out with our budget hearing so I'd like to invite uh danah house to the podium please yes thank a copy okay good evening and welcome to the 2025 budget hearing um so tonight my goal is to provide an overall view of the budget process and the proposed budget for 2025 so some things that we're going to go over tonight are the proposed proc or the budget process the budget principles proposed budget for 2025 advertised vers approved and then what our next steps will be and so this is our timeline for the presentation tonight so this is the um budget process per state statue that we have to follow so last week we did a budget Workshop um tonight we're doing the public hearing and then in October we will do the board adoption and then
in December the budget will be approved by the dgf and then next we have our um so the budget cycle so it's um reviewing over the expenditures and revenue for 18 months so we're looking at July of 2024 to December of 2025 so um we have reviewed expenditures and revenue from July 21 2024 to December of 2024 um and then we collected data based on our needs for 2025 and then we um projected what we think our revenue and expenditures will be for 2025 and then next I'm just talking more about those a little bit so expenditures we want to identify and protect our needs we want to the conservative approach is to plan High because December 202 is a long way away and then we know we'll have some unknown costs um at this
time as well and then also unforseen issues so emergencies additional Staffing we may need or repairs equipment needs and then Al then moving on to revenue so also we want to have the conservative approach we want to plan low for Revenue again December 2025 is a long way away and then we want to look at our um ADM count which is our student count that helps determine um our education fund dollars as well of a portion of our operations as well and that count is twice a year so October one and then again in February and then we look at assess value which helps determine our tax supported funds which is operations and Debt Service fund and then we want to look at miscellaneous Revenue like local taxes or interest earnings a few examples so
now we're going to go over the proposed budget for 2025 um so there are three funds that we appropriate so education fund operations fund and Debt Service okay and so the proposed budget for 2025 in the education fund we have 23, 800,000 um for the education fund and then in debt service we have around 5.2 million and then in operations um 10.6 million um overall the appropriated budget um comes to around 39.6 million and then the advertise rate is a 1.18 to2 and so these next few slides I'm going to go over just some of the expenses and revenue that we have in each fund so in the education fund it's all instructional expenses so we're talking and benefits for teachers counselors isps nurses and then also um professional development or supplies Support Services also
this year um curriculum materials are all being moved over to the education fund and then for revenue and the education fund is our stage ST which is determined by our student count that I talked about a little bit ago and then also this year we will be putting our curriculum material reimbursement into the Ed fund and then interest earnings as well and then our operations fund is all non-instructional expenses so things like um custodians maintenance our sro's our central office staff um Professional Services all of our utility bills um liability insurance uh transportation technology um building projects on the up as well and then our Revenue um comes from local property taxes and then um other local taxes as well and then also we do a transfer from the education fund as well and the
state recommends that we do no more than 15% and we plan to do 6% and then The Debt Service funds our expenditures on there are debt and then our Revenue comes from local property taxes and other local taxes too and then this is just a breakdown of The Debt Service fund budget um it shows our lease payments our debt payments and then we have no new debt um anticipated for 2025 for this for next year and then this next slide is just a schedule little chart of our debt service and Lease rental payments um so you can see in 2026 we do have a drop in our payment so that gives us potential for um some new new debt that we could take out okay and then this is the 2025 adverti budget form three
so this is what is posted in Gateway and what's posted on our website and it just kind of breaks down all the things that we've won over and then now I have our 2025 advertised bus replacement plan so this just helps us plan and budget for replacement of buses um and then I think on this next page so we do have one bus that we're replacing 12 years um due to mechanical issues and then we have our 2025 advertise capital projects plan so this is just a list of all again helps us plan and budget all our mainly facility updates and across the district and now I'm going to talk about advertis verse approved so as you can see we do always advertise higher than what we expect it to be approved this is just
the flexibility since some of the estimates we have right now are or some of the numbers we have are estimates right now um and this is a line chart the next one here just to show a little bit of our tax rate history um so you can see it's remained neutral pretty fairly neutral since 2022 and even before that for 2025 we are expecting it to drop just a cent or two just due to S value increases um so in summary um I talked about the budget process the 18mon projection so looking at July 24 to December of 25 um and that high water mark approach and the conservative approach and then our advertise vers versus approved and then our next steps so back to our timeline here so tonight we're having our public hearing
and then in October we have the board adoption and then in December we will get approval from the dlgs do you have any questions for me thank you Dan anybody from the public have any questions for Dan okay see done we'll entertain a motion to adjourn the hearing for the budget make a motion we uh adjourn the budget hearing the motion is there a second please second with a motion of second is there any comments from the board seeing none all in favor signify by saying I the opposed thank you Dan thank you thank you Dan okay we call to order our regular me meeting and ask Janet McCurry toed yeah we do the let's do the pledge first you want you okay everybody join me in the pledge I pledge allegiance to the flag
of the United States of America and to the Republic for it stands one nation under God indivisible with libery and justice for all okay Mr J would you mind stepping forward and giving us the assessment update please all righty good evening so I'm just going to go over IAD we've already covered our I learn our SAT this is some of our um test assessment analysis from the state so this is kind of a brief overview of what we have going on first of all this is um just us compared to a few of our neighboring counties the um State average was 82.5% passing we were slightly above the state average at 83.8 um it's always good to be above the state average but that's not exactly where we want to be um I'll back up
just a little bit I read the test that we give for all third graders um this is just the third grade average we do also assess our second graders on I 2 which is the same assessment um the state has Chang some of their guidelines in the testing I read so we are going to discuss some of those those pieces that are in place um while we're above the state average you can see in kind of comparison there are a few areas that are higher than us um and we want all of our kids at the end of the day to be reading and proficient readers by the end of third grade um but I want to take a moment to just kind of celebrate a few of the accomplishments we've had over the past
year so the state of Indiana their average growth rate was 6% um Madison Consolidated Schools had a growth rate of 6.8% so I think that's it that's huge for our staff our teachers they worked really hard and huge for our students um we were able to administer the i in the spring we test them in March the first time around buiness so we test them the first time around in March and then um those students who do not pass have the opportunity to assess again in the spring so that gives us six weeks of time to work with those students um provide interventions and then we also have the opportunity to use summer school to um try to get the kids where they need to be to retest then they have the opportunity to test
in um the summer so we grew by 59 places in the stain raking on I um that puts us in the top 45% of districts in Indiana so next steps I think this is important for us while you know we're right there with the state average that's not good enough um our steps to move forward for this school year we have and I've given you guys a copy of the letter that will be going home to all K through three families um because this starts at kindergarten that's where our work begins um so we will have this letter going home explaining to the parents the new state guidelines this is um new law that they're passing they're tightening up on retention of third graders who do not pass and we don't want to have to
get caught in that and have students caught in that they are also requiring if a student doesn't pass um but it's decided that they can be promoted they would have to take that test up until sixth grade if they don't pass so um and there's some some reasons you wouldn't retain a child if they've already repeated third grade or they repeated a kindergarten first or second grade year then you know you can only hold them in third grade so long so that's where we would have to get into testing the kids repeatedly so some of the steps that we're doing we're sharing this information with our families through the letter um we are following that up with a parent meeting um to explain in person what's going on and then we our teachers will also
be talking uh to families in third grade oneon-one um so that parents are fully aware of what's going to H what consequences are if they don't pass but we're going to get them there so I'm not worried about that um something else that we're doing we are part of the literacy Cadre um so the science of reading we're using that fully our K through3 three teachers are implementing hegr uh for phic awareness and youly for phonics um ensuring all five pill of the science of reading are fully addressed as I mentioned earlier all four elementaries are having parent meetings to inform the parents um with a question and answer time and then uh students who do not pass I 2 in second grade will receive direct and specific instruction based on their skill needs to
prepare for I 3 um with regular progress monitoring sent home to parents uh and then they have the chance chance to retest in spring in third grade and the summer of third grade so they'll have three opportunities before being retained in third grade and our goal um for 2025 is to grow at least at least another 7% and to be in the 90 to 95th percentile any questions well Janna thank you for your hard work and dedication on such an important topic U probably there's nothing more important than the reading programs and uh we appreciate all your effort and uh bringing this to life to us thank you thank you te are doing the boost on the ground okay we'll move on to our Cass agenda boy that's loud is it Move On Target s
