Please stand for the pledge of >> allegiance. America and to the republic for which it stands. One nation under God, indivisible, with justice for all. This meeting is being recorded and it will be on our YouTube. >> Bridget here. Amanda >> here. >> Jared >> here. >> I'm here. Justin >> here. >> Terry here. Julie >> here. All right. We're all here. >> Now, this week is uh classified appreciation week. >> Yeah. March 2nd to 6th. So, how many classified workers do we have? Right? 50. Is that what did we sign today? 40ish. >> Thank you to all the classified workers and we appreciate all the work that you do. Uh, any public comment on non-aggenda items? >> Okay. I would entertain a motion to approve the consent agenda. I make a motion to approve

the consent agenda. Second. >> Any discussion? I have a few questions. Um I saw that on the budget $60,000 was spent um on I assume computers for Dell last month. And how frequently do we >> It's on it's on a gold. Uh-huh. So, he updated all all it's going to it's going to be uh teachers, isn't it? Yeah. Yeah. >> Updated all of that and and then we'll rotate the ones that are sitting now. I mean, those being used down to classrooms, etc. Yeah. Yeah. >> How like what uh how many >> how many years usually you get I mean for Yeah. Five. Um Chromebooks three to five, you know, depending on >> uh Okay. Chromebook that mean that >> this was just this was just laptop this was not for Chromebooks. Yeah. But when

you do Chromebooks you know that when so you're figuring if recycling three to five >> and majority of grand >> um I have another question not for the budget um about the um probationary staff. Can you explain the process for probationary staff and what their expectations are for the future? >> Sure. So they're they're they have we have the same expectations for probationary stat as we do contract stat. >> Um the probationary status is for 3 years. So they go from um probationary one to probationary 2 to probationary 3 to contract status. >> Um in that process um it's much more tedious for a probationary staff member for the evaluation. there's several additional steps that you wouldn't do in contract. So, which means they're going to be um evaluated more than once a year. Um

they're going to be they're going to have a variety of walkthroughs, walk-ins. Um so that that's that that that's the process. Um and then we have >> and they're taking classes while and track. >> Okay. Okay. So that's that's completely different. So a probationary teacher is could could have a regular license, not a restricted license, not an emergency license. They're they they have the regular license. Probationary just means that that is the status of the contract. >> Okay. So then and and we as administrators building have to do go above and beyond with probationary. The idea being that we are going to help as much as we possibly can um to to grow the to grow that teacher. Okay. question. Um, I was just wondering if there are any teacher contracts not extended. >> No.

>> Okay. >> There are none. >> Um, one last question. >> Go ahead. Um, with Rebecca Jones resigning, does that leave any holes in um in teachers or petitions for this? >> Does it leave a hole? >> Yeah. No, not necessarily. Um, it it could I mean depending on um uh what we do with PE, etc., it could change. Um, but but it's not it is not a full FTE because Megan is sitting in that position. >> And and then in Megan's position is Mrs. Miller. >> So th those those positions have been filled. Um, but it does have a it could have an impact on the reading program. Um, because that I Rebecca did some of that. Megan is not doing that cuz she teaches she's teaching two periods of of PE or three

periods of PE at the middle school. So yeah, it's like a half of it's like half of an FTE. >> Um, >> yeah, it's like yeah, and we've already like taken care of that this year for reading. So we've already absorbed that. Um, and I do know in the past practice provide the position was posted as like a one-year thing. So, we'll probably open it in house. >> It'll have to be open. >> They'll have opened it most likely in house first to see guards all the way. But >> thank you. >> Yep. >> Any other discussion? All right. Hearing none. All in favor say I. I. I. I. >> Any against say nay. All right. Motion passes. fiscal overview. Okay. Um, our income balance increased slightly. We received our audit. Um, and so I've

made adjustments on your spreadsheet that I emailed out. Um, so we sitting at 1,59,266, which is 32. There we go. Um, so that yes, so that's increased a little bit from a few months ago. So we're sitting right about where we were two years ago and then we put in money into Maple School. That's why our new fund balance dropped a little bit and then now we're back to right where we were a couple years ago. And so and then we're increased, you know, from three years ago, we're increased even beyond that. So, we're sitting right where I want to set I want to increase obviously, but with our payroll cost rollups and sometimes less revenue, we've done we're holding steady. Um, we are at the point of don't spend unless you have to. I

do that every year, but but we want to look way ahead and so we have to just be very cautious to hang on to what we have as best as we can. Um, I worked with Don a lot over the summer and he was a tremendous help. I think I spent two physical days with him and I learned probably I don't like two or three years of knowledge in my brain. Um, I was doing things a little bit the long way and so he gave me a lot of oh no that's unnecessary or do it this way and it just really was like oh okay this was great. And so I thank Steve for bringing Don in to get me up to par there. So now all that's left is Don's going to help me

with some QZ reconciliations with our bond and then I I feel really strong about um everything where I'm sitting. Um so yeah, overall um we're hanging steady is I'm pretty happy with you know we haven't dropped a lot and then um yeah so I I guess I'll jump into the audit. Well, >> so did you all get emailed the audit report? >> Yeah. Okay. >> Our um ending fund balance like I said is is where it was two years ago dropped a little bit from last year because of the maple, but considering the amount of money we put into it. Um that was pretty expected. our 700 funds, which is where we keep our trusts and our scholarships and things like that. Our Indian fund balance for that is 2.6 million. Um, we only a

lot of that's I don't appropriate most of that. Um, but that's still rising. We haven't handed out as much scholarships lately and that might be due to enrollment or, you know, different reasons. um kids not going to college or they go to trade school or you know I don't know that I'd have to dig into the reason on that but that just continues to grow in interest until we can um unless we like like we have a large group of kids that so um our debt service and fund balance is 378,000 our special revenues is 679,000 and our general fund is 1.5 um which is right a little higher than what we right now, but we have a lot of open POS that are going to close and so that'll probably be right around I

anticipate it being right at where it was at last year. Um we we or let's see our findings um were small school district and so our internal controls are never where they want them to be. So that's what happened every year. The QAB was the finding that I'm going to have Don help me with. Um, and our finding last year on reconciliations has been fixed and closed. And so overall, we didn't have any out of defiance for our federal funds. And um, so that's where our audit. It was a pretty good audit and they were very happy with how our audit went. Um, and we got it done on time this year. Yay. So improvement. Any questions on that? That's fine. You can start. Um, on page five, I noticed that community services expenditures went

up by 50% compared to the previous years audit. And I just wasn't sure what why it went up so much and what a change. And if it was miss Yeah. >> Oh. Um, so okay, I'll start with the instruction that is our 10,000 functions. Let's look at that. >> Another question. So, the instruction is our rollup cost for payroll >> and it went up 14% and I I wasn't sure if this like it's supposed to be or it's expected to continue to jump at that. >> Yeah,% every year. >> Um so overall that also includes um yeah that's all it shouldn't jump up. Well, we have negotiations. >> We haven't had those. This includes all. So this includes like if we hire more people, if we have more subs, like subs are included in that.

And so that that's all encompassed in there. Um we also receive more stage funding. Next year we're only 51%. So that that helps with some of our absorption of that. >> Um the support services are this also includes like benefits. >> Your purse purse jumps up as well. Um, support services, community services. Okay, so this one was 300. I have to look at that. I can put that right now. What's your next question about those two questions? I have let me look it up. I want to be accurate. This won't hold any confidential information public record. But our long we also paid off our personal loan. So that will should reflect on the next audit. So we're going in the right direction. Nice job. So the main concern with the internal controls is that just

because you don't have enough employees to double cover things >> and double check >> double check things. I produce really about 90% of it. Yeah, >> I'm not intrigued to read. I can get back to you on this. >> Yep. Let me research it while we're continue. Don't need to consider. >> Okay. Any other questions for Lacy? Let's move on to the South Coast ESC local service plan. Here we go. >> Good evening. Uh my name is Laurel Shirley Smalling. I'm the director of teaching and learning for the South Coast CSC and I am here um representing Superintendent Peterson who could not make it tonight. So, thank you all. I did bring the cookies and cards. So, please um and I do apologize. Um I don't know if the copies of the current order made

it into your packets. If not, I do have um documents that I can leave um Lacy and she can make sure that you get that. Um but I do have a statement um from Superintendent Peterson. So, thank you, Superintendent Perkins and members of the school board. Um I'm Laurel Shirley Swallley and this on behalf of South Coast ESD and with the board of directors, thank you for inviting us to join you this evening. Um we're here to provide a brief description of local service plan and answer any questions that you might have related to that which is on your agenda tonight. um has an overview that local service planner LSB gets reviewed and approved by the regional superintendent, then the ESD board, and then the boards of the 10 school districts um within the south

coast ESD service area, which ranges um from Reedsport all the way down to Brookings Harvard. Um the local service plan on your agenda tonight um has some slight changes to it. Primarily, there's some dates that are updated and then also some deletions um in reference to the adaptive life skills programs. um which we still do offer some services but in a much more scaledback form. Um but other than that it's largely unchanged to to what you saw last year. Um the plan was reviewed by the area's 10 school superintendents this fall. They voted to approve that on November 20th and then the South Coast ESD's board of directors voted unanimous excuse me unanimously to approve the plan at their December 9th meeting. So this LSP is designed to provide the maximum flexibility to each district

and how they want to use their ESD resolution dollars and that each district chooses from a menu of services from what they need from the ESD and we call those the tier 2 services. So altogether, tier 2 services comprise nearly 95% of the ESD's resolution dollars with just 5% in our tier one or what we call core services that benefit all 10 school districts. And those tier one services include homeschool res um registration, aiology testing, birth of three evaluations, and safe school programs. So, South Coast ESD is proud to partner with your school districts and help deliver the highest quality programs um for your services for your students in a cost-effective manner. And we're happy to address any questions that you might have and follow up with Superintendent Perkins with any additional information. Um and

I can hand hopefully answer any questions you might have right now. Like I said, I'm happy to leave copies of the current LSP order um with Lacy so she can make sure you have full good access to that. So, Any questions for That's okay. Threw a whole bunch of words at you. >> Okay. Hearing none. Thank you. >> All right. Thank you all. >> Thanks, Laurel. >> Yes. Thank you. >> All right. Superintendent report. >> Okay. Um some good news and some bad news. So when we spoke about the seismic um and said it could be pushed off a year and that we might double the uh amount of the grant that is in fact going to happen. Um we're not going to do construction in 2026. Um construction will be done in 2027. Reason

being when they finally got into the midst of the gym um that is cinder block not reinforced. Oh So that means that you have to we can do it's got to be a twofold project. Um and hopefully so you can either do the outer areas so like the was it 2000 the 1998 construction area you can do that entire wing um with which would include the office area um and that's portion and then the other part would be gymnasium and the other the older part. So um they're going to come back they're meeting they met yesterday or today um going to meet again on Thursday the engineers and the architects um they'll come back to me with some information and then they will be here at the next board meeting to kind of just describe

exactly what's going to happen. Then what we will do um is I've already been in contact with Gloria um Zacharias who does all of the bonding all the all of the grants and and this has been this was just done in Oakland last year. So you know it's it's not a done deal um that we'll do all of that in 2027 or or even get the second grant. Um but it it is probably one it would be great to get the 5 million because you could do a ton of work um which would include the entire roof and you know there's a bunch of other things that would go with that with that 5 million. And then secondly um making sure that we have everything prepared to go um for 2027 which has something to

do with our calendar. Um and that's and so we'll the we'll look at the calendar um in in March um hope hoping to be get out a little earlier um rather than the latter part. So you know the next year's calendar is either going to be before before Labor Day or after Labor Day. And since Labor Day is of all things September the 7th pushes it pushes you all the way back to June the 16th um for the ending of school if you go after Labor Day. Um, I don't think there's any school district in the county that's going to go after Labor Day. They're all going before um that I know of right now. Is that Laurel View? >> That's my That's everything I've heard is everybody's going to everybody's starting on the 30th

of August. So, but we'll bring that we'll bring that to you. So, that's the that's the update. I don't think it's bad. Um, it just means that um I said I'd be here till we got done. Um, and that's just, you know, we'll see what happens. >> Well, that just makes you want that to get done. Um so um that's the that's the seismic track update. Um I am scheduling um as soon as we send them a PO hopefully tomorrow. Um then we will send them a PO for $210,7595. Um and then we will the we we are going to be on the schedule for April. Um and we're the we'll be the first ones on their schedule. Now that's weather permitting of course. Um, so it will be the first 10 days that there's

going to be dry in April, May, but we'll we'll be that first person. That includes the both ovals complete. So that both D-rings and that's the entire D-ring, not just a portion of the D-ring. All runways. So long jump, triple jump, etc. Pull. Um and then the uh then the javelin and then and then putting stuff in around the um would include shot foot, you know, whatever. Um so that so that that is inclusive. Um there were there were four different bids. One starting at 90,000 which was which is you know not getting much. Um it would it would cover some areas but it wouldn't cover all. Uh so with the donations um from uh tank, the booster club, uh the elementary PTK, the boys and girl or the um u uh kids sports and

ourselves that will all be done. Um, and then we will al and there will also be a 4ft um black fence that will run from the uh like uh concession stand all the way around to the backside um between of course my crest and the track. So, and it'll be and it's going to it's very tight FYI, very tight. So, I mean, lane 8, um, which we never figured we were going to have a, you know, we can't host a district track meet anyway because of the facilities. Um, lane 8 might be almost, it's going to be outside the track, but it's going to be very close. Okay. Um, so, we're not intending at this point of of hosting a track meet this summer or this spring, but we will, but it will, like I

said, when they as soon as they come in and get that done. Um, and we, like I said, we'll it will be a completed job. So very happy of that and hopefully I know whether I said weather permitting. Okay, that's what I ask. >> Can I go back to Julie's question? >> Yes. >> So when people stare at me, my brain freezes. Sorry. >> Um so this actually isn't just our general fund. So we received a lot. So for instructions, we received more grants like the early literacy program and so we had to spend that money. So we had to put more staff into early literacy like our teacher. So a lot of this boost 14% isn't what we negotiated. It was right. >> Okay. We have to use more of our SIA. So we

have to put more of that money into our S. Yeah. So that's where that came from. And then our community services that was we had to do we had to spend $390,000 on a spend down plan for our food service program. >> Yeah. So that's where that So that's where that came from. >> Any questions for Steve? >> Question. >> Yeah, the retrofit now is going to be double still going to get done one. >> Yeah, they think they could do it once. >> Yeah. Yeah. It's just it's it's just going to be it would be a double crew rather than one crew. >> Okay. Um, but like I said there again, yeah, the idea would be that they would come in in May of 27 and get it started. >> Yeah. >> And do

and do the exterior and get and start drilling those holes, etc. Um, you know, you're not going to take the roof off, of course, until uh till the kids leave, right? Um, and I know, you know, that that's just knowing having done one and having the roof off, um, and then a huge rainstorm, which we got in Pacific with the raintorm with with the roof was completely off, um, put us back about 3 weeks because then we had to have Serb bro come in, >> and dry the whole thing out and it was a mess. So, um, you know, hopefully that doesn't happen, but I said you all we you never know because they they take they will take the the complete roof off right down, you know, right down to the sheeting and redo

if they got >> wasn't big enough. So, yeah. So, so, so yes, that that plan would be to do the whole thing in 27. >> Any other questions for Steve? All right, moving on to population enrollment report. It looks like um we were down nine students and after visiting with Steve oh 11 um it was the typical after a semester people move away we get a few IDs and we are receiving a few kids back they're just following this report and we're still at our budgeted amount I did by 40 so we haven't dropped below that yet. >> Okay. All right. Any questions about our enrollment report? All right, superintendent evaluation. So, we evaluated Steve and we would like to let everybody know that Steve demonstrates transparent and effective leadership, consistently cultivating strong collaborative relationships

with staff, families, and a broader community. His leadership approach is both inspiring and confident, fostering trust and shared commitment to the district's mission and goals. He exhibits notable strength in finance and budget management, ensuring that resources are allocated strategically and responsibly to support district priorities. Through the effective management of personnel and systems, the superintendent advances academic standards while maintaining a clear and sustained focus on student achievement and long-term or long-term organizational sustainability. Additionally, he has clearly positioned the school district on a forward-looking trajectory by prioritizing facility improvements that will serve the future needs of the community and its students. All right, any questions? regarding our statement or the >> Okay, moving on. Roof bids for the high school. >> Thank you. >> Well, we got three bids. Um, one out of town just cuz I

wanted want to try somebody. I think they did roof silver rose schools, too. Um then the two locals um they northwest building did Myrtle Crest cafeteria and Bridge rooms done two groups here and 22 and really it's a time thing like we need it done by June 30th >> twice. So Rich is can hit that window. Last time I talked to him, Northwest is booking in July. August probably know. So they're both going to do the same exact job. It's just time and reference. I think the same company for the recent jobs at the same same facility would be ideal. >> Yeah. need to be done in June, not July. >> We budgeted for >> this fiscal year. >> Fisal year. >> I think that's the last roof here that other than the main building

that's 2013. It's still in great shape. >> Yeah, >> we'd like to get fixed. It's easy the membrane really easy to patch. So when >> do you think there's any bug under the membrane? >> They if they if they find route they'll they'll pull it cuz they're going to do a tear off. So if they find rod it'll be whatever sheet plywood that sheet of plywood you need. So I don't I walked on it. I don't I don't think there's >> he didn't fall through. So that's good. Good feeling. >> It was fine. >> All right. Any other questions regarding the quotes for the group bits? >> That is going with Ray Burn and >> yes. >> Okay. Any public comment regarding agenda items? Right. Let's move on to action items. Adopt South Coast ESD

uh local service plan. >> I make a motion to adopt the South Coast ESD local service plan. >> Second. >> Any discussion? All in favor say I. >> I. All good say nay. Hearing none. Motion pass. All right. Approve the 2025 evaluation of Superintendent Steve Perkins. >> I make a motion to approve the 2025 evaluation of Superintendent Steve Perkins. >> Second. >> Any discussion? All in favor say I. >> I. Any against say nay. Hearing none. Motion passes. >> All right. Accept the 2024 2025 budget audit report. Make a motion to accept the 2024 2025 budget audit report. >> Second. Any discussion? All in favor say I. I. All against say nay. Hearing none. Motion passes. All right. Approve bid for roof at high school. >> I make a motion to approve the bid from

Rich High School. Second. >> Any discussion? All in favor say I. >> I. All against say nay. All right. Motion passes. >> All right. Upcoming meeting input. >> Except we will have CCS here in March. >> Questions. >> Any announcement? >> Did we last time >> the budget calendar that was in the consent agenda? Yeah, >> you already approved it. Sorry. >> All right. Before we do the good of the order, I see Lily is here. I'm going to let her do hers. All right. Thank you all for having me here tonight. We had our first month of 2026, and I feel like it was a pretty good month with our start of the new semester and all those things. We did have a lot of sickness though, so hopefully those people are getting better.

We had a couple field trips for FFA. They went to Calving School and District Proficiencies. They also had a bake sale in front of Spruce Street and I feel that they did good with their profit. Some what they did for February this month, we've had a robotics meet on February 7th. On February 11th, FFA will hold their job interview and public speaking event. On February 17th, the ASFAB scores that they did testing on last year. They're going to be reported back and looked over with students. That's usually something they do with Miss Tyrore. On February 20th, seniors will have their senior interviews as a graduation requirement. And for the first couple weeks of February, Leadership has been selling crush cans with little notes for Valentine's Day. You can order them for all three schools, and

you can even add a myer balloon. It's $3 for a can and $5 with the balloon. On February 6th, seniors held a bake sale at the basketball game. All proceeds go to Project Graduation for 2026. And on February 13th, we're going to have our last home high school basketball game for boys and girls against Oakland. It's going to be senior night for both basketball and cheer. And I'm pretty sure the theme is red and blue. Red, white, and blue. >> Red, white, and blue. And spring sports are going to be starting in March. I know for track it starts on March 3rd. Thank you so much for having me. Thank you. >> Thank you, love. Thanks. All right. So, good of the order. Let's start with Julie. Um, I guess I just want to give

a shout out to Jamie and the food service program for serving almost for over 17,000 meals in the month of January. Thought that was really impressive and it's great that we're uh making sure our kids in our district are getting sent. >> Very good. period. >> Just uh good things going um get that track done and sports going and the schools are looking great. Maybe they'll last another few hundred years. >> That's about it. >> All right, Dustin. Um, good job Lacy with the Bud or the audit getting all the guys. That was good. Good audit. And then, um, great news about the track. That'd be great to have it. Hopefully we can schedule a meet for the next year. Son will be a senior. He's he's his goal is to hopefully have a home

track meet before he he graduates. So, that'd be great. Me, too. And then um yeah, just glad that sounds like kids are the sickness is maybe working its way out of the school a little bit. We I was sick a couple weeks ago with the flu and it was not fun. So >> Jerry, >> um glad to see some of these projects getting done. Been on the list for a long time. Glad to see that their buildings aren't going to fall in currently. So a couple years ago they were on the brink of it, it seemed. So, it's good to good to see everything good. You know, we had sickness, sun's going to come out at some point. Well, it's been out, but we're going to need some rain, too. So, maybe be a rainy

baseball track season. >> So, hopefully you get track done and people can run on them. Um, so because I have a kid currently in uh middle school and high school and they're both playing basketball, I've done a lot of traveling with um both grades and we have so many students and um coaches too, but students and big groups of youth coming up that are super talented, but also um I see a lot of really kind, caring young students and that is so hopeful and so nice and I know that comes from inside the classroom and with coaching and um it's it's really good to see uh kids helping each other, but also when you have referees uh come up and tell you that your teams are wellmannered and they're glad to see that. That's a

big deal, too. So, that's always a positive thing to be watching for. >> Great. Thank you. Um this um this winter I spent quite a bit of time at home more than I really have since I've had my job. Um I had some medical issues and being at home I think that I realize what what the exposure is to social media to the news and so many things in this world that um just feel really divisive right now. And I think about our kids in the schools and um what what they need in their lives to find hope and what brings us all together. And um I wasn't really able to go anywhere and I was finally able to go to my first basketball game this last Friday and trying to think of things that

connect us and inspired us and they heal us. I just walked into that gym and I looked at our community and I thought this always this is what it always comes down to for me. when I'm struggling, when I see kids struggling, you look at your neighbors, you look at your community and you think this is what we're all about. Even when we have differences of opinions and views, um the healing thing for us is really our community and the heart of that is in our schools. Um so I just was really inspired. I like to talk about what inspires me, the importance of being at this table really is our community that is the healer for our kids. Um, and you know, I need to watch those basketball games because my best friends are

the girls basketball coaches. And I always tell them if they go somewhere and they all get sick at the same time, Jen, Erica, and Kaylee, I am fourth in line. Basketball really excited and taking notes. >> Well, you know, we hope that doesn't happen, but you know, we don't want people getting sick, but is it done? We're glad we have the fall back. >> Um, I want to, you know, thank Lacy, uh, for all the work that she did on the audit. I know that's a lot to go through and so, thank you for all that. And, um, our audit was good. Um, I'm also really excited that we paid off our loan. >> That is definitely always a good thing. Um, and then with the facilities, I remember when I first got on school

board, we had a facilities report, we had a company come in and do it and the result was really bleak. It didn't look very positive, but um, looking at this now that we're coming up on the last roof, it's like this is I mean, we're definitely going in the right way. I mean, this is very hopeful and it's good to see that our buildings are coming through and and getting fixed up and, you know, knowing that we're going to, you know, get double the money hopefully. >> Mhm. >> Um, with that uh retrofit will be really it's really great news actually.
