009together to pull off to pull off a 36th place finish out of the top 500 middle school teams in the world last week in dallas texas congrats on a fantastic season good luck this week to our elementary robotics teams i will say that when we talk one more time 36th place out of 500 middle school teams very good there but i would like to go ahead and recognize because it wasn't going to work out because of spring sports and things like that for our staff spotlight so i have a picture here and i will read um so on the left there is uh chris stephanos dean of students and on the right is teacher jane kendall kindergarten teacher so teacher jane kendall nominated by dean of students chris stephaniz chris is stepping into a new
010role she has come in with such a positive energy and working very hard to make a profound academic and social impact on her students and staff she is supportive and cares deeply for our students and staff she has shown grace and kindness to our students when they need it most she brings such a welcome experience to our staff and we are lucky to have her influence each influence each of us in a positive way and so again on the left there um is mrs stefanottis who's the spotlight tonight unfortunately we're not able to have her present but we did get a picture so we could show and we appreciate uh jane kendall kindergarten teacher for nominating her so i guess they won't be able to talk right now like we normally do so that's what
011i have our recognitions in spotlight tonight all right so now at this point we have a public comment or agenda items only if there's anybody wanting to say anything let's see so we'll move on approval of minutes from our last meeting on [Music] april 26 2022 [Applause] we accept the notes from the last thing people are doing second motion in a second to approve the movements from our last meeting all failures okay financials claims payroll our normal payroll will be short-lived because we're getting towards the end of the year so we'll start getting those eca counts for um the building levels and the spring sports ending and then obviously that will lead into summer school so we'll probably see a higher than normal payroll for a month or and that would be a small fraction
012probably a little bit but i'll move to approve the payroll for this period i'm sorry we'll send a second to approve payroll [Music] financial summary uh just a couple things um end of the month for april balances so you can see again good numbers here education fund approaching the 8 million mark which is good um our cops grant we finally finished if you remember what that money was used for that was used for the updating the intercom and alarm systems within our buildings [Music] and that was a 345 000 grant that we received to help us fund a majority of that project so that we're done with that grant that's all i have about in the balances the other thing i showed you was just start it's time to start thinking about 2023 budget and
013so i mapped out the calendar of dates again this is nothing that's set in stone but we do have statutorial guideline or deadlines i guess for certain things to be finalized and submitted by certain amounts of times so i map it out based off of those due dates and we kind of followed the same mantra here the last uh five or six years as far as that spacing or pacing is concerned of when things are done so i don't need to go over that but that's just more for your reference we'll move on to personnel under resignation we have tracy snyder bus driver for north effective towards the end of may aaron strange teacher at southwood elementary sheriff all shaper bus paid special needs those are both effective at the end of the school year
014employment we have casey stuffer principal at southwood elementary school for the beginning of the next school year jacob watkins teacher at charfoot elementary church creek elementary at the beginning of the next four years tracy kennedy summer secretary and that date that start date is to be determined yet hillary ellsroff varsity head girls basketball coach and brandon baker junior varsity head and girls basketball coach at northville i think that's just a swap of those two positions and that is to happen immediately aiming long secretary summer secretary at southwood high school megan ellis summer secretary at southport high school and retirement beth eagan teacher of southport high school i'll leave number 139 and you see the dates there transfer mary norman transferring from sixth grade teacher to fifth grade teacher at southwood elementary effective the next school

016home um and so welcome i don't know if you want to say anything we you didn't have to have a speech but yeah i'm very blessed and humbled by the opportunity and uh i know i'm extremely excited i know my family is excited to get back into wabash uh we have 300 kids and they'll be going to southwood elementary and uh our junior senior high school as well so awesome congratulations thank you so much can we have been uh good to meet you and a little bit more about you and i have a long list of things things to learn i'm ready to do it and actually uh casey is going to be coming to our admin meeting tomorrow um to introduce i don't know if he's going to stay he's what was david and
017then also introduce him to the staff uh on the 17th i believe in may in the morning so uh we'll get get started right away since we have this approved so welcome back congratulations thank you jacob watkins another person that uh north phil grad coming back home um and i actually had the privilege to be his principal his freshman sophomore in junior year and then i came to central office his senior year um but went to school and uh has one year under your belt now or two years one year under your belt and so uh welcome uh to jacob and then his uh fiance is what you want to introduce yeah this is uh abby burns uh better hat to be on 2011 coming up so we got planning under her belt but uh
018yeah just super excited to be back in the community i mean wabash and uh it's just super exciting to be part of this team and be part of this canadian build here again yeah i don't want to put you on the spot but casey talked about having three kids that are coming to school not right away don't plan on leaving anytime soon jacob is teaching sixth grade at church experience elementary i'm super excited science that's right it's gonna be great here yeah that's all right we won't make your employment contingent upon the number of kids and i do want to mention though too so we do have a retirement of beth negan and um in her uh retirement letter i want to just share just a little bit um as you are aware this is
019just mr mcdaniel but then she also wrote me two and i'll share that a little bit but as you're aware this year is my 43rd year teaching for the metropolitan school district county i've been a member of the southland staff for all 43 of those years my first three years i spent mornings at southwood high school and afternoons at southwood elementary or la fountain elementary the next three years were at southwood high school the morning in northfield in the afternoon so she's been a lot of our schools for the last 37 years including this year my entire day has been spent at southwood and that is just how i have loved it and i also wanted to mention another email that she sent to me that she kind of reiterated some of the same things
020with a lot of other things that she mentioned but she said southwood high school and teaching have been my life but i am ready to see what the next journey will bring please convey to the board of education for me that it has been an honor and privilege to work for msd of walgreens county so really pretty cool that uh 43 years so appreciate all the hard work that she's done and making a difference for kids and families and um that's a long time so we wish her well in her retirement yeah i'm sure well okay under reports heartland career center do you have anything nothing new to report okay superintendent's report mr keith i'm not going to do a report during the new business i'm going to do more of a little history about
021the 1003 flexibility resolution thing so i thought i'd just say that for that part okay uh curriculum and instruction report you know in the honor of spring i i like to come and tell you about all the testing we're doing and complain about it but i do we actually did something positive and so i i should give them their fair shake uh we started i learn for those of you maybe that's high step right it's the new version of eyeliner or i learned as a new version of iceland uh and they kept promising to give us our scores earlier and earlier and of course and we have already started receiving our ilearns course for this year for some students and so that will be a game changer who can actually get that information while we
022still have the kids in the same classes and the same stuff and so uh teachers will be able to log in and see how certain kids did and stuff and so it's not 100 of a pound on the back but you know what they i feel like that's a good step for us and so we'll try to make use of that okay don't count on any more of those but i thought all right we'll move on to new business we have a recommendation to approve the resolution of the 1003 flexibility labor request all right so i want to explain how we got to this situation all right and i some of you know some of you do not know so house bill 1093 it just was that education matters at the very end of this
023short session the legislators added this part at the very end of the session um and this is house bill 1098 established a definition for virtual student instruction day and requirements for virtual student instruction days provides that a public school may conduct not more than three virtual student instructional days that do not mean to establish requirements i love all of this it provides that a public school that does not comply with these provisions we not count a student instructional date for the 180 day student instructional day requirement allows the department to waive these requirements provides that the instructional days tuition support distribution formula take into account only certain schools and grades within school corporation if fewer than all the schools go to conduct the minimum number of student instructional days can you read that again so
024when they put that in there they were talking about three days and that's in here a little bit later but they were talking about they would only allow three asynchronous days of e-learning okay and so after that came about the indiana department of education had to basically look at interpret what that really meant so then in april 26 they sent a virtual student instructional days 180 day requirement it tried to explain a little bit um they didn't explain everything because they said there are still some things going on but there were two waiver options the first waiver option was 180 day instructional day waiver request submission waiver requests must be submitted to the ido within 10 business days of extraordinary circumstance cancellation and jotform is forthcoming for the 2022-2023 school year the big question right
025now in the state is what is extraordinary uh circumstance cancellation uh dr chris kuhn and myself went to the nes school boards association meeting a couple weeks ago and they did mention that extraordinary um circumstance cancellation could be in clinton uh weather days like we normally have so in other words we could have more than those three asynchronous e-learning days if we apply for waiver but other people are saying no those are not going to count so the other option was the 1003 flexibility waiver request that request has been in the books for a couple years now but when schools were applying for those waivers basically the state board of education they were denying denying all that um they have now started to approve them and the doe actually in their memo actually told us
026that that was one way of doing that so speaking with a lot of other superintendents and talking about it this would be the route to go so that's why the resolution that you have before you is a resolution for me to even apply for the 1003 flexibility waiver request we have to have a resolution and so i won't read this all to you because i know you don't want me to but i will just share a little bit of information so the first few bullet points talks about how many minutes that we have so what we're looking at is the waiver request because the law says we have to have 180 days the flexibility grant says that we can do something different than days we can do minutes and for high school juniors 7 through
02712 you are required to have 360 minutes per day or six hours in the elementary since we don't count like kindergarten is not required they go from first grade to sixth grade is 300 minutes or five hours and so doing our calculation which is already on the deal it's called the link it tells us how many hours that we have and so right now k through six it averages uh we are 8 100 to 11 700 minutes or 27 to 39 days over the requirement now we're not going to cut any of those days out um but and then for norfolk southwood it's 7 200 minutes or equals 20 days a whites is a little less of 38.75 or equals to 10 days i don't know if you guys can see that so what the
028proposal here is for this not to worry about the instructional days but we would use the waiver and if the doe has to accept it i mean they have to look at it and then they have to send it to the state board to approve all this so if approved we would continue to have our three built-in e-learning days but we would not i'm sorry flex days which are for professional development but we would not have e-learning during those days and then any inclement weather days we would go ahead and have e-learning except if we have the rare situation where we had three four or five in a row not having those as e-learning days but the teachers would still be working during those days and at the very end it does say that the
029number of teacher contract days shall remain unchanged at 183 so that does not change at all so what this does again then this allows us to be able to use minutes instead of uh days and so we would still be in compliance with the new law of um uh house bill you say we will not use that learning days for what or even earlier well we would use e-learning for inclement okay this is saving them for the right questions well and really we don't have to say we won't have to save them because we have the flexibility now so it's a little confusing right so let's go back again so the doe i may have actually had this written up here but there are two different options either we could do a waiver which they
030which it's still in debate if there's a waiver that they would even do for e-learning or inclement weather delays so that's one option and i don't think that's going to be one of those things because weather for us in indiana is not extraordinary now if it's a blizzard with 30 inches of snow or if it's a tornado that destroys things or something like that or a flood or something like that so we would go to the flexibility there which if that is if that is approved then we can just do our plan and there's no other things that we'd have to do because it's already it's already a waiver that would be approved i'm not saying it's going to be approved but they have approved other ones that are very similar to what i gave
031you in this this is like a jot form i have to fill out um and i just basically gave you the job for what it looks like because it talks about our professional development what we've done so far with our focus and tim's kind of led that with our with our admin team and we would continue that with our teachers and there's other things that's all in here so ask questions if i did not explain that well so my request is that you would approve this resolution that i would go ahead and submit this to the doe on their job form too many kids aren't listening to that so they're going 27 days are you saying that's what you would have heard in yours i would have heard that you know we're here to educate
032and do the best we can and give them more than what they even need nobody listens to us why move to the resolution well resolution for the 1003 flexibility waiver all figures okay so now we have a recommendation to improve an overnight extended out-of-state trip for southwood from eighth grade history and english classes to washington dc for may 16th through the 19th of next year you were motion and second to approve the recommendation or the uh the uh request for southward eighth grade uh history in english to go to washington dc all in favor say aye all right okay we have no unfinished business no foreign policy again i'll extend that off they offer to comment for any items welcome aboard mike um any items from board members
