has spoken. Wait a minute. >> Good evening and welcome to the Southeast Delo School District Board of School Directors Committee. The whole meeting scheduled for Thursday, October 16th, 2025. Dr. Sanchez, do committee reports, please. >> Thank you very much, Madam President. We're going to start with uh I'm going to present the first one, which is a new business item. Um, it's going to be to approve the nomination of a candidate that could be identified this week. Uh, I'm sorry. It's to approve the nomination of the a board member to serve as the Delaware County Intermediate Unit board of directors for term commencing December 1st and ending June 30th, 2028. It's being put as a placeholder. Dr. Reic, Dr. Gibbs Tapper Good evening everyone. Special education has two items to present to the board tonight. The
first is just an educational contract with the school called Martin Luther School. It's for a student that has been attending the program and the student's ID number is listed below. Also, the second item is an addendum to a staffing agreement that we already have with a company called GHR. It is for BCBA supervision services which is behavioral consult and behavioral analysis services. They do have an hourly rate of $130 not to exceed 10 hours per month to be paid from the general fund. Are there any questions? Thank you, >> Dr. Ryan. Hello, young lady. How are you? >> I'm good. >> I noticed this is the same company every year. Do we ever take bids for this company and do we ever get a chance to see them? >> Um, no. We actually, this is
a company for behavioral support that we actually just have, again, we had talked about the umbrella services that we have. So, this is just one of the many agencies. So, we don't take bids for these companies, but it's one of the many behavioral health companies that we actually have a contract with. >> Okay. >> So, Delta T, GHR, there's a number of them. >> Okay. Thank you. Hello. I have number three and four. Uh, number three, there are two expulsions, both out of the high school. Both were from last month, but not in time for the September board meeting. Both parents or both kids families have already been met with. They have signed off on the expulsion agreements already, waving the board hearings. I will give you a preview that there will be more coming
at the most likely November board meeting. I am waiting for some signatures for some other things that have happened. Uh the fourth one we uh this is thanks to Lance Bogash. He is involved with the Westchester Alumni Association. from Westchester alumni. He has turned us on to the prize program, which Dr. Lowry and I heard about at our assistant superintendent meetings last year. PRISE is a way to um attract aspiring educators. So, if agreed upon, Westchester will come out and talk to our kids, juniors and seniors, to see if anybody's interested in becoming an educator. They will offer them dual enrollment classes and a summer camp. and then they will um be able to enter into the teaching program for Westchester with the possibility of being placed back in our school once they graduate from
the program. So, it's a win-win for everybody. There's no cost to the district to start. There are some dual enrollment things to consider, but we believe it'll be both an hour and the kids' best interest to enter into this agreement with Westchester. >> That's all I got. >> Thank you very much, Dr. Ryan. Dr. Gibbs tapper mean ready smack. [laughter] >> Pick one. >> Good evening everyone. Um starting at number five, we're looking for the approval for the proposal for the out ofstate location for the Academy Park Senior Prom to be held at the Waterfall Room um in Claymont, Delaware on February May 29th, 2026. 007PTE SAS Institute to be held in Hershey, PA December 7th through December 10th at a cost not to exceed $1,200 per person. Number 12, approve the attendance of the following individuals at the Learning Forward Conference December 7th to December 10th in Boston, Massachusetts at a cost not to exceed $3,200 per person. Individuals listed there. Number 15 approved the proposal to renew Destiny Library Systems, which is
the filelet software that's used at uh Harris, Sharon Hill, Academy Park, Delcraftoft, and Derby Township schools for a term of one year, not to exceed $6,639.80 to be paid from the general fund [clears throat] and read the line. Okay, >> I'll stop it. Yep. >> Do we have any questions? 700 for the uh facilities transportation conference at 700. >> Any other questions for Dr. Rex? Thank you very much. >> Dr. Foreman, >> good e good evening everyone. I am seeking your permission for approval to continue to utilize the read alliance program. The Read Alliance program covers tutoring for our students at Sharon Hill for our um first through second grade students. And the tutors are the students at Academy Park High School who are paid at a cost not to exceed $36,764. >> Any questions
for Dr. Foreman? >> Just one quick question. How many students are we anticipating? >> 30. Thank you. >> Uh 30 littles first graders. Yes, the readers. >> About 25 high schoolers. >> Yes. >> Thank you very much, Dr. Foreman. >> Thank you, >> Mr. Butler. Finance. >> Good evening, everyone. So, under the finance agenda, we have uh three items. The first being the renewal of the district's crisis and response platform with Crisis Go at a cost uh of $30,5252. This will cover the period of October 1st, 2025 through September 30th, 2028. Uh the second item is a contract with craft coaches to provide chartered bus transportation. Uh and that will be paid through general fund. The third item is uh a a resolution that happens every year related to in this case the 2627 budget
preparation. This is the act one index calculation uh for this year. Most school districts uh will have a 3.5% base. That's the base for uh most of the school districts. And then there are several school districts that get a special calculation uh for Southeast Delo. Uh and let me back up. The 3.5 is uh the amount that school districts uh if they're they fall into the base category cannot have tax increases that exceed 3.5 or they have to submit exception documents for Southeast Delo School District. Uh our rate is not to exceed 5.2% uh tax increase. Uh and if we were to exceed that uh we would have to have exception reports submitted to the department of ed. >> Are there any questions? >> Thank you. M >> Mr. Butler, just out of curiosity, I'm
looking at something a little bit off the wall, a little bit outside the box. I'm looking that if you work in the district, why can't we give them some kind of residual? Like if you actually own property in the four districts, you get maybe a two two% 3% come back. And the other one was that if um if you're a senior citizen um I honestly don't feel that if you're a senior citizen, if you cap out right now, you cap out forever. And that's it. >> Okay. Uh yes, I I hear what you're saying. However, the uh tax calculation for So, there are a couple things. There's the homestead exclusion for residents that own their property or reside in their property and they have the opportunity uh to get a rebate based on that. I
believe last year the number was a little bit was probably between 4.85 85 and 550 or something like that. Uh and that gets recalculated every year. Uh the way that number uh uh what is behind that number uh are the applications that are submitted. Uh I want to believe I want to say that last year it was over 5,000 residents in the district had applied for it homestead exclusion. Uh and then there is an allocation of money that comes from gaming the the casino money. Uh so uh that amount of money that we receive from the department of ed uh divided by the number of residents and then that's the calculation that each person will get when uh there's a reduction to their taxes. Uh this past year there was an additional amount of money
that was identified for uh uh to go against any potential tax increases. Uh for us it was a little over $1.5 million. So for for Southeast Delco if we increase taxes somewhere around 1% to 2 and a.5% uh that money goes and and we generate a little over well we generate around $1.6 million for our uh our millillage. Uh so that money goes against and is identified to go against uh that amount of money that we would increase taxes. So uh if you think of the difference, our tax increase could have been uh 1.5, we get 1.6. That money is only identified to go against any potential tax increases. So for us there uh this past year there were individuals where their taxes uh tax liability actually went down. Uh so there's the homestead exclusion
uh scenario and then there's a uh uh amount of money that is distributed to districts that are um socioecon so socioeconomically in need uh that goes against uh those those tax obligations as well. But for what you're saying that that would have to be controlled by the department of education. Thank you very much, Mrs. Walding with HR. Um, good evening audience and good evening board members. I am here to present the human resources um parts of the agenda tonight. Uh number one, we want to say congratulations to Kimberly Far. She is our Spanish teacher at the Academy Park High School. She is expected to retire in January of 2026. She has served the district for 31 years. Number two, approve the resignation of the following contracted cabinet member, Dr. Guyia Lowry, our current assistant superintendent
of teaching and learning. Number three through four, approve and ratify four resignations of the four listed professionals on page five. At the bottom, number five, ratify the resignation of one security officer. On pages six through seven, looking for approval to ratify a termination and resignations for six classified employees. On number eight, on pages six through top of page seven, ratify the employment of four professionals. Page seven, number nine, ratify the employment of five classified employees. Number 11, approve the employment of eight classified employees. On page nine, ratify the employment of a security officer. This is actually a rehire. Number 12. Number 13, we have three change of assignments. We're looking for approval for three change of assignments for three employees listed. Number 14, ratify the employment of one confidential employee. Number 15, on pages 9
through 10, ratify three leave of absences. On page 10, number 16, resend the following supplemental contract offer for 2526 school year. Number 17, amend the agenda item for September 25th, 2025 meeting regarding the Academy Park High School credit recovery program. Number 18, approve the following supplemental contract for the 2526 school year for a head mid middle school volleyball coach. Number 19, approve the following employee for the communications crew stipen position. Number 20, approve the following employees for the afterchool program. Number 21, approve the following supplemental contracts for the district musical. Number 22, approve the following supplemental contract for a nurse for the afterchool program. Number 23, approve the following employees as teachers for the afterchool program. Number 24 on the bottom of page 10. Approve the following supplemental contracts at Harris School for the 2025
school year. Page 11, approve the following supplemental contracts at Darby Township School for the 2526 school year. Number 26, approve the following supplemental contracts at Sharon Hill School for the 2526 school year. Number 27, approve the following Academy Park High School supplemental contracts for department chairs for the 2526 school year. And that is all I have for the agenda items. >> I'm going to report on item number 10. Okay. >> Which was skipped. Um that's a placeholder. We are in the middle of doing interviews. Should we be able to identify and vet the final candidate this week, we will update the agenda before the end of day on Wednesday, but it would be to approve um an individual to serve as the assistant superintendent for teaching and learning. >> Thank you. One of the non-aggenda
items everybody may not know, October is breast cancer awareness month, and we're choosing to celebrate this Monday, October the 20th. We're asking all employees to wear pink for breast cancer awareness. Thank you. >> So, I have a few questions. >> Go ahead. Any questions? >> Uh, I have one, Miss Ly. Hi. Um, I see that we hired somebody for the communications crew at the high school. Yes. >> Was that the last? Are we full now? Is Is every building staffed with the communications crew now? >> Correct. All buildings are staffed. >> Okay. Thank you. >> You're welcome. Are there any other questions or comments for HR? >> I I would like to ask that it seems like there may have been a a confusion in the information that might have been presented. I'm not sure
what the parameters of what the original ask was that caused it to the numbers to be stated as 33 teachers having resigned as opposed to the actual numbers according to the documentation on the agendas that we received every month. So my ask would be that to prep to give Miss Woolly an opportunity to prepare for to review the information that is being presented. I I would ask that she would review the information that was that was just presented and come back next week with maybe an update or a chance to review the information versus the information that we have here. So that way we can see where the discrepancy may have lied to see where it may have been that a different data set was used and if so then we can get clarification of
that data set maybe perhaps a corrected reporting. I would like to have something physical that I can refer to rather than just a verbal uh update. So even if it's just like a simple reporting of who left, who got their steps, who didn't get their steps, just something clear, concise, and that indicates how when they retired versus when that step was received, how many steps they got, what the total amount was of their their step increase. So that way we can see who left versus who got their steps and then left. >> Okay. Thank you. That's duly noted, Dr. Sanchez. >> So I'd like to call up Dr. Ryan for policy. >> Hello again. Uh there are three policies up for second readings. They were all presented by Mr. Butler at the committee meeting last
uh month. They are all federally required if you take federal funds like title one or title two. There were no questions that I'm aware of after the first reading. So I don't anticipate any problems with a second reading. And that is all for policy. >> Thank you. >> Any questions for Dr. Ryan? >> Mr. Taylor. >> Good evening, ladies and gentlemen. Um, I just have uh three non-aggenda items for you. I'm just happy to report that uh at Darby Township, we have two new boilers installed that are ready to go. They'll be uh up and running tomorrow. Also at the kindergarten center, we also have had two uh new boilers installed there as well. And our last one is the kindergarten center part paving uh project which should be completed tomorrow. Lord willing, we should
be ready tomorrow. >> That's it for today. Looks great. >> Thank you. >> Yeah, good company. Yes. >> How you doing, man? >> Good. How are you? >> Um this was not your job a few years ago when I first ran. One of the things some of our kids are over six feet in the elementary school now. I've asked I asked for the trees to be trimmed on Calhook Road and they did, but they haven't done since. Now those kids that were in fourth grade are six foot. So you're looking to lose an eye. >> Something to consider when you get done with his list. >> Yeah, that's a simple fix. I can get our grounds guys on it. That's That's >> No problem. >> All right. I I actually had a quick question. So,
we have to [cough] I'm a theater parent, so obviously I'm going to have to talk about the theater. The lighting in the auditorium at Academy Park still an issue. The one light on the if you're walking into the auditorium, the one on the the wall on the left hand side that has been broken, hasn't been fixed. I do know that on the left hand side the upper light didn't turn off and it didn't turn off at all during the show which was like super mad distracting and this year show does feature a lot of movement throughout. So will that have will we be able to take a look at that and take a look at the light just the lights period in the auditorium not the stage lights but the actual auditorium lights. >> Yeah
that's something we could definitely have our electrician look into that he'll actually be in there sometime. >> Mr. Mr. Ramire one second. or Mr. Butler, the light that's flickering still in that upper left. Is that a roofing issue? Is that like electrical issue? Because that's been flickering for years. We fixed it before. It stopped flickering. It came back flickering again. >> Yeah. But I don't just about every >> every time. Yeah. So that that is something wrong with that one in particular. >> I'll meet with Mr. Taylor and uh come up with a strategy to have that whole system replaced. That is the issue with that system. >> Okay. So, it's the system. >> So, we're going to have the entire system replaced and stop repairing stuff. That system has to be over 20 years
old. >> Okay. Thank you. I just want to make sure that we're clear with that one. >> Well, even if we can't get that fixed before the >> Yeah, we'll at least get that light turned off. Even if it's just that it stays off. Okay. >> Like Yeah. >> When does the musical start again? This >> uh the play The play is de I'm happy to say that the play is December 5th and 6th at the high school. I think there's going to be one Friday night show, two Saturday shows. >> We'll give that special attention before that occurs. >> Thank you. >> Upcoming events and meetings. School board business meeting is Thursday, October the 23rd, 2025 at 7 p.m. Committee to hold will be Thursday, November 13th, 2025 at 6 p.m. Schoolboard business meeting
will be Thursday, November 20th, 2025 um at 7 p.m. due to the holiday. This meeting is now adjourned. Thank you. >> All right.
