over I broke the camera off Little P so now I just have it rubber banded on Le oh I didn't know Le well I didn't know like had a camera in it's F it's nothing it's nothing High flut but it is there I live up in Heath myself and our town hall was just moved oh uh they moved to the closed Elementary School do the other looking for chair oh there's one chair you could pull them I just got one from one of the tables yes it is up there next to that woman in the uh everyone thank you all fore of the year uh yes a select board call [Music] call and finance committee order and am am right so thank you all very much for coming this morning we will start a presentation
good morning everyone how are we this morning wonderful this doesn't sound like a Rowdy bunch of individuals wearing you see I'm wearing my moneyo today so let's try it again good morning everyone how are we doing this morning awesome all right so I think this is now our third four towns meeting um I feel like this is a regular so you know I will be very happy to see you again on our fourth however that hopefully today our goal is that we can leave with an informal assessment method and an understanding of what it's going to take to educate our children in the region um I know that Shannon has been in contact with almost everyone individually from the towns discussing different options and I know the last meeting we talked about prepping and having
those discussions around what are the percentages and so I'm truly truly grateful to shenon for doing all of that hard work um and making sure that we have those preliminary foundational discussions to walk into this meeting today everyone should have a visually appealing um handout of our presentation and so we're going to bring it up on the screen but I know that as we do that to keep time rolling and moving forward we'll go ahead and let Shannon begin um as we get more and more into the numbers you'll notice that I kind of will talk about programming Shannon will talk about Finance because they go hand in hand and so I ask that you keep a very open mind um I know that I'm also asking you to keep a very open pocket but
um I do need you to understand the impact that it would be to educating our children and keeping our educational system in the region moving forward um we've started a work at the portrait of a graduate and we'll be reaching out to the different towns um and one of the key things that we wanted to make sure was a part of that was that all four towns are represented and so it's key for us to be sure that as we talk about the graduates as we talk about our Educational Systems we think about more than just a dollar but the impact to the students who are the future who are going to sit in these seats and keep the towns moving and going so with that I hand it over to Shannon and we'll walk
you through your hand h so while they have that up uh you you already have a copy of this slide um so on the the second slide we have some mens around some important things that were originally unknown um so one of the biggest things was our transportation RF um we had our bid opening and have a spitter which will be presented at the committee meeting next week um and that came in uh about 14 % increase however um Kate and I we work together and renegotiated those costs um to be less for the first year um and there's still increases for the out years um but with that it was an overall increase of 10% for this year um landed that that so it right on par with what we projected um so there's
no increase but there's also no decrease um to what those projections were our health insurance has been a big topic of discussion and great Andria roller coaster at the beginning of the week uh we originally projected 133% and then the health insurance um at around 19.9% uh there was an IAC meeting that happened uh that the following or that the night of the BCG meeting that we attended that released that information and they were working on planed redesign and percentage changes um and it came down to 15.72% for our projections I just felt a little uh unsteady keeping at that so I used the overall 16% uh in these projections as opposed to just the 15.72 um you'll notice when we get to our Revenue page our Chapter 70 increase it went from $30 per
student from what came out in January for the Governor's budget to $75 per student and our interest Revenue projection has increased um we've had favorable rates over the last two years and working with the treasurer uh we feel really comfortable with uh the the number that I put into the projections and is still very conservative from what we have received and I wanted to be cautious given um the change in government I'm just not sure how things will plan out so it's still a conservative number um so some remaining unknowns is our APA negotiations um and what that will SLE up and also the biggest thing is how how the four Towns come together for the assessment method uh we were invited for the Middle School roof to uh The Accelerated repair program with msba
and we had submitted the district submitted all required um information thus far and we're waiting for an equ consultant to be assigned to us uh so that we can start the design budget for what that would be and get that um some of our refined uh budget project so we had 850,000 uh of school choice when appli to the expense line uh and that has stayed the same since our previous meeting in our last meeting I had opep at approximately 115,000 however I found uh back in 2017 School voted a specific spending schedule to fund opad that I wasn't aware of um so going back to that schedule I compared what our payments have been um versus what was in that Ved schedule and there was a a difference of 50 or 60,000 so what
I did was I took the difference that we haven't funded divided by two and half of that we're going to fund this year and the other half will Fund in 27 to get us up to par with what that was um I'm planning in this budget to uh have the school committee vote to use our special education stabilization fund to offset um potential residential student placement that we have that we um just learned about um sorry I didn't realize was uh okay so the this may or may not uh be uh something that does happen we we won't know but we will have the funding um if it's voted that we can use that for the purpose from the stabilization fund uh for that placement uh which would take it out of the operating budget
uh we in my previous uh uh in my previous uh four Town's projections I did not include rural school aid uh to reduce our budget rural school aid was a grant that started in 2019 and we received it in 2020 and we did not budget it into our operating budget at that time and then in 2021 I believe was the first year that we did include it and we have included did it ever since I did not include the 26 budget because of the change in government I was very wary about using a grant to support our operating budget we received around it was two remember it off the top minut so I'm going to 200,000 to help support this budget um which is I suspect it'll come in either around or less than that
uh but it'll R school is allowed to be used for our overall operating budget but most importantly the priority of R schoola is the reason why we're all here and and to help promote the regionalization of school district so just thought that was a note to say um and we've made an assumption in our budget for the colas with our Union contracts and we have continued to meet um with uh different departments across the district around our budget um so on the next page we have our we got it our operating budget for fy6 so this has our total uh expenses of 37,7 61,2 128 um so things have changed slightly since the last presentation just due to different changes and how are some of our unknown projections came in as known um so it's
slightly different but um not in these dramatic changes on the next slide we have our statutory assessment to uh fully fund our schools so there's something I just want to note here when we met with Jessie uh and I said our modified statutory method they thought I was talking about something different that we were going to change our regional agreement and I was like no the modified statutory method in our regional agreement and they said that is your statutory method so I think there's some confusion about the language that we use and then when I talked to Jessie they didn't understand what I was saying so I I don't know if we need to come up with a collective term of what we refer to the statutory method as but when I say statutory method
I'm going to refer to what's in our regional agreement if we want to say collectively we want to call it modified stat method then we should all make sure we use the same term just we on the same page so that is what's in our regional agement will always be our default unless yes on the next slide you'll notice some of the changes that I spoke about uh to our budget so at the top of here we have our operating budget of 37 mil 761,00 down below uh we have the Chapter 70 increase so I I know it says a 1.89 increase from 25 but I just wanted to make sure I pointed out that the amount in FY 25 for chapter 7 was what was budget Ed not what we actually received um and
what we received was more than what we budgeted so the new projection of the $75 per comes is on top of what we actually perceive so I just want to make sure we understood that um the transportation I do increased slightly not because I think that we're going to get a higher percentage of Transportation reimbursement just because our dollars are more so the reimbursement will be more our Medicaid uh reimbursement is still steud and um try to slight inre so the interest Revenue that I was talking about before uh we had uh kept it at 32,000 but I did change it to 100,000 which is a 70,000 per increase and that's a conservative increase to what our new rates are and what we have actually been receiving so I feel really comfortable um putting at
that number uh then coming down to the bottom again is the statutory method that's in our original bring of what it would uh cost the to fully fund our schools and has the uh 25 budget as 6% so the the difficult thing uh that I that we've had is trying to figure out an assessment method that would get us back to the statutory method and how do we do it and I sent out some hybrid model examples that we could use that was similar it built off of the bar models and it was a little complic and a lot of the feedback I received was I didn't receive any feedback that said oh I like that let's I I received like so uh this and that you know is possible can we do something similar
to this and and so I think my goal here was that the minimum request that the school Community wants to make is it not the school I didn't want to be but at least that I want to say is the minimum request is at least an overall budget increase of 4% and how how do we get to that um by still aligning closer to our sory method um so what I did was I wanted to put in numbers that I wanted to make this as realistic as possible so we know that am has um as of the BCG said three and a half percent and I did hear from sheets Barry that they would be comfortable with the 5.61% and that number came from uh when you took the total uh amount of the the
uh 4% increase divided by or multiplied by the percentage based on the statutory method that's how that 5.6 and one of those complicated H um so so that I put on here and then the wild card that I don't know what is possible really is for col and Le is it possible that you could do six and a half% and and and I was hoping we could have some informal knowing if that is something that's a because at that this point it would shoots fa would be right on par with the percentage of an overall 4% increase with relating back toing method Amhurst has said they can do a three and a half% so that's two for two and if we could get the other two pounds if this is possible if we would be
at our overall budget increase of 4% so I do feel like this is our most realistic option um at the end of the packet I thought there might be other questions uh and different scenar people might want to see but I'm not going to present on those um they were just if you wanted to see what would it be perc so that the next so the the last slide puts us as a $1.26 million deficit and what does that mean for the region um we've been working I believe since late September since early September right because our first meeting was in September with the region around projected cost what would it look like and when we look at initially in September we were at like the minimum of 2.1 million or 2.2 million that would
have cost us over almost 30 positions and we would have possibly had to consolidate into one building to be able to run the entire region at such a deficit and a c since then we've been doing some work and now we are here to where we are at a 1.26 it still would result in potential Personnel reductions um what we are looking at is in terms of unit a which is Teachers counselors or just professionals we would look at a reduction out about 5.36 um and of course you know that's the wonderful FTE speak but it will result in about five positions um and then some partial more than five because we have some individuals who are not full time and we've accounted for in our numbers so um I would say maybe approximately seven
if we count the parttime or more um when we look at our power professionals or power Educators it will be a reduction of five Pate Educators to the region um in terms of our clerical positions it will be a reduction of two clerical positions to the region and then the central office um my office that's the entire central office business office facilities teaching and learning SSO um everyone that sits under me it would be a reduction of five positions and that would get us close enough to the 1.26 in terms of personel reductions um and then we would have non-personnel reductions which would be we would then have a much smaller graduation venue um so we would budget that lower we would reduce summer curriculum stiping um in terms of some of the curriculum work
that's done we also look at other sens within contract to reduce that work determine ways of how we could get um again programming running we would have no sabatical could be approved um the paid sabatical will no longer be approved um because we would not be able to to budget that into our budget it's actually a line item we actually project for paid sabatical that will be removed in terms of a non personel reduction um remove some contingencies for the contracts and then we would use our R school aid I am very hesitant in using any onetime Grant to balance our budget um because then it projects a number that we can operate at when we're actually using one time phones to operate the the so for me I just wanted to show you what
it would cost us or what we would have to look at in terms of impact to the region we will not only be looking at Personnel but also non-personnel uctions um we've charged I've charged the principles they have been working the principles and assistant principles have been working very hard with HR as well as the budget team to talk about um and I believe we brought in teaching and learning to talk about programming what would it look like what what is the impact how do we run this or programs and every stakeholder has their favorite program that they want to move forward with so everyone wants to know what's going to happen to World Language what's going to happen to Art what's going to happen to music what's going to happen to dance those are
all the questions that I would like you to answer for me because I can't facilitate these programs without the funding for work and so we are here to project and to have that discussion with you today and our hope is that and after we're kind of winging through it we want to give you guys as much cus time as possible so we can walk around and have a deep discussion with you but we really want you to get into your tones and a discussion about what is it going to take to push forward and move the region forward and this is the best we could have come up with with the least impact over our program uh so the next two slides is the f26 capital which has not changed from our our last presentation
so I'm not going to go through them one by one but I Haven discussed has questions um and I still have the uh support for FAL 26 is [Music] 4718 um so but nothing has changed like I said so with that I just wanted to turn it over if there were questions we could pass on the mic and then I just want to clarify you're if I look back to the uh corporate % increase you're asking for the 4% increase as I look down to which column I'm looking in it's far right um 6.5% yes um and I just just want to say the reason why is higher than the other two because their percentage for meting the S turn method they're much further away from that so if they could start to build that
and bring us back that's why I um I have a couple of questions with capital it's just a a request of you have a sheet that has FY 27 to 34 projects but we don't have a list of pro anymore if we could know Deb out we could get the project list that that debt Pro from to 30 the 27 to 34 on that we can get the project list that great um for for later send it later we don't have talk out today but see what that is um on this page when I did calculations of ammer and a half% and what everyone else's assessment would be based on the assessment percentages um shry was a 6.74% increase um was at a 21.34% increase year-over-year and leopard was at a 12.59% increase so I'm
curious why shry is not up closer to that six and a half because of where am is ammer is now be subsidized and Sh faes we're talking potentially about different numbers but um what I really want to know is since they're so far off of the percentage that ammer of they're so far off what is the timeline to get everyone to the statutory method because this does not move shots very leverate or the H shots close but it doesn't move lever and pum much closer to a full statutory assessment split as the statutory methods would be set so what's what's your timeline for is it 10 years for us that LE small percentages to get there is it two years is it five years where's your projection for when we wouldn't be putting random I
don't even know what the guard rails here are well random so I don't really think these are are random I think they were well thought out and methodical um but what I what I would say is I I can certainly get you and provide data for how how long it'll be until we reach that the biggest problem is is I I don't think L and and Callum could afford to do an increase that would be much larger in this right now that would get us back quicker so that that's our really big hold up it's if if they wanted to do 10% 20% I'd say sure um but so there's that but I would say yes I could get some uh data together for what how long it'll take get these in to get us
back to that and I want to expand on this is the fact that when we left her the last time it was a conversation around how are we going to get there and we said how do we get closer this year um but note that in every one of in the scenario that Shannon presented with the overall budget increase of 4% but she stated and I want to repeat is the feedback that was given from each of the towns as to what is Affordable for them now so every time we move into what is Affordable like amamos has stated 3.5 is Affordable you're not willing or not willing to budge you haven't had that conversation as yet so but you're not closer to the 7.69% like like you're supposed to be I mean or willing
to say I'm going to do 5% what we're asking is for everyone to start to tell us if this is this the step that we're going to start on this year to start moving us forward then we can project out so that's why we're trying to say where are we going to be this year to start to adequately Say by this year five six seven years we can be closest to or at our statutory meod ideally I would love it if you just walks out of p and just say hey we're going to just all be where we need to be but the towns are not there and that's why we did that leg work Dr shanon did that work of having the conversations meeting with everyone asking what's affordable asking how can we move
forward because we understand that we're not the only entity but we do need for there to be a push forward so that we can start to get there and project out so in our mind this is year one of getting us closer to that and then we can plan um I don't know the order of I just wanted to say it seems like in previous iterations of these conversations the paway to sepil uh so two things um one um suggest maybe finding a slightly modified term for statory method because the towns have been referring to that as the State method for years and I think going forward so maybe something like historic or the the state statutory method which is kind of laid out and the regional agreement modified stat you know whatever I don't
I don't know what the term but I can see that leading to I'm already confused leading to a lot of confusion um uh particularly if there's someone who's not at the meeting going forward and the second is um so this is so this is just an entirely new suggestion this doesn't have to do with our historical guard rails this is just the whole other brand I have a question about the accelerated repair program is that a grant program alone and be a cost to the region to uh so the MCA there's two parts of it they they do fund part of it but we also um had an approval I think I want to say it was back in 2019 for Capital funds for that so we already have that buil into um the debt
schedule so there is a cost to the region it was already voted on um and does that commit that we stay with Middle School build and for long yes and [Music] years okay so okay so a few more questions and then we can CL [Music] right um I wanted people to to know that um at select board meeting last Tuesday night um joint with in joint with the finance committee we approved a 6% um uh assessment and so already and so and we are prepared we are prepared to go forward with that we would entertain possibly going further than that if we saw likewise increase in commitment with the other towns or from the other towns but I would like to see cooperation from the other town I believe what Tom's talking about is is
theage in this is what we asked and [Music] about this consolidation my two years ago the Middle School roof was estimated at $1 A5 millionar to cost within a document we got about Capital programming um and in September and you mentioned it today that the Consolidated projection would be a budget of 36,100 and change um which is lower than the consolid the the applying guard rails budget you've got listed here um it saved over $2 million to the region annually um and so if we pursue the Middle School roof project and have to keep the Middle School open for 10 years that in some sense is a cost of 25 million in operating costs to the region over that 10 years because we couldn't consolidate in that 10 years and so I guess I'm curious
what the thinking is around pursuing a middle school roof for somewhere between one and a half and three million given the estimates we had it two years ago at a cost of 25 million in operating budget numbers so in September when we um came in one of the first things we talked about was that it was very very early in the process we also talked about our some unknowns which we' started to to add into the current budget our insurance we projected out which we all know right now we're projecting at 16% that's a cost um our transportation wasn't in it's in now that's a cost we also know that the region has not done very well I'm going to say in being a little more competitive with some of the other Charter programming and
schools that are offered out there and so with a second building there provides an opportunity for us to create programs and adequately run a different type of schooling that can return students to the region that will help us with our overarching school choice and other funds that we can lose on students for Charters when they Choice out because they don't feel like we have the adequate programming so that's a programming for me in terms of what we can do in the region to to shift and change with a building that we would have to use um [Music] and well I was just going to say that if if we move forward with middle it doesn't mean that for 10 years there still can't be consolidation from 7 to 12 which I see touched on if
there if we're still using it programmatically I believe that still Falls within the guidelines so it doesn't uh it's not not a [Music] possibility all right okay uh so it is 9:40 um let us I feel like we have some good things to talk about here so let us we at like 10 10 and we will go there thank [Music] you e e e got it then you understand what kind of activities are going on in to try Sol [Music] you of also what' you learn em the even why are you still here oh I don't know I was just gonna sit for a few more minutes since I have your exens um Brian gave me just a contract provision that he want it's a so it's one of the ones you sign there and
I [Music] sign thank you all for your um [Music] any okay thank you all okay so are there followup feedback questions that we want to have before we adjourn for our Saturday morning report report yes perfect absolutely um hi everyone I'm AJ cash chair of the finance committee just report out from our discussion so um a few points I think we'd like to make one one is that shsb um while a challenge we we could support an increase of 5.6% to our what you have in here right now under this model um the amount of cuts that that budget requires $1.26 million I think for US represents kind of the maximum um amount of cuts that I think we we would could Ser tolerate so we wouldn't want to see us arrive at any budget
that has an even greater amount of that um all that said we do have real concerns about the methodology used um to arrive at this project not not that they're we have a problem with with the your process it's just that we are feeling that we need for communities to to reaffirm its commitment to the the statutory methodology and this is going to be another year where we are potentially gonna impose a set of guard rails that get us further and further away from that approach and so for that reason I feel it's really important to restate why sheets Barry supports this methodology it's it's the we feel that the state created it and we agree as the fairest most Equitable methodology for allocating assessments for remember towns and a regional district it has a
number of advantages one it it is the methodology that really does achieve a fair balance of per pupil factors and ability to factors right it built into the methodology is a balance of those components over last time we checked over 70% of regional districts throughout the state utilized that that um that methodology Le sa's version of statut and so and and I feel like you know we as um a community of four towns worked for years I me so many working groups so much collaboration to get to um the point where we all at least for a couple of years there saw the um the value uh and the advantages of that approach and and for a couple years now we for reasons that we understand we have been deviating from that and so somehow
I think we would be a lot more comfortable with this budget if there was some statement some commitment that all four communities could make here locally in front of each other to to get to truly applying that methodology as it's written in our regional through um you know in the next couple fisal years and I don't we're willing to work with our partners the other towns to help us get there but but we have to see us actually move in that direction because each year that we move we apply these guard rails in this way we get further and [Music] further thank you so much for that [Music] Tom Hinson chairman of Leever select board and um uh the first question we have is um uh is there actually a plan for the future of
the middle school and um is there a planning committee a planning board is there are there people who are doing this thinking about this on a daily weekly monthly basis um so that you can forecast when the middle school will finally be um evacuated and used for some other purpose so that we're not paying the overhead that we're currently paying here so that we can reduce cost so it won't cost pounds as much in order to educate kids that's one question that we have um I happen to we we Echo we Echo the concern about the assessment method um you addressed and um it would be very helpful if if we actually saw the assessment method the calculation that was used for each town that that arriv so you arrived at the particular numbers that
you arrived at this year um I think it would be helpful and be clarifying certainly for leverate and possibly across all four towns um I think the reason that um lever leverage has paid what have been asked to pay based on the agreements that have been made at these four Town AG Town agreements and um uh I think what confused things a little bit was the attempt at using the guard rails at the time when the guard rails were implemented it made sense I was here when they were implemented and they did make sense that you know this year you're going we're asking a little bit too much from this town um a little bit D from that town so we won't have we won't let that happen this year um that's that steered steered
the whole budget off course so I don't think there's any any fault there but I think that's a that's a particular problem uh lever also is prepared to work together with our member towns in the region um in order to arrive at a budget which is fair and Equitable and we educate our children and I've already mentioned that we've already voted 6% and we probably prepared to so I want to answer your I wanted to answer the first question um we will pull together a committee I think it needs to be not just from the central office but also include our Educators at the region and start to talk about the future of the region so we can present a plan to the regional school committee and then bring it forward to the fors great
so we [Music] wel John tricky chair of the finance committee uh first about this building one of the things that concerns our organization is that um if you take money from the state to do the roof it's a 10-year commitment to keeping it going as an educational facility of some sort uh one of the things we would like to consider is what is the overall cost if we do it ourselves with what we've already appropriate um and maybe that's the cheapest way to get out of the situation is to put the building in good shape with our own funds and then determines ourselves what to do with it uh they expedient make it easier to move the other building we don't need two cafeteria two uh libraries three gymnasiums all that so just a future
think about how that would look as far as the operating budget for this year pum can do the 6.5% this year uh that is fine um it is they get but we will make that work but separately P has agreed to amongst ourselves when we finish the budget process and we look at our overall situation we may appropriate additional funds separate from the assessment method to move us closer to the statutory method which is be added to the budget for this year and be in our base for next year thank you thank you so [Music] much thank you first of all to all of you that have worked so hard on this budget and spend so much time talking to each other including over here thank you um this is no easy task I think
we need to start by agreeing we don't have total agreement [Music] what is the statutory formula what is the other formula that we AG to and what are we really looking at there's still confusion okay because if ammer looks at the statutory state that was presented back in December we would be at 2.3% okay let's start from there so am as we all know has a new formal government and every year even before our new formal government our body uh in this case the council adopts guidelines we adopted those financial guidelines in December and our town manager and fiscal staff have followed those guidelines because in those guidelines we said if we could we would take what we saw last year as a gift to bring us to 6% and we would begin with that
as the base for this year we're doing the second thing is we said we would squeeze every place we could where we were seen as being a little too conservative on our Revenue side and we would squeeze it and we've done that okay and then if we could we would raise the percentage which back in December was a 3% and we've gotten to 3.5% that's even with this insurance hit which we were all estimating at 15% and now thanks to a group of people from all of our groups have gotten together and they've taken it down from 19.9% to 15.7 or 8% thank you for working on that no small problem and it means it means changing what we give our people okay so we are 3.5% that is where is if we go any
different from that it's robbing Peter that old but I think that like you all of us saying we need to understand what formula was really using because at 2.3% us going to 3.5% in fact we're still subsidizing the other towns and that doesn't feel okay to our taxpayers so we need to figure out what our bases we talking now I know there are other people from M who would like to say other things but that's the summary from our meeting is everyone in ERS does know that we're at 3.5% as in terms of what we are able to give to the school's to [Music] Elementary and we did not take any votes could be taking votes we have not post any agenda V Nei us nor the so before sorry I I just wanted to
add a little bit to what our president said um I think what she was getting at is there's disagreement not on 10 Hammer supp three and a half% but on whether how was presented today is fair to ammer taxpayers based on basically the same thing that CH fa just said um we look at that three and a half that 5.61 and the 26 and a halfs and say it's not getting us closer to the statutory me it is getting us farther because ammer is above what the statutory would be um and the other towns are not far enough above to get us closer to a statutory in the next as shz said a couple of years um I think a school Committee Member told me for one of the towns it might be six or
seven years before everyone get statutory at that point um that's a little too long um and so while the number presented for ammer is within ammer guidelines that does not mean ammer would vote the assessment method presented um because it is seen by some counselors as too much subsid of the other towns' contribution thereby bringing the budget lower than it could be for the [Music] region I'm just want to speak to a completely separate issue on the middle school and high school consolidation um I would like to understand more and whether that is a good idea or not the sixth graders move up to the Middle School find think about how that works for programming and cost subsidizing some of the other prrams be pay more into it and whether we had heard two or
three years ago that the physical capacity wasn't really there so I would like to just know more about that because on the list what everyone's look at if you look at the capital plan there's a rough estimate Behind These numbers of what the Middle School root would cost and all of us are hearing that that those repairs are desperately needed so I would just like before everyone says there's there's something to be gained out there I'd like to understand more about it that I know that was just a totally separate discussion thank you so I I so first of all I'd like to start off by saying thank you to two Dynamic individuals who have um on a day from September have taken on this task of running numbers um scenarios meeting with each and
every one of you and we would not have made it to this day without k h and [Music] [Applause] Sh get with a Dynamic Financial team makes it much much easier for a superintendent any class and any day so I have two very gifted mathematicians who work very hard throughout the night um even midnight when I would like to sleep but they they it's it's truly been awesome and so first I to say thank you to them I want to say thank you to each of you for meeting the task of today having your discussions and helping us leave in a much more grounded informal place um we commit to working with the numbers that we have and presenting it to the regional school committee and then we'll move forward from there I believe our
budget date is the February 26 is 27th for Region 20 26 yes so 26 and so um it will be posted seven days prior um and so we will we commit to working with that I will pull together a committee to look at the region to talk about the consolidation its efficiency its effectiv um and what that would also mean for our sixth graders that are coming forward into the region or more so that are coming into the Regional building and what that would look like so that we can have a clear presentation and plan for the future of the region and what we can do but really wholeheartedly I think with everything that's been happening to is a very joyful day for me to leave here with some clear numbers and an understanding of
how to plan efficiently for the students that enter from your four times so thank you y thank you one who been at four meetings for many years i' actually feeling better coming out today because we really um did a lot of good work on the operating budget to make sure that that works there a couple things that I wanted to just point out for future discussions because I think that there are some um Minds in future some that have been discussed but I want to add a couple one is that we know all of us that U we are bound by proposition two and a half and that has an impact on future year growth and uh we need to be thinking about how there four different towns coming together to support Regional Schools that
two a half% limit is going to affect us into future years and what we can do about it I think we need to find a forum to talk about that the other thing is on the capital budget page we didn't talk at all about capital budget but if you look at this particular page you see what the debt would with your community would be required to pay um when you get into some of those out years of you know fy3 and 302 those are extraordinary numbers and U I think that we need is for Community to have a better discussion about Capital today uh today but it is a topic that I think that this for Community talk about at some point because the capital needs to real but the effect on our communities and
our ability to provide that additional de payment is going to be fair substantial [Music] right well so thank you all very much for coming out this morning and we are all adour
