All right, it's 7 o'clock. I'd like to call the meeting to order, please. Roll call. >> Robbie Bloom >> here. >> Lance Shalley >> here. >> Aaron Mau >> here. >> Angel Cotispati >> here. >> Michael Reebach. >> Kathy Schaefer. >> Cindy West >> here. >> Caitlyn Flegel. >> Marty Blau >> here. to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> All right. Thank you for everybody who is attending this evening. Uh we'll move it on to the operational consent agenda uh which includes the regular board meeting agenda for May 12th and for tonight. Uh the committee of the whole meeting from April 14th, committee of the whole meeting from May 4th, treasures reports, general
federal fund and cafeteria bills, and also approval to pay bills necessary to close the fiscal year. And also the addendum added today was to move item 7A to after executive session. So we need a motion to accept it as written. >> So move second. >> Okay, we have a motion and a second. All in favor say I. >> I opposed. Public comment. Have a lot of public here. Have anything you want to say? I'm Alex. Um, you know me. I'm from um I was planning on addressing one one thing tonight, but the Holy Spirit's leading me to not do that and maybe wait for next time. So using my three minutes, I'm going to just talk about how the public school system is not it shouldn't exist. So last last time, if I can remember
correctly, I talked about how I would be completely open to I have 3 minutes about it or whatever. um if a Satanist were to come up here and to explain Satanis and like I've explained Christianity in this gospel a few times um while being here and that's completely great but the Satanist and I have one thing in common well two things in common two we acknowledge the supernatural which is undeniable because material is not all that there is me talking to you right now is immaterial you hear me that's not material the words that I'm saying have meaning it's not material. So the state in this and I have that in common and we also have this in common that we don't have I mean there could be in another small country somewhere that I'm
not aware of but the state and I both at least in this country don't have a state-run school system dedicated to our religion but secularism evolutionism evolutionary secularism it does and that's the school system in this country which People mention separation of church and state. I think so. First of all, separation of church and state understood correctly means means separation of a state church and the state like we saw in centuries past with Roman Catholicism in Europe. That was a state church understood correctly the way that Thomas Jefferson wrote that to Baptists before the founding of this nation. That was a state church. So the state and the church were intertwined and the church could tell the state what to do. That was a state church. There is no possibility with the way that our
founders set up this nation for there to be a state church. So that's separation of church and state. But what we do need is separation of state and family. The state has no right and has no right according to the founders under the constitution to have the state has no right to educate its citizens. That's no right given to it. There is no right given to the state to educate its citizens. So what's going on tonight with my time, I'm going to say is unconstitutional to it and goes against everything that the founders of that flag and the founders of this country stood for. And it goes against what the triune God of that flag that we acknowledge by saying one nation under God commands us to do in his revealed will for parents to
educate their children and for the state to have one woman. That's good. This is my last for the family to bring up their children in the way that they see fit and for the state to do its God-given duty and operate in its realm of authority by protecting its citizens and keeping and punishing, excuse me, punishing the evildoers. And how is evil defined? We see it in the Bible. and rewarding righteous doers. And how is that defined? We see it in the body. So that's the state's job. What's going on tonight is very unconstitutional. Thank you. >> All right. Thank you. Any other public comment? If not, we'll continue on. Uh PSBA reports. Uh the PSBA PASA school leadership conference has been scheduled for October 18th to 20th, 2026 at Kalahari Resort and Convention Center.
Uh we will have a walkthrough at the elementary uh on at 6:00 on June 16th right before our regular board meeting next month. Please let Fad know you plan to come and walk through so he can assure everyone has a hard graduation tickets. Uh everybody has two graduation tickets in their evening folder. If you don't plan on using these tickets, please return them to Balariat. Uh North Youth Outreach will sponsor a baleric service at 700 p.m. on Wednesday, May 20th in the high school auditorium. And the teacher school board representatives for the 26 27 school year will again be David uh David Molly and Allison. Moving on to reports. >> Everything I have this evening is on the agenda. Okay. business manager. >> So, we're just doing our end of year activities with field trips.
We have our carnival on Friday. It's pretty well reserved for how they receive. Also, the ice cream truck arriving late, but that wasn't our fault. Um, next Tuesday morning is our awards assem ceremony to give out their academic award students. Yearbooks will be handed out on Monday and last week every day between myself and the student council there were treats for the staff members. >> So everybody should have um received one of our elementary books. Um so we also just finished up all of our PSSA testing and the year testing. teachers right now are gathering and looking at that data to determine classes for next year to get our MTSS process, you know, ready to go for the start of the school year next year. Um, we've been field tripping, building day, um, our end
of the year behavior incentive is coming up on May 19th, so fingers crossed holds out for that. Um, we have we had teacher appreciation week. Um we had again something special each day for our teachers. We have prek graduation um May 14th and that will be last prek graduation that she's doing. So if anybody's free that evening that will be at 6:00 um >> May 14th that same day we also have kindergarten construction day which goes right in with our theme for the year up there. Um JC or and Straw are actually bringing in a web show of their construction vehicles Sunday for our kindergarten kids to um get the experience. May 20th we do our senior graduation walkthrough. So they come in all the halls that day. Um and then May 21st is our
kindergarten graduation. And we're going to make do and be the best we can in our gym right now. But each I think kid um each student I think they're allowing maybe two guests um that they >> Well, the original gym is still empty. >> Well, it is still empty. They just have the wall builds so the construction workers can get into the kitchen side through there without being seen by the kids. So, we have those walls um and just I mean it's a little bit of a mess at the stage and able to be used, but Who is it meeting with Kevin? >> Okay, moving on. So, this is a few questions. >> Nothing tonight, Marty. Elsewhere on the agenda. Thank you, sir. >> You did prepare me for a little league. Yeah. Well, I
was manning the infield tonight in my suit. That's how it worked out. >> Nobody argued with you because they knew you were >> Yeah. Look official. >> All right. Thank you. Uh tech center, please. Um attended probably one of the longest tech center. There's some administrative changes. So hopefully some new things turned around here next week. >> Did that happen or they new director? >> Yes. >> Basically every just see how All right. Thank you, Lance. Uh, student represent. >> Um, yeah, with with eight days of school left, um, everyone's just trying to hold school together until the end. Um, I just want to thank you guys for your time and for the school year and just did school year and I'm excited here. >> All right. Thank you very much. Just so everybody knows,
this is Jamie's last meeting as a student representative and I think she did a fantastic job. >> All right, future report. Nothing too exciting. Um, you know, getting busy counting down the uh end of the year. That's I actually just finalized or finished up senior grades. So those are due tomorrow. Um we're at that point already. But uh yeah, just trying to uh make it through to the end. Kids are getting kind of rambunctious and rowdy, so just trying to keep them in line. >> Eight more days. >> All right. Thank you. >> All right. And next uh 7A is moved to after the executive session. So we are moving to extracurricular permission to approve the following extracurricular consent agenda of all completed district forms and grant permission to advertise any open open positions as
needed. um coach resignations number 1 through 4 and then volunteer coaches and advisors numbers 1 through 25. >> Second. Okay, we have a motion and a second. All in favor say I. >> Opposed. Motion pass. >> I have a question. Um Gus Straer, did he uh This is volunteer, correct? >> Yeah, this is volunteer. I believe he's back in the area. He is moving away. >> He did ask. >> All right, moving along. Building and grounds uh construction project update. So things are moving very quickly. Um they are now on to the second floor of the classroom portion. So um they are hoping to be uh placing the roofing structure on that building at the end of this month. So that will be very important. The kitchen is the kitchen is really the final touching
sting piece of equipment in there preparing things for some of the electric turnover that will go once the kids are out of the building few days weeks more utilities there so that the administrative offices have all framed at this point in time drywall in that area. Once once they get the gym under roof, they're going to pour the cement floor in there and then at that point cease in that area until that classroom portion is completed. They still on target. >> They're still on target for August 14th. >> What is there like a list of X Y and Z have to be done? >> It would be everything but punch list items. >> Okay. So >> has to be usable essentially. >> Not necessarily finally completely usable. >> Everything. Yes. And so what there's like
a you say punch was meaning like they get to a place where they say hey we think we're done you guys walk through and say well yeah but this this this and this and have to address that. >> There's there's a definition in the contract for substantial completion. You know the engineer will will review there'll be an application for substantial completion. Typically the engineer reviews they walk through and then the engineer will sign off. Yeah, we think that they've achieved substantial completion. Okay. >> And and the other piece to substantial completion is we we would be an occupancy for the area. We don't foresee having occupancy for the rest of Do they have a do they have a timeline on when we have the gym? Do you know if they're working like 10our days? >>
Some of the contractors are working different situations in different shifts. I know sometimes the the electrical contractors are working second shifts so that they're not stepping on the toes of the masons at this point. So we've seen that from both the electrical contractors contractors. the Mason crew who have work Saturdays, they have other jobs, too. So, I mean, their advocate is to get their pieces. There's there's damag after there there are damages in the contract. I can't tell you exactly what the dates are, but >> they weren't necessarily going to pursue. >> Sure. Yeah. They're aware of those. I recall the liquidated damages provision calls for I think it's $1,000 a day is what it is. I don't remember the time frames. that Jason time I mean like I said I don't know it's you
know they're there I don't have to pursue but it's also help four months without It's an important facility especially. >> Yeah. I mean Jason I mean they would certainly contest that. I mean they're going to say that they would be able to start on the projected date of the project and along those lines. We have asked them to build but in the grand scheme of things they will certainly contest that. We would certainly pursue that as I mean, what are we going to do? We don't have that gym until November. >> You don't have that gym all that. >> We'll use the gym. >> You can't bust kids around. >> No. No. I mean, PE will be able I mean, we didn't have a gym for PE this year. I mean certainly follow the in
allowance for some outdoor activities while it's not convenient the cafeteria also maybe a space indoor activities either certain and again I I want them working to get the complete portion that we need to because the bigger issue Yeah. >> No, I don't disagree. Start on time, >> right? >> Us asking to work on it. You're just moving. Okay. You're going to be late here now. You're going to be late over there instead. >> And I don't disagree with you. I just >> Yeah. Oh, of course. Yeah. They're going to They're not going to give us $1,000 a day. According to natural gas approval to grant the business manager authority to sign a natural gas district current contract expiration date second. Okay, we have second. All in favor say I. proposed pass middle school. >> So,
with middle school and everything going on, we're currently in electricity agreement that is set to expire at the end of August. Um, we also generally do propane over the summer. Um, and this is why we're discussing with what we currently have. We're working with the electricity utility broker right now to see if there's a way we could lock in I should say the best rate but rates are going up like at an exponential amount as is everything. Um but working with them if we can do an ad deletion clause or what we need to do to try to smooth things over with electricity going forward. But as of right now we don't want to lock anything in that's going to be obviously detrimental to us in any way, shape or form. Uh the same with
the propane. Our um currently not planning to go out and do any type of propane bid. Uh we did build the tanks recently and we're at about 76% in those tanks. So if we utilize that, if that building has to stay heated, it obviously won't be at the same temperature all year round like it is this year. Uh we should be able to utilize the gallons that are in there now. And hopefully that'll get us through till we can decide what we're doing with the building. those tanks >> about four. >> Yeah. Well, we do four deliveries. Four 10,000 gallon deliveries. >> So, okay. A couple what you know what would it look like pipes? >> Say that again. >> Is that building sprinkle? I think that would be a possibility once we're completely using
that building. >> So that's $8,000. >> I'm making a joke, but I'm not a chance that Thomas We could leave that gym. >> I mean, I would say we'd have to they would fall have to fall significantly behind schedule for that to happen. >> I mean, is it rental possibility? >> Certainly. But right now they they do have substantial >> and I mean you know we talked a little bit about engaging broker potentially that building we should really have a timeline around that we're talking a year I agree with you 100% which is you know just you know locking the electric as best we can without committing ourselves something that's, you know, if we're talking it's it's a couple years it's going to be hanging over our head. >> I I I've had four individuals
contact me about the building. Okay. An interesting building. So, there has been some interest in the building. Obviously, it's how much you want to build. certainly see time this time next year start before this time next year >> I would win >> I would say we were going to need it till November Yeah. Okay. Time to close on that building. I think once we're assured that things are looking good that we're going to be in here once we feel confidence the building keep in mind it's going to have to go to public seal bid for us advertise or auction >> the only way you can as I recall the only way you can sell at arms length is if you got court approval So you want to essentially what you're saying electric, you just essentially
want to travel roughly the same as we have right now. Can you walk in? >> Yeah, it's not real advantageous, but but yeah, we could they're trying to work in something else. Understanding that we should have a delta, you know, a decrease in our overall utility usage. So, kind of give us the benefit of those additional kilowatt hours at a reduced amount. Um, I'm still working with them to see to make sure we don't get ourselves in any type of penalty situation, but um, still lumping, you know, we utilize about 1.2 million kilowatt hours in total across the district each year. >> So, they're working with >> and the propane we're just going to what we need to fill up. Correct. Market rate. >> Yeah. Yeah, that was good. That's my suggestion. All right. Any
other discussion on the middle school building? If not, let's move on. Cafeteria Aaron here aware of >> education and policy. Excuse me. So we were working with them on either a three-year contract or a 5year contract. The three-year contract is a total of 6% increase in three years.
