005a bit of feedback from them about McKenzie uh so first of all uh Mr roach says I have had the pleasure to know McKenzie for the last three years as both a student and an athlete she is an ex student McKenzie is smart kind patient engaged focused a wonderful friend to her peers and a joy to interact with in the hallways she always gives me a high five when I see her which always brightens my day McKenzie is not only a fantastic student but she is involved into an influential student leader the high school will be lucky to have her as a student leader and athlete she'll be missed at the middle school next year uh Mrs Wigan says McKenzie cares about others she's an excellent web leader who is often willing to run lessons
006and activities for the sixth grade students she is very inclusive with her peers and is always willing to share them and work with anyone she also cares about the health of our oceans and become can become quite passionate when prompting excuse me when promoting marine life and health McKenzie is also a positive student who will put a happy spin on things even when they are a challenge another teacher sorry I didn't write down who this one was hard to know where to start I've never had an eighth grader oh it's Mr morganti Excuse me I've never had an eighth grader who carried themselves like McKenzie one week after class began in the fall she had assumed the responsibility of managing her classmates on the film Project McKenzie's peers accepted her decision-making and determination without hesitation
007and they still do they clearly see her as a leader they can trust and follow and finally Mrs Grove writes McKenzie always had a smile and a positive attitude she works hard on her academics and is a great athlete I'm sure her mama has a lot to do with her wanting to be a great athlete given the fact that she's running across Costa Rica right now so Lindsay if you're watching I hope you get to see this um if not we'll make sure she watches it later uh McKenzie gets along well with her peers and her teachers and she's a joy to have as a student so congratulations McKenzie if you could please step up I pled aliance to the flag of the United States of America and to the Republic for which it stands

009to graduate um Sports basketball had their last round of League games on Monday I believe which will determine which teams made it to the playoff over the weekend four wrestlers qualified for State four of our male wrestlers Dane Moher got first Jacob man got first Leo Robertson got second and Derek van duuk got third so we're sending four boys this upcoming weekend girls wrestling will be at their state qualifying meet state is the following week on the 22nd and 23rd at the Portland Memorial Coliseum my sister Dan and I will be singing the national anthem on opening day so that's exciting and then by our next meeting spring Sports will be in full swing namely golf track and field softball and baseball um school events last week was National School counseling week and so we
010were we're just really grateful for all of our counselors and all that they do Mr or specifically has been a great help to all of the seniors as we move out of high school and we look to either attend college or pursue different careers he makes all those opportunities um available to us and known to us Kate Wagner coordinated sending flowers to our counselors and they were very appreciative The Freshman classed their valagam fundraiser this week students purchased roses and Rice Krispies for friends and they were delivered today during Pride on March 1st the sophomore class will be hosting the Spring Fling the theme is midnight Gardens and sophomore class president Kira Johnson is heading that effort some of Sarah man's elective elective students have the chance through her classes to participate in a CNA
011program at the school and at the hospital this this semester so we're really excited for their opportunities interacting Key Club have been working hand inand with the Florence area Garden Club to add another community service project to both of those clubs lists right now Mall L and I Club presidents are working together about the garden club's upcoming plant sale M and I got to attend a meeting today they were just really excited to get that student involvement I think M and I I think mall and I are now the youngest Florence Garden Club members so that's exciting um um project grad on January 27th project grad hosted a progressive dinner in the homes of different community members and now they're working on a Flower Basket sale and Mo's senior class fish fry it's an all

018understand it they feel our existing school is inadequate and poor quality and they want the choice to send their children to a better school I'm perplexed by this as from everything I've observed and heard our school system is quite good albeit struggling like all schools with too few resources for the needs of the children they serve my concern is that our small town can afford to support two schools and that the duplication of services and loss of economies of scale will lead to a great greater burden on our teachers and school administrators and a diminished quality of education for our children I asked to see an analysis of how the new charter school would financially impact the school district and Mr G has generously spent time to share that information with me but his ability
019to accurately answer my question is hampered by a lack of information from the charter school board specifically as I understand it they have not released enrollment projections and have not revealed the physical location of the charter school information vital to accurately assess the effect of the charter school he has has expressed to me that from the information he does have he believes the effect of the charter school will most likely not be cost neutral to the district school and will result in an increase in student teacher ratios I am concerned about this lack of transparency from the charter school applicants and even more concerned that the demand for a better school for a few will result in a diminished school for the rest I believe the board should demand full transparency from the charter school
020applicants so that an accurate analysis of the effect on the district school of opening a charter school can be produced and that analysis should be shared with the residents of Florence for people who want more choice in schools they have the option of moving to a larger urban area that offers that kind of choice just as it offers more choices in health care restaurants and entertainment but if you love it here as we do then perhaps we could spend our money and our energy to work together to make our existing school as good as it can be thank you for your time thank you thank you my see can't even police my own mic um uh Miss Miller ANUK Miller hi good evening sorry I wasn't planning on coming down it's Valentine's Day but I
021knew that I had to so I thank you for your time everyone here um dear members of the school board um as a concerned citizen I feel compelled to express my deep reservations regarding the proposed classical education charter school affiliated with Hillsdale Christian College while I understand the desire to provide diverse educational options within our district I urge caution in approving a charter aligned with a religious institution our district lawyer has advised against such an alignment citing potential legal ramifications of said affiliation the fact that the proposers have since responded with an injunction against our district lawyer raises huge red flags approving this Charter could leave our district vulnerable to legal action and must we must ensure that students rights are respected and academic standards upheld we simply cannot afford to take such risks with
022the well-being and futures of our children I believe that the importance of providing quality education that respects the diverse beliefs and backgrounds of all students while I support Innovation and education or choice in educ ation i m it must be done responsibly and within the boundaries of the law I urge the school board to prioritize the best interests of our students and Community by carefully considering the potential consequences of approving said Charter let us uphold our duty to provide a safe inclusive and legally sound educational environment for our students additionally I respectfully request that the school board Andor superintendent please contact the Oregon School Board assoc Association for guidance before proceeding with any decision regarding this proposed Charter you can contact Kristen miles at 503 4342 or k miles ata.org thank you my name is
023ANUK Miller thank you thank thank you okay and third uh Mr Michael Allen well good evening board members our student representative and staff my name is Michael Allen I have been a substitute teacher here in CA School District in all the grades I'm a parent and a grandparent but unfortunately none of my children are this close to us here in Oregon but I do have a clean interest in the school district I've been before you at least two times before regarding the charter school when listening to kmtr TV coverage of the sasaw Valley Charter School Battle as they called it last night I heard Eric snedden say the issue of the term affiliation is a Dead Issue I'm here tonight to say his assessment is dead wrong the term affiliating has several synonyms among them
024are bonding allying and associating the issue is that the SC law Valley Charter School is associated with Hillsdale College through their curriculum it bonds with the philosophy of Hillsdale and allies with Hillsdale by taking advice regarding the hiring of faculty why is this an issue it's because his Del college is highly political Ultra right-wing conservative religious college that supports Trump's lie that he has won the election and supports DeSantis the book Banning governor of Florida that is backed by moms for Liberty all this evidence appeared in the New York Times expose of how well Hillsdale president Larry Aaron has succeeded in embedding his college in the political turmoil quote we're in the world Conquest business he said in an online talk that Hillsdale posted in 2020 rest of the quote is and we have just

027our talented and gifted program and services um because of you we've shown a lot of growth within the last few years uh three years ago we moved to having a full-time tag coordinator and I've been in this position for two years and really excited for the progress that we're showing with the program and the future of our Tag Services um so part of what we offer is identifying and challenging and encouraging our intellectually gifted and academically talented students we do that in the classroom by providing differentiated curriculum and instruction of depth and complexity we meet the individual rate and level of learning of each student and typically at the elementary and middle school level the identified students have a personalized um individualized tag plan and then at the high school level those students typically are
028taking honors and AP courses and earning college credits it's also our responsibility to comply with the Oregon tag mandate for gifted education by providing services in the classroom during the school day yes I can try oh okay there we go um we do have a districtwide tag plan which was written last year and submitted to OD which will take us through 2025 this is a 35-page document which you can find on our updated saus tag website uh what you see on the left side of the screen up there is the first page and it kind of goes through what is found in our tag plan including policy um a detailed description of how we identify our students um our Tag Services and strategies that we use within the class classroom and um enrichment opportunities that
029we have for them and our tag goals so our two tag goals our plan for continuous Improvement include improving our Equitable tag identification and we have two new tools that we're using to meet that goal we have established local Norms which we are using for when we received the state benchmark scores and use those scores as part of our identification process so under the guidance of OD OD we're using local Norms we have also this week is the first week that we're implementing a universal screening tool at the third grade so I've had the privilege of going into the third grade classrooms this week and being the Proctor for a test called the cognitive abilities test which screens all students and that helps us with our identification process as well in hopes that we may
030catch some students that we may have missed previously with our referral system for an evaluation our second goal is to provide professional development for staff in the area of Tag Services and so I've been able to go into each of our three buildings in January and December this year on a Friday afternoon and do training with our staff in the area of gifted profiles and talking a little bit more in depth about what does giftedness look like and specifically in our schools with our students we've talked about traits of giftedness um what our what challenges gifted students experience and what they need from us as the adults in their lives our current tag data we currently have 97 students in our district identified as tag K through 12 which is 8% of our student population
031the goal really is between five and 10% so we're right where we should be we have two tag testing Windows throughout the year the first one happens in November and December and we qualif ified 15 students this year so we've been very busy and the second one will happen in the months of March and April and I did include the data up on the screen there for our individual schools one of the parts that I love about this role is getting to know the students that are identified as tag and their strengths and their interests and connecting them with enrichment opportunities outside of the classroom that we offer in our district these are all opportunities that our staff are providing for our students before school after school during the lunch hour and there are many
032to choose from lots of opportunities to for their kids to get involved and um connect with other like-minded peers so everything from Esports to Art clubs chess clubs or the Oregon Battle of the books uh service opportunities such as the kianus builders Club the Key Club interact Club we have band and choir at the elementary level D20 tabletop games Spanish clubs and noetic math contests so lots of opportunities to connect our students to keep them um in enriching activities to feature a couple of those that we're really excited about right now the Oregon Battle of the books is an opportunity for kids who love to read and are a little bit competitive have that competitive Spirit um we have teams at the elementary middle and high school level and um we will be hosting the
033Middle School Regional battle here in March and we have a team that U just qualified to compete at that battle so we will have twin be hosting 23 different schools bringing their teams here to sausa middle school they will battle it out with their reading comprehension of 16 books and we'll get it down to the two top teams that will go to the Statewide competition and on the left up there is the team that we will be sending for our middle school last year we had a high school team that actually Advanced to our state Oregon Battle of the books competition and they took sixth place in state and that's the photo of them up there other opportunities that are coming up for our students to get involved um Miss McKenzie our district librarian spoke
034with you last month about the Fullbright teachers for Global collaboration and our students being able to connect with students in Peru and so I have at least 10 students at the high school that are interested in joining in this opportunity we will also be sending a group of young authors students who love writing in um fourth grade through high school to the Oregon writing Festival this year in May which will be in Woodburn so they're students will be taking a piece of their polished writing to this festival and sharing it with students from around the state and be able to get feedback from published authors on their writing as well and we'll end with a huge celebration we offer the noetic learning math contest twice a year this is a national contest for third graders
035through eighth graders and I'm really happy to say we had 104 students participate in this National contest this year and um this is a really challenging contest it's 25 deeper level thinking problem solving math problems and they have 45 minutes to complete the test and we have several students that received National Honors so we have our third and fourth grade students photoed here and they were just so proud of themselves for um taking on this challenge here's our fifth and sixth grade students at the elementary level their teachers uh nominate them to participate and at the middle school level they volunteer themselves here's our seventh and eighth grade participants and we'll be doing this again in April and they all are excited to participate again each grade level has the top stud top scorer receive
036a special award the team winner award so here's our third fourth and fifth grade team winners and our six seventh and eighth grade team winners all receiving National Honors as well our tag team consists of Mrs UTS the special programs director myself and two Elementary School teachers Natalie Gibson is a second grade teacher and she is our K2 tag representative and then Alysa Cargill third grade teacher is our third through fifth grade tag representative and they are a huge help with the identification at the elementary level and again thank you for your continued support of the tag program and let me know if you have any questions fantastic thank you seeing all those that chose to go and take a math test that's fantastic I know I I'm always impressed myself that they're choosing to

075and said that the complete package with the letter of intent is the application again because the again because the problem is we approve approved an application that had been revised that has no third party Contra third party information and then the letter of intent came in afterwards and then we've been spending the last six months debating like how they're connected right and it and again the thirdparty con contract and the application should have came together but it was revised to meet the standards of 338 so now if it's rejected because it was in essence back to where we were with the first application is going to OD OD is going to look at it as one whole package the letter of intent and actually the first application which is more complete than the second they'll

097and they withheld it we could have solved this matter last May and this was withheld the board could not make an informed decision and now it's being reintroduced after the fact and this has been the problem so and instead of actually dealing with that issue we're debating about words about affiliation and not the fact that the application was submitted in properly with information withheld so again if they want to go and challenge the law the fastest way for them to do that is not to rely on this board but to take it to OD and make the appeal straight to them because you've never had the chance to look at it wholly because if you go back and amend their application to include the Hillsdale portion of the letter of intent that contract you will
098now have violated OS 338 and have approved an application that is affiliated with the third party that's that's where again this catch22 has been created for the board if you go back and include it now you will have now created this Affiliated link because the letter predates the application I met with the group first in February of 2022 their letter of intent is dated October of 2022 the first application was evaluated in May of 2023 it was then approved after technical assistance in October of 2023 then it's revealed in December of 2023 we have a tremendous timeline problem had it been just submitted at the beginning and then denied or approved then the decision falls on the district and that's our problem now because it was not submitted wholly and cleanly to begin with we're
099it's it's this issue that has been backdated never presented and all this idea again that it has been F this fully I again the word transparent keeps popping up uh again why was this not presented why did we find out last week that Hillsdale had representatives in the town that would have been key information to know in making a decision about this process and it was never given to you was never given to me it was never given to this community someone referred earlier I'm not sure which director it was to um the fact that we would be the first one I believe they said in Oregon um to accept something like this there are classical education charter schools in Oregon um the reason that there's not one in Oregon that's affiliated with Hillsdale or
100however you want to Define that word is because it's against the law I mean it's real clear that you can have a traditional or classical education Charter School in Oregon because we've met people that that have those in Oregon Tamara I'm I'm just wanting to know what the next step is since we're not denying the application that you you use different words for the thought I was having and thought I was having is we're still standing in the intersection so I'll be honest with you where we're going to go is into contract negotiations we're going to continue this Spin and it's gonna and again the process will die for lack of ass signed contract that is what is going to happen period because again there will be changes that need to that need to be
101made that will violate OS 338 I will not make them and or the Board needs to make a motion that is going to be illegal that forces changes to comply with 338 and that is prohibited in OS 325 you're going to have to again say that this affiliation is going to be part of it because the language is a standard preclusion in the contract well that that's the that's the contract that we would be requesting be be written up is one that is in full compliance with not just 338 but every other law that it would need to be in compliance with right not like we we would not be requesting mainly because we cannot because we like I mentioned earlier we cannot Define the law and so we cannot nor would we request a

106clean break and let them go straight to OD they want to move forward fast let's let them do it well the the flip side of that clean break coin the flip side of that is provide a legally appropriate contract so so so yes deny and they can go right to OD but the flip side of that coin is to stop talking past each other provide that contract that adheres to all of the aspects of OD specifically the one line describing affiliation um because the the the goals and intents of 338 are are to to allow and to to have public charter schools as part of the public school system in the state of Oregon now that doesn't necessarily mean that every single Community has one gets one needs one but that is the intents and

120the complaint basically has to do with um um the way the Fe the end of the February 1 meeting was handled to set up the the February 7th meeting um so I'm going to have us take a break for several minutes um so I can see people have number one read the complaint and what it is and then if you would look at the policy at the back that says what the requirements are and basically there's two options that we have right now which is we could deny the policy or deny the complaint if we do that then we are the ones that are in charge within 10 or 20 10 10 days 10 days we then have to answer you'll see a thing at the very back of the policy there's several different questions
121that need to be answered and I would suggest um if that's possible that if somebody does make a motion to um dismiss it that the person that makes the motion and makes the second are the ones to meet with myself and Andy to go over because there's a lot of questions that need to be answered so it's just a suggestion the other option um that we have is to direct Andy to our superintendent to um go outside the district 2 HR person and have them review um the complaint and review all of the tape and that kind of thing and then that person would bring a recommendation back to us or at least the this is what I found this is what's here and then we would um make a motion based on what that

131voices and demand reform um please yeah so so that's the request and really I I don't know exactly what that is requesting um you know whether we we write a letter he says that he had already reached out to uh Senator Dick Anderson um and representative Boomer Wright um you know State you know stating that that we are in favor of a sex offender register have you all read this we've had it numerous times yeah any any thoughts moving forward with this on how to support his request or or not to support his request seem like it's completely reasonable to support his request obviously you know it's uh you know Sex Offender Registration is obviously a huge issue and um coming from somebody who's a retired police detective with 90% of his um case load
132being child sex offenders would have to lean on his expertise and what uh what do what do we think that would look like individual emails as I'm a I'm a elected representative of a school board and we send it to the legislature or a collective email from the board I'm going to tell you that volume counts at the state senate even if you kind of parot each other other's letter individual letters are copy and paste baby yeah copy and paste on this function it'll get you more you send one Collective okay if you send one group letter it's just going to be one letter if you all send a similar letter again if you work up a template then you all kind of add a extra piece on your own and send seven letters seven

142were cutting down a tree she was saying okay we have time to do another tree so I'm listening to the students and they're going well i' kind of like to do it well I'd kind of like to do it well and they'd have this little discussion go oh well you why don't you do it this time and they were just so um good about working with each other and every time someone would get done with it they all clap and cheer for them I was just really impressed with the just the support and and just what they were learning and how they were learning it and how delighted they were in doing it and so I just wanted to pass that on it was very a very impressive thing to see thank you uh Katie
