001Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Roll call, Mr. Burris. Mr. Penrod. Here. Mr. Orr. Here. Mrs. Cabell. Here. Mr. Raymer. Here. And Mr. Estes. Here. And I'm here as well. Full board's here. Additions to the agenda this evening. Uh there are a couple of things that have been added to your agenda that will be up on the board, but nothing else. And a couple of field field trips to go over. Hearing of patrons. Do you have some folks here for presentations, recognition? Not this evening. We have a couple that we will have next month. Great financial report. I am deferring this to uh this platform. Good evening,
002Alan. Okay, let's take a look at the education. Um it's pretty simple, always looks the same. We have our projected on the left, what did we think we were going to bring in and what did we think we were going to spend and we have a an actual column that lists everything that uh went out for the month of March. And then we have our monthly balance, so what is the the total um that we have ended the month at and are we where we want to be? So, as you can see, we're staying pretty much right in line with all our numbers in the education funds. Um this is the one we're in there, we're pretty Okay. And then we'll do the operations. Same thing. You've got your projected revenue, your projected expenses that
003we break down into salaries, benefits, and claims, which is all of our bills, and then what was our projected balance at the end of the month. We are sitting a little bit better there than we had hoped to be, so that's always a good thing and and again, our our actuals are there in the middle and then there's a variance off to the right. We are we contacting the county? Yes. Okay. Everything's caught up? Yes. We should be. Mhm. It's good. Questions from the board? I know it's not always exciting. How are you adjusting in this new uh sort of new, so to speak, role? Oh. Yeah. Here. It's great. I love it. I mean, I do. I miss the kids. They still pop over every now and then, but it's still Yeah, I like
004it. Good. So. I love numbers and I love spreadsheets, so I'm right where I belong. Motion to approve. Mr. Estes seconds, Mr. Raymer all in favor. Aye. 7 - 0. Consent items, claims, minutes. So, we'll get to reg- resignation. I'm going to read a read a statement here and basically Manchester Community Schools expects its educators and administrators to demonstrate a high standard of professionalism in their roles as administrator, teacher, staff, whatever you do here. Recently, our superintendent, Tony Castle, made a a comment that not fully aligned with those expectations. Mr. Castle acknowledged the situation immediately with regret, accepted the school board's initial disciplinary recommendation prior to investigation. After thoughtful reflection, Mr. Castle has chosen to go beyond the recommendation, step down from his role as superintendent, believing this decision is the best for the school
005corporation's continued success. The board has already begun the search for a new superintendent. Mr. Stevens, who's done this before, will step in as interim superintendent as well as financial manager as we get as we look to, you know, fill the role of superintendent again. So, that's uh I, you know, apologies, you know, from there was talk, you know, uh this thing went over a couple weeks. It's very uh you know, just a lot of just a lot of feelings around this and I knew that, you know, so and then Dr. Stevens, you got a few things on this, so Okay. Um The process for finding a uh replacement, uh last time we did this, we did a university search, which was basically uh university personnel, college professors that assisted us. Uh IASB has a search
006committee and also a firm called Administrative Assistants. Um Full disclosure, Administrative Assistants is the firm that brought me here 3 and 1/2 years ago. I am no longer associated with them, but they do a background and investigation uh search for superintendents. Um contract is before you. Um they're saying about 90 days from start to finish. Um they will start tomorrow and we'd hopefully have somebody here mid-July. Um Timing is not too bad. Uh this is a good time of year for uh superintendent search. Probably won't have somebody here by the 1st of July, but he's pretty comfortable we'll have somebody here by the first of time school starts. So. And I'll I'll probably send out a pre-poll on what, you know, we're we're not figuring out how to get together and interview. It's very difficult
007with seven people, but you know, we're going to have to find consecutive times together, right, to get through these interviews. So, I'll probably poll you guys ahead of time on that. Motion to approve using AEA. Mr. Orr. Estes seconds. Second. All in favor. Aye. Any discussion? No questions. Yeah, good. Yeah. Um Will we limit the amount of uh appropriate or qualified candidates so that we're not interviewing and or Yeah, they they what they do is they vet. So, they'll have a full list just like college uh team did and they'll ask how many series of questions from the board, what sort of expectations do you have, what sort of backgrounds do you want. They'll use those questions to start honing down the list. You'll you'll see the full list and if there's somebody on there
008that you want to interview that they didn't recommend, that's fine. But they'll bring probably their best three or four candidates. Yeah. And we'll probably have a couple of internal again, right? So, we open it to both external and internal candidates. Thanks. I'm good in on that. That's good on that. Um I don't have anything to add. Yeah. Tell them sorry. Yeah, that part could be important. Any more discussion? You good? All in favor. Aye. Aye. 7 - 0. You good, Mike? Yes. Okay. Um I appreciate the announcement, but I think it takes board action to actually put me in the position of interim super- superintendent. Um the reason being there's uh specific language and things that have to be done uh with communication and contracts and that sort of thing. So, I do need a
009motion by the board to appoint me as interim superintendent. Um right now, I'm looking at about 45 days. Uh that'd be 3 days a week, which is again uh what I was here under the capacity before and if you recall, I did both uh jobs uh 3 and 1/2 years ago. Um so, I'm still the superintendent and financial officer, I'll also be interim superintendent. Uh that contract is for 45 days. Um that should get us right through until the 90-day period that uh Administrative Assistants will be looking at to place a new superintendent. So, questions? How you How would you like to proceed? Motion to approve first. Mr. Bias seconds, Mr. Penrod. Discussion. Yeah. I appreciate your support and your trust. I will do everything I can to earn and continue to earn. Yeah. All
010in favor. Aye. Aye. 7 - 0. Okay. Grants and grants. I want to go over the other Yeah, we have other resignations that uh Anybody else want to do this? I'll get Okay. Motion, Mr. Pierce does second, Mr. Mathias, all in favor? Aye. Yep, welcome aboard. 7-0, Randy. Approval of appointment committee. And this is focused on the office at MIS, right? Move Move the office at MIS. The uh bid opening will be April 28th, 2:00 here. I would like two board members to be present. And they're available. April 28th, 2:00. Okay. Let's say 20th. April 20th or 28th? April 28th. 2:00. 2:00. Two weeks. Good. So, we'll have We'll have two board members there. And you need approval on this, right? Uh would you like to have it? I can just announce it to be determined, but if we
015know if we're going to be there, it'd be great. But that's What do you say? You said that's a few days. Yeah, TBD. Well, we'll have a good It's two year. Okay, so. As long as I have two, that's fine. One is fine, but two is better. We No action is taken. They're just going to open bids, and then all that will come back to the board. I understand. So, you're on approval on a to appoint a bid committee? Usually that's approved. Motion to approve, Mr. Kramer, second. Mr. Penrod, all in favor with the TBD? Aye. Have you got all these handouts? How about we Well, first of all, before you get too far, um there are a couple changes that required that were required by statute. They are included in the MIS and MES
016that I sent out earlier today. The high school's asking that you withhold their second reading until May because there's more things the state has required from the high schools than they are in elementary. Elementary basically is cell phone, which has to be in all handbooks, but there are a couple other things that the high school Yep, and 6.4. And 6.4. And we've got modifications on 6.5 and 6.6. Yep, and basically just the inclusion of the required cell phone language, and that's in your mailing I sent out this afternoon. And I can read I can read it to you because it is Well, I mean, it's worth Next one is the high school. Okay. Okay. Yep. Can we discuss all of the changes in May? Yep. That would be my suggestion because I Yes, because we
017don't We do not print these anymore. They're all electronic, so I'm just looking to see what's Um so, one sec. MES and MIS are both ready. And the inclusion now, it reads "Students may possess wireless communication devices and cellular phones on school property used in a wireless manner in unauthorized manners in violation of these rules, and the result in additional disciplinary actions, warning parents, notifications, conferences, detentions, school suspensions, and the confiscation of the device. Devices confiscated for uh possession at any appropriate time will be returned to students at the end of the day for first offense. Any subsequent offenses result in the student's guardian being required to come to school to claim the device. Per new state statute, cell phones or and devices are barred from use during the academic day. During the school day,
018any device brought to school building should be turned off, kept in a student's locker and or backpack until the school without premises. Now, you have to have some exclusions, like if I have if I'm diabetic and I use my phone as a device, so there are some exceptions, but the statute that was passed this spring is very clear that uh students are supposed to be without devices during the instructional day period. So, all handbooks will read like such. And how are I don't know. Yeah, so you get another addiction, right? And then it's up to the schools to kind of tell us I'll tell you. There there are a variety of approaches to this that I've seen, including the uh packets that the device goes in. There are most uh airplane cages that prevent any
019signals uh to just put them in your locker, to keep them in your backpack, to just don't bring them. But uh like everything else, uh compliance is a learning system. So, so the administrator is still working on the compliance. Like I want to know how we're going to pull this off because >> I know it's going to blow up is what I want to know. >> We're going to get there right before this You're working on compliance. Well, statute reads, "Thou shall not." Okay. That's the good deal. That's the 10 Commandments. So, okay, do we want to approve MIS and NES? You guys okay with that or do we just want to bump them up? You want to approve them? Okay. Motion to approve 6566 MIS and NES student parent handbook. Mr. Reamer seconds. Mr.
020Fettig seconds. Motion is seconded. We should have discussion and we'll begin with Any more discussion on this? Approval of 6566. All in favor? Aye. Aye. Anyone opposed? So, 63 is the athletic handbook. The current We just moved everything for high school parents. Particular appointment for the public library board member. Request that um McKenzie Coulter turn the appointment to the public library. Is this the same person who was done previously? Yes. Motion to approve. I second. Mr. Respert seconds. Discussion? Thank you, McKenzie. All in favor? Aye. Aye. Senior trip to Kentucky. Great. So, senior trip to Louisville, Kentucky. Uh the itinerary is attached. And I'd be happy to answer any questions. Continue your citizenship Motion to approve. Continue your citizenship Motion to approve. Motion Mr. Fettig seconds, Mr. Reamer Discussion? You want to come up and
021talk about this? You got to come up here if you want to talk. You got Okay. How many seniors are going? You don't have a number right now? Okay. Need a board member to Need an advisor. Did you get a bat out of the deal? Come up to this microphone. Thank you, Adam. You guys Well, this the senior trip is driven pretty heavily by the seniors. Yeah, I believe it's February 16th. They were during the senior success seminar, they did kind of reveal the senior trip. And their vote, I don't know the exact reason, but they thought it would be cool to go to Louisville, spend time at the Slugger Factory. And then I believe, unless things have been changed, they're going to hit King's Island Kings on the way back. Uh so, a little
022something different, you know, I think last couple years have been the traditional Indy or Fort Wayne or whatnot. Uh but, you know, this this was driven by the seniors. This is something that they wanted. I don't know if it was driven mainly by the officers or the class in general, but I know they had the big reveal in February and they were all pretty excited about it. So, I I'll I'll speak on Mr. Z and Mr. Smyser's behalf. I'm sure they'll take Anyone wants to be chaperones, uh you probably already have background checks done, so send us your names. Yes. Awesome. And while you're up there, how how long graduation? You got What are we We got 2 months to graduation. >> Graduation is March 29th, which is Friday. Um I believe it is at
0237:30. May the 29th. Uh we'll have half day teacher day that day and then we'll have graduation that evening. So, 7:30, um the whole band will be starting. And yeah, we have month and a half. So, looking looking forward to it. Um I know that the seniors last night we had National Honor Society induction and you know, the tradition for seniors is to read their their they make letters for people who have impacted them. And I you know, I tell everyone that for me it's kind of there there's some things that kind of signal the countdown, like the end is coming. And for me that's one of them. Um you know, we'll have scholarship night coming up here in May and it it picks up pretty quick for our seniors. So, yep, May 29th, or
024excuse May 29th, I got that right. May 29th, 7:30, main gym. And uh we've already decided with all this mugginess, we'll have the AC cranked up that day. Was there a associated cost to the What was the cost per student? I'm not certain. Um I'm not certain. I I can get you guys that information if you want or the amount of students. Um I just I know that it was something that the seniors pitched and that they're all pretty excited about that. Okay. Thank you. Thank you. All in favor? Absolutely. That is zero. I have one addition to this what reference earlier. We also have a request uh for the band to attend Cedar Point on 5/9. This is a park visit and also a performance. So, that again was added to your agenda late
025today. Uh So, it's a Saturday. They're using a charter bus. Departure 6:30. Uh return around 11:00 p.m. and $60 a student. Uh deposit is on those things. Chaperones will have uh background checks for the parents who are attending. Any additions? Following this statement. So, is this a the for the new trip or the old trip? 11:00 p.m. Mr. Pierce seconds. Mr. Tobias seconds. All Any discussion? You don't want to go on that one, Brian? You want to go? All in favor? Harlem Industries, well, we're in exciting times to come down to the end of the year. Just a couple dates. Tomorrow evening, uh April the 15th will be an open house from 6:00 to 7:30. If you haven't had an opportunity to do that, I would highly recommend it. Um every year we construct a
026house. This year the house is on 700 East, just north of US 24. I think it's on the west side. And that is going to be May the 14th from 6:00 to 7:00 o'clock. If you haven't had a chance to go out and see what the young people have done, that's a good thing to And finally, the senior certificate night, May 18th at 7:00 p.m., Fine Arts Center. And I'll be there representing our school system. So, good times for the young people. Hey, did they invite you down to Vincennes? To where? >> Oh, no, that's the other one. I wonder why does Harlem do a trip to to Vincennes? I am not I'm not sure. I haven't heard of They invited me, so they were taking a road trip down to the university, which I
027thought was pretty cool. Right. Right. Just just a lot of a lot of very positive things going on and and we Well, I think you guys the other thing on that is you, you know, you look at the headlines on all time graduation rate, why is that? Uh because we've identified other pathways for these kids to >> Well, to graduate through CTE other than like your standard, you know, 12 40 and stuff like that. So, you know, that's the other thing people really realize that part of CTE, you know, is that I mean, that's the pathway. You know, I'll tell you like big thing is I think Harlem does even a better job like what Pathways to work pre-school, but pipelines into our industry pre-school for industry is what the real key is. >> More
028and more More and more that's happening, but I'll just comment further. Last Last year, he and I went went out to take a look at the build. And how exciting it is to see young people showing their parents what what they had done on the project. It It was really eye-opening. So, I I think we're on the right track here. All trades represented? Uh pretty much, yeah. You You need electricians. That's scary. Yeah. I didn't know if maybe one Uh really? You know, Harlem's got a lot of offerings for this. >> Right. And we're getting more sophisticated in our offerings, so Thank you, Greg. Legislative update, Adam. Still feeling the effects of what we The legislation happened and then we're in primary season. So, if you want to have your voice heard on who's representing
029us and making the laws down there, your opportunity's coming up in May. I'll add that. Yeah, well, you know, there's definitely concerns over that. Superintendent comments? Um the If you recall, we've gone through several months of processes for general obligation bond. The first bond sold today. Proceeds of $2,045,000. Um six bidders. Uh interest rate was 4.2% and as we paid out um Actually, the funds will be here tomorrow. And be paid out through December of 20 seven. And we'll make four bond payments. So, June of 20 six. I'm sorry. This is 20 six. 28. I'm sorry. So, uh we'll make two bond payments in 27, two bond payments in 28, and the bond will be paid off December of 28. And the the cycle is uh we did a $10 million 10-year loan process. So,
030uh when this bond comes off in 28, we'll renew it. Uh sometime in 28, starting in 29, and cover 30. So, that's that's the process. So, anyway, very good. We had six bidders. Again, low bid was 4.2, which is outstanding. Yeah, that's great. Were they close? Uh yeah, they were. Um I think 4.2, 4.26, 4.29, 4.3, 0.38, and 4.04. So, the range of what half a percent is something like that. >> Yeah. Um yeah, I will say that I sent this to you earlier. Uh Some very nice comments in the Standard & Poor rating uh about the district and the direction that we're heading. Um so, people are noticing that outside of our district that you know, our financials are in better shape than they have been in the past. And uh it is noticed
031because that's one of the reasons why you have a 4.2% interest rate because if there are concerns, that rate would be higher or substantially higher. Well, let's be honest about it. That's Kudos to you and Shelly and your team. I mean Thank you. Yeah. The team is extremely good working together here. So, I I do appreciate that. Uh there's There's nothing wrong with being frugal, either, right? >> No. Yeah. Um the second thing, and this is just for information. Um In the past, uh we we've bought road salt for our sidewalks and driveways and that sort of thing. Uh we've had a third party buy it and store it for us. We're looking at We are now on the Indiana bid list buying salt. Uh we're probably going to put up a storage building and
032store our own, uh which will uh generate enough savings over the two or three years to pay for building and everything else. So, that's uh When you're in the bus parking lot, when you're looking north, we already have a building there. It'll be behind that to to the west is where it's going to be. So, What size is it going to be? Well, we're looking at about 25 ton. So, the building will be um about 20 by 30 with a ramp coming off the driveway, parking lot. And will it be locked up? Yeah. And then we'll it'll be lined with uh double row of concrete block. So, the salt doesn't hurt the building. Then, we'll build a a pole barn around the block is what we're looking at. So, just just to protect it. Do
033you have a cost on that? No, but then Getting it bought. Yeah. We'll have to state bid. And other than uh we will be having summer help, uh students returning once they are out of school. And we're looking at about six that will be doing mowing around, painting, and doing all the other things that they've done last two years. So, uh most of them are returning, which is good news. They have experience and they're trained. And uh I think with Kenny Miller as our new maintenance supervisor, um he will be watching them carefully and making sure that they're doing everything and know how to do it before he starts putting them in fires. So, we're we're heading in a good direction. Well, I don't want to say under. How many Are we fully staffed on
034on janitorial service now? How many people do we have? Can we run those people through a little short PPM thing on my schedules and do some training with them? I got Yeah, I got the materials. Get them on a more routine I will tell you when we hired uh Kenny, uh he is now directly responsible for custodial that we did not have before. So, they report to him and he's doing training. Um he also is coordinating like for our products and stuff. If they have needs of training, he coordinates with the product suppliers, so they will actually do training with our custodians. We're not there yet. We're moving in that direction. Yes. There's a little more Yeah. Awesome. And then that's it for you. That's it for you. Thank you. Board comments? I forgot to
035ask one question to backtrack real quick. On the uh senior trip and the band trip, uh is there financial assistance if the students can't uh come up with the funds? Senior trip, same thing? All right. Thanks. Yeah, good question, Casey. Any other board comments? Trust. Basically, start a new era here, so Vote uh approval to adjourn. Motion. Sure. Yep. I won't be on your premises tomorrow. Good evening. Um for those of you who don't know me, I'm Joetta Harmon. Um I was born in wasn't born here, but I was raised here. I'm a Squire, 1990. Um and I've been working for Manchester Community Schools for 12 years out at Manchester Intermediate School. I'm a mom and a grandparent. And I love this community. And I love Manchester Community Schools. But unfortunately, on March 25th, my
036life changed. And it wasn't for the better. I Googled what sexual harassment is and this is the definition. Unwelcome sex-based behavior, verbal, physical, or visual that creates a hostile environment or influences employment decisions. It is illegal under federal and state laws covering actions like unwanted advances, suggestive comments, or offensive gestures. That is what happened to me March 25th at approximately 2:15 p.m. at at Manchester Intermediate School. I replay that incident in my mind every day. And I'm here to stand up. I've never been involved in anything like that in my life. And I'm here as a woman that it's unacceptable. Not only was it an unwanted comment, it wasn't a joke. That's what I was told. I told it was a joke. It was not a joke and it was serious. Not only did my
037life change on March 25th, my life really did change about January 21st when I was diagnosed with breast cancer. But I'm here and I'm not going anywhere. I survived. I survived because I had a bilateral mastectomy to me to cure my cancer. I am forever grateful that I do not have to have chemo. I do not have to have radiation. But I had to alter my my body to do that to survive. And I will live with that for the rest of my life. When I when that situation happened to me on March 25th, the first person I called was was my husband. And I call him every day after 3:30 on my way home. I can only imagine what my husband thought when I told him what happened to me. I've not made it
038public. I I anybody knows that our superintendent has been on unpaid leave for 2 weeks and that frustrates me. I did have a I had a wonderful meeting with Dr. Stevens. It didn't go the way I wanted and I think he knew that. But I applaud Dr. Stevens for your professionalism that day. I appreciate that. I know your hands were somewhat tied and you knew I was frustrated. But you still listened to me. I commend Moriah because you listened to me. And you reached out to me. And I appreciate that forever. I really wanted to thank the board tonight because I really wanted you to fire him. I did. And I prayed about that for a long time. But he didn't. So I thank you for that. His words this evening still disgust me. That
039he went above and beyond to just going to resign. Coward. My intention is to not drag MCS through the mud. We've been through that. I know a lot of you in this room worked here for 12 years. We have some good stories. But I don't want to do that. We've been through that as a community and we're better than that. I am grateful that we do not have that superintendent sitting right here. Cuz I would not have been working here. I would have resigned tonight if he was still here. That was my plan. We were I was just going to resign from a job that I loved. And then how was Mr. Long going to tell 300 students where Mrs. Furnish So I'm grateful that I get to work for Manchester Community Schools. Um I
040love this town. I love my job. I love this community. But I want no woman to ever endure what happened to me while they're in the workplace. What I want for Manchester Community Schools is um we need to better ourselves in helping women like myself who had nowhere to go other than your attorney to call me and that was super fantastic. If you'd like to know what was said during that phone conversation cuz he was super polite. Um but there is nowhere to go to report if you've been sexually harassed. So I know a lot of board members here, you have wives that work in the school systems. I know you do. Um there's not one place in MIS. There's a poster but there's no information on it. There's no number to call. Um it
041was spring break. I looked for a handbook. I didn't know what to do. So Let's fix that for myself and for any other woman whether she's been sexually harassed at school, at work, at home. Help these people and let's get them the right direction that they need to go to. Um I guess that's it. I really wanted to tell my story. I did. Um but I want people to know I know there is people out there watching this right now. Have I forgiven? Absolutely. Believe that. I'll never forget. Ever. And I have cancer. Never going to forget that. But
