001Good evening >> and welcome to Southeast Delo Board of Directors Committee of the Whole meeting for Thursday, January 15, 2026. This meeting is called to order. Dr. Sanchez, could we start with our committee reports this evening? >> Good evening, everyone. Thank you, Madam President. We will start with our education committee and and I'm going to invite Dr. Gibbs Taffer to present the first item. Good evening. So, I only have one item from the special education department. It is item one. We're asking the board to ratify a tuition agreement between Southeast Delo School District and Keystone Freedom Academy for one student who is recently accepted and enrolled into that program. It will be for the duration of this academic school year. um for this student. Any questions? That's all I have. >> Thank you very much,

002Dr. Gibnapper. Dr. Ryan, >> good evening everybody. >> Okay, we got to hop around a little bit here. Number two is under education is two expulsion agreements. They have already been agreed to and signed off on by the parents and those kids have both started their new programming. Number three, the Academy Park High School course selection guide is up for approval so that we can start that process. There are not major changes like last year like the structural changes to the schedule, but there are some minor changes I want to uh alert the board to and we are still working on it. So, you will get a revised version prior to next Thursday's vote. Um, we are adding another AP course for kids to select from. That is the language and composition course. It will

003be slated for 11th grade English. Um, we are regrouping some of the computer courses. There were three or four courses that were all around the same area, plus the fact that Mr. Sharon, the principal, has an interest in opening up a robotics course. So, that we're kind of changing one of the course titles to make it the robotics course. Um, and again, streamlining a couple things that had a little too much overlap. Uh we did have to fix a few typos with waiting uh after last year's schedule change. Waiting is how much the course is valued depending on the level of rigor. Uh so those have been updated. We've cleaned up the dual enrollment language. Now when you see the new guide on the dual enrollment page about the top half will be just dual

004enrollment in general. A lot of our kids go to Delaware County Community College but it's not the only place they can go. So we're kind of making it just dual enrollment as an umbrella. And then the bottom pa piece of that page, excuse me, is explicit to the Westchester prize teaching program and how kids can be um kept a breast of that. So the dual enrollment change page is changing a little bit. And then as a last item, we don't have it back yet. Donovan Group who helps us with some communications is taking a look at the guide to in my words jazz it up a little bit for the course description. So they have it in their hands. They are working on it. When we get it back, it will incorporate those changes and

005the changes I just detailed. You'll have it as long as you approve it. That will start the course selection process of teacher recommendation, student requests, us looking at course loads, and which classes are going to get offered and which classes will not. But this is the beginning of a lengthy course selection process. Uh so that is number three. Um, number six, flying classroom was alluded to in Dr. Sanchez's um, presentation last month. This is an opportunity for gifted kids and sixth graders across the district to get some additional learning experiences. And I think that's all I have. I don't have seven, but seven is um, we met with a company spearheaded by Colin Kaepernick. Um they use AI to do some storytelling. It is very neat to see. Uh they showed us some places that

006were using it. So we are hopeful to begin that process with them and are excited about that. Um but it is an AI generated language artstorytelling um program for lack of a better word uh to help build reading and literacy skills in kids. >> That might be all I have. You're absolutely right. Any questions for Dr. Ryan? >> No. Thank you very much, Dr. Ryan. Like to invite Dr. Reddism Smack. You go. Go ahead. You go. I'll circle back to number four. I'll take care of four. >> Got it. Okay. Good evening, everyone. Uh this evening, I'm looking for approval for items 8 through 10. Item eight would be the attendance of the following individuals at the PTE making a difference conference in Hershey, Pennsylvania uh for February 25th to 27th at a cost not

007to exceed $1,500 per person and the names are listed below. We are also looking for approval for the attendance of the following individuals to the ELO or extra learning opportunities conference which will be held in Harrisburg February 24th to 26 at a cost not to exceed $1,500 per person. Names are listed below. And lastly, to approve the attendance of the following individuals at the Rooted in Relationship Summit in Miami, Florida from March 1st through 4th at a cost not to exceed $2,400 per person to be paid from general fund and the names there are listed below. >> Item five, >> field trip. There is an updated trip uh listed on the field uh trip uh uh supporting form. So, we're looking for approval of game on state to be added to the field trip list.

008>> Any questions for Dr. Rexmack? >> See, no. Thank you. >> Thank you. >> Um I'd like to present item number four. It's for the board to approve the 2627 calendar. Um want to share um a lot of the logic that went into creating this calendar. First, there is a requirement by our collective bargaining agreement with the teachers union to have 190 teacher days. We have a requirement with the state to have 180 student days. So, those are two guidelines to creating this calendar. Just want to make sure people understand um because it looks it's going to look a little funny this year because Labor Day is late. Usually, Labor Day is the first couple days of September. This year, Labor Day is actually falling on the second week of September on September 7th. Um,

009our teachers will still be returning like they normally return to school the fourth week of August. What's going to look different is that our students are going to return the first week of September. So, they this is not something we normally do in this district, but they're going to they're going to return before Labor Day. Um, in order to be able to fulfill the 180 requirement or we would instead of doing that, we would have to look at taking away spring break, which this district is a unwritten rule that we don't do. or we go to the end of June which is no district prefers to go to end of June. So just wanted to share those guidelines. Few other highlevel changes. We are doing one less full day professional development day but in in

010exchange we are adding three halfday professional development days. I want to explain this. This is really important for our teachers to hear. Um feedback is is we're hearing what teachers are saying. they need to have more time throughout the year in their classrooms to do what they know needs to be done. Um, so other surrounding districts do something similar. Two of two of those three new half days will be what we're calling wellness days. Teachers will be able to self-determine the work that needs to be done for them to catch up, to get a breather, whether it's grading, whether it's um organizing curriculum, whether it's making calls, but it won't be directed by the administration. And it's something it's these are two specific days that the teachers will still be on on the job doing

011work, but it'll be driven by them. The third half day is for the building administration to be able to have time to do professional development. That's also something that is at a premium. Many of the days that we have for professional development are taken up by requirements connected to curriculum or requirements um that are part of safety things that PD is requiring. So very little time is allowed for building principles to be able to manage and do their own PD. So they would be having they would have one half day PD for that. Um Eid this year is also off by a week. Um last year was the third week of March. This year is the it's going to be the 27 year is going to be the second week of March. It's actually going

012to be on March 10th. So that's something that's also noteworthy. Um, other than that, um, the calendar looks very similar to what it did last year. We did make another change as it relates to, um, um, sorry, let me take that back. We, we kept, we made sure we looked at there being an equal division of days between first quarter, second quarter, and third quarter. We may come back to the board next week with a slight change. Um, the high school has a concern with one quarter falling. um near the window of Keystones. Um the challenge is that we need to talk this through is if we extend that quarter because of that reason, then we're going to have quarter three andor quarter four be a short quarter. So we have to figure out what's

013the best way to handle that. So next week there may be some changes simply to when the end of the quarter dates are noted, but it won't be any change to what we've proposed for the calendar. Any questions? Is the Easter holiday the same time as spring break? >> It's usually the Sunday at the end of spring break. >> Just want to be sure. Okay. So, if that's the case, it would be Sunday, April 4th. We can Somebody can do a quick Google. April 5th is a Monday. >> That's for the 2027th. >> Fourth. Yep. >> Any other questions? Yep. >> For 27 >> for 2027, spring break will be from Monday, March 29th through Friday, April 2nd. >> And Easter will be Sunday the 28th. >> Unless I Google, I wouldn't be >> good

014Friday school Friday. So if we if you're suggesting we add another day then we have to look >> it's not I'm just thinking most things most federal things are closed on good Friday >> spring break should be before Easter I'm okay with >> so again if if the board is suggesting they add another day we can go back and look at the calendar but if we add another day that's going to mean we either are going to lose a day from spring break which none of the teachers want or we're going to go later into the school year. >> Traditionally, we've never had Good Friday off in this district from what have we? >> It's always been the leadup. >> It's been the leadup. Okay. >> Easter, >> right? So, it's before, >> how would

015you like to proceed, Madam President? So, like you said, there might be some changes for next week. So, let's >> Okay. >> Yeah. >> Talk about that this week and propose changes if we need to. >> Sounds good. Thank you. >> I'd like to invite Mr. Butler for the finance. >> Good evening everyone. Uh on the finance agenda, we have uh two agenda items. Uh the first I'd like to call on Dr. Ryan to uh explain. [laughter] >> I was waiting number one. >> U so we are hopeful to enter into a contract with um a company called Clear. They do residency verification. They use public records to determine where state assistance be is being sent where your if you have a professional license or certification where that is um on record as being. They

016also use public access um video cameras to see where people are parking their cars in the evening. So, it won't be final proof, but it will help us with residency of you're telling us you live at 717 Ash. I'm using that address because it was mine as a kid, but all of your mail, all of your everything goes to whatever in Derby. You really don't live here. Um, the cost, you can see on the agenda item, if we find two charter kids or one special ed charter kid >> that does not live here that says they do, it pays for itself. >> I'm going to add um surrounding districts like Ridley, >> Innerboro, Marple, there's one other one >> are all using this and making recommending that that we consider it as well. William was

017the fourth >> within pen. >> So it's it's definitely a good investment of our dollars. Um unfortunately we have children in our district who really technically do not live in this district and that is a strain on taxpayer dollars to be a to continue educating that that population. >> One quick question Mr. Sanchez for Dr. Ryan. Could that could this system also be used to help with truency being able to doing the residency with truency followup? I guess technically I mean if a kid's not coming to school because they can't get here because they live somewhere else, it won't solve them coming to school, but it may take the responsibility for their truency and place it in the district that it should be in. if that makes sense. >> versus it being a thing like

018it's a it's a way that we can cross reference data to see okay this student doesn't live in this district and they so happen to be truent. >> Yes. So if we find out we can backdate it to a date that we can prove. So let's say we found out today but mom or dad is registering their she's a nurse and you know it's back to November. we can backdate it um the withdrawal and essentially not be responsible for the days we shouldn't have been responsible because they should not have been a student here. >> Okay. Item two on the agenda is the approval of the 2025 tax equity resolution. Uh this information was uh submitted to the board uh last week. Uh this is uh in in essence it is uh a reduction of

019items that could affect tax increases. Um so this is uh additional monies that we are getting that are specific to just that that effort. Uh non-aggenda item. Uh I handed this out. was uh submitted to the board uh last week, but I made changes uh that I discovered uh this evening. Uh so uh the first item well what I have there is the budget calendar and in what I submitted to the board it had number one as being 25 2025 2026 and it should have been 2627 for items one and two. So that was the change. Uh you will note that uh at the March 19th, 2026 meeting, we will be uh submitting uh expenditures related to professional uh technical services uh uh purchase property services, other services, supplies, property, other objects which has to

020do with interest charges on debt service and other uses of funds which is the principal payment on debt service. So those items will be reviewed and presented at March 19th. Uh at the April 16th meeting, we plan to uh review uh all of the uh salary, the personnel services salary and the employee benefits. Uh in section two, uh it's just a recap of today. We're just going over the budget process. Uh the 19th again will be a budget work session. April 16th will be a budget work session. April 23rd will be the adoption of the proposed final budget. Uh this is not the final budget is proposed but by act one guidelines we have to have it um approved in a certain number of days before the actual final budget which is on June 25th.

021Uh so uh May 21st will be another budget work session. Uh May 28th uh will be a budget update because that will be a board meeting. Uh and of course that could also be a budget work session as well as well with questions. Uh June 18th is another budget work session and June 25th will be the final adoption of the 2627 general fund budget. And just very quickly, it's not on the agenda, but there was uh an update to the treasures report. So, if no one minds, I'd like to just review it very quickly. Uh this is what will be up for board approval at next week's meeting. Uh we have revenues that total 72 million. This is a year-to- date. Uh so this is what we've received 72,328,76623 and we have expenditures that amount

022to 58,233,8960. Uh that leaves us a surplus at December 31st, 2025 in the amount of 1494,9563. Uh the change that I um uh sent as a revised uh amount or revised numbers uh in the board upload uh had to do with uh the cash balance. I had uh erroneously put the plegate account cash account balance uh as the Wells Fargo. So I updated the Wells Fargo amount to what the Wells Fargo amount should have been and that was the only change. But since I made that change, I just felt it was necessary for me just to review it at this meeting. And that concludes my Oh, and on the agenda item, uh that uh non-aggenda item, well, on this what you have tonight, instead of it reading 2526, it should say 2627 budget calendar. Are

023there any questions? Okay, that concludes my report. Dr. uh Madame President and Dr. Sanchez. >> Thank you very much, Mr. Butler. U like to invite Mrs. Woolly to the mic for the HR items. >> Good evening, everyone. I'm here to present the human resources items number one through 27. So, first we want to recognize Gene Mchuan. She's a personal care aid at the kindergarten center. She is retiring. She has served the district for 31 years. Items number two, three, and four, we're ratifying the resignations for two professionals, six classified, and one security employees. We're going to ratify the employment for numbers five, six, and seven on the agenda. We have seven professionals that were hired. We hired uh one security officer and three classified employees. Looking at number eight, we want to ratify the change

024of assignment for the following professional employee from the English teacher at Academy Park to a reading interventionist at the Academy Park High School. Number nine, ratify the request for a leave of absence. Number 10, ratify seven employees as part of the seven as part of the mentor program. Their names are listed there on number 10 and on the top of the next page. Number 11, ratify the following supplemental athletic contracts for the 2526 school year. Two members are listed there. Number 12, ratify the removal of the following employee for the district musical. That was a resignation. Next, we want to talk about the approvals in items number 13 through 27 on the agenda. First, item numbers 13 and 14 are resignations. Excuse me. >> Looking to approve two professionals and one classified. Next, items number

02515 and 16 looking to approve the employment of the following. one management employee and number 16 has seven classified employees. Turning the page, number 17, approve the change of assignment for the following classified employee. A non-instructional aid is going to be a personal care aid. Number 18, 19, 20, 21, and 22 on the agenda. looking to approve the job descriptions for the following job titles. Supervisor of behavioral supports, child accounting data coordinator, dean of students, supplemental position curriculum coordinator, and turning the next page, a science interventionist. All of the job description supporting the documents are attached for you. Number 23, approve theou of the Sedelco Federation of Support Staff to convert personal care assistants, special education aids, and instructional assistant positions from part-time to full-time 10-month positions. The supporting documents are listed or attached there

026as well. I was expecting more excitement for that one because I'm really excited for that item. [laughter] Number 24, approve the extension of a health restoration sbatical leave. And number 25 is the same, approve the extens extension of an existing health restoration sbatical leave to professional members. Number 26, approve the following supplemental contracts for the districtal musical. And number 27, approve the following employees for the 21st century summer sim program. Two professionals are listed there or two employees are listed there. Any questions? Okay, thank you and have a good evening. >> Thank you very much, Mrs. Wy. Dr. Ryan, back up for policy. >> Policy should be easy. Uh, number numbers one through eight are all second readings from December, which didn't have any questions during the first reading. And then number nine is a

027first reading for field trips. Essentially, the language being changed is that you will no longer in March have to approve every the field trip list each month. You will only need to approve outofstate field trips. The policy does still read that you'll be informed of field trip. So, you'll still see the list. You just won't have to vote on it after two months from now. That's it. >> Any questions for Dr. Ryan? Seeing none. Thank you very much, Dr. Ryan. And Mr. Taylor for property. >> Good evening everyone. Um, I just have two non-aggenda items for property. One is for environmental control services. We'll be providing a three-year asbestous reinspection throughout all our buildings in the Southeast School District. We also will be taking part in our yearly uh testing for lead in the drinking

028water which will be conducted sometime this month and it also will be at all our buildings. >> Any questions for Mr. Taylor? Seeing none. Thank you very much, Mr. Taylor. Madame President, that concludes the review of the agenda. >> Dr. Sanchez, do we have any public comments tonight? We do not have any public comments. >> Um, do we have any comments or questions from our board members? >> Uh, seeing none, our next board business meeting will be next Thursday, January 22nd, 2026. Committee of the whole for February will be Thursday, February 19th, 2026. And our February board business meeting will be Thursday, February 26, 2026. Thank you all for coming and we hope to see you next week at our board business meetings adjourned.
