001of Mr. Kobe school board to order. Please rise for the pledge of allegiance to the flag of the United States of America and to the republic for it stands. One nation under God, indivisible with liberty and justice for all. Before we get on the public comment, I'd like to announce that on May 5th, we had an executive session for personnel and legal matters. Um, moving on to public comment. Uh, first public comment I have is Randy Buuner of Sunberry. >> Good evening. Um this evening I like to talk about the budget process and I first of all I do not profess to be an expert just a lay person with some observations. I feel that budget pro process should begin way sooner than March when the expectation is to vote on the budget in May
002with finalization by June 30th. The window to review in depth is very short considering all the parties that should be involved. For example, the board, administrators, employees of the district, and the community. The public has received information on one of the top priorities of the district goals that support student achievement and educational outcome. I was present at that meeting and then um printed the budget presentation from the website to review for myself. The one problem I have is concerning taxes and the statement that you do not want to increase taxes and that a tax increase is not recommended for 2026 2027. No one wants an increase in taxes. My concern is that we not be so shortsighted when looking at 5 to seven years down the road and possibly see a loss of revenue with
003the federal and state department of education and more competitiveness with grant funding. Also increase of expenditures, for example, proposed increases in minimum wage which is being talked about, increases in gas, oil and utilities, contract increases due to their rising costs and the state of the union. We have seen with improvement uh contracts increases in just short periods of time due to shortages, fuel and other supply increases. During teacher negotiations, it was stated um that by Mr. Manning that the real cost of the latest teachers union contract proposal factoring in all cost would be approximately $7.7 million and can force tax increases of seven mills per per year. Are we currently looking at other possible costs that could increase can and I looked at when I looked at the budget presentation from the website future capital
004projects that include the possibility of a new building and renovations of the high school? Are we being more prepared by not say by not saying no to anticipated tax increase for 2026 2027 and looking possibly at smaller increases over a few years just to stay on top of rising costs among other expenditures? I believe the budget process for the next three years should begin immediately after this year's is approved. Unnecessary expenses and unexpected increases can be flagged sooner. small or large, they all count. Any thing that you see that is not right or anything that is should not be there, you can see that if it starts immediately after this budget is passed. No one is popular by suggesting tax increases, but smaller increments can make a bigger difference over a projected time frame of
0055 to 10 years. This is just food for thought. Thank you. >> Thank you. Thank you. >> Next up, I have Sean Col. >> I've had lots of contact with a lot of you regarding the IT League coordinator. I just want to read this email from uh December 22nd, 2023. Uh this is from Tara to Tim for Uh, she wrote, "Tim, is Remind the only approved app for coaches to use to communicate with players and parents? I was aware or I was under the impression that the district required the use of Remind by coaches, but tonight my son came home from eighth grade basketball practice and was setting up an account on Game Changer because the coach told him that he wasn't using the Remind anymore. I'm just checking to see what the actual policy
006is for communication between players and coaches. Thanks, Tara Sprankle. And Tim for wrote back on December 22nd. Tara, remind the app the school district uses. We will reach out to to the coach Tim. And then Dan Willard confirmed in a text to me, which I've sent to everybody on the board. I was not aware that I was required to use Remind when Mr. Ford informed me it was required I downloaded and used it and this was August 4th of 2024. He's gone on to use a nonapproved board app ever since this communication has happened. Nothing's being retained on the district servers. He's unfit to be a coordinator. I don't know if he's on here to be considered next week. It would be negligent retention to rehire him after all this. And I certainly hope the
007board starts to address why Tim for three years has not taken action or followed up made sure that the app was being used. This is a safety thing. If you look in your policies, the one policy for adult student boundaries mentions the importance of using her mind. I don't know if you guys are familiar with what game changer is. Game changer shares personal information. It shares your social security number. It shares your driver's license information. It's all in violation of all your board policies. Slate, I've talked to you about this >> numerous times and you gave me a guarantee that he would use >> I pass it on to the administration like I'm supposed to. >> Well, then the board needs to figure out why the administration isn't requiring a safety app. Brian gave me
008the the invoices. The district's paying $50,000 to use to have the rights to use Remind. If an inappropriate picture is being sent, if there's any allegations, you get on the server. Jeremy Win can get on the server. He can then look the messages up and get them. You can't do that on Game Changer. When Bendle was here, there's messages going back and forth where he tried to see if Dan Willard could take his name off as the administrator of the app mid-season because he realized at the time before he went to Berwick that it was a violation of policy. >> All right, Sean, you have to wrap it up. >> I'd like something done about it. Three years is long enough. >> Thank you. >> And last, I have Wendy W. >> Good evening. As
009you mentioned, we did have an executive session on Tuesday night, which is typically uh confidential content, but I would like to share here tonight uh some of what occurred that evening because we have conduct on becoming of board members and I think we should it's time to do something about it and I've said it privately and I'm going to say it publicly and I will keep saying it. So, uh, in particular, we have a board member who, well, lied about, um, having guilty legal charges. And so, in case you're wondering, and I'll share it with everyone, this is what a guilty plea looks like. And it has your signature on it. So, um, that's not true. Guilty of a crime, um, by your own pen. So in addition, I have a board member using foul
010superlatives, name calling. That's abhorrent behavior. We as representatives of the Chicago school district, it's absurd for us to put up with that conduct. If you don't like me, I don't care at all. If any of you, if everyone in the whole wide world doesn't like me, I don't care. I'm here. I'm a member of this board and I'm not going to tolerate that type of treatment. So, I would ask again, will you resign from this board, Joe Stitzman? >> Will you resign from this board? >> Okay. So, I figured you would have the class or dignity to do so. Will the rest of you support removing him from this board? Of course, it's a public comment, so we'll hide behind not answering that question. And that's fine because I'm guessing no one has the courage
011or the dignity to do that either. So, at the very least, what are we willing to look at a code of conduct? I've asked for this for years. So, things like, do do we care about the standards of a board member whatsoever? I understand it's a publicly elected position. Anybody can run and that's fine. But do we have no dignity for we're we're managing a 50 million? Not truly managing. We're overseeing a $50 million budget. You know, we have incredible people working for us. Do do they not deserve better than to have some dignity sitting on this board? Are we willing to as individual board members I am put together criteria? You know, we pay our school taxes. We don't commit crimes. We don't use disgusting language and name calling for other board members or
012the public. Is that something that you folks would consider since obviously no one cares enough or you guys don't like me? I don't care. He'll come for you. It's classlessness. It's embarrassing and our entire community deserves better. So I would like to propose that we at very least if we're unwilling or not courageous enough to address the issue then that we at least adhere to some type of code of conduct that makes us function. Thank you. Thank you. Moving on um would be finance committee. Um normally it would be Mr. Booker, but I believe this just needs to get turned over to Mr. Lanning at this point. >> So, a brief summary of where we stand with the budget process. So, next week you'll have the proposed final um budget on for vote. Um we're
013sitting right around a 50 mil $59 million budget, which is approximately a 4% increase over the current year's budget. This is the fourth year with no tax increase. Um as we've heard in public comment and we've said multiple times, that won't last forever. We've been very fortunate from state funding over the uh most recent years and we factor this all into our long range planning. So when we sit down later this year, November, December, and we talk about long range planning with facilities, we talk about long range planning with staffing, our future revenues are also factored into that. So the windfalls that we have received over the last several several years from the state have helped us to not raise taxes, but it is not something that we're going to be able to withstand forever
014not raising taxes. Um but it is a recommendation in this budget not to raise taxes, but none of us administratively would sit here at the table and yell at you if you as a board said you want to raise taxes. We rewind back five years. Um board members that were here five years ago, we sat here and yelled at you to raise taxes and the board fought against raising taxes to the point of what we wanted to increase taxes at the time. So things change. Um staffing is the most expensive thing within our budget. It's why we talk about staffing probably the most in the budget process. Um, another point on the budget is the upcoming state budget for this coming fiscal year from the state. What we're being told through uh PASBO and and
015PASSA is the last expected large contribution. So, I know there's been conversation that that large contribution would happen for six or seven years. The state is also getting in a spot where they don't have the reserves to continue to put those large increases in. So, as we continue planning future staffing, um we've added in the last two cycles 10 professional positions. We're now going to be in a process where we're looking at through attrition reducing a position and adding a position as opposed to uh last budget cycle we came and asked for six additional positions. This budget cycle there's four additional professional positions, one management position, and the eight positions that go with the new classrooms. So, as I stated, we're up to 210 teaching positions um should those positions be approved in this budget.
016Um the the budget does allow for continued investment staffing, facilities, and programming. Um and just an item to note, uh we have a monthly business managers meeting. Um we go we go over where we at in our budget process. Many of our surrounding districts, and this isn't to pick on districts, but we're in a spot where we're talking about expanding programs. Some districts are talking about reducing programs while increasing taxes and reducing phys positions. So, we feel like we're in a very healthy spot financially. That's why we sit here and say we don't think we need to raise taxes for this upcoming budget cycle. But at the same token, as a business manager, I would never sit here and say if you want to raise taxes as a board not to raise taxes. But we
017don't think it's fiscally responsible with the reserves that we have and with the money that's coming in from the state to recommend the tax. Um, and then just last I talked about long range planning. We try to do that every year in in the November December time frame. I think this cycle we were a little a little late with that process because of changes um administrative structure. We're working through that in administratively and then also board changes. We held that presentation till January. likely we'll do that presentation again in November, December for long range planning to talk about staffing for the next cycle and then also talk about facility needs in that upcoming cycle. Uh last item to note, we can touch on it when we get to finances on the next week's agenda. Um
018we do have a motion asking to do a capital reserve transfer and I'll talk about that in more detail when we get to that point. >> Anybody have any questions for Mr. U to Ry's uh public comment point is it I'm assuming it's the case that you're working on the budget thly all year. >> So the behind the scenes are I think we're the last step as the board. Is that right? >> So I don't think there's a a day where we're not talking about uh financial impacts or something breaks and we're having the conversation. So you get I don't know if everybody looks at these monthly. You get a monthly financial report. The pages are probably 60 pages long. You could look at it by line item. You could look at it by summary.
019I could sit down with any board member at any point in time and say, "Here's where our concerns are." When I do that March presentation and we sit here for an hour and a half and listen to me, I could talk at every meeting for two hours on the budget. I enjoy talking about finances. Um, so we can talk in as much detail as anybody wants to talk about the budget. Somebody from the public, Randy or whoever want to come in. I've met with people from the public before regarding regarding questions on the budget um regarding questions on expenditures. So, um we're looking at finances. I mean, my office is looking at it on a daily basis. Doug's calling and saying, "Hey, we have this issue going on over at the high school. We have
020to address this. We have this leak. We have to address this." So, we're addressing financial issues and concerns on a daily basis. Um, do we come back to the board in every issue that comes up? If it's something that is not an emergency repair and we're looking to do something, we have agenda items on the board that are things that we're planning out, but if we have uh the art room had a had a leak, you got to get plumber over there and deal with the leak. Um, so from to answer your question, we're we're dealing with it administratively every single day, but if the board wants to have a monthly conversation regarding the budget, I'm open to having any discussion on any any part of finances in that March presentation. I always say if
021there's something you want in more detail, you want to look at what do we spend on the football program, what do we spend on a basketball program, what do we spend on whatever question you have on the budget, you have to ask the questions. I'm not a mind reader to say I I live this every day. I know the numbers inside and out. I don't expect everybody around the table to know the numbers inside and out. But we can sit here and say not raising taxes next year is not going to negatively impact our programs in the coming five years cycle. >> Anybody else have any questions for Mr. >> All right, moving on. policy committee, Mr. Shrek. >> Okay. We're reviewing proposed policy changes. Um Jeremy, if you'd like to go over those three
022policy. >> Yes. >> There's quite a bit of markings. >> Yep. From 9003 and 006. Those are what came out of the discussion about the two public comments. So if you look at 903 first in green would be the addition to uh public comments. And this was at the request of the um majority of the board to bring forward a policy regarding two public comments. This one states on the first page that all public comments be made at the beginning and end of each meeting. Uh on page two, you'll see if I don't know if it's in orange or pink on your uh paper. Uh the the first two paragraphs on p so the next page. Um so again, we're looking at 903. Um so in order to ensure a place on the agenda so
023that starting with that line we would strike that line and then strike the second line as well. And then the third line there starting with visitors may request permission to speak. There's some discussion that needs to happen tonight whether or not that uh how you want that to exist or how you want that wording. So, um, essentially what you do now is you ask the public if they want to speak at a just like tonight to fill out a sheet in order to speak public comment. There's things that they are, you know, that they're asked to do per board policy. If you go to a a policy where there's two public comments, you have to discuss, do you want the a couple things, one, do you want the public, if they want to speak at
024both public comments, are they filling out a paper at both of those? So, if they're going to fill one out at the beginning, turn it in and then fill one out at again at the end. And then on that note, if you want if you again, if the board votes for a policy that has two public comments, um you want the first item to be an agenda item only, the first public comment to be agenda item only, and then the second public comment to be other items. That's the way most districts that have two public comments sections do that. so that it's not necessarily um so so it keeps it more condensed at the beginning where then people can bring up other things that aren't on the agenda later. So those really the one that
025starts with visitors may also that that is where we need to have some discussion tonight on how and give us some directive on how you want that worded for um next Thursday if you want to move forward with any of these policies at all. So the the questions are again if you're going to have if you move forward with two public comments, do you want the public to fill out excuse me a sheet both times? So that would be the first ask just like >> we just discussed the option of the two public comments initially first. Um, so I'm opposed to it because I believe that everyone still has a chance before anything is voted on to talk about it. So whether it be the next meeting before it's voted on, you would never have
026a situation where something was discussed and people didn't have a chance to uh have a public comment before it was voted on. The other um and and sorry, I'm just a stickler for facts. Um, so I have a clip of a video, Dennis. The last time I gave a public comment, uh, not tonight, but a couple of months ago on the video, it's very apparent that you're ridiculing me, holding up three, three, like, is she done three? I have it on video. Um, so I hope that you mean it when you're talking about transparency. Like you ran on transparency. So you would come and you know we had no integrity because we didn't want to you you know wanted uh I don't know your stepdad as a coach and your wife to get more money.
027But so that's fine. But I'm saying >> when did I ever say about my wife getting more money >> the teacher contract >> or or >> The teacher contract I'm referring to. That's for all the teachers that I'm saying don't individualize and say it's for my wife when he not >> it behooves you directly. It behooves you stay on topic here. >> So what I'm saying is I the other thing that I will note I did a right to know request and you know I'm I'm not I'm trying to get us to a point where we operate the way that we're supposed to quite frankly. So, you know, in emails that I uncovered that I have copies of and I'm happy to provide, we have more than um multiple board members saying that they do
028not want to review emails that were sent by parents and students regarding a coaching decision. So, that's what I'm saying. It's it sounds really nice for you to sit here in public and say that you want two public comments, but do you mean it? Because ridiculing people and you know saying that you don't want the comments of children and parents as they're offering their opinion. Not to mention that's deliberating privately, which that's another subject. But so, you know, I'm not opposed to it because I'm not trying to be transparent. In fact, I'm trying to be very transparent tonight if you haven't noticed. Um, so I'm wondering, you know, if we're going to I don't want to do it because I I don't think it's necessary, but for those of you I think you're doing it
029on the pretense of that's more transparent. I'm not sure why it's more transparent, but could we be transparent with what we're doing in the first place? So, if we want more transparency and we want more input, are we going to listen to those that have it? even if it's the gal on the board that you don't like, you know. Um, is that I I mean, I was talking in the video I'm referencing, I was talking about the fact that we should be competing with cyber charter schools and I'll stand by. I think that's a very important topic and I I'm not sure why it was so annoying for you, but >> it's funny because I sat there many times and you continue anybody that's there after three minutes you continue to ridicule. You're talking about
030something right now and after you got done doing your public comment, you look and you make you make faces and go >> like this to Joe Slman >> 10 minutes ago 10 minutes ago ago. So don't make yourself look great when you contradict everything you say. >> Let's stop the back and forth. >> Can I say something? >> No. >> Yeah. Why can't this whole setting is supposed to be a work session? I'm aware >> three minute thing. Other school districts have uh work sessions that are called uh committee by the whole then the public you don't have to sit here and try and >> all right >> make us only have three minutes. You guys know who committing me is >> and the the ide comments, Sean. I'm sorry. >> Terry, you ran transparency
031and and changing all this stuff and now you're not doing it. >> We're trying to do the two public comments. I'm in favor of the two public comments and I'm also in favor of having them fill out a form before each session. So, if they want to speak at both, they have to fill out a form for both. That's my opinion. >> So, can we please get away from deliberations over email? >> We're going to be transparent. >> What's that? >> That's not even the topic, is it? >> Well, stifling the comments that were provided in email. That was a deliberation over email to say that you didn't want them. So, that's what I'm saying. Are we going to be true to it? >> I don't think I said that, but Okay. I >> we're
032talking about public comment right now, >> right? But those were public comments that over email you privately said you didn't want to read to take the >> and then at the end of the day, you know what, Wendy, I read them all anyway. >> So, they were taken into consideration. Just because you didn't get your candidate doesn't mean >> I don't I don't care that much about it, actually. Well, I don't care if it coaches anything. What I'm saying is >> Well, that's a problem if you're on the school board. >> The um what I'm saying is you said that in emails. That's a >> Okay, I said I'll admit I said it. >> No matter what your if you read them or you didn't read them, you said you didn't want to read them.
033So, that's something that's deliberating over email. >> But there was the sunshine. >> All right, let's get back. >> Yes. Well, I'm opposed to the two public comments. >> I'm for it. >> And I said what I I said it. >> I'm opposed to it. >> I'm for it. >> For it. >> Good. >> That's You're right. As a citizen, I'd appreciate it if you did it. All right. >> So, you have three >> and you have four and you have two against it. >> And we have Booker on the phone. >> And you didn't get Lor's. And I didn't get Lor's yet. >> Sorry, Lori. You're so quiet over there. >> So, Chris, I don't know if you heard that question. >> Chris, did you hear that question? >> I'm sorry. I was I
034just uh checked out for a second. >> The question was asked if I supported the opportunity for the second comment. >> Correct. I I do if for no other reason than a parent or any member of the public might show up and not even understand how the process works and is the opportunity. Of course, like everybody else, I support transparency. But my my big thing is, you know, somebody might hear something and have to wait a month to discuss it and not understand how public comments when I first started coming understand the opportunity. So then the second go. >> Well, I was just going to say if the majority agrees to the two then I agree with you uh Tara on the forms for both. >> So the the next question is forms for both
035or no? >> Yes. >> Yeah, forms for both. But when are the forms going to get submitted? The second one for the second. >> I guess it would have to be prior to the public comment. >> Correct. So it would be before the first public comment. >> The language would have to >> No, I don't think so. That defeats the purpose. I mean, I don't want to change. >> I know, but I mean, it's like, so then we're gonna sort of like stop the meeting for the second floor to get it up to the secretary or whatever. >> Or do you want them all turned in at the beginning? >> Well, I don't know. That's what I'm trying to find out. >> So, the districts that I've worked in, it's they're all turned in at
036the beginning and or if you have to turn them in and then public comment, you're basically saying this is for an agenda item. It's not for an agenda item. It can be a a checkbox on the on the form and then you save the ones for not agenda items at the end and the agenda items you do at the beginning. It's just how I've seen. >> So would it be the work session agenda since the other agenda wouldn't have been made public? Yeah, >> I I guess the thing is though is if we're if it's something we're discussing on like if Brian's doing the budget, >> like if he were doing a budget presentation at a work session, somebody might have a comment after Brian's presentation, >> right? It would be that's >> so it
037would be the work session agenda, not the >> And then again at the voting meeting agenda, you would have two public comments, >> right? So they they had a question about his budget presentation and they didn't have it marked on their paper. They could ask it before the voting or they could call him during the week and ask. >> Now what's your opinion on work session versus voting meeting? I was looking to see if the policy 006 addresses has an agenda section for Trevor and I were checking the one right now on 006 addresses. >> Are you saying >> Yeah, it does. >> Are you saying do it once, >> do it twice for work sessions and once for voting? That's a better >> I think that's even better yet. If you're going to do
038two, do that during the work. be a compromise >> once during the voting. >> Why would you have one at the end of the voting? >> I don't know that I've ever seen a policy like that. But >> hey, that might be one. >> Would that be a compromise? Because the voting meetings are usually rather short anyway. >> At the end of the voting meetings, they're not going to change any votes for anybody. Talk to the beginning. So, at the end, there's really nothing. Yeah, there is no policy. >> Well, so that's on the table. However, the board wants to proceed. >> I'm in favor of that. >> The one the twice for >> twice at work sessions, one at voting, >> right? Because we don't that you're weeks from a work session at the
039end of a voting meeting usually. So, you don't even have any idea what we're going to be we don't even know what we're going to be talking about necessarily at the next meeting. >> How's everybody else feel about that? Sounds good. Thanks, >> Julie. >> I guess >> I think it makes sense. That's a fair compromise. >> Yeah. >> Um I guess my only question is is at the voting Hold on. At the voting meeting, are we going to say they can only talk about um they can only discuss agenda items or it could be anything that they discuss, >> right? >> So that way if somebody comes in with a concern that we're not that's not on the agenda, they can still address the board. I thought you'll be honest if they do anyway.
040I mean >> I know I know but I'm just saying if we're going to hold the vote agenda and any item for the work session then the next then for the voting meeting it should be any school >> as long as we're keeping it a three minute time limit you know and if they have an issue they want to talk about you know grass is purple down at the stadium you know and they want to talk about that for three minutes. So, so what I'm hearing and just before I go to this side is two at the work session. First, the first public comment being for agenda items only. The second public comment being for any other items. And for the voting meeting, it could be any topic at that point. Most of the time
041it's a voting topic, but in theory it could be anything. So, Lori, how do you feel about that? I will um yeah >> Wendy >> I would think that's a great compromise >> Dennis so that took notes on that so that >> for clarification tell me bottom line bottom line >> yep so two public comments at the work session first one for agenda items only the second one for any topic >> for the voting meeting it would be for any topic That's the public discussion. If we're making people hand in cards >> at the end, you almost have to say, "Does anybody have a public comment and give you an opportunity like Slate said about stopping the meeting?" I think anybody could bring up a card in the middle of the meeting and we can
042make that announcement when this goes through. But you almost have to then that second public comment ask, "Do you have a public comment?" So that just pass the second one. >> All right. >> But not completely stop the meeting and make people feel. >> So that's the only part I had to discuss on the third paragraph. Does anybody have anything else? Any board members have anything else for that second page? >> No. >> Of this is policy 903. I think we're good on that right path. Some direction. All right. On policy the next one was 217. Word policy 217. Actually, let's stay to 006 because that connects to this. >> Word policy 006. On the second page, you'll see a lot of >> things highlighted in green. >> Those are PSBA recommendations. >> Okay. >>
043That's what I was wondering. >> And the same thing for the next page. There are PSBA recommendations. And then added, >> what's that? >> What's the difference? Anything significant? Um, it's really to comply with act 65 which is posting it done the 24 hours. >> Oh, so it's just but it's not really different from what we're doing or what's different from what we're doing. >> It is in but it has to be in policy. >> Okay. >> Yeah. >> Oh, we just didn't have it in >> correct. Okay. I >> Oh, so it's basically >> because I thought I was reading it and I'm like it's not what we do now. >> It is what we're doing. We've been doing it any other day. >> Where are we at? So just for clarity, the very
044first line under agenda notifications on the second page of 006, the agenda together with all relevant reports shall be provided to each school solicitor at least three days before the meeting. >> I'm sorry, school director. What did I say? >> Oh, sorry. Um, >> we're spending too much time together lately, I guess. Um, so the um the part of that is we have a three-day notice ahead of time. We do that now. It's being done well in advance. You're receiving the board is receiving the agenda. You received it Tuesday for next Thursday. So just to clarify, it doesn't mean you receive another one on Monday. That three days is well in advance. So I just wanted to clarify that's what that means. Anything to add to that? That clarifies that. Okay. Anything else from 006?
045>> All right. You ready to move on to 217, Slade? >> Sure. >> All right. 217 is the graduation policy. Um, when we were reviewing this policy, we noticed that uh the the piece of the 26 credits was outdated and it's a year since they the that was changed to 25. So the first change is to just to make sure that that policy is um correct and aligned to our uh our actual graduation requirements. And so the second piece the second piece in green um right above that it says a fourth year of high school shall not be required for graduation if a student has completed all requirements for graduation and attends a post-secary institution at a as a full-time student. So this came up recently um and that's why when we were reviewing this
046and we noticed the 26 credits opposed to 25 we started to talk about this and I um we had this incident at the high school with a number of students. So if you don't mind Mr. Freeman can explain the how it came about. >> Yeah. So we have some students that they fell behind creditwise or virtual academy. Um and then with the nature of virtual academy multiple courses, finish one course on one of leaprogging and then getting to their eligible graduate. Um and we came to these students and it kind of happened at the end of the year um because they could make up these courses and you could work on a course 24 hours a day for seven days a week and finish it. Um and good for these students. They work very hard
047to kind of leave to do that, but they didn't really go through the same process that somebody else would go through before where we'd meet with them, sit down with them, pay your attention, intention, attention to go to college, and get, you know, get a letter saying go to college. So, meet all the board requirements. Um, but we're at the end of the year. Um, any students are ready to graduate. They have a number of credits. Um, but we couldn't really award them a diploma unless they're going to college. Uh, some of these students don't want to go to college. So if they don't fulfill that requirement, they basically have to sit a year and wait for a diploma even though they have a number of credits required um and they don't intend on going
048to school. So uh it's a bit of an issue. Uh but with the nature of virtual, it's kind of new for us where kids can kind of leap through creditwise if you can do 18 credits basically a year if you really work hard and go from you know being a junior being a senior with 25 credits. So um we're kind of seeing that as a a new situation with virtual. So just just to add to this, you could have a situation. So right now it says that a student can do that by board policy. If they're a full-time student in a post-secary institution, you might have a student who wants to enter into the military and is of legal age or the workforce. So it just allows some discretion by the administration. It could say
049administration and superintendent or you could not approve it at all. It's just a suggestion. >> So I know I always have an opinion. Um, but that kind of language exceptions will be made to the discretion of the administration. I support everything that you just said. But to leave it that open-ended seems like assessful for discrimination. Um, if somebody gets it, somebody doesn't get it. Just is there a way to be more direct with the guidelines in >> like if they meet all their requirements >> or even is there any component of parental permission if they're like are you talking about someone's not 18 or >> these the students are 18 these ones are one's actually 19. >> Okay. Um, you know, you could set it you could set an age on it. You had that.
050You could also add on mentioned military or fulltime letter. >> I I don't I trust you to create that language, but I don't I feel like this I'm not comfortable voting on this policy without specificity. >> Yeah. So, we're only would go that to the next reading would be the first reading. So, we can put our heads together and propose something again for for >> Does that make sense? I'm just saying >> that's just a loaded open-ended response and if somebody's kid doesn't get it versus another I don't know. >> So you we'll work on it and bring it back to the board for Thursday for the first reading. We I'll get it out to you after we have it completed before Thursday so you get a chance to read it. >> So maybe by
051the time the agenda's >> Yeah. >> live would it be? >> Perfect. Yeah. You could probably do it for next Tuesday. >> That was basically the only issue I had with that policy. Okay, >> that's all the policies I have. >> All right, you finished, Mr. Shrek? >> I'm finished now. Yes. >> Okay. >> I can't Sean. >> Um, moving on to next week's agenda. Um, uh, financial reports will be the well minutes. Does anybody have any questions about the secretary's minutes? >> Yes. That's why you got sucked into it this week. >> Um, secretaries or secretary the minutes. Anybody have any questions for that >> or anybody? >> I know. I'm just hold it. But um, >> I think this maybe this is a policy question. We only have the video on until the
052minutes are approved. Is that right? >> Do we So everybody good with that? >> We don't think they should be out there a little longer. >> That's what the policy, >> right? I know that's the policy. I'm just asking if >> what was the question again? >> Our our video is only up for that meeting until the minutes are approved >> for months. >> So next next week. >> So does it go up the day after? Is that roughly roughly >> sometimes there's some things you have to review and >> Yeah. >> Okay. >> So we try to get it up the day after when the minutes are approved next week. April's >> so I think it's always a month behind. Okay. April videos go down in May. >> Thank you. All right. All right.
053Moving on to financial reports, budgets and budget transfers and bills. Does anybody have any questions for Mr. Manning or anybody else regarding those reports? Okay. Uh, new business activities committee, Mr. Dietrich. Looks like new new business. There's trips and conferences, student activities accounts, bunch of couple different donations, club establishments. There's two six coaching appointments. There's a theater volunteer. >> Some additional donations. >> Mr. Dietrich, I will pull out um um the I'll make the one coach separate. >> Oh, yeah. >> So, for the JB girls basketball, >> yes, >> that's why we do that next week. >> Yeah. Well, I'm just saying I will I'll make sure it's separate for you. So, it's it's on my >> So, I I was just curious. Did they not find an eighth grade one yet? There's no eighth
054grade one. >> Or I didn't know if we already approved it. I can't remember. >> Wait for some >> additional clearances. >> Okay. >> And Beth, could you please pull out the last one, too? And >> Yep. >> So, you want them both like their each their own items, right? Gotcha. >> And item D is going to disappear off the report. It's a duplicate. Item D is in item I. >> That's wondering. Yeah. So, it's not two donations. It's >> okay. >> We originally were putting them on one at a time, but >> C and D are both separate or both accurate, right? >> D is going to come off. D is part of actually under eye, >> right? But C stays C. >> So then the donation on C is not also duplicated. >>
055C is not duplicated. So see there are multiple donations and I can never say the name of that club. So there was a donation received from >> um from an individual who used to >> foundations. >> Yeah, I think it used to work at work foundations. They did a fundraiser and they're gonna they did it in good faith to recommend to give the money to the vegan club >> which is different from the other donations that they're >> and I they both >> Anything else under activities? >> All right. Item number 13, new business education committee. Mrs. department and we have been busy. We have the graduate list which is terrific. Um, but we have a lot of things listed here that I was wondering if somebody could touch on some of them because just
056so everybody knows what they are because there's one or two that I don't want me just to go. >> Yes, absolutely. So the item well B obviously there's a whole bunch more curriculum outs and I do want to thank our teachers and Mr. Palmir and our administration for reviewing all those. There's a lot um we should be in a pretty good spot that we can have just about all those approved before the start of next school year. So it's been a long process. Um it's been a lot of professional development time. Our department leads I should say also played a significant role in that. So, uh, we appreciate all the hard work on those. Uh, the affiliation agreement with Commonwealth University. Um, I do have those here. So, there has there's some slight changes actually.
057C is to allow essentially student teachers to come into our building. Um, it's the agreement so that student teachers come in. We do host a lot of student teachers. Um and then D is a an articulation agreement addendum where the Commonwealth University has actually changed and reduced um the amount of credits from 15 credits to nine credits. Um this is there's a way for them if they're part of the ACE program to actually make up those credits, but they they had to change and we don't really have control over this is their recommendation, this is how they're changing it. So we can either agree and get the nine or or get none. Um the access is our medical billing and some of these stuff I might need. Go ahead. >> So E is our our
058agreement to participate in the access program. So we do um quarterly filings and we get reimbursements back. And then F is the medical services agreement extension with Gisinger. Um, all of the students that are part of access have to have their IEPs reviewed and signed off by a doctor. So that's the cost for the those IEP reviews. And then G is a student placement. Um, H is the kids work therapy service. So this kids work is in Sunberry. So essentially the occupational therapy and physical therapy and speech therapy for the 2627 school year. >> Um sure I I is our agreement with um Greater Susan Valley YMCA. Uh they do the payroll for the after school program also do CPR training um provide um access to their uh facilities. That's the agreement for the after
059school program. and then another >> I have a question student. >> Yep. >> So they they're effective May and we're really close to the end of the years. >> So does that pick up again next year or does that just end? >> It depends on the agreement. So some of those are conditional returns. Some of those are um mental health placements that could expire over the summer. Um so their services depending on what they need behavioral mental health whatever that might be. >> So it's re-evaluated then >> correct >> and the board does approve at the beginning of the school year. >> So that means there wasn't just chaos in the beginning of the year. Why did it carry over from >> there still might have been chaos? >> Thank you. >> Yep. >> All
060right. Does anybody have any questions on anything under education committee? >> All right. finance committee. Um, Mr. Booker. Um, but I'm thinking Brian may need to handle this anyway. So, >> so item A is what we talked about earlier, the proposed final operating budget. That'll be on next week. Once that's approved, it'll go for advertisement in the newspaper placed for public inspection. Anybody, it'll be on our website for public inspection, but anybody can send the public inspect as well. Um, item and stop me at any point on any of these. Item 14B, capital reserve transfer. So, we're recommending um authorizing through the close out of this fiscal year a capital reserve transfer not to exceed $3 million in excess of what was budgeted in the current school year. So, the reason for the request is
061we expect to have a surplus. We don't expect the surplus to be greater than $3 million. That's the $3 million U piece authorizing us to do a capital reserve transfer to put that money in the capital reserve as opposed to leaving it in the general fund. Um, if you want more information as far as what our fund balances are in the general fund. This is putting that investment to continue to invest in facilities and the upcoming needs in the long range plan. Questions or discussion on that item? If you if you want more information during the week or after tonight, shoot me an email, give me a call. Item 14C is the school district insurance package for 2627. Um the property liability, you'll see I note at the bottom the cyber policy is not included
062in this. We have to do a full cyber application um this year because we did have a cyber incident. Um so the cyber it the cyber policy is requiring us to do a complete um evaluation of our entire IT department and the trade could tell you it was a it's a very tedious application. So that is not part of this. When you look at the um the cost and the numbers on the bottom the percentage increases you'll see that I have a notation there. I did include the percentage increase so it didn't look like the percentage increase was so small when you pull out that cyber piece. I included the percentage increase to assume a flat level cyber cost. The cyber policy is about $13,55. So if there's an increase from that $13,55 that increase
063might be greater than 7.6% it might become 7.8% 8% 7.9% but to try to give you an apples to apples comparison of what the were over the previous years I included a flat level cyber policy does that make sense >> item 14D is workers compensation um and the renewal there is 123,983 which um last year's was16242 so you'll see we're um just getting back to about where we were when we made the switch uh four years ago and received about $40,000 of savings. With our uh growth in wages over those four years, we're kind of back to where we were in 2223 with the workers compensation policy cost, >> but this is still the same >> same uh since 2223. It's the same um benefit, >> but presumably it would be higher if it was
064if we would have >> you say we're back to where we were, but that would have gone up as well. Oh, it should we there's an expectation as our wages grow every year that the cost of workers compensation is going to grow. But we made a switch. >> I feel like this is an appropriate. >> Yeah. So, we made a switch four years ago. We saved $40,000 in that first year. Second year, we saved uh do the quick math about $14,000. >> Um and and wages have significantly grew. >> We've hired more people and we've also done significant wage adjustments. So, um it's a very uh fair number to where we were four years ago, >> right? The uh 2122, which is 162. Um when we dropped, was that just because we switched carriers or
065was there some kind of mod >> switching? We switched agents. >> Okay. >> So, we we mar we marketed the policy at that time through um what's called picks through key risk. um the current agent that had it at the time was not able. It's PhD is the only agent that can um market to key risk and they brought us $39,000 in change in that first year and about another $14,000 in savings in the second year. Um and that 162 if we go a year back from that was about 187 the year prior. >> So we saw significant uh reduction when we made that switch. >> All right. Thank you. All right, any other questions under finance committee? All right, next up is item number 15, personnel committee. Um, we have a resignation, some appointments,
066um, salary adjustment, um, and annual professional contracts. >> Are we all filled though? >> No, no, >> we're close. Um, and I just want to say to admin, teachers, people who have been involved in, we've done a lot of interviews, but we've selected some outstanding candidates because we've done it early. So, um, it's I mean, I I said it when I first got here, when we started interviewing early, uh, it's been really really helpful in in grabbing that those best candidates, and these are phenomenal candidates. Um, I think we still have a couple more positions that we'll continue to interview and advertise for. So, but we're getting close. It's better than waiting till the summer and doing them all. >> Yeah. >> Any questions? All right. Number 16, new policy or new business policy committee.
067Mr. Shre, I think we have three policies. They're going to make some changes. Uh, we should have the revisions before next Thursday for our first reading of those policies. >> All right. Item 17, new business property committee. Mr. Stson, it's all pretty much point of what you see on your printout. If there are any questions, I ask Mr. Win to explain everything to me. I guess it would be best if he explained here to anyone who has questions. >> Does anybody want me to go through any? I really want to point out A. >> Um, so A is an agreement for the sale of the former Beck Elementary School for the CSIU. Um, so we're very fortunate and it's a um a number that you guys all will be voting on and we're we're I
068know Doug's extremely happy to cut ties and not have to maintain another building. So it should help their staff as well. >> Oh, can I touch on one thing? I forgot to touch on this in insurance. Our insurance rate, depending on what if this is approved, this item here, a um if it's approved before June 30th, we would not bind insurance coverage for that next year. We'll see a reduction on our insurance cost. If we do bind coverage and closing doesn't happen till after July 1, we'll get a premium credit uh for taking that off the policy. I do want to touch on two others because two proposals or two bid awards came back much better than what we anticipated. So the Oakland Elementary secure vestibule came in at a we had it budgeted for
06980 to $85,000 and it came in around $57,000 or 55 sorry 55,000. Uh so that's a really good number for us. And then um the bid award for the paving project at Oakland Elementary came in. That was a budget of 385 to $400,000 and that came in at 230,000. So really good number. Um we're really happy about that. There is a conting contingency fund following that because there is a lot more site work. So, at Priestley, you had a 20% um contingenc contingency fund last year, but there's more site work with the the U retaining wall. So, we just want to be careful and till they get to the milling and see how much tonnage might be. There might be some tonnage that they didn't account for based off of the amount of um current
070paving that is there. >> And the contingency value was at the recommendation of Mike Thomas from that. So he had recommended 20% for the prele project even though this is a bigger project requesting a larger contingency. It doesn't mean we're spending $70,000 but it gives the ability to spend up to $70,000 if we uh come across site conditions um that it won't stop work. >> Lori, >> why did we reject number F? I mean >> yeah, good question. Um so item F is uh for it was for mailboxes to be in the hallway between the office the teacher mailboxes >> and they have to be fire rated and they came in at a much higher price than we ever could have anticipated >> and G um >> yes G is the to have Marada main
071look at the a solution for the middle school sighting. So I have pictures if you want to if you care to see the pictures of what's happened in middle school sighting. >> So Trey, do you want to just >> We don't know what's behind it. >> So >> did we already talk about this? >> Yeah, we talked about it, but I'll show you the >> This is Sorry, this is a whole bunch of property sickness going on. >> Did that ever get fixed? Trey, they might be at the beginning. >> No, I think we didn't we vote on that last meeting. >> Keep going. Keep going down. >> All right. Well, I do have photos, so >> I've seen them. >> Yeah. Maybe. Did you hit Is that the correct one? >> Okay. just so
072the siding is literally now falling off and falling off uh to the point where it's falling off at the entry. Um and not like in pieces, but it's almost like gypsum like falling down off of into the and splattered and um it's actually happening on both sides is the blue and the white. So the front and the back of the building. Uh, so I know Doug talked about this previously with he tried to go back and get it under warranty and it was not covered under warranty and the company who installed is no longer in business. >> Oh, no kidding. >> So I was just curious why it was an architect rather than contractors that actually did it or whatever. >> So they'll put the specs together for us to be able to then come
073back and say this is the solution to fix it. We don't have we don't have the ability internally. We're presently surprised that it was only $2,500. Um, but they'll put the specs together, help us uh walk through the bid process because it will be the fix will be greater than 2500. >> So, I don't know if you can see this over here, but I'll just So, like that's one example of how it's basically just coming off >> is that that's on the gym side. That was really bad. >> The front entrance and the rear entrance. So, you'll see >> and and we did we did have a contractor come in and look at they gave us a price just to fix the white trim portion and I think that was 23,000 just to do the
074white trim. >> Yeah. And there's a possibility of problems behind. >> So, we don't know whether it's the materials or whether it was something wrong when they put it up. >> We know the materials materials. >> So, the company when I tried getting the warrant installation issue. >> Seems to think it's material issue. >> Ah, yeah. Well, that's what they would say. >> It's like that Spider-Man. >> Okay. And I was just So, do you do we have a thought? Anybody give us an idea how much >> they they will they usually give us like a an approximate amount of what they think it could be? what they'll this will authorize them to examine it more and to be on site and take a look at what could potentially be wrong that there could be
075potentially something behind it >> and then they'll put just like they did you know any of these projects and put a scope of work together. So, can they have the uh not the intelligence, but can they say that it was not um putting it up, but it is the materials and we can go back after the company or is that not within their scope, >> the company that manufactured the materials? We can ask >> they came out and did their own inspection. >> Uh they just just totally Yeah. So, we were really happy with the $2,500 number for an architect to come out and do specs for us. So, >> is that coming up? Is that happening soon? >> As soon as you guys approve it, we'll have him come and take a look at
076it. >> And I just have a question. What is the gas commodity purchasing? >> Yeah. So, I'll give you the Brian is will probably give you a longer version. I'll give you the shorter version. >> See if you like George Jeremy's short version or if you want to hear my longer version. So, >> so if you have PPNL and you have it, I'm assuming we all probably use PPNL and you want to um get a better rate than what PPNL is. You probably get mailings all the time. I get them all the time for a better rate for your PP&L electric. It's essentially the same thing for the gas. So, it is working with a company to get us the best rate possible for the for the gas. >> But I thought you did that
077like five years at a time. >> We did that four years ago. 23 >> March March of 2027. >> Go fast. >> March of so four years ago when we did this, we did not shop gas. District has always shopped electricity. Um we shopped the gas four years ago. We saved we saved in that cycle. March of 27 the contract comes up. I have a whole presentation here of what the wholesale prices look like in year 26, 27, 28. So going out to market now, looking at an indicative pricing to determine should we go out now, if we don't get good pricing back in that, they can run what's called a reverse auction. So generally you go to an auction, they're bidding up, they run a reverse auction. We do enough business um through our
078utility for UGI, I think we use 237,000 thems. So that's what we pay is in thems. >> Right now we pay 68.9 cents per therms. We expect to be paying more than that. The reverse auction they will actually bid those themsu if we don't like what the results are. Our consultant on the gas expects we will be paying more than 68.9 cents when we do the renewal, but it's trying to beat the wholesale prices on on the gas market. >> And you have do you have a certain time period before you have to have that nailed down? >> So, um, their their recommendation was we do it already. And I said, "Well, we're not doing a reverse auction till we go to the board and get approval because we're eight months out, nine months out
079from a contract. So, I'm not going to come back and say, "Here's here's the contractor. We did a reverse auction and we didn't have a conversation of being able to do this." So, we would report back to the board. We did the reverse auction. Here's the results. This is authorizing us to if it's favorable to lock that in. And the gas consultant, I'm not an expert in the gas market. I understand the electricity market a little bit more, but our consultant will say for what the market conditions are, take this deal or we'll go back out again and look at it. >> Okay. >> What's that? >> Always. >> All right. Any other questions on property committee? All right. Item number 18, um, public communications legislation grant committee, which would be Mr. Booker, but this
080is regarding a grant. So, I'm assuming either Jeremy or Brian can answer this. >> So, um, the the thanks to this goes to Tiffany Kitus, who runs our afterchool program. Um, she single-handedly wrote this grant herself. >> Wow. Um, this will bring after school programming back to the middle school, which we haven't had >> for a couple years now, probably three. >> So, when we lost when cohort 11 ended, the programming ended at the middle school. We talked about continuing and we've been funding K2 programming oursel. Um, this is also a solution to K to2 summer programming, which we talked about a couple months ago and the district committed to funding and we went to Dean Steam and asked them for the funding. So, this will give middle school during the school year. We're not
081going to run a summer middle school after school program. Um, so it'll pay for K to2 summer this summer and then it'll do, I believe it's 30 weeks of middle school after school programming. We don't know exactly what that will look like yet. I think there's discussions with middle school admin and tiff on it's a little bit more difficult at that age group to get kids engaged to wanting to stay after school, but I think they're >> I don't want to leave anything out too early, but I think they're looking at e- gaming and some other things that is exciting for middle school students to >> uh so this is a this is a big um success for our kids. >> We got really nice press on it too. the newspaper and the radio both
082covered it and then the W >> WP ended up canceling. Tip was very nervous about going on camera with it. >> I didn't see it. She was happy with the cancellation but >> they might they might come back in. We tried to get them to come actually to our after school talent show. Um but it didn't work out. They were going to come that morning and had to cancel. So they haven't reschedled yet. >> So the K to2 program is not covered is covered. >> So K to2 summer is covered. um we will need the district to continue to fund K to2 school year program um if we're going to have K2 uh school year which I think our previous discussion was that that was wanted. So we will come back at some point. Initially
083we had on this until we received the boost grant for the district to cover the K to2 summer programming. We will at some point put on the agenda here's what our expected cost to for K to2 K to2 school year programming is because cohort 13 will not be uh out for next school year. >> Do you feed them? >> We will feed that. >> Um we we feed them. Um when you say do they >> because all the extra money that we have in the cafeteria I know we're only allowed to spend that on certain things they spend it on food for the after school program. >> So we provided that we provided dinner in the after school program and that actually generates more money for the food service department. So everybody >> every student
084in the after school program is offered a free breakfast, a free lunch and a free dinner. Okay. >> And the middle school have a free dinner for >> What about summer? Do they eat and >> summer? They eat as well. They get breakfast at lunch in the summer. >> All right. Any other questions on the grant? >> But kudos to Tiffan. >> Absolutely wonderful. >> I was going to have her come tonight, but the agenda was kind. >> All right. Item number 20, new business technology website committee. Mrs. Bro, Miss Brochious. Um I will turn this over to you regarding winds slow technology. >> There should be a couple first half this district replacing about this would be the end of their fourth year in cycle. So this would be replacing them. I know that
085a shortcoming that many teachers have communicated with us. So this more effective teaching device out. >> Can I ask a question on this? >> Trey, can you come up to the podium just so everybody? >> So um when the groups came up, we had um the cyber people um unhappy that they wanted computers and not um Chromebooks. How did they make out on that? So, ATRA will be taking care of the cyber program. I think it's part of their budget. I think they budgeted for a couple actual laptops at high school. >> Yeah. >> For the for the um cyber program. >> So, they and they got them for >> staff. They will get them. >> Yeah. >> And since you're uh standing there and you know everything that I don't um Apple came just
086came out with something like a Chromebook that's supposed to be a lot cheaper. Have you >> They're I think they're around 650 a unit. >> And what do the Chromebooks cost? >> The ones we just procured, I think they're around 550 per unit. >> So they're close. >> Terrible, but there's a lot of logistics. >> So the student the student ones we had on the last meeting. This is for the staff. Um, but there is sometimes a problem with with with what we currently have kind of connecting with either Apple and or >> Yeah, it's a management u problem. Apple devices are not nearly as friendly at our scale compared to the scale of the the department. Um, so if it's 3,000 Chromebooks districtwide, manage managing that is a little bit more effective or a
087lot more effective from a Chrome perspective. They're cloud-based devices. So if a student logs in on one, they do all their school work for a year or two years and then something happens to it, we give them a brand new Chromebook or like a loaner device, they lo they log into it and all their data is already there. or on an Apple computer that it is either locally housed or we have to look at additional softwares to have like a cloud-based. >> Is that the biggest difference between the two? >> Yeah. And cost of repair is >> probably substantially different. >> I was just curious. >> Yep. >> Thanks. Keep going. >> No. So, so B and you can say Trey or you can touch on these two if you want. B is the the
088imagined learning the licenses for imagine learning and so that is for grades six through eight and then proposal C is for 125 licenses for K to 5 and 9 through 12. So when Rachel was here she she talked about those. If you have specific questions, you can ask me today, but I probably can't answer all of them because Rachel has been the one who kind of secured these quotes. And um she did talk to us about it, but it's the same thing as portraying with you talking to me about the cyber programs. I wouldn't be well verssed in answer questions right now. >> And then the the last one we're really excited about and hopefully you are too is housing. So remind is going away. Remind has been bought. So we will need to change
089that board policy. Uh we are recommending that there there's a couple companies we looked at. You want to talk about those Troy? >> Sure. >> So we met with a couple different website vendors originally and that project transformed into like a full communications. Uh it seems to be the trend like at least in our area of housing all in one place. So you're presenting one district brand cohesively so that's through the website uh communications like broadcast if there's like busing changes or delays and then also including two-way communication between like teachers and students or teachers and parents uh coaches and students coaches and parents uh it allows us to put it in a single location and makes I think a more consistent experience for everybody trles shooting. >> Everything will be under one district. It'll
090look like a Shikami school district app >> for next school year. So we we will be >> what's that? >> So remind is going away no matter what. So we we have to replace. We believe it's best. >> What's that? >> Oh no, that doesn't touch this. That's sapphire. So this is this is website communications. um any announcements that I need to make, snow delays, whatever that might be, all will be under one one communication device. Uh the if you've been to our website, which I'm assuming all of you have, um it is this will give a much cleaner look and we can pick from any any design that we want. Um we're we're really excited to have it all under one place. And again, we've looked at a couple different we've looked at what
091other districts locally are doing. It's kind of split locally. Uh but we feel like I think ultimately we came down to price and we came down to tech support. We felt it was going to be best under final site. >> But this has nothing to do with four drops going. >> Correct. I'm going to talk about that later. >> Oh, I'm sorry. >> Talk about that later. >> So much change. >> So any other questions, Julie? Anything else to add? >> No. When I viewed it with you and the train, I was very impressed. final. Any other questions under technology or website? >> All right, moving on. Um information. Um Mr. W, do you have anything? >> Uh this is Sorry, I want to >> Oh, I'm sorry. I'm sorry. I'm going back to the
092other >> I'm back to the other agenda. My fault. >> Yes, I do. >> Um I have Keystone agenda. So, Keystone Agenda, we uh was a good segue there. Uh we are um re going to recommend board docs kind of go away here and go with Keystone Agenda. And there's a couple reasons why. Uh Keystone Agenda is one, it is going to be cheaper than diligent. It is also PSBA supported. and all of our current access to our current policies. We will still have access to those where diligent it will be much more complicated to get to get those. >> And coincidentally, this change came at the same time that the last two weeks. You'll see that I have student placement on here twice. I didn't want that to happen. There was something else I
093had on twice. It was there one minute and then it would be gone. the site would be down. I would fix a policy, it would be gone. So, um, it just so happens that it's happening probably at the worst time for dogs, but there's someone training. >> Yes. >> Nope. You come here and figure out. >> Yes. And it will um be effective July one. >> We have training. >> Yes. We'll get trained on how to >> Can we do like a half hour early for the July meeting or something? >> A half hour. >> Figure it out. >> It only takes you a half hour. >> Yeah, we could probably we won't commit to this completely, but we should be able to show you in June. >> If we do it at the board
094meeting, not at the board, >> we'll get you training. >> So, we're gonna have to just wing it on. We will have paper print outs for um July >> as you learn. >> Anything else, Mr. >> Um I mean I can just go right to mine if you want if you go. >> Okay. Yeah, that's fine. >> So the only thing I have I have two things is um House Bill 41. You might have heard about House Bill 41 is the PAAA. Um the it passed the House, the PA House of the separation between public schools and private schools. There's no guarantee it's going to go through. Now it's on to the Senate. Uh I signed the an original one on behalf of the board. It it wasn't anything. It was just like to support
095it, but now it's official. I need to ask if you guys want me to seek that as a as a Chico school district. So, >> I say, yeah, >> my recommendation if you've ever had kids who play sports, uh it is um not not equal not an equal playing ground right now. So, again, I don't know if it's going to get through. U you know, the the long and short of it is if you live in Philadelphia, you can basically pick anybody from Philadelphia, any kid to play on any of those Catholic or charter schools. We are um confined by these boundaries. So, um, you know, even though their school might be the same size, they're selecting from thousands and thousands of more kids and they can actually recruit those kids to go to those,
096um, places. So, um, so my recommendation is, you know, we support it as a district, but that's just my recommendation. >> So, any kids from out of state? >> Oh, yeah. There are some from Delaware wrestling states next year if they do this. >> Oh, really? >> No, I'm joking. That's how many are they just dominated. >> Yeah. >> So hearing nobody opposed. I'll go ahead and put the hours of being >> does have a little bit of legs though. >> Might might. Only other thing I had was wrestling mats. I appreciate everybody at the high school, the custodians maintenance, um the admin and the kids who are uh who tore out the wrestling mats. Those are going to be installed actually ear earlier than we thought. So, we thank Resolite for kind of putting
097us to the front of that. Um, and I know you brought up garment about the old wrestling mats. So, we need them if if you have somebody who you know, >> they're not usable as wrestling mats, like for a wrestling team. But >> here's the thing. I I approached the different people and they all pushed back on one thing. And so I thought, uh, they all feel that the wrestling club should be using it as a fundraiser to sell the as a thing. And so I kind of backed off because, well, if everybody in the community thinks that, then maybe I should just sell pieces of >> Yeah. just put it out there, you know, and it might, you know, like two foot by three foot or four by five. >> Especially >> that's a
098rough mat. It's uh >> Yeah, it's it's maybe maybe the actual match ones would like these are 25 years old and bubble >> special soap to deal with after being on that. You know what I mean? Like >> Well, I don't >> I appreciate that from the community, but I think we're more under the impression of if if an animal shelter wants those, somebody else wants those. >> I will continue then, too, because I didn't want to push where I wasn't. They are they're already cut up and they're already removed. So >> what how big are the pieces do we know? >> They're about a quarter of a mat. So I'd say maybe like four or five feet per section maybe. >> Four or five feet by that's it. >> Pretty long. >> 30ome. >>
099Five. How many? >> 40ome. >> So right now, you know, we we would like to get rid of them as soon as possible. So whenever >> I will continue I'll get back to them and say that that they don't want to do that. So okay. >> All right. >> Neg. >> All right. So you know board members and >> all right board members. Does anybody any board member have anything? >> I like to look at doing a code of conduct if people are willing. >> Is that something that you put a discussion? Oh, it's not something you put in policy. It's just >> It could be. >> Well, I was going to just suggest that >> do we have the best thing I can recall was the >> probably I'm dating myself like a dinosaur,
100but stand tall like when you just sign like the commitment. So, >> well, we have >> it would be up to us to hold each other accountable. But >> so Beth did say PSBA does have one. >> They did and we have shared it before. >> Yeah, I think we've looked at doing this several times. Can you share it again? >> Yeah. Or we could pro like add or subtract from it. But just a base. >> Yeah. >> I mean, if people are interested. If you're not, you're not. I just >> um Chris said he would support it. >> Do you want me to share it out and then you guys can >> Yes. >> Yeah. >> Go for it. >> Get it. She can send it off. >> Well, I think we probably won't
101want just a boiler plate. >> Yeah, that's what I mean. But I'll share out what PSBA has. I'll do that tomorrow and then you guys can adjust the work. >> Has to be. There's probably something. Correct. >> That's what I'm suggesting. You would decide how we do it, but I would I would personally suggest we >> and no one's going to make you sign it, but sign it as a board. And that's our commitment to the community that we're going to uphold these standards. You don't want to sign it, you don't want to sign it, but just to at least have some >> we sign something. >> I think we actually Well, we'll have Matt look it over. Well, right. It wouldn't be >> Well, if it's coming from PSDA, it should be legally sound.
102>> Well, I'm sure. >> Yes, but we can adjust it to our own district and add or subtract. >> Then he comes into >> Yes. >> I don't know. >> All right. Everybody wants to take a look at it, see what it says? Everybody's good with that? >> Yeah. >> Okay. >> Are you gonna send that out? Anybody else from the board have anything? >> I'm good with that. >> Okay. Thank you. Just say um if you could update Nory Bank. >> Oh, Central Pen. >> North umberland. >> Yeah, Central Pen right now. >> Yeah, >> it's under two different places. >> For our for our contracts for next year. Is that what you mean, Julie? The contracts for next year. >> The contracts is one and then like where you have like plug it
103and whatnot. I think it's number four. >> Thank you. Last but not least, our >> our favorite administrators. >> Can I just say something? >> No. >> You guys already passed it. >> All right. We can take we can we can we can take a look at that. >> It was additional like it it goes a little deeper than that. We do have one, but we'll pick >> we talked about doing and it even in like the one that we had talked about years ago involved just protocol for how you're, you know, entering buildings and all that kind, you know, so it was govern. >> All right. All right. Let's uh let's move on to the administrators here. Darcy, >> so at Chief, we are very very close to being completely done with testing. you
104know, a hit or two that we need to wrap up. So, that will be terrific when that's over. Um, we're wrapping up our teacher appreciation week this week, which has been great. Our PTA, thank you to everybody that has donated things for our teachers. It has been wonderful. They've really enjoyed it. Um, that really kind of changes the culture of the building throughout that week, too, which is great. We have a ton of field trips coming up. We're in the nitty-gritty of all the craziness of end of year stuff, wrapping up all of our PDIs stuff for the year and closing our store out. Um, and then Miss Regan and I have started really starting to have conversations for next year and some of the things that we want to put in place and getting
105excited about those things. So, lots of good stuff. Just managing through the crazy at this time. >> Probably be easier to just report the last normal day we had at Priestley was May 4th. There's been something special going on every day. We're looking forward to going to Chief next week. Our second graders are going to go over for a visit and see their their new digs over there. Um, and if you want to see something unique, on the 14th and the 15th next week, we have what's called the author uh parties done by kindergarten. You get to see kids that when they came to our doors in August, they couldn't write a letter, much less their name, and they're reading their own story. That's how far they've come. >> Is that during the school day?
106>> Yeah. Yeah. >> Okay. This week, uh, yesterday we had our musical for kindergarten and first grade over the high school. Went really, really well. I don't know how Mrs. Schaefer can do it. 120 kindergarteners, 120 first graders all organized that present and insane. So, they did an awesome job. So, kudos to her. Um, on Tuesday, we had our career day. We had we were supposed to have 19. A couple people backed out last second. Um, but I think we ended up with 17 people coming from the community. um to do that. So, Miss Spade, our school counselor, takes a lot of time to prepare for that and it's really wellrun. So, um our kids loved it. We had a lot of fun learning about all these different careers. So, um that was awesome. Again,
107we're we're excited to go over to Chief with our second graders on Wednesday of next week. A lot of things coming up on Fairfield Field Day and it's getting kind of crazy here at the end. So, looking forward to all the fun. >> Thank you. Uh this whole week we celebrated our teachers. So it has been a great week with just thanking them and for everything that they have done. The EPSA did something each day which was absolutely outstanding and I think our teachers truly appreciated that. Um as far as a month from last month we had field trips, band concerts, state testing. Our counselors did a great job with state testing. It ran very smooth despite the first day craziness. Um the high school came over for the pathways which was also awesome. I
108noticed something brought up in a board meeting about getting them over there. That was great. Um, and this past week we just had NJHS uh ceremony yesterday. Um, we had 52 students that were inducted which is pretty awesome and Mr. Sig and Miss Whitmer did a great job with that. Um, this week um, our art show is today and this world concert is today as well. Um, I know there was a lot of hard work and effort with Miss Wells and Miss Huggin with that. Um, we also had uh a sixth grader from the home room come down for a yak committee with Chef Mark and Mary Sue. So that was really cool. Kids were super excited about that. It's a test food for next year. Um, and coming up we just have our Keystone
109exams, the eighth grade formal. PTSA is doing a book fair and no trips talent show award ceremony and then we finish with the grace bash. So pretty packed for the middle school as well. Thank you. >> Uh huge list. I apologize. It's only half of what we're doing at the high school because it's really really busy. Dave and I do like to coordinate with our shirt shirts, but uh you know we're already green for a reason. Today is mental health awareness day at the high school. So a lot of kids were green today. A lot of activities went on led by our veum club. So it was just a good day to bring awareness mental health. You're wearing green also. That's awesome. Thank you. Uh keystones uh going on this week. We run a two-hour
110uh schedule next week. uh live in algebra one are Monday and Tuesday. Bio is Wednesday and Thursday. You have Keystone test, you come in at 7:25. If you don't, come in at 9:25. Uh buses run normal. So, kids that need transportation will just be in the cafeteria waiting till 9:25. AP testing very very busy this year. A lot of kids took their AP tests this week, but they next week as well. We wish them the best and then we're working really hard on their their testing. Uh something really fun at the high schools, our fun fair back a couple years ago. will be May May 15th be from 1 to 2:40. We'll shut Wallen Street down with a lot of cool activities. Kids have a blast. It's a great time. Um senior walkback and senior
111breakfast is May 18th. So we're excited for that. I really appreciate all the elementary uh schools as well as middle school for inviting us down. Uh just a great time. Teachers get to see their students that they had 11 years ago, six years ago, five years ago. Uh just a great great event and kids love it and uh I'm sure bustle kids coming back to do that on May 18th. Graduation practice uh is uh May 26th at 1 p.m. for seniors, senior awards. Everybody's invited to that. Board members, if you want to come out, it is May 26 at 8 a.m. in high school auditorium. Uh I sent out an invitation. I believe everybody received it. Thank you for your applause. Uh graduation is 29th at 7 p.m. at our high school stadium. So we're
112very very excited for that. Um in student news, Patrick Sprangle was a state champ in uh the budgeting competition. He'll be recognized at Susan University. So congratulations congratulations to him of all the students at Pist Pennsylvania. Uh he won that. So that was fantastic. I was very excited for him. >> Thank you. U couple co-curricular things. Uh over the last week, uh students have had very successful band chorus concerts and uh our art show ran all week in the library and was open to the public this week and uh saw all all those events saw a pretty good crowd. Uh underassman and some seniors are uh excited about finals. Maybe not so much to take the test, but because they know that's a signal that they're done. Uh so they are actively looking forward to
113that. Uh as with the other buildings, we appreciated our teachers all week as well and our our PBIS group uh did some special things for the faculty. Uh student athletes are looking forward to uh districts which are going to start over the next two weeks and some sunte items and and career and tech items. Uh we had sunte preview day this week. We have 97 students currently enrolled for Sun Tech. Uh of of the body of seats that are allocated to us right now, that means we only have 16 openings through the whole district. Uh for through the whole school as far as Shiklemmy spots go. Um and of those 97, 19 are on weight list for other programs. So, you know, maybe they're enrolled in HVAC, but their main program is electricity, and they
114didn't make that cut. Uh, so some of those numbers may change. Um, but, you know, we're confident we're we're going in with a pretty good group uh for the fall. And finally, uh, of of our 339 programs, only uh Mrs. Leaguers um co-op students have done the NOCI this year because they have they have a one-year program. Uh NOCI, you know, Keystone test looks for proficient or advanced. A knock looks for competent or better. So competent is proficient or advanced. So we're 82% competent or better. Uh we're dealing with with 28 kids tested. Uh and as of that data point, there were still two kids that had to take the test. So those numbers potentially go up a little bit. So, uh, good job, Mrs. Fleger and the co-op students. >> Thank you. >> Anything
115else from the administrators? Thank you for your updates. Um, anybody Oh, >> wants to address something. >> If any of you for next Friday night, we have our third annual River Valley Rumble where the girls softball takes on Seals Grove. We host it over here at the John Longfield. It's a 6:30 start and it's really an event that we use to try to celebrate women's sports. Mr. Brown helps out with that. Uh we have fireworks during the national anthem. We have food trucks. Uh the place does get very crowded and SECD8 will be televising the game live. It's the first time they've done that for that sport here at the stadium. So we encourage people to come out. I'll put my Judas hat on and put on my Braves attire and say hi to all
116the people from Cal that I know. >> Also, I didn't know if you were going to say chicken barbecue for the race foundation here at lunchtime. You pre-order, but you could just come and get it that day as well. So, >> you can sell out. >> Well, we hope we sell out. >> Yeah. >> All right. Yeah, I hope we sell out, too. We I know Steph Brown, myself, and Lena and Kip have been out hitting up businesses to try to get them to pre-order for lunch. So, we can we can sell out. All right. Anything else? Any other announcements? >> The only announcement I have is uh CSLU has an art show uh which their art show is a little unique. They take several couples artists from each school district. There's 17 schools and
117you can submit we submitted two pieces this year. >> Uh they pay the students $300 for their piece and they and they put it on display there. There's arts all over the walls up there. There's uh this year we have an piece of art which is awesome. uh picture that was drawn by the Midtown Beastro and the girl made the bracelet which was phenomenal. Uh so that that's a pretty cool event that's coming up at CSIU 17. >> Can one ask a question kind of in reference to that we also had an art off. How does anybody have any feedback how that went? What did they learn? I don't remember what the total number was. >> I know it was more than thousand. I think it was close. I don't want to speak to the
118what the exact number was because I don't remember. But it was awesome. >> Huh? >> Yeah. I don't remember. >> Um, but it was incredible. For those that didn't see it, some of the >> Yeah, one. >> All right. Anybody else? All right. If not, this meeting is adjourned. >> No executive. >> Thanks guys.
