two seven approval agenda uh superintendent board chair vice here meet to prepare the agenda one week prior to board meeting items of business may be suggested by any board member staff member student or citizen of the district by notifying the superintendent at least five working days prior to the meeting any changes to the agenda must be approved by a majority vote administration recommends approval of the agenda as presented okay now director was your pleasure there we go mr chair be resolved at the system school district board of directors approved the agenda as presented resolution one two zero eight two one dash two point seven approve agenda all right motion has been made by director barnett to approve the agenda as submitted and second by director katie sned any discussion on the motion hearing done uh
i will call for a vote all those in favor please signify by saying aye aye aye any opposed hearing no opposed motion passes unanimously item 3.0 is public comment and we have two people who have filled out the intent to speak forms and i will let anybody else know if you do would like to address the board and about anything this evening there are slips to fill out down there and we have a two-minute time limit so donna dobson would you please step to the microphone oh three minutes i'm sorry yes yeah math is not my strong suit if you could leave the microphone on or the the mask on while you do it please other people will be using the microphone okay they can stop you can still hear me we can still hear
you yeah okay okay thank you well it has been brought to my attention that uh there is a policy of the science law school district and probably others in the state of oregon that parents and citizens such as myself would not have access to view any of the literature books in the school library and i don't understand that policy completely why that they especially the parents would be shut out of that it seems that they should be able to be included in the interest of what their children would be directed to in the school library so that's a question and a concern and you might not be able to answer that well i can address part of that if you don't mind i don't know about a policy prohibiting anybody to to see the books
but the the it is a matter of record and you can get a list of the books and every one of those books is available in the public domain of the public library or even if you want to purchase it on amazon but it creates a practical difficulty to have somebody come in and look at if you want to look at several books we do not check the books out or the school does not check books out to other people other than students uh simply because that's what the public library is right i understand that yeah but as far as i know there's no policy that prohibits us from telling you i mean we're required to tell you what the books are and they're in general circulation so maybe you can't go into the library
in the school time to look at books physically but they are available at plenty of other locations yeah okay so they do have access to knowing from the school oh yes in the library yeah their public record yes okay then i have been maybe given a little bit of misinformation that's right yeah and i just wanted to add real quickly as i leave this as i have probably one more minute that i too was very excited for our school to have won the state championship and um our granddaughter and her husband both graduated from this school and the year that they graduated he was a one of the football players and they won their state championship and i know how exciting that is so i was well happy thank you mr thompson thank you all
right next up is kathleen wenzel i made notes so i won't screw up stuff i am a christian woman i've been married for 30 plus years my one and only marriage for being my husband we have lived in florence for about half of that time i've watched several of your meetings on youtube and attended last month's meeting there have been individuals who've come forward with demands that appear in my opinion to eliminate support of lgbtq students in the district there seems to be an undercurrent that somehow including such support can in effect indoctrinate students into a gay or alternate lifestyle to tell you more about my life my mother was a teacher beginning in the 1950s she was a lesbian long before that i enjoyed the loving relationship she had with her partner phoebe another
school teacher who i called my auntie if anyone was to become homosexual due to the influences of the teaching and examples that before them i would proudly tell you that i'm too i'm a lesbian but this is not the case i have known of many of the children in the district because my volunteer worked with lrp crow and the fec i also know many of the educators and staff as i led for the last few years before covet a program through my church where he came to the all-faculty meeting at the beginning of the school year with goodie bags to show support to the teachers for the following year i speak here to honor the educators here that live and work to support all of the school students in the district all of the students
i would also like to take a moment to urge the district board members to take a close look at your voting practices as demonstrated last month the system that was used was hard to understand at best and suspicious at worst a voting procedure should be set in advance of the vote and the public should be made aware of the rules thank you thank you thank you for comments all right anybody else wish to address the board this evening all right here we go we'll move on to item 4.0 i have a special presentation and program from the city of florence concerning the multi-unit property tax exemption exemption program and i would like to invite this porn city councilor woody woodbury to come and you can bring your sidekick with you city manager aaron reynolds so
she can come up later either one right now okay much deserved thank you for having us here tonight i want to thank the school board and the school district staff for having us uh here so we can make our presentation tonight the city knows how important of an issue in affordable housing and workforce housing is i can certainly attest and it to the school district also i'm sure it makes a big difference as a past business owner here in town i had people over the 15 years that i had my store drive as far as uh gardner mapleton and even deadwood just to make it just so they could have affordable housing we need to get that fixed here the muppy program is just another added tool in the toolbox to support the building of
a workforce housing we're excited for the opportunity to tell the board more about the program and uh right now i'd like to introduce city manager aaron reynolds and uh sarah murky uh senior economic development analyst thank you for having us all right thank you welcome ms reynolds and miss murphy hello it's quite an honor to be here tonight so good evening to the school board thank you for having us and thank you to superintendent andy garzowiak for facilitating this and getting this on the agenda this evening we thank you thank you counselor woodbury for that introduction we appreciate it sarah and i are going to share this presentation so that you don't get bored listening to just one of us at a time so we're going to start with how did we get here as
a counselor woodbury said and as i know each of you have your individual experiences we really got here because florence is in need of more housing housing of all kinds but specifically we did a housing needs analysis in 2018 and that's a very formal process that the city underwent something cities do from time to time forecasting the needs for housing for their community during that time the report showed us that we needed 600 new dwelling units over the next 20 years so you might think well 2018 was three years ago what's happened in those three years well in those three years the city of florence just on average builds well we don't as a city but our contractors and homeowners build about 50 to 60 housing units a year so we put a small dent
in that 1 600 units but that's still really needed on top of that to dive in a little deeper the report showed us that we needed 600 units of multi-unit housing those can be duplexes town homes multiplexes etc anything that's two or more units 600 of those units are needed and maybe we've built about three dozen of those in the last couple of years at the end of that report and that process the city received recommendations recommending that we consider multiple different programs but one of those being a multi-unit property tax exemption program now that's a mouthful to say so from now on we are going to say mukti and we appreciate your patience with us so that we don't have to say that mouthful over and over and over again so the city of
florence as a city council along with the planning commission and uh the community economic and development committee has been working on this this has been in their work plan to evaluate different incentives for housing one of those top priorities was the mukti program so they have been working on that for this last year so what is a mukti in short it is a state enabled program that allows cities of all sizes in oregon to exempt property taxes on residential improvements of approved multi-unit properties for up to 10 years although the state of oregon enables this program through ors each city does have an opportunity to design their own program to achieve its goals for housing so the city of florence has put together a proposed program that would allow multi-unit properties to be exempted for
property from property taxes for up to 10 years this does exempt the assessed value of new construction only but would continue to tax the land that exists there today and any other commercial structures that may be there and the intention is to find a way it is just one tool in the toolbox we do not expect this to be a program that solves all our problems around housing but it would be a tool in the toolbox to make it more feasible and lower operating costs we're going to talk more about how the school district and why we're actually here tonight to ask for your support because you do play a role in this a very important role in showing your support for the program but before we get to that i'm going to turn the
microphone over to senior economic development analyst sarah murky and she's going to talk a little bit more about the process thank you so once city council approved their work plan the planning commission convened an ad hoc committee comprised of planning commission members as well as community and economic development committee members the committee met bi-weekly for about three and a half months to learn about and review other communities muppy programs specifically they did a pretty deep dive into cottage grove and newport's mufti programs because they really are about the same size as us and have a lot of similar qualities about their cities the ad hoc committee made a recommendation about what a florence's muppet program should really look like and that recommendation was based heavily on cottage grove's own program so florence's proposed mufti program
is uh has a few specific project eligibility requirements so the project must be fiscally infeasible uh without them upd and the way that they prove that uh the developer must prove that through a poor pro forma which is laid out very specifically on how and what they would have to show us in the code it must be within a fourth of a mile of a fixed transit route this is a state requirement uh our fixed transit route that we went off of is the roadie express which does cover quite a bit of the of the city uh it must have at least three units so triflexes and above and it cannot be used at any time for a short-term rental so no hotels no motels no airbnbs and then um it currently is only going
to be used for new construction projects however there is the opportunity in the future to add remodels in it as we see how the program works and if we make some changes in a few years finally the projects would also have to complete three or more public good benefits and i'll talk a little bit more about that on a future slide so this is the transit oriented development map which is that one-fourth of a mile you can see the roadie express north loop and south loop in the red and the green and then the black line is one fourth of a mile from it so you can see that it really does cover a good chunk of the um of the city it doesn't include anything north of wild winds on on rhododendron which is
something to note and then also the other big thing is just because a property is within this doesn't mean that it could even be developed for three or more units all properties would still have to go through standard zoning and building codes and all those things so just because it's in this black line does not mean that it's eligible for a triplex or above this is just the properties that are allowed to be developed for a month peak so the public good benefits so these are the list of the public good benefits that developers must complete at least three of additional information about each of these are in your board packet on page 40 and 41 so if you were specific about one of these i can also answer any questions about them at the
end it didn't feel really necessary to go through these i will say uh a bunch of these are within code right like if you're building a triplex or if you're building 10 units you're going to have to have open space what this is looking for is above and beyond what is required in code these aren't just congratulations you've made our code you get empty this is above and beyond because we know this is a really special program that we are offering the one that i did want to go into more detail about was the low income housing one this is a specific benefit um that we heard after feedback from our ad hoc committee as well as other taxing district representative representatives and two separate non-profit housing developers that they were like this sounds really
great but it's going to be a little bit hard for us to work within these boundaries and also provide the needed housing that you that you're asking for so we added an additional public good benefit that reads projects that provide units that are or become subject to low-income housing assistance contract with an agency or subdivision of the state or the united states so if if a project is getting lift funding or other um low-income non-profit housing contracts with the state or federal government then they would be able to use this we also added that this benefit would or could be weighed by the council as providing two of the public benefits so if they qualified for this one they would only be required to do two public good benefits instead of three um we also
have on the right side of the right side of the screen up there the area median income this is pretty important because this is how uh non-profit housing developers are deciding who can live there or who can't ami is set by the housing the hud by the federal government and then every area has their own ours is all of wayne county that's um kind of unique some places are larger than a county or smaller than a county um and it really is based on low income very low income and extremely low income so rent is based upon your income you get uh you can't live there unless you make less than this and these are really normal incomes for florence right like when we look at 39 900 for a one for one person it's
a pretty normal income level and honestly i think we do benefit from this just because we are in the eugene springfield area and that does raise these income limits so nonprofit housing developers who live here they really do benefit your employees our employees the hospital's employees and everyone just by based on these numbers so let's say the muppy program has passed everything is great and we're into a world where muppet exists in florence um the process to participate in the muppet program isn't i'm building three apartments therefore i get them empty that's not how it works um in a normal year projects would have to meet with city staff staff before december 31st of the the year the exemption is supposed to begin it's a little complicated for this year obviously because we're running up
against that clock but let's just pretend we're in 2023. um projects that would like their exemption to begin in 2024 would have to meet with the city prior to december 31st of 2023 in order to get this exemption from there city staff would look at the application do a good analysis of it and then present to our city council in a uh in a public hearing about the uh the application the applicant would be able to um you know discuss their project and the city council would make that decision there there's no automatic approval this is all really based on the um on the requirements that are set but also based on the city council's decision uh the exemption will not begin until construction of the property is completed however the exemption must be granted
before construction begins so if you put a shovel in the ground if you build halfway through you decide shoot it does feasibly feasibly it's not working i need this muppy it's a little too late you really need it we need that exemption before construction begins and then i'm going to hand it back over to erin and she's going to talk about the fiscal impact of the monkey president thank you alrighty so the fiscal impact is something that we look at of course as taxing districts and as a school district for your property taxes and how that matters for your program budgets as well as the city the city also receives property taxes and we've had this conversation with the other overlapping taxing districts as well the muppet program does not reduce the current taxes so
if not for this program these projects would not happen the whole reason to be approved for this application one of the key criteria is the project would be in financially infeasible if not for the mukti program so the mufti program does not reduce the current taxes on the undeveloped land but it does delay the receipt of increased tax revenue from the residential new construction on the approved mufti developments it exempts the property from being charged for property taxes for up to 10 years the property owner continues to pay taxes on the land and any commercial improvements that exist there before the project with the exemption program the tax revenue on the newly constructed dwelling units would start to be collected after the 10-year program the exemption does make housing financially feasible and the city and
other taxing districts would grow their tax base in the long term i got left with the clicker so i guess i have the power so taxing district outreach you are uh one of many that we've been with in this case these x's are a good thing we've talked to each one of these agencies uh that you can see here on the screen including cyber valley fire and rescue western lane ambulance the urban renewal agency this is public library the port of siusla and then we did not present to them but we provided them with materials lane community college since we presented to those agencies they have all except for the library passed resolutions in support of the program and again as i already mentioned this is in your packet tonight for consideration a resolution supporting
this program as well and the library has it scheduled on their december meeting to consider as well the city council as well or the city is also a taxing district and this went before the city of florence city council last week on november 29th the city council met and they considered this they have their first reading and they're scheduled for their second reading next week on monday night and we'll talk a little bit more about how lane county as a county taxing district is involved and when i get to the timeline however we wanted to talk a little bit about some common questions we heard as we did our circuit and going before the other taxing districts there was concerns about age-restricted housing would it qualify or not qualify there was actually difference of opinions
some people felt it'd be really important to ensure there was some senior age restricted housing and some people felt like that's not really the purpose and not what florence needs we don't need more 55 and older communities that was just a comment made an opinion shared with us however we just keep going back to that housing needs analysis that just shows we need a large amount of housing all kinds of housing and so that was something that was considered by the ad hoc group and the city council and we've chosen not to put any sort of age restriction in the program that could be something that's considered at a future date depending on the outcomes of this program and what the city council wants to see enhanced encouraged or not or discouraged but for right
now age restriction is not a piece of it there's been a lot of questions about would a remodel project qualify right now no the city council really wanted to make sure that the existing taxes on the tax roll are preserved and that this is just an exemption for new construction there is and we've heard from all the taxing districts so this is just a comment a statement very passionate statements that there is a strong desire to see workforce and affordable housing in florence things that would provide a good stable clean pride of ownership place to live these would be rentals for those employees that work for us whether it's at the school or at the hospital or at the city or any of our numerous employers in town there was a desire to be able
to make sure that as a taxing district you would be aware of applications that are coming before the city council that's just another thing to clarify not everybody doing multi-unit property tax or property developments just automatically qualify for this there's a program that's in place they have to be evaluated and approved and we have built that into the standards and guidelines as a notification to the overlapping taxing districts to make sure you're aware of any application for this exemption being considered in the future people wanted to know if if the property was sold would they continue to receive the muppy and the answer is yes this property tax exemption runs with the land however one thing that we really wanted to clarify and this brings up this point is once property is approved it is
for up to 10 years and they do have to essentially recertify every year to make sure they're still meeting that criteria so should they be found to be in non-compliance say they are found to be doing short-term rentals or something that doesn't qualify them for this program they would no longer receive that property tax exemption into the future so any new owner would be held accountable for the program criteria into the future should the property sell there are non-compliant property consequences if not compliant the first and immediate consequence is you're just going to start paying your taxes on those new improvements and secondly they will for whenever the point of non-compliance is found to have occurred the tax assessor will put those taxes back on the roll and the property would be charged for the
back taxes then some folks have asked could this exemption be less than 10 years 10 years sometimes feels like a long time and the answer could be yes but right now the city council is still looking at a full 10-year exemption program next steps so we are here in december talking to you as our last uh overlapping taxing district to provide a presentation to as i mentioned the city council already had their first reading on the program so in a parallel track the city council is working on creating this program that will officially occur next week december 13th at their meeting you're all invited to attend via go to webinar it's a virtual meeting and then uh if we do receive your resolution of support we will have well over the statutorial requirement of 51
and we'd go forward to the lane county board of commissioners they're an overlapping taxing district but they also have to have the ultimate approval of the program we do also have two properties that are in the queue right now that uh from first glance appear to uh meet this qualification so we would also expect once this program goes into effect that we'd receive at least two applications for two different apartment complexes and the city council will be reviewing those in march to see if they are approved applications and then we would file them with the county if that was the case so with that i am not quite sure how you run your meeting so i'm going to turn it back over to chair bob snedden and we are here and available to answer any
questions you may have thank you uh directors we do have an action item on the agenda for this in just a couple a short time but any technical questions about about the presentation anybody might have did you does it limit the their neighbors ability to seek recourse in the event they feel their company values were damaged because of that development accident um [Music] foreign [Music] yeah i'm just aware that over in eugene a similar proposal as it did pass created a fair amount of resistance property owners who suddenly found that a development was going to go up in your backyard and limited their ability to seek reports and essentially import so i does this i just i see a similarity and i guess i i've actually dealt with the situation myself personally so because monkey
process prevented us [Music] um [Music] um [Music] um [Music] um just a a quick question on the market side is in other towns that's you know cottage grove newport probably more larger maybe maybe larger metropolitan areas i'm a metropolitan loose word let's say eugene something like that um where there's been let's say a hypothetically of a new fourplex built and they decide to sell it there's probably going to be an incentive if the muppet comes with it competing against other properties that are pre-existing let's say one that's a year old or two years old that's very similar properties and there's going to be an incentive for the builder that that muppy is going to carry on that there's so there's going to be a market impact to that that i could see just glancing at
this um on the surface has there been any thoughts to that in the research that was done or if there has has that been an issue um [Music] is i think i've got a similar similar question to john here but but a little bit different first off the the i didn't read the entirety of all of those slides there in cottage grove in newport how long has that program been in place in those areas um [Music] um [Music] but they do have a little more is however [Music] okay thank you the uh what i kind of read from john's statement was was he's looking at it as a realtor you know like hey if i develop this and then i sell it in three or four years that means whoever's purchasing it purchasing from me
still has four or five six years of this of this tax tax exemption and i guess i guess i'm looking at it is if i were the landlord i'd want to hold it for like nine years nine years and six months and then and then say see i'm out of here being you know being apartment complexes those aren't those those you know a duplex i see more as somebody getting becoming the owner of their of their side of it as opposed to a long-time renter and so that's i guess that's where i i guess i'm i'm having a hard time grasping what would be the what would be the most ideal one that because as a as the landlord as a property owner when that 10th year hit that would be a pretty big that
would be a pretty big hit if you've got a larger apartment complex so that's just one of my concerns that it's not it's more of a statement than a question but because i don't know how to form it into a question so i'm done okay oh that's right this is very much thank you [Music] um [Music] mr chair be it resolved that the cyasa school district board of directors approved the consent agenda as presented resolution 120821-5.0 consent agenda [Music] hey [Music] uh i did just mr robotham i just got a text message from somebody who is watching online and there they can't hear us so what chris we'll we'll we'll forge on though so that motion carries move on to item 6.0 and it directly pertains to the presentation we just heard that could be
why director pimlott's not answering me all right uh before we go into that i would mention folks here in the audience if you wanted to see the slide deck that was presented in that that is recorded uh and you could you could watch the uh the program on the youtube and and see those slides we don't quite have the technology yet to let everybody in on it we're still we'll start learning and growing so the city of florence muppet program mr guskoak okay uh item uh one two zero eight two one six point one uh multi-unit property tax exemption program uh multi-unit property tax exemption programs allow new family uh multi-family units to be exempted from property taxes on the incest value of new construction up to 10 years this exemption lowers the initial cost
of the construction for new residential rental properties property taxes are so collected on the value of the land at any commercial portion of the structure for the first 10 years of construction administration recommends approval of the resolution to support the city of florence in their creation of a multi-unit property tax exemption program thank you mr g all right essentially school districts have a little bit of an advantage over other taxing districts in this community should should this reach final approval we're actually held harmless on deferred taxes because the state would make up anything that because we we are on the state funding formula it's a per student allotment and the state backfills uh what we don't collect in property taxes so uh whether if we defer property taxes on residential improvements for 10 years that
has uh has no effect on our fiscal ability uh in that regard uh all right so directors mr chair yes ma'am you resolved at the siuslaw school district board of directors supports the city of florence in the creation of the multi-unit property tax exemption program resolution 1208 21-6.1 city of florence muppet all right questions made by director milton berger to approve this resolution is there a second director katie smitten with the second any discussion on the motion all right hearing none i'll ask for all those in favor please signify by saying aye aye aye aye and any any opposed say may hearing none motion carries unanimously director pimlott thank you you can finally hear us now can't you i can hear you yes okay that's great all right now we're moving into uh some of
the most exciting things directed to our two newest directors some of the more exciting things you will find that we do here uh first and second readings of policy mr goscoak 6.2 okay uh policy uh bd bda board meetings resolution one two zero eight two one six point two point one uh house bill two five six zero was uh past this past legislative session updates law governing public attendance and common at public meetings of the board when meetings are public meetings are held and access is made available in person the board must provide to the extent reasonably possible any opportunity to access and attend meetings by telephone video or other communications or virtual means if there is in-person oral testimony that is allowed during the meeting that also must be allowed by either phone telephone
or virtual means and if a person if in person written testimonies a lot of written testimony must be allowed by email or other electronic means uh board recommends uh placing this on the consent agenda for january 12 2022. all right and uh just to just illuminate a little bit this is something in direct response to legislative action correct yes all right so uh i'll ask for a consensus of the board is there any uh opposition to placing this on the consent agenda for the january meeting director pamela any objections to that not at all i'd like yeah all right i'm hearing that we have a consensus to put it on the consent agenda for january next 6.2.2 okay once again from legislative policy updates from past session equal employment opportunity resolution one two zero eight
two one six point two point two uh policy gbea workplace harassment uh there's been a revised statutory definitions removing gender identity and creating a new definition the board may consider placing this on the consent agenda for january as well all right any objections to placing this on the consent agenda in january no objection all right so make it so so 6.2.3 okay this is a packet of interrelated policies it overlaps back and forth between the staff side and the student side so you see duplicate submissions so item one two zero eight two one six point two point three uh suspected sexual conduct with students and reporting requirements again coming out of the last legislative session recent revisions to rs 339 impact uh reporting of child abuse and sexual conduct uh from the latest lifestyle these
uh path the passing of these bills revised the definition of sexual conduct and a licensed administrator so this is again a definitional change uh helps in uh relates to reporting and helps define the persons who can be designated to receive and respond to reports a new definition was added for commission licensee to distinguish between district employees that are investigated by tspc and those persons that are again investigated by the department of education the effective date of these changes are immediate the board may consider placing this on the january 12 2022 consent agenda all right and just because i love i love acronyms so much tsbc is teachers standards and practices commission thank you i'm going to get a headset that way all right any objections to placing this on the consent agenda all right thank
you the only thing more exciting than this is the audit report uh six point two point five mr disco hack can we go back to six point two point four yes that's what i meant okay that's fine keeping me on my toes i went to my thumb and i had my thumb in the wrong spot okay uh policy uh kgb uh firearms firearms prohibitions uh item one two zero eight two one six point two point four uh the legislation uh out of coming out of 2021 past senate bill 554 which includes amendments to oregon revised statutes in the 166 series oregon has allowed members of the public possessing concealed carry license to carry firearms on district property in accordance with those laws this new law creates the ability for districts to prohibit persons with concealed
carry licenses from carrying firearms on school grounds by adopting a policy and posting notice at entry points a person who is properly licensed to carry may still possess the firearm if the person is not otherwise prohibited from possessing and if it is unloaded and locked in a motor vehicle in accordance with the law or may consider placing this on the january 12 2022 consent agenda all right so once again this is uh a provision in the oregon legislature approved that gives districts the option of placing restrictions on the concealed carry concealed weapons is that what i understand correct this is a modification the current policy that adds that that language in from what we already have on uh in the books right now all right court chair i would definitely like to move this to
a second reading i think there's more thought that needs to be put in the list at least from my first personal presence okay so that's all it takes from from my standpoint is one person to say so that will be for up for a second reading in the january meetings thank you uh now 6.2.5 okay uh every student belongs acb acv ar a bias incident complaint procedure review uh osba has updated uh sample policy language uh for a policy we already have on deck this is the result of changes coming out of the legislative session over the past few months and house bill takes effect january 2022 administration recommends first reading okay directors any objections placing it on the consent agenda all right i'm hearing no objections so now we move to the second reading
of policy 6.3 mr g okay uh policy uh joc legal names of students items one two zero eight two one six point three point one uh following guidance from the department of education when a transgender student requests a name change in their student record uh this is allowed under oregon administrative rule five eight one zero two two one six seven zero allows the district create a cross-referencing system uh for the student's requested name to their legal name this requires state archive rules remain unchanged administration recommends that the board approve policy changes to joc legal names of students as presented all right so directors this is one we need to take action on tonight director barnett you were the one if i recall who asked to have it uh put over for a second reading yeah
i just i wanted to take some time okay excuse me thank you frank i just want to take some time and just review the policy and just put my own my own thoughts behind it but no i think i'm i'm i'm fine okay all right any direct can you share some of those thoughts um my thoughts behind that from my mic back um you know just as uh as dealing with you know name changes legal changes and confusion in the in in the classroom it's just it uh it just it my first knee-jerk reaction was a a slippery slope i know that dealing with a lot of confusion confusion with students um speaking of some first-hand situations that i've dealt with with my um me not me personally but in my in my household is
just you know it's often times um i've had a child run into a situation where you know they re referred to a particular student's name that would be on their uh you know they would be on on the typical roster and referred to them by by that name and they were you know belittled and berated and yelled at and so and it's just it's a it's a difficult situation on that kind of thing just and i and i have to reflect on whether you know how i'm dealing with this in my own home personally and you know and i you know i have no problem with you know as students are you know identifying going through changes and those types of things but there's also other outside ramifications of how other students and sometimes can
get treated um just by accidentally addressing trying to be polite make it make a compliment on some what somebody's doing or dressing just inadvertently calls them by the wrong name then they get yelled at and berated and that's actually real life situation so that's just my only comment right and just to just to clarify uh this only applies to first names because changes and last names are only under as required by a court order so there's a legal structure special tour yeah so for what i what the little bit of follow-up i did on this one from the november meeting as i wasn't sitting up here um those were a lot of my same concerns so as i'm reading this where it says allows a district to create a cross-referencing system is this more of
a clerical thing yeah so that so that a student's record stays with that student correct what happens is their legal name stays the same until there's a court order but in the gradebook the nickname portion appears with the student's preferred name okay that's it so so there would be if if there's that when or if there's that instance of one student referring to a student by what that student is no longer referred to there's there's nothing punitive associated with this right this is no the clarabelle this is how we're keeping things intact this is more for our teachers and substitutes that's what i was exactly thinking about if i'm a student in a classroom and you're the teacher and the roster comes up as andrew i'm andrew but if it comes up as andrea i'm
andrea and that's what you know and that's what you see but if i'm going by andrea and andrew is still on the roster and you call me that that's where we get confusion i would say the only time there's anything that is i guess you could call punitive is when people double down on calling somebody the wrong name and that's where we get into a bit of a tug of war back with people uh but from what i've seen most people it's like hey sorry got you by the wrong name i'll get you the next time around with the right one and that's usually as far as it goes mr h do you have anything practical from the building side the biggest impact i saw from this was the case of a substitute we're also
asking for patients on the part of the students whose names are being changed to make sure that they recognize that there's a difference between a student making a mistake or going by recall as opposed to refusing your identity or refusing to call you by your name it's very much a case-by-case basis but this all of this will help to prevent that very problem all right and uh underscore there's there's no punitive requirements in this policy that other than if it becomes a disciplinary discipline we'll be with you in just a second direction but there's there's no punitive actions no no for us this is a clerical piece it's a it's a script run in the system and it just pushes the nickname forward if a student doesn't have a nickname populated field their standard legal
name applies and that's it director piml you had a comment or a question yeah just uh can you remind me andy does the policy limit the number of times that a name can be changed that one student can change the name i could just see this becoming the potential for some resource draw if there are if we're changing a name every other month no there's nothing in policy that limits the number of changes but when we have meetings with students we say it's one change per year period simply because it's their email their chromebook their google workspace it's everything that's tied up to that if we're going to do their you know kind of we're going to help them out and give them their preferred name it's got to be something that they've had time
to think about because there's a lot again a lot of resource work that goes into changing you know the dozen or so references in our system and but we don't need to we don't need to define that in policy uh i we don't need to i mean we could um but as a practical point we haven't had to okay make multiple changes it's been a limited number of students saying my name is now and i'll just say andrea not andrew and that's what i'm on until we do the next enrollment update yep so i'm going to be pretty sure this is the route i'm going when i make that request yeah that seems reasonable then just to leave it um leave it outside of policy unless we do start to see um overutilization and then
we can always revise no that'd be fine if we if it becomes an issue at the building level we'll bring it back up for policy review and add a limiter in there for students all right thank you that is a great question director pimlo thank you very much i see this is really no different than when i go to peace health they now call me bob instead of robert because they have it in their files of the preferred name so i'd like to move that we approve resolution one two zero eight two one six point three point one all right you anticipate my request has been made made to approve uh the legal names of students resolution as stated and did i hear a second from director pimlott yes i'll second promotion was made by
director katie sneddon and any discussion on the motion at all all right hearing on we'll ask all those in favor please say goodbye by saying aye those opposed say nay motion carries unanimous thank you very much all right moving on to the next one is policy bbaa okay uh bbaa one two zero eight two one six point three point two uh individual board member authority uh second reading there are many instances when the district board needs to consult with legal counsel prior to making a decision policy change clarifies when individual boardwinds are authorized to seek legal counsel or they are incurring legal costs for the educational entity okay directors we had this before us at november 10th and put it off for action for tonight uh it's just uh simple clarifying who's paying what bill
court chair this is this is director pimlott be it resolved that the susa school district board of directors approved the change policy bbaa as presented resolution one two zero eight two one dash six point three point two policy bbaa all right motion was made by director pimlott and seconded by director miltenberger to approve resolution one two zero eight two one dash six point three point three is any discussion on the motion it's six point three point two i had my sum in the wrong place again but thank you very much for clarifying that yes i have to remember to take my thumb away completely i guess but well she's been made and seconded to approve the changes to policy bbaa has presented any discussion on the motion every none all those in favor please signify
by saying aye aye aye aye aye those opposed say nay motion carries unanimous uh 6.3.3 okay uh policy uh b ddh and resolution bddhr public comment at board meetings this is on your second read agenda but there's been a revision coming out of policy and in essence if we're going to have what's written in here is to kind of create equity between those that are attendance in the person and those that are in attendance virtually that their submission with their intent to speak uh come with that come with kind of a script email over their points um so that way there's less transcription for the executive secretary okay so you're saying we're anticipating additional updates or this is the result this this is it this uh again we were looking at how the structure was
between virtual attendees live and in the room people you know uh making comments and that the criteria for both should be the same if you're virtual and you're sending in your comments it's no different than if you're here you should be sending in your comments um and then when you come in and you do your intent to speak card that just shows your attendance at the meeting otherwise we still have your written record as a public comment whether you come to the meeting or not okay and so this is the second reading then this would be the second reading administration approves uh or recommends approval as presented all right directors your pleasure okay you revolve school board mystery board of directors approved the change to policy bd eh public comment the board readings has presented
resolution number one two zero eight two one dash six point three point three okay motion made by director milton berger and second by uh director lock a tour just ahead of director pimlock motion has been made and second to accept the changes to policy bddh as presented any discussion on the motion hearing none those in favor please say aye aye aye those opposed say me all right motion carries passes unanimously i policy ib okay uh policy ib freedom expression item uh one two zero eight two one six point three point four second reading uh how again coming out of legislature this past session house bill three zero four one uh revised stature statutory definition of orientation removing gender identity and creating a new definition this is in the yep no that's the right spot yep
so we've reviewed this previously and the administration recommends uh approval of changes for policy ib freedom of expression all right directors any clarifying questions on this before we proceed one thing that i would throw in there as of the year that we had where we had a last year where we had distance learning really kind of gave a lot of parents a really view of what a classroom looks like from home um and dealing with this this is something that i've witnessed on on two different occasions that if these topics are going to come up they need to be course specific not just carried up as in a course of conversation in the classroom and i don't if we're talking about you know romeo and juliet there there's i witnessed the situation where topics got
off on a beaten path and they weren't necessarily brought back in got politicized and the classroom got disrupted when it when it could have been avoided and that would be something i would really want to make sure that our staff is very familiar with this with this policy so that's just all right is uh motion would be in order all right i move to resolve or i move that we approve resolution one two zero eight two one six point three point four all right motion has been made to approve this resolution as it meant is there a second motion made by director katie snowden second by director milton berger any discussion on this motion hearing none we'll ask for those in favor please say aye aye close opposed signify by saying nay hearing no opposition
motion carry all abstain from this vote okay we'll have our conversation about abstentions later but that's okay uh motion carries unanimous with note with one abstention and uh motion carries those move on to the budget calendar ms blake oh she needs a microphone good evening and welcome to our newest directors i wanted to say there's four of you actually that are pretty new faces on the board here so if you have any questions financially at all please don't hesitate to contact me i'm happy to go through some things with you and prior to the budget process this year i will do a presentation that i've done in the past um and i'll invite all the budget committee and board members and i just kind of go through all the state funding you know how we
come to basically in a nutshell how we how we come to our budget so stay tuned for that um right now what i'm um i'm bringing to you is the budget calendar uh the board will adopt annually a budget calendar that identifies dates activities and deadlines required for the legal presentation adoption of the budget the superintendent will prepare and recommend a proposed calendar for board approval a draft calendar is provided for review discussion amendment and future adoption and the budget calendar will be adopted at the january board meeting and if i can just point out a couple things since this is a first reading for those of you that are new with us this calendar just kind of outlines the budget process so um as you can see it starts pretty early in the year
um in late february early march you guys will be asked to join me in going from building to building to talk about to talk to the staff and get their concerns their wish lists or just give them an open floor to talk anything budget i always put the budget notices out in the siuslaw news last year we made a change we're putting the first role um of all of the budget meetings in the citizen news for the public to see and then thereafter they will be posted on our website so i have to meet all of the posting requirements this saves us a heck of a lot of money um from putting it in the newspaper but it also gives us a nice quick easy way for everyone to be able to see that information
so if you have no questions i will see you on this again next month okay thank you much okay directors it's as she said it's her first reading so is there any objection to placing this on the consent agenda for next month all right hearing none we will put this on the consent agenda so moving on to reports and information mr guskowiak any communications okay um so first off uh new employees for contract approval position up by the board certified rank uh megan laid a temporary second grade classroom teacher says elementary school we have a transfer within classification or district valley gray braille library aids on middle school additional hires in the classified ranks caitlin wells educational aides ladies love middle school richard meadors educational aide title group saison middle school tammy roberts custodian one
citizen elementary and one retirement resignation mr o'mara as the head softball coach yes can i ask why are we temporary on the second grade position uh she's been hired mid-year every time we hire after the first december uh first of september okay so it's not a temporary no it's not a temporary position it's a position that will be it's in the budget i gotcha and then come april when we do regular hiring if she would like to apply for the position and continue so it is an open position it's not an additional correct yes okay um can you remind me who the vacancy was uh mrs crossley's moving to texas oh i was thinking she was in third grade i'm sorry i knew that she resigned i just was confused thank you sorry okay uh
again a quick snapshot on general health metrics uh second page of the report this is all in the oha links that are provided last meeting the board asked for generalized totals again uh up through the november report we had 57 student cases uh we picked up another 34 cents then for a total of 91. and that 34 is just in this first seven days of december am i reading that correctly it would be the tail end of no it would be the last two weeks in november and the first week of december three weeks okay so it's not just december because i was not just that's really high no no no no but like i started that going oh my gosh again i turned this in last friday so yeah so it's it's behind a
bit so uh and then again just kind of breaking down um uh again general infection rates on south because people are worried about our will staff be here so you have again vaccinated staff you know since the beginning year we've had four breakthrough infections so that's a 1.9 rate and then we do have staff that are unvaccinated for uh with approved exceptions uh their infection rate's quite a bit higher but that's to be expected um uh we've got some trainings coming up with staff that are going to require more than our two hours in the afternoon on fridays um we have uh january 7th april 9th and then april 22nd or 29th um and um on january 7th uh we're going to modify the buses and run two runs we'll send middle school and high
school students out at 12 and then uh coming back for elementary students for the early release so that way we can get in the required uh time for the character strong training for staff and then we've got safety drills with florence pd coming up in april and we'll do the same piece and we'll move up the early release by about an hour and a half yes sir in regards to alice drills is that the similar eldest drills that we've done in in years past where is the full student body participation no this would be the staff portion oh just the same portion yes i know when we did the full student body side of it i know it was it was geared at each building level appropriately yes but um that was very effective and
that would be if we do have the opportunity to do that again if lawrence pd would be willing to do that again i think that was that was an outstanding drill and i would encourage any board member to attend that or witness that it was they florence pd was pretty impressive yeah what is your reunification drill so when we evacuate a building and cannot come back into it we in essence rally all the students to certain points on campus and either we move to you know the event center or the stadium or whatever and then we have a staged reunification with parents kids people just don't go walk off and hey say hey little bobby smith and he's my kid i'm going to take him with we're going to we show id we've got a
process and we make sure that we match up with the right students with the right parents or guardians before they're released okay uh and that's kind of the highlights on uh administrative end for me okay directors you've all had an opportunity well let's carry blake you have a report first i'm sorry yeah okay so i know um how much you love to talk about this audit bob um i'm gonna do it again um so the audit is complete i actually just got the draft financials today so i'm taking a look at those and then i will bring the formal audit to you guys in january for acceptance i will email you the full drafts beforehand it's about i don't know 90 pages of straight numbers and and what appears to be mumbo jumbo but very
important thing so i will pick out some pieces to highlight at the board meeting next month um initially you know we came in over just over 500 000 we increased our fund balance the general fund which is a good thing especially during these times so um i'll be excited to talk about that and um the best thing a business manager can hear is no findings so that was another positive so you'll get to hear from me about that again in january bob um let's see i also wanted to just give a um a quick kudos to um all of my department heads and we talked about the teachers and the custodians and the bus drivers and everyone that's just been working tirelessly and uh we're coming into the winter break and this is the time
where most the staff get to go home and take a break and these guys christopher bought them in technology uh david bitner and food service tammy trent home in transportation and reed lewis in maintenance that's when they actually come in and do all the hard work so they actually get access to the buildings and so they don't tend to get um a good break like the rest of us so i just want to say huge kudos for them to continue and to just drive forward and then the last thing i wanted to bring to your attention and um if you have any questions um mike i'm putting you on the spot in andy g as well but we've been meeting with the facilities advisory committee and we've been working with sauders from architects on a
long range facilities plan and they're doing some facilities assessments and the idea has been thrown out because of the need of some additional classrooms and additional space at the high school the idea of some portables or modular buildings has been thrown out there so on monday our committee meets again we will be discussing that in depth so i welcome you guys to attend our view i think will be on zoom um but we will be coming probably back to you guys next month in january with a potential recommendation from the committee um and how that might look so um we would mike i think's the goal would be to get some more space in place for the start of school next year so this might address those needs and if we do move in this
direction a lot of companies we work with are on state contract which means we can skip the whole rfp process to streamline it and kind of get moving forward if everyone is on the same page so just a heads up that we'll be discussing that in a little yeah and we've done a little brainstorming on this and looking at our space up front we can probably tackle two problems with the same issue by going with an extra unit or two because we're talking about building on a concrete slab um and we can put the school office up front and get it out of the center of the building have it be the first place people see and not the last so we we kind of tackle two problems with one uh again we've got construction
excise tax money we've got some esser funds that reminds me too another thing i might be coming to about next next month is um closing out our debt service fund which is where our money sat where we received our property taxes to pay for the middle school bond um so there is some excess tax there's still a small amount of taxes rolling in for past due taxes and so they're we're sitting at just over 700 000 in that fund we can close that by resolution the board would pass a resolution that money would be shifted to the general fund and then we would hear market for capital projects so that it can only be used on improvements so that is something i'll probably be talking to you guys about next month as well thank you
karen thank you all right directors you all had an opportunity to review administrator reports all right so move on to board chair communications our next regular meeting will be on the 12th of january and we'll begin at 6 00 p.m and then the convene at 6 30 for the business portion of the meeting uh phil facilities advisory committee meeting what time is that monday 5 30. okay 5 30 at the high school at the library in high school at 5 30 on monday we do need another board member i'm on that committee i've not been able to attend this the past nine or ten months but uh i am planning on being there monday night but we do have an opening if there's anybody else interested in serving or serving on that committee it's it's
not very high intensity i'd be willing to do that okay all right so uh director armendaris is on the facilities advisory committee and it's made up there's a lot of community members and some staff on that on that committee as well so all right move around and go with board member acknowledgements and communications and uh we'll start with well director pimlott do you have any any acknowledgements or communications you would like to share with us tonight you know i i don't have any specific acknowledgement or communication i you know i think that um here we are approaching the holidays um you know it as carrie was saying it's a time of renewal break of of rest of celebration in some respects um and and for and i think that we do need to really take
a moment and be grateful for our educators for our staff for our facilities crew for all of the school district employees and um and to say a particular thank you for those that will be working through the break um as kerry pointed out so nothing in specific in or and um in particular just want to again um say thank you well thank you for that uh director milton berger do you have any observations or communications forms yes i do actually uh first of all i'd like to welcome welcome our uh two new members and congratulate them on on being here and you'll have as much fun as the rest of us are having it's great um uh i also uh wanted to recommend that people if you didn't get a chance to watch the city
uh the presentation that they made tonight if you watched the workshop that they did joint with the um planning committee and excuse me in the city council really has a lot of information and you can pause and watch all those uh slides that they get so i highly recommend that people uh take a chance to do that if you have the time and also i attended the osba sponsored webinar webinar on uh mental health and wellness in schools and that was pretty interesting um really enjoyed doing that as well so a lot of a lot of good information okay thank you director katie sneddon you have any acknowledgments nothing today okay we'll get to the new guys we'll put won't put you on the spot until after vice chair barnett has had a chance to
weigh in long-winded vice chair barnett gets up there well that was that was the unset portion no all all joking aside um definitely want us second um director of pimlott um we've got a pretty impressive staff and it's just you know i've seen it when things are really good and i've seen it staff pulled together like last year like none other um it was just us here when we were sending lunches out on buses and just the staff the way they pulled together it was you know seeing the high and seeing the low and i think i saw the highest points at their lowest point at our lowest point um if that makes any sense just when you see humanity come together so we do have we do have a pretty phenomenal staff from our
superintendent um on down and vice versa so but i'll leave that there also wanted to say uh you know congratulations to our fall sports you know cross country and football and you know just all up and down the coast not only our district so we had this was this is this is pretty darn exciting it's pretty fun when you live in a small town you're standing on bay street and you're high-fiving football players outside the bus as they're going by and you've got the fire department and you know when uh when uh you know you're the officer a pitcher is leaving the leaving the stadium after the district after the game the first thing he wants to do is making sure that he's setting up for a proper you know reception for the the team
coming home and those kinds of things so it's just makes you very proud to live in a small town with a great athletic program all all the way through so and um the veterans assembly um kudos to the high school that was that was incredible um nice to see you know kate wagner kind of falling in her sister's footsteps and kind of helping sparing that but uh you know my my own son was one of the veterans that was there it's just very heartwarming to see the level of respect our veterans deserve and to see it at that level and we continue to carry on so hats off to you mr h for helping facilitate that and our whole community for that as well so that's fantastic so okay mike what do we got on
the agenda for assemblies at the high school this week sorry it just reminded me because we were talking accomplishments and we got one coming up this week right yes we've had as mentioned lots of sports success this fall we've had several occasions twice for cross-country teams and once for a football team to come together and recognize a significant achievement in the field of sport this friday the 10th we are actually gathering entire student body to recognize our students for outstanding academic achievement this would be our students who earned letters last spring and we had yet to award those letters and it's also for our students who in this first quarter have received 3.5 gpa or higher which is a significant achievement considering we were knocking the dust off a lot of learning and a lot
of habits that had formed in the previous 18 months before the start of the school year just before this meeting i was printing the certificates of the 415 students at the high school now we have 140 students with a 3.5 or higher at the end of the first quarter now that doesn't get transcripted yet so that means we can't run a report and find those numbers that was assistant principal bev scott crunching the numbers on all of our gpas to make sure that we could actually report that but that's a pretty significant number better than a quarter approaching a third of the students on honor roll or headed for honor roll at the semester so that will be the assembly this friday next friday is more the traditional christmas assembly the the urara with air
bands and some games and some fun stuff and lots of disruptions and pancake breakfast also next week friday actually i apologize the assembly next week is on thursday because once again we have a lot of athletes leaving early on friday for swearing events just before the break mr asia says diana what time is the assembly on friday this friday's assembly will be 8 58 i believe so right about nine o'clock during pride time uh it's going to be rather quick the students will be with that many students to recognize we'll be recognizing them but we do not have time to bring them down and actually give them the award in front of the student body we'll have to follow up with that the following week next week's assembly is an end of the day assembly
uh roughly 2 30 for beginning the assembly next friday thank you all right anything else john okay and uh director armadara since you were sworn in second you get to go first on any acknowledgements absolutely well i have to tell you everybody and i how much i appreciate being here um my parents were educators my dad was actually a superintendent and i got dragged along to all types of public meetings and school board meetings pta meetings you name it i was in one of those meetings with my school school teacher parents so this is uh this is familiar ground and i appreciate being here on on those terms um and then and then secondly um and and and it's sincere deeply uh i just want to wish everybody students of of uh the science school
district the entire staff all of my fellow board members and all of the citizens that are here and all of us all of them that are watching us on zoom happy holidays and a merry christmas thank you director lockature acknowledgements you can say your son's name yeah skip did a great job as well well okay so over the last over the last 48 72 hours i've read so much stuff my brain's just mush there's so many different acronyms and i don't know what this i don't know what all this means um but the one the couple of things that really stood out maybe because they're pie charts and pie's good um but really was the in these in these uh these administrator reports those attendance numbers it kind of shocked me they kind of surprised
me where you have um uh excellent attendance only 22 and then satisfactory only 18 so there's there's 40 percent with satisfactory and above attendance and and i don't know if i'm allowed to invite the public and invite the community if we see students that aren't in school neighbors kids and i i understand um but none of the efforts of of all the rest of us the this the teachers the administrators the aides the coaches and if our kids aren't there it if our kids aren't there it doesn't work it doesn't work so we use a community we can get those kids there and then yes of course go vikes um what a what a phenomenal fall sports season um you know kicked off with the cross-country team and then they got to welcome the football
team into the the halls of being a state champion um the the volleyball team going deeper into the playoffs than i think people expected him to be the soccer team they had multiple sport athletes playing soccer and they i i did not ever make it to a soccer game but i don't want to run around that much i don't like watching people run around that much but i will say watching my son play football for four years thank you for the the permission for that what a what a phenomenal experience that was for me as dad um believe me it's been phenomenal for me as well yes yes and just just the i rewatched an interview from from some of the senior boys at the beginning of the season and one of the things that
was said on the kezi interview was they've put in a lot of work and i'm tying this back into the to the attendance that they've put in a lot of work but they didn't have any accolades for it yet so the work that you put in all through high school that accolade ends up being in graduation um you know whether you played sports whether you were in extracurriculars or not that accolade is at graduation but with those attendance numbers if we don't if we don't have them showing up then what are we doing uh what are they doing and you know they're not setting themselves up for the in the best position to succeed so yeah go vikes all right thank you direction chair this is diana i just had one more comment okay yeah
and i i wanted to just give a shout out to the computer team um who have you know again won three years in a row um they're they're championships and um just wanted don't want to neglect to say you know great job um sure wish i had that kind of talent all right thank you very much and brian i'm so happy that you mentioned the volleyball team and the soccer team as well and i especially wanted to mention yeah great a great finish in the fall for everybody uh i just wanted to comment first of all welcome to to youtube uh i'm looking forward to getting to know both of you a little bit better and uh working with you uh i just wanted to to mention uh this is an unfortunate aspect of life
right now uh tomorrow they're doing a clothing collection for homeless students and the roadie cruisers and gary cargill uh help putting that together with along with habitat for humanity and it's a drive-through event and they're looking for some specific items of clothing underwear socks pajamas sweatpants sweatshirts fuzzy blankets uh leg leggings for girls five to twelve uh everybody else is up to like five to 18 but looking for clothing for kids we have a lot of kids that live in poverty sorry in the school district and until we can get this world straightened out somehow and with things like the workforce housing to make it more affordable for people to live here and improve employment and things like that it's imperative that the community steps forward and this community is incredible in that regard already
but i just wanted to to let you know i was speaking with uh mr herkler road last week and i still have those things i'm carrying around i'll bring them to you but with the holiday break coming up and this is going out to everybody in this room as well as people watching on youtube they could certainly use some prepared meals for some of these kids to take home because there's a lot of people that are food insecure in this community so some prepared meals shelf stable meals canned soup and that sort of thing and the high school does keep a pantry for students and the work that ella glowacki does she's the school district homeless liaison she's she's crucial in all of this and she takes care of meeting needs for students of all
ages and grades so it's the time of year when people think about being generous unfortunately we have to have a special time of the year to do it but we do have that so thank you and director pamela your comments about gratitude man that is so true so i could go on forever but i shouldn't so with that said if there's no other business for this body a motion to adjourn would be entertained all right motion is made by director vice chair john barnett to adjourn is there a second second by a director milton berger all those in favor please say aye aye those opposed leave the room we're adjourned motion [Music] thank you all thank you diana thank you all for coming yes
