a new one. And then these assessment of essential skills, there's two there. We are still under a waiver through the 2728 school year on that. I think the state is still deciding if they're going to go back to that at all. And that has been an adjustment um during and postcoid under safe and inclusive schools. a new law under substance use prevention and intervention plan. Uh we are required to have a substance prevent substance abuse prevention plan in place which we have K12. We pretty much run that through our health curriculum. We also are required to have at least one opioid prevention education lesson in grades six, seven, and eight and once in high school. and we are in
compliance with that. This year we will actually do that through our substance abuse uh and mental health awareness prevention day. We will uh meet that requirement with the high school students. The middle schoolers will still do that through their health classes and everything else has been in place. Couple of things to just note that are upcoming in the last section. Committed and supportive staff under teacher and administration administrator evaluation and support and educational leadership. Um, we're required by 2027, September 30 of 2027 to align our administrator evaluation tool to the professional standards for educational leadership, which it already is, but I will double check to be sure that it is blatantly aligned, not just implicitly aligned before we get to the 2728 square. We should have that in place next year if I need to
adjust those evaluation tools. the superintendent evaluation is already explicitly aligned to that those tank evidence. So with that, as you kind of thumb through, do you have any questions about what anything means or what compliance means for the district? >> Uh do you perceive any challenges with some of the recent changes with us sort of maintaining our compliance or any challenges student uh staffing perspective or anything like that? with which changes >> with any of the proposed changes and >> no the main challenges. Um just making sure we're always aware of the changes and and get things in place. But uh the state does a good job of kind of keeping you on top of that and making sure you get things in place. The primary one um I'm a little bit focused on is
just making sure we are absolutely in compliance with the new graduation requirement of uh.5 personal financial education and.5 credit and higher education and career path skills. We have to be in compliance uh next year. Morgan could talk a little bit about that if you want. um we are in compliance, but they have moved the ball around with us a little bit on that. And so I just made a note for myself to be sure again we are explicitly in compliance with that by the deadline. I don't I don't know if you want to comment on that at all. >> Yeah, you spot. >> No worries. At this time, we've um added that in under our freshman success classes. uh the class that'll be graduating next year when we were doing that transition um we're going
to tighten up a little bit on the personal finance piece. So just kind of as we brought on that class um you know and looking back and I know I have Mr. Griggs here who taught it those first couple years um those were some standards that we want to make sure we hit a little stronger. So right now it's there for the class graduating next year. Um we will probably just add in a personal finance um half credit which again at this point I haven't seen any student that's credit deficient enough where they wouldn't be able to fit that in their schedule. So >> there have been some off and on between can you embed it or do you have to have a standalone class and so I just was making a note to circle
back around to just be sure we are absolutely in alignment by that deadline. Thank you. >> Then we do need to allow for public >> public comment members of public. >> Seeing none, we move on. 466 OBA annual convention up in November. This is just a reminder um for those attending that we'll be going to the OSBA annual convention in Portland November 6 through 8th. >> Yep. I'll be there. Any discussion? 67 educational equity committee update. >> Yes. So we were required to have an educational um equity committee in place by this September which we had done and that committee met twice. It met in uh May and again in August. However, in that meantime, there had been requests around our area uh to have the ESD do a regional committee rather than these small
districts having their own individual committees. And one of the reasons for that is just our sample size is so small. So because the purpose of the committee is to ensure educational opport opportunities for all students particularly historically underserved students our sample size is is just very small in all of those groups except for um rural and poverty. So, we are going to go ahead and participate in the regional group and Kendra Seymour who was on our local uh committee is going to be our representative uh to the regional committee and then just in talking with our committee members um we are still going to meet twice annually. So we'll meet around February and around June to hear back from Kendra Seymour what's being discussed at a regional level and kind of bring that back into
our district and see how it aligns with our needs. So I'm excited about this opportunity. I think it opens up broader discussions and broader pathways for support for kids who might um be in a historically underserved population that that we just you know ELLL is always a good example. We do not have how many ELLL students do we have Carrie? >> Seven in our district and we do support them but there's not a large enough group that they you know might feel that they have a lot of peers um who have Spanish speakaking parents or for whom English is not their first language. And so to have that discussion regionally I think is going to be beneficial to our district and our kids. So I just wanted to update you on that that we're moving
to that model. >> Thank you for discussion. >> Thank you for your willingness to serve on that committee representation. Sorry. Yeah. Moving on. 46.8 longitudal longitudinal performance growth target results. So you have a colorcoded sheet at your table and I I just wanted to highlight something here. Um in the so these longitudinal performance growth targets and first of all I just don't know if you could have come up with a worse name for some I never can remember what this is and when they abbreviate it LG LPGT I can never get the letters in the right order. So my first feedback to OD is could we change the name of this to anything else? Um it's just very hard to say but these are the performance targets that we set with the state related to
the integrated plan which funds high school success and student investment account and early literacy. These results are from the 2324 school year. So, think back a good little bit. And we set these growth targets with people from the Oregon Department of Education. And I think I have mentioned this before, like I was kind of trying to set growth targets based on what I know about our kids and what they can achieve because I can literally name every kid and I know a lot about every single one of them as a small district. And the consultants from OD really kind of wouldn't let me go there and and wanted to keep reducing where that target ought to be to the point where the targets were in decimal points. And I kept saying, "Yeah, but that's like
this many kids in an elbow. It just doesn't make sense for our district. We don't have 10,000 students." So, but we set the targets. And so I just wanted to uh give you this graphic because you can see that Athena Wesson School District is one of only two districts in the ESD, not just Umatella County, but the ESD that met every one of those gross targets. And that is a testament to the education that we provide and the fact that we know our kids really, really well. So, I just wanted to kind of walk through these a little bit with you and tell you what the growth target was. It was in um that annual report you get for integrated guidance, but I'll just just kind of want you to compare. So, if you look
at these numbers starting on the left, four-year graduation for all students, we had a 93.7% graduation rate. The growth target was 88.2. the combined that's um all of our underserved populations combined into one uh data point. The target was 83.8 and we were 92.5. So our underserved populations and our general population are achieving at nearly the same rate which is pretty phenomenal uh frankly. And then our five-year completers. This is a very small demographic for us, but these are students who don't quite have the credits required to graduate in four years and they have an amount of time where they can finish and then be a fifth year completer. But the target that the state helped me set was 88%. Uh we achieved that at 92.2%. the combined um underserved populations. Uh the state helped
me set that at 82% and we were um at just about 90%. On that one, ninth grade on track. That is a really important data point and we start looking at that after first semester grades to be sure that our freshmen are on target to graduate as seniors. This is a critical data point and you can see that um in both categories we have greater than 95% on track. The goal that was set for the general population was 87.9% and for the combined was 81%. attendance something we and all districts have struggled mightily with uh postcoid that this number is even from two years ago we have grown from this number but last year was above this but the target was 57% we were at 68.3% for the combined 48% was the growth target and
we were at 63% uh meeting that and then third grade language arts proficiency and this is on the smarter balance state test. Again our ready data uh paints a much different and much better picture and we have talked many many times about uh standardized tests and how that works. But nevertheless the target was 42% and we were at 44.4 four and for the combined the target was 32% and we were at 33.3%. So only Athena Weston and um North Powder met all of the growth targets in that first year all the way across. And so I just wanted to point that out to the board and compliment our teaching and paraprofessional staff for the work that they do every day with our kids. discussion. >> I want to say thank you. Uh I do always
appreciate, you know, while we've had a lot of debate on Saturday tests. I know again that still have some metrics and so I appreciate getting some data that helps kind of give I think good indication where our staff are at are at, where our kiddos are at. So I want to say thanks for taking the time to walk through that. I just appreciate the results of that with the copy on business items 5.1 personnel and there is an updated personnel reports at your seat. So, we have um some personal items here and uh Tim said you do have an update. Uh we had a last minute resignation today. So, we have three um of our certified one-year contract hires. These are um staff that are very part-time and um pick up a couple of classes
uh for us. So, we have Mike Robinson, CTE instructor part-time, and then Shawn White and Elena Wright who teach uh online classes for us part-time. So, those are our certified one-year contract tires. Then we have uh Justin Mack, high school wrestling, which is program we are adding this year. And then resignations. Uh we have James Hixenbball, high school athletic director. Melissa Huard, middle school boys and girls basketball coach. Travis Lwig, varsity baseball coach. Jacob Pierce, assistant varsity baseball coach. And then our last minute resignation, Martin Heredia, high school boys basketball coach. >> Thank you. I have a motion, >> Mr. Chair. I make motion to approve the 5.1 personnel report as presented. >> Thanks, Scott. I have a second >> morning. Any discussion? A motion and a second. All in favor? I. >> Any opposed?
>> Thank you to all those who are uh who have served the school district and thank you to those who have signed on to continue to serve. And I'll just add for the moment um Mrs. Roush has agreed to absorb um high school athletic director uh in the short run um until we decide uh when and how to post that position. >> You're going to say she's going to be boys basketball coach. >> I'm not a land sport athlete. I'm close out in the pool. Yeah. [laughter] >> Could we just switch it to waterfall? >> Just feedback. >> I guess one comment. I do thank you, Miss Rouch, for being willing to take on that role. It's clearly um not at a time when things are smooth sailing. So, if there are things that um
speak for myself, I can do as a volunteer to help um in any capacity. I have a lot of free time on my hands. So, Yeah. All right. So, thank but thank you very sincerely. There's a >> moving on to action item 6.1. Athena Elementary School Library surplus books. >> The elementary school library has approximately 250 books to declare as surplus. Motion. Uh, Mr. Chair, I move we declare 250 elementary school library books. Thanks, Scott. Do I have a second? >> Second. Give it secured to Kristen. Have a motion and a second. All in favor? Any opposed? There he is. Moving on to 6.2 rental rates. Okay. So, we have the Athena rental, which is a three-bedroom, one bath, and then we also have the upper rental that are both vacant. They were vacant at
the beginning of this month. And so, I contacted a couple landlords in town just to kind of get an idea of what the market is and because we we know that our prices, our rental rates were lower. And so, um, I am proposing that we raise the Athena rental rate, which is a three-bedroom, one bath from 965 to,200, which is very fair and undermarket. And then the two-bedroom, one bath, it does have a full basement, but it's unfinished. Currently, it's at 9007 to raise it to a,000. And then the rental, the lower western rental house is currently occupied by an employee. and we would just raise that the standard 10%. So it' be$8.45 to 929 and that would be effective February 1. The other two homes, those rates would be effective as soon as we
can get them on the market and ready to rent. That's my proposal. Any questions? Just again, we want to be competitive but still be a little under market value to make things affordable in our community. Have a >> motion m to approve the rail rates as present. >> Marty second. Any discussion. All right. Uh motion and a second to raise the rates. All in favor? I. Any opposed? Carries. Uh 6.3 policy JF CEB personal electronic devices second reading. >> But these four policies are are second read policies uh this time around. Uh JFCEB is the policy required by law that we um put in place by the end of this month around personal electronic devices. And this policy uh outlines really the uh regulations around the ban on cell phones and other personal electric electronic
devices in schools. And so you can see sort of the uh selections that we've made in there where we have options. Uh one of the main things we are not opting into is outlining um discipline for that. That will be uh building by building with an emphasis on supports and reminders uh versus discipline. And then there is an accompanying um administrative rule, a form for someone to submit a request for an exception if their child has a a need for a device and there are very legitimate reasons for that. And I will go ahead once the policy is approved and um include an AR with our policy to just to have that clear form where someone can apply for an exception. Any questions? Do I have a motion? >> Mr. Chair, approve policy on JFC
personal electronic devices as >> Thanks, Marty. Thanks. There you go. Uh any discussion? Appreciate the approach especially with disciplinary and contentious. So thank you for the question. >> I'd agree with that. Uh one comment was related to the um uh whatever you call them at the bottom the citations or the footnotes. There it came to me finally. Thank you. Uh, I noticed the footnotes have a bunch of extra words in them and comments from OD, etc. I assume that's all going to be before it comes out soon. >> So, you're looking at kind of at the footnote. >> Yes, exact footnote section. >> So, if we have uh struck out the language, then the accompanying footnote would not be included. And when I go in and take that out, it actually disappears. footnote. Let's look
here. Anything in brackets is just sort of stage directions for us. Is not language that's included. And you do see a little bit of that in kind of that footnote section. And then we struck out this policy takes effect on January 1 because I imagine every school district in the state started this on the first day of school for obvious reasons. Um so that's the reason for that one and I don't see any related that. Did I answer your question? >> Yes. Just want to make sure that that was always >> I don't see any cross. >> Um the only one in the administrative rule the maximum duration of of an exemption is uh we're going to pick the end of the school year. The other options were one year but if you got an
exemption in November, there's no way we're going to try to track that. We'll just do each school year you reapply. End of the students enrollment at school. I would not select that because things change. We'll do it yearby. >> Great. Thank you. I have a motion uh to approve and a second. All in favor? >> Any opposed? Carries. 6.4 policy GCBDE. GDBDE military leave of absence. So, this is an optional policy and the reason it was included in this um policy update is that the law has changed just a little bit around um changing the leave time from 15 days of absence to up to 21 work days of absence in any one training year. And the reason I'm recommending this policy is that our classified and certified contracts address all other types of leave
except military leave. We don't have anything in writing that addresses that. And it is very possible at some point to have an employee that has reserve duty or guard duty or is called back to active service or any of a wide variety of things. And so I felt it would be beneficial to us to have this in policy so that the administrative team and HR have something to work from uh should that situation arise. So this policy will just go ahead and align to the law. We don't have anything to adjust on our end. We're just going to adopt a new policy. >> Thank you. Have a motion. >> Mr. Chair move to approve the policy as a second. >> A second. >> Any discussion? >> I'll say thank you for being on top of
these things. >> Agreed. Uh have a motion and a second to adopt the policy. All in favor? I >> Any oppose? Motion carries. Uh 6.5 policy if district curriculum. >> So this policy was optional if you don't have it, but if you do have it, you should revise to align to the law. And we did have uh policy if so. I'm recommending that we adopt uh the language changes here. There's some language that is struck out um where the law has changed and a new paragraph is added which basically says that we cannot we can't not approve curriculum or other materials because um on the basis of anything that would be discriminatory or that would um counteract basically any kind of discrimination law. So it just adds language around um that. So we can't prohibit
the use of or refuse to approve the use of textbooks or instructional materials solely on the basis of a perspective study story of or created by any individual or group identified in OS 337.260 which is non-discrimination law. Because we have the policy in place, I'm recommending that we update it to align with the new law. >> Thank you. Have a motion car to approve the policy as present. Thanks, Scott. Have a second. >> Second. >> Any discussion? >> All right. Have a motion to adopt and second. All in favor I. >> Any opposed? Motion carries. 66 policy JOA directory information. This uh policy is a required policy because the law has changed around what is considered directory information. You can see on the policy the strikeouts are items that now are considered private information. student
address, student telephone listing, electronic or email address, date and place of birth, grade level diploma, and most recent previous school or program attended. So that used to be I guess what you sort of consider public information or directory information. And now those things are no longer considered public. So, we will need to make those adjustments to our policy and then we will make those adjustments in our handbooks as well. >> Thank you. You have a motion to approve policy JA. >> Thanks, Marty. Have a second. Thanks, Scott. Any discussion? All right. A motion to adopt and a second. All in favor? >> Any opposed? Motion carries. 6.7. Great. So, uh, we have gotten a Milton Freewater Area Foundation grant of $13,17 to support the construction of our new pig barn on the land lab to
close a gap between um sort of the grant money we already have and what the actual cost will be. So at this point with our previous grant awards from Wildhorse and Aware and a few others plus this one, we'll be able to complete that project probably in January. I think >> awesome. Do I have a motion? >> Mr. Chair, move to approve free area foundation grant as presented. Thanks, Scott. Have a second. >> Any discussion? say I appreciate the work getting the funds. Thanks. So I had a motion to uh approve the grant. Second. All in favor? >> I. Any opposed? Motion carries. Uh 68 resolution amending number 25-01. >> So both of these um resolutions were federal money that we were not anticipating receiving. and then we did receive them. So I when I
built the budget in March, we didn't include those. So now we have to include those which is great. We'll take the money. So um fun 2011 reap is the it's part of title and we can use it for any additional money that we want. It's 21,500. And then the other one is um title 4 A which again is falls under the title. So we can use those for what is that? Ignite is that the yes which is very expensive but is a great resource for our elementary students. So I would like to amend the budget for these two resolutions. Paul I have a motion perhaps for both same time to um approve resolution amending 25-1 and 25-2 request. >> Thanks Marty. A second >> any discussion a motion to approve. Uh, and a second. All
in favor? >> I. Any opposed? Motion carries. Uh, let's review distributions. Have a motion. Mr. Chair, move that all distributions be approved as presented. Scott, a second. Any discussion? Paula, did the uh ending fund balances, the revenues, etc. Did that include the 251, 252 yet? I don't know. >> The sheet that is in here, that's only fun 100. Oh, okay. Sorry. Yep. All right. Have a motion and a second. Uh, all in favor? >> I posted carries. Uh, board of education adjournment [clears throat] this time. [laughter] >> All right. Um, I appreciated the beauty a lunch presentation. It's really cool to see how passionate they are about this really important work. And then also the next time that we meet, we will have all voted. So, I just encourage you to keep talking about the
bond with people and uh let's get out there virtually [laughter] probably the most talked about in my house. consistently anyway. So, so that's great. And then thank you to all the, you know, all the blond campaign committee members who've been working hard. I agree. See how tomorrow goes, but I hope the best. >> Yeah. Thank you, Mr. Chair. Uh, I would also second that. I want to be really appreciative of those again that are putting themselves out there. Um, you know, just again providing good solid information so people can make an informed decision about how they want it. Appreciate that. And also uh I again want to commend uh our lunch staff, our meal food service staff. They are, you know, one that touches every kid every day, right? Come in feeding them, making it
a warm, inviting place for students to come and hopefully uh be fed, ready to learn. So thank you for your great work done. So go ahead. >> Thanks. >> Um to all of that. Um, I do want to recognize um the Tiger Scott trunk. And again, in the spirit of my newly found free time, I've been in there on Thursdays. Um, and the kids are, don't laugh, it's a thank you. But the kids are great and they come in and the and the clothes and the donations from the community are really, really good. And the students are so um respectful um and enthusiastic and about their shopping and so kind about, oh, my you know, sister would like this or whatever. It's just um it's very nice and it's a great service to have. So,
thank >> yeah, I'll just reiterate what everyone else said. Thank you so much for the work on lawn and for putting yourself out there and continuing to advocate for that. We really appreciate it. I'm very hopeful that we're able that passed. Um thank you, Mrs. Rash, for continuing to step up and fill in holes as we need them for the It's kind of like a water polo. >> Baseball at least throws [laughter] >> dripple and water with your nose. [laughter] >> Uh, and with that uh we'll drink. Is that right? Thank you.
