and will be posted on our YouTube channel. Um, we have to do roll call. So, starting with Amanda here. Justin, >> I'm here. Terry here. >> Julie. >> All right. And moving on to looks like we have an adjustment to the agenda. We're going to add 10.1 which is the approval for superintendent C. Perkins to sign and sign findings and proceed with the CMGC process after 14-day period of written request from the public to hold meeting. So we're adding that to the agenda. Do we have any public comment on non-aggenda items? >> I did not. >> Okay. So I will entertain a motion to approve the consent agenda. Make a motion to approve approve the consent agenda. >> Second. >> All right. Any discussion? All in favor say I. I. >> All right. Motion passed.
Uh just a note, the November meeting is being moved to the 17th and that was on the consent agenda. Um fiscal overview. You have any questions about the fiscal overview? We've got a little report in there from meeting >> and just on top of that I think you know with the um ADMW as it is our first reporting um I think right now it's a little above where we've been projecting the budget. So um if nothing falls drastically um then I think we're in pretty good state. We're the only district in of the 10 in the South Coast DSD that had uh more kids this year than last. All of the rest are 5 to 8% down and we're about 3% or 4% up. So that's good news. Um, bad news for the fiscal part
of it is sitting in an ESD or sitting in a superintendent meeting last Friday, um, they're asking us to start presenting u cuts from.5 to 5% of the state's fund. So that that is in the process. Um, I'm I'm not projecting any nor or will I put any because I don't we don't we're not in that case in that scenario. um other districts will be severely impacted. Uh whether it be a 1% or 5% is very dramatic. Um and we haven't got the the budget revenue. The revenue should come out again at the end of this week. Um and I think most you know the biggest biggest impact is going to be on guest SA and and the high school success those two are going to will be hit. Uh but you see my point
will be >> my point we are in a financial situation now that if it worst case scenario if it was 5%. Um we would be about where we were last year um as far as far as state school funds. So, uh, it would not be huge, uh, for those that are sitting on, you know, cuz we're sitting on, um, over a 10% tax carryover, whereas those that are sitting on four and 5% and that have millions and millions of dollars in their budget, u 5%'s a lot of money. Um, to us to us, it's it's it's bearable. Um and it and it wouldn't be drastic but it but it would mean eventually uh with the next bianium coming up next spring um that then you would be you you know potentially could be harmful uh
down the road. It would be not be harmful for the 25 26 school year nor do I think it would be for the 26 27. So, but I mean it would be it's a out there kind of thing. If if things don't get better and continue to get static or worse, um then then there will be budgeting issues down the road, but none none in the foreseeable future for us. >> And when will >> you know until the actual revenues come out? Um so, and that then they will start going through the process. They're just asking all the state uh they're asking all the state departments, different organizations to come up with different ways that they could cut. So that's that's not at the district level, that's at the state level. So OD being one
o Exactly. And then and then then it's the trickle down. So >> that's the loss of >> correct. Correct. And the loss right now of actual estate funds of of the corporate income tax, etc. because it's flat or damaged. So, you know that. But again, that could that that could quickly change. So, it's to to me it's not it's has no no profound effect on this at all at this point. >> Good news, bad news. >> Yeah. >> All right. Any questions for Steve or about the financial report? Okay. Moving on to the ZGPS reports. So Stephen Chase is here um from CCS. Uh he is the uh person I will be directly working with. Um and SAI of course but uh but more Steven than anybody else. Uh so he is here to give
us a overview of what this CMCG looks like uh what it is and then of course we have to okay that which uh basically gives us the ability to move forward uh and and in in different bidding situations. So go ahead Stephen. >> Hey Steve. So I'm Stephen Chase CCS engineering architecture. We're the engineers actually designing the seismic rehab for middle school. um CMGC what that is is construction manager general contractor it's a different way to actually build the project and do the project contractor traditionally you design all your plans put them in for permits and then you put them out on the street and you get the lowest bidder that's the standard this is called an alternate procurement method for construction what we do is we actually bring in a contractor early in design
and they're giving us cost estimates and constructibility reviews and reports and telling us, you know, different approaches that would save us the most money, give us the most funds in the end to spend the grand as wipes as we can because you have $2.5 million for the grand plants the case. You don't get anything more from the state. If there's anything that comes up, we go and hard. There's change orders. That's all out of pocket to to to pay for those changes. With that general contractor, construction manager in the design process with us, they're vetting the project and the drawings as we're going along. They're opening walls, they're opening ceilings, and they're confirming exactly what the construction is. So, it's a very effective process to stay in that budget line, the fixed grant. with doing
that you have as the the school board either contracting or anything contract um whether that's construction with us on the engineering side with going the CMG route you have to present findings that you're not going to hinder competition so that CGC process is still a competitive process where it's qualifications based on contractors that have been doing this for three four five you know however many numbers of years you still put out a request for proposal sent out to the public. So you're getting multiple CMGC's bidding on it. Um and at the end of the day, they're still required to bid all of the packages out on the street. So your carpenters, your plumbers, your electricians, all of those still had to bid. But we have that general non-driving design helping us along the way with
the cost estimated. [clears throat] And then there's also findings for uh significant cost savings. That's where it comes down to constructability reviews and the step-by-step cost estimating and three of the design kind of milestones. Um, let's see. Competition is still competitively cost savings. Those are the two big ones. And then kind of 114 in the back of that is all super simp. Any any questions on that process? What CMC? >> And just on [clears throat] top of that and um if you read through this, which you should, uh and it states very specifically that there is no dollars available from one school district to help or go above and beyond. So, um, knowing that this this this project is $2.5 million, not a dollar over that, um, unless we find something that we want to
do in the midst and and do a change order. Uh, and then and then of course we would incur any of that expense. Um, so, but at this point, what with with the fact findings, it specifically states that that the dollars there is no funded money or or dollars in the budget to to fund this size. It's this is $2.5 million in in that alone. So, but if you scream through the 14, so it very very clearly tells you why we're going this direction because it it could it gets a better bang out of the buck. >> Correct. Correct. >> Any questions? Okay. Thank you. >> Thank you. >> All right. Superintendent report. >> That's really all I have. You know, the biggest thing was that we are we've done well. I mean, as far
as u enrollment, that's huge. Um having gone to like that that um county superintendent meeting last week and they're all they've all shrunk. um even our next door neighbor um because they've lost over 100 kids at Winter Lakes um which is a profound effect on them obviously um so but you know so they're they're getting fewer and fewer K5 kids their high school is still about the same but they're not getting the K5 kids that that they had u so they're they're down a bunch u and you know the power was basically the same but the big schools Northbed and Marsfield both down significantly Um, so you know that like I said that and all hoping for this thing to happen in the port. I mean that that's that's the that was the biggest talk
um the superintendent meeting is that that whatever this h whatever this thing is in the port that it brings in and they're saying workable jobs right um several hundred um that that and question is going to be where they can house uh so you know I know that people uh banned building you know other other they're potentially looking at at expanding some zones zoning for people to move in uh so you know And that could have an effect on us if there were to be if they were to have availability which there's not much but like I said so they're they're all saying that they're and hoping hoping that these are family I mean their family job their family living but we're you know but is it going to bring balance is the question. So
but that's going to they're saying it is so that was the good news. Uh other than that like I said the CCS the uh the seismic working on and then um of course the athletics are doing awesome. So okay so that's what I have >> enrollment report we kind of already touched on that [laughter] any questions for Carrie about the enrollment report or any questions for Steve about his report. So what are we losing numbers from? People moving out >> our kids >> well other people >> moving out moving out not and not you know I I that they're not they're not growing back from co uh you know those kids are still staying out or they're just not they're not returning to school they they've moved since co or during co um and just
they're just not there. Uh and like I said, you know, uh two of the big schools, of course, Kokil has the big online school or Winter Lakes and then of course Northband had Oprah, which was huge. Uh and that's that was hundreds hundreds of kids. That's that's gone. Uh so those places just don't they don't they just don't facilitate as many kids. Uh and so they're bandage down 30 40 kids. Uh and I and I've just I don't know. They're just not obviously the smaller smaller um or the lower levels aren't sustaining as you know the the top and we and luckily we've done we're getting more kinders than we are graduating and if that if that process continues and it's and and goes the same you're always going to have an increase going have
an increase in enrollment and that's huge. You have to have more kids and you have graduates and and fortunately in the last three years we've had that. So that's big. >> All right. Girls wrestling co-op with powers. >> One kid. Is that right? >> Thanks. >> Just one. Jen said one. >> Yeah. Yeah. >> We've done that before. So thanks to you division 22 asurances. >> Okay. So annual situation. Um we have a variety of 78 asurances that I have to say whether we are in compliance or whether we are not. Um we are we are in compliance with all division 22 uh assurances and uh there's none that we even have any question about. you know that we have changed our graduation requirement as we've done uh we have uh we're up to date
as far as curriculum um and we'll continue to stay up to date as far as curriculum and our adoptions are or what they're supposed to be um and that's in the last couple years that's been done wonderful things looking at other districts a lot of them are not compliant because they cannot afford a half a million dollars worth of curriculum for say science or math or whatever so they did not you know they did not adopt. Um so that that's one of the things in the state that hasn't been happening. We are there. Um so uh we have all the different types of diplomas. We have personal finance. Uh we have the thing that that go with graduation. Um we have we have a um emergency operating plan which was you know that we we
are current with our water and lead um which we I just did that tested all that testing last year. So all of we're we're current in all situations. So I just want you to know that this this just basically tells you that we are in compliance with all what OD tells us we have to be in compliance with. Does that make sense? >> Yeah. >> And if you want if you really want more stuff on it, I can give you all of the actual um uh dots for diploma requirements and all that stuff because it's it's about 100 pages of of you know to be in in the division 22. I'm just telling you that we are compliant. The district's in good scope. [laughter] >> I don't know. I can email that big. >> Okay.
>> Yeah. [clears throat] >> All right. Second readings and policy. E B E A I KF JF C E B J H A and J O any questions regarding those seeds. Now moving on the SIA annual reporting. >> We had to change something, right? Is that what we have to do? just your just >> no that's just our the that is just our annual reporting for the year um on they have you answer a few questions so those are the answers to the questions um we actually did really well in our LQG something aka longterm goals we met all but one I think and we were under just a tiny good any questions all right public comments regarding agenda items. >> That's >> all right. Action items 10.1. I make a motion be will be
motion will be for the board to contend approve signing the findings and proceedings with the CMG suit process after 14 day period where there was no public follow >> yeah Steve any discussion All in favor say I. I hear no. Motion passes. 10.2 for gold division 22 assurance andor report. >> I make a motion to approve the division 22 assurance andor report. >> Second. >> Any discussion? All in favor say I. >> I. Motion passes. 10.3 adoption of policies DB EA, IKF, JF, CE, J Ha, and J O. >> I make a motion to advise DB EA, IKF, JF C, JHCA, and J O. >> Any discussion? All in favor say I. >> I. >> Motion passes. 10.4 for approval of SIA board. >> I make a motion to approve the SIA and report. >>
Any discussion? All in favor say I. >> I. Motion pass. All right. Any announcement? >> Just that we will um review the um template next month because >> Okay. We have and then we'll also um have the um FFA kids will be here next month as well. >> All right. >> Cool. What is the order? Start with Manda. >> Um actually I don't I've kind of been out this last week. It's been a while. So um I think everything's moving pretty smoothly. I like to see the turnout we have this year for uh how many kids we have on our small district athletic teams. We have like huge amounts of boys going out for sports and we have their ages which is crazy because like some schools can't even have just like so many of
the kids. So that's good. Um lots of parents helping out. I haven't been hearing um negative stuff at all. I think high school has started out pretty good this year, Kaylee. Yeah, I have one there this year. So, and I don't know. Everything's going smooth. >> Just sorry week last week. [laughter] So, >> and the fiscal report, I was glad to see that the loan is paid off completely without demolition. Yes. Way sooner than >> supposed to be. Sounds good. >> Yeah, very much. >> Um and just like you said about the sports numbers, it's great. I public volunteer coach this year varsity football and it's um been fun. And then I haven't been to a volleyball game probably since I was in high school. So I've been going and watching those with the coaches
and that's been fun to watch volleyball games basically. So, it's been fun and um yeah, that's glad to see this getting started here. >> Um enjoyed the stuff on the web website about homecoming. Looked like that was good fun and um sports is good. I haven't made as many games as we wanted to. Mainly because I forget they're there. [laughter] I think about it, you know, like nine o'clock like, "Oh, the game was tonight." Okay. Um, other than I haven't heard anything bad. Everything looks good. So, all right. Um, I'd like to thank this is that um pass it on. Uh my the son was an incident at school in the last month that she could have dealt with like very simply with a disciplinary action. Um but instead she took the time and energy
to make it a better learning experience for all the kids involved. Um and and really made a difference in uh in how Finn feels about going to school. and you know it just makes me very proud that we have a principal that will take the time to so very grateful for that. >> All right. So I like to see that everything's in compliance. That's always good. Um definitely like to see that we paid off our loan and um I love seeing all the pictures. Thank you Jamie for putting on the effort. I know that takes a lot. and um my kid absolutely loved going to camera club and that was such an amazing experience. So um that was just really good. All right. >> And before you say and kudos to uh uh >> they
granted us um $3,000 because uh they have reduced out Georgia immensely. Uh so, um it went from last year was $450 per per student to go to outdoor school. Um this year they dropped it down to 400. Um but that being said, um we paid I got an exact amount of grant money. Um and they ate basically um gave it to us um about 2500 bucks. So it was it was an awesome bike. Can't do that. They really wanted us out there the three nights and four days. Uh we did that and it went really well. So it was I I say thank you very much for them >> and that's what >> yeah usually two and three and two nights three days and they wanted they can't move really wanted to do this three
days but you know three nights four days. They did it. They made it. Now, not all the kids made it, but [laughter] >> kids were allergic to they couldn't they got sick or they just couldn't stay overnight, you know, the second. So, any but it went really good. So, >> all right. that I will join the game >> questions.
