001yes okay oh good morning okay i was unmuted but wasn't powered up so i took care of that okay thank you uh you're probably going to be sharing with katie she'll work out [Music] thank you you guys are coming in incredibly clear and loud on my end so hopefully i am as well on yours you are and we blame it all on chris robot outstanding the clarity yeah i'm going to go ahead trigger folks good evening welcome to the november 10th regular meeting of the cisa school district board of directors our mission is motivating and preparing all students to reach their greatest potential and like you all to feel welcome good because you are and we'll start with the pledge of allegiance leland fuller from the fourth grade florida entertainment elementary is here so would

002you please all rise and join us can i say a few words first absolutely is that okay all right leland is our but you have to you have to almost eat the mic okay all right i'm amy flora i'm the principal at cysla elementary school and tonight is my pleasure to have leland fuller here with us our student of distinction who was nominated by his fourth grade teacher miss sorrow and i have a little thing i'd like to read that miss disarro said leland is that student that does the right thing because it's the right thing to do leland plays soccer as well as little foots baseball leland is an exceptional leader he is kind and courteous and a friend to his classmates leland completes assigned tasks and is able to follow directions and self

003self supervised during transitions i coached leland's first grade sister jocelyn in soccer this season and had the opportunity to observe leland outside of school as a kind and supportive big brother and son leland is an absolute pleasure to have in class and is very deserving of this opportunity and honor so thank you very much leland congratulations all right would you like to leave us i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you very much and mr do you want to come back up yes thank you oh all right we are getting introduced to our student liaison to the board tonight mr herkle road thank you very much i'm happy to announce

004i'm pleased to announce just miss winnie jenn she is the student body president for the high school this year and she's got some thoughts and some some history she'd like to share about culture and climate at the high school winnie come on hello i'm winnie zen and i'm the asb president for the high school this is my first time being at this kind of meeting and i am really excited to be here in my first report about our school i would like to talk about just the general school life of the students here so because of covet the students do have to wear math and keep in mind on who they contact with it is kind of weird and confining for some of us to wear the math but it is nice to be able

005to talk with our peers and have a full day of school which we are really grateful for i can see that we do pay more attention to class more we learn and we even enjoy classes because the in school learning environment just the fact that we don't have to sit on a computer all day has really revamped the motivation and happiness around with among the students and being able to communicate with the peers your friends and even like your classmates on a normal basis really makes a difference moving forward from that topic let's go back to october when we had our first school event so in october the main thing the leadership class plan was homecoming homecoming was worked on for weeks by the leadership class and they did a really good job on planning

006it there were different committees in the class to focus on a specific component of homecoming week there were like like the spirit days committee the logistics committee court committee and games for like the whole week of homecoming what we did was vote on the particular prince and princess for each grade and over the course of the week eighth grade will compete in dresser participations games war like i'm during bike night to see um who won and whichever great wins would have the individual prince and princess the crown the king and queen we celebrated a victory at the home football game and that's how we know they were crowned one of the coolest portion of homecoming was the bonfire after around two years we brought back the tradition of having a bought an annual bonfire and

007a lot of students seem to enjoy it now on to the numerous sports and extracurriculars in our school many of them did very well our football team and our volleyball team made it to the playoffs football team has yet to lose the game they have been getting a lot of support from the student section both our volleyball team and our football team soccer was also back on and cross country spectacularly won state championships for both the girls and boys and to celebrate their success there was a parade for them when they went back to florence it is also nice to see cheer hyping up the student section and i've been informed that they won third place in a recent competition to support our football team during home games cheer and the pep band worked hard

008to present a fun time not only is the band playing music for the games they're also working hard on their pieces for concerts the band has also been very careful and being safe to improve it they have coverings on the bells of the instruments and also they are like socially distant six feet during practice um has also been working hard on the songs i heard they participated in a festival not too long ago and their choir teacher said they did very well despite the some of us having like conflicting schedules like the music students uh they are finding time to work on to compositions for the festivals and concerts and it would just be nice for aquarium band to have more recognition and awareness for what they do um moving from that interact club is

009also running at the high school intract is a volunteer and community service club parented by roti rotary they are currently working on fundraisers right now such as the cookie dough fundraiser and they are also selling rally towels at the football game and soon at the basketball games they also participate in the march on domestic violence to make a statement i heard i heard like key club another volunteer club that is instead parented by kiwanis is also starting to come back they are in the process of finding an advisor and they'll be set to start up again gsa the gay straight alliance club at the high school has been probably the most biggest inactive usa has been working with the school on helping and fulfilling the needs of non-binary homosexual and trans individuals in our school

010uh we also have a new librarian that has been really creative in redesigning the library she has a piano a ukulele hob and guitar at one point in the library for students to play is part of a music maker space she also has a system and where she rents out ukulele for any students who wants to learn it which is really cool they better keep track of their students coming and going our library now also has the login system besides the music maker space our library also has puzzles and chess for the students to enjoy another cool project that's going on is the viking voice the viking voice is a podcast headed by a small group of students in the leadership class the podcast will showcase a wide range of individuals in a town in

011the community on what they do and how cyusa has made an impact on them so teachers staff students and people in the community will be interviewed and they will be on a platform in which all students can access just today the veterans committee and the leadership class put together a veterans assembly for our veterans we invited them over to our school for breakfast and interviewed them and found out in front of our students about the experience it was nice seeing our veterans being commemorated and the people in leadership who worked on it did a very nice job the students were also very respectful towards their veterans and that was very nice for the seniors a lot of us have been starting to look into choices after high school like college or world a style and

012the counseling has been doing a very good job on working with seniors in regards to it there has been frequent senior meetings they conducted to talk to us about scholarships job offers graduation and opportunities for community service the seniors took the fat a couple weeks ago and it was the first time for most of us to do so since the juniors missed out on the psat because of covid the sophomores and the juniors to the psp while the freshmen were away on a field trip that day right now basketball and wrestling are starting up again and that's all thank you this is all i have on my report for the meeting is there also any questions or elements of the school you would like me to add all right thank you very much anybody have

013any questions john did you have any questions gotta hunt you well i thought i was i certainly apologize no she she did a did a great job and i think that was very thorough so absolutely all right well thank you zen we really appreciate it thank you all right uh i just want to remind everybody thank you again for coming but the indoor mask mandate is in effect if you cannot wear a mask inside i'm going to have to ask you to leave i'd like you to be able to stay thank you very much reading a proclamation regarding american education week whereas the education of youth is essential to the future of our community state country and world and whereas by equipping our youth with pro both practical skills and broader intellectual abilities schools give

014them hope for an access to a productive future and whereas education employees be they custodians or teachers bus drivers librarians work tirelessly to serve our children and communities with care and professionalism and whereas schools are central to the community bringing together adults and children educators and volunteers business leaders and elected officials in a common enterprise now therefore we the board of directors of sizeless school district 97j do hereby proclaim november 15th through the 19th 2021 as observance of american education work and i just signed the proclamation just a few seconds ago on the 10th day of november 2021. thank you very much all right moving on we will begin we'll take the roll call please and miss mcclellan president all right thank you very much so moving on to the first action item on the

015agenda is the approval of set agenda and directors we have it here in front of us and we've had it in our email inboxes since i think friday uh i believe a motion would be in order all right is there a second ocean made by director katie snedden and seconded by director dianna pimlott to approve the agenda as submitted and any discussion hearing none well all those in favor please signify by saying aye hi and i saw john's lips move and a little bit i think you were just ahead of me button hi thank you any uh any opposed i i heard five affirmatives and no opposed or motion carries and we'll move on to public comment and we have some public comment forms here and thank you all for signifying that uh you would

016like to address us and we have i just want to let you know that we do value the input of community members uh even those who are not directly community members but maybe running for a seat on the board of the oregon school boards association um i'd like to ask you to keep your your comments direct and concise we have a three minute limit time limitation and once again uh this is a time for comments for you to give feedback to your board of directors if you have specific questions the best way to get those handled is to submit them to the administrative staff and if you want to make sure that we are copied on those you're welcome to note that on your request but we do not respond directly to questions or comments

017uh unless it's something that's on the agenda that night and when it comes to that item we may bring that up then so uh my first first person tonight is ranelke curt i say that right all right if you would please uh just state your name clearly into the microphone and then go ahead and make your comment yeah my name is ronell kurt okay okay and i was really here what i'm really here for today is some questions from my um great granddaughter she's eight years old and they live in california they're thinking of moving up here and some of the questions she wanted to ask and i'll find out since you said you don't answer questions i'll find out about these is if they have um do the school have american flags in all

018the classroom one of her worries and do they say the pledge allegiance every day in the classroom to start out the their day and then the other one is um is there any kind of blm signs allowed in the classrooms say that again please the blm signs allowed in the classroom i don't know if there are not but i'll go in the office i guess and find out anyway and one of the reasons why she wanted to know that there was in her california classroom when she went to her music teacher she she had blm signs in there and when she found out that it was black lives matter she went home to her mom and said why would they have that and not have all lives matter because that would make josie which is

019her friend who's a mexican little girl feel bad and that sort of thing anyway so i'll find that out because i do not know because she you know they ended up having all lives matter signs beside the blm site i still kept the blm site i went to make a copy of some all lives matter signs today and i was at the at the copy place and the mother there said that her this is totally different than what i started out with that her daughter she was she wished she knew that the school board meeting was tonight because she'd come and talk at the school board meeting and her problem was is that she has a sophomore here at cyusa high school she was in the restroom and she had a boy walk in the

020restroom with her and i guess because i guess the boys and gender restroom now i didn't know that i'm at the classroom she was very upset about it and her daughter was very upset about it because she felt um threatened and of course she's seen everything on television about virginia and all that sort of stuff whether it was a rape taking place and so the mother will be here at the next meeting to talk to you about it she said i could tell her name but i'm not going to because i haven't talked to her daughter about it but so um that's a discussion that i'd like to be brought up or to know whether that's allowed and um [Music] if it if it is allowed is it allowed in the teachers um restrooms also

021where you know a male can go into the feet to the teacher's females teacher classroom i don't know but anyway i think it's something that we need to discuss and this little girl is feeling was really feeling threatened and she's had to she actually left the school grounds to come home to use a restroom at her house so i think there needs to be something done if they're if only to have um say a gender restroom where you can go to the office and get a key and go and if you don't feel comfortable with uh somebody of the opposite sex walking in that you can get a key and you can use the restroom here mr we're we're past three minutes if you could just wrap up i appreciate it yeah okie dokie that

022was that's that's all i wanted to say all right so thank you thank you very much i would just like to mention to folks if you have a specific building question about something you've heard about i really encourage you to call either if you have a child in that building a call call the teacher of your child or go make an appointment and go visit with them and if it's maybe something more related school-wide of and the child has several students mr harkel wrote as the principal of the high school ms flores the principal at the elementary school mr morell is the principal here at the middle school they are more than happy to to discuss those and answer your questions directly that's a hassle-free uh very direct way to get many of those questions

023answered that you just asked man thank you very much all right the next one is linda hamilton who i obliquely referred to a few minutes ago linda welcome good evening thank you all for being here tonight and thank every one of you for your service as the board of directors on the school district i'm linda hamilton at large school board district full-length education service district and at large is representing all 16 school districts so this is my first time in person here and this is the month i normally try to make it around to my rural areas and two years ago when i should have been here i was at cruswell so cresswell have a board meeting tonight so i want to thank you guys for being here um i'm also up for the my

024second term because kobe took my first two years uh i got elected in for osba's board of directors and 2019 it started in january and coveted hit in march of 2020 starting january 25th so it's coming up uh i have osba board meeting friday saturday of this week so i'm here and then i'll be heading to salem uh and we'll be talking about some of those policies you guys got uh i've been listening to some of those policy in rural areas like pleasant hill uh they have some very good discussion on those policies but i also said if there's anything i can do osba can do to help with anything in the rural areas or anything in the school districts or just speak to classes i'll tell you a little bit about myself but please

025keep me at three minutes um so i want to support for that but i've been in law enforcement public safety 34 years my husband 31 years state police retired i supervised sex crimes 25 years for those 34 years i worked in the prison system osba osp and osci not osb osp or your state penetration osci so what got me in this this school district is the school to prison pipeline when i had a young man on a major laven crime come in my office and say you were my father's p.o and i was like oh my gosh so you try to stop that generational but you know what i admired that young man from remembering me coming to his dad house so he knows a little he knew a little bit about what i expected

026as far as um supervision of parole and probation and uh the sad thing is he was on the same crime that his dad had committed as well you know sex crimes so um i hope you will support osba me as their director support osba and anything you need for professional development or training and thank you for having me out here the last time i was here i went after school but i was at apple's office elsa was the superintendent so thank you and have a good evening all right thank you very much miss hamilton all right moving on mr marshall denton sir mr denton could i get you to put your mask back on please we have other people who will be sharing that microphone a little bit later this evening and i know it's

027difficult to speak sometimes well thank you [Music] uh music [Music] all right you tell me [Music] are rated i believe on a scale of one to ten and i'd like to know what this district and individual schools are rated at i'm going to ask you which rated by which agency you're talking about well i know when you go on real estate sites like zillow and realestate.com they have ratings for school districts and i was just curious as to what uh what rating i don't know what agency scores those or if you have your own that would be an important thing for us to know which agency scores and although we may be aware of it our administration may be aware of that if not i'll find out what that source is and put it yeah

028put it in a question yeah and that's it thank you thank you mr denton and the fourth one we have and i would just like to point out if anybody else has decided they would like to address the board after this next speaker please go fill out a form real quick and let mrs mcclellan know so we'd get you on the list our final one is amy tragoning welcome ma'am we'll see if i can't tongue tie myself tonight uh i'm amy tragoning i teach seventh grade science here at the middle school and really tonight i'm here to stand in support of our students particularly our students in the lgbtqia community and our students of color specifically with pronouns name changes clothing choices self-expression and evolving identities these are a few foundational experiences of growing and

029maturing that students navigate every every day in our halls will also believe that these experiences should be defined by the students and not by any other person we as educators strive to give students the spaces and opportunity necessary for all students to safely and bravely open these open to or be open to be able to express their identities um and their values um most of the students mostly what we want is for our students to feel safe within our buildings we want them to feel safe we want them to feel cared for we want them to feel like they belong here and we don't want them to feel shamed for who they're being told that they should be or shouldn't be when students are safe and feel cared for they're able to be engaged they're

030able to learn more and that's what we do we are educators we're here to educate these students all the stuff all this extra stuff all these extra pressures on them are things that we're trying to well we're trying to help them feel safe here that i guess that's what i'm trying to say i'm kind of tangled up on my words right now um so yeah all right thank you thank you much all right any other folks interested in commenting tonight okay hearing none we'll move on we have 3.0 on the agenda is special presentations program highlight presentations we have none for this evening so moving on to 4.0 the board member openings board action is accepting the requests or accepting the resignation of a board member mr griscoac [Music] okay item 1110214.1 accepting a resignation

031position five uh dennis king submitted resignation to the board october 13 2021 as for policy bbc a resignation would become effective at this board meeting its recommendation of the administration that the board accept resignation at this time all right directors uh the resignation was actually submitted last month and uh our policies clearly state that we cannot and shall not take action until the next regular board meeting so that's why this did not come up two weeks ago at our interview section we're meeting to interview the the candidates so uh what is your pleasure folks mr chair be it resolved that the cytosoft school district board of directors accept the resignation of director dennis king position five of the cyslo school board of directors and declares position five vacant resolution one one one zero two one

032dash four point one board member resignation all right and uh and second okay motion made by director barnett secretary director katie sneden to accept the resignation and declare position five vacant any discussion on the motion very none all those please indicate your favor by saying aye aye any opposed motion carries unanimously would be kind of futile to oppose that anyway uh moving on to 4.2 and procedures to fill board vacancy we have two vacancies now mr guskoyek okay uh item uh one one one zero two one four point two uh again uh the board has already accepted the resignation for position one and declared that position vacant uh the board has uh conducted interviews the board may now discuss and appoint a candidate to brazil uh phil position one uh this employee would serve until

033june 30th 2023 uh to the recommendation of administration of the board of directors appointed candidate to fill position one uh from the qualified candidates already interviewed all right and i would like to know directors that the next agenda item has to do with position five now we can do this two ways we can separate keep these separate and appoint the replacement for position one individually and then move on to the next item and and and find a uh a candidate for position five or we could combine them both now in our last meeting two weeks ago we had a consensus that we would upon acceptance of director king's resignation that we would draw from the pool we have we felt what i heard from you was that we had ample qualified uh and suitable applicants

034for that position so would you like to take these separately or would you like to knowing that but when we get done we do have to take separate votes on each one of them but we could go through the selection process together or we could do it separately what's your pleasure folks okay but selecting top two and then moving on with the is that director barnett do you feel comfortable with picking two candidates right now and then taking separate votes which we would have to anyway no i think that's completely reasonable um in the past we've you know just kind of gone around each one just made comments about their first two choices and then um you know we vote from there absolutely and if i just may let folks know because you can't see

035him but uh director barnett is coming to us from an undisclosed location via zoom and he's on the screen we can see him and he can see us through the camera so and everybody in the room can hear him that's good so uh well that was my next question that's a great question uh do you want to narrow it down to just the top two or would you like to narrow it down a little bit and then go from that pool well i i think it'd be a good idea to pick at least three okay so why don't we do this uh you all have your notes from two weeks ago or came back to you and uh i'm just gonna keep track of things here and director katie sneddon would you like to okay

036director milton berger would you like to go first i would like to make a suggestion well that's what i was going to do here yeah but yeah yeah that's what i was going to do was write about italian here so yeah sorry yeah yeah okay so um that was my first choice okay and did you have any comments anything that would might possibly sway anybody else who didn't have her on the list i think she interviewed very well i was really very impressed with others yeah sorry yeah just talking i was very impressed with the research she had done and she'd done a lot of work into um and finding out what the board is all about before she came in interviews so i was very impressed i have a number all right and who

037else do you have if you had to make a list of three who would else be would be on that list um another one would be jason wood i really appreciated jason's um dispassion when he walked in the room um he talked a lot about students and and wanted to make sure that all of our students were taken care of um no matter who they were and just i could just feel his passion all the time he was talking so um i'm very very happy to have him as my second person all right and we're doing a ranked choice voting here so how about your number three slope you can put on the spot thank you so much you're welcome uh my number three would be robin all right thank you much and uh just

038to let everybody know i may come around again and ask for a number four if so director pimlotts would you like to give us your number one brian has a lot of experience within the community he's very passionate about kids and i just think that he will bring a a nice balance to the board and you're number two my number two is frank armanderas um frank has some years of experience he seemed um unassuming and very caring very thoughtful he was well researched and he has and he just demonstrated a great interest and desire to participate as a board member third choice was robin mendelia she has experience as an educator she also was very thoughtful in her response and seems to be a good fit thank you very much director barnett yes um now

039i would definitely would have to second some of what um diana said there my first choice is going to be brian lacature um he's got long roots in the area all his children are in the in the school district extensive volunteering experience and just has a definite heartbeat and pulse of the of the community i think if it's this is something that as a board we preach about having different perspectives and different ideas um i think it would be he would be a person that would be willing to maybe bring some different perspectives to the board and is willing to listen to you know other perspectives and is is presented himself as being flexible in other situations that i've interacted and seen him in so um any case he would be my my first choice

040uh frank armendez uh he came very prepared seemed uh very thoughtful in his presentation he came across as being also very thoughtful in every question that we asked him he had he was just like i said more than anything else i think he was very well balanced very prepared came across as very much a team player um so he would definitely would be my my second choice third choice there were some really good candidates out there um so that was that made it really difficult for all of these decisions but uh i'm gonna have to go again um with uh robin uh just because with with her background and her level of preparedness when she came into the interview i think she interviewed very well so all right director barnett would you do me a

041favor tell me who your second choice was again because my ears blinked just as you said the name frank frank frank armadares okay thank you yes i apologize if i mispronounced this last night no you i don't know i don't i was my years turned off at that time so uh director katie said um thank you so i have the benefit of kind of going towards the end but my first is jason wood um i i feel a lot of the same ways that maureen felt he has a lot of heart um i like that he my thing about jason is he has a connection to the students um outside of the district because he has a music program a pretty well established one and i know he's also involved with crow so i like

042that he has that kind of outside touch to parents and and to students um i think that's really valuable to us as well um so he would be my number one and i am so i'm gonna give you a tie on number two instead of giving you three okay um i oh i really loved claire kerth but i'm gonna go with um mr armendaris and also robin mandolia for my for my tie on number two um same thing everybody said about robert mendoza she was really prepared she seems to have a really extensive background she was well researched she was very well spoken um and frank same thing you know had done a lot of research seems very eloquent and willing to put in the work and get things done all right thank you very

043much all right in my my ranking number one for me was frank armanderas i had written down a reasonable seemed like a team player and a hard worker and he saw the role of the board of directors as being a support role and he identified some challenges for children in after school programs and he said he had reviewed the board gold so he was my number one number two was robin mendiola uh she had strengths being a background in education um she saw the challenges facing this all school districts but particularly school district is uh the community financial strength uh and social changes her objectives were the support what has been going on and uh she was positive in all ways that i could recall number three for me was stephanie spradling she's a parent

044of three children the challenges are graduation rate affordable housing and food insecurity in communities and she saw the role of the school board as more akin to the joint chiefs of staff rather than the the troops uh out in the in the field and her objectives were mental health and self-esteem and uh she wanted to be remembered as aldous huxley be kinder to each other i was pretty impressed with that so that's what i have now folks i would just give you probably mendiola is the only one that any of us had on our top three so i'm gonna rank her i'm gonna i'm gonna put a star by by robin mendiola as one of our finalists is that does that sound acceptable to everybody okay the next person who had four mentions was frank

045armanderas and one had him as number one two had him as number two one director didn't have him on the top three at all but uh do you feel comfortable with mr armadarus well but let me before i answer that question let me go through the rest of them so we can we can talk them um the next one we had two candidates that had two jason wood and brian lock a tour actually the we had three that had two stephanie spradling jason wood and brian lock a tour so i think we definitely have our top five so i'm going to eliminate the ones that did not get any any mentions edgar rodriguez debbie passante claire kurth we thank you all for your your interest um i would just say i was very impressed with

046all of our our interviews two weeks ago very impressed so we have five finalists is what i have now if i were to score them on a golf style mr armando's has a 7.5 the lowest score excuse me and i'm going to put a five for the ones that did not get so so mr armendaris got a 12.5 uh brian lockature got a 17. robin mendiola got a three six nine ten and a half and stephanie spradling got a jason wood also i got an 18 excuse me so if we rank them uh frank armendaris was the highest scoring next was brian lockett excuse me robin mendiola next was brian lock couture and next was jason wood then stephanie spradling does everybody understand how i was scored okay i just assigned a five to people

047who did not have anything um so we have a couple lowest rank but then we have three bunched around do you want to go a little bit further i mean because i did hear some pretty strong comments about the two uh two two of folks that i didn't have on my list i think it would be helpful if we had some conversation yeah that's fine maybe an executive session oh we can't do an executive session this is all public record yeah and i know it's an uncomfortable conversation but uh just to answer real quick the question everybody had robin mendiola on their list she was the only one that was on everybody's list well i think though that your question the way it was you offered it was one two and three so that's really

048rated based on strength not on just well that's not that's using the scoring but did you have some specific things you want to bring up though i i really you know when i think about what is desirable within this board i'd like to see balance and balance when when i select my one two and three my number one was really intended ryan i think will bring a level of balance to the board that that we won't have with um with possibly with frank or robin i think frank and robin are both excellent candidates that i know that brian will bring forth subject matter that challenge right right even though he did self self describing himself as being loud but that's what i'm saying and represents community the community i mean if you just look at

049the election right um the election was very close it was very close there was a there was a split in the community with the last election and and i just think that in order to bring balance and really challenge us as a board in a community i think good points thank you very much director barnett you were the one who had brian number one well and i would agree with diana on uh you know on points that she made as well i mean if we're truly representing our constituents um and we're taking a look at you know if we are looking at the last election a very strong portion of our community thought he would be a great option on the board um you know i think he is a person that will bring a

050level of discussion and thought provoking to the board and will have some spirited discussions but it is going to be in a way that i do believe would be productive and yeah and he is definitely a person from my experience and working with him on different you know different projects and whatnot over the years that he is definitely opening the open having his his mind changed i don't know how many times as a board member i've gone up and had my mind made up when i stepped in that room and then i listened to my fellow board members and my mind was changed and my vote was changed on different topics over the years so i think it's an excellent idea to have some varying opinions have some varying perspectives and have and be open

051to having spirited discussion we don't do our district any justice whatsoever if every single one of us on that board are like-minded and vote the same way every single time i think that's unrealistic and i think that's doing a huge just justice to our district and to our students if we're not willing to have those hard conversations and i think he's willing to bring up some of those more difficult topics and willing to discuss them all right thank you mr mullenberger or director of agency any thoughts on that on brian or on on our first two or three i mean i would just go back and highlight my my number one was jason um and i mean i i feel a lot of the same ways that diana and john feel i feel like jason

052would also bring some balance to the board and brings a unique perspective again i talked about i like that he works with parents and families outside of the district i really think that that is important i also think that he's got the time and is willing to get the job done um so yeah i mean that's that's a highlight on my number one okay all right um director milton berger do you have oh yeah yes i know this is difficult this is this is really not a discussion i'm used to having in public but i agree as well i agree with katie that there are different ways we can have a wide spread on the board and because jason's coming up twice i'll go for jason because i got him um on my list as

053well so i think i agree with the director said that i really believe that that if we're going to talk about um having a wide spread on board jason would just be an excellent to have because his care for children and his in all students um is is was very very evident when he walked in that room um so i would jason and i would go with robin also came up with very high okay uh i want to try to put a point on this if we could so we're all in agreement we have eliminated claire kerth debbie pasternack edgar rodriguez from the list of considerations there were the three that didn't get any any mentions at all um let me ask now stephanie spradling i had her on my list as number three and

054maureen had her on as number one because at this point because of the ranking that i i came up with she ranked last out of the five we have left would you consider changing your your number three selection yeah well those are your those are your number two and three so would you like to add a third to your list or just stay with both okay all right so uh based on that is it reasonable to eliminate stephanie spradling from the list john i would say so at this point i think we're you know we've got got enough of a discussion on the table as it is i think so we have it down to four uh director armendaris and i'm going i'm going to continue the process but change to a new page could

055i get you all to give me a ranking of the four yeah your top one one two three four so so all right in what order oh yeah so uh director milton berger you had jason wood and robin mandiola so could you give me two more for the list and give me the the orders that you're putting on we're taking these four and putting them right here sitting is hard too so thank you all for so yeah if you would i'll just work on ranking your top four your your four out okay yes please okay so my number one is robin my number two is jason my number three is frank and my number four is brian okay all right and director pimlott number one is brian number two is frank number three all right

056thank you and uh director barnett yes i would rank uh brian number one frank number two robin number three and jason number four so it was brian frank and who was number three robin robin thank you and jason was number four all right katie okay jason's number one uh robin's number two pranks number three brian's number four all right and that's a look at what i did last time my number one is still mr armadiros and my number two is still robin mendiola which means i have to pick a three and four brian locket tour would be my number three on that list and jason would be number four so i don't think this is conclusive in any way but uh that's what i'm just doing right now 5 10 11 5 10 13. 5

05710 11 10 15. so the top three out of that uh was frank armanderas and robin mendiola at 11. uh brian locka tour at 13 and jason wood at 15. although i do here's they're tied with the lowest score but brian is very close and jason wood was the was the can we eliminate jason wood do you think yeah can you tell me the point totals again okay 11 for robin for for robin mendiola and frank garman 13 for brian 13 for brian locka toured 15 for jason 15 for jason so jason's away by two yeah yeah i mean i i think that's fine to eliminate jason i'll listen to what other directors are saying i keep hearing you know frank and robin so i that's kind of what i'm where i'm feeling like this

058is going but um i understand your reasoning and yeah i think that's fair to eliminate jason but if i now looking at this uh we only have one candidate who has received two number one rankings from from directors and that's brian lockature he had two number fours and one number three um and frank armaderos and robin mendiola each had just one number one ranking so um now here's the way we could do this from this point on oh yeah is that is that reasonable to eliminate mr wood i'm looking at you john now i would say at this point yeah i think we've got it down to our top three that was a little weak chris okay director pimlott you agree with okay all right okay uh so eva i have a consensus we have

059three top candidates frank armendaris brian lockatour and robin mendiola and i kind of think we're not really the stalemate but um would anybody consider or want to consider re-ranking their their choices marie diana john no i feel really um very comfortable in the rankings that i have at the moment well uh i would consider it right now uh i would consider looking at everything i mean they're all ca all qualified and especially the top three but i would like to change my number one to brian lock a tour and my number two to frank armanderas and my number three to robin mendiola and that would in the ranking of things would put free rankings since we only have three choices to choose from brian lockature would have three first place or top votes in two

060third place so that would be [Music] nine for brian lockatour using that uh frank armanderas would have five ten 12 and robin mandiola would have under that so uh and i'll just i'll just be blunt it worked at the point now if we were to make a motion if somebody were to make a motion uh i would suggest that during the discussion of the motion that we talk about the positives and the things that would cause you to vote yay or nay on that um but i think we're at the point now we have three finalists and we could we could winnow this down all night long but i think we need to come to a vote on something so at this point i would like to officially enter 4.2 on the agenda and according

061to mr guskoyak's recommendation in the book uh he's he's recommending that we appoint somebody to fill position one and so the chair would entertain a motion for a name to fill position one under 4.2 on the agenda mr chair can i make a resolution you can make a motion make the motion excuse me apologize yes uh be it resolved at the size hill school district board of directors appoint brian lacature to board position one all right the motion has been made to appoint brian lockatour to position one is there a second motion made by director barnett seconded by director pimlott well i'm going to the discussion on it so that's the appropriate time yes ma'am director katie hi so you changed i'm just just to clarify you changed your ranking for brian yeah so that's

062why we're we're entertaining putting brian on and then we're discussing and then when we come to a vote on this we're voting to put brian in on the the motion has been made to appoint brian lock a tour to position one the remainder of position one on the board all right and then we will do this again well if the motion fails then we would entertain a motion for another one no worries i just wanted to be clear on how we were what we were doing any discussion on the motion uh hearing no further discussion i'm asked for a roll call vote this time so uh i will call the role since uh director miss mcclellan is not amplified so i will go through using the order that we have on the agenda somewhere here

063there it is once again i have so many papers so director milton berger all right director katie sneddon let me move on and then come back to you director burnett yes director pimlott yes director schnedden katie sneden yay and chair votes i as well so the motion to appoint brian locketer to position one passes four to one thank you all for the forthright discussion and uh so we will move on now using our ranking system we have two top candidates uh director armand or frank armanderas or robin mendiola for position five on the board and is anybody interested in making a motion at this time chair i'd like to make a motion that we um elect frank armanderas to position five okay motion is made to select uh frank armadarus to fill the remainder of

064position five on the board of directors is there a second second all right motion made by director pimlott and seconded by director barnett to appoint robin mendiola to fill vacant position number five any discussion on the motion correction frank armanderas okay so well the motion's been made and seconded i i think i said prank card oh you did oh absolutely did say frank yes you did i told you you know it's the stroke brain it's still affecting all right yeah the motion was to appoint frank carmanderas uh to position five i'm not even gonna ask who i said uh and second by director pimlott thank you very much john for keeping me on the straight and arrow is there any discussion on the motion hearing none i'll ask call for a roll call vote those

065in favor i will call the role and director milton berger director katie smitten director barnett yes director pimlott and the chair votes yes as well ocean carries unanimous thank you very much and thank you all to all of you who applied it was an impressive field of applicants thank you very much uh and just to let you know those two individuals will be sworn in at the next meeting which is scheduled for uh in december and moving on now to [Music] ah the cons consent agenda mr gascoia uh consent agenda consent business uh item uh one one one zero two one five zero uh the following items are on the consent agenda oh we're good now i don't know what we're doing so okay so we've got the october 13th 2021 board minutes the october

0662021 financial statements uh the enrollment report from the previous month uh policy iii bga electronic communication systems uh policy uh j g a corporal punishment and policy kl public complaints uh administration recommends approval of the consent agenda as presented approve the consent agenda as submitted is there a second uh director maureen miltenberger got the second in first motion made by director pimlott seconded by director miltenberger any discussion on the motion turning on all those in favor please say aye aye aye those pose say nay hearing no opposition motion carries uh now we're moving into the really exciting stuff and that is policies 6.1 do we have any first readings of policies tonight sir uh correct uh item jhar suicide prevention program procedures and protocols this is a review only this is a companion peach to

067district policy that was adopted last year the district shall develop a comprehensive student prevention suicide prevention plan for students in grades kindergarten k through 12. the suicide prevention team put together policy j-a-h-a-r suicide prevention program procedures and protocols from the recommendations outlined in the policy it's presented for board review as for the previously adopted policy from uh what you have in your packets is the work from the counseling team from over the summer with the lane county public health suicide prevention specialists this document as the prevention manual lives online and there's a copy of it as well as a physical copy in the district office for the suicide prevention program that is tied with addie's act senate bill 52 the ar is fairly simple a school district will maintain a suicide prevention program manual is

068directed by law in accordance with policy suicide prevention manual will be reviewed and updated as necessary by the counseling staff of the school district in conjunction with lane county public health suicide prevention specialists and electronic properties kept on the website physical copy of the manual is kept in the district office and then you actually have the full copy of the program manual uh there's an additional note from uh mrs palmer rowe the lead counselor on the prevention team uh oh i guess we passed that one was for me i was just keeping oh okay well well neither one of us are gonna get one at this rate and again uh so uh for mrs rowe um again in march 2020 i had written a uh garrett lee smith usi prevention support letter grant sponsored by

069lane county public health and orleans county youth services this allowed staff developmental time and support for writing the program with supplemental services the gls grant allowed the team to have uh work time with the uh lane county suicide prevention coalition special specialist to join them for three days as they work together over the summer for the creation of the suicide prevention manual the tiered nature of the manual is specific to the requirements in senate bill 52 requiring oregon districts to have a comprehensive suicide prevention program the manual describes evidence-based procedures and the instruments at the prevention intervention and post-mentioned levels around student suicide all right thank you mr crisco act directors this is a review only so we'll move on to six one two policy joc okay uh item one one one zero two one

070six one two uh following guidance from the oregon department of education one transgender student requests a name change in their student record the administration oregon administrative rule allows districts to create a cross-referencing system when the student's requested name is changed prior to a legal name change this uh is required for the state archives uh to remain unchanged uh this is a first reading uh the board may consider this to be placed upon the uh december 8th 2021 consent agenda all right directors what's your pleasure on putting this on the consent agenda for the second reading next month actually mr chair i would like to review this policy just a little closer and i would like us to vote on this and not put on the consent agenda i think it's a policy that deserves our

071full attention okay uh director is president of the room all right and so uh we will this is the first reading and it will be on the december agenda for the second reading on the action agenda thank you director burnett uh nondiscrimination 613 policy ac okay item 1110216.1.3 policy ac nondiscrimination this arises from legislation uh coming out of the oregon house uh house bill 2935 uh new definitions uh regarding discrimination related to race physical characteristics such as natural hair natural texture this is a first reading of policy under ac again this could go on the descent agenda but once the board has a chance to review it we can make a decision later all right so this one is review only and moving on to 614 then policy bbaa item one one one zero two

072one six point one point four uh a board member individual authority and responsibility they're interested in their interest is when a board may need to consult a legal counsel prior to making a decision policy change clarifies when individual board members are authorized to seek legal counsel that may incur legal costs for the school again this is first reading the board may consider uh placing this on the consent agenda i would ask that the board take this and use this as a first reading with the second reading to follow all right uh mr grosskowiak what was the uh the inspiration or uh rationale for this this change this is coming out of legislature well there's uh there's certain times when legal counsel uh can be invoked by typically the board chair prior to making irregular decisions

073or contracts but there are times when other actions need to be voted on by the board itself but other individual members of the board cannot seek the regular counsel of a regular standing council or outside council that would cost the district money if they if they decide to engage in that contract it would come out of their own pocket okay is it coming upon the district this came out of the recommendation by the oregon school board association the revised policy okay uh directors have any objection to putting us on the consent agenda for for october yeah well we'll have a second reading but do you want to you want to discuss it and vote on separately or would you rather have it on the consent agenda i would recommend this one for a second oh

074this one for a second okay yeah i would as well okay so uh at the consensus is where we're accepting the recommendation all right and okay uh item uh 6.1.5 uh public prominent board meetings uh this will be policy bddh and vddhar house bill 2560 coming out of legislature this year goes into effect in january 2022 uh all all public meetings uh need to be uh electronically available and there needs to be equitable um opportunity for comment either in person or online if that's on the agenda and so those parameters need to be set by the board and so i would recommend this for second reading in december so you can set that criteria in policy okay and so the recommendation on the report here is on the consent agenda for december 8th is that

075second reading oh second our snack language is is either or it's either second reading yeah well i just like this belong this belongs in the second reading not consent okay that that's what had me confused because it says consent agenda the agenda so uh yeah and i directed barnett what i heard you starting to do is agree with that and put it on the discussion agenda yeah it's mr chair um board chair yeah i would agree with that just because it looks like we've got a policy but we've got some technical pieces of this of how this is looking what the mechanics of it behind it are so i agree with mr g very much so on that this is a major rewrite of policy coming out of the state senate okay um six one

076six policy ib okay yes item uh one one one zero two one six one six policy ib freedom of expression uh again uh senate work uh out of session two zero two one house bill three zero four one revises stature statutory definitions uh removing gender identity and uh creating a separate definition um and this one i believe could go on consent agenda under freedom expression uh this has minor edits in the policy so what you're saying this is an existing policy with a few minor edits including i see at least one spelling correction yes yes um all right directors consent agenda or action agenda next month i would say consent agenda as it is uh some pretty minor changes overall right all right so i'm hearing the consensus sigo consent agenda thank you sir next

077up a second reading of policy okay so yes um looks like we handled them in the consent agenda none we don't have any secondary no there's no secondary student investment account review okay so um this last year was our first year for student investment account arising out of new funds coming from the state this is a review of our annual summary of expenditures and goals from items presented in uh would have been february of and so uh yeah the department of education has signed a four type four question type review uh with journal questions uh and the uh and actually our business manager has already been through our uh public review of of the budget with our auditors and uh we'll go through our uh progress markers and our um uh basically quarterly review so

078bonnie can you put up our presentation please well just apologize due to technological limitations the presentation is going on the board where we can see it and unfortunately folks here cannot but people tuning in on youtube can see it so again this is the basic template that you were presented with when we did our initial submission uh back in uh february of 24-20 uh for the 2020-2021 school year actually i could probably pull up my copy so again we had roughly two billion dollars in the state school fund again fifty percent of that roughly comes into the student investment account and those are uh funds uh specifically set to school districts based on their uh average student enrollment uh for expenditures within the district to offset past expenditures and increase student programs next slide please

079yet part of this is looking at equitable outcomes for previously underserved populations next slide and during that initial year that we were developing the plan we had multiple input meetings with students and community members and again primary goals of meeting students mental and behavioral health needs increasing academic achievement including reducing academic disparities for students of color students with disabilities students navigating poverty homelessness foster care and students that are non-native english speakers again five primary points in uh the student investment account or student success act again reducing academic disparities for students meeting students mental and behavioral health needs providing equitable access to academic courses allowing teachers and staff sufficient time to collaborate with each other review data and develop strategies to ensure that risk students stay on track and establishing and strengthening partnerships within the community

080everything we picked had to fit into one of these four categories reducing class size well-rounded education instructional time or health and safety now the standard accountability measures for all schools as well as sayuslaw are examination of the regular tender rate third grade language arts proficiency rate the ninth grade on track to graduation rate and fourth and fifth year graduation and completed rates so again our primary outcomes again developing communication a graduation profile for each student again what we call a five-year plan establishing a greater professional development collaboration opportunities for staff giving students greater access for digital literacy and research skills with opportunities to put them in in all class areas across the curriculum and health and safety improvements you know showing the positive changes in students academic success so emotional well-being overall school and community

081climate same slide just represent a different way we kind of work these with our esd component here again common themes we see an overlap with um quite a few uh areas between career readiness and career technical training um preparation and trade apprentice or college program readiness right out of school so we see access with high interest electives that fits right in there that's been the primary function of our sia funds at the high school we'll also push that down and develop feeder programs with the technology and business classes at the middle school level and you have as many actual dual uh credit college classes through the career technical ed as you do in the traditional course threads at the high school level again looking at what we've been doing uh over the last two years

082um and barriers impediments and challenges uh last year and setting up for this year uh just with the way the pandemic is run is staffing for all positions but specifically within the sia framework has been difficult and in looking at some of our health and safety upgrades schools are difficult to get a lot of uh vendor and contractor work done because there's a real tight time window and uh since we've had quite a few delays with supply chain issues getting some of those projects done uh right on time has been difficult to do we've had to push some of them into this year and we've had them scheduled for christmas break and then spring break was right along the way so uh the other part too is actually getting together and actually having um meetings

083with people because again getting people together has been difficult and then we wind up having in some cases a lot of zoom fatigue having people getting together for the same overlapping meetings with ode topics and a small community uh with having uh very small uh underserved populations uh a lot of those families tend to get hit up over and over again and uh it's uh hard to get a lot of that a lot of people together repeatedly and so ode and districts are working on streamlining some of those processes simply because there's oh there's so much overlap in there so again so trying to find that balance between student and community desires for engagement sessions again there's an overlap between high school success which was really the kickoff to this process this is the old

084measure 98 bill which led into student investment act and we really kind of use one to leverage the other and you'll see certain items one year beyond one budget one on the other and it and they they uh they kind of supplement each other and so again career readiness social skill mental health support uh we've added uh and maintained second counselors at the k-5 and the 6-8 level across the board and one of the big pushes this year has been expanding the student academic day by 15 minutes which doesn't sound like much but over our previous average year that adds up to eight days across the school year one thing that we'll pick up with this next year is looking at a first grade transition program again high intensity program for kids coming out of

085kindergarten that need to be on track for second grade that have additional skill deficits that need assistance in uh rooting and math next slide please um as we get into kind of the future aspects of this we'll be going into what we call progress markers and this is not anything that we've ranked now but our esd and ode liaisons have us review these with board members now and just kind of looking at a check mark system of how we go through on a quarterly basis of identifying uh kind of uh goal posts along the way so that way so that way it's not a one year you know at the end you've kind of figured out where you've been and where you've gone we want to make sure we see kind of checkpoints in the

086middle so and again with all of our uh ode grant and compliance issues they're all posted on the website under our compliance reports page and uh we use our general uh email address 97.jslaw.k12.orus for any public commentary and questions on sia high school success and all like programs so all right this was a review item only correct yes and if there's any specific comment beyond the regular agenda 2 item we could take that now okay directors have any comments or questions i not at this time i would prefer not to go to a public hearing type situation on this right now and i have deemed that's prepared myself for it so uh the directors if we feel we want to solicit additional public comment we can we can put that on the december 8th agenda

087so moving on now uh spanish curriculum materials review correct yes uh item one one one zero two one six point four mrs hernandez come on down okay this is a second reading on adoption of uh spanish textbooks uh in last month's uh board packet you've got the board received the initial ode score reports on uh the preliminary textbooks uh that were kind of the lead favorites coming out of the material reviews group that mrs hernandez led and she's here for a kind of quick overview on the final pieces hi good evening um so this is uh my first time being a department chair so i'm like super nervous okay um so the committee uh consisted of students um and uh miss mackenzie who is our librarian who took a look at the tech component of

088the um curriculum so is i'm not the presentation's not is it am i going through the presentation yeah you're coming across um so i guess i can just go through i don't have just three minutes right okay um so uh looking through the curriculum so i'm gonna go buy primarily what i look at when i'm looking at a curriculum adoption and the first things are especially with covet happening and not having a text component that was as effective as we wanted it to be this particular curriculum has a technology component where students can access assignments can do can revoice record and submit for oral proficiency um it also has let's see oh direct assignments uh hold on a second there's more oh testing so for um tests can be also submitted directly to me through

089uh the compo the tech component of the curriculum and um they have tutorials for students as well and let's go through so there's a couple of things lots of visuals it is called authentico which is authentic and i like the sources that students have and a lot of the students who went through the curriculum really said a couple of things was i really like that it's more current so it's not old videos that are from like 1980 it's current up to current events um the videos and they can access those too where i can assign them as well um so there's also a parent's corner which i like so parents can go in there and see like all the components of like what their students are doing um and i also included that link in

090the website in the uh presentation and so a couple of things so let me go through so the there is going to be uh when one of the questions so it does meet all the technical components um according to ms mckenzie she really liked it uh she asked actually if it had hard copy textbooks they said yes we're going to order hard copy textbooks for the students who have you know difficulty with the technology they can also have an option to have the textbook and the workbooks uh hard copy uh there's so there's that i'm going to uh there are cultural components as well so it does mean the state standards um so there's a cultural components where they also get to see uh real life information on cultural activities happening around the world in

091the latin american countries and spain included so that's really something that they were interested in as the students uh the other thing let's see student workbooks are also available on the online the real life which is the realized portion of the curriculum it's called realize because that's where the tech component links to the curriculum um and it's run through realize and so that's something that is nice and efficient for students one of the complex things from last year was students having difficulty either trying to work off a document that was shared with them so this allows them to be able to just type and type into the document itself without having to go through all these multiple steps to try to make pdfs and docs accessible which is a really good thing for students it's

092much easier and it also is linked to our google classroom so students don't have to have multiple accounts in order to to access their curriculum they can just it'll be all submitted to google classroom which is they already have an account they already have it it's all set up and it's easily accessible to them um so there's a couple of components that i like for myself as a teacher and putting on the teacher hat not being the chair um so there's like a summary there's there's teachers transcript answers um i like the component one of my favorite was the differentiation strategies because some students come in as native spanish speakers and so it's important to challenge them as well and then you have students who are also non-native spanish speakers but are also excelling very

093very well doing very well and so they also need a challenge so i can modify things as needed to meet the needs of the student and their progress and let's see is there anything else i mentioned cultural environment um let me go through one more thing i think those are the key parts and i don't know if anybody will open up your questions if anybody has any questions you can see that my presentation is really long i'm trying to kind of skim through it as i as much as i can oh yeah no questions i don't know no but um but all all the students we all came into agreement with all the components of the textbook evaluation i was i was looking at your evaluation performance yes yeah so it's very thorough yeah we

094went through all the components um high marks thank you yeah and the only things that were not a separate published diagnostic sex that's not um that doesn't apply there's none for that yeah all right well thank you very much directors uh unless there's any overriding concern or comments i believe a motion would be in order director be it resolve that my school board district uh board of directors stopped the sap a s a tentacle one identical two and a pinterest curriculum textbook and resource series for use in the spanish language course district right 111 021 all right is there a second on the motion that gets made by director pimlott seconded by director katie sneden uh and any discussion on the motion tearing down will ask for a voice for please all those in favor

095please say aye aye those opposed say name hearing none i heard five affirmatives motion carries unanimously thank you very much for the for the hard work on coming to this now we'll move on mr guskowiak to the next item and you can stick around because i think you're going to be involved yes that's how we've arranged this part of the agenda so uh item one one one zero two one six point five second reading a request for class travel abroad spanish street class traveling to spring to spain uh spring break of 2022 in keeping with local board policy iica and iicaar mrs hernandez is requesting approval of the board to travel abroad with the spanish 3 class to spain this upcoming spring break administration recommends approval of this request mrs hernandez is here to answer

096any specific questions the board may have related to uh this class excursion all right thank you mr cascoyak uh directors have any questions about i do have one how large is the class oh my group is small we're six um six students total um three seniors and two sophomores and one junior um thankfully this year was is our first year doing a spanish three and i'm hoping eventually to grow the program and have a spanish four thanks to ms great who supported um the move of opening up a class for spanish three um and it's such a close-knit group i've have these students from previous years and some of them have been my tas and i i i told them i said um we're gonna do our best we're gonna put it out there hopefully

097it gets approved and i said don't hold your breath but we really um i'm looking forward to hopefully traveling with them and for them to it's a hard it's hard for students to um go beyond those first two years of a language because most of the time by the time they're juniors and seniors if they took spanish as a freshman and sophomore junior year is really a compacted year for them they're really stressed there's a lot of stuff happening they're busy there's college you know college is looming very closely um over over them and so it's amazing that i have three seniors because most seniors don't want to do more than they have to do to just be done they're really kind of once spring hits they're wanting to be done and so i really

098want to commend my my students who said yes we'll commit to a spanish three and for the soft you know my sophomores and my junior i'm like i really want you to come into spanish four hopefully it carry over carries over and we grow the group and there'll be more students and it opens it opens up another elective for students to take um mr mr hernandez how what's the plans for funding this yeah well we're going to try to do some fundraising some students some parents already have some some of the funding themselves um and there's also financial support um they just need to fill out an application and i'm gonna help them through that so okay looking at the information you've given us is just under three thousand four for each student and adults

099would be about thirty four yeah so you're saying so six students and how many adults uh so it's usually a six to one ratio um so it's it's just me but i already have a parent who's already looked and once is interested in uh being a chaperone and she's already kind of moved forward into and i said okay um so we had a date where parents i did a presentation for parents and students and they were informed of you get a discount if you kind of register early you can get your money back if the board doesn't approve so some parents jump on that and save a couple hundred dollars on total cost all right well thank you very much uh directors we got the information here and uh mr chair yes sir yeah i

100just had one more question for miss hernandez um what what spots in spain are you looking at visiting okay so there's it's arriving to madrid and then heading over to barcelona madrid is a big city so it's kind of a nice contrast to travel to barcelona because barcelona is more of a country like a countryside so going away from the city and going into the country uh so that's one of the things that the um our person who supports our tour person uh recommended and he she said that that was a really good choice because then they get not just a city exposure of spain but also the rural areas okay all right any other questions thank you for that john yeah and i have one more thing to add which i really like about

101this is um it's connected to uc irvine and so they can get college credit if we can set up a project probably coming on our return we could create a project and have them get college credit for their trip so that's a plus all right so there's an academic moment thank you if there are no other questions motion would be in order be it resolve that the school district board of directors approves a request spanish three class to travel across spain using the services of explorica at the approved vendor of services for the trip resolution 111021-6.5 all right second you got it that's great motion was made by director pimlott to approve this resolution and the subsequent trip seconded by director barnett any discussion on the motion hearing none i'll ask for those in favor

102please signify by saying aye aye aye those opposed motion carries five nothing thank you very much thank you and uh voyage or how do you say that in spain the spanish okay what she said all right another request for out-of-state travel i'm going to put this hat back on for this one okay uh item 1110216.6 for out-of-state travel uh keeping with policy iica and iicar uh high school band director mr kiesling is requesting permission uh from the board to travel to seattle for the western international band conference this is a conference trip that has been previously attended by city slot students administration recommends the board of directors grant approval for this out-of-state travel request the itinerary is presented on the next page we have two students attending with mr kiesling and they'll also be traveling

103with uh students from band we've this has been a past practice all right how many students are attending two two okay all right and also just to clarify i got ahead of myself i put the hat on too soon but i'm going to leave it on uh any questions mr can i ask if they're traveling with banden you said yes okay so one uh teacher advisor i'm assuming from bannon and then some kids yes no other adult chaperones correct perfect and i'm assuming that bandon is paying their share of the expenses yes they are yes all right uh if there's no further technical questions on this emotion would be in order mr chair beer resolved that the science of school district board of directors approved the out-of-state field trip uh in november 19th through the

10422nd 2021 to seattle washington resolution number 111021-6 all right is there a second okay motion made by director burnett seconded by director katie sneddon to approve this uh any discussion on the motion hearing none all those in favor please say aye aye did i hear everybody say okay you weren't close to the mic so i didn't pick it up uh in any say nay all right hearing no opposition motion carries unanimous thank you very much and uh oh i asked you guys now the reason i'm wearing the hat because we have two state championship teams and mr griscoach would you like to tell us about 6.7 all right uh item 1110216.7 each year after state travel competitions many size law cross country athletes qualify for interstate or multi-site regional politicians this year's competition uh at

105the pacific northwest regional will be in seattle on saturday november 20th 2021 after uh this weekend state uh competition we have 12 student athletes that have qualified for the pacific northwest regional championships in seattle and so there is a travel request we don't have an official itinerary because this has been a fairly quick turnaround but students will be traveling with their parents we are staying in one common hotel students are traveling up on the 19th coaching staff we traveling separately and so students are being supervised by their own parents um and coaching staff will be on site as well for the competition all right come back and they'll be back in school really yes real quick question now this is this is the meat that usually takes place at the beaverton nike campus yeah that

106we typically yeah there's usually the inner there's an inner squad that happens there but this is a different one okay and it's we've had that one before we do um this is a border clash but this is a bigger company this is in lieu of the one that takes place no yeah oh okay okay so this is the replacement for that all right uh pretty straightforward folks a motion would be in order mr chair be it resolved that the cyasa school district board of directors approved the out-of-state trip for regional cross-country competitions resolution number 111021-6.7 and way to go teams all right is there a second motion made by director barnett seconded by director milton berger to approve this resolution and the hardy huzzah to the added comment there any discussion on the motion hearing

107none i'll ask for those please say i in favor hi hi those posts hearing five eyes motion carries unanimous thank you very much all right now we get this is where we decide on who we would like to vote for for the osba state board right mr gasquet yes uh item one one one zero two one six point eight point one osba board of director position six okay so uh osba is organized um with 14 geographic regions nominees from this region that the board needs to consider are mark warren from fern ridge school district 28 and one of our previous visitors miss linda hamilton representing elaine esd for position six the its recommendation of administration that you select one of these two positions and nominate them for position six director all right thank you very

108much the way uh we have two candidates that have said they are interested in representing this region on the oregon state school board association directors and uh a motion would be in order to select one or another or somebody off the list so director milton berger you have a question or do you want to make a motion all right that's great if you've resolved that the cycle school board of directors sports linda hamilton or the osba uh for director all right is there a second to that second all right motion made by director meltberger seconded by director barnett to cast our vote for linda linda hamilton over the lane she's currently with elaine esd board but she would like to serve on the oregon school board association board of directors any discussion on the motion

109all right hearing on and having heard both of them speak it's a difficult decision in my mind but i fully support this motion so all those in favor please say aye aye those opposed say all right okay well the times is explained your vote would have been during the discussion so that's right motion carries though four to one but i understand your your elections there all right moving on next to okay uh item one one one zero two one six point eight point two osb election legislative policy committee position six your candidates for legislative policy commission policy committee for osba for region six are um austin fernandi uh lcc board judy newman eugene 4j board administration recommends that you select one of these two candidates uh for lpc osba position 6. all right and we

110have the questionnaires submitted to us by the candidates we have austin foley and judy newman and they're in our packets has have anybody stand out in anybody's mind after reading it over the weekend mr chairman all right is there a second the motion to vote for judy newman to the zone 6 osba legislative policy committee second all right motion made by director pimlott seconded by director barnett to pass our vote for judy newman of the eugene ford school district for that position any discussion on the motion all right hearing none we'll ask all those in favor please signify by saying aye aye aye any opposed hearing none motion carries unanimous thank you very much all right now we're going to the administrator reports mr schoen okay before we get started on that we're going to

111handle a few things here and when we get done with the regular business we are going to take an executive session and leave go to a private room for a discussion on review and evaluation of employment rated performance of the chief executive officer of the public body so mr griscoach sorry about that go ahead okay um this month's uh superintendent report and communications uh new employees as for board contract approval of positions uh first off uh certified uh gary sorrell's physical education so you saw elementary school a first year regular teacher transfers within district classification lonnie wright custodian to cisa high school new hires in the classified categories uh hannah hines petty special education life skills aid jessica lane educational cycle elementary reika brown educational aid title services cisa elementary brent chips substitute bus driver

112transportation department kathy kenyon substitute bus driver transportation department and john smith custodian one slicer elementary school new hires in coaching kaya blake jv2 volleyball high school and uh brian carmer assistant boys basketball coach cysteine high school uh retirements and or resignations i had a crosley second grade teacher slice law elementary madison reynolds special education life skills aid high school chihuahua stinger library aid cycle middle school and retiring mrs uh rachelle kraus campbell physical education teacher at slicer elementary school as a quick review general notes on county metrics again we seem to be on the downhill slide from the delta surge over the summer uh overall and on the pediatric case count level we're still at a at a level that if the previous metrics were in place for school operations um would kind of be

113on that last year's threshold would have been uh k8 operations and 912 would be yes we just still don't have a hard uh number from oha or ode on when what's our target for you know local control of mask and other safety considerations yet superintendent script has requested that so we actually have a target to be working towards um last meeting there's a quest for generalized case count totals again up and through last week student cases so far this year had come from outside lab tests 24 were diagnosed on campus with binex now and 11 was presumed from an in-house or household um contact case and then adults eight cases uh external lab notification four on campus and then um and then we have another uh guest visitor that uh was on campus and then

114called us later and said that he was positive after the fact quarterly review accidents and injuries all of these have been reviewed by the safety committee found to be of an accidental nature with no known uh structural or facility deficiencies or an identified notices for a lack of training or instruction so truly accidental in nature i'm not going to pick on any one sport but you can see that we've got uh now that we're back on the back on the fields we're starting to pick up a couple more athletic injuries again most of my work was already done with sia budget and annual reviews and then um last up would be uh again upcoming meetings uh we did have a nice little uh meeting actually this saturday with some representatives from the city uh meeting

115with representatives from the uh german national uh track and field team and hopefully they will pick florence oregon and uh slice a school district as their base of operations for um the oregon 22 track and field championships and they'll make this their july residents next summer okay um okay yeah so um that would be the end of my general report okay thank you very much uh business management communications katie would you mind handing the mic to uh oh there's like okay good evening everybody um i don't have a whole lot for you tonight um i have been head down buried in audit work for quite a while now so um the auditors left our office yesterday they finished their field work up i believe they talked to katie last week it was a bit of

116a rough year for me i took on the head coach job for volleyball this year just five days before the season started and as school was getting ramped up and ready to go so um i was spread a little bit thin i really appreciated um the district office for being so patient with me being out for practices games um all of my departments are basically anyone that needed anything from me was very gracious and gave me as much space and time to work through the audit this year um i had to delay it because i couldn't get through all the prep in time and um the auditor made me feel better when she left yesterday saying there was only one district that did not have to push them out this year so um there's a

117lot of federal funds that came our way this year just a lot of additional stuff and the auditors were having to audit single grants um in excess of what they normally do as well so it was a lot of work and i'm happy to have it wrapped up and i would be remiss if i didn't mention that we had a successful volleyball season up at the high school one of the things i was not prepared for which was a a good thing is last year i think we had 15 kids in the program we're barely able to run a jv team uh we had to use varsity girls actually to play in jv games to make it happen last year and this year i ended up with 29 girls and we were able to form

118three teams out of that and i have to say the the school culture behind it was awesome our home crowd was amazing the community was amazing and then of course you know making it into the playoffs for the first time in many many years was really exciting and as we left the pta put together really quickly a send-off for us so we had some middle school and elementary kiddos out there i just have to say that some of the girls on the bus were literally crying because they were so filled with joy over just the kids the excitement that we saw the signs that we saw you know the parents were out so it was it was really amazing year for us so um other than that i don't have anything unless you have any

119questions for me thank you very much all right administrator reports that everybody get a chance to review those came in the packet over the weekend uh item 7.4 then [Music] for board chair communications uh oh yes sir yeah i you know our administrators have definitely put a lot of work in his reports and i just had had a few questions if that's okay okay um first of all definitely want to say hats off to middle school and high school athletics all the way across the board just our students just completely demonstrate what good sportsmanship and conduct is supposed to look like and it's nice to see when that's reflected in incredibly successful seasons all the way across the board so carrie i know you definitely had your hands full this year and way to go

120with the volleyball program and you know chris johnson sam johnson middle school coaches dan rankin i know there's a whole bunch of coaches i'm missing out there but just want to say we had some really good leadership in our athletics programs this year and it was it was outstanding so um i did have a quick question for uh mr h um i'm seeing you know in the in the ninth grade in united referrals by grade um and you do mention reports that you know you kind of expect an uptick in referrals there i was just curious what plans you have in place um to try and help curb some of that uh katie once again mike sorry thank you um in anticipation of students who were way out of practice on the rigors and the

121routines of school after quite a long period of business learning we initiated a future success class which is a required class for all of our ninth grade students we now have one staff member who has contact with every freshman every day able to work with those students she's also a touch point for teachers who are struggling with students missing assignments missing work kids who need extra practice some days the class functions as a study hall some days as a rule review some days as sort of a progenitor of school cultural elements that we're wishing to instill and that is beginning to pay off things are settling in rather quickly i do think that the significant higher spike in the ninth grade class in the early months of the year again was predictable and will settle

122when students get back into routine thank you mr h um the only other question that i've i've got on um you know your reports was um this is and this is something that was put in by um ms scott um in regards to bathroom use and i know this is going to be a bit of a hot topic so i know this is going to be something that's going to come down and this is something we're gonna have to address in a in in in another venue at some point but i know there's a lot of concern i've heard from different constituents um children in regards to uh different genders using different bathrooms uh i do apologize if i'm using incorrect terminology but in any case i know there's a lot of concern by by

123the public what things are we putting in place to make you know we've got four percent of our students that are identifying as you know transgender lgbtq um and but we've got 96 percent of the other students in our student body in our high school that there's some definite concern coming from those 96 percent of parents as well and i definitely want to make that four percent as equally adjusted and equally as welcome and an open environment in our schools but you know we do have two sides of this two considering concerns from both sides as well to address so i just didn't know what positions we're putting in place and that i'm not even sure this is the right time to answer this but i did see it in the administrative report so i

124thought i'd address it and i can speak to it briefly i think for i think a more in-depth discussion is warranted i think guidance laid out in policy is also something that's warranted i know we discussed this recently as an administrative team to have some policy guidance first of all you're right we have the the concerns of the majority of students for terminology birds of refrigerants are cis students or students who are uh currently identifying as the gender they were identified with this birth and about four percent of our students who are transgender or non-binary and we do need to keep all of their interests in mind keep all their safety in mind at the same time we have to follow the directives from ode and the guidance we've been given regarding how we handle

125these issues we did recently modify one of the staff restrooms to be a non-gendered student bathroom so students of either gender can use those that restroom in particular we think that's going to be mostly frequented by our non-binary students who will have a little more privacy and a little more modesty privacy and modesty are really what's in question more than student safety and the students who have expressed concerns to me nobody has expressed a concern about physical safety or physical fear it's privacy and modesty and frankly a surprise at a very very new element in our schools one of the things we are looking at and unfortunately we are stuck with 1960s 1970s architecture in the building we are looking at modifications to the restroom which would allow for more privacy and modesty for students

126of all genders we recently had a trip to university of oregon with our ninth graders and they were surprised but not i'm not even surprised they were they noticed but we're not at all put off by the fact that the restrooms at the university of oregon were not labeled male female men women it just said restroom and the stalls were floor to ceiling and completely ceiling stalls to allow for that modesty and privacy you had no idea what gender you were next to if you were in the stall and it was the elimination of the urinals and any sort of the gender-specific facilities that would be in those bathrooms and the sinks were outside outside the bathrooms which most of the shenanigans that kids get into in the bathrooms is at the sink not at

127the toilet or the urinal it's standing in front of the mirror splashing around and goofing so i do think if we can address the modesty and the privacy we'll be addressing most of the concerns the students have we do also have two restrooms in the office that are separate single stall restrooms and we have students some students and some non-binary students choosing to use those restrooms on occasion thank you very much mr h that's about it for there thank you all right thank you anybody else have any general questions or clarifications on any of the administrative reports diana could you hold the microphone closer to you please so we have um we have bathrooms that are non-gender-specific and then we have bathrooms that are restricted by gender we have our yes we have our bathrooms

128that are restricted by gender however i think the distinction that we need to keep in mind is that our transitioning students are identified as non-binary they're not in their minds and in the minds of ode it's not a male using the girl's restroom okay and we are having support plans we're putting together with all of our students who are identifying as non-gender sorry the genifying is not binary or transgender we're working with those students to identify the best ways we can accommodate their needs as well but yes we do have one single restroom a converted staff restroom which is open to both genders and i think that's definitely something that we should encourage um you know we are dealing with a high school juveniles we're not dealing with a college where a large portion of

129those students are legal age adults um you know we're dealing with minors and i also believe there's going to be situations where there's going to be just a hypothetical situation here where you have uh two young ladies at a bathroom sink fixing a uh garment malfunction let's say and they are partially exposed hypothetical conditions and a non-binary student comes in that could be redressing back to the modesty issue and i think that is you know opening ourselves up to potential issues there and i think in our design of what we're going to do with the bathrooms those types of things need to be taken into consideration as well thank you director barnett for your comments thank you mr herkel rose for the clarifications all right uh now moving on to board chair communications our next

130regular meeting is the 8th of december at 6 30 p.m we'll have begin with a work session at 6 00 pm that evening next facilities advisory committee is next monday the 15th and what was the time on that mr scotia is it is it 6 30 or or 6 4 5 30. 5 30 pm facilities advisory committee and uh now and the targeted feedback survey which is a component of the superintendent's evaluation we were kind of a crossroad tonight um we we have a choice to make in my mind what we're looking at we do the targeted feedback survey which is a series of questions and then we we develop a list of who to send that targeted feedback survey to whether they be staff or community members and because i thought i felt we

131came up with a very good list of questions and a good member uh a good cross-section of the of the community to send it to we can either redo the whole process uh this year which would entail a separate meeting to do that to come up with the questions or we could uh just roll over the same list of questions the same list of participants that we used last year and i didn't see it that miss mcclellan did did we have some of that criteria in the packet or for the the list of questions and the participants oh okay then he being vince vin vince adams who is the guy that walked us through it last year so i know we've got uh two directors that weren't in that process last year but um [Music]

132director pimlott did you have any thoughts over that last year would you like to do it over or did you feel comfortable with last year's i think that the questions themselves were very well thought out but there's a lot of good discussion i think that the questions really were varied and we're good right i would suggest that we send the questions to a new audience just to get some additional feedback okay even if you wanted to do a blend of new and some of the same and then additional dr barnett your thoughts um yeah i would agree with director pimlott um you know i mean we are going to be looking at a majority new board um and i think some different ideas and some just some nice ideas but maybe some different perspectives on

133that and if nothing else a review would definitely be in order just because you know we have like i said a majority of a new board uh yeah i agree with director pimlock the questions were very good i honestly can't remember the entire list of of who we sent them to but i do remember the questions we worked hard on them and and it was a good cross-section everybody on the board contributed to that list of questions ms mcclellan if we were to have when do we have to make the final decision on this one okay yeah okay all right so john i don't know if you could hear that or not they mr adams has to send those out uh mid to late january and he tries to get the you said hey do

134you try to get the questions out before the christmas break and when you say if i close it that means have all the results back so he needs to have the list of recipients before the christmas break yeah okay all right so uh director barnett you probably couldn't hear all of that but basically this is something we need to get done by the middle of december uh so uh i mean i think even if at the next board meeting where we're going to have a full board if we even even if we don't made a line uh agenda item to at least review them and bring the new more members up to speed on what the previous boards at least methodology and ideas were on those i think yet at the bare minimum i think

135we owe that to the new board members to be able to at least bring them up to speed all right so uh we'll we'll talk about the board agenda planning meeting on the first of december then does that sound reasonable okay all right oh okay that's all right we can yeah it may take a single purpose special meeting and i can't see us to see it happening before the 8th of december so we may have to be flexible on when where we get together but we can definitely have it on the agenda for the 8th to discuss and figure out decide what we want to do and how we want to proceed from there thank you very much uh all right and on a related subject uh we have been we've been looking at a

136strategic planning process and so we have two just two things to consider tonight we need to make a decision on the facilitator uh we need to know if we're going to go with dr hanlon or vince adams and uh let's see you two weren't with us we had uh dr hanlon came has it been two years ago wasn't it yeah two years ago uh walt hanlon and uh he uh came we spent a saturday going through our board planning and stuff like that he's he's got tremendous credentials and his his application for the rfp wasn't it was a formal rfp but his app his information was was in her it's been in the packets so we either go with walt hanlon or vince adams i'm just going to throw my thoughts out there vince adams

137we have a good relationship with he was he did our board planning last year in our superintendent evaluation he knows the district he knows the area because he spent many years in reachport as well so if i were to choose one of the other i would i would go with vince adams but i want to hear from from you folks i would agree with you on everything you just said so um i think going to events would would be fine i mean they both would be highly skilled at what they're doing uh but i'm comfortable with events uh because we've developed a relationship in the last year although it's been two years from walt hanlon uh so with that in mind if there's any other comments uh i would accept a motion to select one

138or the other as our facilitator for our strategic planning process all right oh no we don't yeah i'm sorry oh okay all right that's a good idea so i i heard a thumbs up from director barnett dr pimlotz uh vince adams i like both of them i thought they were feeling very good okay i'm seeing five thumbs up for vince adams yeah so all right and now a timeline and that's going to be uh mostly engaged on mr adams schedule at this point isn't it all right so do we need to establish a timeline tonight or update this or just wait for we hear back from mr adams okay all right so the short answer director barnett was we're going to contact vince adams and then go from there all right now we are 7.5

139board member acknowledgements and director maureen mildenberger do you have any comments or acknowledgements that you would like to share with us i do have some comments first of all i would like to congratulate our two new board members interesting discussion and now we have two new people that will be coming next month um and also i attended the policy committee meeting which um i just really appreciated because we we went into depth some of the things that we talked about tonight and and really emphasize the fact that we have um many students from many different spectrums here and we we talked about um all of our students in that policy committee so i was very pleased to be a part of that ms sneddon do you have any acknowledgements comments you'd like to share with

140us we do um one is i got to go um chaperone force field days um a couple of weeks ago now uh that mrs carrone who was here earlier for public health csi amy um put together so obviously we didn't get to go last year um and it's something that i've chaperoned several times and i just was it was awesome to go and be back and it was nice to see it as a two-day event so that the students had a little bit more time to experience every unit it's a really super cool program um that i really love and i just want to say congrats to the whole team that put that on especially amy for for doing that um i also would like to say congrats to the new board members um i

141also want to just i know we said it once before but i do really want to say thank you to everybody who submitted an application and came and interviewed um i am i i'm feeling disappointment that miss mendelia who was mentioned i think by all of us almost um and was you know in the top three it sounded like for almost every one of us um didn't make it um and i think that when we talk about having balance on the board um i think that it's also important to look at diversity whether that's people of color different ethnicities um and so i just i would encourage us all to just remember that moving forward um but yeah congrats to the new board members and thank you again to everybody who took a lot of

142time to apply and uh and come and interview and then i would also because i don't know how public record this is or if it's mentioned i do want to mention um the only person who interviewed that we received uh letters of recommendation for unsolicited to our email was brian lukatur so um it's worth mentioning that is um something that we that you know we had three different letters from in support of him so director pimlott you're next any acknowledgements comments [Music] um yeah no i definitely would like to say i know um you know all the applications to fill those board positions was uh what was difficult and i know it took a lot of courage and a lot of people did a lot did did some great homework and to come up and

143sit in front of a panel like they did is isn't easy i don't care for even if you're an experienced interviewer so or interviewee um but at any rate uh you know just wanted to say hats off to them and thank you for such a strong uh you know outcry from the community to have this many good qualified applicants in years past we haven't had that so it's very nice to see that we've got some good community involvement um just uh once again hats off to you know building staff and administrators as we're still finishing up dealing with you know the masked mandates and all that i know that's a that's a difficult issue to deal with so i just uh appreciate all of them and the work that they're doing and putting that um

144together and keeping that keeping that going and keeping our rates down as low as they are and uh definitely want to uh you know hats off again to all our our fall athletics so just uh we just got uh great coaches and great staff and it's just really really neat to see real and uh miss hernandez great job on sp on our spanish program that's a program in going back in time um we have struggled with and i'm really happy to see that that program is coming back into into its own that's a fantastic elective uh second languages can't um can't speak highly enough that how much that is needed in our curriculum and the strength that you're bringing to it and uh nice to see our our band program as as well is you
