001looks like we only have three directions all right well i we don't have to have a forum to conduct a work session yeah so we have if we know at least one who is running late and i hope we get well when she would be enough welcome all to the work session before the regular board of directors meeting and we're going to spend our time meeting newscasts is that correct correct and so um [Music] i will start off introducing uh new administrators and then we'll move into um staff so uh previously on the july agenda uh we had a mezzanine flora elementary school principal and she's somewhere up in the upper left-hand corner yeah the super modified brady bunch the steroid picture pretty much uh and then uh miss bev scott assistant principal slice of

002high school i would say wave but it oh there she is yeah because i don't know if it stakes left or stays right anymore with um whatever these things left yeah well your stage left my i don't know what stage it's not just standing on the stage okay well i'm not a theater guy either okay so mrs please save me from myself yes exactly yes at the elementary school we have elisa patterson joining our team in the special education department through for the resource room and at the middle school we have christine seisinger who's also joining us in the resource room within our special programs department there so welcome to both of them we are so excited and very lucky to have both of them on our team aren't you supposed to introduce somebody else

003well i guess it's kind of under special programs but we do have mr ian [Music] sorry it's okay uh so we're gonna say upper stage left right is that the uh well we're playing hollywood squares that's fine uh yes uh i would i will take uh mike purple road the high school principal before the walk okay circle states square yeah all right thank you definitely a number of new faces at the high school this year and some returning faces people coming to us from from different roles who are familiar but now officially on board trisha holden is joining us the math all dead teacher luke corber is the advanced math teacher sarah mann is the new cte health occupations teacher bob orr who's been with us for some time counseling with their students through aspire

004is now hired as an official school counselor dylan perry is here for pe and health rita nelson is our new social studies teacher and kelly joslin a brand new position for us future success and ela teacher all right being the guy that always asks about acronyms what is ela english language arts okay and for the middle school again welcome christine seisinger in the resource room for us and unfortunately the rest of my three and i only have three this year which is nice uh new staff aren't able to make it uh and zoom for prior engagements uh lindsay allrich for pe and health um she's gonna be she's at class tonight so um rafael garcia is our new cte teacher wood shop at the middle school in cte construction at the high school and then

005brittany anderson's our new school counselor all right and at the elementary school we also have some new faces we have angela leverich who was slotted to teach kindergarten but ended up being third grade she's been great and flexible and been willing to work with the team so it's been a great start um chris newland who is teaching second grade julie stating who's joined the counseling team jessica vasquez who's joined the kindergarten team and we have alex wachtel who has joined the first grade team welcome to you all okay all right um and we haven't missed anybody all right i think we're in good shape well that's pretty quick okay and you didn't even have to come out in this nasty weather to be here i'd like to welcome you all i hope you enjoy your

006time here at sideshow i hope it's long and prosperous exactly so uh i've seen that we have two directors online and get director of pinlock and the director so so did we have anything else with the dude hey mr chair oh yes just curious was was there any new staff in transportation food service oh yeah i thought there was well we we were only scheduled in certified because we didn't know how long this is going to take oh okay very good coming on yes so i mean we can put all that on the october all right we'll do that because there's a there's a bunch that we're putting on for uh new staff announcements um for this support meeting a lot more and so we do around all right next meeting too all right well

007the balance of the time between now and kickoff uh is for directors to or think about for the future that we're not making any decisions or anything uh director king and the director get a lot to filter why do i get a mailbox there i know maureen but it's director of melbourne um just for you guys to think a little bit about uh through the evening and by then we get to the end of the agenda [Music] do we want to talk about the possibility of moving our meeting locations temporarily to a larger venue where we can accommodate people in person uh director king yes any thoughts on that yeah i think it's a good idea and whether it's the commons at the middle school or i don't know what's available up there at the

008high school now if any of those old those are pretty small now the election rooms here yeah yeah the lecture rooms are too small uh but the gym some somewhere big is is great i think there's i think a lot of people in the community really would come if there was space well i think i well i have a couple thoughts but i want to direct milton berger your thoughts on doing that i like the idea of people attending i think that's great this is so unusual for us to have no one in here i'm a little concerned because of the pandemic i would want to make sure that no matter what venue we were in that everyone was wearing mass and then we were taking this yes well that's the current guidelines that's right

009because make sure that that was enforced because i know there were some people even in the outdoor venue that didn't come just because of being worried about you know to speak last wednesday because they were just worried about uh people that learn maths and that sort of thing so i'm all for it as long as we're as safe as we can possibly be and i i would expect that we will continue to offer up the audio and video on on the youtube channel which we've pretty well established that uh diane director ben lost what do you have any thoughts on possibly moving to different venues for the duration well i i too have a concern about possible exposure and the requirement for wearing a mask we can require a mask but um you know we

010certainly can't control those in the crowd that refused to wear a mask so you know i think that's just something to keep in mind that the virus is very real in our community as i know you are all well aware of and then and while i think we've maybe reached the peak again it's coming down a bit it looks it's encouraging um we don't know how long or this is going to go on so just that would be my fear that we run into a situation where we have folks that refuse to wear the mask and and then we're struggling to try to control it well i know that it's been our policy to not make a decision on doing something unless it's on the agenda so i i don't know you know but if

011we want to ask staff to make that move to move to what middle school comments we can talk about that at the end of the meeting and take it since we had a few minutes i thought i thought it would be a good idea to just yes i have a concern again that uh victor kimmel just brought up that you know what i had stated is that if we are required and people are wearing masks if there is a possibility that people will not be following through and not wearing masks i'm not comfortable at all with being an older thing but we can't somehow enforce that it's something that we would have to enforce the letter where we're at uh and if somebody absolutely refuses to where to ask we have we have a couple

012options we can ask them to leave which may be difficult i mean nobody wants to get into a confrontation but as long as we're clear about here's what is expected of you when you come to this meeting uh and if not you'll be asked to leave uh i think the vast majority of people are reasonable and as long as we give them clear expectations of what we're going to say social distancing and wearing them out because only any of us want anybody to get sick of this sort of thing well we did find out wednesday that there is a lot of public that's very interested in what's going on and being able to to show um their feelings about about what we do here so i would be all for having publicly been concerned uh

013we'll just we'll just note that director katie snapping has arrived and when director hemlock director came so we were just talking about the possibility of moving future meetings or meetings or meetings to another location in my mind the primal missions middle school commons so that we can accommodate allow people into the audience we're going to talk about more in depth later in the meeting but i'm going to ask your opinion mr superintendent what do you think about that is that something that's going to put a big burden on staff no i mean i think reasonably again just getting the tables out and we can probably get uh we'll we'll rerun the measures but getting the chairs you know six feet on center is yeah it's probably 75 seats across the floor um which is better

014than what we can get in here oh yeah yeah yeah it's the board the board got on the stage that you know and uh and then 75 chairs probably across the floor um and then again if uh there's an indoor match mandate across statewide and that's just yeah for everybody's safety right now and there's one of the numbers that kind of that should make sense we'll just kind of work from there you're you're in constant comment with public health or i mean have you talked about the disaster requirements of wearing masks indoors what's going to have to happen for that requirement oh we're going to have to get out of the high transmission rate because that's what we're still in and what we're really what we're dealing with and and again and again directly from

015our hospitals anymore is that we're yeah we're right in the middle of this kind of labor day bounce because we're a week beyond that long weekend and so we're starting to see that crest once that once that passes and it's probably a month because we're starting to see that different before that weekend and that's isn't it evaluated like a following cycle yeah and so getting getting beyond this bump and then um probably looking at if the trend continues once you've done this it's probably end of october maybe november if i'm optimistic i'm thinking it's you know november-ish that we could get out of some sort of you know like full mask mandate i mean that's it people really kind of have to knuckle down and imitate all services that's but again we just had a

016big holiday weekend and that's where we we tend to see these spikes a week after week two weeks after so that's i just figured since we're in a warp session mode right now that we can bring that up and just talk about that because uh i don't see us i mean if they lift the mask i don't think it would i think a lot of people are going to be more comfortable in a larger surrounding especially right not halfway that's right and i think for some people they'll just continue to wear a mask until you get a real solid down turn anyway so i didn't see chris robertson's eyes all back in his head or the first mention was possible right well again we just got our first she's the one that's gonna have to

017deal with it right well again we just got our first uh pass on uh equipment for broadcasting for a remote okay because we've been using the album here but we wanted to again get our upgrade on that and everything is tied up in just delays on equipment and we got our first set of specs and we've been talking about this since may so everything's on a big delay and again if we if we get the gear that we're looking at it um we could we could go about from the middle school quite easily it's not going to happen by next month but yeah but it would but it really allows the flexibility to go when you know our budget meetings we could do that we're not confined to being in anyone's promise so all right

018um well we have about 12 minutes we use that clock to start and that caught the end about 12 minutes where we followed me into order so being last minute breaks anybody okay and uh we did you know that's a great deal a large amount of those new certified staff i reckon that's the name yeah we will oh you did good why did they have to be here at six o'clock well this is when we we needed today oh we welcome them yeah we do that that's our thing in the work session hey mr chair mr mr chair can you hear me oh absolutely oh so mr claire this is a new staff does new staff know that they don't have to hang around and and look at us you're free to be you all

019can leave any time they're online with their boss's boss are we taking a break let's let's take a 10 minute break and we will convene at 6 30. so thank you all and you don't have to stick around welcome everyone [Applause] [Music] okay i said that thank you we're just sending them foreign zoe welcome thank you for being here we'll get started in just a few minutes all right we're just at a break between sessions [Music] so i got about a minute and a half that's what i see on the ball all right you guys are ready to go yeah ready good evening i would like to call the board of directors of scissors school district 97 j meaning to order at 6 30 p.m and i just want to remind everybody of our mission

020which is motivating and preparing all students to reach their greatest potential and we've had our work session already welcome to everybody online we're glad you could join us and uh mr harper road we will begin with the pledge of allegiance so would you care to introduce us to our pleasure it would be my pleasure uh ladies and gentlemen this is zoe alberti zoe is an outstanding example of what we're looking for in everything from character to being studious and an athlete here at siuslaw high school really a terrific young lady she's a member of our leadership class which functions as a student council of sorts she has a very dense schedule in this her senior year we spent the first several days of the school year trying to get her schedule right because she wants

021to be taking ap calculus and she wants me to take ap chemistry in her senior year even though she's down to just a handful of credits she actually needs to graduate she's really going out with a bang and taking all the advanced courses she can in fact she has some of those advanced courses she wants to take standing in the way of pe credits that she would like to take so we're having to get creative and find an off-campus pe option for her just so she can stay on campus and take the math and science courses that she wants she's really doing an excellent job and miss blake is the one who kind of nominated her which is terrific she's got some of her own reasons to do so all right welcome zoe and what

022i would like to tell you guys about zoe is she is um she's got a 4.0 and was showed up in the smarties of osa for a uh notebook this week um she's the leader on the court uh which is why her teammates voted for her to be co-captain this year as a senior uh zoe's always willing to do anything that i ask and she does it full speed at all times she gives it her all and i really appreciate having her leadership on our team so good job zoe a quick little plug their first home game is next week against marshfield on the 23rd so we would love to have you guys join us all right so do the pledge of allegiance i pledge allegiance to the flag of the united states of america

026anybody else over that matter if you wish to make public comment that's absolutely fantastic if you've already submitted a written comment to us that is part of the public record and it is all the directors have or will receive that and it is also available anybody can access that information on the cycle district school website uh and there's a there's a link on the i think on the main main page that takes you there and they'll stay up there for as long as the district decides to do but our first kit here tonight is mary the show and uh so you have if you would just state your name for the record and give us a comment i wouldn't ask you to learn this for no more than three minutes though so you're up thank

027you good evening i'm mary dessau i'm a mother grandmother a former volunteer with the aspire program at the high school and a retired teacher of 40 years mostly with young elementary and special needs students teachers and paraprofessionals are caring nurturing individuals who love and teach the community's young people for six hours a day in the place of their parents children touch us they hug us sometimes they sneeze at us and even sometimes they throw up toward us but that is the nature of working with children and with that in mind i would like to make the following comment to stop the spread of a potentially deadly virus the oregon department of education and oregon health authority has issued a school mass mandate for the health and safety of our children and for all those public

028educational employees who teach work with and supply services so that our children can have the best continuous education program available the kindergarteners have no problem with wearing masks because they understand that they are helping to keep themselves and their friends from becoming sick those are teachable facts and that should be the end of this discussion the utmost health and safety of everyone entering our school buildings this is a picture of my grandson who lives in another state and who will be two and a half years old on the 27th of this month you can see that he's wearing a mask in daycare like many youngsters feel his asthma and allergies and his teacher keeps an epipen handy in case he happens to grab something from a friend's plate to eat that he's not supposed to

029he can understand though that he and his friends wear their masks to keep bad germs away and to not become sick last year my granddaughter's kindergarten teacher sent out a youtube video to the parents showing how the five-year-olds were working at their tables busy cutting reading and interacting as a team all with mask on they were cooperating miss bodner's little buddies keeping each other safe audrey's school never had to close or quarantine a class mass work thank you very much for letting me comment on this thank you very much our next commenter is mr joshua green joshua thank you for joining us can you hear me i can hear you joshua if you would just state your name and you have three minutes from the beginning of that so thank you very much thank you

030mr chen chair and the board and everyone else in attendance i appreciate the time i um my name is joshua green i live at 222 juniper street in florence and i'm a small business owner and i did put in a substantial letter to for your review and as you can see the details it took me almost two weeks to really put that together and gather my thoughts and my feelings and i want to support all of you in making the right decisions in the short term midterm and long term of how our school system can continue to give good education to the students and deal with the issue of the virus and change the curriculum for the benefit of a long-term change to create students that will really be able to find work and employment

031in our country um and and and i know i can't read my letter in three minutes so i want to just add these details uh particularly that two weeks ago one of my oldest childhood friends we've been friends since i was three his grandson went to a birthday party they live in northern florida near tennessee border his grandson went to a dinner birthday party he's four and a half years old he got coveted at the birthday party and under further uh review apparently the parents of the birthday boy who's four do not wear masks don't believe in masks and three other children from that party all very young got sick now of course the outcome is always better with young kids it seems that they don't have this they have a stronger immune system blah

032blah blah all good but i wanted to just point out that being responsible for the spread of covid whether you get vaccine or you wear the mask it's so important and clearly in an environment where germs spread radically like a school i think you have to take that extra concern i do support vaccinating because at the end of the day you might get sick but you're not going to die and delta is a very serious [Music] version of the virus and we really don't know if other strains are going to come in the future so whatever policies you said you have to look at all of that possibility uh both negative and positive how the growth is going to continue or can we squash it hopefully we can all come together as a community and

033squash it and protect these kids and with that i am grateful for the time and i support you all in doing what you can and am willing to volunteer in any way that will help the curriculum the kids or any programs that i could help with and uh extracurricular helping these kids find other paths for greater education and job opportunity and with that i thank you all thank you thank you joshua we appreciate both of you making comments uh this evening and anybody who who wants to come share something with us we really really appreciate that thank you very much uh we don't have any other public comment requests is that right that's correct okay so we will move on to 4.0 on the agenda and special presentations program highlights do you want to introduce

034mr g or should i just invite them in uh you can invite them right in all right amanda sorrows and terry scaley the floor was yours so again we had two summer school programs um mrs sorrells handled the elementary end and mrs straley oversaw middle school high school uh credit program so um i guess we'll go from uh south north and we'll start with ms sarls and elle metroport all right hello superintendent g and school board directors thank you for inviting me to present on the 2021 saisa elementary summer school program in a summer where the last thing on teachers minds was extending the school year i was thrilled to lead our team of 12 teachers and educational aides in creating a summer school program for our rising 1st through 6th grade students overall we

035had 101 students enroll in our summer school program with about 75 students attending daily our program theme was we built the city on heart and soul and it focused we focused our daily activities on how we form a city how we function together as a community and how we show kindness and responsibility to our neighbors and members of our houses we didn't place students in grade level classes we combine students from across the grade levels into houses with two houses creating a neighborhood our neighborhoods then came together to build our city this was also how we creatively cohorted contact us in our gymnasium we literally built a city with cardboard duct tape crayons and creativity our teachers facilitated students in inventing the necessary elements of our city including a book drop for our city's library

036a metal detector in our cities fired station and a popcorn shoot where you could distribute the popcorn hands-free touch-free uh to our sit in our city's performing arts theater students planted seeds in our community garden while learning the life cycle of a sweet pea students learned how to safely handle stray animals through our city's animal shelter and visitors from our humane society students learned games to play outdoors with our city gym and learned constellations to observe through our city's observatory students created art using pastels for display in our city's art gallery and students rose to the sanitation needs of our community and volunteered to clean up after one another in order to earn money from our city bank with the money they earned students were able to purchase snacks from our city market it was

037a big hit they were able to purchase seeds from our community garden books from our library and treasures from our bank overall it was not just another summer school experience but it was a collaborative effort to restore our love of learning together and to build a safe community with heart and soul it was an honor to lead this team and watch our students navigate learning together in person playing together with imagination how do you play outdoors at recess keeping three to six feet apart and creating together with innovation our city flourished because our team was dedicated to creating a summer to remember after spending a school year online learning new technology and sustaining education through wi-fi signals we were so thankful for the opportunity to be reminded of the simple things like how our six

038how a six-year-old learned to cut out a triangle how to learn lines to perform in a play in front of a live audience and how to choose a book to read when there are so many options of books on the shelf so thank you to our team mrs halpin ms keppel mr jorgensen mrs cargill mr sorrow miss antala miss donna miss heather miss miller mr keppel miss frazier and mrs moore for stepping out of their curricular comfort zones and into the intersection of science and technology and engineering and arts and math we built our city on heart and soul and we look forward to discovering what seeds of inspiration we may have planted in the minds of our students so thank you thank you and before uh our next presenter i just want to acknowledge

039that director dennis king has reached rejoined this about four minutes ago and welcome back director king we're happy to have you and the the next uh item we have we're on school summer school and yesterday yeah that's what i was looking for yeah he's right here um i don't have to you know say anything um i'm terry straley thank you um superintendent g and the school board and all of you who are here tonight for allowing me to talk about the two programs that we had going well the two different programs at really two different schools that were going um this summer the middle school offered four different programs we did have a fifth one sadly we only had one student sign up for it and wasn't enough to keep it going hopefully if that

040program comes back for next summer we get more kids especially with having a new wood shop teacher and all of that um going that the kids will take to him and want to do a summer camp with him the four different programs the middle school offered this year was a watershed camp with mrs perry an art camp with mrs i'm gonna butcher her last name chevez thank you i know whereas lauren let me just say lauren um an adventure camp throughout florence with mr graybill and mr grunden and a once upon a time with hillary roach in the last week ryan roach joined her as well during the time of the watershed camp they went on field trips around florence exploring the flora the fauna really getting down in the dirt literally discovering plant life

041bug life slug life lizard life um i would sometimes get texts from mackenzie saying they found a lizard and they thought it was the coolest thing the kids really enjoyed that and they also got to participate in restoring our local watershed as well the art camp with lauren allowed students really to explore different mediums of art they went through pottery graphic drawing comics watercolor acrylic any kind of art form she was allowing them to explore their own creativity the florence adventure camp took students on an exploration around florence with fun activities like hiking kayaking i think they went horseback riding as well on the beach really to keep the students fun and active during the summer and for something for them to look forward to every day while we transition during the summer to our

042new school year once upon time with hillary wrote with hillary and ryan roach took students on journeys also throughout florence but it was more focusing on art and drama and a little bit of academics because they would make academics fun but they would do walks and hikes i believe they walk down to the local bookstore and have their students look at books and possibly buy books as well they were very students were very involved in all four programs um both the watershed and the florence adventure camp capped at 20 kids and we kept having more than 20 who were interested i would constantly be calling mackenzie and jeremy about if they could take another kid luckily they were open and always were willing to take a new kid to join them on their fun little

043field trips the art camp and the once upon a time capped at 10 and luckily we had 10 kids who were really super involved in those programs and even had some high schoolers with the art camp who came down to help out moving on from the fun side of the middle school at the high school we ran our summer school program that we didn't get to last year but we got to this year and it is all through our new online program called aselus students were working online to either complete classes they needed to complete in order to graduate or to continue to work on the classes they had online through the program we had about 45 students who initially signed up um i think within the first two weeks we had probably about half

044of that showing up every day and then as summer started hitting we went down to probably about 15 to um students every day and that was in person and online um we had four staff members we had ryan roach for two weeks angela apodaca carl hardstead and madison reynolds who volunteered to spend four hours of their mornings for four weeks sitting with students in classrooms helping them where they needed them in math science english and history and sometimes even theater and health and they continued to help facilitate and grow when mr roach left to help out at the middle school we moved them all into one room and angela and madison and carl both worked hard in keeping those students on track i myself handled all the students online just to alleviate some pressure from

045those three um we had several students who only had one or two classes who completed them in about a week or two weeks and we had others who maybe didn't finish their classes in the four weeks but made substantial effort in moving forward and leaving to where they had maybe about 10 or 20 percent left of the class and it did help a lot of our seniors who got left behind to um or who fell behind to move forward and to earn their diploma by the end of the summer so thank you so much for letting me talk about these programs and look forward to seeing what happens in the future all right well thank you very much all right moving on the 5.0 on the agenda which is the consent agenda okay um consent

046agenda consent business uh zero nine one five five this month's consent agenda contains the following business items uh the july 28 2021 board minutes uh the july and august 2021 financial statements uh your enrollment updates uh uh your uh approvals of the elementary middle and high school handbooks uh a review of the sia updates submitted in july and interagency bus driver training agreements with local school districts from the surrounding area all right directors we had the consent agenda before us the items is laid out in the agenda i believe the motion will be in order mr chair be it resolved that the science of school district board of directors approved the consent agenda as presented resolution zero nine one five two one dash five point zero consent agenda all right thank you director bim law

047for that motion is there a segment i'll second that all right uh director bill berger was the second there motion made by director pimwat to approve has submitted any discussion on the ocean okay here we go i'll ask for a voice voice all those in favor please signify by saying aye aye aye i heard five cents uh any uh any votes against i don't hear another motion carries unanimous thank you very much so we move on to [Music] items the six there are no readings of policies but 6.3 we have a board member resignation and uh i'm sure i can't just go ahead and lay out the process for us okay so um this is a uh we'll take care of item six three one first uh item uh zero nine one five two one

048six point three point one uh school director uh at roosevelt division one submitted a lesser resignation uh uh from the board on september 1 2001. uh policy bbc states that a resignation becomes effective officially when accepted by the board at its next regular meeting uh board announces resignations and then declares vacancy at that meeting uh recommendation of the administration if the board of directors accept this resignation of position one uh direct rosenbaum uh from the uh cisco board of directors all right uh thank you sir and uh just to make sure everybody understands this resolution also includes the provision that includes declaring the position vacant and that's the thing good motion would be in order mr chair be it resolved that the soosa school siuslaw school district board of directors accept the resignation of director

049guy rosenbaum position one of the science school board of directors and declares position one vacant resolution zero nine one five two one dash six three one board member resignation is there a second one second all right director ben law made the motion to approve the resolution accepting the resignation and declaring the position vacant director katie smith who seconded any discussion on the motion hearing all during no further discussion all those in favor please say hi all right aye any post all right motion passes unanimous and now we'll move on to big point two okay so uh zernite one five two one six point three point two uh filling uh or vacancy um so policy bbc states that a board must term procedures for filling the vacancy and begin the application process uh it's the recommendation

050of administration that board of directors determine procedures to fill a vacant position all right directors we have before us emotion will be in order mr chair it resolved at the siuslaw school district board of directors open the application process immediately and accept applications through october 6 2021 at 5 pm the board will review the applications at the october 13 2021 board meeting and decide next steps resolution 091-521-6.3.2 board member resignation has been made very well i might say yeah and is there a second i was second back dr milton berger remained the second on director king's motion to approve this resolution is there any discussion i just wanted to make uh a brief comment this as as it's laid out before us says we we're declaring it open we will separate uh applications through the

0516th of october and then we will decide what the next step is at our meeting on october 13th so at that point we can decide to interview one or two or more applicants as necessary or none uh we could extend the time for applications if need be okay uh or we could elect somebody we could appoint somebody at that point so virtually it does not tie our hands in any way okay any other discussion on this motion hearing on i've asked it all who are in favor please signify by saying aye aye aye and no post okay very none i heard five eyes and motion carries thank you very much uh moving on to can i ask a question yeah of course you didn't know um how will people apply is there a specific application

052did they just send an email through their human hand uh there is information on the website yeah i'll be putting the information up on the website around it by monday if okay uh strategic goals uh low planning um item zero nine one five two one six point four uh uh the board adopted uh the 20 20 uh 23 uh super many goals at the october 18 2020 board meeting super goals were written in support of the board goals which were adopted at the october 12 2020 meeting then the framework we were outlined for that time period considering pandemic board should consider one of the two focus strategies uh presented in updating superintendent goals a engagement in a strategic planning and visioning process is outlined within the superintendent goals over the course of the three year

053period this engagement will cover all the individual strategies listed in planet framework b or b uh select individual elements of specific focus from the strategies towards success and lay out a separate and unique set of individual cultures per year rather than a three-year comprehensive strategic planning envision process it is a recommendation of administration that the board of directors engage in they engage with the consultant to begin a strategic planning envisioning process as part of superintendent's goals over the next three year school year period thank you very much so in order to fully discuss we do need to have a motion but uh chair be it it resolved that the status of school district board of directors a engage in a strategic planning and visioning process as part of the superintendent's goals for the next three

054year period and b select annual items of strategies towards success resolution zero nine one five two one dash six point four all right uh before i ask for a second just and that's what i was just i was just i should have inserted myself i was just going to clarify that this is an either or recommendation in instead of both so the motion as presented uh made by director pendleton and secretary director king is to engage in a strategic planning revisioning process and select individual elements of specific focus from the strategies towards success and layout of separate and uv set manual goals so what staff was suggesting was two different uh tracks yeah so yeah and i know we're talking over each other but i'd i'd admit that to be just a engage in a

055strategic planning and visioning process as part of the superintendent's goals for the next three year period uh a cleaner a cleaner way would you just look through your second rather than amendment because the amendment was really not good i got my my head to teach you on how to do this ah you can keep trying so you wish to avenge your motion or withdrawal who was the diana i wish to amend the motion so that dennis can then approve the amendment then the second all right that sounds good so um can you put it up bonnie so i can read it again correctly all right be it resolve that the susa sayusa school district board of directors engaged in a strategic planning and visioning process as part of the superintendent's goals for the next three

056year period resolution zero nine one five two one dash six point four exactly second record king all right dr king uh director pimlot made a motion to approve this resolution with option a engaging in a strategy planning and visioning process and the director came in the second of that uh any discussion hearing now all right uh i will proceed with the vote all those in favor of the motion which specifies option eight on this resolution please signify by saying hi hi hi i heard five eyes no opposition i hear none and motion carries by nothing thank you very much and sorry for the confusion there moving on now to you want to talk um the two strategic plan options of osba or walt hamlin oh oh it's it's this packet here that's right yeah uh

057we have a separate and uh director pimlot director king do you have this at home i i do director on do you have this it's the different goal setting and strategic planning several pages do you have that now uh so we basically need to discuss uh mr g would you like to so give us a summary sure yeah again um looking at what we're looking to take on is that it's been a solid 15 plus years since the district's been through a process of really determining what success looks like for our graduates and what is what are the essential elements of classroom and student success right what are the guiding principles what's you know what is what are the elements that make up the mission state and so we get into how we get through

058that process from the board through staff and stakeholders and so we can do that with either a consultant with the oregon school boards association or um with [Music] a national center for executive leadership and school boardville we've worked with both agencies before in the last few years and so their um summaries um are presented for the board to evaluate and then just like the board to kind of look over and we can discuss this over the next month or so and then really kind of pick the process that the board wants to go with and then you can't really begin the engagement process november december because it really kind of ramps up in january february um to to get going so so basically we don't have to decide tonight no no no no but this

059again instead of picking individual elements and trying to do this on our own having an outside consultant keeps us on track keeps us on time yeah and manages a lot of the outside function for us also and honestly it also provides a structured process right now yeah yeah we pay for it but uh having been involved in this sort of process several times over the last 40 years it's it pays for it absolutely all right now thank you very much next time on the agenda 6.5 is the superintendent evaluation and just i don't need to read this word for word but uh there are some goals that will be adjusted based upon the goals of the plan that we formally approve uh all this we're looking at tonight is you get the right page i

060don't oh yeah um what we have before us is we're being asked to approve the document that we're going to use to evaluate him but there are some specific things included in here that we have not nailed down but we don't have to this says we have to improve the process in this meeting oh that two yeah no that's fine i don't even know if that's what you want um even though on this check sheet it says september goals finalized and we don't have gold's finalize is that correct director game we just need to in our packet is a three-page memo stream yeah through cage metal that has the process laid out and we're being asked to approve this and i'm hoping everybody had a chance to read through it so by approving this album

061is laying out the plan for the coming year and we will have ample time to fine-tune some things because i know there's still a few things that that some folks want to have resolved to go through this but this is just taking the next step of the process so that said is there a motion for this resolution school district board of directors approved the superintendent evaluation document for the 2020 2021 2022 school year as presented resolution 091 521-6.5 all right motion's been made to approve this resolution is there a second second any discussion on this anybody have any discussion they'd like to bring in okay i'm hearing none so i'll answer all those in favor please say aye all right any opposed hearing none motion carries and i believe it was a 5-0 void race

062vote and uh so we'll move on to the next item then 700 reports and information mr superintendents okay um all right so communications and information uh we'll start off with uh new uh staff um from last report um first off uh cte construction woodshop industrial arts island high school rafael garcia 30 years industry experience first year in education uh kelly joslin english language arts freshman success used to high school 14 years of education rita nelson social studies cites the high school 14 years of education and beverly scott assistant principal slice to high school 26 years of education classified coaching hires that bunch terry blake high school varsity volleyball coach sean campbell assistant high school football coach cassidy cox in educational aids elementary and volleyball coaches middle school nick johnson a high school assistant football coach

063kevin mccollum uh transportation uh bus driver tammy mckenzie special education aides elementary julie polinkis uh bus driver slightly select transportation shahila stinger uh library aide citizen middle school andreas gunn special education aid social high school uh lucas corbert assistant track and field uh science law middle school dan rankin football coaches middle school my blanketship football coach on middle school and then retirements and resignations uh pam masaro education aide sexual elementary school absolutely cole of basketball coaches high school eliza mcclellan social studies slice of high school stamp johnson assistant basketball coach high school uh stacker bus uh russ and triple seismos um brief kind of overview of health metrics and within your report if you have the electronic you can get to your basic general metrics link as you can see we were kind of coming

064down into august we know that we're riding a little bit of a wave in the community after labor day weekend um [Music] coming back up uh pediatric cases have been coming down after that spike mid-august and i know last year there was a bit of a flux in enrollment but overall enrollment is back up and around and last year you know we had a lot of move between home school and charter schools and this year we're right back to kind of where we were two years ago with our overall charter balance um and um again with this from the time i've submitted we've got a little more flux and we're actually down the percentage numbers are under 3 now for charter enrollment simply because we've got more kids coming in and coming back from charters

065across the board and then uh metro east web academy which is our our charter partnership for distance ed um you know in the summer we we've gone back and we looked last year about kind of the number of kids that were off campus last spring and then had gone through and reviewed files for really kind of looking at kids that were kind of borderline for health conditions and [Music] you know we kind of estimated you know again some numbers of kind of where we thought we'd be if um things were kind of critical and right now we're at about 15 total students across the district that have signed up for meanwhile so that's actually lower than we'd anticipated but if we matched it up in terms of you know teachers per grade level um which

066is what we were kind of afraid of because of licensure and pulling regular teachers out of the classroom you know just for the elementary and the middle school which is easier to do because you can do self-contained and you do multi-level grade you know with what we have now we could probably do that with three students or three teachers and have a blended environment but you're also asking them to do quite a bit of work um and again i'm you know trying to unfortunately put some sometimes putting numbers and says to this we're talking about three teachers for eight students and bottom line i think you know terry might to admire it and go that's not you know dollar sense the money piece and so the numbers are not it makes more sense but in

067high school we're currently running seven students but at the high school level we're we're really stuck with licensure per area and not having people with multiple endorsements across multiple areas so it's really difficult to certify kids across teachers across all areas and so again we would need ideally five teachers across multiple areas we you know right now with the alt school we do it with two because we have other teachers that certify and sign off on classes and kind of do it the same way at least two again two teachers or seven students and managing this model is kind of imbalanced to class size and that would have really kind of impacted regular classroom operations so again partnering with miwa winds up being a cost effective solution for the problem so this is just kind

068of the numbers on that piece there um and then you've got just kind of some of my basic meeting notes for the rest um i think uh the one piece that uh all board members got is that again last april uh board approved um as part of the rural development opportunity fund um a um promissory letter of credit for an arrangement with hayak for broadband expansion we're building out the backbone and um so you have that resolution and the um the basic promissory arrangement for the three percent cash advancement um before we actually sign this and get it um out for distribution i just wanted everybody to have a chance to look at the terms before we get it out but we don't have to approve it sorry to prove yes this is just for

069review this just referred you if anybody had any other questions before we sign in here now yep no this was approved last april and that way though that way they need to work um october um and that would be me turning it over to mrs blake for business manager communications all right good evening everyone um i don't have a whole lot to share um one exciting thing is we um i was contacted by somebody who um whose aunt lived in the community of florence and had a love for music and through her trust they are awarding amanda starl's ten thousand dollars at the elementary school for the music program because of her enthusiasm for music so that was really awesome news we got um been busy working on grant reporting the esther grants the sia

070grants high school success grants they're all wanting some additional reporting and so i know and he's been working on that i've been working on the financial pieces to that um preparing for the financial audit that's coming up our dates did get moved back we were originally scheduled for september 27th that week and it's now been pushed back to the week of november 1st so just uh if you want to plug that into your calendars we'll need one board member to talk to the auditors during that week so we'll hit you up next month at the board meeting to see who might be available to do that and i think that's all i have for you guys is that something that could be done via zoom like we've done everything else yeah we can do zoom

071or they can do phone call um or they're amenable to a meeting in person in the boardrooms based out so and if you if any of our directors have never had the joyous opportunity to actively participate in the public unity audit process yeah what i mean just i know they're gonna hit us up next month but i mean what is what is that what does that mean it's just uh part of the process they need a set of elected eyes to for them to check in with and ask a few questions and yeah so almost like a supervisor and then we get not really the supervisory they just the authors will have a series of questions that they're looking for checking and then once the audience completes thank you and we've all seen the administrator

072reports in our packets thank you all administrators for the amount of time you've taken for giving us that information um i know it is kind of weird hey uh you know the administrators are all here and that's great and we love to have them but a year or so ago before pandemic uh you know we we said this really their plates are full and there was no reason why they all had to come in and i i would just think we should probably get back to that have our superintendent again set up a schedule so that they don't all you know maybe they're sitting there and actually working on something else but so that they don't all have to show up every month that's a that's a reasonable requested comment and i believe we have

073them all here because we had a couple new ones and it's the first are we going to have a rotation so they don't all have to be yes yeah we wanted them all here tonight because we were doing new stuff again but then we'll do again we'll rotate yeah yeah okay absolutely all right uh board chair communications our next regular meeting will be the 13th of october so friday the 13th falls on wednesday next month the osba fall conference has been cancelled it had been scheduled to be in salem but it looks like it's not going to be and now is the time for us to discuss how we want to handle or respond to all the comments that we've been receiving the last few weeks so i have a couple thoughts on that i

074would like to first of all acknowledge all the people that did take time to present to his comments in person could you director chair sorry um before we had chatted about how all the public comment that was submitted is on the website um for anybody to review so i just wanted to get that out there in case because i know there have been some questions about who and what and just not only make it clear that we have all seen them obviously um but that they are available on the website if anybody is so inclined now uh lonnie didn't spend some time and she gave us a matrix yes oh the overall do i have the wrong set of pages probably probably i have a lot of leadership this one that's oh yes i did

075have the wrong shift i had uh she gives a matrix with the general topics of of the comments we received so it's broken down by there we go it's on on here too oh there it is yeah well those are all the individual speakers they they cover everything from masks either in sport uh or in support of personal choice uh to some curriculum items and things like that what do we do with this stuff now and it was my thought was i mean first of all reading and being aware of it is very important but especially the masking component of it uh what do we do you guys have any suggestions what you would like to do with it i'll start with the two the two newest members well how about if we start with

076the two veterans okay director ken i'd say somebody should make a motion to either enforce the mandates or not enforcement mandates however however you would word that so that we can go on record for the public and they know how where forth we stand uh and since we didn't have it on the agenda i don't think it would be appropriate for us to do this tonight but what i was what i was thinking of what i would like to see done is taking say for instance the masked comments both directions and submitting them to our two state legislators boomerang and dick anderson and to the governor's office and saying here's what we asked folks at 97k community to to give us some comment on this topic and here's the lacrosse view uh but uh if

077you if you guys would like to have it on the agenda for the october meeting to take a position one way or the other yeah so i'd say put it on the agenda and i said we go ahead and you know vote on whether the masks are enforced or or not and that way everyone gets to see how we how we stand i you know you can send it up to the governor but i i think they want to see how we stand on it ultimately you know the decision as to who wears masks and when at this point is being made by public health in the governor's office i get um you know i think first of all it's a it's appropriate for us to formally thank all those who offered comments and i

078and i know we did that in meeting but i think in a public forum maybe even in the paper just letting the community know that we read we heard and we appreciate their involvement and then also just within that same announcement or publication just offering insight into to the community that they have a voice and they can also send letters to the governor and um our congress congressional and other representative leaders in the state um i don't i don't know that you know a vote of whether or not we follow the mandate for the school board really is valuable i think it just simply established for for the community which of the board is for mass and which on the board are not for mask masking you know when it comes down to it it

079is a mandate so i mean that's my stand thank you the director katie sent me to say something yeah um but then i really appreciated director pimlott's comments and and i i i think i agree with that i think it's you know it's really hard because i see where director king is coming from and saying that you know i think that the the public or the community or a lot of them are looking for us to make that decision and make it official because we've heard all this public comment but i i agree with dr pimlott i really think that maybe um that maybe it's it's not necessary but i also agree you know with what she said about being very thankful um for everything that we heard um and i really love what you

080were saying about let's forward all of this to boomer and to dick and um and on from there yeah i think that yeah i i'm a director of a lot on this one well and the director milk murder you know that we haven't heard directly from this room i agree as well that that it's uh nice for us to acknowledge that people wrote in and certainly a lot of people did and took a lot of valuable time to to let us know as well with director female that this is a mandate and we are doing everything we can to um to have our students warn us and do what we can uh i heard i was thinking that i heard some people that were talking that were speaking to us that were acting like you

081know local control is sort of sort of the issue and and my statement is you know the enemy here that we've been talking about is the pandemic that's the that's the enemy not what they were you know what we're doing about it not not all those things the pandemic is the enemy and those people that wrote in that were were talking about that that is the problem how this is how we're trying to solve it this is the information behind why we're trying to solve it that particular way um i really appreciated that and again it is a mandate so we're following it i i guess i i do agree that you know it would be nice for the public to see where they stand on it individually would just like to make a comment

082along those lines i mean we've seen just what's happened in the last week in this district with uh some breakout cases i don't know if the breakout case excuse me there's a specific journal with some cases and the impacts that it's had on kids in our school district and if that doesn't validate the reason for wearing a mask no matter whose choice it is to wear it i don't know what it does i think that you know being new and sitting through um orientation and then going through everything with osba what i heard so much of in in all of our you know preparing to be on the board with maureen and i was that we are united as a group um and so that's the only fear i have like director pimlott stated if

083we take this to a vote um it's it's just gonna show those of us who are who are pro and those of us who are not and i don't know how useful that is certainly if there was a board member who wanted to who wanted to have that be the case or say that then then that's the way to go but um yeah i don't i don't know that we need to necessarily uh vote on whether or not we're going to continue with what we're supposed to be doing if that makes sense yeah i also sorry um i also don't want to skip over the fact that so many comments oh absolutely we're about curriculum and critical race theory and a few other items my suggestion for those and i don't know if this is

084appropriate or not is maybe for mr groscalia to release a statement sort of similar to an email that you would send to us and inform informational emails that was specifically about critical race theory but um i just think that there's some misunderstanding in some miscommunications well i know there is i mean the whole issue is being drummed up by well i think we should just clarify um you know that it's literally not happening am i right correct right um and so if we can get i mean mr christmas emailed to us the the board a couple of weeks ago was great and very informative so we could maybe get something like that and that's our answer i'm just thinking i know there's a lot of people who want to know it and thinking maybe that

085something is happening and i i think if it comes from you and it's it's clear on what is going on just delay some concern totally totally right yeah no no because i can take that i can lay that out with the did you know the crack well yeah and the legal sources from the bar association no that's fine okay i think that's the move because i there was we definitely can't skip over how many comments there were about oh absolutely that's something that's on people's minds and that was that was another intention of not limiting it to anyone either over top it was the final opportunity i think that's something we should do on a fairly regular basis i agree i i like um you know i think maybe we should explore the option of

086of moving meetings to the commons um well should i be in my next uh i just want to make sure that these people these people i just want to make sure that the community feels like they're being heard and i know we can say thank you all day but um it's it's hard to do everything online and to feel like there's been any tangible results and i had a conversation with a long time ago prior to board member no not my father my brother who he made the point that we gotta have an opportunity for people to come and see him in the room yeah they want to see how the suspension showing online is great for people who don't want to come out totally but having the opportunity to come sit in person and

087pick up on all the side conversations you're getting which we're very good about not doing that right but just knowing that what you're hearing is what's really going on i yeah so uh if it if it uh if nobody is opposed to this did we sorry do we know how john feels dr vernon do we know how this topic yeah i know i i didn't i get if if uh the board is not opposed to this i will visit with mr griscode and see if we can work out a way of even possibly in the in the october 13th meeting would that be possible yeah oh no yeah okay and then another item i wanted to bring up because we accepted director rosenbaum's resignation and declared a vacancy we are also in need of the

088vice chair so on the next next month's agenda you will see an agenda item for nomination and election of the vice chairs sure and to be clear mr chair we'll still have on the october agenda we'll i'd like a vote on the mass mandate okay thank you yeah i'm not i'm not hearing anybody else in favor of that so maybe we'll have a conversation you and i and see what we yeah all right uh war member acknowledgements and communications and director meltberger do you have anything you would like to sell director katie smith i do i feel like i've already talked a lot i'm sorry um i had a couple of things i wanted to just touch on um first of all i expressed this to um to mr g and he probably already forwarded

089it on but this was to the admin um i thought it was really awesome that all the admin were in attendance at the meeting last week the football field i thought that was really nice and you guys didn't have to be there and i was really appreciative and felt very supportive so thank you to all the admin um i'm looking here they should be looking at this thing um i also wanted to say it looks like um at least two possibly more of our few coveted cases were screened at the door or cat at the door um so that's awesome and i thought i wanted to point out that's a great job to see how the process is working it's it sounds like it's working and i mean to be honest with you i can't

090imagine i feel so bad that we're adding this other like layer of a job responsibility um but they're crushing it they're doing a great job and i just i wanted to say i thought that was really awesome that we caught those out the door and say thank you and then this is an email i had sent earlier about um is it called the math program is that that is the the monitoring and assistance program yes okay so i had mentioned this and i think you got the email i don't know that the rest of the board did but i just wanted to point out that this is a thing that we are enrolled in correct yeah and we have it parents just need to sign up for it okay so this is surveillance testing that

091parents can sign up for covet testing i should clarify um the parents can sign up for we don't do it the staff doesn't do it it's if i'm not mistaken given to them or mailed to them yes and they do it at home and it's simply for surveillance testing it's it's i mean it's asymptomatic it's whatever it's just to see kind of a baseline of where we're at and check in other school districts are doing it um again we're enrolled in it i just i didn't know until i listened to the governor's press conference last week um and then i didn't even know that we were enrolled in it so i just wanted to make sure that it's out there and the parents know that if this is something they want to do they certainly

092can't it's totally voluntary and but the opportunity is there if they want it so and how do they do that maybe they let the administrator know what they're doing no the parents go online and they can and they they just have to enter their address um their email supplies are mailed to the home okay um they do the samples at home and then there'll be a designated day where they drop supply they drop their tests off basically outside the office courier picks them up takes them to a lab at uo then they're processed and then the results are emailed home to the parents so the it just makes a convenient spot for it's on the left side of the home reopening page because we've got um we got map for general surveillance and then we've

093got a link for staff um that are unvaccinated for regular and then worse and then we're doing regular binax testing for anybody that's on campus that is ill or develop some sort of symptoms or exposes on campus um speaking of the testing for the unvaccinated stuff that's not a requirement from yeah requirement okay got it thank you all right that's all i have to say all right uh director pinlock do you have any comments or acknowledgements no i i don't really i just likewise i i really appreciate the entire team at siusa school district our administrative staff our teachers everything this has been a real test these past 19 or 20 months and i i know you're exhausted um i know that the the stress not just at work but at home and and just

094the all the other elements that are going on related to the pandemic and the issues that this brings has been overwhelming and i just want to thank you for your perseverance and taking care of our kids uh director king any acknowledgements comments uh so under acknowledgements i'd just looking at the staff and just hope that you have a great year i hope it is a great year under communications uh i uh we didn't have any policy today but um any of the other directors interested in policy committee oh so yes director snedd katie wants to know could you explain what the involvement in the policy committee entails once again oh nothing you just show up katie you heard director rosenbaum say it's a great one to to get familiar with a lot of the stuff

095now there's no way cause there's a lot of policy that you're never gonna get through all of that but it it really is worth the time and to that what is the time so like like one meeting a month two meetings a month it's typically one meeting a month uh vani will send out typically two weeks beforehand a packet of our policies and the suggested legal updates from osba based upon what has passed either in senate or administrative rule updates from state agencies and some are suggested updates because there has been rule amendments that are part of policies that we have adopted that are not mandated policies and then there are some [Music] framework changes that are mandatory updates because they are required policies that we've had that we have to evaluate certain because they're

096they're pro forma pieces that we have to look at um and so then we go through those and sometimes there are there are pieces within that we have to look at is this a will do or you know shall do may do in terms of like how we process things um and then we make those decisions within committee we bring those to the board for um like primary reading and then they may send it back to committee um for further review and then we might tweak them and then bring them back and then they go on to their agenda for approval so is there a specific day of the week or time or day of the month we that well that changes annually it's typically when the board members are available kind of with their

097work schedule and and for the last few years we've had a student committee member and when that aligns with their availability we're trying to work out um last year last year we were able to do it so that it just kind of hit on the same day as board planning so we're able to kind of do it and have kind of like a block on like second tuesday of the month where we want it so who's who's on it right now that's on the board director king and who else it was director man heinz but she's that's right okay right so director king is looking for an additional number or dennis are you looking for one of us to fill your spot i know that you had mentioned a couple of meetings ago about um

098in terms of vice chair if somebody took one of your spots i don't know if it was on that committee that you would be willing to be possibly vice chair are you looking for one of us to take your spot or to fill character mankind's as well yes she was asking you director gang he's president oh you're frozen can i ask is there a limit to how many board directors can participate in the policy meeting okay okay yeah if we have four that's a quorum okay so subject director milton berger is good and if it's her and dennis okay i just i know he had said that before and i mean yeah he has left us but i in terms of vice chair i'm looking at director milton berger and i and i i mean

099i don't want to speak for you maureen but i do not feel comfortable i know this is a next month topic i feel comfortable being vice chair and where i feel like i'm super green so that means director pinlock director barnett and then but i know that dennis has he would possibly do it if somebody took one of his you know uh one of his other responsibilities if you're interested honestly you are probably pretty i well i and you education foundation with suzanne so that's why i'm like okay you know if we need to we need to but if you're interested yeah and just um just so i put my two cents in there i'm also interested in the policy teams our committee so all right and according to what uh paul burns had said

100and guy rosenbaum had said it's something that every director should do yeah at least once and i've not done it yet i'm not willing to not throw your hat in yet no uh all right and moving on to the board chair acknowledgements and last week was probably the worst week of the year to saddle staff with a special comment meeting football [Music] but thank you all uh and everybody and especially the admin staff who were there it was very nice to see you you you made an appearance and you were there invisible in front of people so thank you very much and i also appreciated everybody that commented yes uh i know it's not easy for many people to do that sort of thing no matter if if you feel like everybody agrees with you

101or especially if you feel like nobody agrees with you it's it's difficult to do that it's spreading out your comfort zone so i really appreciate all the comments and what i think i may do is i will work with mr ruskoliak on maybe drafting a letter from this more chair acknowledging and taking some of the comments that i've heard tonight and saying here's what uh we expect to just see coming to the act and then visit mr scott on the responses of the curriculum yeah all right well uh thank you all uh hearing no other action is there any interaction with this body hearing none i wouldn't entertain a motion to adjourn that would be one of you too i know okay well can't director come back okay i'll second that director second is there

102any discussion on the motion hearing on all those in favor please say aye aye opposed signify by leading the room that was uh we are adjourned thank you that was actually glenn's lying down the budget
