001Uh the meeting is now officially called to order. First order of business, I'd like to stand for the pledge of allegiance. And upon completion, I'd like to continue to rise. Please remain standing. And I would like to introduce our guest singer tonight. Uh, Sunnihi Suhini Gosh. Correct. >> Go. Gosh. >> It's okay. >> That was that was that was a mistake there. So, uh, whenever you're ready, kiddo, go ahead. Take it away. So say can you see by the dawn early light what so proudly we held at the twilight last gleaming who brought stripes and bright stars through the peril. The last fight for the ramparts we watched were so gallently streaming. And the rockets red glare, the bombs bursting in air, gave proof through the night. night that our flag was still there. Oh,
002say does that star spangled banner yet wave or the land of the free and the home of the brave. That was outstanding. Thank you very much. No, you can't leave yet. >> Okay. >> So, we appreciate you coming in on short notice, too. So, thank you very much. I know you probably have a lot of things to do tonight other than sing at schoolboard meetings, but I appreciate it. >> So, how'd you get interested in singing? >> Um, my I sing Hindustani classical music and I've been singing it since I was like two um two years old. So, um I actually final performance coming up in June. So, it's always been a part of my life. >> Do you want to do a quick test run real quick? >> No, that's okay. Good. You guys
003have a lot stuff to do, I'm sure. >> Well, we appreciate it. Thank you very much. And keep it up. Keep stay with it. >> Thank you. >> Mrs. Kramer, >> thank you, President Mascaro. Um, Mrs. Bolas, >> present. >> Mrs. Hannah, >> present. >> Mr. Mr. Kyle >> present. >> Mr. Lambert >> present. >> Mr. Mascaro >> present. >> Mrs. Peterson >> present. >> Mrs. Schnore >> present. >> Mrs. Snider >> present. >> And Dr. Wetszel >> present. >> All members present. >> Miss Snder, could you please read our mission? >> Developing lifelong learners and responsible citizens for a global society is the mission of the Upper Slair School District. served by a responsive and innovative staff who in partnership with the community provides learning experiences that nurture the uniqueness of each child and
004promotes happiness and success. >> Thank you very much. Uh Mr. Razo, I see you're solo tonight, so you get to have the whole reports now. Could you repeat the mission back to us without looking at your paper, please? >> No, I couldn't. >> Go ahead, Mr. Razo. The floor is yours. >> Thank you. Good evening, everyone. I'm glad to be with you all tonight. Since Bella Bell Bella is unable to attend, I'll also be sharing her report. For athletics, I'll begin with girls basketball. And lastly, for athletics, both the high school dance and cheer teams competed in the UDA/UCA National Dance and Cheer Cheer Championships with over 10,000 schools competing at the Disney ESPN zone in Orlando, Florida this past weekend. The dance team competed in
006the large varsity hiphop category and proceeded to the finals and placed sixth in the country. They were the only public school to place. This was the first time that both the dance and cheer nationals were held together on the same weekend. The cheer team also placed six in their division. Now on to academics. Due to the school closure last week, the high school's financial reality fair was postponed. The event is being rescheduled for later this spring. Anformational meeting for families with students in grades 4 to 10 who were interested in learning more about the IB program began at 5:30 this evening in the high school theater. The IB program, the IB middle years program covers fifth grade at Boyce through 10th grade at the high school. The IB diploma program is offered to students in
007grades 11 and 12 at the high school. It's hard to believe, but the second semester has begun. High school juniors will soon begin scheduling for next year. Now, on to Bella's reports for arts. The preparation for the spring musical is in full swing. There are five shows scheduled this year for the the musical Mamma Mia. 008annual high school sports game will begin in early February. Thank you for your time and attention at this time. I'd be happy to answer any questions if you have them. >> Thank you, Mr. Roso. I appreciate it. Well done. >> Thank you. >> Uh at this time I'd like to ask if any residents are here tonight or present to have any comments to please rise. Nothing there, Chief. Okay. Moving on. Approval of the board minutes. Mrs. Bolus, would you like to make the motion, please? >> Sure. I move that the board approve the meeting minutes of the January 12th, 2026 board meeting as attached. >> I second. >> Any comments, questions? All in favor say I. I. >> I. >> Any nays. Motion passes. >> Dr. Raza, superintendent report, please. >> All right. Thank you.
009Um I was going to share uh our student board rep stole some of my thunder. Uh some of the positive news uh related to our dance and cheer team and uh as as Anthony discussed there, it's great accomplishment, first in school history. Uh, a lot of the information though, I know, uh, and feedback we got was surprisingly from our resident owned cheer dad, Chief Bryson, back there, who happened to be there, uh, cheering the teams on. And so, he, uh, he gave us a lot of good information. And, uh, I know he was down there with many other families supporting the kids and, uh, when you think about the the only public school district in the country to place uh, and finishing six in the country is is a tremendous accomplishment. So, congratulations to to
010all the participants, the coaches, their families, and of course, our our number one dance dad back there, Chief Bryson. Um, you know, in in terms of my report, um, just a quick update. I don't have much on here tonight. We'll get into the calendar. Um, I do just want to highlight, um, obviously the last week have we've had extreme weather, uh, that impact school here in the district and the surrounding region. And so just want to share a little bit of information uh related to last week's events and and just to reiterate uh the process that we used to make some of those decisions. Uh last week we had obviously a tremendous amount of snowfall uh frigid temperatures and we did have school closures on Monday, Tuesday and Wednesday. Um the campuses were closed but
011we did have a flexible instruction day. So our students were learning virtually. Thursday and Friday we had two-hour delays. when we make those decisions um and we share all this information with families at the outset of the winter just so they know not only what goes into the decision-making process but also all the ways that we communicate those decisions um there's a lot of information a lot lot more factors that go into it um than what some would realize but in terms of making decisions related to school closures or delays obviously we're in close contact with our township public works department here who I think for anyone who lives in Upper Slair or has been a resident here or an employee for a long time recognized. They're excellent here. We're very fortunate and our public
012works have been tremendous partner with us throughout the years and they were again last week. Township police are also incredibly helpful. Uh our director of transportation is always on the phone in the mornings or the evening before speaking with public works, speaking with me, speaking with uh other with the township police. So having firsthand information as to what's going on uh throughout the township uh is is very important in the process. We um we also I consult and speak with uh and stay in close contact with all of our neighboring school districts and the superintendents in those school districts. Certainly all the districts that touch us at the border, but then even beyond that and and a lot of that's to also get a sense of of you know we have employees a lot of
013employees who are coming in from surrounding areas. So getting a sense particularly in weather like last week because we weren't just talking about temperatures. We were talking about a substantial amount of snowfall. So when you look at something like beginning of last week, I also have to make sure are we going to have all of our employees here? Are we going to have enough employees to feed the kids, to drive the buses, not just to teach in the classroom? So a lot more factors go into it um than than it may appear. Um Mr. Sarakowski who's a township manager. He and I um remain in close contact particularly throughout last week and like public works very supportive very much a partner. Wednesday morning uh was the only day that was a little bit challenging last
014week. Monday and Tuesday it was very clear that we were going to have closures. Wednesday morning we initially were going with a delay um and we had to end up moving to a closure and that was in large part because we got noticed pretty late Wednesday morning. when I say pretty late around 7:30 Wednesday morning that there was a water mane break on Route 19 and they didn't know how disruptive it was going to be and with those temperatures we were fearful that one it it could it impact our schools particularly on that end of the township but uh Mr. Sarakowski actually had reached out and said we don't know what this is going to do to your your bus routes and when you're looking at those temperatures having kids out at bus stops any
015longer than we already were creates a real concern. So that's why we pivoted and went from a closure or I went from a delay, excuse me, to a closure. We look at the science. We do look at the the the temperature and the windshield and what the National Weather Service says in terms of frostbite. So it's not just an opinion of, hey, we think we'll delay today. And as you can imagine, a lot of people, a lot of students, uh, they like delays. They like FID days a lot, too. Um, but we know the best for them is to be here in school. Um, certainly we're not going to compromise their safety. uh and we felt we were able to get them here safely Thursday and Friday with the delay giving us some warmer temperatures.
016Not that it was a heat wave, but warm enough. Um and and not to belabor it, but you know, one of the things that came up last week is you know is how are so districts who are right next to each other so very different. Well, in terms of um our district uh Peters Township, Mount Lebanon, and South, we were all pretty much on the same schedule last week. Some of our other neighbors were not. And that was in large part because they could not get their side roads cleared in their municipalities. And again, we're very fortunate here. There are still areas out there that don't have roads that are in great shape. And when you're talking about taking school buses on these side roads and filling them with children, you better make sure that
017that they're they're they're tra you can travel on them. And so that was the reason that a lot of schools could not open last week uh later in the week. And keep in mind too, we we have our own bus fleet here. We're not outsourcing busing. So, we also knew we were going to have enough drivers um to to transport our kids. So, again, um I just wanted to share that. Overall, we've received a lot of positive feedback, a lot of support. We don't just take those dec I don't take those decisions lightly. I know calling a delay, what that can do to a family with household and and child care, particularly for families with younger kids, especially when you have to pivot and go from a delay to a cancellation. I hate to do
018that the day of, but when we knew when that water break came in, I thought I just can't chance this. So, at any rate, um probably more information than people want to hear, but it was, you know, I was definitely, as I've joked, I felt like a meteorologist PENDOT employee for most of the week last week. Uh so, it was nice to have a full regular day here today in the office. Um transition to my report, just two quick items kind of related to that school calendar. Um is this is the second reading. We had the first reading last month. After last month's meeting, we put the calendar out as we always do for feedback from all of our stakeholder groups, families, staff. We did not receive much feedback this year. Uh we had 28
019total responses. Um a lot of the responses were positive. Some as simple as just saying thank you. We we like the calendar. Um we had the leading piece of feedback that we got that I wouldn't even say say it's a criticism. It was something to consider was to start school later. So, our first day for students is August 19th. Um, there were there were 13 requests to move that to the following week. And we we did consider that, but the reality is when you make a change like that, there's so many other dominoes in the calendar. It would change a lot of other things in the calendar. And we didn't feel it's the same week that we're we started this year. We start uh Peter's Township, Mount Lebanon, and us all start. Uh, I think
020Peters Township's a day before us. Mount Lebanon's a day before us. They're on the 18th. We're on 19th. Peters Township's on the 20th. I only use those as references. There are there are two neighbors. So, we're not starting that early. I know it may feel early to some. Um, the irony is a lot of the high school families want us to to start even earlier so that we can have the entire first semester done before the winter breaks and then you could have finals earlier. So, it's there's no perfect calendar, but I think based off of the amount of feedback we got and what we're able to accomplish, this is this is a pretty good one. And at this point in time, we're not recommending um any changes to it. Um we're recommending approval of
021it. And as it we we can do it anytime. If we need to make changes to a school calendar, we can certainly do that in future months uh if needed. But, uh, our team based off of all the feedback and time put into it, um, would like to recommend adoption of the calendar for the the 2627 school year. >> Mrs. Hannah, would you like to make a motion? >> Sure. I move that the board approve the adoption of the 2026 2022 school calendar as presented. >> And I second the motion. >> Any comments, questions? All in favor? >> Any nays? >> Motion passes. Kennywood. >> Yes. This is just a a standard annual um agreement that we would like we'd recommend and like to have approved with uh Kennywood regarding our uh school picnic date,
022which would be June 11th. And all this does is allows uh our families and staff to have the online group ticket discount. There is no cost to the district um in terms of this agreement. >> Mr. Schnore, would you like to make a motion, please? >> I would. I move that the board approve the online ticket agreement with Kennywood for the district Kennywood event date of June 11th, 2026, which will allow the online group ticket discount subject to final terms and conditions acceptable to the superintendent and solicitor. >> I second. >> Any comments, questions? All in favor? >> I. >> Any nays? Motion passes. Dr. Roz would like uh Mrs. Mack, would you want to up on the personnel listings, please? >> Yes. Um Mrs. Mack, um I would just like to mention this time
023of year in the personnel listing as Mrs. Mack will uh touch on is when we do start to receive retirements um from our various employee groups. And so there are several in this agenda um for the at the conclusion of this year which would impact uh decision- making um for the 26 27 school year. This obviously impacts decisions we make uh as we work through the budgeting process in the coming months. Um which is why we we do target having all retirements uh into the district by February 1st. Those are in here and then Miss Smack will also touch on um we had several head coaching vacancies uh open from this past fall and we have several recommendations in there uh as well. So Mr. Mack, I'll turn it over to you. >> Sure. Thank
024you. Uh good evening. Um, so yes, as you mentioned, personnel listing reflects the coaches for the spring season for both the high school and Fort Couch. In addition, we have identified three head coaches for the fall season. Um, these coaches include high school boys soccer, high school um, boys golf, and high school girls um, golf. Thank you. >> Uh, I'm sorry, went a little brain dead, Mr. Kyle. >> Okay. I move that the board approve the personnel listing as presented subject to all required pre-employment history reviews and clearance requirements. >> I second. >> Uh any comments or questions? >> Uh all in favor? >> I. >> Any nays? >> Motion passes. Mrs. Mack, you're up again. >> Uh yes. Um, so this attached agreement is for approval is a five-year agreement that will allow Liberty
025University students to student teach and complete internships within the district. >> Dr. Wetszel, would you like to make a motion, please? >> I move that the board approve the affiliation agreement with Liberty University for student teachers and interns for a term of five years subject to final terms and conditions acceptable to the superintendent and solicitor. Mr. Kyle, >> I second. >> Okay. Uh, any comments, questions, approval? Uh, all in favor? >> I. >> Any nays? >> Okay. Motion passes. Uh, Dr. Fender. >> Um, Dr. Aor and I are presenting for your approval the curriculum recommendations presented at the January 12th board meeting. Based off of that presentation and the time in between, there have been no recommended changes. And so we are excited to present to you um the final FastTrack curriculum recommendations for your
026approval. >> Mr. Lambert, would you be so kind? >> Sure. I move that the board approve the FastTrack curriculum recommendations as presented. >> Second. >> Comments, questions? All in favor? I. >> Any nays? >> Motion carries. Um, the next approval is for an independent contract agreement with the Alagany Intermediate Unit. And we know that esports has become a really popular opportunity in the district um, for students. And Miss Monica Irwin has been selected as the region 8 lead for the Pennsylvania Scholastic Esports League. and she will have an opportunity to help shape esports and create a leadership position um within the local region. And these funds help cover the compensation. It is state funded. So that's why you'll notice that the date is July 1. So this is a retroactive approval um because of the
027state budget impass, but in order for her to receive the entire benefit of the stipen, um we will do a retroactive approval based off of that date. >> Great. Thank you. Uh, Mrs. Peterson, >> I move that the board approve the independent contractor agreement with AIU for the district to serve as the East Sports Regional Lead for term of July 1st, 2025 through June 30th, 2026 with compensation received as outlined in the agreement subject to the final terms and conditions acceptable to the superintendent and solicitor. >> I second. >> Thank you. Uh, comments? All in favor? I >> any nays? >> Motion passes. >> M. Dr. Fender, you're still up. >> I'm requesting approval of a special education settlement agreement. >> Go ahead, Miss Snder. >> I move that the board approve the special education
028settlement agreement on terms and conditions approved by the superintendent and solicitor. >> I second that motion. All in favor? >> Any naysay? Motion passes. Dr. Media. >> Good evening. Um my first item tonight is uh there's no vote or motion attached. It's just the presentation of the um every three-year K12 guidance plan um that the district is required to submit to PTE. Um uh funnily enough, it is National School Counseling Week. So just a um nod of a cap to our school counselors in the district. Um this is this plan is only 17 pages long. It provides a lot of asurances. It does not even like you know really scratch the surface of all of the work that our counselors do, but this is what the state requires us to submit. Um I will ask
029for approval of this next month. >> Thank you. >> Um Dr. Media, I appreciate the hard work that was done on this. I had trouble opening the PDF that were attached. >> I don't I do not believe that the way that it prints out. I'd be happy to send them to you. Um, but they are um they're separate documents. So, if if you would like to review them, I'd be happy to send them to you. >> Yeah, I kept Yes, that would be great. >> Okay. This is just what is generated out of the um system that where we have to upload all of these. I'm not exactly sure why it doesn't >> link it in. >> Yeah, that'd be great. Okay. >> Um the other thing too is it's mentioned that um we have
030some school representatives um that are working on committees K through 12 representatives. Can you share some of those committees that those school counselors are representing our district in? I'm not sure what the organizations are. >> Yeah, sure. So um primarily at our upper grade levels um Mr. Marquis represents the district at Shaza, which is the South Hills um consortium. So, there's a whole group of all of the um lead SAP coordinators. Uh he goes to to all of those meetings. We also have a number of counselors who represent us. Um for example, at University of Pittsburgh on their ad, you know, admissions stakeholder group, uh Penn State stakeholder group, and those sort of come and go in in different ways. Um but they also work uh very closely together with the rest of the um
031South Hills Consortium on putting together uh a number of events for um all of the schools in the area. So for example, one of the schools will host the the trade fair. One of the schools will host we actually last week were scheduled to host the like uh become a competitive college applicant. Um that was on that was scheduled to be on Monday night when we had the um the big storm. Last week was also the college fair. we help coordinate that. There's a regional college fair that we help coordinate. So, lots of different committees like that. >> Um, and you mentioned the questionnaire that was given to our uh graduates. >> Is there a way that the board could review those questions and see the responses in some capacity? I'm just curious as to
032the responses of what our graduates are. >> Sure. They are in they are individual surveys. Um, I can work with Dr. Kirk to see what we can >> Well, I don't want any I don't want a lot of work put into it, but maybe just the questions. I'm just curious. And >> yeah, >> I mean, is there is there a way to transfer it into an Excel sheet? It should be pretty quick if you're using >> Yeah, and they do review and and they do compile that data and that is part of what is shared at the um advisory council meetings. So, Mr. Snore and Miss Snyder are part of the um advisory council and a lot of that is reviewed with with that with that group, but I'd be happy to pull that for
033you. >> As long as it doesn't take you too much time. >> No. >> Okay, no problem. >> Um I think I had one other question related to that. Could be something else. >> Oh, what is the status of the Clear View uh Federal Credit Union that we were supposed to hit that we voted on last year sometime, I believe. Um I'm gonna I'm gonna have to ask for help from Dr. Fender on that one. >> Um so actually we just had a virtual meeting on Friday and just based off the clear views timelines and um what we're seeing in terms of a district our kickoff will be in August of next year. Um we wanted to make sure we were engaging like our interior design class and really working and teaching them marketing. And
034so Clear View is really engaged with us as a partner. in this process. So, it's been exciting, taking a little bit longer than we anticipated, but we are our goal is to be up and running um at the start of the next school year and we've been working through just some of those details of what they will need so we can make sure operations and tech and everybody is kind of in that loop. Um but just where they were at and some of their other initiatives um that's why we're a little bit behind schedule but still on track to get us going. Uh Dr. Bada, you're still up on the uh people services agreement. >> Yes. So on behalf of myself and Dr. Anner Ploc, um student support services is putting together um with Dr.
035Aor and Dr. Wagner and Dr. Miller and Mr. Miller um a really robust professional development day on February 16th. Um the plans for that include a lot of um compulsory activities that we are required to um complete to meet certain uh requirements under act 55 and different safety um threat assessment laws uh student support services, mental health literacy, those sorts of things. Um but we also have a wide variety of choice sessions for our staff to select from. everything from, you know, understanding how to support students who are returning from a concussion to understanding um grief and loss and the effect that that has on the nervous system. Um working with students with different types of um needs in their classrooms. So, uh we we're also offering CPR um uh instruction from our health department
036as uh from our school nursing department as well. So these two um agreements are for um contracted services for speakers to come in. One is related to um accommodation providing accommodations in classrooms and um Susan Terasvich is related to um trauma-informed care. >> Okay, Mrs. Bolus. >> Certainly. I move that the board approve the above listed items one through two. Pupal services agreement subject to final terms and conditions acceptable to the superintendent and solicitor. >> I second. >> All in favor? >> I. >> Any nays? Motion passes. Mr. Brat. >> Thank you, President Moscarero. Um I'm asking for the board to approve a contract with DQB communications. This is for the connection for that goes from the high school to the our bus barn in Cecil. And this is the type of contract that we
037will apply for rate category 1 - rate funding to subsidize some of the cost. And we had to go through a formal bidding process because of asking for federal money through the federal rate program. So I'm asking the board to approve a contract for five years with renewals built in. Um when you're working with -ate, you try to get as many renewals as possible allowed by the federal rate program to keep cost in check and to guarantee that money for the term of the contract. The make a motion, please, Mrs. Hannah. >> I move that the board approve the contract with DQE Communications for network connectivity at the bus garage for a term of 5 years at an annual cost of $15,000 with the option for annual renewals for up to five total additional years
038subject to final terms and conditions acceptable to the superintendent and solicitor. I second the motion. >> Real quick question, Mr. Barat, is there a cap on the amount of years those contracts can >> So this type of contract, you can do a five-year contract and you can also build in five one-year renewals. So we can we don't have to go like any part of that time after the five years, we can decide that we we want to break away from that agreement. >> Okay. Thank you. Uh all in favor? >> I any naysay? >> Motion carries. >> Mr. BR, you're up again, sir. >> Asking for a renewal of our Google Google Workspace contract. This is all the Google products that we have in the district. Uh the ones we're using here tonight and the
039addition of Gemini, the AI program we off our staff and students. This is a price increase from previous years. It was previously $24,000 a year. It's raised to $29,000 a year due to the different licensing model they're using and for the additional products they added like Gemini. So that $6,000 um doesn't seem like a lot of money compared to what Google is offering us, especially with AI products. So they only offer a three-year contract. Um it's not possible to get a longer contract to lock in that funding for Google and those prices. So I'm asking the board to approve a three-year contract. >> Mr. Schnore. >> Yes. I move that the board approve a PEPPPM cooperative purchasing contract with CDW-G for the Google Workspace for Education Plus suite for a term of three years at
040a total cost not to exceed $32,000 subject to final terms and conditions acceptable to the superintendent and solicitor. >> I second. >> Uh comments, questions? All in favor? >> I. >> Any nays? Motion passes. Mr. Barat, contract purchases, please. >> So, this is the time of year that I've asked the board, and we've been doing this since the pandemic, for ordering equipment early for the replacements that we're doing in the district. So, we're asking the board to um approve the Chromebook purchase for our three grade level Chromebooks. And this year, it would also be staff laptops replacement. And the staff laptop replacements is something we do every five years. And Apple's offering us a a lease to buy program with 0% interest, no leasing fees. That the quote that they the quote for the $700,000
041is divided into four payments um no interest to help us ease the burden over those number of years. Um and also to give you a preview of what's coming on next month, we're also next month, um I'm going to be asking the board to approve some of our core infrastructure products. Want to give you a little bit heads up on that in the memo. uh we're applying for category 2 rate. This is not guaranteed rate. This is money that we can use for core network infrastructure products and it's a new 5-year window that starts this year. And um because there is a lot of talk about -ate funding going to different areas of the government and leaving schools. So we want to take advantage of this program um at this time um not spread out
042over the 5-year window. and our network infrastructure is actually 12 years old. Um, we kind of extended it that the pandemic extended all the -ate programs which kind of put us behind the eightball. So, we've kind of taken some risk with our network equipment for the last two years of not having all the warranties in place but having enough spare equipment. So, this is something that we'll do every 10 years. I won't be here for the next one. So, um, ask just want to give you a little heads up of what I'm asking for tonight and and the infrastructure that we're asking for at the next meeting. All right. With you being gone by the time this next one ends, is 12-year infrastructure going to support this new technology? >> Uh, yeah, I'm predicting 10
043years. I we will not it's a stretch to get 12 years, but core network infrastructure and the backing of these network companies. Um, this is equipment that is enterprisegrade that is not it it cycles through like 10 to 15 years sometimes with these vendors. >> Okay. Thank you. Okay. Uh, Mr. Kyle, please. Would you like to make a motion? >> I will. I move uh that the board approve the above list of technology contract purchases items one through two subject to final terms and conditions acceptable to the superintendent and solicitor. >> I second. >> All in favor? >> I. Any nays? Motion passes. >> Mr. Snyder. >> Okay. Thank you. Good evening. Uh tonight the administration would like to recommend for your approval to partner with CJL engineering services uh to provide professional engineering services
044at the high school. These services would consist of uh evaluating and assessing uh various spaces throughout the high school that could potentially be repurposed uh to support our various programs, clubs, and student needs. Um at the end of this evaluation, if the district decides to move forward with any of these recommendations, uh this would also include uh construction oversight and any uh permitting needs um at a cost not to exceed $15,000. >> Thank you. >> Dr. Wetszel, would you like to make a motion, please? I move that the board approve entering into an agreement for professional engineering and design services with CJL at a fixed cost of $15,000 to support proposed interior modifications to the high school, including permitting and construction oversight on final terms and conditions acceptable to the superintendent and solicitor. >> I
045second. >> All in favor? >> Any naysay? >> Motion carries. Dr. Angelo. >> Okay. Thank you so much. Good evening everyone. Uh so the administration's recommending approval of the theater renovation and uh new lighting in the LGI and carpeting replacement in the high school offices and planning rooms. Um just to give a little bit of of history and friendly reminder of all the work that um has been approved to this point related to the district operations uh goal um to address capital needs. Um, for the summer of 2004, the board approved the work that we did at the library, the resource center, and then the main office to replace carpeting, uh, paint the entire space, and address the lighting. And then last year, we addressed, I'm sure you all remember, we addressed the gymnasiums and
046we addressed the stadium. We replaced the field in the stadium. We addressed the electrical infrastructure in stadium. We addressed the age-old um issue of the uh spring, the natural spring that we have underneath the stadium, which nobody took me up on a tour there. So, if anybody would like to see a tour of the beautiful new area underneath the stadium, please let me know. Um we also did uh in the gymnasiums, we replaced the bleachers, we painted the ceilings and walls, um we replaced the wall pads, and we installed the scoreboard there. So quite a bit of work has been um we've that we've dedicated ourselves to and our resources to to make upgrades to the school. And so now we're focusing our attention to the arts area uh into the theater. The um you
047know, as you might imagine, the theater is nearing 30 years old um from its from its uh original renovation. And so it's the same carpet, the same seats, the same walls. It's tired. It's been used a lot. If you saw in my memo, um we had over almost 460 permits in there in the last year alone. So, after nearly 30 years of use, it's just ready to be uh addressed. Um the seats are in very bad shape. Uh you probably saw in the pictures that I presented to you that there are a number of seats that need addressed. Um we would upgrade the entire space and just make it a little bit more modern with paint. We will be painting the ceiling and the walls and the floor underneath the seats as well. While we
048have the seats out, we'll also be addressing the lighting of the area over the seats. Those lights are very old. Uh many of them are have been out for a long time and they're very inaccessible uh just because of their location being above the seats. So once we have all of the seats out, we will address all the lights in there. Um and we will be using retrofit bulbs to replace the lighting there. Um the other issue that we would like to address is the sound system. Um as you may imagine over nearly 30 years the sound system has become outdated. Um doesn't work as well as we would like it to and it's really at the end of life. So we'll be upgrading our sound system there as well. Um also just want to
049revisit the idea that we will be replacing the carpeting in the um high school offices and planning rooms. Again that carpeting is 30 years old. Um the pattern was a great pattern they bought because uh there's times when you look at certain corners of the room where nobody's stepped on it for 30 years and you're like, "Wow, that actually that actually doesn't look 30 years old." But the rest of it unfortunately does. So just to kind of bring this uh to a head here, we're talking about seating, painting, flooring, lighting, and sound that we will be addressing in the high school theater. Um there are several CoStars contractors that I'm asking you to approve this evening. Um these are all partners of ours that we've had some of them decades of work with uh to
050address it. We these are trusted partners that we've had um and four of these partners have actually worked uh on the project in the gymnasium. So if you were impressed with the work that they did there, I think you'll be equally impressed with the work they're going to do in the theater. Um, the total cost for this project uh with a 10% contingency is $766,678 and I'm asking you to approve us to move forward with that project this evening. >> Thank you, Mr. Lambert. I move that the board approve the above listed co-stars contracts items one through five as listed above with a total cost including contingency not to exceed $766,678 subject to final terms and conditions acceptable to the superintendent and solicitor >> second. >> All in favor? >> I any nays? Motion passes.
051Mr. Burchill, >> excuse me. Good evening. Uh the financial summary for the period ended December 31st uh December 31, 2025 is presented pre- review and approval. Uh general fund uh kind of continuing along the lines of we're we're uh a little behind in state revenue because of the budget wasn't passed until November. I think last month it was 14%, now we're down to nine. So we should hopefully catch up here within the next quarter. uh food service fund pretty much on par with last year. Uh just a reminder it's not part of the general fund. It's it's enterprise fund. So we're just trying to make um it doesn't get any support other than uh the federal money and some state subsidy and then obviously the u revenue that comes from this this the student accounts
052and we're just trying to make balance the uh budget make ends meet in that in the food service department uh capital reserve fund. Uh not much going on there with money's been spent for this year. Construction fund. Um we'll have about uh we'll spend most of the money that's in there by the end of the summer as we approve these projects. Um budget transfers in the amount of $119,10069 are presented for review and approval. And the bill list is included in the supplementary financial report for your review and approval. Any questions? Mrs. Peterson, >> I move that the board approve the treasures report, including approval of the total bill list and check file listing as attached and as follows. Fund 10, general fund, 2,168,7458. Fund 32, capital reserve, $380. Fund 39, construction fund, $13,000. Fund
05351, Food Service Fund, $99,5968. >> Second. >> All in favor? I >> Any nays? Motion passes. Mr. Burchel. >> Uh yes. Uh we're asking to uh declare a food warmer uh that was replaced. it's uh no longer functional as uh equipment surplus and that uh we dispose of it as per policy 30006. >> Go ahead, Miss Snder. I move that the board declare the attached listed equipment surplus obsolete and be authorized to sell, exchange, dispose, or donate in accordance with the provisions in board policy 706.1 sale or disposal of surplus property, equipment, supplies, and textbooks. >> I will second that motion. >> All in favor? >> I. >> Motion passes. Mr. Burchil, last topic. Uh so Parkway West this is the annual budget approval. Um so for comparison uh last year the joint the operating
054budget is an increase of 3.7% uh which I think is reasonable and the joint budget which is board services and capital expenditures is an increase of 3%. So, uh, overall, uh, you're looking at, uh, you know, below 4% for both, and I think that's reasonable. And so, we're asking for your approval this evening. >> I don't know, Angela, if you have any comments on with anything. >> I really don't. We tried to do a really good job with looking at our needs and we did keep it under the index. So, I appreciate you saying we did a good job. >> Thank you both. Uh, Mrs. Wallace. >> Certainly. I move that the board approve the park by Parkway West general operating but budget and jointer budget for the 20 26 2027 as listed above. >>
055I second. >> All in favor? >> I. The motion passes. Committee reports. Start to my left. Mrs. Peterson. Anything you need to report? >> No, we're just chugging along. >> Mrs. Bis, >> PSVA keeps us busy. Um just a couple to give just a couple of updates. On February um 17th they're going to be on >> excuse me offering a webinar on enhancing school safety and security federal resources to protect the K12 community. It's going to be um it it talks about the community-based comprehensive and holistic approach. And as we those of us that have been in the community for a long time, the community is a community, a great community because we all care and we all speak up when things are going well and when people need help. So that's an opportunity and
056they believe um by having a trusted avenue for the community members when they do need help and for reporting concerns that the whole community will stay safe in particular our students. On March 17th they're going to be doing a presentation on enhancing school cyber security security preparing schools and districts for cyber threats. And that's going to be covering K through 12 schools. And it's going to help schools to continue to adop adopt programs to enhance security as they adopt more advanced technologies to be used in student learning. And all the both of those you can register on my PSBA. And then there's going to be a spring legal roundup that's going to be on March 20th. There is a fee for that one. It's $175 and it's going to talk about the significant developments in
057school law and some people can get their continuing education credits on that. So if you have want any more information please feel free to contact me but most of it is available on your PSBA. >> Thank you Mrs. Hannah Mr. Schnore. Any committee reports? Thank you. >> Actually Mr. Mascara. >> Oh I'm sorry Dr. Web. >> That's okay. That's all right. That's, you know, I'll remember later. Um, I just wanted to report on uh a meeting from Pathfinder and this is just a sort of like uh you should know this. Um, and I and thanks to uh Mrs. Snider and her work with Pathfinder before, we know that there they have been working on trying to improve the facility. You know, just a reminder, we're one of five schools um that looks after the building.
058And um you should know that since the AIU cannot apply for a facility improvement grant, one of the schools um needs to apply for that grant and Mount Lebo is taking the lead on that, which is currently um in process. What you should also know is that in order for Pathfinder to qualify for this grant, we would need to use um about $125,000 of existing funds that are currently in CDs. and that would that would deplete some of some of what's there. There's about $300,000 available for facilities. Um and with 25% uh the grant would match or would give 75% of the cost. So they're trying to figure out from this engineering report that was done what exactly should be taken care of. And then I just learned today that one of the boilers um
059went So, um, so I just want you to know this work has to get done. Um, I think that we're doing the best that we can to try to get, um, what funds might be available. Um, so I'm going to go ahead and forward the report to you all just so that you have it. Um, if you have any questions, feel free to reach out. Uh, we've been busy. We had some extra meetings. Um, it's an exciting time and um, happy to report that uh, people are eager to do a good job there. >> Thank you. And I sincerely apologize for skipping over you. >> I was actually going around the horn. >> Oh, >> so we weren't done yet. >> I'm just going to remember. >> Okay. I know you will. Dr. Roso, matters
060of information, please. Uh just as we has listed here in the agenda as was mentioned earlier spring musical and those fi those dates um are listed there five shows this spring. The other thing that I failed to me forgot to mention in my update was today was first day for kindergarten registration in the district which is it's an exciting day. Um I have to go back and check we might have broken the single day record. We had over 100 100 families register today alone. So it looks like we might be having a big kindergarten class coming in. So more to come uh in the upcoming months, but day one we had 102 register already. So that's all I have. >> A lot of enlightened families. >> Yes. >> Very good. Uh I'll be remiss to
061admit that we did have an executive session today at 6:15 February 2nd 2006 26 for personnel litigation and negotiations. Upon no other business like to make a someone make a motion to adjurnn. >> So moved. >> Good night everybody. Thank you.
