uh to the board and we'll continue with tonight's schedule. So, brings us up to see I got to jump around here. Uh approval of minutes from the October 29th meeting. I'll entertain a motion to approve the minutes as given. >> So, moved. >> Second. >> Any discussion? >> Okay. Hearing none. All those in favor signify by saying I. >> I. >> Oppose. same sign. Motion carries. Item 4.14.2 financial business. Uh that was prepared by our treasurer Jen Miller. Mr. Grian, we ask for approval of payroll claim listing check date 117 of 25 amount of $426,931.74. Check date 1121 [clears throat] of 2025, amount of $566,2947. on an accounts payable register from 82925 [clears throat] to 112425 amount of $631,81751 cents. Ask for your approval. >> Okay. Entertain a motion to approve the financial business as

presented. >> So moved. >> Second. >> Any questions, comments about the docket [clears throat] hearing? None. All those >> Oh, go ahead. >> It's nice to have the front page. I think we're are we missing the front page? >> So, you may be in your board packet because um Miss Ler was absent the day that was printed. If you want to see the front page, I have one. >> It's also listed on >> Yeah, it's also the same. It's up on the big screen. >> That's okay. >> The docket was shorter this quite a bit. We had over a million dollars of um accounts payable last go around. So that was a little bit. >> Yeah. Any other questions or comments? >> Hearing none. All those in favor signify by saying I [clears throat] >>

oppos same sign. Motion carries. Visitor comments. >> Anything up there, Mr. Gner? >> Nothing. >> Okay. brings down the personnel report 6.1, 6.2, 6.3. >> Yeah, personnel report recommendations. What you might notice here is there's some uh assistant caregivers that's that's in our daycare. We were able to open up a a um early infant class again. So, that shut down because we didn't have the kids and now we do again. So, that's why you're seeing those. So, Madison Crawl, preschool instructional assistant, Evan [snorts] Plameumber, diving coach, Lorie Barryman, assistant co-ed tennis coach. Uh Lori Rocky, National Honor Society. Michael Finters, uh, student council sponsor. Um, Kayla Adams, athletic assistant. Ezra Thi, assistant, uh, wrestling. Isabelle Newtown, assistant caregiver. Uh, Ava Kler, assistant caregiver. Uh, Elizabeth Whitehurst, assistant caregiver. Under resignations, Dave Jones, substant bus driver.

Stephanie Dun, lead caregiver. Kirk A. Edminton. Rene Schmidt, instructional assistant. Alex [snorts] Abson, Spanish teacher. Trevor Brown, girls varsity soccer coach under miscellaneous personnel. Vicky Oldfather, custodian. Heather McCrae, varsity assistant wrestling coach to uh JV wrestling coach and Christine Eert, custodian retirement. Ask for your approval as presented. >> Okay. Hearing personnel report, entertain a motion to approve as presented. So move. >> Second. Any questions or comments? >> Um, I guess I just have one. Where are we at on the Spanish teacher for the middle school? >> Um, we have somebody in the in the pipeline. So, I think I think we should have somebody by Christmas time. >> Okay. Any other questions or comments? Okay. Hearing none. All All those in favor signify by saying I. >> I. I >> oppose same sign motion. >>

I will abstain. >> Yeah, we have one obstainer. [clears throat] Okay. Brings down to 7.1 fall policy updates. We had first reading on these last month. So we have to approve them tonight. I'll entertain a motion to approve the fall policy updates. >> So moved. >> Second. [snorts] >> Second. Oh, go ahead. >> Okay. Any questions or comments on these? >> Okay. Anything [snorts] you want to [clears throat] >> No, we talked about it last uh last month. Um that cover sheet does a pretty good job of explaining what we need to uh do. Most of them are just for updates with law. Um and CCHA church does a great job of uh putting those out every spring and fall. >> Okay. Thank you. Okay. With that, um, all those in [snorts] favor of approving

the fall policy updates signify by saying I. >> I. >> Oppose. Same sign. >> Motion carries. Brings us down to item item 8.1, facility update. >> So, I want to kind of keep this uh short. We've been um since fall break, my staff and the custodial staff and maintenance staff has kind of just been um doing small projects. uh in-house little things, just not a lot of time by the time that uh we have kids in school and by the time they go home. Um I want to say kudos to the my staff. We have divided up uh Thanksgiving break. We're hosting a basketball girls basketball game on Wednesday and it [clears throat] was unbelievable how many volunteer to come in and work Wednesday evening. >> They don't have to be here >> and they

did that. We're also hosting a holiday tournament in December. Then we're two days. They have filled those spots up through custodial staff quickly and willingly. Uh [clears throat] and as far as building checks, we're all rotating the next 5 days that we're off. So that way everybody gets uh at least four days off in a row. So that's kind of where we're at. We're going to hit it hard after uh we come back from Christmas break. Uh, Rick Hases did a great job getting sanders on vehicles and on the side by sides and got our salt ordered or sand ordered. I think we're pretty much ready to go. Waiting on the weather kind of and [clears throat] doing some of that. So, um, we haven't did a lot of spending just because of the end

of the year trying to let the business ladies get things tied up for the end of the year. So, we have just been uh pretty much uh doing cleanups or deep cleaning of different things right now. So, and I think I'm gonna let Craig talk a little bit about the bond after a bit and if you have questions then I can answer them. Do you have anything or >> you'd like to share? >> Pray for those now. I guess >> I don't think you're going to weigh in. [laughter] >> No, I don't think so either, but that's okay. Um, January 2nd, we come back for one day and this year we've chose to do a breakfast. [clears throat] my staff. We're all going to be a breakfast instead of doing something for Christmas like we've

did in the past with the lunch. We're going to come back on that last Friday and have breakfast and then hit our buildings hard for the day. And most my staff will all come from second and thirds and work day shift just for Allen to be together in their own buildings and get some bigger projects done for the day. So that's kind of where we're at. >> Okay. >> Thank you. >> Keep up the good work. Thank you. >> Brings it down to item 8.2, donations. >> Yeah, we have two donations. Uh, nice of Columbus every year um sells Tootsie Rolls and then they come in unsolicited and and give us um a pretty good chunk of change to spend on uh classroom materials for special ed kids and and that this year it was

$2,216 48. And then uh the middle school um Mr. Barnett, always looking for different ways to help out with storm the fort. Uh got a $1,000 donation from the Society of Indiana Pioneers. Ask for your approval of those two donations. >> Okay. Thank you for the presentation. I entertain a motion to approve the donations as given. >> So moved. [clears throat] >> Second. >> Any questions, comments on the donations? >> Hard to believe they make that kind of money just [laughter] Okay. All those in favor signify by saying I >> oppose. Same sign. >> 8.3 request for a winter break extension. >> And for those you've been on the board for a while know that in our contract uh it does not allow for people to take off after a break or before a break.

If they do that, they have to take those as unpaid days. So you have a um a person who's requested that uh in your packet. Um so you just need to make a motion to request that time off that is unpaid. So you're in in essence shortening your contract. >> Okay. I entertain a motion to approve the extended winter break. >> So moved. >> Second. Any questions or comments on that? Okay. Hearing none. All those in favor [clears throat] signify by saying I. >> I. >> Oppos. Sign. 8.4. Funding floor. >> Yeah. Um, we did this last year. So, the state says that we have to spend um on teacher salaries the same year the year before. Um, some years we make that, some years we don't. As you know, we're in a a population

decline. Um, so we try to be pretty uh frugal in what we spend. We didn't make that funding floor this year. Uh, we have to present that in the board meeting and then ask on our minutes uh to uh satisfy the letter of the law. So, doesn't require a vote, just requires me telling you that, hey, we didn't meet the funding floor. >> If we continue to go down this road, is there penalties in the future years? Say we get four or five years down the road. I remember when this first came out, we had to go to to Indie and basically go to funding floor court, for lack of a better term, and get our sentence in. And so, that doesn't happen anymore. >> No, it does not. >> Okay. Now, does this funding

floor have anything to do with the fact that we have some unfulfilled positions in the thing? >> Um, it could it could be part of the reasoning why we didn't get that funding for like do you hire somebody in that um that was a certified teacher and you hire them not as certified and we had a I don't this year um so we had a certified counselor we hired back because we couldn't find a certified counselor. So, yeah, that that does make a difference. Yeah, >> this [snorts] doesn't make sense to me. So they say you have to hit the funding floor. We don't hit the funding floor. So there's no repercussions. >> This is the repercussion. >> It's just telling your board. >> Correct. >> Making into public acknowledge. >> Some boards are a

little harder on their superintendent than others. [laughter] >> Well, I think we're going to be frugal and we're going to we're going to look at our expenses and we're losing kids. I would a lot rather go under that funding floor than go over it and then not be able to meet our end go at the end and make payroll or whatever that may be. >> Sure. >> And instructional assistants don't go into the funding floor formula and neither what how many unlicensed teachers do we have now working towards a license? About five or six. >> Yeah, I would say in about that range. >> So their salaries don't do not go into that formula either. So you add all that together, if you could really claim them, the ones that are actually doing the education,

um, which also does not make any sense, we would probably be at about 667%. So >> amazing. So okay, item 8.5, teacher compensation package percentage, I'm sorry. >> Yep. This is the same um as as funding for similar to front. [clears throat] So, what this says is we have to spend 62% of our educational money on teachers salary benefits. Um, and there's a a list of teachers and a fund they have to come out of. Again, if those teachers are instructional assistants and they start the school year, um, some of their money doesn't count in that 62%. As you might um remember, they passed that law to make it 65%. So, next year it'll be a 65% rule, not a 62% rule. [snorts] Um, are we going to make 65%? It depends on if we

can get like a Mr. Abson to come in second semester, but if we would have to have a somebody else, then we can't count that towards that 65%. So, there's a lot of different factors in it. And again, Rex, this is the same thing. There is no penalty. It is I have to let you know in the board meeting. It's going to be posted on our um agenda. It's going to be posted on the minutes. And that's the end of it. Okay. Any other question? >> Are we abnormal in the area about not hitting these floors or is most schools around here? >> There's some struggle to hit both of those and and a lot of it is. I mean 70 plus% of schools are going to decline enrollment. So you don't want to get

it yourself into a pickle and give more money than what you can afford. >> Who can do math? What's 1% of 15 million? 150,000. >> Yes. >> All right. So 1% is that's how many people we could hire for each 1%. We're about 2 and a half% off, right? So that's how many people we'd have to hire. But u are we are we getting closer to the [clears throat] um limit or farther away from the limit? >> Well, understand this too. Here in February, we'll have a second count day and [snorts] they'll cut our funding at our second count day. >> Oh, yeah. >> So, we can hire these people, but if they cut our funding by a couple hundred,000, >> that's not what I asked. Are we getting closer to our limit or farther

away year by year? >> About the same >> 59 to 61%. This year, we're about 60%. >> Yeah, I thought it was fairly consistent. Just want to make sure we're not trending quote unquote in the wrong direction. >> Correct. >> Sorry, I didn't understand your question, Mr. Wilson. >> That's all right. You have lots of information about that. I appreciate it. >> Okay. Any other questions or comments? 8.5. >> Okay. Brings us up to 8.6 from Kal Police Department SOP change. >> Yeah. in your packet, you see basically a one sentence. You probably can't read that on the on the board there. Um, but one paragraph change. What this uh was brought about is um [clears throat] new law says basically if you're a school employee, you can't use mechanical restraints, water handcuffs or mechanical

restraints. We have an employee, his name is Wayne Ives. He is our employee. He's not a contracted employee. There are times unfortunately that a police officer has to use mechanical restraints. So, uh, in talking with a school attorney, this is the statement that they suggested putting into our sob um to help, um, maybe circumvent any litigation that may come about from that. Not something we do often. [clears throat] It's only something as a last resort we would do. When I say we, Wayne, I don't have handcuffs. Um, and and that's why that statement is being added to the SOP. [clears throat] Wayne, you have anything else you want to add? >> No. >> [clears throat] >> Okay. Entertain a motion to approve the change in the police department's SOP for mechanical restraints. >> So moved.

>> Second. >> Questions or comments? >> I do have a comment. They do the same thing in in uh medicine now. Uh in hospitals, even if you're getting ready [clears throat] to pull your pick line, everything else, you they can't restrain you. Now they can ask a family member to restrain you but they cannot do that. It's just it's it's spilled over the medical too. Any other comments, questions? >> Hearing none. All those in favor signify by saying I. >> I. >> Opposed? [clears throat] Same sign. Motion carries. 8.7 Gobond architect contractor. Favorite thing to talk about. >> Yeah. So, uh, GeoBond 25 GeoBond, um, Mr. Day and I met early on in the process, Richard Walter, um, had a pretty good conversation with them about what our expectations were moving forward. Um, he told

us that, yeah, he would like to reacquaint himself with McConnell um, and said that he would be about 7% um, of a total bond as far as his design goes. If you look um, the one document is basically this blue plate language. It's a large large um document there. The other document actually spells out um there's a lump sum fee for his design work uh on this tunnel project of the 135,000 which is about 7.1% of the total project. So [clears throat] he falls right in that um range and uh he's doing good work to this point. Um and I'll I'll explain a little bit more of that later on when we go through the the bond and what that looks like. So ask for your approval of that contract. Um and that one sign.

>> And we need to keep in mind too the reason why we brought Jibralter back into the fold of things on this project. It wasn't as easy to say, well it's just a chiller that we're replacing. So we're replacing like equipment. Um to be able to go out and write bit specs and get it out to bid. We had to have an engineering firm come in and decide what's the best way to do it. So, [clears throat] uh, this is the first engineer we've had on site since the $10 million bond, I believe. [clears throat] So, um, we've done pretty good up to this point, but with the major the major work that has to go on in the tunnels that was necessary to bring somebody back in the fold to make sure more that

the corporation was protected, that we just weren't bidding stuff out, that we didn't know what we were replacing. So, uh, with that brief explanation, I'll entertain a motion to approve the contract with Gibralter. So, move >> a second. [snorts] >> I second the motion. >> Okay. Any other comments or questions? >> Is there any So, not going ahead, but I see the schedule. Was there any harm with having us time to review the contract before approving it? >> Um, the contract, what this contract we're approving tonight is just for the engineering stuff. The other part of this, correct me if I'm wrong, has to do with putting the actual um job, I forbid. So, the [clears throat] the basic um the basic work's been done by the by the architect. What am I trying to

think about here? So, at this time, >> so so what you're what you're going to approve [clears throat] is a $135,000 lump sum. >> Okay. >> That's what you're approving today. This this is boilerplate language. The same >> boiler plate language that we we've had in past contracts as well. So, I I understand what you're saying, but 135,000 you're saying that that's what we'll pay to [clears throat] for the work they've done. And that that's going to be for everything they do, their design work up through the bid process. >> And correct me if I'm wrong, but we have did we have something in this montha too where we've paid for the person that actually did the asbestous >> correct >> estimate. Correct. >> Yes. [clears throat] >> Along with that. So >> would you

please remind me what that asbestous estimate was again too? was around 16,000. >> Okay. Not near what I thought it'd be. >> Well, that's not the reasoning. [clears throat] >> It's just the testing. >> That's better. [laughter] >> Okay. No, it's not better. No, it's not better. >> Understandable. >> But also that takes us out of liability that too. >> Oh, yeah. Okay. It might have not been exactly part of the same subject, but it was. Well, and unfortunately this project there had to be two or three hoops jump through to get to where we can actually do the project. Um, and the asbestous we had no idea, you know, theoretically we could eat the whole bond up trying to get rid of the asbestous if it was and there [clears throat] again we want

to protect our students and our people from being down there. So, so anyway, any other questions or comments about the Gibralar contract? Hearing none. All those in favor of approval signify by saying I. >> I. >> Opposed. Same sign. Motion carries. Brings us down to [clears throat] 8.8. >> Yeah. And I do apologize for getting this to you late uh in the process. We've been working with this county for for uh several weeks trying to get things moving. Um and and how fuel bids work is they give you the price and then once it's approved by the board, they purchase it at that rack rate. How many ever gallons or up to how many ever gallons we get. So um the the quote that they gave me today um was for three different things. That

PDX is is the winter blend 2425. Uh number two off-road, which is what we run in our buses, most of our buses, 238. and then 87 gasoline is 234. You can see the 24 price is out to the side there as well. A few points. Um in the past we we've bid we've not bid this. We've done it on open market. So prior to to me coming in we said, "Hey, everything's on open market. From last year to this year, we're going to save $100,000 bidding it out. >> So that's substantial bid. The prices are pretty similar. Gas [clears throat] is down quite a bit. Um, and then number two diesel is up just a tick. So, you guys approved this today. I'm going to go to the guy tomorrow and say, "Hey, go ahead

and purchase this at the rack rate." And he's going to try to get as close to that number as possible if he has to wait a day or two to purchase it. He said he would hold off a day or two to purchase it. But that's that's what I'm asking you to do. Uh, this is a provision RFP uh that we can have him do the same bid over um second year. Next year we'll have to put this out to the full bid, a full RFP. So I ask pre-approval of those prices as presented. >> Okay. I entertain a motion to approve the fuel contract. >> So move. >> Second. [clears throat] >> I second. >> Any questions or comments? >> 68,000 gallons get us through the rest of the school year. >> 68,000 will

[clears throat] get us through J till from January to January. >> Okay. So, right now we're setting about 62,000 gallons for this calendar year. >> Okay. >> And we have I think two more loads coming in before the end of the year. >> All right. So, then the one the bid after that will be a full bit. >> Correct. >> Says the base price on here what we paid in 2025. >> So, correct. I'm sorry. It says 24. That's a mis that's a miscalculation. It's actually 25 is what we paid at. >> Okay. So what you got there? >> That was bid in 24. >> Okay, I got you. >> For 25. >> Okay, thank you. >> Yeah, 25 is the first year we've had our own onsite above ground tanks and stuff where we

changed distributors that time. So any other questions, comments? Hearing none. All those in favor signify by saying I. >> I post same sign. [clears throat] Motion carries. Okay. Where where what are we doing with this? >> Okay. Let's go to item 9.1. Superintendent comments. >> All right. Uh you have in front of you um the design work that they've done thus far. Um pretty straightforward. The blue lines [clears throat] are where the new piping is going to go. Uh, basically if you read through that, it's going to tell you that they're going to take all the insulation off, all the piping. Um, and they're going to take the chilled water out because the chilled water isn't going to sweat. It's set there and rusted. Uh, they're not going to take the hot water out. So,

that's our HVAC. As an alternate bid, they're also going to put in their domestic. Uh, if you look at some of those numbers, you say, "Hey, we only have $1.9 million and the preliminary budget comes at 2.6." As we talked about all along, they'll bid this in segments. So, um they they they're pretty [clears throat] sure they have enough for the domestic, not the domestic, the HVAC piping, the hot and cold. Um and then they'll throw them in as an alternate that domestic water piping and they'll put probably put that in in segments. So, hey, if if we get, you know, if we have 500 and it takes 600,000 do all of it, at least we can get the $500,000 part of it done. So, that's what they've done breaking that up. Um, I would

say that having the engineer do it is the only way we could have done it because we couldn't have sized the piping correctly or gone through there and done all that. Catherine's done a great job of going into the tunnels with some of those folks to see, hey, what do we need and and uh what what do we need to have replaced? But that that packet there kind of shows the work that they've done this point that 135,000. They'll go uh bidwise. We hope that uh the timeline is by March we have asbestous out of there and by April 15th [clears throat] we can turn it over to HVAC contractors because this is big. Um and that if we pull that cold water piping out we don't have air conditioning in that building. >> Yeah.

>> So we want to make sure that we're hopeful that before August hits we've got air conditioning back in that building. Um so timing is key. custodians don't care about air conditioning. [laughter] >> You might so we might have to go back outside. [laughter] >> Well, we'll see what happens there. Um but that's what's important about that timeline. And we've been on the phone uh quite a few times over the last month to say, "Hey, this is our priority. This is what we need to get done. Um want to make sure kids are safe. I mean, all the aspect of removals in a tunnel. there'll be negative pressure in there so that none of that escapes anywhere else. Um and and uh I think we've got a good plan in place. I just hope that

everybody can maintain their timelines. >> Just believe those schedules this summer can't strip back. [clears throat] Some of the things we'll get that notification out to a lot of these staff members before they leave for summer break. it will change things a lot of what is able to get done this summer. Um, and my staff knows they might need to move to different buildings and not be able to be in the high school. And that's okay, too. Then we might have to take a group of them at the very end, take 20 of us to the high school to get ready to get open in time. But the reason we did it with that schedule is usually we say that August is the hottest month to bring kids back and that's why we're trying to

bump it up to March [clears throat] to get it done in that time frame. We've had them in here. I know we're joking about graduation, but there's ways that we can get our some of them dampers open and give us enough air flow through to make that comfortable. and we do it in the morning graduation so we'll be okay. >> It doesn't affect any anything this summer with kids being on site like b sports. >> It it's going to be it's going to be warm. >> It's going to be warmed. Um we're going to have to move some classrooms at times. We have some empty classrooms. We uh the high school [clears throat] we'll just have to move them at the high school to a different location in the high school. Um yeah, we've talked

about a lot of things. one of the [clears throat] reason I said about graduation and then we're all concerned about our gym floors and so that was how do we get the most air still going through there. So that's going to be a >> just remember it's been the last in the last 10 years they put air conditioning in both those gyms. So prior to that there was no >> as best as one of the go >> they would in March. >> Okay. That's why we we'll be moving some classrooms in March even. Um addition any other questions on that? Okay. Uh other things auditors have been in um keeping our back office very busy uh getting what they need to to do the audit. [clears throat] They think they'll finish up before Christmas. Um

hopefully uh because we are being charged by the hour. We do pay we'll probably pay somewhere between4 and $60,000 for an audit. So, um that's good as well. >> Is this an like an annual audit that occurs >> Every two years. >> Yeah. We have to have a federal and a and a state. Um the other thing is uh December meeting date. So, I looked at the calendar. I don't think there's any ball games on the 22nd of December. Can you look at your calendar? It's a Monday. We don't usually go on Mondays, but I think that's probably the only date that everybody's good versus doing the [snorts] day before Christmas. [clears throat] >> Everybody good with the 22nd? >> I'm good. >> Okay. >> Yeah. >> I say move it to the 22nd. >>

Okay. If you'll notice, our principles are not here. there at PD. Um, this time of year, every year, our principles go to the principal's conference in Indianapolis. So, they're all there. Uh, I told the other folks they could stay home today as well. Happy Thanksgiving to them. >> And, uh, hopefully everybody gets time to spend a little time with family and friends uh, on this Thanksgiving on this Thanksgiving break. I know that's our plan Thanksgiving [clears throat] day and then uh, um, you know, just the traditions that we have. So, happy Thanksgiving. >> Thank you. Okay, we'll go to board member comments. Rex, >> nothing there. >> Andrew, thank you. >> Welcome back. [laughter] >> Alan, no comments. >> David, look forward to spend some time getting re-engaged and let's just be >> Yeah, I

said tell he's got some roster stuff again. I >> saw the name and broke out like we'll do. [clears throat] Um [clears throat] just kudos to everybody for working hard. Welcome Dave back to the board. Um appreciate everybody's hard work. tomorrow. Um, [clears throat] everybody vaguely remember >> Oh. >> Um, back in I can't even remember when it would have been, September, October, um, board member that left us, Beth, um, she signed us up to help with doing buddy bags, helping fill bags. And that date is tomorrow at 5:30 at the elementary school. They said it takes about an hour. [clears throat] So at Mel. So is there anybody that can do that? >> I cannot. >> I think I should be able to. Let me go check it. >> So we got two me

three [cough and clears throat] getting my wife out of hospital tomorrow. >> You're excused, Greg. >> Great. Okay. So we'll have four or five of us go help. So be good. So all right.
