001is Wednesday, February 11th, 7:07 p.m. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> All right, welcome everybody. Thank you for being here this evening. uh pick up our recognition of visitors. >> Uh well, it looks like we have our normal contingent of uh student body reporters that we'll get to you guys in just a few minutes. And uh we have Jeff, our favorite uh um auditor who did a little presentation and got it. >> Excellent. Um awards, recognition, and correspondence. >> Right. Adjustments to the agenda. >> Yeah, two adjustments to the agenda. Uh for 8.14 say tap grants uh tap grants uh wooden trusses and then on action items 10.8 Washington

002uh field property Do we have to act on that grant? No, I can I can do that. Okay. >> If I did, I've already broke that because I've done T long for many along the way. So, >> uh public comment on non-aggenda items. >> Moving right along. uh our consent agenda which includes the meeting minutes of January 2026 as well as the HR reportain motion if someone wanted to make one to approve. >> Second. >> Any discussion? >> All right. Uh all those in favor signify by saying I. All those pay opposed? Nay. All right. Uh, consent agenda passes. On to the fiscal overview. Tori, >> did you include HR report in that? >> Yes, I did. >> Everything is going great. Um, we did beginning of this month, I went through and did the

003transfers. Um, and everything went through mashingly. That's a terrible word to use, but that's the word that came to my mind. um went up another percent which is great. I will say that I'm not sure if Alind is stressed writing those big checks, but it stresses me out go through, but um the awesome grant, we've used it all and um received all the money that we've got back from them. So, that was great. And everything went uh Leanne, I can't pronounce her last name, so don't ask me. Um was very thankful that everything went through. She wanted to have all the bun uh awesome money sent out to the districts by March. and we were done at the very first day in a uh April of February. So, she's super happy about that and now

004we're done with that and now we can just continue on spending more money. >> Excellent. Um >> any questions on the check? >> Yes. What is Security Monster? Security Monster is our uh camera system, right? Is that what he uses? >> It's what we use for it's our camera system and uh that we pay uh ESD for a service. We they give us the cameras. Um they put they provide the cameras. We have to provide all the installation of them and then they monitor. >> Okay. Anyone else have any questions? Good. Yes, indeed. All right, now move along here to report some discussions. Um, and 8.1 first up is student body reports. >> Good evening, school board. This past week, we've held wrestling, band, and basketball senior night. Wrestling was this past Saturday with basketball

005and band yesterday. We honored nine basketball players, six band members, two wrestlers, and I, our girls basketball bookkeeper. The wrestling season is coming to a close with district starting Friday and Saturday. Oakland has high chances of moving on to state based off what we've seen from our wrestling team this previous season. Along with that, both boys and girls basketball has their last official league game this Friday at Myrtle Point. And with what we've also been seeing this past season, they do also have likely chances of making it to playoffs as well. Today, FFA traveled to the district lea confence. We took multiple members and competed in various contests. Our members were able to place first in advanced job interview, grade speaking, and advanced public speaking, and have multiple more members moving on to sectionals, including

006both our beginning and advanced parliamentary procedure teams. Moving on, this Monday and Tuesday, leadership started crush crush and was selling crush soda Valentines during lunch that will be delivered this Thursday during school. We've sold roughly 90 Valentine's to our students and staff. Lastly, as always, our after school program continues their success this month with small animal care led by Mr. Kaiser, our a education teacher as well as assisted by many uh of our members who raised market animals for fair. And that's my speech for the night. Up next, uh, our representatives from open middle schoolersship team middle school is going very well this year. Leadership is focusing on a nuts acronym for the school. Never give up. Use empathy. Take responsibility and show respect. This quarter is focusing on the T. Take responsibility or a

007nuts acronym for the school. To encourage students to focus on being responsible, we will have a cleanest bathroom competition, a cleanest locker or cubby competition, a litter competition, an assignment competition, a clean cafeteria competition, and an attendance competition. And I'm here to have a bit more information about February activities at the middle school. Hello, my name is Emma Kadier and I'm activities coordinator for the leadership team. February is a busy month for us. This month to celebrate Valentine's Day, we sold crush status for $1 each in Valentine's grams for three Oaks. Leadership will be delivering the Valentine to students tomorrow afternoon during seventh period. We also have two sports happening right now, including girls basketball and wrestling. Girls basketball has 13 girls on the team and their season is going really well. They are currently

008four and three and have a chance to make it to the playoffs. Our wrestling team is doing great as well. Many of the team members have won several of their matches. They even hosted a home meet this week. Thank you for your time and service to the Oakland School District. Have a great evening. >> Thank you. >> Very nicely done. And uh though you're always free to stay and watch the meeting, I certainly would welcome you to leave if you'd like to now and do something fun. >> Thanks for coming. All right, up next 8.2 is principal and council reports. Those are in your packet. Um, if you have any questions for our administrators, >> you always have the third and fourth grade leadership jobs. Is that >> No, I started that we started with

009one student and it was an interesting conversation because his mother said he needs a job every day no matter what behavior he has. Okay, great. But it's really it's Yeah, crazy. And so if the kids get a certain rating from their teacher, they reapply for the next month. I look forward to about a solid two years. >> Am I too old to apply to be a slide wiper? Um well, that job is very popular. They get out early. Uh, anyone else have any questions? >> All right. Um, next up, 8.3 is your custodial and maintenance report. That's also in your packet. It was self-explanatory there. Along well, I guess sanitized due to sickness. That was feels like it's it's looping back around. Back through hopefully not as bad this time. It really was. It was

010messy. I mean, I'd say we probably I mean, I was It was enough to start considering, do we need to cancel for a little bit? Um went through a rough Thursday and had a 4 day or a three-day weekend and so we sanitized everything district-wide, all touch points um thoroughly and that seemed to help a little bit. The bottom line is going to run its course and we can cancel school for that, but they've already infected each other. So cancelling schools not didn't really help that much. But anyways, so we looked at it but it doesn't come back. >> Um 8.4 is our facility report. >> Um trying to zip through this pretty quick. Uh I'm I'm going to say this will be the last time that I will mention phase one of the ordinary.

011The hoop will be fixed. uh the for the gym for the new gym are being delivered on uh um tomorrow or Friday and once they get here then the people the installers are going to pop over and fix that one in there so it will be done um and again it's functionable it just you have to hand raise it if you need to and then we have to chain it up so but it will be fixed officially with by licensed fixers um phase two uh the hall has been done uh we got that stuff done over Christmas and break and that worked out well. The fire system is now done at the last meeting. I said, you know, they fixed all the floor and stuff over break, but we still were having them come in

012because they had to get so many old fire parts and try and find those. Those are all done. Um, we have to get a final inspection where they have to ring the fire alarms for a certain amount of time and then check all the strobes to make sure they're working properly and they have to do a for me to do an inspection in the dark to make sure all of our egress lights are working. Once we do that, we'll have a final inspection and that 56 seismic will be checked off. For the record, our phase one has been checked off. This is just a repair. It's a warranty repair of something that broke. So, both of those are actually done will be done to get that inspection. The gym seismic high school gym uh phase

013two is done or phase one is done. Phase two is still that roof lights and floor plan set for as soon as school's out. We'll dive into that. um they don't they feel strongly about they'll have no trouble getting that done on time. It's almost all sub work. Roof will be done first. Soon as the roof's done, they'll get the lifts in and get the um lights done. Soon as the lights are done, they'll tear the floor out, put the decor in. Um we did have the uh bid walk through for the floors. Uh we had three different um people there at that. Um we talked to them about exactly what we expected from them, what they needed. Their bids came in ridiculously different. I mean the one was one was at about 160 with

01412,000 for demolition to the that was the low the low bid and the high bid was 240 with 40,000 for demolition. So the the scope of the variance of it was crazy. So we uh um we made a choice. We're going with the one vendor. So, all all in as it stands right now with all of the um granted obviously there's still a few question marks because we got to do the roof, the lights, and the floor, but as expected and bids in and everything uh um computed, it's going to be about $122,000 of district dollars to fix to finish that project. So, in the end, I'm pretty sure if somebody would have said two years ago, hey, is the is the district willing to put $122,000 in to get a brand new lobby, all

015new bathrooms, um upgraded lobby, a brand new floor, brand new lights, reside that entire top part that was rotten wood, repainted all of that. Um we do it for 122 and I think we couldn't get the check written quick enough. So, um, and again, not a done deal because all that stuff's got to happen this summer, but as of right now, that's pretty good. And I think we we had been kind of thinking it was going to be about a 100,000 out of pocket all along. And so, about 22,000 over that. Uh, so we're set to do that. Softball fields flying along, which it should be. It's supposed to be done this week. Um, I'd say it'll probably push into next week before it'll be completely done. Um they did get the slabs of floor

016slabs done in both buildings on Friday. Um they're continuing with the framing. Um roof supposed to be they're supposed to finish framing, put the roof on this week. It's Wednesday. I went about this morning. I didn't get back. I usually just slip through the parking lot every morning and check it out. Um it's it's going to be close. Um paint supposed my guess is next week. Paint will be next week. Um then they have the we got the um underneath uh bead strip that would goes underneath the back stop. We got that poured as well. So they'll soon as they get it finished framing and when the painters come in then the framers will get over and get all the um wood put on the bottom of the back stop and we have the netti

017is all in. So it's really just putting everything together and we get the fit people in. So we're really close to being done there. Roll up doors already been delivered. So we're in pretty good shape. So, it's going to be done in a quality project. That project has stayed pretty much on budget um after we slashed it down. So, 205,000 what the total budget was and we got about 65,000 in donations from grants and so forth. So, about 140,000 for the district. So, not bad. Again, we're much much much better facility in the end. So, lots of positives there. Um uh we're still leaving the temp fencing up. um in behind the track. Um we're going to leave that uh and keep that field out. So, we are going to put a temporary discus in

018at the south end of the football field that we'll throw towards the javelin and we'll probably put the flags up and just leave the flags up all spring during track. So, we to keep it as safe as possible. So, we'll put a temp we'll pour it either we made that final decision if we're going to pour a temporary Sigma pad or we're actually just going to do they make wooden pads you can basically make yourself that you can put in place and attach and use that to throw off of. We might do that a little less disruptive for what we need to do. However, we're going to put that in and then we will the plan will be next fall moving the discus into behind into the field behind the bleachers figuring out how to

019configure that with maybe hopefully two baseball fields is our hope. One at each end and then this is field in there. So, uh walking path between OS and MS. I did I did ask uh got with um I did switch some emails with Lori Price and she said between March 1st and March 30th and I said, "Well, that's that's a big big window. That's not really going to work. Baseball's starting at that point. We're going to have some home games. I need some more specifics." So, she said, "Well, we need to meet with me, her, and uh Ryan Gil who's doing the project." I happen to see Ryan on Sunday. We talked it through. We're fine. Um spring break is when it's going to be done. So they'll grind it on Friday of spring break.

020They will grind the road and then they'll start doing the work on the top. Um baseball is playing. We're in the UBC tournament over break. So we'll have a couple practices but shouldn't be disruptive at all. It should be done by the end of break and he's weather permitting positive we can get it done in a week. So as long as it doesn't rain the whole break. If it does then we'll have to juggle it a little bit more. So we'll see. But that's where we're at there. Um, uh, classroom seismic. Uh, we did get the design documents back. They came in on Friday like they were supposed to, which is great. Um, but they're now in Toby's hands and going to put prices for them. Um, going to just kind of see where that

021where that lands and what that pricing is going to be. Um, uh, but the budget's going to be tight and we know it's going to be tight. So, we're going to have some probably decisions to make on that. I think we will probably have to revisit. Yes, we're ready to move forward with this or what are some other options? So, I'll know a little bit more the end of next week hopefully. He said they gave him three weeks in the process to get his prices together. He thought he could pretty much get a good idea by next week. So, should have that by the end of next week. Um, the Jim over there, uh, again, we're a little behind because we were open for Christmas and then February 1. So, but not but it's moving

022along. Floor is completely set. Um, I stuck my head in there yesterday. They had the floor all taped out to stripe. So they probably I'm sure they painted a fair amount of the floor today. Um so striping should be done. If not today, it'll be done tomorrow and they'll put that first finish on. So I would say by next I think Brent on Tuesday is planning on putting in his floor protection and getting starting getting the hoops up. Um they got to put the shroud around the stage. They got to put the bleachers in. They got to put all the blinds up. Got to put all the sound panels up. All that stuff needs to be done, which we were hoping to have all that done before the floor, but we had the window on

023the floor, so we had to do it. Floor protections in all of those subs know if they damage the floor, they're liable for it. So, pretty good shape there. So, from inside perspective, it's going well. outside. We had a pretty good uh hiccup on they had a grading plan that had water essentially because the gym's a little bit lower than the annex and the um modular. So, their grading plan had a mistake in it. So, it had water running into the gym. So, we had to redo the grading plan. So, our dirt guy and um Brent created a new grading plan and our engineers like, "Yeah, that's that's all good and well, but that's not ADA accessible." And it wasn't even close. It's like five or 7% grade uh slopes, which 2%'s ADA acceptable. So,

024uh we had a really contentious meeting yesterday and went through some stuff. really it was a lot about um power and control and we're doing this and we're doing this and whatever. They got the stuff to them. They we have a plan to get what they were planning on pouring on sun on Friday. They were going to pour. They had another chunk to pour uh in between there and in between the two between the modular and the gym. There's still a couple strips there. They put in a new catch basin. They have to move that catch basin. So, I don't know that we're going to pour on Sunday or you know on Friday, but we're not that far behind and they got enough so we can do the next section and then they're still working

025on getting the final grading. So, throw in that curve ball made it clear we're not going with grass in front of there. We're going with the parking lot now because we couldn't fit the discus in there. So, it made no sense to make that grass. So, we're going to do parking. Um, so we're in that process of getting our parking lot uh put together, keeping that fire entry. So all of those things are still in play. We're hoping to get moving on it and and keep going progress. We met again. So we met yesterday, kind of kicked around the problems, kicked around all the egos in there, and then today we reat with some answers and um was a little bit better. Yes, there's going to be a little added cost to it just like

026everything has been just like it was really the it was really the fire system redone. The only difference is we didn't have the city and the fire marshall involved. It was all in house stuff. But we are making progress and I do feel like we made some got some answers there. Um and then on a side note, something new to you guys. I got approached about a couple weeks ago and I have a meeting set for tomorrow afternoon to OB to open youth baseball. Um, as as we've been I've been talking to Justin Harris quite a bit as as we're moving out of Washington and moving up here and what all that's going to look like, what they're going to be able to do this summer. He approached me about some adjustments to the field

027on the back side of the softball field. So, like right below the elementary school and I well I haven't talked to Ann about this yet. I need to meet with Justin and get some ins and outs of Essentially what the what they're looking for is they need dugouts over there for that to be a a legitimate minor skill. They can't play games without dugouts. Like, well, that's all good and well, we don't really want dugouts down there to for kids to hide in and blah blah blah. So, they have I think he's going to pitch something along the lines of just some open like cyclone fence type dugouts so they're safe for them to play with but still visual. So, I need to get some answers from him first and kind of get what their

028pitch is and then we will talk as an admin team about what that's going to look like. That's all at no expense to us. That's them doing it on our property. Just allowing us, we're just allowing it. We already allow them to use it to play within the summer. This would then make itable there increased usability. So, anyway, um I'm meeting with him tomorrow afternoon. I don't know. That's about all I know, but I dear mouth and see what he has to say. they've been a little partner with us up to this point. So that's what I got for facilities. >> Any questions for Jeff? >> All right. Well, let's keep you on then with superintendent report 8.5. >> I kept it short because of all the other stuff. So we um I did a

029zoom with pivot architecture who we worked with on that who designed the gym and whatever. did a zoom with him and Rachel and um some other people about the development of that CTE program there say that uh so essentially it's about if we're going to develop that that HSS money that comes in every year it's about 200 about 200 grand every year we have about 50ish of it year mark towards you know some personnel things and so forth so we have about 150 every year. That's what we essentially every year for the last, it's been at least six years, started when I was principal that we expanded the metal shop and wood shop, made those additions, built those buildings out there. Well, we put that money in there. Now, it's time to move to something

030else. So, we looked at um and we had already talked about kind of moving that direction in the culinary developing. So, some kind of a culinary project. So, revamping our um uh home room, for lack of a better term. And uh but now and we looked at that about two years ago and said well we got the seismics rule and so we just need a punt till we get the seismics which was fine because then we were able to use the money for the um outbuildings which was great. Now it's time to do that. So we are we had a meeting with them to because they developed they did a culinary they basically did the same thing for Mohawk about three years ago at Mohawk High School. So, we talked about and really they they

031what they're pitching is a design that has instead of more of a school type design with permanent cabinets and permanent stoves and permanent hoods and all that, more portable type things like um commercial kitchens are more directed towards. So, movable shelving, movable they have a stove that has a a portable hood on it, so it it vents itself. So, if you move it wherever, you don't have to have it attached to a vent. and so forth. So, we looked at that. Essentially, we're going to weave those HSS dollars, whatever we have left from this year plus next year and then maybe even the year afters of stocking that and getting it up to par. So, we're trying to figure out how to weave that in there. So, they're doing some design stuff for us to

032help develop that program. Um I and Ann sat through a webinar with I Ready, which is one of the four interim assessments that got passed by the um accountability act. Um we looked at that, feel pretty confident that that's the direction we're going to go. They just came out last week. They're in the rule making process of putting all this accountability stuff in play. schools that have to change assessments, which we do. ECCB has sort of been using Houston and they don't have that on their list. Um, now have a year that we could punt and wait. I don't believe we're going to do that. We're ready to go. We just need to make the jump and get trained on it and get you. So, we're going to do that. So, we're in that process.

033So, I ready is what we're going to go with. Um, I think I told you guys uh that I was presenting last Friday. I drove up to Salem to present at the bonds ballots and buildings workshop. I I partnered with John Stapleton. He's the one that asked me to do it from Pivot Architecture. Um they helped us do the bond stuff. And so we did a our 15minute presentation on what our process looked like. He he talked about the generic process of how to pass a bond in a small town. any use our processes of going out the first time and failing and what we did different second time and why we did it differently and how those things worked and kind of the how-to of it. Um really good a lot of good question

034and answers. I had to leave 15 minutes early because I had to get back from the game on Friday. So um uh but it went really well. So, we stopped and did a Q&A and I quite a few questions and then uh you've ever been to those things kind of like OSBA they have the WOBA app where everything's on there and you can do um feedback for everything and he I haven't seen it but he said the feedback was excellent lots of positives we had a good crowd there 50 people in so went really well um um bond oversight committees are meetings are going well that that committee that group has been really positive we are I'm asking I'm leaning into them to help us plan some kind of a ribbon cutting community night for

035the gym once we're done. We're really hoping to get the parking lot piece done. We need to do it before the school year is over. So hopefully we can get the that window to get the parking lot and get that stuff. All the exterior stuff will be done. I mean, the building will and the but and it'd be great if we could have the fence again and add it all. But we do believe that the new look is that the new parking lot's going to have the u at least two possibly three um handicap parking spaces right in front of the gym. So they'll be 10 ft away from front of the gym. So it'll be much better. We'll probably even try to stick one over at the front of the football field that they

036could park over there too possibly. Looks like we're going to get about an extra 30ish parking spots in there. So it'll be great. Big positive there. Uh next Tuesday night, our principles are running the um equity and district site council meeting. So the state requirement of doing that equity equity committee doing we do that with our site council. Um now they're not no longer reporting to you guys. They're reporting to me. So they're going to run that meeting and do all of that. Amy Rose from ESD is helping facilitate that just like she did last year. And then they're going to run that. Take their notes, get the community input. They'll bring it back to me. I'll give you guys I'll do a brief overview of it at your next meeting. Um and then the

037other thing I have is a town that I have at that. So that's it for the super. >> So on that >> questions >> the mohawk you mentioned. >> Yeah. Is that something you've had a chance to look at? >> I have not I've not been up there to look. I saw they had some pictures on there. They kind of went through some of the designs he's and then Brent, our superintendent for McKenzie built it. So he was uh he was in that meeting too. So we answered um he answered some questions about it too. So seems to be really good. I did call and talk to the Mohawk superintendent. He said it's been awesome. He said don't don't hold your breath on finding a culinary CTE teacher. I said yep. Okay. Um but uh

038um but other than that he said it's been great and sent the kids. So it's been positive. Any questions? You guys are off. >> Uh 8.6 the enrollment was holding strong. We're down one whole student from the January. Um >> lost a couple gain a couple that 73 which is >> big. >> Yeah. I'm surprised how >> Yeah. All good. >> Uh 8.7 our audit report copies for each of the board members there. >> I uh >> I hope you have >> I guess indication with preparing. So sorry Jeff you don't get to look at one. >> You're only superintendent. So, >> but I hear >> quickly go over the highlights of and I do apologize for the delay and normally from here a month or so earlier. I had my daughter with special needs

039broke her ankle in December required surgery. No, couldn't step on it for six weeks. So, it required my month of December a little bit more home to take care of her. He just now got into her shoe. this week. So, she's getting better, but uh so I do apologize for the delay. We did get um approval from the state to submit this, you know, a month later. So, it still got submitted on time. No negative against Oakland school or anything like that. So, everything's good there. So, overall, um audit went well. Um working with Corey and all that that goes great. We had obviously with the bonds and the seismic money, a few more extra little time spending going through all of those projects and making sure the dollars are getting charged to the right

040grants and making sure the bond money is going to the bond projects is what you know, last thing you guys want to do is spend bond money on a project that wasn't approved for. So, we're part of that is making sure you guys are doing what we told the community you were going to do. So overall, um, if you jump to page 10 of the audit report, that's the governmental funds and that's what we're budgeting on. The first pages of the statement of activities and position has all the fixed assets. It's more or profit. It's not what you budget on. So I don't spend a lot of time, but it's required for us to put those statements in there. So on page 10 on the general fund, you can see it ended the year, the

041ending fund balance ended up 2,168. and you budgeted 2,ion80,000 to start this fiscal year. So there's $88,000. So there's part of thatund something,000 that Jeff was talking about plus my extra $25,000 fee that we might throw on top of >> that you're donating back to. >> Yeah, that cash transaction. We'll charge them and we'll donate it back. So we're all good there. So um so that's looking good. your special revenue fund. That ending fund balance was at 2.12 and we're started at 2.3 and that has the seismic that's where that money is sitting in there versus in the capital project fund you'll see that's the bond money and we actually did spend about a million of that in that in the 24 25 year that wasn't really budgeted. It was more spent to be spent

042in 25 26 but projects got going a little bit sooner. So that's why if you look at your beginning budget, you were budgeting 5.2 million to start this year when there's only 3.2. It's because we spent some of that money soon earlier than what was budgeted for. So it's not any red flag if you're looking at actual budgets to be concerned about there. Um and then the one area that on B3 the governmental funds, this is a statement of revenue and expenses. Um, what I want to point out on the debt service fund, and I talked to Corey about this, is this is what's paying back the bonds is what was assessed at the county level did not cover the bond payments for the year. And we have to make sure that if we're looking

043at like next year, it's like $320,000. Well, there's always a 3% discount plus you get taxpayers that forget to pay the taxes on time. So, I was telling Corey, we should be assessing about $350,000 to pay a $320,000 bond payment because of the discounts and stuff. And at the end, when all the bonds finally come due, any surplus that is built up by the district, we'll use that in those last two years. And then we won't assess the taxpayers instead of assessing them 300,000. Well, we only need to assess them 120 because we have surplus. So the taxpayers aren't going to pay any more money on the bond. It's just that we want to make sure we're not going into the hole with the tax assessment and they the county just gets that number I

044think when you send that in the budget time >> the ED50 >> they Yeah. So that's the one thing to make sure that we're looking at that. Um, and so that's there because if you go I mean back in the bond payment schedule like this next year it's 326 then it jumps to 343 and goes up and up. So we just want to make sure we're not hitting a shortfall then all of a sudden the general fund has to go transfer some money over when it should be all paid by the district. Also this we did have to do a single audit this year. It should be the last single audit which is the federal money. If you the requirement was over 750,000 requires us to look at your federal money which the school program

045is the major program that we test and look at that this year was 772,000. So you're barely over it but it's going to jump to a million dollar threshold in this current year 2526. So unless the district gets extra federal money beyond the normal IDA, title one and all those, Oakland will stay a non-s single audit, which keeps your fee to me cheaper. Unfortunately, there is a lot more time and effort to do those last 10 pages of this audit to because the feds are very picky about how you're spending their federal dollars. state cares, but the Fed really cares, you know, so we have to do a little more for the feds to make sure we're there. But overall, district's probably going to stick around another year or two, I would say. You know,

046like I tell my employees, cash your checks today. May not be around next month, but you guys should be around for a few a little bit longer than that to worry about. So, um I know you just got these and if there's any questions as you guys look through these later, um get a hold of Corey or she can let me know. But there's nothing as a board that I would be concerned about at this point other than making sure your superintendent doesn't retire anytime in the next several years. >> Thank you. You're here. >> Make a motion not till I retire, right? You guys have any questions for John? >> All right. Well, thank you very much. Enjoy the rest of your night and we will see you next year. >> Yeah, this year

047but later. >> Um 8.8 the correct grant update. >> Dr. last month about the prep grant. We thought we'd had an answer at the last meeting and we did not. Although I said, "Hey, they're supposed to do it this week and I think I was saying they were a little behind. We'd hear early next week or say we didn't get it." We did not get it. Um that caused a three-day massive panic uh from my perspective and um had set a couple of hard meetings because we hadn't prep grant again. We applied for that because anytime you get a uh pass a bond or take the awesome dollars, those two things, you have to spend 1.5% of your project on renewable resource energies, whether it be um solar panels or batteries or wind turbines, whatever

048you choose to do. So we um the whole point of us hiring OTAAC was they had they subbed out with this other company that draw that writes up the prep grant. They were it was basically a given we were going to get it. So the prep grants for a million dollars. So we've done our planning around that. Well, we didn't get it. And so and I started asking the month beforehand, hey, what what so if we don't get this, where's our 1.5% coming from? And I got a lot of crickets and it just it was whatever. I'd asked the question, so I got the thoughts going. Well, then when we didn't get it, I rallied the troops and said, "All right, where are we at? Because we don't have one. We have budgeted 1.5% that

049we're planning on using for it." So, we did uh we kicked around a lot of ideas and one of the things that I threw out is, "Well, can't can we break it down to things that we've done in case we got the CREP grant?" And that's essentially Toby went back to our budget and he combed through everything that we've done in preparation for if we do get the solar pan if we did get the crepe grant and put a million dollars worth of solar panels on project to the gym. So we did some reinforcement for the roof. We did some extra electrical work. We did some whatever stuff. So he pulled all of that with planning with architecture and engineering planning and blah blah blah. We ended up at $135,000 worth of stuff and we

050only needed 1275. So we checked the because they they really started the meeting with well you know it's a rule that you're supposed to follow but there's no enforcement. You don't have to do it. If you don't do it they can't make you you're just going to you know put your name on a list that says you didn't do it. Well, I don't like my name on lists that yeah, okay, we can't get punished for that, but that's a list at OD that they can look at that list and punish us for 100 other things that we're probably not doing exactly as they want. So, we did it. We've already um after that meeting, they then group that wrote the CREP grant that failed is going to do two things. They already filled out the

051paperwork and submitted it, so we're checked off. We're on the good list and not the naughty list. And they also are going to they were setting a meeting with OD to go over their grant application and what was lacking in it and they're going to reapply next year. Again, no cost to us. If they get it, great. They get paid out of the grant out of that million dollars. They get a percentage of it. The project gets done. No cost to us. So they went ahead and redid that. Um and then uh so we're we're gold. So, it was like I said, two or three days of real panic and some contentious meetings. Seems to be a thing, but um anyways, uh all good. So, we're good there. We're checked off and uh have met

052the requirements of the um of the CAT. It's an acronym. We met the uh uh we met that thing and they are going to reapply for the prep grant in the spring. So, or next fall. There we are. There. um 8.9 forest land lawsuit update. >> So just to give you an update and you you you remember when Dave came and presented. He's not short- winded. So he's not short- winded when he types either. So I have four four five pages worth of emails. I considered reading them to you, but I'm not going to. I'm going to give the highlights. Essentially, there was a big win. Um they are very excited about it. He that's partly why it's so long because he's so excited. So basically um court of appeals handed a massive victory to

053our side foundational ruling uh regarding the lawsuit but the court reversed the trial court's dismissal. So the trial court dismissed it and they moved it to the appellet court. The appellet court upheld it and said no we do have a right. Essentially they said two thing three things. School children have standing explicitly rule students have a legally recognized interest in school funding. This defeats the state's argument that this is just a political difference. It's a matter of practical educational survival. So that was a big one. The state is not immune. Basically, it said the ruling clarified that while individual legislators have immunity, the state itself cannot hide from a declaratory judgment action challenging how it's funding schools. So again, basically saying the state's got to defend why they're not doing what they're supposed to be

054doing. And then lastly, the notice the notice the feds failed. The state's attempt to use the Oregon Tor claims act to block the constitutional claims is rejected. So basically he uses quite a few uh West Point and war type uh analogies, but basically the war of attrition shifting we're now we're going to court and the whole the state really wanted it out of the courts because you know if it got to the courts it could get dicey and it's headed that way. Uh, so they did hire their new Daniel Crows, their new uh, lawyer. I told you couple meetings ago that they lost their counsel, but now they have a new one. They hired them. And then they're planning on the strategy is the high ground. We have a broad constitutional mandate from the court

055of appeals that the state has a duty to the school children. They're using forensic accounting to prove the dollar amount breaches. Basically, they're saying um they serve the state with a pro a precision request for a production of documents. They're done accepting the state's glossy PDF summaries that hide the truth demanded that native format accounting data live spreadsheets that shows where the money from the forest is coming to and how they are then taking it and putting it into other that our claim that they're putting it into other social programs as opposed to schools. What does all that mean? Means we're going to court which is good. um and not just going to court to fight for the ability to get to court. It's an open court case now. And based on everything that he

056says, state doesn't have a very good uh um uh block to stand on. So, they could be in trouble. What does all this mean? I don't know. Um he did throw out that um we found the most success when the courtroom has students in it. So, he's making a plea for students to show up. So, I'm like, well, I I'm not super eager for that. I don't know what that looks like. So, in the end, we compromised and he's going to come into uh Mr. Ivy's US history and um government's over. They're in the personal finance now, but it's still a carryover. So, we're going to have him come in and present to all four essentially all of our juniors and seniors, give a little background, talk about the case, talk about how students can

057get involved, and give them the opportunity to get involved. there's a way that they can sign a petition. There's a way that they can look at some things and they invite them to if they want to come to court and watch the proceedings, they can. So, we agreed to that and that sounded good. So, >> he came in on Monday. >> Oh, it was Monday that he came. Okay. >> And I didn't get to sit in and listen, but I do know he came in. >> Yeah. >> So, anyway, threw that out there. So, I mean, it's it's moving along. Uh it did it does sound like um because they brought it up at uh brought it up in our um state suit meeting on Friday and it was it was mentioned about you know

058other districts asking hey do we need to get involved in this and essentially OSBA's recommendation was well let's just let's just hold hold right now and watch and let's just pay attention to it. So that's where it wraps. Just wanted to give you guys an update. I don't plan on giving you monthly updates, but because that was a pretty big um deal forum and they're getting into court. I just wanted to kind of get you guys up to speed and he came into talk to the students and kind of get them bar up to speed on it. We're not saying we don't I don't think we have plans to load a bus and take a field trip with students. Although there would be I've done I did that in my government classes once or twice

059and took them to that. there is some value in getting kids in a court in a courtroom and seeing a court case happen, but I don't know plans for that. So, >> impressive it's gotten this far. >> Yeah, you can tell me. >> Excellent. Um 8.10 the cafeteria audit. >> Uh I'm not going to read you, you know, lead you begrudgingly through those 17 pages that are in your packet. Uh but I am going to say this. There was five findings. Those five findings are they found that we were charging the wrong amount for our adult lunch prices. So we allow um staff to eat in the cafeteria if they choose. We just hadn't updated it. I think we were charging like a buck 85 and we were supposed to be charging like 320 exact

060numbers but that's about it. So we changed that. We changed that before they even showed up for the the one day thing. Um they found that we were the way that we were counting breakfast was inaccurate. We were just counting total because all of our kids um middle school 5 12 all go through they just walk through the cafeteria line and grab breakfast and we were counting and just clicking because we have to give them a count it's all free but we have to give them a count to the state of how many is we were just counting if 90 kids went through breakfast we clicked 190 times. Well we're supposed to be separating middle school versus high school and getting two different numbers. So we made that adjustment. So now our clicker has two

061clickers, one for middle school, one for high school. Um so we're doing that differently. Um we found out that we were not giving enough red and orange veggies. Um we needed bigger portions of those. So they made that adjustment as well. And then we had two paperwork things. We had a non-discrimination um paperwork uh non-discrimination uh statement about how we don't discriminate in not just employment but also with who we feed blah blah blah. We had the a version that was a year outdated. So we updated that put it on the website and then we also updated our complaint process to the same process new paperwork. So we've already done all those things. they walked through on the 27th. We already knew two. We already knew the two paperworks and the lunch price we'd already

062fixed before they got here. Um so they still had to find them as findings, but we'd already fixed them. The other two things we fix um the day after. We've submitted all of our paperwork. We got the final resolution. So we are now good for the next three to five years. They audit every three to five. So we're good. Worked out really well. Um, kudos to uh, Amber and Dalene who spent a lot of time working on it and lots of stress. Um, we did on on the downside, Debbie Maddox has been working in the kitchen forever and she was ready to retire, but she agreed to hold on until the audit was done. So, she we finished the audit. That was her last week. So, she's now retired and um I did see her

063at the game on Tuesday and ask her how she loved retiring life and she said it was boring and she just kitchen said, "Hey, you're always welcome to come back. We'll find a place for you." And so, I think she might be entertaining subbing for us. Uh we need that option. So, um so audit went really well. Anytime you walk away from an audit or the accreditation that the high school's got to go through next year, anytime you go through those school colonoscopies, it's very but we came out on top. So that's how it helps. >> Mark found. >> Oh yeah, it was just amazing measurements on the food. What the >> Yeah. And I think we all want to know what a coyote is. >> Uh that's the secret that only >> Well, that's

064the cheapest meat on the market. I was just curious about that. >> So, and I will lots of credit to them because on top of all that, we also went to the um what's the other acronym for the free lunch that we're on? >> CDP. CP. >> C. We went to C. That's great. So, we're giving free lunch to everybody, which is for the students at least. Obviously, not the adults. We have to charge them a little bit more. Uh, but um the CV is a ton of paperwork and it's a it's not fun and it cost us a little bit more. Um, but we're allowed for four years. We're in year two of it right now. So, for the next two more years, we're we're feeding everybody lunch for free, which is great. And

065I think it has increased our numbers some. Um, the cafeteria is a thankless job. They got to meet all as you saw as you read in there the protein requirements the the weight of our bread and orange veggies. I mean they they overkill it. You talk about not that it's not important what we're feeding our kids because it is but that's a lot of overkill that of government oversight to whatever >> you mean vegetable subgroup. >> Yes. >> So so but anyway in the end we're done. Uh we did we the transportation audit oddly enough happened a month before that and we still haven't got our paperwork back from that. Um so we're still waiting for our transportation which yes a feeding is important but driving them around is kind of important too but we're

066still waiting for that. So but the cafeteria it's in the books. We had five findings that have all been quickly were all quickly remedied all tiny things in the big scheme of things. So, in great shape. >> Cool. >> Um 8.11 26 27 calendar update. >> Just a quick all I have for you is I just emailed that out today. We got three options that I circulated for the for the staff to look at everybody Senate districtwide. So, 100 eyes on it. Um we take their input. It's our decision. Our district and admin team were the ones that make the final decision. um three marketkedly different options this year. Option one is essentially a mirror of this year's calendar. Option two is a hybrid of option three and option one. Option three is the one

067that the certified um put forth. So our teachers union asked to essentially remove three instruction days, those three Friday holiday the three Fridays of holiday weeks. So, President's Day, MLK Day, and Memorial Day. Those three weeks, we go to school on Friday with kids. And our attendance isn't great on those days. Usually in the 760s, 70s. We'll say 70s. Is that probably accurate? Sometimes 80s. Getting better. Buildings are trying to create something that make kids come, but some kids are just wired that they get Friday off and it doesn't matter that they get Monday off. They're not going on Friday. Some families are that way, too, but whatever. Um so the teacher wanted to take those three days and get them out of um contact days and make those no student days and instead add

068because those are rounding 8 hour work days. Take those 24 hours and put them into four six-hour inservice days. So we could have some inservice time to continue our PLC work, continue um some uh subject area groups and professional development growth essentially make them better prepared to teach. Did I summarize that pretty well? So that's their calendar. That's all good and well for the certified. It doesn't serve the classified as well because they just lose three days. And while their solution was we we would create PD and as a district we will create some PD but we won't get 24 hours of PD for our bus drivers for our custodians for our um uh IAS those things. We can get it's we can probably get 15 or 16 good good quality hours of good PV

069but it's going to be hard to do. So there's that option. That's option three. So option two, we created as an admin team that essentially is a hybrid. So we took one of those days out of instruction days and took eight eight hours of inservice and threw it on the first week of inservice back to school week. If they do go that route, which I don't know how they're going to vote and I don't know where we're going to land. If we do go that route, that'll actually fit in well with if we're bringing I Ready on board. We need some extra time to train our teachers. um um we can get the classified different groups in there and get them some PD about deescalating kids and and some different options for them. So those

070are the three options that are out there. I will bring you we will bring you and present you with an option for you guys to accept on at the March meeting. So just saying got it out there. Took a little longer than I wanted. Uh it's been a three and a half year process with certified to get there to get them on the same page with each other to put it forth. They we're trying to work with classified as well. So those are the options that are out there. They're going to get some input and then we'll make some decisions as a group. Uh 8.12 superintendent evaluation. So, prior to the meeting tonight, um the board held executive session to evaluate Jeff. Um we evaluated Jeff on the categories of leadership, planning, implementation, communication, control,

071and organization. Um I think I can speak to the board and say that we are very happy with Jeff's work. We're very appreciative of what he does for the district. Um, and just read you a couple comments that came from that evaluation. Uh, Jeff has strong leadership skills. He treats others equally and fairly regardless of their station in life. He's personable and tells it like it is. Jeff has and is managing multiple building projects districtwide as well as superintendent duties and manages to keep them all going. Um, I think Jeff's ability to manage all that is going on in the district, including multiple construction projects, is outstanding and another indicator of his strength as a leader. He represents the excellent district and lives and breathes Oakland. Um, very vested in the success of the district,

072respected and liked by the community. Mr. Clark devotes a lot of hours to the district. He has a good and effective manner of Republican school board. Mr. Clark is an ideal superintendent for the district. And finally, takes ownership of the job, takes pride in our school and employees, loves the kids. There are many more uh glowing statements here. Those are just a few choice ones that I choose to read. Jeff, like I say, we do appreciate you and u and everything that you do for our district. >> Thank you. >> I don't know if anyone else has anything that they care to say. >> Sums it up pretty good. >> Forward the next 15 years. here. Here >> we should maybe we should have kept the auto. >> Um 8.13. Um this was also part

073of executive session uh earlier prior to the meeting and it involves the Washington property update. Um, in a really quick uh turn of events, um, we the property's been for sale since August and we got a offer. Um, that was a group of couple people last last week and then met with them again this week and uh, so they went ahead and submitted an offer. We had the price listed or the property listed at 200,000 and had absolutely no movement. Our uh, realtor had called and recommended possibly dropping the price. uh their offer came in at $175,000 um so just a scoch below um asking price and uh um for what we have um with closing costs um all all tailed uh we can do that and we would walk away at 165,000 to the

074district. So, it's a good good solid offer and it's an offer that is based around a group that wants to buy it and keep it open for the community. So, they're not looking at development. They're looking at uh keeping the field available for um to keep T-ball fields down there to do some things with the city for possible uh um Saturday markets, dog parks, different activities down there. So, we're really looking at keeping it um in the uh open as a open field for their community. But good for us because it's no longer our responsibility to mow and to upkeep and manage all of those things. But it was small. Um they made the initial offer. I gave them a counter offer with some very small clarification of utility things and the percent on the

075buyer thing and they they were all good with it. So, authors have been sending us Um, finally, 8.14, the Cavic Grant for trusses. >> This is a really hard one and I I almost didn't put it on there because I I mean I can explain what I know, but it's there's just I'm just still swimming in a lot of gray area. So, I just at least wanted to get you up to speed because if I'm going to apply for the tap grant, I have to apply for it by Friday. It closes on Friday. Essentially after the North Medford gym collapsed last year, um, Voids of London, who's the reinsurer for PACE, who ensures all of our the dis school districts in Oregon, um, was buildings, basically said, "We're not there's there was I guess there

076was there was a North Metro collapse. There was another building collapse. I don't know where. And then that was maybe some other public entity buildings. Lloyds of London said Oregon is now it's happening too much and it's these old wooden trusses. They're old wooden bow string trusses and um glue lamb beams. They said we are no longer going to ensure anything any glue lamp beams or bow string wooden trusses that are over 50 years old unless they're inspected and um by an engineer. They did put some it's warping, twisting, um rotting or um there's one other word I can't remember what it is right now. Essentially just the wear and tear and age of wood. Um okay, that sounds simple enough. We just hire an engineer, come in here, look at our trusses, the engineer

077gives a stamp of approval, these are all good, everything's fine. But there's just no engineers that will do that. Clearly, there must be some engineers that are starting to do it in some form because the TAP grant is out there. Tap grants are um grants that we've we've used the TAP grant for our asbestous abatement testing. Um uh an evaluation districtwide and then did a little bit of abatement out of that. We did one for our long range facility planning that we had to do to apply for the Austin grants. Um Corey, there's one other doesn't matter. It's three or four years ago. So, we've done we've used these tap grants quite often. This one's for $25,000 and apply for it on Monday that or I have to apply for it by Friday if I

078get it. My question to Pace today at our meeting was, well, if I apply for this tap grant and I get it and then I bring in an engineer to look at all of our trusses and that engineer says, "No, these are not good. Here's what needs to be fixed." Am I are we as a district automatically on the hook to fix that? Because now, and to me, I I answered my own question. Of course we are because we can't continue to put kids in there and staff in there when if it says they're not safe. I had already went back and forth with Craig Zelelesi, who's our insurance agent, and I sent in pictures of that because really the only the only four trusses that I can find that really meet all of the

079specifications are the trust within the high school gym, the trusses in the OES cafeteria, the trusses in Lincoln, OMS current cafeteria, and the wood shop wood metal shop trusses. Um, I hadn't thought about the place yet, so I probably need to look at that. I don't know. >> Is that Are there what? >> And the one over. So, I got to look at that. I I didn't thought about that one. I guess I had thought about that one. So, I need to look at that. So, I So, maybe that one. And so, I've already sent pictures to Craig. He came back and said he sent my pictures to the insurance guy at Pace and he goes, "No, those count. They have to be inspected." Well, to me that's clearly they don't meet the definition. But

080that's what he said. So luckily Craig and the guy that he sent them to were on the Zoom today. So when I called out about it and said, "I don't think these fit." The guy says, "Well, yeah, they you're they would be excluded and they are covered." So Pike, well that's not what you said to me a month ago. And so he didn't send me confirmation. He reailed my pictures after that meeting was over to the guy. and a guy sent an email back that says, "No, those are excluded. Those are covered." I sent those to a wind. She's printing those off. We'll have those on a paper file that says in case we have a loss. The the bizarre part is, so let's say that our we'll say that LMS ones do fit, and

081I don't know if they do or not. We all have to crawl up there and look to even see if they meet the definition. But if they do and the gym collapses, they're then going to send in an investigator to go look at through the rubble and try and find these trusses to see if it was the tr failure of the trusses because of the twisting, nodding, working, whatever. If they can't prove that, they have to cover it. If they can prove it, they don't cover it, which would be a pretty big deal. Obviously, that's a 910 million thing. So, I still don't get a great answer from them. I my I think what I'm going to do is apply for the grant and get it. If we don't get it, if we don't use

082it, I still don't have to use it. And then I'm going to figure out if the Lincoln Trusses count and we'll get those inspected. We just did the seismic. They can't be that bad off. So, I feel pretty safe about that. Just doing the seismic alone doesn't check it off. But that's what I said. Why wouldn't they? left two. So, I'll look at those and then I will reexplore the play shed and look at that and then see if I can get an engineer in here to give a write up. The kicker to it is I got to have the engineers stamp it and then pay still has to accept his thing because I've heard couple of soups sitting around the table today said well we did all that we got it approved by the

083engineer and then pay said we're still not covering it based on a stamping of the engineer. So >> they're only accepting two two individuals two different >> people doing it right. Yes. Yeah. So it's it's it's a little sketch. It's a little sketch. >> So, you can see my confusion. >> Yeah, >> that's it. >> That's what it feels like. But, >> so that's where I'm at. I wasn't even going to pitch it to you guys, but then after my meeting today and I am going to get the tap grant, still do some exploration and see if we really have to >> to see if they qualify. Yes, because I I do we now are 100% I feel official. The gym, high school gym and the elementary, the cafeteria are good. Those trusses are um

084hybrid trusses. They do not they are not included in this. So now I just need to check Lincoln's ones. Check. And I think the shop ones are the same. I think they're open web trussing too. So I think they're the same as the high school and the other get eyes in there again and then I'll go because I could be wrong about those. So shop is a maybe cafeteria and then the covered play area. So those are the three areas. >> So then well the covered play area is the the play area between the the gym and the elementary is this big blue line. I don't know what's across. >> Well those don't span though. Those that have pulse in there have to span over 50 feet. So I think those would be covered in

085there. I'll look I'll look again. I I was thinking about the covered play area as in the building, not the roofed area, but I'll look at that tomorrow. Um there are posts in there so that >> yeah, there is >> what's that? >> It was there when I got here. So that's it's been 32 years, but I don't know. >> I don't know. >> Just remember 50 years. Not like 50 years was 1940. Okay. 50 years was like 75. That's 50 years. >> Yeah. >> Well, I'm saying we moved we moved up here 74. >> I I'll do anything 50 years or older. So, if they're 48 years old right now, in two years, then they become >> Yes. Yes. We would need to. So, what I would do is just get them if I

086can get them certified now saying that they're good to go. I'm we might have to reertify them. But my guess is if we had that they certification that had a time this is they're good for the next 10 years and they need to be reertified or something along those lines. So that the answer to that would be when I meet with the if get him in and we get the engineer here I can talk to him a little bit. It's info. So, I did pass it on to Allan said, "Hey, can you look through this and give me an answer on the trusses and I'll have a look." >> That's a good question. >> That's my list. >> See, that's why I have you guys' big brains here out with this. >> I mean, I

087know there's some kids there, but >> it doesn't matter. Yeah. >> Yeah. >> Well, and >> we can't afford to replace it. >> No. And we have people working in there. So, obviously, we don't want. >> All right. All right. >> That's what we got. Public comment regarding agenda items. >> All right. We are action items. Uh 10.1, our audit report. Care to make a motion on that one? >> Second. >> Any discussion? Hearing none. Let's vote. All those in favor signify by saying I. I. All opposed. One passes. 10.2. Superintendent evaluation. Just want to give you that seat. You care to make a motion. I'll make a motion except the superintendent. >> We have a motion in a second. Any discussion? Last chance to >> uh all those in favor signify by saying I.

088>> I. Any oppose? >> One more year. >> And 10.3 uh the offer on the Washington school peel. Make a motion to approve the offer. Washington. >> All right. Any discussion? >> I do like the fact that I know that will >> I I I agree with that 100%. To me, it's worth that. Yeah, we didn't get exactly what we were asking for, but I think we're walking away with a better thing and in the end it's going to buy us a little bit more good uh faith in the community that we're keeping it in there. So >> this never got what we're asking. >> Yeah. >> Anything else? >> All right. Uh all those uh in favor of accepting the offer signify by saying I. >> I. Any opposed? >> All right. Let's sell.

089>> I will sign that offer and um get it back to me tomorrow. All right. Uh upcoming meeting input. really have anything that meeting is the March or something that the March 11th. Hopefully things work out. Get a little un unprepared and scramble mode because hopefully the whole week before that we're seeing everything planned. So, but manage around that. So meeting on the 11th and there shouldn't I would say it should be a lowly a little bit of a LOL type meeting. There shouldn't be a huge agendil. Okay. Um, side note on I don't know if this falls under here, but I was really good about um starting to call all the budget committee members to make sure that we were all in play. Everybody was still in play and then I I got sidetracked

090and didn't get back. So, I got two of them that are good to go. The other three um I have not reached back out to. Um so, I do have somebody that put in an application that will take it when a when a spot opens. Um so, we have a backup as well. So, it was so weird. I just haven't I didn't close that loop and finish call because I'm unorganized. So, I didn't get it. >> All right. Uh, for the good of the order. What? Uh, announcements still. Go ahead. All right. Here again.
