At this time, we the board welcome public comments concerning uh the budget uh from those in the community members who requested to do so, none of whom did uh or who were here for that purpose. The board
003will listen to each comment and make note of any questions asked. We may respond to you tonight or choose to respond at a later time. Each person's comment may be limited to three minutes and total time all uh for commentary is 30 minutes. We ask that new members plan ahead one spokesman to represent the group so that we can accommodate as much commentary as possible in this limited time frame. We ask that you state your name before speaking. Do we have any people in person or on remotely joining us that wish to make comments on the budget? Seeing none, we'll move on to budget overview. Miss Sharon, >> share my screen quickly. I only have a couple slides. Okay, good evening. So, real quick, I'm going to talk about where we are with the 2526
004school year. This is through April of 2026, so there's still two months um remaining. Um the 2526 original budget showed a net use of fund balance of 1.3 million. Right now we're a little less than $475,000 net use fund balance. Again, we spent two months. Anything could happen, but this is best projection. Um the final budget. Um total revenues decreased a little more than $21,000 and then total expenditures increased about $22,000 or 22,000 from the proposed final budget which was approved on May 4th. And I'm going to go through the total the revenues and expend expenditures and tell you what those differences were. There was only a net um difference of 43,985 from the proposed fund. Um for the revenue, there was no additions to revenue. Um local real estate taxes decreased 21,228. Um there
005was a slight decrease in assessed values from the January projection from the county. And then there was a slight increase in property tax reduction allocation, but it's a net net zero um for how this is calculated. So it's really it was the assessed values that decreased a little bit. Um but the total revenue from the final budget represents a 3.4% increase in revenue over the 2526 school year. And this is mostly due to um the milling increase of 3.5%. expenditures um decreased 22 or in increased 22,757. Um the reductions included the superintendent salary and benefits. This includes salary and pasers and FICA and then netted against um additional medical benefits that will need added for the new superintendent. Um the additions were the property insurance. This includes the property um the total package the auto
006workers comp cyber insurance. um that increased 13,936 and it's mainly due to the middle school, the whole building being added as a property value. So, it increased the premium. Um and then an additional um addition to expenditures is the interim superintendent cost um of $80,000 and then the superintendent search firm and other costs associated with that. Um those include advertising, uh travel and uh communications, it was an additional 36,000. So those two offset each other in an increased um of 22,757. The final budget uh represents 1.75% increase in expenditures from the prior year. Uh Dr. Hadley shared this slide in the finance committee and I thought it was helpful. Um in part of this budget for the run field there's we're getting new turf and new lights and those are getting out of the assigned
007fund balance that totals $817,000 539. Um if you take those from away from the budget, the top is what what our budget would look like if we were not purchasing those. Um the revenue obviously would stay the same, but the expenses would be 42,893. Um and we would show almost we would show a surplus of $18,000. So if you net that those together from down below 817539 less that net difference um will have a use of fund balance of $79,00074 and that's coming from the assigned fund balance um which again is $45,000 difference from the proposed final. This is one of those weird things that's like hard to do because we're saying goodbye to so many great people, but also really wonderful to do because we get a chance to say thank you to all of you for what you've done for the district. I don't know if any of you have sat back and thought about all the children that you've impacted over the years, but hundreds and maybe thousands of students that you've impacted. And I just want to say thank you from me as your superintendent uh for all that you've done for the kids at Avorth and your career. Not just the kids, but the your colleagues. One of the things that always stood out to me about Avorth is how much our
011colleagues really depend on each other and rely on each other. I'm looking at Jen and Katie and Denise thinking about the primary center and I constantly hear about how much they you guys all collaborate, support each other. When I talk to teachers who have been like student teachers in the building or long-term subs, they always talk about the amazing support that their colleagues give them. And Doug, I know that at the high school it's the same way. you guys work well together and help each other out as much as you can. Um, so normally I'll try to speak about one person, but there's four of you, so I wasn't going to say too much more. I don't know, Katie, are we going to have the dragons passed on to anybody? No, you're taking the dragons
012with you. Um, >> dragons are taken care of. >> Any dragon always ascended dragon? It's it's hard to see things like that go because that's those are the little things that aren't that little that have a great impact on kids when they're associated with, you know, Sims Dragons or Niec's Pieces or all the different, you know, cool things that all of you do that make a real big difference in the kids in addition to all the little things you do. You're great teachers and you've had a huge impact on kids and and what they've learned here. And uh I don't know if you'll be at graduation on on Friday, but please know that all of you have had an impact on those kids who are walking um and graduating on Friday and every graduation before
013that grad many graduations after that. Your impact still exists. Even though you're going to be off into retirement, when those kids graduate, graduate two, three, four, five, however many years from now, Katie, how long will it be till your class? What class are they right now? >> Well, we're in 2026, so add on 12, so we'll be there. Yeah. >> But um Oh, yeah. They uh they think retiring and dying go together. >> Very, no honey, I'm retiring. I'll never see you again. I said no honey, you will be again. But things like that that people who aren't educators don't get how like when I would go and ask like your class right now how old I am, they'll throw out numbers like 137, you know, it's the cool things that they don't really get.
014But that's hopefully you help them understand. You're just going to go have some fun. >> Their mommies are 30. >> But we started doing this, you know, a little while ago and it's been great to ask our retirees to come in. So, I want to thank you for coming in and Doug, your wife is here to support you as well. Thank you for letting us have him every day um of his career here at Avenorth. Um but just thanks for coming in. I know board members might want to make some comments. I just want to make sure I tell you how much you're appreciated and we do have a little something that I will come over and pass out. Now, I don't know if I have the strength to carry all of them. I still remember when my first child went to kindergarten and I had all these worries and fears and palpitations and teachers at the primary center are just special. I mean, you like take care of not just the kids, but I think parents as well. Probably ask way too many questions. And I will say I feel like I'm going through those same palpitations with high school with a freshman. And so even if my child doesn't have that teacher directly, I know it's a village that takes care of all the kids. So I just wanted to say your impact isn't just on the kids, but also on
017the parents. So thank you. I just like to say um you know the reason I'm here is because of the teachers of Avanorth that I had and influenced me so much. I knew this was just what I wanted to do. And when my husband and I were looking for a place to live, I was like, I know where we're going to live because I felt like I being in the school, I knew what a great place it was. And growing up here, I have such great memories. And um yeah, I think Avorth is a really special place and we're all very lucky to be part of it. >> And I've enjoyed all the changes that have occurred through the years. It really it's gone through a lot. So I've enjoyed working with everybody that I've
018had a chance to. >> Well, I want to say, you know, you those of you that know me better know that I will always consider myself a teacher. And we understand like our job here is is to provide this high level guidance and deeper look at that and say oh yeah that's that's important work and it is important work and the administration here and the staff they they have to make sure that the you know the car is filled so to speak that you know they drive the bus they make sure that everything's moving in the right direction that you guys are getting the right tool spent. Make no doubt about it. We know that it's the teachers that are seeing the students every day. You're the ones making the impact and we do appreciate
019that. So, thank you. >> I can't say enough. I mean, hey, I came from a big district at Sica Valley and I took nine years off with my children and we I actually met Jen doing our master's program. We would jump in the cars after school and I would drive from Senica and she would drive from Aworth. I'm like, where's Avorth? This little school district. I didn't know where it was. And then when we moved, we were in Swickley and we moved and I had an opportunity to get a job there and I said, "No, I'm going to wait." And came down and Jen's like, "What are you doing?" One day we were in the yard. I was in the yard. >> The baby shower. >> Oh, the baby shower. She's like, "What are you
020doing here?" I said, "I live next door." And she goes, "What?" And I said, she said, "I live down the road." I'm like, are you kidding me? Our kids grew up together and but there's a whole different feel of working in a big district and working here and we were so pleased that our children went through and I felt like I knew everybody. I mean, Doug had money even and you know how things go around, they come around and like you said about the neighbors, I mean I could point to my neighbors in here and and um honestly it is a community. It is a different feel. You know, it is, you know, people talk about Avor as this huge district because of all the new things we're doing and all the things that but
021I would never have stayed the lucky for me I would not have stayed this long if I didn't have such a great team and great teachers and I can depend on any of them at any time to come back for me and I feel like that makes it family and Um, you know, I'm not dying right over there. >> So, you guys have to keep doing what you're doing to make all the teachers want to stay where we are, where they are. >> Because many have come up and they're like, "We can't do this other." I'm like, "Yes, you can, and you will, and you need to make it fun. It's not all about the numbers. It's all about how the kid is a whole kid growing up." And I think that that's really important
022here at Avorth when we're small to keep that going. And kids know kids. I mean, I had kids come back this last week and they were dragons. Yes, they came back. But I mean, it is shocking. And when we got to do the senior showcase, I could not have been more pleased about that. Everybody loved it. and seeing your kids grow. And I have the most growth because I see them from K and then I see them as seniors and the only way I can tell because I look in their eyes like I don't I know that kid. I turn around and I'm like, "Oh, Jimmy." You know, like it hits me because of the eyes. The eyes don't change. >> But just to let you know, as a school board, you have to remember
023teachers are here for purpose. They are the kids, but you have to take care of the teachers as well. And I I know you will because I live right over there. >> Thank you. >> I do think you've got to do a little bit better job explaining to your kids what this retirement thing is. Oh, okay. First up is the report of the policy committee. >> Yes, in the policy committee tonight, we discussed a couple items. One item was a new topic for discussion on ebikes and e scooters. Uh the development of potential policy in the future. Dr. Hi is going to be checking on some insurance issues around it. Job descriptions is a new policy or a policy that might get created uh regarding or reviewed regarding um whether or not the board has to actually approve the job description of any new posting. Uh policy 719 use of unmasked unmanned aircrafts and drones. Uh the policy has been written. If there's no further questions or discussion regarding the policy, we will include it in the July meeting
025agenda for a first reading and second reading and then a vote. Um just a note from the PSBA policy manual 200 section will be name change pupils to students. A new policy bless you. A new policy for uh approval on June 8th, that's next week, is the campus close initiative. Uh there was a couple questions that were brought up regarding how this would be invoked on the committee or not. That will be looked at in a different policy for a different policy. Um following updates for review and approval in July and August, there will be an update for policy 332 working periods to reference state law. Policy 716 integrated pest management. There was some updates regarding the uh requirements for integrated pest management. Policy 805.1 relations with law enforcement agencies. This will be updated to
026include a requirement from PA school code for a procedure addressing timely coordination between the district's threat assessment team and the law enforcement agency which will also be incorporated into the memorandum of understanding with OTP. Uh policy 805.2 school security personnel. This policy was updated to expand the responsibilities of the school safety and security coordinator in response to amendments to the PA school code. Policy 8:16, the district social media policy. Um there's many changes that have been uh requested. It is um recommended for the board to review and read everything. Um in addition there's some policies in the 200s that will be up for review and discussion in the future. Uh some of them are going to be you know minor no never minds and some of them like the uh 235 students rights and surveys
027will be needed to be reviewed in. Um and the only other thing is there was conversation regarding should we have better definitions and policies for club sports. It was recommended that this to be on the agenda for the next athletics committee. >> Very good. Thank you. Uh beta keynotes. >> Um there was a meeting of the joint operating committee on May the 21st attended by both going on. Um they did a presentation on drone technology because they're expanding their advertising and design program uh which will be involving drones a lot more. Uh part of the presentation was interesting from the perspective of uh uh how basically how it's going to be taught and how it could expand into other areas in the Batty uh system. Uh Jesse and I actually talked about wouldn't it be
028cool some of the shots that they were doing um if we could get that done while they're re while they're redoing our field would be really neat um because they were using that as some examples like just flyovers of the Bay campus. So we thought that might be nice um to consider. uh their budget has been passed although a few school districts hadn't passed it. They had enough at that point to say that the budget was passed. Um so they thank would thank thank us for that. Um they're also doing some expansion on security for next year. Uh they're probably going to be installing vape detectors. Uh there's a weapon detection system that probably is going in over there maybe. And they're also going to incorporate something called sent I'm gonna butcher the name. Strategic

I didn't get a clear answer from these people when I asked like how is it actually reading to like the central system? But they have to wire the entire campus a separate network where then like you wear these little badges that you just double click a button and it's hard enough that like you have to purposely do it but it automatically sends like an alert to the central manage system where I think they'll come and see where you are and you know check see what's going on. 032Steel Valley and uh Brentwood Burough School District. They were just great first-p person stories. Um in addition to that, I thought one of the neat things that they highlighted was something called mock it till you rock it and it was um job interviews. the 25 companies present, 150 high school students representing 17 school districts and they did mock interviews and I thought that was a very cool thing. Um, there's a new guide to student representatives on the school board, which I thought was kind of interesting. Um, I know we have the um student student council >> student council person come in to to give their report, but this looks like it's it's actually adding somebody to the school board um from the school. Um, so I thought that was something that want to look into. Um and then uh it also talks about the board secretaries are encouraged to join the monthly exchange for um virtual cross district networking and uh the state budget deadline is coming up at the end of June. Hopefully we will meet that this year. And um the latest Keystone education report is available on
034the PSBA's YouTube channel. And then I also included the Cosmo OSPA education and court reports. Um and then upcoming events for the rest of the summer. That's about it. >> Very good. 040Item seven to approve the adoption of 202608B which is the homestead and farmstead exclusion. Item four is to ratify payment of general fund bills for May. Item five, the 2026 payroll for May. Item six, the treasures report for April. Item seven to ratify payment of food service fund bills for May. Item eight is the payment of athletic fund uh bills for May. Item nine to include 2627 coverage for the district's insurance. This would be package property auto excess liability and admissions that's through CM regent total premium 146221 and then cyber coverage through chub PSBA uh for a premium of 9215. Item 10 is to approve the renewal of the workers comp program through UPMC work partners for next year. Annual premium 58,500. Um item 11 to approve the 2627 renewal coverage for the district student
041athletic insurance which is through USFC premium 6,950. Item 12 to approve the following depositories for school funds for next year. Dollar Bank, PNC and PA school district liquid asset fund. Item 13 to approve the replacement of the lens effective VMS system with BRATA including all necessary hardware and licensing to ensure reliable and fully supported security camera system. The initial cost is $42,29 with an ongoing annual licensing fee of 22,040. Item 14 is to approve the EIT letter of support for the Pittsburgh Botanic Garden. And item 15 is to approve Miss Levis to attend the PACAC conference and at Kalahari in June to July 1st at a cost not to exceed $962. >> Very good. 042and Kevin will correct anything I say that's incorrect. Um but we definitely have noticed Lensac is like the software that runs on the program, right? >> Yes. Lens perspective is the current manufacturer of the BMS system we're currently um running. And what it is is it's an archiving system for all our uh security cameras throughout the district. >> But it's kind of at end of life, I would say. Is that the simple way to say it? Well, since yeah, since last um November, it's slowly been uh degrading itself and it got progressively worse over since last November. I had um two separate companies who were licensed um service providers for the system. They couldn't come out and diagnose what the actual issue was. The actual issue, the there's separate issues, but the most issue that
043is very concerning is the archiving of the video footage. Um it's sporadic. all the cameras decided sporadically to not record a certain blocks of of time. Then sometimes you think you captured a block of time, all a sudden you go to review it. There's only like two seconds of it. Um so I had two local companies come out. Uh they couldn't know what the problem was. So I um got a hold of an actual engineer from the manufacturer Lensic down in Texas. He was the head engineer for um North America. uh he said he may be able to fix it by doing a software upgrade from there were revised. Unfortunately, it did not fix the problem. So, >> so we're sort of stuck right now with a camera system and the archiving of the videos
044that's not working real well. As Kevin said, it's not always recording when we think it's recording. And then I've also been shown examples of how the video is not real clear at times. So even if it were recording, we're not getting a clear picture to understand what we're looking at anyway. Um, so Kevin has helped us with piloting Verata and then also getting quotes for other competitors. And Ricotta's coming in at a competitive price. And one of the huge advantages that we really like, our SRO, our principles with FRATA is right now when you're offsite, there's no way to look at video. And now with FRCATA, um it's pretty amazing what you'll be able to do. Principles could review things on their phone. Um they can capture and save the videos on their phone. Um
045there's some AI now built in and I'm sure you're not surprised, but you can type something in like red sweatshirt and it'll find every video with red sweatshirts. Um which here at Amore should be a lot, but you it's pretty neat what you can do. like baseball hat, sweatshirt, it'll be able to help you narrow down and find things very quickly. My college told me how in just one example of what he had to review normally would have taken him maybe 45 minutes to get through all the video and he was able to use this system and narrow it down in a couple minutes to what he had to look for and save. So much better. Um does come with some expense but all of them are coming with these same bells and whistles these
046days. So that expense is pretty similar across the board, but you're getting a much much better quality system um which is used on a daily basis by our administrators. 056in the bleachers where we would always put them on the visiting side and they requested to be in the other corner of the end zone. And of course, we didn't have bleachers over there. So, they made themselves as comfortable as they could and they they really enjoyed being over there. And what I think it makes really good sense, you you kind of then have from the stand you have your two bands of your two teams. I think that's kind of creates a nice environment. Our band has really appreciated being moved to where they are. What it does for both bands is it eliminates their need to walk by all the stand all the fans in the stands, our student section. Um, and it's really kind of long distance, not that it's short, but they now
057can go right behind their football team along the track to get to the bathrooms and to get to the concessions. And it it really worked well for that team. they were appreciative that we um granted them that access over there, but we decided let's go with that in the future. So that's what the these bleachers will be for. So that both bands will have seating in the corners of the end zones. And the other benefit for us when we have our more crowded games, it opens up anywhere from probably 50 to 150 more seats depending on the size of the band and the parents and everyone else who is sitting with the band. uh all that space is now open for our our fans to come and sit or visiting fans. I don't want to say completely inspired, but somewhat also inspired to connected to the podcasting work that's being done out at the elementary so we can kind of continue that opportunity experience with kids as they come up to the middle and then the high school. want to add anything that

So, we get $10,000 a year for this year and the next two years. And so, they I explained what we wanted to do and I actually heard um when I went to the conference in Savannah, another school district's talked school district talking about this. So, I used my notes and I said, "What if we did this?" And they said yes. So, they approved $4,440 for us to revamp that space and brand's already on it. So, yeah, it'll be nice and it'll be used by middle school and high school. >> I I just see a really cool thing happening with that and there's a couple teachers interested, but

Uh we had I'll just give you one insight. What really happened this year that's started a lot of the conversation was one of the stipens for example is titled middle school high school band director but based on the schedules this year Ronnie is taking over middle school band and Corey does high school band so what do
067you do with the statement so we've had to work through some things this year but the way they're outlined in the contract weren't really lining up with what the reality is of who's doing them and we were able to um make some changes that everyone's really on board with now. So you see that in the band director ones and then the marching band stipens. Um there was also some some need to change in equities there. For example, there were avanette sponsors. I'm going to make up a number, but avanette sponsor one got like 3,000 something and avanette sponsor 2 got like 1,000 something. But in reality, they're really two people now that are equal leaders. One leading color guard, one leading dance. So, we made some changes to make sure people are being paid appropriately
068and equally. And the band directors or marching band directors, Corey and Ronnie, wanted some input on how do we so we kind of eliminated a position and combined some money so that there's a little more attractive money attached to a stipen that will they think will help them bring the support they need for marching band. So really great conversation, very productive with the teachers union and ended up with what you see in these. So please, if you haven't already looked at them, let me know if you have any questions, but they're myself and the people involved in union are happy with the change. >> I just had one question. I saw that we went from two coral directors and two band directors to one coral and two band directors. What was the reasoning for eliminating
069a coral director? >> It goes back to we didn't really eliminate a coral director. We just have one person who is receiving three stipens because they happen to teach three choirs. And one of the things in all of this work happens during the school day. The stipens as we've had these conversations are really for the fact that they have to do the performances in the evenings, the concerts that they're required to come back and do plus any of their PMEA or f like if they take their students, let's say they have a couple students that perform in a alagini honors band and that's happens on a Saturday, but all of them sort of have an equal expectation. So, we were trying to create an equal um stipen amount for those three folks in our district
070that do band directing or choir directing. It their work isn't really different is what the conclusion we came to. All of the work is in their school. I mean, I shouldn't say all the work. The work they do according is according to their schedule they're given which is appropriate for them and is in alignment with the contract. So the stipens should be similar because they all cover the same expectation that you will have evening things or additional extra things to do like concerts and PMEA and things like that. Does that make sense? >> Okay. So like the number of evening expectations is still essentially the same. It's not as if with one choir person they now have to do twice as many evening events. >> Correct. So that was part of the conversation because for
071example I'm well aware we're all well aware of like they we I feel we pack too so much into that elementary evening up here where you have earlier concert later concert parking issues crowd issues coming in and out and the conversation we had that I pointed out to them was it really doesn't matter if if your position requires to have three concert three evenings and yours is two evenings we're not going to start to get into the weeds of how many evenings each of us has because as we have these lengthy conversations when we're sitting together it's it's very hard it can change next year you might need two concerts next year you might need three but we might change it from time to time so we wanted to they understood we came to the

There might need to be something created. But my point was to them that this work happens within the school day now and we were all in agreement with what happens outside the school day is much greater for choir and band and not really there for orchestra. Um so they want the ability to offer to someone. They feel there's great people out there that could help them but they would only be interested in band camp. So we needed a way to create some
076very clear definition of what would that pay be? And we need equal expectations for people. We wouldn't want a Marsh I hate to use Marshall as an example, but you don't want one person who's excused from coming to all the football games and getting the same stipen as this person who then is coming to all football. We're trying to create an opportunity where us as a district is we're not putting the district in an awkward position where we're treating two employees unequally. So with this change they can find someone if there's a person out there like Marshall who is said hey I can do band camp but I can't do the rest of the season because of other commitments during those two weeks now it's defined that's the stipen this person will get if it's
077a person who can still stick around and help out. We did want to create some flexibility there. Be you know that the expectation is the band director will be directing them to come to the things they need those folks to come to to help support them and prepare probably they do a lot of after school practices. They may need them for some of those. They might want them for some of the football games etc. So trying to we this has been a long conversation trying to meet what they're saying their needs are but making sure we feel we're doing our due diligence to protect the district and create something that can be followed and people are treated equally. Now, um, what Cindy and I saw looked really helpful. I mentioned this to the policy committee. It's really archaic how we have to go through working on the policies, downloading them, making changes, and then it it's not it doesn't work well. So, I'd like to
