i pledge allegiance to the fire of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for help future board meetings um we're not going to do the one on the 28th that's listed there but we will do july 12 and july 26th [Music] so we'll skip right to public recognition we have a recommendation to approve a 180 donation from hoosier chiropractic llc to purchase a tent for the cross country norfolk cross country we also have a recommendation to approve a 375 donation dollar donation from wabash county sheriff's department for their february beard money for southwood elementary to purchase new books for the library and finally and i'm excited about this one a recommendation to approve a donation of from eisenberger wolf revocable

living trust for msd at-risk elementary students that is list of deletions that's fantastic todd i wanted to approve it oh sorry motion in a second to approve the donations is read all the favor say aye next we have school recognition i'll turn it over to this key favorite yes um school's out we don't have typically the principals don't list anything right now and we don't have anything but i will go ahead and introduce tonya boone our director of the bridge program she's going to talk a little bit about that and while she's talking about that then she's going to go ahead and i'll flip through and get to the bridge handbook because if you recall when the other uh people were here doing the handbooks she was at regional uh as a coach there and

so she was unable to come and present so we decided to move it back to one board meeting so mrs boone you are on thank you very much thanks for having me i'm always excited to talk about our program so just a couple highlights and i hope you don't mind i'm going to read a lot of it and the whole reason is because i don't want to start rambling because i do get excited and passionate about it which means i am talking too much so first of all this school year we have served 568 students as of today we still have 20 students on our on our list to that we're working through enrollment and the onboarding process so we are going to continue that in june we are going to shut down enrollment for

a few weeks in july just to give my staff a little bit of a breather before we jump back in the end of july so we have great numbers actually that's their second highest we had that first year the pandemic we were up in we were we served over 570 students but we're within 10 of that this school year i will also note that this spring we actually had a waiting list we had to put students on hold because they were coming in to us so quickly that we actually had to tell them sorry enough to wait because we just didn't have ourselves overloaded and we shut down junior high enrollment completely in march because that program was full and our high school kids unless they were desperate unless they were seniors and desperate to

get graduated we put the others on hold so that's just that's pretty exciting for us as a lot of students that's a lot of mobility in the school year our graduates we also at this point have had our highest graduation i won't say graduation rate because our that still looks that still needs some improvement when you look from a state standpoint but as of today we've had 115 graduates we still have 20 to 25 that we are working to get done hopefully within the next two to three months the goal is definitely before our the end of september so they would finish in their cohort so that again is our largest graduating class at this point we did have our largest actual ceremony here recently and that thank you mr bowman for coming to that

and my superintendents that was a that's always a great time it's it's a time of celebration for our families and for our students and i just love it because it is about the students and through the things that we do and the opportunities we give them during the ceremony it is about the families and the students and i think they really appreciate that just a couple of things i'd like to highlight especially that i really can't say enough about my bridge team um this group of staff they are all in they are 100 in committed to the michigan vision of our program they are always going above and beyond and i know mr keith favor doesn't like those absolutes but they are they are always going above and beyond with their time and the efforts

that they give to not only excel at their individual roles in their jobs but to make sure that our kids are being our kids needs are being met they are also very much willing to help and jump in and lend a hand to egypt to each other our jobs can kind of get chaotic and a little overwhelming at times because of our numbers and it truly is a team effort where we're all just pitching in and getting the job done so i'm just i'm super proud of our team and just want to say thank you to them and make sure that they understand my gratitude i'd especially like to at this point as we're coming off of graduation and we're still trying to finish up graduates that whole graduation piece especially with brad pathways has

become monstrous in many ways our kids come to us with transcripts that look like swiss cheese just because of their background and the nature of their family situations and our guidance department call it department mrs lovato with lindsay lovato our guidance secretary josiana porn our academic advisor and mel boyer who works with the residential students has jumped in the last few months the three of them make up our guidance department and they they're they've just done a tremendous job over the last few months of helping pull together pathways making sure that we have everything that we need to get kids graduated with diplomas covering the whole waiver making sure that they either meet the waiver or that we can give them a pathway to give them that diploma and so i just really appreciate their

efforts and their work ethic and their heart for these kids the one thing i i joke with mrs lovato about is i call her the hug of our the hub of our wheel and without her we don't keep rolling forward so that guidance secretary position is pretty critical and she does an amazing job so i just really appreciate those three and wanted to highlight them specifically are there any questions about that before i jump into the handbook say anything we can do as a board are you telling you the staffing is it adequate or are we going to get burnt out a little bit from too much for fewer people there are times during the school year where it's extremely overwhelming it's just the superintendent before and it's just it's kind of difficult to pinpoint

because our numbers are continually fluctuating and so to be able to say we've got a hard and fast number of this so we need this many people is is difficult to do at times but that's something that they've been extremely supportive and working through with me and whenever i've come to them which i know you guys are supporting that too because when i've come to him and said we're overwhelmed i need more people they're like fine find what you need right now we have 11 msd staff outside of my 7 that are helping facilitate learning for students and we're supposed to try and keep their case lows between 15 and 20. most of them have been working between 20 and 25 throughout the school year some have gone up above that the nice thing is

i know what teachers can handle it and do it and continue to do a quality job and they've been willing to at this point that would be something in the future that if we need to look at staffing and versus you know stipend maybe versus more full-time positions or what we expected them for the stipend that we paid them that might be something in the future that would be worth discussing one thing with our stipend physicians and we've talked about this before is that we compare it to a coaching position and it very much is except that it's it's the full annual year it's not just the school it's the calendar year not just the school year so they're they're on they're constantly on um they do slack off a little bit in july but

they do still work to try and keep our kids engaged and stay connected with our students so that we don't lose them come august and the piece of that coaching most of us choose to coach because we love it and it's very rewarding for us this position is up doesn't always give you the reward that you get from coaching so even though it's very comparative with being a coach there's that piece of this is this is a tour it's a tour many times when we're chasing kids and trying to keep them engaged and keep after kids who come to us because they've been trying to avoid or they haven't been successful elsewhere that's why i hate to hear that some are good on the waiting list because you don't know if they're going to fall

for a crap and just check the whole education thing yes and what if you could grab a hold of them and connect with their personality in some some ways you might be able to keep them that's our goal just it's growing with it i know there was some concern with coben hitting and other virtual programs popping up that ours might that our credit recovery program might not be as utilized that it continues to grow and other school corporations are finding out about us just by word of mouth and so we're becoming their go-to alternative when they've got seniors and juniors in trouble and in danger of not graduating or looking at us i think arie do you we give kids from here that's a good question i meant to pull up the exact numbers we

serve kids across 44 counties in indiana our biggest populations are wabash huntington and johnson county this past semester johnson county south of indy so john's in hancock we have a large group down there because probation departments and the schools the probation departments work very closely with the schools down there center grove greenfield greenwood those bigger schools and the probation department departments work very closely with the administrators down there and they've been recommending us so we're they're good to and the we've become a go-to for four-way schools as well and so that population where we used to get a handful we're in the 20 to 30 range of fort wayne students coming to us where those schools are starting to utilize us i wish we didn't have the statute any other questions as far as the

handbook there's just this will go really quickly on page five i updated the tiered system of support it's it's just revised and moved i moved it up higher up in the handbook under accountability to try and bring more emphasis and attention to it with our parents and our students because that is a piece that is becoming vital with our program and trying to improve our dropout rates and get kids graduated so we're just trying to place more emphasis on that also on page seven i addressed the tiered system of support once again by just listing an important note to parents i revised that and provided direct information about what they are to expect from us if a student if their child gets referred to our tiered system because of lack of engagement truancy concerns lack

of progress so just emphasize the importance that if kids get referred to that they're expected to participate and engage with our staff in weekly meetings and also we need that parent support and we need the parent involved in that process as well on page nine i simply updated our assessments to match the 22 23 testing windows and i also added indiana code 2033.2 in an effort to emphasize to parents and students the importance of students participation and then that they show up for sat testing which we had a really good turnout this year which was very nice and encouraging page 10 i just whereas before i had all the staff listed out just to introduce our staff to the parents so that they could at least see a name i took out a lot of

those names because we've had so much addition and with our numbers we never know who's going to be on staff and who's not so i just made a more generic more general terms in that our seven full-time staff and then our and then just listed that we've got highly qualified licensed staff to facilitate the student learning and finally on page 12 i updated the diploma requirements to include grad pathways just to help push that information out to parents one thing that we found out that with a lot of our students they they've either not been explained brad pathways or they didn't hear it or didn't understand it so just put it in black and white to help us as we talk through those things with parents to help them have something in writing those were

the main revisions for this year and again of course this is just the first reading so if you have any questions between now and the next one let me know and i can forward those to mrs moon and i do want to say that she did there there are some other things that have come up uh recently that we may have to bring this back to you during the year if we can wait we'll wait but if we can't we may bring it back to you just to make more revisions uh during the year we don't necessarily like to do that but if that's something we need to do we can do and it would be the same process as a first and second question okay public comment agenda items only okay approval of the

minutes from our last two meetings and we actually did not do a couple of minutes from the last game so may 24th and may 31st means okay so pretty close sorry i'm a motion and second to approve the minutes from our last two board meetings i'll ever say aye financials claims the great that's our math curriculum for k through 5. so he made a purchase for materials that's right uh consumable textbooks for every student in digital access and we were able to use special hours to kind of help supplement the schools let's see we have a membership for grow walmart's journaling that's well done continuation hopefully they'll be on board with all foreign all right hey well uh nothing different payroll um like i said you're going to see a little bit higher payroll just

because we are finishing up the end of the year stipends and then obviously we're going into summer school so having summer school pay out of that as well which is okay that's not out of ordinary so it's okay financial summary so give you the end of the month balances there uh for you to take a look at nothing out of the ordinary i mean the big drop in the education fund is just the that white's rent rental payment that we paid annually but if you look at the education fund that was already factored into the cash flow for that so there's no change in impact on that i did go ahead and give you the cash flows since this board meeting was a little bit later in the month i was able to go ahead

and get those completed so that you could take a look at them i should have within the next week or so a better idea of what our estimated revenue will be for our basic grant for uh july through december and again that is based off the estimation that we've given to the state as far as avm is concerned and then that all gets reconciled when you have your actual atm account in september that's not factored in right now like i said i should have that information hopefully in a week or so uh from the department of ed is the state chris their firm on their numbers as far as what they're bringing against the adm numbers the contribution yeah we should we'll have another increase in contribution uh based off of the last biennium when

they um gave us the increase it was a two-year increase so this will be the second year of that dollar amount increase for a year and then operations cash flow with that as well when we hit july we'll start seeing some of those changes in expenses due to factoring in those races that you approved in the industry i always like to compare the year-to-year number and see how it's tracking versus the prior year so i don't really have anything to talk more about this i may talk a little bit more about operations fund in our next quarter in our july time that we're doing our budget stuff for 2023 so recommendations under resignation with josh moore athletic director of norfolk high school effective at the end of june varsity volleyball coach at northville high school

effective immediately under employment chloe kendall sixth grade teacher at sophomore high school abby watkins kindergarten teacher metro north elementary clay herring summer custodian metro north elementary amy wilson special ed teacher at southwood high school nicole died paraprofessional southwest elementary landing paraprofessional southwest elementary jennifer jackson paraprofessional software elementary eden craig hunger mountain manager at southwest high school that's the coaching position transfer sarah gaylord transferring from a paraprofessional preschool teacher for the little knights of southwest elementary and meredith kelly transferring from ryan's room paraprofessional to primary grade special ed professional paraprofessional beginning and trisha ekman transferring from special ed paraprofessional to preschool paraprofessional also effective next year there's a couple comments here and we do have chloe kendall here sixth grade teacher southwood high school starting august 8th so congratulations well i can say that that started

can't wait i'm a nobody now let's go i did that last time when we i talked to you earlier what did you do and i'll talk some more after this go ahead go first i moved to pretty big church oh second time mostly second to approve personal recommendations don't want paper say just graduated just a month ago or two months ago and uh becoming a sixth grade teacher and coming back to her alma mater so that's that's great i'm sure you're excited about that and just to mention uh amy wilson especially at southwood is taking place then of uh retired bat negan and so just want to point those out i guess and abby watkins will be the new um new position for kindergarten that we have at metro north elementary and she just got

married this past saturday um to jacob walker jacobs she was sharp she was here yeah she was here that night right but she was not jacob watkins at the time kindergarten teacher because if jacob gets mid 6th grade then if they haven't learned everything they need to know by then he's going to blame her although from kindergarten to 6th grade there's a pretty big job so again congratulations so that's personnel just in time mr driscoll under reports we have partnered first on our report of course uh i had this news the last time that heartland has completely backed out on the project because without us being able to use the building during the day at all period uh we've completely backed out and they will have to find a new location for that little building

and i think they'll have to reapply for their grant because part of that grant was to have an apartment with our ground but since that is not part of it we're gonna have to reapply so did any of the donated money collected yet that's the other sticking point that will come we want to write a letter to all the donors and say that you know this is you know they still donated to the project you know for adult education but we want them aware that partners not going to get any benefit for that but we're going to get quite a bit of pushback from people community foundations that we're having a meeting tomorrow that will come to a head all right superintendents report well the report i have today is just to let everyone know

and i think if you're on any social media or anything like that um that the referendum webpage is now a living reading document that you can go and there's a lot of information on there so we just ask that um those people that are interested in that just to make sure that they go through that read the faqs read you know all the different things that are on there you can use the tax calculator it's very important that you use uh the correct figure that's all on there there's a nice video that laura created to help explain that so the big thing is to make sure they use the taxable assessment not the gross assessment when they do the tax calculator there's also a place on there where you can actually ask questions and if

you ask questions it's a google drive document that will be sent to us and then we can reply back uh using that form so a lot of information there will still be like we said it's a living breathing document so there will probably be other things that when we add on to that but for now there's a lot of information if you read everything that will give you a very good scope of everything that's going on to start as a beginning and realizing that november 8th is still five months away a little less than five months away so there's a lot of there's a lot of time to absorb all that information msdwc.org backslash referendum or it actually will be on the very first home page uh top right hand corner will say referendum click

that we'll find all the different information and there's several different links on the left-hand side that go to the different things that we talked about about the faqs and different things like that there's another part that says misconceptions um there have been some things that have been um on facebook social media that aren't correct so whenever we see some of those we'll put that on there so we can explain what the truth is what the factual information is so that's all that's and instruction report mr drake yeah we're wrapping up another round of i read here in a week or two for our kids that are in summer school so we're excited to give them a second shot at it and since i have mrs moon here i you heard all the counties that they

work with and you know her talk about the sats and how well how many they got to do that like she reached out to all kinds of different facilities across the state communities like scheduling is so hard and her team did a really great job to keep us compliant with all of the testing s-a-t i learned the e-l students that she has tested so um just a shout out to me and your team they do a great job with that and you don't really appreciate it until mr harper's question of now what counties do we serve 40 some counties and where do they have to go and all of those kids have to be tested and they are given that opportunity so nice job we have the second reading and vote of the 2022-2023 elementary

and so i did not receive any questions about uh the elementary handbook but if there are any more this is more is here so um but i do recommend that you approve the elementary handbook for next year i'm going to accept that elementary motion and second to approve the country handbook for next school year all in favor say all right second reading and vote of the high school handbook for next year mr lacey called me about maybe two hours ago now that he was planning on coming bringing his daughter he went to a harvey's after the meeting but he had some problems with his own air conditioning that kind of that was okay but then he had a problem with the battery and he was sitting getting a battery and he wasn't gonna make it

so he won't be here to answer any questions well i said you've been looking on facebook live but i don't know but he could call or something but i do recommend there were no other questions from me or or for him for the high school handbook junior senior high school handbook so i will recommend that you approve that second i'll show you the second to approve the high school handbook here on february next we have the elementary and secondary school emergency room fund assert six-month requirement to review and and have a recommendation to approve no changes to the current re-entry plan and supplement which basically we were pre-coveted and nothing has really changed what we did six months ago this is a requirement that we have board meeting notes uh that we have discussed this

or at least have just approved it so i'm asking that you just approved the same plan that we've done the last six months and actually six months prior to that awesome so question a second to approve the yes or requirement to review this every six months and that we approve that right that re-entry plan all in favor say hi all right okay recommendation to approve the teacher evaluation and development plan each year the school board needs to review this or approve this there's only two changes number one the date change and number two on teacher effectiveness rubric on scoring on core professionalism uh basically the only change and it's highlighted here but i will scroll to that though just a little bit with the three domain or with the domains on the teacher rubric they

get a score and then for core professionalism you cannot gain points you can only lose points on them and so there are i believe four different sections of that three or four sections on that but for next year instead of a one-point automatic reduction evaluators will have the opportunity to do a quarter of a deduction in quarter increments so in other words if it's something that is for example i'll just use attendance attendance is one of those if it's attendance issue that maybe um an evaluator gave a warning or a written warning to someone that needs to improve and it happens again instead of taking a whole point away because it's only it's on a four-point scale that's a lot um it can be an incremental recorder and so this just gives a little more

ability to be able to talk about those things and not be so critical for a one-point deduction i said exactly right that's that's what it is we have traditionally i do not remember a time that we have actually done a one-point deduction because there's other ways of taking care of some of those things but this does allow for the ability to do the quarter increment deductions this has been discussed with the administrative team also the teachers association and everybody's agreement so i just asked would you approve that i'm going to approve the teacher evaluation development plan so we were emotionally second to approve the teacher evaluation and development plan all in favor next is a recommendation to approve an extended out-of-state field trip for norfolk key club and national honor society to cedar point sandusky

ohio ohio the date will be determined yet would be late july late june or july so second motion in a second to approve the out-of-state field trip for norfolk key club and the national honor society trying to say hi the recommendation to approve an overnight extended out-of-state field trip for solomon junior high music department for their students to go to chicago illinois education and performance [Music] music department to go to [Music] chicago that is new business we have no unfinished business it's very important there's no board policy any any items from board members i would like to just say um there has been some concern expressed to me about this petition thing that needs 500 votes i do want to just remind you watching on facebook that you are not indicating a yes or no

vote by signing that petition you are merely stating that you would like to see that question on the ballot so if you don't plan to vote yes you plan to vote yes either way please sign the petition so we can get it so that's all i have to say about that and the other items have one question mike you said that you met with the sros yes what what uh [Music] different plans different things we're looking at some things when we when we meet actually um in our board for our administrative retreat in early august we'll talk about some of those different ideas some of them are very simple ideas but i know when the first thing one that sro said was you know make sure we keep our outside doors locked not propped open

because there's a lot of other things that we do but there's a lot of other things that we do so we're looking at different i is nothing that's necessarily huge but i will say when we talk about this new project building a new school how that could actually improve some of the safety because of how it's being built and also when we repurpose uh you know southwood and northfield that's also the plan to make things to be safer that way too so that would be part of the project that would be part of the plans of the project when we built those buildings i just had i i talked to jay over there but you know just some of the thoughts of making sure that you know fish talked about outside doors being taught those

are the things that people need to understand that's why we keep them locked and that staff needs to understand that because i know there's been circumstances that i ran into that doors [Music] you know why those i mean i think i don't think we can under train and pound them in their heads while we're doing that yeah we go through a safety training and then the principals sign off on that as far as some of that type of information that shared with that you could [Music] those are little things that can cause an intruder you know you know just like i told jay we have a door at northfield if you yank on it it'll come right open gotta get picked you know so it's one of those those are the things that you've got

to be able to you know secure the knowledge i haven't been thinking about this today and if we're able to go to three buildings and be able to hire one more sro position we'd be able to have three full-time in a building a hundred percent of the time running to recover both of those which be really great yeah and even thinking about the five buildings six buildings we have now that makes it a lot more challenging because we know that it's hard sometimes just to get staffing uh sheriff's department's hard hard to get some of that staffing and so that would actually help that situation happen there's a new rule have to be you have to either be your own police department or you have to be connected through a sheriff's or city police department

to have an sro and so the way we have it works because they're wallace county sheriff and that could be something we could look at later building a new high school and going down to three is having our own police department too but right now it's a good collaboration between the walters county sheriff's department the county council on ourselves i like that cheers the salary having a problem well it gives them more visibility on the road not school time right there's more kids around and more things going on too all right
