all right call the gladstone school board meeting special session august 31st 2022 to order at six o'clock all right uh someone lead us in the flag salute congratulations to the lag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right being here tonight everybody thank you you guys so we have um one item of business before we get to our interview process so we have a discussion report for the state english language the oregon english learners report for oregon and this is uh just the way the state is disseminating their report so school districts are to make sure that we have that report in a public meeting this is it it's not our report it's the state's report

so i have nothing to respond to if you were to ask me a question i did raise the question with ode though as to why it was only published in english sorry you've got an ell report that would just seem natural that should be in multiple languages drop the ball wait do you hear the response no i got it i got a response okay you dropped the ball yeah did anybody have any discussion or questions in their report all right it was interesting you read it it was it's always interesting and then i i think i'll definitely want to come back and look at that when we get our own reports like to always know how how how are we comparing to the state averages which is what we talked about then yes and i'm

like i'll pull that back when we do that okay so we're moving on then to item three which is uh that we're going to review the procedure for our interview so this will be helpful for you guys too we are doing it as a panel group interview so when we're ready we'll call our candidates up to sit uh in front of us the questions that you have in front of you are in this one packet broken up so that we can take notes by question so question one you can take notes for each candidate and so forth and then there's also your rating sheet separate but use the sheets how it works best for you so thank you natalie for organizing this for us um in terms of the process though before we get into

more of that i just wanted you to take a quick look at our questions see if there's any discussion or any suggested changes you wanted to make to any of the questions um these are the same questions we've used pretty similar there was a couple of edits i made um now i can't remember exactly but there's like seven people well there's a numbering and then there was a little slight i have the e-mailing i think it was changing 7.5 in feet um oh yeah to make it more clear about the what the dish so and we've just added that a little bit more specific to what the eight wouldn't understand what emphasizing there's more than just the whole thing um i would like to propose removing five i think it's redundant to one so one

is or let me go ahead and say that in your opinion what is or are the most critical issues confronting the glaxon school district today and what remedies do you see to the issue i think five are there particular issues that you would like this board to address why do you believe those issues are a priority i think you will wind up kind of repeating ourselves that's just a suggestion folks will be wiped out repeating themselves yeah they're anybody what do you think um i think one is what's important to you versus what agent was facing forward um can we leave the second part of five just strike the first part and leave the y if you believe those issues that gets to the y for me or add that to the end of one

add that at the end of the one and then and then take five uh yeah so taking this why do you believe these which issues and then just taking five out because five first part five is awesome are you guys all good with that all right you guys did you respond oh no yes there was something for i edited them proposal so if you guys are good um number four that's what i'm yeah that was the one i was trying to remember yeah i have a you want to hear my i would rework the whole thing personally uh remove all the verbiage and replace it with well first of all because i think what methods would you employ to influence persuade it becomes um that's pretty wide to ask of people and like you know

it's an odd question kind of uh i would change it to a board is ideally made up of diverse opinions and values how do you perceive yourself collaborating with people with polar opposite views as you how would you feel or react if you couldn't achieve a consensus on an issue that is important to you so keeping that last sentence into your livers and i would almost take you feel and retract and say something like move forward because feeling you know you can have a feeling about something but and that's great but you also have to if you if something is going development you haven't agreed with you have to move forward with um yeah the feel retract word was the one that was right so will you re-read what it is now eric so i

if you guys are in agreement a board is ideally made up of diverse opinions and values how do you perceive yourself collaborating with people with polar opposite views as you how would you move forward if you couldn't achieve a consensus on an issue that is important to you are you good with that everything i don't like the word polar opposites but differing views you know because they don't necessarily have to be polar opposites but they could be enough different that it's hard to come to a consensus we're going to let you ask i was going to say i don't know that was the one that i think you know okay are we good with everything else the live is gone um i'd like to assign this i'm gonna i'd like to start with an introduction

introductory question so i could start that and then if we go down it actually hits area number four and we'll just go around so you're not all the introductory you'll need one okay now you're three great ones okay [Music] um how do you see yourself as a contributing member with a gospel school board and you rewrite that [Music] yeah what skills do you contribute what do you believe yeah okay okay it's probably new have you ever been in an interview before where they like talk about the interview questions almost as different as talking about the applicants afterwards it's the same board meetings okay anything else who's asking number seven does that go back to you i think the last one what we did is we just kind of went back around so i think when

else eric's always gonna be number four so donna's i'm number six it goes back to seven and nine wait seven eight nine twenty okay the other process i want to talk about is so we'll do our interview questions um we will this is what i'm proposing so uh we can talk about this we'll do we'll get through all the interview questions um as a board we'll have a discussion we'll then go for nominations we can nominate multiple people to go to vote so not just one that you can nominate whoever we would like to to vote we'll have a vote if we have a quorum then that is our candidate our selection um and then we'd actually do make the official motion so we have that on record if we don't have a forum we'd

go back to discussion nomination envelope until we changed the decision gonna clarify so we're gonna nominate multiple people who didn't have a discussion yeah no no no no we can have a discussion first okay so oh okay okay but unlike last time we're not going to get to you within the discussion you can just say i want to bring forward this person and here's why and that is like generally the same can be the awkward part but that's what we do so for candidates you're welcome to stay for that discussion part and you also don't think they don't have to say that right yeah so after the interview you can stick around and watch the rest of our board meeting in discussion or you're ready to go and if they do choose to leave who

contacts them and when with the decision i move this or also is it for chairs it could be board chair or if you want to okay you just let us know okay does that sound okay that's i think that's how we did it last and this is what i had proposed i don't know if that's what we followed but that was what i proposed we do we did not nominate more than one candidate at a at the beginning at a time i think but now we're gonna discuss first and then nom and discuss and yeah it's better kind of like how we did for a chair and we're not using a reading skill at all in our final decisions correct like if everybody voted like oh it helps you it helps you made but we're

not using it as a right okay so if we don't want to use this thing we don't have to but we can if we want to thank you do you guys feel ready okay all right all right also we do have to turn in our if we do take notes we do have to put that in correct yeah usually in an important process we have to turn it yeah such as the reminder david thank you and i'm going to um we're not going to ask the same person right thank you we'll take you'll take turns getting to answer first so we'll rotate our version are you gonna have a timer we do this if we do this with interviewing candidates for positions we start we whoever gets the first question oh that's right they get

three minutes three minutes everybody else gets two right and the second question goes to a new person right to answer yes that's what we were just saying that part but not the timer part so let me pull up a timer so like if luke goes first he gets three minutes to talk and then and usually you go you do something like go left to right right who goes first are they assigned spots right there nope no they will be when they write their name on there okay i'd like to invite you up to a c and please write your name on your um card there or turn it to face well first thank you guys so much for uploading if you're interested in serving on the cloudstone's world board it's a good it's great that

we have four candidates um i i feel like and that's it's a testament to you and wanting to serve our district so thank you very much um so first i'm going to start you heard me say this already um to start your process off just introduce yourself um why you want to serve i know some of this is in your um application but it's good to hear from you in person why you want to serve why you're interested in serving on the gladstone school board and tell us a little bit about yourself do you have kids in our schools do you what grades are they and what school are they in or where are you in you know it's always interesting to know that part so charlie we're going to start with you because we're

going to work left to right so this is your you get the first one okay to introduce yourself you get three minutes wait after i get a question i'm doing the introduction part first no but i mean the timer doesn't hurt until they start talking correct right i just asked the question so i'm going to let charlie talk for three minutes i'm an introductory question i thought i was number one hi uh my name is charlie uh i am a parent with an eight-year-old named oliver who was in john wetton he is just started third grade with ms bigby i'm excited to potentially join the gladstone school district i think we have a period of issues within the community uh dealing with you know just ongoing challenges within education and our children and i'm hoping

to participate in that process with all of y'all thank you my name is jeremy schumacher and i've got two kids that are on the soccer field right now i got their high schoolers so i've got twins that are juniors in high school this year a freshman high schooler and then an eighth grader and we lived in gladstone since 2010 and loved the area and have enjoyed getting to know a lot of people around here i'm excited to put my name in the ring for for the school board because i think that the best districts function and the school board is representative of the families in the district and when that local control gets to kind of work itself out into the community i think that was from the beginning the idea of having a community

school program and investment in that way and so that's you got to be involved you got to show up you do it and i love people i love just getting to know people and working with people and so that's what i'm about this is a great venue for it are you ready okay um hi there my name is linda shearer and i have uh two kids one of whom goes from private school and then my son is starting kindergarten and the reason why i am here um is uh several reasons one um i have seen when my daughter started kindergarten it was so exciting to take her to kindergarten and i felt like the district was on the right track i do not feel that the district is on the right track right now and

that that saddens me because public education is a great equalizer and right now we in uh gladstone you may not know this but less than 50 percent of third graders read proficiently and that is a horrible factor because when kids cannot read that sets them up on a pathway to not being able to get a good job not being able to um have uh good skills and statistics show that if they do not read by on grade level by third grade they are at an increased risk for incarceration especially boys and especially minorities and so my passion because i'm an educator and i'm a product of oregon public schools and we chose to live in gladstone because we love the schools i want to be on the board to help rectify the direction it's heading

the direction that gladstone is heading because i think it's on track right now you cannot have a statistic where 50 less than 50 of kids read and say that that's okay thank you thank you all right luke uh my name is luke roberts i am newer to the gladstone school district than most uh i came in as a freshman four years ago knowing less than a handful of people but over those four years i was really welcomed into the community and i saw just absolutely how it flourishes and it turns into of course struggles and other sorts of things but with that i as a recent graduate would like to bring my perspective to the board on the sort of situations that are going around the district i believe that as a recent graduate i

kind of have the ear of the students but also bring that unique perspective whereas you guys all have kids in the district i kind of am a kid in the district and i acknowledge that coming in here as a young ling but i think that that is absolutely something i can use to my advantage and i want to bring that to the community thank you thank you okay so i'm going to start with question one and feel free um if you need to re-ask you know like if you get lost halfway through it's totally okay to go back and take any repeat part of that question um so um we will go back um jeremy yes okay so we'll start with jeremy um so question number one and it's a little bit long but that's

okay um so in your opinion what is or are the most critical issues confronting the gladstone district today that's the first part um what remedies do you see to the issue and why do you believe they are a priority okay so if you want me to repeat anything before you start your timing okay one thing i well the uh my opinion there are two issues that stand out to me is really important for us to keep our eye on as a community and one is the progression and makeup of academic progress from the covid [Music] interruption there the way that impacted different people across the community and so the academic kind of emphasis there it's time to turn into that and keep that rolling forward secondly would be the enrollment there's a lot of factors

that precipitate from what the enrollment numbers are and and how many students we have what kind of programs are offered how they're structured um what what that looks like in the coming years and and so because of the dynamic nature of that it feels like you have to really watch that a lot because there's a lot that's outside the control so you're trying to put things in place that would work if it was this scenario or this scenario and be very clear on what is prioritized so that way whatever scenario comes you're hitting your most important priorities first and then working down from there so that's those those are the issues that i see and some of the the remedies that i think might be applicable for that would be having our uh understanding of

the academic benchmarks that we're looking at and monitoring and trying to influence and so as i understand like 9th grade on track is a really helpful one and there's there's a number of those that have been in place that i've seen from my previous time working with the board that it's just necessary to be aware that those are there those are the things we're looking at keep them in front so you can keep um the main things the main things as it relates to enrollment there's probably less that um can be done as far as uh expanding gladstone you know putting out river villas or something can't bring students there but i think what could be done is to make sure our priorities are set at different levels of enrollment how it's affected what we

can do about the best district that we can be with the students that are in our in our area fantastic and thank you um so same question um linda you will have let's put me to read it yes please okay well not a problem at all happy too so three-parter in your opinion what is or are the most critical issues confronting the gladstone district today that's the most part second part is what remedies do you see to the issue or issues and the third part is why do you believe they are a priority and again feel free if you need me to repeat anything okay i might need that third one we're here towards the end you just want me to i'm happy thank you i appreciate that so i see that there are two

main issues that are facing gladstone at this point in time and i'll also dovetail on the enrollment as kind of the overarching because that's a problem um number one uh i mentioned in my introduction less than fifty percent of third graders three proficiently in gladstone and that's across the board and that's something that's facing oregon in general and the reason why that is so important is because if you cannot read you do not have skills to obtain a job and the research is very clear so the immediate fix for that is um and i mentioned this at the previous uh time when i had interviewed for the board was that we need as a district we need to investigate the science of reading and the science of reading basically says that kids learn to read

best and learn the sounds of reading of the uh the sounds that are involved in reading when they can see it when they can hear it and when they do something some sort of kinesthetic thing and so that is vital and i know um for myself i actually run a micro school now based on literacy instruction and i'm using that in my practice and i'm seeing great results so i want us to be looking at the science of reading number two is there is a huge rift in the community from covet policies and decisions that the school board made and didn't make and i have asked since january of 2021 for a joint meeting a town hall meeting between the school board and the city council because we can't solve this on our own and

the way that we repair that rift is we start having conversations and we start being willing to listen it's thank you glenda thank you okay luke um same question um in your three-parter in your opinion um what is or are the most critical issues confronting the glasgow school district today what remedies do you see to the issue and then why do you believe they are a priority thank you one of the things that i've seen in gladstone is that we are not the most diverse community i think that uh second i have a second issue it kind of goes hand in hand with that and that is that our community outreach i think is kind of limited and lacking i think that reaching out to more of the families in our district and being kind

of more transparent as a board i think that everything that is done here is public but it's not out there publicly and so in order to bring in more people into our district and to raise that diversity it's important that we reach out to those people and so that's why i see that going hand in hand and i think that with that achieving a greater diversity will lead to a richer education within our district no one group can ever thrive or survive without outside influence and i think that that outside influence is just critical to each group achieving their maximum potential great thank you thank you i'm just going through making sure that i got all my notes here all right um charlie um you want me to read it again or i think i

got me know if you need it partners okay um i think uh among the issues uh that need to be addressed within our district i agree i think diversity is a massive issue um again the last time i interviewed for the school board i was the only person of color in the room i believe at the time um and i kind of feel that in a lot of spaces that my family sort of travels in within gladstone and i think you know as time moves on there's a push in education to be very mindful about diversity equity and inclusion but i think these are things that have to manifest at an administrative level you know within educators and within you know bodies of the school board um and you know kind of dovetailing what luca

said you know very elegantly i think a lot of this requires increased outreach uh with a lot of families and communities of color that go beyond just sort of like you know having a board in the school districts be transparent but again that outreach is going to be really critical we have to be able to go at family so that they know the school is a community that they are a part of and not just sort of like an at-will sort of thing that maybe you can avail yourselves of because if people aren't aware that there are so many programs um that are very beneficial within our district it's like how would they ever know um and you know dovetailing and it's a part of that i think there are issues involving enrollment for students

um you know a little bit of what glenda mentioned is that like you know there are issues coming after coven where you know a lot of the conversations circling around uh covet policies i think created something of a rift um where you know some folks chose not to have their kids within the school district and i think if time has moved on we have to go back and sort of capture those families and bring them back within our communities in a way that is holistic and collaborative and i think you know being you know being in touch with you know parts of the government parts of the community in a way that is sort of outward facing is critical thank you very much are you nervous you all did great with question one thank you

all right so on the same spot [Music] all right uh linda as a board member how do you feel you can contribute to solving the problems confronting the gladstone school gladstone public schools um as a school board member i would follow the school board principles that are by set up by the um oregon state school board association has nine principles that school board members that are expected to follow so i know what those are and i know that it's important i'm one of six i'm not you know the school board and so i would most certainly be a collaborative group member and i'm really good at thinking outside the box and trying to figure out ways to solve problems because sometimes you have to take a step back and look at the whole situation and

see if there's a different way that you can proceed and not necessarily oh what we did in the past was um so i would certainly bring that i have experience in public schools and so in terms of being a classroom teacher i know what it's like to be on that side i also um know what it's like to be a parent and feel that you know sometimes i've convinced the word and not felt hurt and so i will certainly avail myself to community members i would be helpful and you know be available to talk with them about concerns that they have because that is you are the rep as the school board member you are the representative of the community um gladstone schools belongs to the community it doesn't belong to people who work here

it's our community school and so that's the vision that i would bring all right luke same question as a board member how do you feel you can contribute to solving the problems confronting the gladstone public schools uh much like my intro where i mentioned having recently graduated um i feel like many of those problems that we currently face or experience i've faced or experienced in the last couple years i've seen first hand and not just the ones that affect me but also some of the issues that disproportionately affect other members of our community and so i've seen firsthand how students interact with that how it's interpreted and with that i would like to bring that perspective to the board additionally at this time i am also running for city council and with that i believe

that if i can make that position that they will run hand in hand and be a very tandem opportunity to bring both sides together and unite over some of the common issues that we experience globally in our community thank you can i clarify if you guys were elected to both of them would your intention to serve both positions absolutely okay apparently as a board member how do you feel you can contribute to solving the problems confronting the gladstone um i think as a parent with a young child in elementary school i have a long tail stake in the community um especially within this district um you know coming after cobain um you know we're hoping to stay here for the duration of his entire education um and i think you know a lot of the

focus uh within you know the last few months for the school board meetings that i've received there's a lot of weight towards the high school level with a lot of like the community members having high school age kids and it feels like there's not a lot of voice for elementary school parents having uh participating within this process and i think that puts me in a relatively it feels like a relatively unique position especially you know being a minority household um and beyond that i think like you know just as a member within a board being able to collaborate and communicate in a way that is not only you know um good faith uh discussions about any issues but being able to do it in a way that is transparent and also that creates a connection

with you know folks on the board um and on top of that just wanting to be able to communicate with folks at you know all the various schools i mean we're kind of weirdly lucky to have such a small school district where i think this board can kind of you know talk to people uh across the four schools um in a way that feels very exciting without being super overwhelming um and we can really dig deep and i'm super excited to try to sort of you know talk to people communicate and get a real sense of what's happening you know at street level um and how like as a board we can help support the efforts of the district thank you i don't like it i know it's okay all right i feel like i'd

be able to contribute by uh helping to identify the priorities in solving the problems so that that when we take a stand make a decision it helps kind of relieve the pressure off of the different groups that it affects it just helps clarify so i think there's some some confidence that would help to see more clearly through the different issues eye contact with your clothes i have this ready this corner is ready [Music] okay luke um have you had previous experience in serving on boards committees or commissions how would you characterize your experience in those settings frustrating rewarding mixed and why um although i do come in here as the youngest candidate although a very young full of candidates i come into the youngest and with that i can't say that i've served on some

collective huge organizational board but i have had the opportunity to serve four years of student leadership at the high school each year kind of growing progressively in that and sinking my teeth into even more just with an absolutely overflowing plate i finished my senior year as student body president and through that duration i had the honor of coming before the board and getting to speak on many different occasions as well as kind of provide some input on some of the decisions that were being made outside of that i have through those connections work with the city of gladstone and planning a lot of the events that happened at the school and so with that i don't have like i said the super large board experience but i do have that and i'm eager to learn

thank you charlie um do you want me to repeat it okay yeah go ahead oh um uh this year i've had a couple of uh really exciting opportunities within the district uh most recently i would got to participate in the port committee uh the budget committee sorry the budget committee earlier this year which was a really fascinating uh way of having a cross-section seeing how uh the money sort of connects to the larger challenges within you know education and the uh the struggles that everyone in this district undergoes and trying to uh service what is a um a very noble enterprise within the community but also with a lot of challenges that i don't think a lot of people uh when the within the community kind of grapple with um and you know that was

a very enlightening experience uh even um and even within this year i also was fortunate to be part of the um interview process that led to uh cassidy uh becoming uh the new assistant principal over at john wetton uh which was super fun um and then um in my professional life up until recently i was an executive for a publishing and media company um that published comics and graphic novels and i also was uh part of the uh the hollywood side um and then within that organization i was a board member um so you know i've had my ups and downs navigating the robert's rules of meetings um which is super exciting and overly formal uh but effective um and so you know i've had a lot of you know i've had multiple careers i've

had a lot of experience that i hope to sort of like you know uh will be helpful to this process thank you charlie can i go back when i missed over you said that um in your professional life you said something about the graphic and then i the hollywood graphic novel yeah so i was the evp of creative business development for odin press that's what i mean yeah so we we publish like most people know us for scott pilgrim in in you know in more recent news uh we were the publisher of a graphic problem called genderqueer uh which has been a lightning rod for a lot of controversy this year um and then on the hollywood side uh you know i was the producer that you know dealt with like filming tv uh part

of the business okay thank you make sure i got everything would you like me to repeat the question i'm good yeah i think the most important experience that i've had has been serving on the board for a year and a half so on the school board here prior to that i've been served on the budget committee and gain that understanding of the school district and other civic uh engagements that have gotten to do while in gladstone here is going to serve on the hiring committee for the new police chief when that happened and um and i also was a part of the gladstone youth coalition that was my first step into the bledsoe community i read our our little secret newspaper that gets delivered once a month to gladstone residents only and it had a

ad in the back for a a meeting of the glass so these polish shows like i like you this i want to help and contribute and we were just getting established here and so that's how i started by joining that committee and i ended up chairing the committee and got to do a lot of fun things with him my experience in in those venues has been mixed and i have feel like i've learned from each one and some you know went away that i thought other those who didn't and so that's what where it's mixed but i'm still here and so it was good enough to want to try again and and come in at it thank you glenda would you like me to read it um so i have not served on an official

board or commission i have served on a lot of community based um committees um [Music] when i i grew up in oregon but i lived in missouri uh for a number of years after i graduated from college there and so and that time i worked in neighborhood organizations so my job as the neighborhood president was to work with the springfield city police and and organized community outreaches so we did community wise garage sales we did um food based just a lot of variety of of community activities most recently in my efforts in gladstone you can thank me and some other friends of mine who stopped the cell tower from going in on horton lab portland avenue that was my work um verizon wanted to put a cell tower right on portland avenue and my friends

and i bought that and defeated it which is a huge deal and we did that through thinking outside the box because it was using legal mechanisms to prevent them from placing that spell i also was responsible for doing the first arbor day at uh the platoon nature park that was my idea and i was the chairperson for that committee to do that first event and that was part of our efforts to save the city of godstone from saving from selling that park so those are the activities that i've participated in i've learned a lot um you know in terms of rolling up your sleeves and being willing to do a wear a variety of hats that you need to sometimes when you're putting on an event an event there may be something that falls through

a blossom and you just have to you can't complain you just have to figure it out and so those are what i would bring to the board thank you and glenda you say gladstone nature park yes that's correct yes thank you yes thank you everybody ready [Laughter] so here we go a board ideally is made up of diverse opinions and values how do you perceive yourself collaborating with people with differing videos as you how would you move forward if you couldn't achieve a consensus on an issue that is important to you um you know i i think we all acknowledge that everyone has a sure stake you know especially when dealing with education in particular so like i actually have a hard time believing that there's like a huge rift on a lot of these

issues um i think um you know i think the focus needs to be on um figuring out consensus and the commonalities of of the things that are meaningful to every person that would be part of you know a vigorous debate um and then most importantly figure out what is the most effective and pragmatic compromise to give them before because i think like you know in in group settings that require a lot of negotiation and and just sort of tagging over stuff there's only so much time that you can address any different things much better than the board uh like the school board uh here you know we have to be able to address issues and move on to the next thing in a rapid manner um and so you know i think it's just avoiding

you know dwelling and overly litigating issues uh and being able to sort of figure out like what's the middle ground what is the most effective thing that could be most beneficial to the largest amount of people within our community and then moving forward from there thank you jeremy when we read it a board ideally is made up of diverse opinions and values how do you perceive yourself collaborating with people what different uses you and how would you make how would you move forward if you couldn't achieve a consensus on an issue that is important to you i perceive that i'd be able to work with people of differing values and and i think one of the demonstrations of that is knowing when it's time to talk and when it's time to listen and following the

structure for communication that's provided so the board has a structure of how decisions are made what the conversation around those decisions need to be had and so participating in that order just helps everybody be heard it helps the issue be understood and so uh i think that that would be how i participated in that there was a second part of the question there yeah if you couldn't achieve a consensus on an issue oh sorry how would you move forward if you couldn't achieve a consensus on an issue that's important oh the the work is to get to make sure that we really understand the other person before we determine that we don't agree or don't understand so that's the hard work to do but when you're at that spot to be okay with the conviction

that i hold and respect the other person's conviction i think it allows you to move forward with without animosity or without any kind of attempts at asking that person to violate their their convictions there the work is to make sure you're at that at that well understood kind of root issue what do you want me to read it um no thank you okay um a couple of thoughts come to mind one is um that ensuring that a process of discussion is um fully allowed and that you i echo what he said in terms of making sure that you really understand what the person's perspective is because sometimes you can have a situation where you're you're thinking oh i don't i why aren't they getting this and then maybe you realize oh maybe i'm not getting

this perspective and so i am totally fine as long as the rules are followed and that um we've had an opportunity to discuss something then i am fine to agree to disagree and move on because that's sometimes what you have to do and i think that that makes you a successful board member if there is something that is really sticking with you then it may be that you let some time pass and you ask an opportunity to reopen the discussion which i think is reasonable then do you want me to read it yes please a board ideally is made up of diverse opinions and values how do you perceive yourself collaborating with people with differing views as you and how would you move forward if you couldn't achieve a consensus on an issue that is

important to you so with that you mentioned the diverse opinions which i think is the most critical part of that a board should absolutely be composed of people who come in with those diverse opinions because what that equates to is representing the entire community so to present something to the board that you feel passionate about or you think that needs to move forward you have to have all the facts and you come in with all of the facts but secondly you must be prepared to learn and keep an open eye keep an open ear to what others have to say those diverse opinions are the only way that you can strengthen your argument and you don't just have to have a rebuttal for what you're coming in with but you need to understand the other

end of the argument so you can be most prepared and most efficient in what you're saying as far as coming to an impasse it just kind of goes back to understanding the other people or other person's perspective on the matter it's just critical that we all come in very open and understanding i mean think a way to avoid those impasses would be to listen to others if you want to come in and push matters that are important to you you have to understand that there are other matters important to other people and that you need to have a vested stake in what matters to them so that hopefully you can expect the same from that for you thank you and we rewrite this just a little bit but jeremy you're on first um what do

you believe you will contribute to the gladstone school of areas that i get to currently come to there's a passion that comes across that is i think uh desirable because it makes it fun it makes things uh keeps kind of the end goal in mind and so i feel like that's one that i just bring to the table wherever i'm at and then i think that the opportunity the ability to work with and through issues with people because of a value of relationships will really help the board navigate whatever we're facing great thank you glendon repeat it um yes please okay what do you believe you will contribute to the classroom school board i believe that i will contribute the perspective that public education is a great equalizer we in our community we don't get

to choose who comes to our schools everyone that resides in our school district is allowed and welcome and we even have kids who transfer from other areas and i think that it's really important that we as a community make sure that everyone feels welcome and i think that there have been times in the past where people haven't felt welcomed and i want to change that um i definitely have um strengths in uh you know my passion is literacy i know that statistically every student with a non-injured brain can read every student so when we have a statistic of less than 50 percent of third graders being able to read that's just simply unacceptable it's it is not okay and it needs to change and so i will certainly bring that passion to the school board

thank you thank you and luke would you like me to read this yes uh what do you believe you will contribute to the gladstone school board compassion i think that anyone coming before the board whatever they're coming up here with it matters to them people don't come in here to waste your time because frankly your time is incredibly valuable valuable and so is theirs and so whatever comes before the board is a matter of interest whether it's them or to their family or to their loved ones and so we need to have an eye for compassion so that we can understand the situation with that comes listening and understanding and a drive to help hopefully we can relate to them in one way or another so that we can better understand where they're coming from

and how we can hopefully come to a unanimous consensus where everyone is happy in the end thank you what do you believe you will contribute to the classroom school board um i think as a vietnamese american uh you know my family's been in the glasstown district for about the last four and a half years we moved here i moved up to the larger portland metro area like 12 years ago um it's been a challenge i'm originally from california and i think like you know it's been difficult experiencing the level of microaggressions from a racial level um you know in in this part of the country and i think like it's something that i'm very very sensitive to uh with regards to my son as he navigates education within his district he's had an incredibly positive

experience uh within gladstone but again you know the world over the last couple of years has been you know a lot more challenging than i think you know my wife and i have sort of expected raising a young child and i think that informs a lot of how i view you know his education and our place within the community um and so like i think there's a level of bringing fresh eyes from a diversity perspective that i think is meaningful even if i think by and large you know the school board and the larger districts you know has you know navigated a lot of these issues fairly well with intents i think you know you can get really granular in the execution of certain other incidences or like policies where like i think having a

voice that hasn't lived in experience is going to be really valuable um and then you know past that like i i think having more parents participate that have kids in the elementary school side that are going to go through and have potentially the full experience across all the schools in the district is also going to be valuable and i'm really excited to be able to sort of bring that perspective to the board [Music] all right so we started with jeremy so glenda we get to start with you again so change it to three minutes um so what do you think the gladstone community expects of a school board member um i think that there are several expectations number one to be ethical and transparent um to be available to um hear concerns that are bored

appropriate concerns because not all concerns that come to you are appropriate to come to you some of them need to go to a teacher or principal and so certainly someone who follows ethics and follows the not showing favoritism towards people i think that's a value that's really important to me um and i think that many in the community uh value that um certainly to be approachable and to be responsive thank you thank you let me change it to two minutes luke all right two minutes same question what do you think the gladstone community expects of us of school board members i think the expectation is shooting for the sky province i think that people want everything and they want all their desires to be magically fixed and cured and it's just not quite reasonable the

board serves in a specific capacity and i think that it should be we sort of lost my train of thought with that one i know for certain that they are looking for objectivity with everything they're not looking for personal opinions although they may want those um it's the role of the board to be objective it matters and so although they may be shooting for the moons they are looking for a fair response and so listening and being fair all right charlie what do you think that the gladstone community expects of school board members um you know kind of dovetail a little bit on luke's response i do think like it's become a much more loaded thing on how you know the public views school boards i think like there's a level of navigating you know

some communities that view school boards it's almost like you know speaking to the manager equivalent when it comes to like the education of the children within the community or like customer service in some way but in the end you know the board is supposed to you know an effective school board is supposed to have good faith advocacy and be collaborative in a way that you know takes the issues that are near and dear uh to you know the largest population of the community um and do another way that is non-biased and relevant non-partisan as as objective as possible while also being pragmatic and doing what's best for the majority of the community all right jeremy i think they want to see like the example of what they want the students to become that's i would

see that i think maybe a couple of descriptors of what that could look like across the majority of our community would they want to see the school board members that are resourceful they're using what we have wisely and creatively they want to have the school board member be practical and it has to be actually produce something and have results i think then a common theme that you would hear is respectful they don't want to hear about it in the news they don't want to they don't want to hear it from their back porch you know they want respectful um school board members and some people they would be happy to see on the street walk across the street in their own community so we did not change this one all right luke so um there

are often special assessed sessions additional committee meetings and other commitments as a board member do you have any concerns with the required time commitments serving on the board absolutely not serving more than just one day a month is really my opportunity to give back to the community while prioritizing the safety and education of students and so i would be absolutely willing to serve in as many roles and capacities as i can take on board meetings the in-service and the bi-monthly meetings outside of that whatever else follows like i mentioned before i'm also running for city council at this point and so with that i can assure you guys my time management skills i intend to be absolutely very committed to both of those um just because this community really means a lot to me it's

done a lot for me and so now it's my turn to give back thank you uh so charlie would you like me to repeat the question no this is this is the easiest question because the answer is um i have no concerns about my commitments like um this board is something i want to make all the time for as necessary i don't have any concerns for the time requirements i've been able to perform the duties previously and i've been able to check with the different responsibilities and things that i have currently so i feel like i could be good to go although previously i never got to experience anything in san diego thank you jeremy yeah no no thanks okay um i do not have any concerns about my ability to make time available to

serve in the capacity that is needed thank you thank you okay okay number nine uh do you have any questions you'd like to ask us and or would you like to make some statement regarding their community for the school or vacancy um i'd love to ask the same question that i asked last time i was up for school board um i'm curious what the school board receives are like the major issues going uh through the rest of this year and into 2023 across the district want to go down the line i don't think we all have to answer but let's have a couple of us for sake of time uh enrollment is a massive issue for this district and it's uh something i i think we need to focus on personally um academics is the

second and or you know that you're playing but uh to me those are the two most important things we we don't limit ourselves to that we obviously have a wide range of things that we're at all times focusing on his goals but for myself those are the prioritized clients improvements mental health and aware student awareness you know students can't really learn unless they feel good about where they are and what they're doing i mean their academics will follow that and after you know being gone for basically a year and two months you know our our sixth graders came back as you know our seventh graders came back as freshmen that's a big it's a big leap um and not all students who are at home were happy at home but it's not always their safe

place to be so along with the academics i totally remember what eric is saying is just making sure that we're taking care of their mental health and the mental health of every member of gladstone school district we're not talking about just teachers we are talking about everybody's because we've all had a big you know life-altering event happen and we all have to work together to make sure that our kids who are our priority are taken care of that's mine something you want to add in addition to academics i also um would like to prioritize uh i'm still hearing from a lot of students who are dealing with issues of bullying regarding race regarding um gender identity lgbtq issues and i think that we need to continue striving towards supporting those students and those 30 seconds

if you want to give me more um you know my fantasy for the school board is you know tied up in a feeling of the need of more diversity within the districts you know generally in a very generalized kind of way like i think this is a spot that i think i can be helpful for within the school board but i do see that it's a very valuable thing you know so that students see more themselves reflected in the leadership that runs and administrates the education um and so like you know the more we can push towards having that be more reflective of you know the students are coming in uh i think is a huge priority and again like you know part of the reason i'm excited about the opportunity the school board is

that like uh i want to be able to address systems and dive into those things rather than you know the smaller micro issues i think there's a lot going on sorry my timer went off i know it was sorry time sorry about that growing great people is a worthy thing to give our time and energy towards and uh work at that multiple areas of my life and this would be another good one good investment toward that end and look forward to being part of that you need me to repeat the question no so i'm going to give a disclaimer this is a very awkward question that i want to ask of some school board members it's very important to me though so i ask that you answer the question um this the oregon school board

association has principles for school board members number one is abiding by conduct code of conduct and board member ethics is important there's no there is to be no favoritism so this is a question about ethics um at the august 2020 school board meeting the meeting was virtual the school board needed to go into an executive session and the public was removed from the room which is allowed the school board returned from the executive session and had no way to invite the public back so they could see the vote on the pay raise of the superintendent which is required by law instead of tabling the vote and having it the next month and then retroactively doing the uh raise uh the school board members called their friends back to the virtual meeting so they could proceed

with the vote um so i have three school board members and i know that from stacy in our conversation in september um now that you've you know that's i brought this up and you've had time to be distanced from that would you choose the same or would you choose to table the vote and go have that vote the next month so that the public could see that vote and i know this is a hard question uh well i don't recall anything two years ago let alone okay but uh all outcomes and votes are printed and as part of the next agenda and they're posted on the school district nothing is hidden so i guess i'm not sure what you're asking okay well i okay i just because i know from talking with stacy in september

that she said oh yeah we didn't have we didn't have a way to call people back and i get that that happens we were all kind of new in this but one of the things that i would want to bring to the board is to be transparent and in my mind calling your friends instead of tabling a vote is not appropriate so i'd like to hear from yes from stacy and or no and from tracy because i the three people were not on the school board but i know that eric tracy and stacey were so unfortunately your time for this question is over so just like the other questions okay so this is this is something that personally if you want to talk to people after that okay so you can talk so you're but

we're stopping okay because it feels uncomfortable okay no not because it's uncomfortable that you just heard the timer okay so i want to be fair okay but you're welcome to because i i have a couple questions about what i want to make sure i'm completely understand okay your questions okay if we can after well not part of this process right right afterwards of course but this is the interview process so we're going to follow that part i would welcome you to do that so i'll make sure your question is answered sure okay luke we'll move on to you thank you um at this point i have no questions for the board but i do want to say thank you for having me uh i feel very honored to be here and considered for this position

um i do want to say that as far as making a candidacy statement i think that it's critical for the students that this board represents to feel represented by this board and to see student or previous student on the board it really makes a statement that they can see themselves there and it is another way to bring diversity to the school board and so i would be honored to be considered for that position thank you okay so we're a member so so again thank you so much you guys for doing the interview process i know panel interviews are also not the most comfortable but it is i think a good way for us to help um get to know you better and make our best selection um i also want to thank is that we

have some community and staff who are joining our meeting online so thank you also for being present and part of the process we always like having people um whether it's in person or um online which is a great thing that came out of the music virtual we now have that option people can join from home too so the board now will go up i'm going to give you guys some time to look through your notes make additional notes because you have a reading sheet so i know i need some time to look through that and then when we all feel ready we can start the discussion but i want to give that time first um again like i said you're welcome to stick around for this part you're also welcome to go and we give

you a call and let you know so thank you so much and we'll let you guys resume your chairs back in the audience while we go through this part of the process they run in the next election which is the spring 23 so then they hold office until june right because we right through june so when they run again there it could be for a four year so unlike jeremy will run but it'll be it for a two-year term would finish that term yeah and then run again but if we were if we were in the middle like jeremy was jeremy's in the middle of a term right um he would he would need to rerun again this spring but it would be only the finishing of that term could i run for the other

seat yeah what's that you could run for a different seat and then you get four years but then would someone else have to run for this seat i'm assuming so i'm assuming it'd be a two-year because i think the position stays on the same cycle i think it does because people have to come off at the intervals that they do otherwise you'd have everybody off at the same time and at some point in time would work out wrong how are we doing ready to discuss all right let's open it up for this session anybody want to start well first of all i think everybody did an amazing job and i liked hearing the dovetails and i liked hearing different perspectives i think that's what we're all about so i'm just going to start by saying

everybody was fabulous and you know and luke knocked you know you just graduated so to be in the presence of these three very professional people very impressed that you that you did this and i think you all gave very thoughtful responses for me is perfectly like oh this is something i really want to think about so you all did that so i'm gonna open that opening thank you so we can go ahead and make uh nominations at this point we can't even yeah uh i would i nominate charlie i went second charlie um do it does anybody wanna so that this is not the formal emotion i don't think the emotion so you don't have to second it she's not her she's bringing charlie forward and so we can have another person bring someone forward

we can also have a discussion first about charlie if you'd like so if you want to make any sort of statements or anything i will also nominate jeremy schumacher and i will say that are there any other nominations especially um yeah we're up yeah it and again it's not the full like motion i know like i'm i'm skewing things up a little bit but the whole rob following the robert's rules right but like we can have an open discussion yes so oh and i'll go well first of all luke had to echo her sentiments i'm completely impressed um i i think for this role in particular with the budget concerns the policy concerns um the reason i nominated jeremy is the experience we have short term uh left but during that we're going to be

going through a lot of changes with the ssi and the focus groups and you know moving uh establishing our plan and making sure that he gets it to not have to ramp somebody up during that time is paramount for me the uh because we do have a lot of work now with that said i i have no problem with charlie the uh i also think that he is a fantastic candidate but he's clearly all in um the diversity representation fantastic i think so so my feeling would be jeremy now charlie run for the floor but and i would support that so that's where i lie and for me with charlie um you know we've heard from carly before and i like the idea you know england had said this in the past about having a

younger you know voice for the younger kids and charlie has the voice for the younger kids and the experience of everything that we've gone through one thing that we are looking for is for students to have um leadership that looks like them it's been an important part of the schools lately too now that being said along with that needs to come great ideas great you know it can't just be that and i am no way i'm making that as the statement um but i like um i like um you know charlie's thoughts on there was one and he's been on the budget committee so he's kind of you know already started the process that's usually what we do first is like a budget committee moving up to a school board um i like i was

impressed that he knows robert's rules even though what i learned at a meeting is you're not supposed to follow him and he probably learned this but not many people know what robert's rules are um and i just see a lot of um different him bringing a lot of different things to the table it wasn't just kind of one thing and then the other thing that he said was sorry that um about the community expect expectations of the school board and how it's changed with with with copen and shutting down schools and that that's become a big thing and just the awareness of that um and knowing that we need to have like a he said good faith advocacy and pragmatic and do what's best for the community so i really liked and again i think

all four of you and this is a very very neat answer but i think all four of you are fantastic but that's those are my backups um for charlie oh i'm sorry and i'm gonna add one more thing he did talk about um you know sensitive to his son and and also you know um uh minority children you know with their education being our place in the community and then it's important that they feel like they have a place in the community and i i really like that too and that stuff i'll maybe see some more things but i'm going to jump in with a few thoughts now and and also say like i think all four candidates have passion for their role and um and agree with you that that they did very well

in the interview um i think probably going into this my biggest thing coming in and it still stands for me is the need for diversity on our board and and our last thing that we look at is you know it's it's all things diversity it's diversity of thought it's diversity of gender it's diversity of our experience and our background of race and ethnicity um and so i think that is definitely one of my priorities and um so i i think that we have honestly if i look at our group and i'll explain why i think we have two candidates that bring the most diversity for us that would be luke and charlie um glenda is another educator on the board and while i'm an educator and passionate about it i think four educators skews the

board and we don't have diversity of experience and there's value to experience and having those other things working in realms that i don't work in and don't understand right that can see things from different perspectives um and i also while i agree with you jeremy brings a previous experience his ability to work with groups of people advocate for youth i think he's a very strong candidate i don't necessarily think he also brings a diversity of perspective to our board i think great things start with all these people are great but again if i'm going on what when i went and walked in the door what did i really want i think that we are stronger as a board when we are the most diverse we can be i want people at the table who don't

think like me who see things from a different perspective and so um for me those two candidates are luke and charlie um based on that so i'm going to pause there let other people check them i have the exact same my top two people are luke and charlie and they're i was just blown away luke by your answers um by your poise and and all of that coming from a recent graduate just it makes me very proud of our district that our district you know and just so proud of you you did an amazing job um and and just basically everything that you already said in terms of the diversity that it would bring to our board to have you representing would be phenomenal and same with charlie charlie we absolutely need diversity in our

leadership we do not have that in our district and for me that is the number one priority um and the fact that charlie has an elementary student and we don't have anyone on the board who speaks for elementary students that is luke is speaking a lot for the high school students we have many of us who already represent that so charlie would bring several areas of diversity that we do not already have in the creative fields the business experience and things in the creative field it's a whole different ballgame than like eric's business experience in the finance and the tech the financing type stuff that you do um and i think that yeah for me those are my two foreigners and my number one is uh jeremy and that's because he has uh more experience

and i agree with eric that we have so much coming and so much to do in the next few years that it's going to be hard and i will even take myself into this it was hard for me this last year to try and catch up and i'm still catching up to try and figure out what i'm supposed to be doing and so more experience for me in the next two years is almost paramount because we have so much to do we got to look at a new superintendent potentially we've got ssi to to look at we have our declining enrollment that we would have to do something about uh i mean we just have tons of work to do and so uh bringing somebody on board that already has that experience has been there

and understands the committees understands the job um even better than probably i do because he he's been longer than i have so i appreciate that he's got four kids in the district i have no issues with his uh commitment to to this district any any way shape or form he's been on the budget committee before and what i liked about his answers were sort of where we're at like we're the 30 000 foot level we're not granular we're not not dealing with the day-to-day activities that that bob and the administrators are he's thinking at that 30 000 foot level and i i like that because i think we have to stay there if we get too granular we end up in this um you know you against me and we end up arguing on the

board and about little things that don't matter and what matters is kids growing great kids and moving them along and graduating them um i do think he's got diversity um we have honestly we've got business we've got teachers we've got go for it come on go for it right all right that is highly intelligent and you got a cop and what he brings is faith that's the one thing we don't have and if you put together a group of people for a board or a commission that's one of the things that out in the community if you look at that that's what they do they put somebody on a border commission that has that background just because it's a different look so that that's why that's what you would be my number one and while

i respect your question for me it's you know the separation of church and state for me that would be on the table because i'm i'm a person of faith even though it's not my job sure but that's not my job here so well i i completely respect your position on that i i don't feel like that's something that we can put out in the community like we need to pursue faith here because public school and at church is it is a separation of church and state but i do really do same thing with me i don't come in here as as a police officer and you don't come in here as a teacher but you bring those things correct those by the idea ideas and um differences yes and that's that's the diversity yeah and

maybe i maybe i misunderstood what you said because i what i heard and please correct me wrong was that it was important to have a person on the board a person of faith that's that's what i heard and so if i if i heard that incorrectly somebody when you put together community uh committees and things like that it's important to have everybody right even even the faith in our in our community is important is important community they're a huge part of our community right and so we can't just ignore that that a whole bunch of the people that go to our schools have faith so i i want i would like to see that on the board not necessarily mixing church and state i'm not saying that what i'm saying is it just comes with

a different perspective well thank you for clarifying that i just want to make sure i that's that's the communication yeah i just um kind of where i'm standing so i think our i think the two top runners for me are both um charlie and luke as well i think luke would bring some fantastic perspective being a recent student um obviously a voice that we don't have on the on the board right now but i i do feel a little bit more importantly that charlie brings that diversity that is representative of a very small part of our our school district but it's a it's a voice that needs to be elevated and the way to do that is to take the leadership and and put a person of color on on the board i think that

that we and we as a board need to take that leadership role and um and so that's and uh he talks about diversity being a lacking issue in our district he comes from a diverse household and so he lives this daily you know he's the the one that knows what the most what diversity means um that that he he also talked about education being all of our focus and keeping that as um on question number four about um you know if there were any differences but that that really is all of our focus and to keep that that all centered um and [Music] just that he would bring some fresh eyes from a diverse view and that students that are diverse will see a person like government somebody that represents them and our staff will

also see that elevated and i i think that's the most important to me i think i just want to establish for the record that i i am opposed to appointing someone just for diversity's sake i don't want to be lumped in in that that situation um i would want the most the best candidate um i think in i i think we actually have this discussion with the last time we did this and with charlie in particular so i want to clarify um i think it's counterintuitive to say i want somebody of color just to have somebody of color that's like say regardless of what their qualifications are but that being said charlie's clearly a different candidate than he was previously to me um that's why like i said i'm okay with the uh um jeremy

is 100 i think the best for the role because of what we're going to be facing by december and this is a short-term candidacy um but again i just don't want the perception to the public to be i am interested in appointing somebody just based on their color and i made that statement when i said that too that that's not if they had the qualifications have to be there too i mean absolutely 100 percent but that you know and he's been on the budget committee he's been on the the recent uh appointment of the new uh vice principal he's very involved in our community i've worked with him on different kind of a couple of counties before he's he brings so much to the table when we have had discussions i mean he talked about

outside of the box thinking he comes up with all sorts of different ways to look at each problem and he'll come up with multiple ways to look at one problem and different solutions and i've really enjoyed working with him on committees in the past and his background is one that's lacking in our in our group as well we don't have a person that's been in a variety of businesses and and stuff that he's been involved in um and i also want to say i don't i do not agree that appointing jeremy just because he's been on the board is a rational decision i a couple other things i'll add and then and and then we i think we can probably wrap up the makeup make a vote but just that um i hope i was

clear too that i would never appoint someone because they're white i would also never appoint them because of you know i i said diversity bring is a lot of things right but it is also added value and i think that um it is value that we need and and that we are seeking and there's and when i think of like i i think in my comments i i felt like i said it pretty well that that um i'm looking for someone who brings something i don't have or we don't have as a board and i agree uh with you jeremy about jeremy um i know him as a person and worked with them and this is a very hard decision and i think you know having such strong candidates is a good thing but also

is like a gut-wrenching thing a little bit too and it's not it's not all personal right it's just us sitting here having to make the best decision of what we see um is is gonna fit us best the other thing i just throw in there to say is that you don't know how long the candidate will be on the board you know when i i was i was appointed in the same way and then ran in the election and stayed on true right so um we don't know if it'll be a few months or five years right so for longer so you just never know and i think you have to select in my opinion it's like someone for a long haul you hope you hope it's long sometimes it's not so um anything else

i don't want to cut anybody off if there's anything else okay so um you had originally nominated two people there was a couple of us who also threw luke's name in um so but anybody but what i'm going to ask now is for a vote so it can be of those people or but you got to vote for one of one okay and we can popcorn it if you don't want to go in order if you're ready to vote you want to just go or if you want to pass you can come back okay do you want to start yeah you're just saying what do you vote for i'm voting for charlie jeremy charlie jeremy charlie and i'm voting for charlie so we have four votes for charlie which means that we have the forum

so what i'd like to do now is ask for a motion to nominate charlie for a board position number three motion to nominate charlie for board position three i will second bet natalie will you take the vote donna yes eric yes all right ginger yes jeremy no tracy yes and stacy yes thank you all right motion passes congratulations thank you again to everybody yeah thank you very much just one second we will we don't need to meet an executive session so the meeting is adjourned at 7 40.
