i'm testing to see if my youtube live is gonna work okay everything going well so far maybe i think i must be doing uh hi megan hello uh so hello everyone hello hello hey we need one more for a quorum i'm sure we'll have quite a few more come on here at the end but i'm counting off hello can you hear me hi joel yes i can hear you good cindy in case i expire we're gonna need you okay i'll be here we got this looks like we definitely have a quorum so that's good i know guy rosenbaum said he wasn't going to be able to be here and bob sneddon lonnie let me know when you want to start the meeting okay we'll just give it another minute well it looks like it's six

o'clock here on my end um we're missing um jane james tebow john barnett and diana pimlott okay we'll just wait so um but you can go ahead and get started um if you'd like or we can wait a minute okay all right we have a quorum so we can start the meeting i want to welcome everybody to the meeting uh welcome all of our patrons staff and the press um and we're going to bring the meeting to order at six o'clock p.m um now we do have public comment don't we bonnie we do we have a comment from aaron linton and i can bring it up on the screen yes i'm very interested in her comment i have a a question after she comments i think okay i don't know what is happening to my

computer here let's see so well if aaron do you have a copy of yours i'm not able to bring my it up on my screen for some reason i have a copy so aaron's probably going to talk about it yes i i printed off a copy so i could read it okay and all the members were sent a copy as well so is it okay if i just go ahead and read it now i i would do that vonnie i would think that aaron should read it right now yes okay go ahead aaron as i reviewed the budget in detail i read the line on the first page that says the proposed budget the district priorities and goals focusing on high level of academic achievement and the support for all students on page 27 of

the budget it indicates that between all three schools in our school district um kids that are higher higher achievers are considered tagged they get a total of eight thousand one hundred dollars last year fourteen thousand and ninety one dollars most of mostly for supplies and materials special education on the other hand pages 27 through 29 receives a total of one million six hundred and thirty seven thousand three hundred and forty eight dollars this is not providing support for all students tag is most important in the third through fifth grade levels and when they are when they are not in different cl when there are not different classes available for them to excel after some explanation i understand that there is more federal money available for the special education programs however i do feel that we

can allocate more funds to the tag program and let all students find their potential and continue to love school one question that might be raised is how many students in our district are considered tagged well that is a good question students are no longer being tested for tag because there's no reason there is no exact number for this and there should be so that the budget could reflect how many students need to be met um students needs to be met as it stands it looks like our district has no students that are high achievers and that's not true thank you for your time and considering increasing the funds for allocated to a tag program in our district that is so desperately needed sincerely aaron linton very good very good should we um now should we

uh discuss this or because i have a few questions on that too and um mr superintendent did you want to answer that or should carrie answer that well at first you should go to the budget uh manager and then uh if there's any additional commentary to come from special services for next okay i'll jump in here joel if that's okay okay carrie um what i did want to say is um i was thankful i got a call from erin about this and i was thankful because she caught an error that i made in tag there was no purposeful reason to reduce the budget and tag this year what i did is we have a stipend for our tag coordinators at each the elementary middle and high school and what i did is i miscoded them

i counted i quoted them to the actual building and didn't put the tag designation within there so the money is in there in the budget it's not showing up in the tag line and i just want to let you know the high school and middle school tag coordinators each get um it's three percent of base salary for the certified uh or teachers and they get one thousand one hundred sixty two dollars and at the middle school it's a four percent stipend for fifteen hundred and fifty dollars so that's what i do know on the budget side i am going to hand it over to our special programs director lisa utts she'd be more equipped to answer some of these questions so i actually can have answers for all of your questions i'm not sure which

ones take priority i can start with our number of tag students and i can also address the testing for tag students so right now in siuslaw we have 75 students who are identified as tag and who have plans who are managed through the tag coordinators at each building that roughly equates to about six percent of our population and if you look on the federal websites the department of education that's a very that's exactly the standard amount of percentage of students identified as tagged so siuslaw is identifying exactly the same amount as you know would be expected in any district at six percent um as far as the testing goes the last two years have been a struggle this year we've had a waiver for testing because of covit the previous year we had a new

tag coordinator at our elementary school building and there were some on-ramping that had to happen the tag team and i have coordinated to update and re-edit the the tag plan which is available on the website and it includes referral forms for teachers that are out there in the in the elementary school middle school and high school buildings parents can refer it's in the policies so the testing really comes out of three places one is that a student tests at the 97th percentile or higher on their smarter balanced tests which we haven't been able to give because of covid this year the other part of it so if a kid doesn't test that high there are other ways that parents and teachers can put together multiple layers of evidence to refer and to test a kid

at a certain point i also do a test through our school psychologist or myself it's an intelligence test um which i can't name because some people across the world will cheat on the intelligence test for their kid and they'll get it ahead of time and look at the questions so that their kids kind of know what to expect which is stacking the deck a little bit um so as far as as comparing it to special education i guess what i would say to everyone is to really reconsider thinking of it that way it's really apples to oranges the two programs really can't be comparative there's one that is a federal mandate with funding because it's about access and overcoming barriers to an education and the other is a program that is federally required but not

funded and its sole purpose is to take students who do have access to education but make sure that we provide extensions within the classroom and through our tag plans and our tag coordinators that's what we do so in a nutshell i think what has happened over the past years is the tag has gone from what we used to consider when we were i know when i was in school it was a pull-out model it's no longer a pull-out model where you take all the kids out it's an extension where the teachers part of their their duty is to extend and differentiate for those students and for us to provide extension activities such as some of the activities we have um you know in different in different buildings for um you know different strengths i believe

performing arts and those kinds of things you know if i were to say where we were needing some shoring up you know having more access to performing arts and different arts um programs for kids who have uh giftedness in those areas would be really nice too so looking at it with a different lens perhaps than just always comparing it to what we spend on special education because it's really not a real good comparison and in fact it's it's a pretty poor comparison actually so um i i would say that you know if if there are any questions i hope i took some notes and i tried to to come up with the the answers that would address all the concerns but if there are others i'd be more than happy to address them how many

uh special ed students we have about 195 196 right now depending on exits and entries we've had two new kids this last couple weeks which brings our percentage of special ed students to 16 percent and and that's a bit higher than the the average and that's more than we are reimbursed for in our federal model how often is that i know you kind of mentioned the testing but i don't believe the testing is happening as often as you might think um who is who is administering the test and who's who's doing the testing so again it starts from the smarter balance tests that happen every year okay so when the kids are tested in the spring every year over the summer ode sends out what's called cut scores that show me where the 97th percentile

is for students right in our district at that on as order balanced what what grade is that third fourth fifth sixth is their testing at seventh these days yep third through eighth third through eighth and then i believe 10th and 11th so as often as the students are tested for um for those academic scores that's what is an initiator is that 97th percentile which is a really i mean that's like you know that shows that that kid's really gifted okay and then the other question i have is um are we focusing on a certain area are we just is it because i feel like the elementary school in my perspective probably deserves more funding for a tag program because third through fifth grade those kids that are tag that are identified as tag should have

something um because i feel like middle school and high school those kids they do have classes they can go to they can get an advanced math class or do something but third through fifth grade and i can say personally i've seen um a need for a tag program specifically in those grades so we you know we have our our tag coordinator i can't address why teachers and parents might not be referring themselves um all i can do from from my window is i look at the the smarter balanced and cut scores and percentiles from those academic tests if there's a need for an increase in in response to students at the elementary level and the budget committee wanted to go that way you know that would be outside of my purview you know i i

stand in you know compliance with what ode and the law requires our programs to do and respond to you know when i get referrals and and those kinds of things and making sure that our tag coordinators are identifying and then setting up a really solid plan and then consulting with teachers to make sure that teachers understand what to do um you know so part of what we pay teachers general ed teachers for is to address this um so in a way you could say that you know part of a teacher's pay is is also going into tag programming and for the six percent of you know however many kids that might be in a in a certain classroom or a certain grade level so um you know i as far as the funding piece that

again that's uh the budget committee and what the will of the board and the budget committee is okay i i think what i'm trying to address is that i would like to see a um i think it'd be nice to see a little more of a beefed up program for the third to fifth grade if possible that we could look at that as a as these you know as these entities and i know that this is uh not an argument that's going to not a position that's going to to appease anybody at this point but the budget that had been proposed for this current school year had a significant uptick in the amount of number of dollars put for talent and gifted funding we were looking into special participation programs there would be academic based

competitions things like odyssey the mind where we could take a team of students and and travel to different competitions and that was quite popular a little over a year ago when we were taking a look at it before before covet hit um aaron you're right our kids deserve to have something something extra something special something bonus for them for those high performing students and those different and divergent sort of thinkers another tricky portion of it though is when one child's giftedness doesn't match with another child's giftedness that six percent doesn't necessarily align for to make them commonly treated or commonly um given some opportunities across the board so the competition route is still something that i'm very much looking forward to get back on the table when we have uh the capacity to once again

form groups and and meet it has been virtually impossible in distance learning when that's been the mainstay for us to do uh significant talented and gifted efforts i will readily admit mike if i may follow you and i think jennifer or um excuse me aaron i think this might get to your point a little bit more too is you know a budget is it's our best educated guess at what next year looks like and it is a bit fluid um what i do is i put some discretionary dollars in each of the principal's budgets um this year was a really unusual year in the fact that um you know we we go from building to building to ask the staff you know what their needs are what their concerns are and give them the floor

to kind of talk about these things and a couple years ago i believe suzanne may have been with me at this one at the elementary school they did ask about tag because there was no budget at all at the time and trying to get an understanding i put him on the spot you know in the meeting and said you know what what are we looking at for funding and they said you know we would start with 1500 bucks just something to get us going and i think that is one of the pieces we didn't have the luxury of this year we didn't get um very much participation on our zoom budget meetings and i know everyone is just um you know really all hands on deck right now and i'm not sure that the principals

have had the time to talk with all of their staff about each of these programs so i guess my point is is that you know we can shift budget dollars even after the budget is adopted we can shift budget dollars um based on the needs of the school for the tag program uh like i said the principles have some discretionary funds that they can use and i think um you know tag is something that continues to be talked about and i think it's something that we can push forward um by like i said using the budget budget that we do have available there along with the principles finding out the true needs of those programs you know i have a question for kerry if aaron brought up a motion to with this budget committee to

increase the tag amount uh just a general motion and that got passed by the budget committee then would you then redirect yes what i could do is um you can and we'll get here a little bit further down the meeting joel but if you guys do decide to uh approve the budget uh you can direct me to make those changes before i then further present it to the board for adoption so yes we absolutely can make those changes right because that would actually happen in the board approval process in june because again this budget committee's process and function is actually to make sure that the budget that carries proposed the input and the output are equal and the actual distribution of where it falls is the board's job in june this what's happening here is

commentary and not directive directive will be by the board later and so there's really no formal action here other than the board wanting to like reconvene a regular meeting to redraft the budget and this is public comment and the board actually doesn't engage in public comment in a debate right now um again we've got direction on how to shift some of that and um and again without actual the board giving us formal directive to change the budget document we can't go much further than this in this format but isn't this an advisory group the budget committee yes and we've we have all the advice that we can get out of this group right now without going further i mean that i mean any resolution this group would have would be non-binding because it would have

to take formal action by the board at a regular meeting to do anything else okay well aaron and myself i'm advised um and so again we need to kind of stay within the scope of this group too oh you got something yeah just just to add joel you know so that that's why the board is is involved in these in these meetings as well so we can hear the thoughts of the of the budget committee and take take that into consideration when we do approve the budget so we really you know appreciate and value all input from the budget committee and the general public and the staff and then we work that in into the budget so um definitely you know we appreciate the input and we value that input excellent because i think the

big the biggest piece about tag and enrichment at the elementary school is that it shouldn't be it should be inclusionary and it should be enriching everybody from the classroom up and especially with differentiated instruction and an inclusion model inside the classroom um for you know us again so everybody has an opportunity to benefit from it and not just that older model of kind of the old pull out program and so and that's where again this year and the early out of last year has been a super struggle to make some of that happen and it is on the 345 teacher radar for sure okay any any other comment um i see suzanne has her hand up joel i don't know if you can see her someone has their hand up yeah suzanne does oh suzanne

please comment suzanne thank you joe well um you know a few of us sat in on the staff input meetings and i just wanted to ask you carrie if you were able to um carry out some of those requests i know every building asks for additional counseling assistance and um every building i think asks for more in the way of textbooks and materials and it didn't look to me like we were really able to add much to that so i just want to know sometimes i look at the budget and i don't know that something has been added because i'm in the wrong place looking for it so i just like your your information around all that so we were able to help on some of the items um the the two counselors the second

counselors that reached the middle and elementary school and i will go through each of those items here uh when we're done just with the discussion or whenever you're ready for me too maybe i'm up maybe i'm out of order if you're going to do it don't don't do it now no i think um i think to talk in generality you know we did with some of those positions we were able to put into the back end of the budget because of the um sia or the student investment account being fully funded for next year um and then in general you don't always see an ad to every budget with requests um you know what i do is i try to put dollars to what we know um you know i look at what's been spent

in the past uh what our year-to-date expenditures are which unfortunately don't show up in our reporting for you guys you know i can take all that kind of into consideration and then essentially i'm handing over a number to the principals and it's up to the principles then to determine which specific purchases they're making which initiatives they're going to follow and stuff like that so it doesn't always look like an ad um but there has been quite a bit shifted suzanne for the um sia over into that fund 203 and then of course of course we also have you know the esser funds that are coming down the pike that um you know those are available dollars um depending on on what our needs are as well so yeah okay thank you and then the other

the other thing in terms of the materials i remember a couple of years ago you know when we met with staff they were very um very upfront about saying you know that if we don't have material amounts in the budgets then the teachers just pay for it out of their own salaries so it's actually a sour cut to teachers if they have to make up with their own money for materials and i i think that's a serious issue that we need to you know be sure that we can um supply adequately and then the the other staff position that i wondered about was occupational therapy that seemed to be something that there was a loud voice on um there was that's a really big it's more than just a position i think you know when

these teachers were talking about that it looked like an entire program um you know what i if i'm trying to recall i believe it was similar to what's called the lights out program in chicago um it's basically a program you know that teaches kids you know basically a place for kids to be to learn how to do their laundry learn how to do their dishes uh finances have homework assistance you know just a place to be when they don't have the best home life you know a place where they can maybe get a haircut um stuff like that and so that and and really suzanne we haven't had the time or the luxury of time this year to really discuss how all of those investor funds how all of these pieces are really going to

fit together next year so okay thank you carrie very good does anyone else have any comments because it's hard for me to see a hand raise from here um anyone else with some comments they'd like to make do avonie do we have any other um uh public input or public testimony no there was just the one just there okay well then we go into 3.0 the budget discussion then um carrie do you have anything to add to the discussion since last our last meeting um what i do have that i would like to um just read you guys off is like suzanne alluded to those budget meetings we do a staff budget meeting at each of the buildings and then we do one over at transportation and maintenance and basically it gives the staff a

platform without their principals there to tell us us being myself and then any available budget committee members and board members um that can attend they just let us know what the needs are um it's actually always a really great insightful conversation for myself to see what they're dealing with you know kind of on the boots on the ground so i do just take some raw notes there's not a whole lot of context to them but i think the items pretty much speak for themselves so i'm just going to go ahead and read these off to you guys at the elementary school i was asked for a second counselor which again we do have in fund 203 using the sia funding occupational therapists to run a program for student needs equitable equitable resources laundry showering homework

assistance finance you know basically just how to become a successful citizen um something similar to like a haircuts and hoodie program a student or a teacher talked about a student who came back to our building this year after not having a haircut you know while being in quarantine and having school done from home and was embarrassed about that so having a program like that to make uh students feeling included um equity and funds in our person per student in our libraries uh which we were actually able to do we were able to add the library funds equal to what is considered a quality education model so a per student amount podcasting video production maker spaces and equipment in the libraries professional development library sora which is an online ebook service a district library budget and

then individual school budgets that manage the books bolster our curriculum with the esser funds and eliminate our old textbooks curriculum resources and alignment stem was a real topic more stem focused in our curriculum our after-school programs and our clubs you know what the elementary school was asking for was kind of take the best of all of our after school programs in our stem activities and roll those into one best of the twilight program indian education program in stem and for an after school program a pre-k program on site for students um to give them an academic child care uh one of the teachers pointed out that there is you know very little child care in general in florence but having academic child care a preschool you know not every student in our district is going

to get that opportunity um let's see a child development strand of cte um a more robust organ battle of the books or obama as it's referred to um there is teacher who said that they would be happy to run it after school or in the early morning um there would be a stipend involved with that and also some budget set for first set of books for obama t-shirts for their competitions um inward swinging doors on all the classrooms was another request let's see here tables outside for students to sit at chat read or draw that was specifically mike i think more in the 4 5 side of things let's see improvements to or even a new rainy day shed a comprehensive school counseling program um mrs bittner brought that up and said that would take

some additional staffing a professional development for teachers with curriculum adoptions clearing area outside of the back fencing out behind the elementary school for evacuations or just to expand out expand our field and alice or a lockdown drill which would take a district it's district-wide staff and it would take a day a full day of professional development doing that with no school replacing old desks with either new desks or tables flexible seating i think came up in almost all of the schools we talked to replacing the south side which is the 4-5 side of the elementary replacing that playground equipment with more age-appropriate recessed equipment replacing the basketball hoops redoing the south field surface a covered area to wait for the bus and then just more artwork in the halls outside of the gym you know

where the kids have recess just to kind of brighten the place up so that was what we heard from at the elementary school at the middle school um they asked us to continue the one-to-one ratio of chromebooks that we've been able to provide this year for future years they would like to see a chromebook set in a cart in each of their rooms um the extra chromebook chargers to have on hand again that flexible seating chairs round tables standing desks at the middle school they said our regular desks don't necessarily accommodate all sizes of kids make that our technology sustainable now that we have the one-to-one chrome devices chromebook devices there was a request for more novels at the middle school level more novels in the classroom more diverse texts for all students to explore

and learn we were told that the middle school is very thankful for the new teacher and librarian um and that we're able to catalog and build our school libraries a new curriculum for language arts and they did ask about additional staff so school nurse which is another one that we can fund through sia and i believe we have posted currently that second counselor a third special education teacher we currently have two they would like to see the choir and band each have a full-time position at both the middle and high school currently they are a shared position foreign language or additional electives in general to give students ergonomic office furniture you know chairs standing desks ceiling mounted projectors for classrooms that do not have one and then the last thing they talked about was computer

carts or teacher carts uh they're up to date and functional with laptops document cams etc and then at our high school we have um a life skills bridge program they would request a washer and dryer in their classroom um right now there is one in the building but it's in an area where they can only take one student at a time and it's not in a learning environment for them so they would like to see that in the classroom a window in the classroom as they teach these students appropriate weather address for the weather um another request we had was locking rolling cabinets at both the middle and high school to store the english language learners program supplies we have a teacher that has her home base out of the elementary school and then she

goes to the middle school in high school to work with those students so she requested a locking cabinet and we were able to go ahead and take care of those now we felt like that was pretty important that she had somewhere where her space um her supplies and whatnot could be safe and accessible to her we were asked to maintain the metals budget that we were able to put in um repair and replace some aging equipment out in the shop auto shop and metal shop retrofit some of our equipment for some additional safety like emergency shutoffs boost the ventilation for welding and then grow our computer-aided drafting program which would take some computers equipment and actually some professional development as well and then last our transportation maintenance department they ask for an increased fuel and

oil budget to accommodate additional routes needed right now we're running both the middle school high school at different times than we are the elementary school and we're also having to do double runs to accommodate the coveted regulations and the spacing requirements transportation would like an electronic trip board which i believe if is not up and running right now is uh close to um see they said they were thankful for new buses and they would like to see the district continue to purchase those uh we purchased two new buses per year so that we can keep each of our buses 10 years old or newer as they do they do create depreciation or revenue for us to continue purchasing those buses they want to keep bus monitors on the bus replace the tractor for our maintenance

and grounds top dresser attachment for a tractor the ses envelope maintenance replace and restore the brick replace the 18 year old hvac mini splits heat pumps that are at the elementary school potentially with packaged heat pumps and reed is looking into that for some costs a storage shed at the middle school for our construction class they are very ambitious and are moving really quickly and came to us with a proposal to put a shed on the middle school grounds and reid said that we could accommodate that most likely um with help from the construction class um and we would like to see that you know match with the main building uh we're looking at a um hvac system at the high school getting some costs and some options there replace the domestic water heater at

the middle school and then two new vans for maintenance one of the vans that we currently have would be handed to our it department um as it just fits them a little bit better the other van we would be replacing i believe is a 1985 van and the door doesn't necessarily stay on when you slide it open um so it's it's getting time to be replaced and then last thing um kind of a pie in the sky ask was a three-sided building for our maintenance and grounds storage right now they're using a couple of the bays in um over at our bus barn but as we've gotten more buses more drivers and more kids riding we are now pretty much at capacity over there so they're running out of storage and that is in a

nutshell what we heard at the budget meetings thank you very much any comments for kerry or any discussion don't all talk at once all right um if there is no remarks uh we want to oh um aaron yep i have one question the occupational therapist to run the program for the student needs is in the elementary school and not at the high school i believe it was an elementary school teacher that brought it up that i believe they were looking at they were thinking district-wide so k-12 okay not just the elementary school correct yeah that was my understanding too that just generally life skills all the way across the board were not necessary curricular item okay that looks great i i do believe that we need a personal finance piece in the district for sure

thank you thank you any other comments for kerry well if we if we have no other comments um i believe carrie has a resolution that she i do so i do so you guys have a couple of options one uh you can approve the budget um tonight uh which moves it on to the board what you are approving is the bottom line number the entire budget number what i would do from there is take what we heard tonight specifically about kay reach out to the principals look at what you know an adequate budget might look like for the next year and then i would present that to the board at the next meeting and ask if they would like me to redirect those funds so i would have that available for them and then they

would go into a final adoption your other option is we could have one more of these meetings there's a meeting i believe it's may 12th at the regular board meeting where we could add another public input meeting for further discussion if you felt like that was necessary okay um committee what is your pleasure do you want to um vote on a resolution tonight or do you want to have another meeting we always love meetings so um if you'd like another meeting may 12th we can have that i have a quick question before the um board uh and the the committee makes a decision uh in in tag again uh do they have advanced american history classes as well if you're in that program yes we have a college history uh actually three terms of it

plus western civilization for college credit at the high school level is the district going to fund the 1619 project or are they going to stick with the constitution declaration in federalist papers or do you know we are sticking with the traditional u.s history okay yeah very good all right so we have um we will have a motion before us with um we can consider the the budget this is the resolution um so it looks like we don't want to meet may 12th i'm really sad about that um but um it looks like we're going to um we need a motion here someone needs to move that the law school school district 97 j budget committee approved the proposed 2021-2022 budget in the amount of 29 million five hundred 715 eighty as presented and directs the

the business manager to reflect any changes therein prior to its presentation to sioux law school district 97 j board of directors for any further discussion adjustment and adoption that's the first motion or we can have um okay that's our first motion both we have to make one i that we uh adopt this resolution a second second megan i'll second that oh megan's second and we had a motion from who gave that motion that was cindy cindy gave the motion and uh megan get seconded so um we have the question before us all in favor say aye aye any opposed nay motion carries unanimously the second motion is the tax motion for the assessed value it says i move that the usual school district 97 j budget committee approved taxes for the 2021-2022 fiscal year as
