right now. >> Um, good evening everyone. I'd like to call the April 7th meeting of the Ashland Board of Health to order. Um, the first thing on our agenda is citizen participation. Do I have anybody for citizen participation? Laura, can we confirm that no one in the waiting room or anything? >> No one's in the waiting room. Thank you. >> Okay. All right. Um so the next thing on our agenda is the annual annual inspector um nominations for Donna Walsh and Justine Grassi. Raj, can you take us through that chief? Yes. So we we just have to take the vote. You know this is annual requirement from uh from the state you know that every year we nominate our animal inspectors you know if if the board just can take the vote and they have
done the required paperwork and we have already submitted it to the state. Thank you. Okay. So, I I'll make a motion um for Donna Walsh and Justine Graci to be approved as our animal inspectors. >> Second. >> Any discussion from anybody from the board? >> Okay. All in favor? >> It's unanimous. All right. Um next thing on the agenda is um Dave Kinsman for decisions at every turn update. Yes. So at the last meeting which was on March 18th um uh the main topic of discussion was uh let's see so um so basically there was a um there was a lunch engagement uh activity which was basically uh they invited students to participate in a survey on nicotine use during lunch period. Um and that's the survey centered around basically three questions. Why a particular
student would stay nicotine free, why um they thought nicotine use was common, and uh would ask the student if they would use it. Um they got 180 responses um which they thought was uh made for a pretty successful survey. And so then the step that's going on right now is that there's a youth prevention council at the high school that is um engaging with the survey. They're going to enter data from the survey into an Excel spreadsheet. Um and there's some more work to do around that. Um and then the next step was going to be that they were going to present um the results to the town. Now, I haven't circled back with Berlin yet about this, but uh what she had said during the meeting was that they would do this at town
meeting, and that's really not something that they can do because town meeting is just for town warrants. So, um so before I reached out to her, I wanted to sort of offer her some options that she felt met with the goals of this particular activity in the survey and and the activities of the Youth Prevention Council. And so the the two options that seem the most obvious are to have the students present the results to us at a board of health meeting. Um and then there's also um having them present to the select board. Um certainly having them present to us seems like, you know, um a worthwhile thing, but I wanted to make sure that uh I wanted to bring it up with the board first before I went ahead and offered it. out.
>> You know, I actually think that'd be a good idea because it's not too often we have, you know, extra people speaking on health issues and good opportunity for them to get out and, you know, be seen also. >> Right. So, um, one thing that I it it probably is clear, but just in case it's not, um, this is related to the nicotine free generation, um, you know, uh, uh, I guess I should say initiative. Um, so just with that in mind, >> Dave, did was there any discussion about the the board's deliberations on nicotine regeneration? >> No, there wasn't any discussion. Um, and you know, I was I was sort of torn between following up with Berlin before I discussed it with the rest of the board and then um uh or or whether
or not to um you know, yeah. So um so so I I don't know exactly how strongly this relates and if there's any you know um if there's if the idea is to just generate some discussion and provide some input from the students or if there's you know um more of an agenda behind it. I guess I couldn't say. Um, >> okay. >> But, uh, but I guess with that in mind, then I I it sounds like, uh, it's probably, uh, I'll I'll get back in touch with Berlin and see where things are and see if we can work out a, you know, a timeline um, a date that will work, uh, well, when the students have completed, you know, all of the, um, the rest of the work on on the survey results and
are ready to present it in front of us. and uh then I'll I'll get back in touch with uh with Ed and Raj and we'll we'll organize a date. >> Sounds good. Perfect. Thanks, Dave. Anybody have any questions for Dave? >> No. Okay. All right. Um next thing on our agenda is uh Raj's report. >> Thank you, Chief. Uh so, first is the commencement of our 2026 uh mosquito program. Right. So I'm aware that they have already started uh treating the larvae uh in in our area you know so that uh this is closer to Hkington border and and that area that they have already started work uh so that's with that work workforce survey I know this is a survey from the state you know looking into our staffing you know resources and all
that stuff I know a couple of the board members have already confirmed that they have completed this survey. Uh all our staff have completed please complete the survey uh from your end too you know please uh because the deadline is April 10th so we have few more days it just I guess it takes five to 10 minutes just to very simple questions I know maybe for the board even it might be shorter it's just about uh you know resources and all that stuff right good stuff uh this is all done under the SAP HA2 2.0 0 SAP H 2.0 uh uh that's the uh standards that that they made it law uh last year you know uh same with the performance standard that Laura and myself are completing that's a bigger survey that we are
doing it from the department level right we put already completed half of it and then uh we'll complete the rest also uh and that the deadline for that is the 30th uh for this month with our food establishment uh New York pizza is operational Now we we have granted them a permit. Uh that's this the p old pizza go 67. Uh that's the old Murphy's is still under renovations. Uh 135 discount store. Uh the gentleman the owner was in the department last week. They do have the water issue again. You know that last year we dealt with it. Right. Tom was out uh for a for an inspection uh I guess uh at the weekend kind of confirmed that and I guess our plumbing inspector Mr. Charles, right? He's working with them to resolve the
issue again, you know. So, uh I'll keep the board posted on that. Uh Sunnyside Cafe on the 20th of March, we did had a reinspection there that they have failed. So, Tom have issued them a $240 fine based on the violations that was not corrected. And the last item is uh the Pawn Street Plaza. There are four establishments. Uh um this is again a continuing thing. You know uh we have dealt this with last year as well. They have lot of trash uh along the property. So Tom uh have issued citations of $80 each to four establishment there. Uh one was a convenience store easy convenience uh mama's bakery. Uh and then there is a uh I guess it's a laundry place you know dry cleaning place and then uh uh a restaurant uh in
the corner there. So all four have $80 citations. Now when Tom issue these citations he do call me every time you know to make sure that we are on the same page you know uh that if that's the way to proceed you. So uh that's we are there we did had our second uh MRC stop the bleed training went very well uh that was on 18th March uh and we did had our uh MRC advisory meeting this morning uh that we are planning to host more of these trainings in the future you know given we are trying to enroll more and more members and uh there are some tiered training that we are requiring them to have. So this is in uh this is all these trainings we are doing for that. I did attend
a mass dam seminar last month where we discussed you know uh in relation to Ashland right the PAS around our landfill that you know from past year and a half that we've been working uh about testing well water you know around around our uh around our landfill. So that was that we did had a another meeting around marathon uh on April 1st at PD you know the team from from the marathon was here u and again I I won't be here for the marathon day I know Barbara have confirmed uh nurse an will be taking on my position you know for the for the marathon uh so please if any board member is available I'll appreciate we have asked Red Red Cross volunteers also that they have confirmed they're going to be here. So if
anybody else can be at the shelters, you know, I'll appreciate it. Please please let me know. The community baby shower. So uh with with with our shared services, we did get a $30,000 grant for maternal health. Uh they did two successful community baby showers. Uh first in Hudson, the second in Framingham. uh where we provide a lot of resources to you know uh pregnant uh mothers or who are going to deliver babies right uh where they distribute stuff for them a lot of resources you know a lot of information that we are trying to host the third one uh as for now we are planning it for the evening of June 30th as uh I'll keep the board posted as we have more information on that >> where is that Ra Uh Dr. Ju we
are trying to keep it at the town hall. So there are two locations that we are considering right now right uh select good room we have already booked for this event right and we might do it uh at the corner spot as well depending on the weather you know so we we this is just uh still initial uh planning phase right um I have to check if uh the corner spot is available that evening for us you know but we definitely have uh the town hall available Right. We have select book select good room for that. >> Thanks. >> Yep. >> With the housing cases, uh we have quite few quite a few going on. Two series drive. Uh we had a complaint here about the leaking ceiling. Uh that uh the owner or the
management have confirmed that it it has been rectified and I have reached out to the occupant for a reinspection that I have not gotten any response yet. Um with the join drive property 20 join drive number 22 uh weekly pest control is going on we'll be out for a inspection for the other violations tomorrow me and uh nurse and will planning to go there uh I have forwarded all the pest control reports for for this unit as well as the adjoining units to the board this morning or this afternoon still have some activity in this particular unit uh that that was uh affected but uh hopefully get that resolved. 321 Leeland Farm Road. Uh this is an ongoing housing case that we have. Uh the owner have confirmed uh that u all of the violations
except one are corrected. Uh and uh we have scheduled a inspection on this property on Thursday at 11:00. 21 Main Street 204. Uh that's the unit uh that have the washerd dryer uh issue and I have nothing from the management on that you know so we're still hanging out there uh with the rodent complaints uh we had one road complaint at the at the broke uh chaps place that that the bus company have taken care I' have confirmed uh been out there two three times uh or even more to check any rodent activity they they have placed uh the the traps for uh the rodent boxes. Just just out of caution, I have asked the Texas meat market also, you know, to get pest control for the exterior given u if if if the pest
control works uh at at the bus company area, you'll they will definitely go to the meat market. So, they are they also have gotten pest control now. you know they have sent me confirmation that they also have the boxes to control the rodents there. Uh with the disease investigations we have quite uh few going on you know we picked up uh two cases of Jaria uh Jaria that um uh one of the kid that go to our our school and one younger sibling that go to a daycare in in Framingham. uh did uh we did speak to the Framingham Health Department. The daycare had four or five kids that have GI symptoms but nothing confirmed you know so we don't know uh if they if the kid got it from there from the daycare or
uh the family cat was also u positive for GS. So we we don't know you know either it came from the from the cat or it came from the daycare in Firmingham but uh hopefully that got resolved. We're still working on that. We did uh pick up a case that's a travel case you know for chicken gona we had a IGM positive for that uh the patient have traveled to Bolivia uh uh before before the symptoms started you know so that's another active case and I guess we still have two active TV cases uh that we are working with the community outreach uh and our public health nurse doing stuff. You know, we do a monthly seminar presentation at the community center on different topics. We have uh conducted two uh vaccine clinics at the
Ashland Hindu Temple from the from the last infectious disease there. Uh and I guess that's all and I'm open for any questions for the board now. >> Anybody have any questions for Raj? >> No. All right. Thank you, Raj. Thank you. >> So, the next thing on our agenda is the consent agenda approval. It's to review and approve the fiscal year 2026 year-to- date budget report and the meeting minutes from March 17th. Do I have a motion? >> So moved. >> I'll second it. >> You'll second it. Any questions or discussion on those items? >> No. Um, all in favor? I >> I >> Okay, that's unanimous. Um so, um future agenda items. Um I know we've got some stuff pending. Jay, um Raj, is there anything that we might need to discuss before the
May 5th meeting? >> If nothing from our side is going there, right? So we'll definitely be in attendance given the budget, you know, and all that good stuff that's going on. So I'm I'm going to be there, right? But uh there's nothing directly related to us that's going going on the town meeting, you know. Okay, >> great. Um any board members have any new business? >> No, nothing new on my end, Ed. And we put off again uh I apologize the crowd discussion. meeting with with Jack Lewis uh tomorrow and that was rescheduled and so I wouldn't have had anything to add. >> Yeah. So maybe if one if that meeting does happen, we can just get that added to our next agenda from May 5th. >> Sure. >> All right. So for now everyone,
our next meeting is on May 5th. Um if no one else has anything, I will request a motion to adjurnn. >> So moved. >> Second. Great. Um thank you everybody. Thanks for attending.
