At this time we will we will proceed with the agenda provided if there is no descent of the board members present for living by statute RS192 650. This meeting is being recorded and will be posted on the Winston builder district website. So we'll start with the pledge of allegiance. Ice flag and to the republic for it stands one nation under God indivisible with liberty and justice for all we have everyone presention of gather start off with the superintendent award. >> Yes, we have a full slate tonight with the uh both elementary and secondary um superintendent awards and it looks like we're starting out with Broadway Elementary tonight. Have Mrs. Pick over. All right. Well, good good evening everyone. Um, it is my honor to announce that Briette is our Rockway student of the month. Um,

first of she is I'll we'll clap in just a second. She is the daughter of Cheyenne Oliver and Nathan Bruette. Bella is a kindergarten student this year where she has attended for the past two years as a preschool student. Estella has a passion for learning and I am honored to have the opportunity to watch her continue to grow both academically and socially. She comes to school every single day with a smile on her face and a positive attitude. Bella has made notable academic gains in such a short amount of time and continues to grow in her confidence and learning every day. Estella demonstrates great work work ethic and it shows in her academic achievement and daily classwork. If Estella finishes an activity early, you can always find her with a book or an extra practice

activity showing her dedication to learning. She models being reliable, respectful, and responsible daily. Asa is admired by her peers and always sets a good example by being a positive leader and role model in every classroom she enters. What I love most about Epella is her kind heart when interacting with her peers and teachers. She is the type of girl who will be the first one to offer help, encouragement, and friendliness without hesitation. Estella also goes above and beyond to support her classroom other classrooms whenever she has the chance. She consistently demonstrates skills that will lead her to do amazing things in her life. I am so proud of Estella and I'm incredibly grateful that I've had the opportunity to spend this year with her. Sincerely, Miss F. She apologizes for nothing. I think they want

one more picture. >> One more picture. >> Will you come stand right here, buddy? Oh Where's your shot? Guys, I'm excited to introduce uh Kim Lang. Um, as a sophomore leadership student and class president, Kimberly has demonstrated exceptional dedication and leadership skills, especially during this year's annual canned food drive. Kimberly's commitment to serving her community truly stands out. She took the initiative to visit over 200 local businesses in search of support and donation for a canned food drive. Her efforts were remarkable. Several businesses responded positively launching their own drives or contributing monetary donations. One notable achievement was Kim successful acquisition of a $1,000 donation from Willie Cafe. This generous contribution enabled our leadership class to purchase specific items needed by the Winston Food Bank, directly impact impacting local families and ensuring that they received Christmas.

>> Additionally, Kimberly made a significant donation of food on the final day of the drive. She's a little bit competitive. She thought her class might lose. I think that if we could add all the other ones up together, her class wouldn't block. Um, and she uh her her leadership and determination have inspired her peers and encouraged and spirit of community involvement. Due in large part to Kim's tremendous efforts, we were able to take two large van loads of food to the Winston area food bank. Beyond her efforts in the food drive, Kim is a thoughtful and caring student who actively serves on several local community boards and council. She regularly provides reports to the Winston City Council, ensuring that they are informed of the exciting events and hard work undertaken by the students at Douglas

High School. This involvement not only enhances the relationship between the school and the city, but also showcases her dedication to fostering community awareness and participation. For these reasons and so many more, I'm excited that Kim is our superintendent award winner. Kim Lage. Okay. >> Yeah. I'm sorry. I should have introduced them. >> Can we get them up here for pictures, too? >> Sure. Yeah. >> Way better than introduction. You can see them. Also, we talked about Kim a bunch, but she doesn't drive herself around. You know, also business local business. >> Thank you. >> Glass Elementary. Great. So, unfortunately, the sick dog has also hit looking glass and so the little feature powered through today, but could not make it tonight. So, she's very sorry she's not here, darling. But can I read your letter?

Oh, thank you so much. I will try to do as good of a job as Mrs. Lisa. Okay. So, >> well, there are great number of amazing first grade students in looking glass. Lola Leer is our nomination for the February superintendent award. Lola is the daughter of Jasmine Walker for this award because of her hard work, character, and determination of and demonstration of many of the positive character traits taught at looking glass elementary school. What impresses us the most with Lila is her stamina and work ethic. She is an exceptional student who always tries her best. She has a big heart and brings a bright outlook and kindness into our class family every day. She shows perseverance in whatever she does, even when it's difficult. She's an empathetic friend to everyone in our class family

and others as well. I would like to thank Lola's family for nurturing such a well-rounded and grounded daughter that will be going out into our schools, community, and world to do great and wonderful things as she continues to grow up. I could not be prouder to have Lola in our classroom and receiving this award. We know that she will accomplish anything she puts her mind to. Thank you, Lola, for working hard in whatever task is put before you and always having a positive attitude while you're doing it. Thank you for always being helpful, patient, understanding, and thoughtful. Lola deserves this award for all of her hard work. We can't wait to see all of your future accomplishments as you move forward. Good job. I think she's in the hospital. Yeah. We are honored to announce

that Adelaide County, daughter of Greg and my langod is the qualities we value most in our students. Grit, respect, and a positive attitude. Adelaide is a hard worker who approaches every task with focus and intention. She is goal oriented and always looking to grow and improve. She actively seeks feedback and uses it softly edit and revise her work until it meets the high standard sheet. Her bra shows not only persistence and how she overcomes challenges without she comes to class each day with a positive attitude and maintains her optimism even when faced with a challenge a challenging path. Adelaide treats teachers and wackness with genuine respect. She listens carefully, follows instructions and participates positively. She is also incredibly creative and brings thoughtful ideas and attention to these to all she does. Adley's drive, conscientiousness, creativity,

and respectfulness make her a shining example of what it means to be a warrior. We are incredibly proud of her accomplishments. sincerely the ones No. the high school school student report. >> Good evening members of the boarding community. I'm the student. The second semester is also an exciting and successful start at our school. Students and staff return ready to work hard, get involved, and make the most of the new year. One of the highlights at the start highlights at the start of the semester of the semester was the winter dance was the winter dance feeding starlet feeding starlet quilts. The commons was quilts. The commons was transformed into transformed into a magical winter scene a magical winter scene filled with the filled with the northern lights, snowy northern lights, snowy decorations, and decorations, and a

fly mountain vibes. a fly mountain vibes. Students dressed Students dressed up, danced with up, danced with friends, and enjoyed a friends, and enjoyed a night full of night full of laughter and memories. The laughter and memories. The dance was a dance was a great way to bring everyone great way to bring everyone together together after break and set a positive after break and set a positive tone for tone for the month ahead. the month ahead. Our seniors have also been hard at work giving back to the community and raising money for their class. One of the money for their class. They helped cater the elkaw fishery and campaign derby at the fairgrounds serving food and assisting with the event. Their hard work and team hard work and teamwork not only supported a popular community tradition

but also helped raise funds for senior activities. It was great to see the class of 2026 stepping up and showing leadership both in and out of the school. The culinary class has been hard at work for Valentine's Day. Students baked delicious cookies to the middle school spreading kindness and school spirit. In addition to special projects, the culinary students have been working on implementing healthier food choices into kids lives. They have been learning about nutrition and preparing balanced meals and snacks that promote healthy habits. Their efforts are helping encourage students to make smart food choices and understand the importance of a healthy lifestyle. Leadership students also went above and beyond to celebrate Valentine's Day. They spent hours cutting out hundreds of paper hearts and carefully writing every student's name on them. The hearts were hung throughout

the school, creating a fun and heartwarming surprise for everyone. Students enjoyed searching the hallways to find their names, and the colorful decorations brought smiles to faces all around the building. The activity showed just how much thought and effort leadership puts into making our school a welcoming and positive place. With exciting events, community service, and meaningful learning experiences already underway, the second semester is shaping up to be a great one. If this strong start is an indict indication, there are many more successes to come. Thank you. At this time, we'll have a short intermission for those who don't want to say a little beach. Think about See you later. Yeah, I just have the uh number had Another quite significant dip there from 18 start which was 26 last week. Um and as you can see

looking from 2725 so just over a year ago we're um we're we went from 1282 to 1234. So that's something that we'll have to have to address and move it down, you know, just behold. Any questions? items with special here. >> No, no, that's just something. >> All right. So, items discussion mural wall description. Uh, looks like we're still waiting for a proposal. So we talked about there is a document Mr. Welker um search copies you want to speak to the document of the the Troy Times 1954 volume one number six mural wall. >> Well it it just so happened that the Troy Times was housed right outside here in the lobby just so after the board meeting last month. I just went outside nose through and went I wonder if the wall is mentioned

and sure enough it was in the very first edition. Um there's that there's just a very short short blurb that says the meanings are more or less symbolic and can be interpreted into any number of ways. The ideas here are just one interpretation. So um no I think it was always designed to be interpreted by the individual and they they did solicit interpretations but they never really published anything other than what the editor had to say in subsequent issues. Yeah, but but the the original the original episodes articles are right out here. Want to see them. You can see that the color is purple. I don't know if that reminded anybody else of those nice warm mioraph. It sure reminded me of them in a reached out, you know, for our discussion in the January

board meeting. I reached out to Joseph and and the U and then Thomas at the city as well and just don't have follow. >> Um the next the next page is just a 26 legislative session budget advocacy. And so, you know, even in regards to the a lot of a lot of funding um issues going on across the state, across the nation, and so the budget advocacy is just a letter that the ESD created and all of the 13 superintendent from Douglas County signed it. And then that'll be there's a short session. There's a short legislative session going on in Salem right now and the letter just states, "Please tap into a rainy day fund. It's called the education uh stability fund and there's about $1.3 billion in there." So, it's just a letter that

states as opposed to going into the school year 2627 with a shortfall, if you if you need to tap into the fund. So there for if you'd like to read it. >> Yeah. Yeah. See the the governor the executive order 259 which is the cell phone ban policy. That's just a letter from the from the governor saying thank you. 99% of school districts in Oregon implemented a policy and she talks a little bit about you know the it's gonna it's going to take a while to turn the shift around in regards to just our what the know regular operating procedures for devices cell phones and secondary schools. Uh, and so it's just a thank you letter saying thanks for implementing a policy and and hopefully we can we can, you know, stay in line and

continue to improve the mental and emotional health of our of our students. It looks like we have the field trip request which we probably don't Anybody have any questions on those? There was one on 331 that Looking Glass um just just for your under for your knowledge um there's that fifth grade outdoor school looking glass and governor's own and looks like up to heard of that. >> Yeah, there you go. Sorry that the road camp outdoor school. >> They went and visited that yesterday actually. Oh yeah. >> Yeah. People Shiloh and Jenna did from McGovern and they went and met with us Joel who runs the show over there and um they were very impressed with the facilities and there's a lot of um there's a rock climbing wall that's pretty cool. They have an

indoor gym. They have an indoor game area. Um they're building a park right now that'll be done this weekend. Um, kids friendly food and that they do this all year round. Um, and all heated cabins. Oh, yeah. Heated cabins. Yeah, that's important. >> No, it shouldn't be a thing. >> I actually don't believe you. I want to see these heated cabins. >> Their doors and all that kind of stuff because containing them were kind of difficult. >> I'm not even sure if this has been approved yet. So that's exciting. >> Sorry, Jan. That was that was rude. >> That sounds exciting. >> Yeah. Yeah. So you want to keep you posted? >> I'm pretty sure I am. >> Yeah. Uh so then we're down to uh you will adopt the consent agenda. And before we

does anybody have any questions on the yeah financial any any of that. Uh before we make a motion on that I'd like to read the the um donations. usually jazzed with that about what the financial state we want to yeah we just talked about the declining enrollment >> yes so I I estimated with the declining enrollment for now it may even go down even more if I took away about 500,000 for this school year um our ending fund balance you can see is around 2 million um which is probably going to be around three um if because Obviously, we don't want to spend our whole budget, but you can see that we um if you go to the beginning fund balance in about in the middle, we we were about 4.2 million. So, that's going

to be about we're going to be short about 1.2 million starting the year out plus the shortage of enrollment. So, we're going to be budget wise. We're going to have to make some adjustments by next quarter. Plus, there's an un unknown purge liability uh in regards to side accounts that's going to expire about sometime in the middle of 28 for us. >> Yeah. Be proactive. >> There's some there's some uh there's some just fiscal things, the declining enrollment, the shortage of our beginning fund balance for next school year. Uh and then plus this pers this pers liability which is standard for a lot of >> statewide the enrollment and per it's statewide >> something >> which less money less. >> So in some nation that's a a pretty big impact on our financial situation. So

it's something that we the board will probably want to look at. My feeling is that we're going to have to look at options of well, we can't go with the >> original plan for for the year. Maybe have to look at other options. We didn't anticipate this big a decline and extend it. So, >> correct. Yeah. Yeah. even from the 1260. We we we saw the the slightly, you know, down 20 over a four or five month period, but then the drop um but we do have a drop after semester one. There's things happen and families make decisions and transition as they get into semester 2, but that was a that's a pretty big drop in what? So, there's a lot of factors that are playing into um school districts, you know, fiscal state of

being, if you will. It doesn't I don't want to allude to other districts throughout the state, but there's there's ugly things happening all across the state. And when we're having this conversation, and we will continue to have this conversation to avoid us being those ugly conversations, ugly situations. Now have a meeting minutes. Uh, anybody have any questions on anything else? Not I'm going to leave the uh donations here. So, thank you from the DHS to Ron and Shirley Northcraft for $1,000 to DHS FFA and 3,000 to DHS scholarship fund. Uh, thank you to DH from DHS to BNS Automotive Service Services for $50 donation to baseball program. Thank you from DHS to Rockolid Hauling LLC for $300 field banner donation to baseball program. And then thank you from DHS uh to Valley Drug for 500

field banner donation to baseball program. Thank you to from DHS to night construction for $300 bill banner donation to baseball program like oh we have to or question yeah baseball coach >> okay so at this time we need a a motion for the adopt. >> I move the Ward School District board of directors approve the consume agenda as >> I'll second it. >> We have a motion and a second. All in favor? >> I unanimous motion carries. Um we have the superintendent evaluation. We've had that and so we need a motion on that. I move that Winston German school district board directors approve the superintendent evaluation for 202526 school year. >> Have a motion and a second. All in favor? >> I motion carries. >> Yeah, I was looking I want to vote on the

next one. Okay. Oh, extend or not extend superintendent's contract 2026 27. So I move that the Winston Dillard School District board of directors extend the superintendent's current contract to the 2026 27 school year. >> Have a motion and a second. All in favor? I unanimous. Motion carries. Uh so we have a second reading for the for the district calendar. Yeah. Is there any input on that? I mean there was one slight adjustment that Dave made today which is just the that first day August 17th. He made the same color as September 18th because that's an all staff training day. So other than that, I think we're ready for a second reading and and approval for that 2627 calendar. >> The Winston Gild School Board of Directors approved the 2026 2027 district calendar as the second.

>> I second that. >> There's a motion and a second. All in favor? >> Unless carries. Resolution 1256-6. That was ESB 2026-27 local service plan. Yep. That was uh that was Yeah, that's just the local service plan that they presented which is very similar to even this school year. Nursing, speech, language pathologies evaluation specialists. Um, what other services out there folks do we use from EDS? >> What what did you say first? >> Sorry. >> I already said that. >> I've already said >> nursing. >> I already said that. >> There's we we access some teacher coaching through there. We also access title three services. Uh yes, I'll teach you there. Thank you. >> Yeah. >> All right. So, we need a motion to >> move with school district board directors approve resolution 26-6 Fed

ESD local service plan. >> I'll second that. >> We have a motion in a second. All in favor? I unanimous motion. Yeah. Uh so the next one is district policy GCPA reduction and course description and my understanding of that is let's say a uh the board must direct superintendent to prepare a reduction plan and identify which programs are to be reduced or eliminated. And that was uh based off of our financial um >> challenges with the reduction in or it's not reduction in the uh >> enrollment and we're like to add just for the minutes for that that that motion should include consideration considering >> yeah so I don't see I didn't see it in the language >> okay so maybe consider >> yeah or No, you'll interrupt, but it was just for consideration. >>

It says in the motion to um Sorry, Bobby. >> It says to prepare a reduction. Um >> Yeah, that's fine. That's perfect. >> Yeah, the way it's >> okay. >> The motion is under the Ward School District Board of Directors approved resolution. I don't regret that one. I move the West Dylan school district board of directors to direct the superintendent to prepare the reduction plan for the district policy DCPA. >> I'll second that. >> Do we have a motion and a second? And all in favor? >> I unanimous motion carried. So, we are communications and I don't we didn't have anybody sign up for the good of the word. Um does such a great job. She's probably pretty much every >> I will say the athletics they're the basketball teams in first place and doing

and playing well and then the wrestling team's getting ready to go to I think district. Kyle, did you have anything today? >> We did fine dining last month at the elementary school and governed and then next week on Thursday we have fine dining at the middle school >> at 5:30. So come on over. You >> want to show everybody how to eat soup? Take a reading on first. >> Okay. >> Scoop out everybody. Scoop out. >> How's your turnout been for your fine dining? >> Yeah. The middle school. I mean the elementary school I think we did about we had 70. So yeah group from high school. Thank you. >> Yeah. >> Um we as so many are dealing with lots of sickness unfortunately uh staff and students but uh banding together to make sure

we have supports where we need them. Um we will be unveiling the name of our new uh mascot at our assembly. the university student of the month's assembly um tomorrow. So um I mean that that will make an appearance at the assembly uh it's a huge out um we um trying to remember where we were at when we met last. Um, we recently had to adjust due to attendance and fitness our benchmark meetings to review data and discuss how we wanted to adjust our whole group core instruction for all grade levels. Um, we were able to make made that up and had some really great meetings for that. We focused mostly on reading during that time. Um, and what else have we been doing? PE has been uh doing some simulated Olympic events during PE

time. So, uh that has been really really fun. Kids really enjoy that. Uh yeah, we're just working hard at Broadway every day. >> Thank you, Jan. >> Uh well, at McGovern, we kicked off our kids park challenge today. So, we had an assembly. Uh, fourth graders were not there though because they were on a field trip like a VA. They went took Valentine's Day cards um to the VA. And um last week, Laura Nelson, the math people who came in and worked with our she modeled lessons for our um all of our math teachers and all of the math teachers observed each lesson together and then they breathed together afterwards and I think we've we've all really enjoyed working with her. So, um, she brought a lot of good information for us and good strategies.

And again, we already talked about outdoor school. It's coming up and we're excited. >> Um, I think elementary has been off. Maybe you need to trade off for months. >> Yeah, she was there. She probably all of us. Um, last week was CDS counselor week and we celebrated Miss Angie with coffee and a lot of wonderful things. Um, all of the students wrote a heart and we did a thing um, a big banner that said um, all of the things we love about our counselor and they pasted them all the way down the hallway. So when she first came in, she got to see them all of course pride all the way down the hallway, saved them all and then said she's going to pull them out when she's having not a great day. And

that just speaks to what Angie is. She is still the heart of our school. We're very thankful for her. Um we've been doing benchmark meetings, too. Lucky for us, um we had all the sickness right before benchmark meetings. So, we had it while kiddos were testing um which wasn't the best, but they powered through and did an awesome job. And we've been goal setting for the end of the year for writing, math, and reading. So, we look at um our data now where we are, where we've grown, and where we still need to do some work. So, we started writing moles as teams. Um, next I found a karaoke machine in the classroom and I thought, what can I do with a karaoke machine that would be fun? So, on Tuesday mornings I'm now out

front with a karaoke machine asking kiddos, what's going to be great about Tuesday? What's going to be wonderful about Tuesday? And the first Tuesday I got, I don't know. I don't know. I don't know. This is weird. I don't want to talk in that. And some just ran by me trying to avoid the microphone. Um, this week they were more comfortable with it and they said things like reading groups is going to be great. Um, I heard I'm going to persevere because that's our trait of the month. Um, but they're getting used to it and the whole parking lot gets to hear. All the parents can pick up the line and get to hear why they're going to have a great Tuesday. So, that's been fun. Um, passes up some wonderful things. We have our

Valentine's gate night coming up and I got the date for taxi with teacher. So, if anybody's interested, March 19th, you can come and kiddos are going to purchase small taxes. are going to be 25 cents. Bigger ones a dollar. Giant ones are $5. And teachers have signed up to be tattooed by those kiddos. I guess the tattoo temporary tattoos are temporary um on arms and legs and all the things. And then we'll wear them the rest of the day. So if any board member or superintendent wants to come join, please come to by kiddos. >> I know. Wouldn't it be great? >> Yeah. Yeah. >> Oh, yeah. We really fast with this last one. Um the soda cart that I've been updating you on um some of our struggling learners to help them get engaged

um with reading, writing, and math. They wrote proposals on what they were going to raise money for. DHS Woods actually built a soda cart. It has meals, all the things. Um they did their first run last week uh with all the teachers. They're only selling sodas to teachers and they have different recipes they do. They squeeze lines in there. They have the draw of all the things. And they practice, they practice, practice, practice what they say, what they do. And they come to sell me my soda and I give a kiddo $5. And I said, "Okay, are you going to bring me my change?" He said, "Sh, I don't know how to do that." And I'll be $5. So they made great money off of everybody because they did not count change back. >> Next.

Nora, do you have anything for the union or >> Well, actually, Janice forgot to mention that we had National Cape Day. >> Oh. >> And uh have that again soon because I am telling the story. >> They just decided that it's National Cake. Well, >> so Morgan sent me a text and said, "Hey, Norma, did you know that Monday is National Cake Day?" And I said, "No, really?" And she goes, "Yeah, would it be fun if we had cake at school?" I said, "Yeah, that'd be fun." And I waited and I said, "Do you do you want me to send out a message?" She goes, "Oh, would you?" I said, "Sure." So, I sent out a a message to the entire staff that it was National Cake Day, which by the way is November 26th.

And we had lots of cake join. And I found out later that my principal and my daughter and the and Morgan were all >> because Marvin P. It's really a compliment. They knew that I would send out the muffin handmade pancakes. >> Handmade cake. >> National cake day. >> It could happen again in a couple months. >> Multiple national cake. >> Anyone else? >> Middle school. Okay. >> I didn't see I didn't see. >> Yeah. Michelle >> a child we often get for >> I didn't see I didn't see wrong. >> No, he >> he's I don't see him hit. >> I was shaking out. >> He's been under the weather. So >> yeah, as the elementary schools were saying they were hit hard by sickness. We were as well and we're now starting to

recover. Uh this week we're having our spirit week. We have dress up days all week long. prizes for the kids with the best dress up. And then we're ending the week with our Valentine's dance, after school dance tomorrow. And tonight, our boys basketball teams are over at Marshfield playing. And from what I understand, this is their tough one. So, um, we're looking for wins in a lot of different ways, not just on the floorboard. So, we're hoping they practice those plays and those skills and working on that as well. Uh, and as Kyle said, next week we're going to have our fine dining event for our eighth graders. So that'll be Thursday 5:30. Um, and as far as academics go, um, a lot of teachers, um, have noticed with our winter interim assessments, we're seeing

a lot of gains, a lot of growth. We're training a lot of kids and so just really, um, happy to see that. >> All right. Thank you. Oh no. All right. So the upcoming meeting is what was that? Thank you for mother. So this time post meeting. Tuesday.
