001Thank you. was the first one. >> Nothing. Yeah. >> Yeah. Nobody did that for >> February. March 4th, >> unless drive off. >> Call to order this meeting of the Oakland School Board for Wednesday, January 14th, 2026, 7 p.m. Please join me for the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Our recognition of visitors. We have a few. All right, I think we got a few uh seniors carrying over for a last second uh meeting before the semester ends. Kind of the procrastinators, I think. >> And uh we got our board reporters and our regular. >> All right, awards recognition and correspondence. Uh well, as you see

002from dinner and the different things in front of you, it is board appreciation uh month and wanted to uh just uh kind of show you guys how much we appreciate all the hard work you guys do and a lot of it is um uh unheralded if you ask around the community. Some of people might not even know who you guys are, but you really are the backbone of what we got going here. Appreciate all that you do. and staff appreciate you guys as well as the students who might or might not know what's going on at least the ones that are required to be here J but that might be a stretch but uh we definitely really appreciate you guys' support and guidance and direction so thank you guys for all you do stuff that

003you have is uh created by students I'll let the principles talk about that a little bit but um but uh yeah very much thank you guys for all you do >> the elementary provided the meal but we also had individual cards from the fourth grade students and then our after school program made this beautiful thing. They are very aware. >> Um this was engineering but also um some of the classes helped as well. 3D printed the base. Uh they soldered it to all the electrical work and then believe they cut the plastic as well and then I know they put it in created a design for that as well. >> Yeah. >> And our our or our ceramics and wood shop created the coasters. Either of you make coasters. You watched you supported the effort.

004Well, thank you all for for a great dinner. Thank you for these wonderful gifts and it's an honor just being on the school board and serving the school district. >> He's also a good uh I mean kind of evolved into um what we have here and it's just neat to see so many things going on in the buildings and in the classrooms that you know are hands-on type things. these kids are getting skills in middle school to be able to build that. And the CNC machines at the high school have just have been a game changer in there for the metal and the wood shop. Um, adding the space on there so there's room for them to work and do that has been it's been awesome for the kids and the kids are just super

005stoked about it. Do a variety of things. The creativity now is really they're just starting to dive into to get into doing some very creative projects. So, pretty exciting stuff. And then uh the other uh recognition we have is uh it's a board a letter in your packet. Essentially we send a group of wrestlers down to uh the Shamrock Classic which is a normal for us. It's been on our schedule for probably 20 25 years down Riddle. It's a big crazy full day of wrestling in a facility that doesn't have room for that many wrestlers or people. And um the uh they have a their head kitchen person um is also their gate gate person, ticket person. And so she was there kind of running all of that. Well, then her they had a custodian

006for like the first four hours and they left and when they left it all fell off. Um, Karina, the gate person and we had our team down there and there was trouble in the boys bathroom, lots of messes in there and she was struggling to get those lines and people to get in there and so she couldn't get in to clean it. So, we got our bus driver Lauren over to take the team down and jumped on board and got his hands dirty toilets. He replaced paper towels, cleaned up some messes at Red Ner, just did a lot of great things. So, Karina emailed me, asked who our bus driver was, wanted to say thanks. Um, and then the acting superintendent >> was also in the mix. And so he wanted to write a letter

007of recognition and wanted to he wanted a copy for you guys to see, but also wanted a copy for the Riddle School Board to see that this is how employees should act when they're should. So wanted to make sure you guys got it in there just to show and I don't while this is awesome. I I don't think it's completely out of the norm. I think a lot I think all of us when we go out on the road try and make sure that people place a better place than when we got there and and lending again which is really what the spirit is. So great to see and it was it was nice to see that recognition. So I just wanted to pass that off to you guys. >> I assume that Lauren had

008seen it as well. >> Yes. Uh we sent him a copy of it. was when I responded to her email, I said I would find out because I thought it was Lauren, but I wasn't sure. It was the weekend that we were overment. So, I I checked and it was so then I responded again with the driver's name and then I included Lauren and Mike supervisor in those emails and so they were in that and then you know purchased a letter sent it to me but copy all those guys. So yeah, see Lauren was very >> very humbled and thank thankful for it and send a nice back to the group. So >> nice. >> Uh next up, adjustments to the agenda. >> Um I I have two kind of small ones. Uh the um

009uh we're going to leave 8.7 on there, the audit report, but um we'll leave it on there when we get to it. Cory will kind of talk through why they're not coming tonight. They'll be here in February instead. So the only adjustment was you can scratch 10.1 for your action items. We will not approve the audit tonight. That will be during the next meeting. So >> okay um public comment on non-aggenda items going. >> All right. uh consent agenda which includes the minutes of December 2025 as well as the HR report that is in the packets. I as I read you know this it's like I must have voted by proxy because I was here it says I was absent but I was actually here I was absent on November I believe only change I

010thought >> pretty impressive that you were absent yet still making >> I know I know amazing >> dedication that is our All right. Um, I would entertain a motion to approve the consent agenda. >> Motion to approve the second or the agenda. >> Second. >> All right. We have a motion and a second. Is there any discussion? Right. Hearing none. All those in favor signify by saying I. >> I. All those opposed say nay. All right, motion carries and we're on to the fiscal overview report. >> Uh, so yes, as Jeff stated, that the audit has been put off until coming to review the audit and show the audit to you guys until next month. Um, our auditors had some health struggles going on in their office over December and they've had to push a

011couple different audits out. Um, they already filed with the state to push forward saying this is what happened and that's why their audit will be late. Um, we already got approval for that. They have assured me they will be here next month. Um the only thing that really took a lot longer was because we are doing this huge dynamic bond, the Gazsby federal requirements for that took them more time than they expected. So they're waiting on to finish that and then they will be here. >> Um as for the fiscal report, the district remains in great financial standing in my opinion. You guys, despite the fact that there's all this talk about a financial citall, our projected fund balance remains very strong. We should be in great concern with standing and be able to remain

012stable despite the fact that everyone outside is the chicken little end. That's all I've heard the last couple things is chicken little. But other than that, we're in great great standing. The grants are going well. audit. Everyone at the auditor group said everything was going well. They just couldn't get their reports finalized. So, >> any questions for Tory? >> Anything on my check? >> I'm like, I didn't cut the check. How was that? >> She decided to handle >> any questions. Anybody else? >> All right. Thank you, Corey. On to reports and discussions. 8.1 student body reports. Who's up? >> All right. First, before I start, on behalf of OS's student leadership, art and wood students, I would like to thank you for all that you guys do. Oakwood schools really appreciate all of your

013support that you guys provide. Now, moving on to winter sports. Our basketball teams have been excelling within their games and practices. Yesterday, our varsity teams and JB boys traveled to the coast to dominate the sport break. While our JB teams traveled up north to defeat Crow, recapping over the winter break, we hosted a holiday tournament, welcoming multiple schools into the nutouse. Our boys won all their matches and got first within the tournament, while our varsity girls also placed first. However, our JB girls, who are still improving, placed second within the tournament. This Friday, our players are looking forward to take on the Bandoned Tigers in the NutHouse. OHS wrestling is off to a strong start this season. The boys finished third at the Riddle tournament over Christmas break with five wrestlers making the finals. Tiger

014Lily Whitebird and Emma Gordon both placed in the top six at a tough Southerntherland Girls tournament to round out competition over the holidays. At this point in the season, Cash Good 10 and three, Noah Elway seven and three engaged Junkovic seven and two have compiled the best records on the boys's squad, placing at several tournaments and winning some impressive dual knee matches for the team. Regularly, White leads the girls with a seven and three record to date and looks well positioned to make another run at the postseason. The wrestler the wrestlers represented well at Southerntherland last night and on Thursday head to Redmond, Oregon to compete in a dual team tournament at the Oregon Wrestling Classic. Moving on to our clubs FFA meetings have been successful. They are hosting a chapter crude contest tonight as

015well as the chapter speaking contest January 30th. These these will determine who's going to be the district who's going to the district contest for our chapter. Parliamentary procedure practices have begun with our members perfecting all sorts of motions and learning how to debate effectively. Now, as an NHS member, we have yet to have our meeting for the month. However, we are working to support the backpack program with our time and effort, which we had done last month by traveling to Roseberg to shop for groceries to support the program. Also, MHS raised money for chapter funds for the hot cocoa/hot cider bar the week before break. Studentship, we currently have a contest going on, which is our locker deco contest where students are decorating their lockers for a chance of a gift card prize. As the

016week goes on, we're getting more and more students involved before tomorrow, which is when the judging will take place. Also, before the break, we had our holiday spirit week, which had ended in a success. It was fun. Everyone got involved and in general, it was an excellent week. A large number of students participated and we are still working on getting our students involved at our home games. Now, lastly, moving on to our after school program. Last month was an art based project inspired by artists all around the world. This month we are offering CPR certifications as well as driver's permit tutoring to help our students get their learners permit. Also, we're continuing to offer homework help in the library as we will doing it we'll be doing this throughout the entire year. And I would

017say that this past month has been one of our most successful months with all of our dressup days and just activities to get our students involved. It increased our student involvement by a pretty big percentage just and I saw so many students and participating within our activities that we had for the month. So we're hoping that this success will keep rolling into the new year and thank you guys for listening and happy board member happy board appreciation month. >> Thank you. Okay, who's next? >> Hello, my name is Ron Gber and I am a treasurer in leadership. For this quarter, we are focusing on the use empathy part of our nuts acronym which stands for never give up. Use empathy, take responsibility, and show respect. We've been practicing kindness as a way of showing empathy.

018Each student has a kindness card that has 10 spots that it can be stamped. When a staff member catches a student being kind, they stamp the card. At the end of the quarter, students with completed cards will be able to turn them in for a prize at the leadership snack stack. Also, as a way of showing empathy, leadership has started a winter drive for those who don't have access to wear in the winter. Tell everyone to be nice and cozy in the winter and this how we'll do that. Thank you. And here is Shay. >> Hi, my name is Shay William. I'm the activity coordinator in leadership. Sports at Oakland Middle School have been going really well this year. Before winter break, our boys basketball teams won both AMD team tournaments. We have now started

019girls basketball and wrestling. This season, we have 26 kids on the wrestling team and quite a few girls out. Our girls basketball team is a little smaller with only 13 girls, but coach is excited to see what they can accomplish this season. The leadership team will now like to take this time to thank all the school board members for helping schools run smoothly and safely. We really appreciate you all. Thank you for having me. >> Thank you. >> And thank you all for coming. Certainly, you're welcome to stay for the meeting, but if you want to leave, this is probably a good time. Thanks again for coming. >> You're welcome. >> Nice job, guys. >> All right. Next up, 8.2 principal counselor reports have in your packets. I don't know if anyone has any questions,

020comments, anything to be added by our principal >> after school program is 67. >> It's been broken into parts and sections and it's working smoothly and it's nice. >> Yeah, it's >> nice to offer a long time. That's it. Any questions for anybody? Let them off the hook. All right. Uh 8.3 custodial maintenance report also in your packet. We have a chance to look at that. All going well there. >> Okay. And 8.4 the facility report. >> Um facilities have been we keep saying they're slowing down and I think they are a little bit. Um Christmas break was big for us because we were able to get in. We had some uh warranty work in the 56 hallway that we needed to get taken care of. Flooring people came in. Um they did replace uh

021all of the bad tiles. They're convinced that um the the people that came in and laid the floor um our subs. So the the guy that got the contract provided all the materials and hired the subs and he hired people that that first people that laid it that they were a bad group. They just didn't maybe have quite as good attention to detail. Seems like the consensus is it was a bad batch of glue. Um so we have piles tiles popping up throughout the floor especially on the edges and um because the glue didn't really set to the cement. and get some little air bubbles in there and as you walk walk on and it gets stuck traffic, they start to bubble up and then the tiles curl up. The middle hasn't been too bad

022of a tripping hazard, but it's been really bad around the edges. We are of the opinion they need to replace the whole floor. Um, but we we while we recommended that lightly, we're not in the position to do that yet. We let them. It's they're trying to fix it and they sent different installers in. They did fix it over break. Took them they spent about two days in there. pulled up all the bad tiles, replaced them, agreed 100% that it was bad glue, and they could tell when they pulled them up. So, they reglued all the ones that they pulled up around the edges and a couple in the middle and redid the uh um molding around the sides, but we're planning on going back to um Paul says, saying, "Hey, you're going to end

023up having to replace it." So, at this point, we've got two years out of the floor. The warranty doesn't kick in until we accept it, and we haven't accepted it yet, um because it's it's been having problems throughout. So, we feel like we're going to get two years out of it and probably get another D4. Um, so we think that it's gonna we think we're good enough to make it to summer and then we'll we'll make the decision at that point. If nothing else, then the warranty will kick in. So, we'll have a few months to to to monitor it. Um, also the fire system. Um, they got in the rest of that. Um, they were they showed up on Friday and uh we think we have that wrapped up. Everything's communicating and it's back

024online like it should be. So, we're good to go there. We feel like pretty much everything's done with phase two of the 56 hallway. Um we also had those were two new classrooms that had no windows because there were the old two old locker rooms. So we went ahead and um it was a really uh inexpensive fix. So we essentially did what we did to that or what is that door is we cut we bought two windows that essentially go into the doors and we cut cut a hole in the doors place those windows in there. So now at least those two rooms have some natural daylight. They have shades on them, but they can open their shades and sun. So that both teachers were extremely grateful when they got back. We did it over

025break, so when they got back, they could see it and they were very both very very happy with that. Um so phase two is basically in the books. Phase one still waiting on our hoop placement, which when they come in and do that, they'll get that fixed. So we're in good shape there. Um softball field bowls are set and poured. Uh they are up and ready to go. Um they um have been McKenzie the crew that's been here has been putting up all of the finished plywood in the in the new gym. As soon as that's done and it could finish it was supposed to finish today. Um then they're going to move over and they're going to um start framing the dugouts. All the materials sitting over there covered up ready to go. Um

026they got to pour the slabs and then um frame it. So that I gave them a February 14th hard deadline of that having to be done and they still feel like they'll have no problem hitting that. So in good shape there. Excavator was in started started on Monday. They had to dig the uh dig the um ditches for all the drainage. Gutter drains off the had some electrical and and water lines that we had to move with all that. So all that has been uh did not I did not follow back up to make sure that that was done. But um they he was in on Monday. I thought he was going to finish yesterday. So, uh um I think that that's in good shape there. Moving along there. Um I did get a hold

027of, uh Lori, uh from the city, Lori Price, um about why obviously this didn't happen over Christmas break like we thought. Um that she responded with the weather got to them, so they're going to essentially wait till March. And I said, "Well, that's going to be a problem with baseball, so we're going to really have to schedule around that." So, um, I sent an email had Jim Hart and, uh, um, Brian Gil, the guy that's doing the actual work were included in the email. So, I said, "We need to get give you a couple weeks before you get ready to start or before you have a date you're going to start and we'll get together and tell you when that's going to work and how we're going to work around spring break. We usually haven't

028seen the baseball schedule yet, but usually we they'll play home games over spring break. So, we should be able to hopefully get the bulk of it in. They feel like it's about a twoe project, so we should be able to get the done. And once they strip the road, you'll still be able to drive on it until they come back and pave it. So, really, the work's going to be on the hill. And that's what I'm hoping they can do over spring break when we don't have all the gates. Uh um build at Washington still haven't uh still haven't sold yet. Um uh no change there. Still just uh classroom seismic up at OS. Um we're in the planning phases of that. Uh we had a pretty indepth uh meeting uh discussion on that last

029uh Thursday at our meeting. Um we think that it's going to be most cost effective for us to which I know this is kind of hard to fathom but it it has pencled out. Uh originally we were going to replace the wall essentially if you come up high school hill and you look if you're walking up in the front of the high school the corner there of the brick so outside of that English room right there you got all full brick all the way to the ceiling and then there's that inlet that goes in you walk in the doors and then it's it pops back out and you come the front of the office and then got Rachel's office, Miss Walker Clark's office and then it pops back to the library that goes down that

030way. We were going to replace all of that. Take all that brick out because brick brick and seismic don't go together. We're going to take all that out. We're going to square that off. So, we'll incorporate that um out. That entryway will then become interior space. But going down the way, there's windows. They were going to um tear that out and they got to put shoring up about every 12ish feet. And the shoring's got to go from ground to from the footing up to the ceiling. We know when they get in there, there's going to be a ton of dry rot because we already seen already had to deal with some of the dry rot issues. So, it's going to be more cost-effective for us to pony wall that up and just replace the entire

031wall. So, we're going to take it completely out, rebuild a whole new wall along the front of that. So, the brick on the front will go away. It will be another kind of sighting of some sort yet to be determined. Um, so that'll be the whole front. So, the entire front will get replaced. On the back side, you have all those windows that are in there. Those also have to come out about every 12 to 15 feet um to shore up that one. We're going to be able to leave the brick along the bottom and they're going to go shoring from footing to the ceiling and we'll do some kind of matching sighting that will go in that like 4ft section. So, it'll be all windows with the brick and you'll have a stretch of

032brick, but the sighting will go from roof to from uh roof to ground. So, aesthetically, it'll look fine and it will be much more cost- effective. It also keeps us from having to put that pony wall on the inside, which would tear out all of those cabinets in the science room, tear out all of the cabinets in the um uh homec room, which sounds like a great plan, except there's it's just not in the budget to do all that. Um also full new roof, and then they're going to do that. we are going to do on the short um like on the shop side of the high school right along there that we are going to build the wall on the inside because those classrooms are our two biggest classrooms. We're going to lose about

0338 in of space along that base. So we'll we'll do that on the inside. So it's not going to hurt us to do that. And all that's over there is bookshelves. So it's uh so that's on on track. We left the last meeting with architects and engineers. We're going back to finish. They're supposed to give us some um final drawings, 90% final drawings, um by the end of next week. And at that point, um Toby from Mackenzie has been putting the prices together and he'll go final pricing and we'll kind of determine where we're at in the um budget. We think we're going to be right on um we're going to be very close to the budget, but we know that the bathrooms are going to put us over budget. So, we're already kind of

034planning on spending about 60 to we'll say 60 to 100 to be um safe. And so, what we're doing in the bathrooms is you think long haul, you got the boys bathroom and the girls bathroom. It's just small walk-in and they're pretty small bathroom. So on the library side, you got the library, you got what used to be the computer lab that's on the back side of that um accordion wall. So we're going to take that wall that's on the back side of that. So that's shared between the bathroom and the library. We're going to push that about 10 10 to 12 feet into the into the into that classroom computer lab and that will become bathroom. And then we'll go from that wall over maybe eight to 10 feet on the other side because

035they have to put shear walls in that go all the way across in the attic and across to shore it up for the seismic stuff. Meaning the seismic will pay for that wall of the bathroom. We'll also pay for the new wall that's going to go in to separate the computer lab out from the library. So our library is going to get marketkedly smaller. But part of the reason it's so big is because we've had that computer lab that has all um desktop computers in it and those are going to go away since we have Chromebooks throughout the entire school. We don't need that space. So we'll be able to incorporate that into a classroom and seisnic will pay for all of that. We will have to put the bill on the actual putting the

036bathroom together. So well worth the investment. We're using the same exact footprint that we have in the lobby. We're just going to put it there. And then on the other side where the girls bathroom is, we will take that out and make that into an office space most likely for some of our behavioral ESD people that come in and make that into office meeting space. So that's kind of what the plan is there. We're in the planning stage. The last the two big questions are where the budget's going to come in at. We still think we're going to be in good shape. And that includes I said all of that also includes an entire roof over the whole thing. Brand new roof and all new lights because all of the lights in there are the

037hang down lights and those are not seismically acceptable. So we're going to get brand new lights as well. Um so it's going to be a huge upgrade. Much more stuff than we had had initially anticipated with it. They kind of changed the design which was helpful and found some they got creative with their design to still let it check the seismic boxes but um be able to be a little more budget friendly. So it's in great shape there. The other big question we're waiting for is to me all of that is there's no way they can do that in one summer. Um there's McKenzie's half of Mckenzie's confident they can do it in the summer, the other half not so much. Um so we're going to talk through that. I've already have agreed to the

038opportunity presents itself. We can do um we can do uh swing shifts in the spring and they can get up in the attic and do some of their work. Um so they can work in the evenings during the springtime and get up and do much of their work in the attic, but it's it's kind of we'll see. So not to be that's yet to be determined. Um other than that, last piece of uh the facilities of course is the bond. Um gym making good progress. We were pretty locked into that um February 1stish deadline, but we ran into a two big hurdles. One was bad. Uh all of our sports equipment that we got from a nice good American company that provides all that stuff and gets all the basketball equipment because those are all

039roof um on their wall hanging roof supported basketball hoops. So, six of those plus the volleyball standards that go in. Um that company is providing all of that equipment plus they're also uh putting the bleachers. Uh they're setting up the bleachers. We have the bleachers in Eugene up at Mackenzie waiting to be put in. So the bleachers are here. Lockers are already on site in the locker room. They haven't been put in place yet. So they're putting the drop down curtain, the lockers, the bleachers, and all the basketball hoops and the um things in the floor. Uh those are were supposed to be here. had some communication issues where he basically ghosted McKenzie for about a month. And um so I called up the message and miraculously called the next day um to tell us

040that all of our equipment is on a boat coming from China to here and it will land in New York around February 2nd and then get offloaded onto a train and then get here. So we're not going to see it till midFebruary. So, our February 1 deadline is now pretty much March, early late February, early March, which is still fine in the in the big scheme of things. It's fine. We're still two months under two years from bond passage to completion, which is unheard of, but we will miss that middle school. We thought we'd get that second half of a middle school se. Um, we also ran into trouble with our floor, the cement. um they had to do a moisture test on it and we missed it by 1% um it just hadn't cured

041which doesn't make sense to me because it's been poured for eight months but um so we brought in a third party tester and had them test it um because it felt like a bit of a money grab for the people that are putting it in tested it and said you missed it by 1% so instead of your six mill um vapor barrier you have to use this other vapor barrier that costs $27,000 to put in place and we're like uh that doesn't seem Right. So we had our third party guy. Third party guy said you 80% of it passes but 20% of it doesn't. You'd still be okay with this product instead of that product but in the end the people that provided the floor and the people that are installing it, those are the

042two people that have to warranty it. And they won't warranty it without this other more expensive vapor barrier. So we don't really have a choice. We have to go with that because we need a warranty on it. So, uh, that was supposed to be two or three weeks out, but we actually got it today. So, they're going to start laying floor tomorrow. Um, which is huge. Um, we're clearing out the main space of that and, um, we're going to get it laid. Grant's once they lay all the, uh, once they lay all of the underllayment, they will then get the floor going, they're going to start over on the wall so they can and then the, uh, the hoop guy that's doing the bleachers is going to come down and put the bleachers in in

043place. And the stage um was also the big wild card. It got delivered from Canada. It's here. Um and this but but the installers are also from Canada. They did not come with the stage but they are going to be here tomorrow. So they will start installing that which will be huge. Having that installed will be huge because then when the because the stage is essentially just a shell that goes up against the wall. the flooring people that are laying the floor in the gym also were laying the floor on the stage. So now it will be done and they can do all the flooring at once. So in the end it's coming together the uh lower roof part. So the locker rooms and the bathrooms and um concession and all that should be done

044by the in done done by the end of the week early next week by done entryways almost done. Um waiting for those two windows that um or three windows that that failed their argon test to be delivered once they're delivered. So, we we're on a great pace. I'm I'm really done with my frustration and anger over missing our mark. I mean, Christmas was within reach. February 1st really still felt good and it would have been except for and to be fair, Mackenzie took some responsibility for not staying on top of this sub. I mean, our and our exterior sighting sub wasn't great either, and so that fell behind as well. Um, they're they're catching up. And then we started the um our we got our excavator um dirt guy back. Uh he started working this

045week. Should pour cement between the um modular and the gym will should be poured later this week, early next week depending on weather. And then he's going to go right into all the cement around front and then we will have to make that determination just because it's not going to fit where we thought it was. So, we probably are going to explore um paving that area instead of grass and making that parking lot. Um got to look at some costs. As of right now, there's still about $250,000 under budget. Probably a little bit more than that, but that's what I think after all last minute expenses that we don't know about. still think we're going to have about an extra 250 to add to the parking and and or to that's left that we're going

046to dump into the parking that will still allow us to have all of our interest which is around 215 now that we're giving back to the community like we promised. So still going to be in pretty good shape. So there's your facilities report. Any questions? >> Just a call back when they replaced the southern gym. Turned out that underneath the there was a piece of the biscuit that was ripped and the floor in the gym. They ended up cutting probably all together about a foot all the way around the gym outside. >> It expanded. >> Oh yeah. That was for years. >> Yeah. >> They'll buckle quickly. >> Oh yeah. >> And in the end, as frustrated as we were, we're like, it doesn't matter. It doesn't It stinks that it cost 27 grand, but

047we got to do it. I mean, we we need that warranty because the cost that comes with cutting a foot around there and then dealing with it is ridiculous >> because in that case went to court and the three people that sat on the review board were all contractors. So it didn't end up half contract or half the school's fault for that >> because because the school ripped it the screen when they had >> uh so in the end I guess there is one last piece we are in process of trying to um we're starting to create some um starting to draw plans and we're starting to talk to some um electrician plumber and a foundation guy because we are going to move forward I think with the bathroom on the other side of the

048uh um kind of finishing that project with the field. We're going to throw a bathroom on the other side of that track. Um so we we believe at this point we're moving forward with we think we're going to have a plumber and a a plumber and an electrician and a someone do the foundation for us, but I think our CTE classes are pretty much pretty much sight it. So we'll have huge savings out of that. So should be in good shape there. So that's in process. That's probably our last >> bigish project. The other one is the um in uh safety vegetable at L or MS that has not went away. We still have that on our list. We just are trying to get it in with with time. If we do a two-phase for

049the high school um size will be in trouble to get it in the summer. They trying are trying to do that all in one phase. We probably will kick that to the next summer's done right. It's a pretty easy and relatively inexpensive because of the design. It'll go straight across there as soon as you come in before you turn the corner, but still going to be a little bit invasive. So, want to make sure we get that done. So, that's kind of where we're at with facilities. >> All right. Moving right along. >> Super important. >> Uh, not a lot to report uh that's changed because with two weeks off between, you know, we had Christmas break, so not a lot of stuff happened over that, but um got back to school last Monday, had

050an inservice on Friday. staff's got uh we're working doing revisited their PLC work. Um they're working on that. Um doing some individual stuff and then we got two more meetings set for the year. So really working at looking at data and looking at what we need to do to get our curriculum aligned because all moving towards working on increasing our test scores there. Um Ann, our district test coordinator is working on doing all of our state uh testing certification. Um getting that done in all three buildings because we will start state testing here in the next um like month or so. Um we'll start all buildings kind of do it at different schedules, but that'll get going pretty soon. So getting all the certifications done there. Um talking with the unions a little bit. I

051think I mentioned this to you guys a couple months ago. Unions had came forward with a calendar proposal. They came forward to me about it two years ago and I said, "Okay, well, we need to meet. It's too late now. It's in the spring. We meet in the fall." Talk through the details. They had some suggestions for adjustments to the calendar. They they're fully aware that it is the calendar is 100% the district's choice. So, the union gets to do whatever we do with the calendar. The only requirements are we have to hit the days that are in the um requirements that are in there and in the state the hours that the state requires. We are within those parameters already. Um so we're talking about it. They finally got there. They still definitely pushed

052the pushed the limit. Um and I I given them because I could see that they were actually doing the work. So I gave them more time than I probably wanted to. But I got their final proposal. We're kicking it around as admin. Um I still the classified union is not 100% on board with it yet. I don't think so. I'm meeting I have a meeting scheduled with them next week. Um our plan will still be to look at it as an admin team. Um take their suggestions into account and then um our goal will be for me to put out probably three options um calendar options that we always go to the union. We ask them for their input. What do you what do you have a preference? So, we'll do something like that. It'll

053be similar to what they proposed, one that mirrors this year, and then maybe something in the middle. Um, and then once once we get that feedback, then we'll we'll make that determination. So, you guys, I think we usually do it at the February meeting, but it might not be till the part this year, which should So, we want to make sure we're doing it right and we're having good conversations over that. Um I had Monday I was up at uh Portland for that uh first uh OSA state championship committee meeting. Um it went well. Those are going to be long painful meetings as it's uh breaking out all the state championships for all individual activities and sports uh individual team sports and activities. And so there's going to be a lot to it. We have

054five more meetings scheduled. Almost all of them are on Monday. So it's going to be five more Mondays that I'm out as part of that. kind of like serving on the board and doing the other things I've done with OSA. It's I've been here long enough that I have a good voice um for the state for 2A for the state. So worthwhile. So again, thank you guys for letting me do that even though I personally when I was coming down here just said no. I um and then lastly, uh just a heads up on the accountability act. We've tal talked about it on and off for a while. That um was passed at the long session back um last spring. Uh House Bill 141, uh the accountabilities of schools, that's been huge. They continue to

055give us, you know, they did increase the amount of money they gave us. But with that money comes strings as always, and this time the string is accountability. Like many things the state does, they took on a big thing, a big huge bite that they're struggling to chew. And uh so they have went through um I'm not I won't break it all down for you because we're they just started the rule making process but some things have been determined and one of the things that's been determined and we were not happy about it but it's how it works. Um we have the five things that we do the longitudinal growth targets for for as part of integrated guidance those five markers for four and fiveyear graduation um eighth grade or ninth grade on track for

056graduation. Um attendance and um there's another reading score in there. Um so now they're adding three more of those to that. So we'll have to do longitudinal growth targets for those three. Lots of rules to be made. They haven't said if we set those goals for oursel and we don't meet them, you go to OD jail or it's a state standard you got to hit. Lots of we don't knows with that. But the other piece of it is they have to you have to do interim assessments which are assessments that we assess our kids at the beginning of the year. Give them a essentially an assessment that assesses where what they need to know for the year and then we have to do three interim assessments throughout the year to check their progress. Initially that

057was all going to be reported to the state. Now that's no longer the case where we have to assess do those interim assessments three times and report to the board which we will do starting next year. The problem is instead of them letting us do the assessments that because we're already doing that we already do that K through8 we already have we docpm and a couple of other um types of assessments that we do that so we can monitor our kids' growth and what we need to hit on what they're missing. uh they only adopted four inner um assessment models or four assessment um tools uh to use and they are not the ones that we use. So we will have to get rid of what we use. We'll have to adopt one of their

058four and really it's it's four but it's really three because one of them is the uh state um the OSAT state testing that we do the interim assessments for that which is great and that would be the perfect one to use. It would only make sense since we're also getting scored on how they do on their state test, but that only goes to third grade. So K and the interim assessments has to be K8. So if we do that one, we have to adopt something different for K12, which doesn't make any sense. So we'll be using one of the other three. So right now I just I just got that list. So I gave it to principles. We are we're looking through it and kind of assessing which of the three models we want to

059choose. We really got to get moving on that because we got to purchase it. We got to get our contracts in place and then we have to um get a figure out what rostering looks like, getting all of our students in there, figuring out what the talk between that and our SIS system is. And um and then we got to be ready to to assess our kids when they come back in the fall. So huge lift between now and the fall to get that in place. At our soup meeting today in Roseburg, Andy talked to Andy Bo, the superintendent in Elton sits on has sat on that accountability. Well, thank you OD, which has been nice to have a a local voice on that, but he said that their rules making there's a possibility they

060might punt down the road a little bit because the legislature said here, OD do this. OD does not have the capacity to do it. And so now they're starting to find a lot of the obstacles that are going up with it. So we're just managing along the way. We're going to do what we need to do as we need to do it. So, we are going to make moves on the interim assessment. So, we'll get something decided on that side of what we're going to go with. Start moving towards getting that in place. Once we get that on board, then we'll start figuring out how we're going to train our teachers on it and get them ready to go and then start testing our kids in the fall. So, uh that's what I got on

061that. Any questions? That's not exactly what we said at that rate close. >> All right, our enrollment report 8.6. >> Well, that enrollment report is continuing making me a liar. Um it is uh just not uh following what normally happens. You look at this point last year we lost almost 30 students. Uh this year we've lost 15 and half that. We're like the biggest we've ever been and we're holding strong. It seems like every time two kids leave, at least one or one more dude comes, you know. So, we're just we're not losing kids, which is a mixed bag, right? It's frustrating because we're full and we know that's why we got nine eight grade levels closed. >> But it also is why Corey is saying we are not Springfield. We are not cutting 35

062teachers that semester. We're not doing that. We are holding strong and and when that budget hit comes because the cliff that she mentioned is real. There is some there is some um frustrations with it. The the um the big beautiful bill will kick in now. So we we really don't know what that's going to do with our our tax Oregon taxes being tied to the feds um and with those reductions. So we don't know what that's going to do to the state school fund. General Kosa seems to say that they'll use the rainy day fund to to um cushion that which they should. So I think we're going to be fine. We as schools around Oregon will be fine this year. Maybe next year. I say it's a state prediction that we it will be

063the next bianium that things are going to get ugly. So I think we're going to be fine till then. Most schools and I think the Springfield thing is more of a negotiation reality. So but that's 23 million that I hear on radio. >> Yeah. So yeah. So we'll see. Um, and they've been working without a contract for the whole year and they their contract expired in June. So that's partly why and they're in mediation. So anyway, uh, enrollment is that's a lot of words, sorry, but enrollment's head and steady at hold down. So we're still still in we were we're bigger right now than we started last year before we lost 30 students. So holding strong. >> And what's attendance like the last couple of days? Their attendance is great. >> Ours has been pretty

064good. We lost them today midday. >> My child was returned home today, >> but we've been over 90% all week and high to mid 90s early on this week. So, we're holding a lot better than they >> are all times >> today. >> Yeah, we've been about 834%. It sure does. >> Uh, any questions on anyone else? >> Uh, 8.7 the audit report. We already heard about >> talked about it. So, you're there, checked it off. We'll have that next month and it will be here next month because it it's due. We got an extension. It's due to the state at the end of at the end of February. Plus, I have a our I innovated guidance quarter 2 report is due on February 15th and we have to have that's part of that have

065the audit presented and approved by you guys. So, it will be done next month. >> Okay. Uh 8.8. The CREP grant >> uh that's from a couple months ago. I I kind of put a um marker on it and left it back on for today. Uh the CREP grant would be that grant that um we when you build new construction in Oregon on public lands, you have to put 1% of your we got bond money and awesome money. You have put 1% of it towards green initiatives. Um one of the reasons we went with OTAAC was because um they had a great connection with this company that writes these CREP grants and does all this other stuff. the prep grants for just about a million dollars that is that they'll come in and we move

066solar panels and backup batteries something that's useful for us in in all levels. So um uh and it there was supposedly the window for them to determine it was the 4th January 4th through the 7th which was last week. Um, I got an email yesterday forwarded to me from the connection through OTAAC that said that essentially forwarded to me from the guy on the the CREP grant selection committee that said they they were behind and they should um make notifications later this week or early next week. So, we'll know whether or not we got it early late this week or early next week. So, and I do, as I understand it, there's quite a bit of uh um latitude with that, right? We we're going with solar panels and backup batteries, but I don't think

067we have to put those solar panels on the new gym. We could put them on the bleachers or we can put them somewhere else as long as they're accessible to that. So, I think we have some latitude there, but that's going to be something that hasn't been really high on my concern list. It'll it'll get there when it gets there. So, been waiting for the grant. So, we'll get some action going once we figure out if we got it or not. So, so that's where we're at with that. I was hoping that I'd have an answer for you, but I checked one email right before I came in here and I still have so later this week, early next week. >> So, that didn't have to be incorporated into the construction as it went along.

068>> Uh, well, that's our our um our um pass on it was we apply for the grant. If we don't get the grant, I don't have a clear answer of what that looks like. um we might end up having to pull 1% which is about $100,000 to what we're going to um what we're going to uh do something green with. And I would say our options to do green things with $100,000 is going to be a lot different than our options to do it with a million dollars. And we're not going over that. I say 100, it's really 90 probably is what I can get away with. It has to be 1%. It might even be 1.2 or something, but around $100,000. So, I might have to do we might have to get creative. We

069don't get the grant. So, hopefully we get the grant. We'll see. >> All right. Um 8.9 for land lawsuit update. >> Um I got this nice extensive email. I'm not going to waste your time with it too much. Just to say um gentleman that was here last meeting or two meetings. So the one that was here, he they at that point he said that their lawyers had resigned and so they got me lawyers. So he gave me and sent me a thing I had to sign it for the district essentially saying, "Yep, we're still on board with the new council. New council's in." He gave me his um their backgrounds. It's Mr. Daniel Crowe and Miss Laura Cooper are our uh legal team. I sent the documents back. Uh Mr. Crow is eager to speak

070briefly with with each of us with me. Much like a pharmacist consulting with the patient before a prescription is finalized, he wants to personally introduce himself and ensure that everyone's on the same page. Anyway, um the other piece to it, they did have a withdrawal. There was there was the three school districts powers us three for sure though might have been a fourth district and there was a couple of individuals. the individuals withdrew themselves because the individuals this this group was not picking up their tab and it were having to pay legal expenses. So they decided to withdraw themselves from the from it. So they changed it to uh the lawsuit caption now is Oregon advocates for school trust lands at all versus the state land board. So they just incorporated that that way now

071we I don't have to it doesn't specifically say Oakland use law and power. So I don't have to answer questions. Not that I received any media questions, but as it gets heated up, we could. Um, now it's just one thing. So everything will go through there. So I did the paperwork that I needed to and we're good. Still moving forward. Again, this is a yes, we're involved in it. Our name is on it, but it's really a handsoff. They're managing everything. No cost to us. Little bit of headache for me for conversations here and there with and then as you can see, he was not not short. They're not short conversations, but they're good. to listen to and chat with. >> I'm sure another one. >> I'm sure you guys did. There there will be

072a test at the next meeting. You guys want to do that? >> Uh 8.10 superintendent evaluation. >> Okay, speaking of test at the next meeting, um all right, so we it's that time uh time to evaluate your superintendent. So um Alin will uh at this point um I talked with Kent a little bit. he's going to talk with you guys some um if we want to change it because I know I've heard some grumbling a little bit. Um but generally it's a little bit of grumbling when it happens and then you do it and you go I don't really like the form very much and then we don't think about it again until next year when it's time to do the form again. So if you want to change it that's fine but it's too

073late now. So we got to do what what we're using now. So, and again, I don't care. I I I told Kent and I'll say you guys can use whatever tool you want to evaluate me. That's I'm I'm open to it. It doesn't matter. I'm not Doesn't matter. I want evaluation of what I'm doing well, what I need to get better at. The tool is okay. It's not great. I've shared it with a couple other districts. It's pretty similar to what they're doing. So, we're going to email Ellen will email that out to you tomorrow. I just I want to process with you. It's a couple maybe a two-page document. When you go through there, he gives you there's like five or six categories and in each category there's five or six subcategories. It gives

074you an option to go one through 10 and uh one being low and 10 being high and you go ahead and rate it, but there's also a not applicable or no opinion. Feel don't don't feel like you can't use that if you really don't know. And I think that's the problem with it. There's two or three things in there that you guys as a board might not really know. If if I'm doing that well or doing that poorly, you just might not know. So, you want to put no opinion, that's fine. Um Lynn's going to give you a date that she would like those back in her hands because she will then compile those and take all five of your guys' um scores, average them out, put them on one list, and then next at

075the next meeting at the um February meeting. We'll do an executive session that'll start at 6. You guys will be in here for the first half hour. You guys will go go over that as a collective group. This is where we landed looking at comments from all of you. She'll have that compiled. If you want to make any changes to it, she can make them right then. And then I usually come in at 6:30 and we go over it, talk about it, basically lay it out for me. This is what you're doing well. This is what you need to get better at. And then we go to the open meeting. At the open meeting, you also need to it'll be an information item that you guys will kids probably as the or chair will summarize

076and then you got to approve it at the um in an action item. So that's what our process looks like. I know you guys have all been through it. Mark went through that kind of fast, but it's pretty self-explanatory. We can get it. Um so check your emails tomorrow. She'll get it out to you. Um, do you have a date? Do you like what's your date you'd like back? >> The meeting is February 11th. >> Urban helps me on. >> Okay. All right. I'll work on that. Okay. Top shelf. >> Well, maybe middle shelf. >> I'm used to all. >> All right. So, if I go medium, I'm golden. Uh so yeah, if you guys uh get those back to her by February 1st. Um and then uh like I said, she'll compile them. So

077plan on that's the other piece. Plan on the February meeting starting at six for you guys. >> So you got to open your email. >> You need me to send you a follow-up text that says, "Hey, check your email." >> Okay. >> That's his That's his way of saying Brett's gonna remind you. >> Yeah. No. which service wear. >> All right, you guys any questions on that? >> Uh 8.11 ESD service plan. >> Okay. Uh it's a back part of your district or your back part of your um packet. It's the ESD service plan. So ESD has a little bit of different set of rules in schools even though they oversee or work with all of our schools. What you have there is essentially all of the it's part of their budgeting process and that's

078all of the services that they offer to all the schools in the county. Um all of those things are in there. They have to present that to their own board um and get that approved. Once they get it approved by their board, they have to send it out to all 13 county schools and then all of the county schools school boards also need to approve it. um before they ever sent it to their board. They gave it to us as superintendants, asked us for our input, the um survey on the back page was surveys from us, uh the superintendent that went through and did all of that. So, we we went through and rated their services, said what we thought was going well, what they needed at stop wasting money on those kind of things.

079Um so, all you guys, I mean, you look at it and I'll answer questions to the best I can. It's the ESD service plan, not our service plan, but I'm I'm familiar with it. And we use we use a a smorgish board of these services. Some we use a lot more. Some are very important to us. Some we don't use at all. Some we use like a courier that does inter in inter interd district mail from all over the other county. So if somebody in Riddle needs to send me something, they'll stick it in the the ESSE courier. Well, that was great 10 years ago when they had courier ran everywhere and they have three or four different couriers. And so if they sent something on Monday, I'd have it by Wednesday at the latest.

080Now they show up once a week. So if their day to deliver in Oakland is Wednesday, but their day in riddle is Thursday. It could be two weeks. It's painful. >> Lots of cuts along the way. They've had to tighten their belts as well. So anyway, this is their service plan. I'm happy to answer any questions you got on it. From our perspective, it's a formality. This is all the services they offer and these are not we do not take advantage of all these services. We pick and choose the things that we need. Some of them are flow through dollars that go directly to them and we just money that comes to us that flows right through us to ESD and we can have money backing services. So, we have that filled and then there's

081other purchase services that we do. So, kind of what that is, it's just a you got to do this every year. used to be a nice shiny booklet with the plastic front and a spine on it and clearly it's cool too but all good >> might not exactly >> yeah as far as value in that survey did these results closely mirror don't mirror your >> yes um the one that I would say is uh lower that would that should be hired is the school improvement services which it depends on how you look at that but they have they hired somebody her name's Rose that works there and she does direct work with the schools she helps us with our integrated guidance which is this massive lift for your first one that we did four years

082ago that's about the time they hired her and she's phenomenal so to me she's the most valuable person at ESD right now she works with our um she worked with an um and us closely when we did the literacy grants as well so all of the integrated guidance stuff is is there's a lot is a lot to manage. She was able to help us on the initial piece. She does our um our uh mid middle of the year um uh site council meeting. That's our Matt that checks our equity uh uh council box. She helps us with that for our evening evening meeting. She does she does a lot of of really good things for us. So to me, she's the most valuable. The sp the sped services we get from them are huge. They

083do our um OTP. They do our uh evaluation stuff. They do a lot of services there. And then our tech support that we get is also pretty big. So I'd say and our behavioral. So yes, the the biggest ones there are the the best. Um business services for us would have been higher back when we contracted them, but then we just stole our business manager and had her come work for us. So not as concerned about their business, which has its issues, but now is going really well for us. So I would say yes that that pretty much reflects what I think for the important pieces. >> All right. Any questions on that? >> So public comment regarding agenda items. It sounded like renovations when you were talking about like the like the new wall

084and everything >> at the high school. >> Yeah. Is that going to be like >> So that's a seismic that's part of our seismic grant. So be thinking about what we've done in the middle school the last three years. So we're doing the same thing at the high school. So that'll take place this summer. Might start in the spring a little bit if they uh are able to get up in the attic and do some work. So So what the high school looks like well it'll be like we did in the lobby, right? That was also a seismic on the gym. So now we're going to do that to this uh high school classroom. Yep. And then we also have we have we did I guess I forgot to mention that we did get our

085applications for the cafeteria and the elementary school have also been submitted. So we'll wait we probably won't hear those till April. So we're going to work through the cafeteria and then the elementary school and then the shop. So in four to five years, our entire district will be seismically rehab. Probably an influx of about $20 million worth of work that didn't cost us the headache that comes with doing it, but other times lost all of his hair. >> Yes. >> What is the poorest grade lawuit? >> Uh that is a lawsuit that um a group of school disc well a group of people put together. They they are challenging the way that the state of Oregon interprets the use of federal forest lands. Um they used to have to when they um how they manage

086those services because that schools are funded through property taxes and other things, but because those are federal lands, there's no property taxes to be collected on those. So there was offsets in there and then the state decided to stop doing that and just said, "No, we don't have to do that. here. So those districts that have lots of federal forest lands in there were getting less money. And so 20 years ago they did the quality education model that passed as an initiative on the ballot saying, "Hey, you have to fund schools at this level." But they continue to fund schools down here. So, they're essentially this group of people and they we we and two other school districts signed onto this lawsuit to help um support it saying that essentially calling the state out on

087how they're funding schools and how they're managing those federal forest lands. And so that's in the process. We're in about end of the first year of it. So, they're hoping to get to court by maybe November of December of this year, not later. So, just in that process. >> Good question. Yeah. Anything else? >> Got yourself lucky that the auditor uninterrupt. I'm assuming we're going to lose the prepar on the >> uh Yeah. Yes. Yes. Right now. I'm sorry. So, one action item 10.3 and that is the ESD service plan. Um, that just as presented. >> Yep. Just guys got to accept it as presented. If you choose to, >> I make a motion that we accept the uh >> yesd service. Yes. When as stated. >> Okay. Now, we have a motion and a

088second. Any discussion? Hearing none, let's vote. All those in favor say I. >> I. Any vote say nay. Hearing none. The motion passes. And that moves us along to the upcoming meeting input. >> Uh February 11th is the meeting. That's second Wednesday just like normal. And just remembering it's a six o'clock meeting.
