Um Foy, we're moving on down to um five information items. 5.1 recognition of early college graduate from the technical college of the low country and USC sulk Dr. Sheffield.

004Madam Chair um and board, this evening we did add on our agenda to recognize our students that graduated with the class of 2026, not only earning their high school diploma, but we had two students that also earned their associate degree from USC Saha, which was Kristen Lennon and Caitlyn Dimors. Um neither of those students are here, but it was still important that we recognized them. And we also had um about seven students that receive um certificates in their career pathways. They're with the technical college of the low country. Um Messiah Darren, Jayla Dumlin, Michaela McGrath. Um Tyra Terry, Jada Willis, Kingston Frasier, and Alexandria Gatier. Um so again, congratulations to these students. I am going to work with staff um next year because I think it's important that not think it is important that we

005recognize um the outstanding work of our students. Of course, we would like to see this list much larger um as we're looking forward to all of our students leaving us being college and career readiness ready to make certain that these students are recognized um prior to graduating high school. So, this is an action item for us to to do better. Um so, thank you. Thank you Dr. Sheffir. In the absence of those um recipients, we want to send a airwave and airwave. Congratulations to all of you all wherever you may be at this time. Um 5.2 summer feeding for summer programs and events. Um Paris Burton from Sedexo. >> Good evening. members of the board. Today I'll be going over um our summer feeding uh some information that we have. So this year we do

006have our normal summer feeding program connected with the summer programs um with the schools. But also what we have which is new this year that we haven't done is our 7-day bulk meals where there are a couple schools who are providing um will be sites for the community this year. where we are feeding the community. Uh children 18 and under are able to receive 7-day meals. We have three pickup locations. One is Fenel Elementary School, Estol Elementary, and North District. There will be two days where these meals can be picked up, which is Monday and Thursday. So, this is something exciting that we are doing this year. We're able to feed the entire community um children 18 and under and we do have multiple sites where the community can go and pick up meals for

007their students. The pickup is going to be registration only. So we do have listed registration link online so that families can register on online and then the registration if you scroll down I think your next In your pamphlet, you'll see a picture of the registration link. Uh your pamphlet says bi-weekly, but we have adjusted that to it's going to be a weekly registration. And then you also have your menu in there as well. And since I want to say since today, we've already had about 60 families already sign up. So that's that's huge because we just put it out there. able to say yesterday. They just they just put it up and posted it. So, we're excited. We're excited about that. Board members, do you have any questions? >> Thank you. And we appreciate um

008what Sedexesco is doing for our students because this it is important that they get a meal even though they're not in school because all kids parents are working. >> Absolutely. and we want to provide them the opportunity for their um know that their child have the opportunity to be fed throughout the summer. Madam Chair, um while um while Miss Burton is still there, um our comm director of communication also reached out to our private schools and some other families that are not part of our district to make certain that they were aware and um the private school, Patrick Henry, was going to also share this flyer out. Um but um Miss Burton, isn't there an opportunity for the organizations that are having summer programs,

009summer camps for them to partake? Is there an opportunity for them to participate in this summer feeding as well for anyone that may be having um summer camp or activities for >> Yes, any organization that is having summer programs can sign up for meals and we can provide them meals. Right now we are working with Camp Wildwood and that is a program that we have worked with in the past but any organization that needs meals we can provide them for the summer for them. >> So um thank you and I think that's important. So um we have already started advertising advertising this and if and also in it on board we included the menu and everything so that you could see um in regards to what the menu would be during um on each particular

010day and the team did meet. So thank you um Miss Burton for working with finance. I know Kathy worked and jur worked very closely with you all working with the state to get the approval for all of this. So as many families um and whatever we can do just to make certain that we are working also with the other agencies. So I will say with all of our community agencies, our churches um those that are running any kind of programs um during the day that they have an opportunity and so they should be reaching out to Miss Burton if they're needing assistance and to figure out how they can participate in this. >> Absolutely. 011Good evening board chair and board. Also want to say thank you Paris for everything that you've done to help us with this and this is just a wonderful thing that we're being able to offer to the community. So, um I come to you tonight with the second reading. It was a public um reading and it was put out in the um newspaper and into the public as it needed to be as required by law for us to have it out there. If you look at that first. All right. So, looking at the first page and it's talking about your 2627 proposed budget. Like I said, we did get this published in time like we were required to. I just wanted to note that there is correction that needed to be in there. As you can

012see the highlighted part um or the bold part we had put the 15,797587 that was the estimated millage dollars that is incorrect. The correct amount is inside of the budget but um a template that I had I had pulled and it was the wrong amount. So note the correction that we have estimated in the um millillage dollars will be the 12,231276 for the 2627 um and that amount again is included in that 33 million um87,935. All right, if we look I just wanted to go over real quick just reminding us all what we had done with the proposal um that is inside this budget. I know it's been a while since we talked about that, so I just wanted to kind of bring that full circle again. Um, we know that the teachers received a

013$2,000 increase per sale, which is about a 4.6 increase. Um, the scale for the administrative um, certified was the teachers increase plus their step and then the classified was um, and and the rest was done at that um, step increase for them. Um then looking at the next page, we're going to go to um looking at the Senate approved. At this time when it was released for the second reading, they had not put anything out there. They have put out there now the um Senate budget. It is not totally not different from what was already out there. It is it's so minimal until it's I mean it truthfully it's not worth mentioning that it's even being changed. um not to consider. We all know that they nobody they have not at this point um settled

014on a budget. So keep that in mind too when we're making this readings. Um so for the 2627 on the millage again we did it at the 47 um it millich value would be 47,75663 and that is on the operating millage of it. The CPI percentage was a 2.23 23 which was equivalent to the 5.59 and then the milit rate um is 250.53 for this current year of 2526 given that increase of a 5.59 taking us to the 256.12 in the second reading. All right. So on the um next page we're going to look at the proposed revenues. Um altogether it's the local is going to be 12,387,219 which is about a,196,000 over um last year's or this current year that we're in. Then for your um for all of your other revenues that you

015would receive in your transfers and that sort of thing um it would be the transfer would total to the 3 million um 453,457 that does include a deficit that we are going to have to cover from the fund balance. So that making the local and the transfers being the 15,840,676 for the state we are receiving um altogether for the state it will be the um 5,497,925,000 which is about 223,175 higher. So with your total state reimbursement and your local um and transfers that would give us a total of revenue for 36,21,266 which again is being about 3,779,971 above the current year. If we look at our expenditures, um, if you look at your salaries, we have our salaries at your total salaries would be 18,448,362. Then your fringe side of that would be 9,196,838, which

016is a total of 27,645,200. and that puts you at $1.5 million above where we were in this current year. If we look at um the other expenditures um that are considered the non-payroll expenditures, they're at 8,556,65 which is putting us at 2,240,389. And if you recall some of the changes that we had talked about that was um into which is not to say that is a bad thing in any kind of way but it is in a lot of it is coming into our um our um purchase services that we're offering. So with your total of all of your expenditures, it's 36,21,265 again being that 3,779,970 above. Now in the bottom I wanted to to um bring out about your fund balance. The fund balance for the 25 audit when it was completed was updated

017to be 6,232,122. If we use um the 3,13,331 that we are in deficit of the revenue versus the expenditures for the um proposed um 2627 year that would leave us a remaining balance of 3,118,791 in our fund balance. I wanted to show you I have on the next page I wanted to show you where we did our first reading and our second reading. Again, just assuring that as you can see our local has not changed and what I talked about in the very beginning with that 15 million. That part is not included in here. It's truly the 12 million that is included in here. And lastly, um you know, I'm going to I'm asking for y'all's approval to to be able to um not put our fund balance at risk and to be able to

018um accommodate that 3,113,331 that we are in a deficit for. I am asking for us to be able to pull that from our capital fund 509 if y'all will recall. In um fiscal year 24, it was approved that we could remove some of the fund balance and move it over to a capital fund to either be able to use for capital purposes or either if the general if the fund balance needed it back to be able to shift it back to it. Um, so if we take that 3,113,331, that would leave us with a balance of 4,865,47 that would be sitting in that fund still. That would then would leave your fund balance that's you that we just talked about in your actual fund balance, it would leave it untouched if we pull it from

019there. and the concern that if we touch the fund balance versus um going into um we could put ourselves at risk because remember we have to meet um there's a certain percentage that we have to meet for the state level and there's a certain percent that we have to meet with us and that those are both at that 8% right around 10% that we have to meet for both sides. So, if we had to tap into our true fund balance, that could end up hurting what's required of us. So, that's why I'm asking for us to remove the um that amount from that fund balance that that capital fund that we have moved the fund balance over into. And so, with that saying, you I'm asking if y'all will approve this um for second reading.

020Is there any questions? Board members, do we have any questions? Miss home. Oh, I see a thing. >> Foy. >> Hi, Kathy. >> Hey. >> Um, just a clarification. Um in the past when we've talked about various um um expenditures, capital needs and whether or not um to use funds from that capital fund. There has been concern expressed by you about um use of those funds having an impact on our cash flow, >> those those fund balances. I know that fund balance and our regular fund balance are what we rely on throughout the year um when it comes to cash flows. So, with this um move that you're suggesting, can you speak to what concerns we may need to be aware of regarding cash flow or um will these balances be adequate? >> Okay. So,

021to help with that with the concern of the cash flow with this money, it would not be realized at at one time. So, therefore, I would not move that entire amount. What I'm trying to get is approval that if I needed it by the end of the year that I would be able to move that amount of money over to um satisfy any deficit that we may have. But it's not, you know, my intention that we're going to pull it all out at one time and then we don't have that money to satisfy our cash flow. So with that being said, that's how it's going to protect our cash flow. It's not to say that in the end hopefully we won't need all of that money, but it's not to say that we won't. But

022we have to be conservative and prepare for what could be the worst scenario for us. Um, so withholding that over there in that fund balance uh in that capital fund until we actually need it, it helps protect that fund balance from being able to dip too low too quickly. Madam Chair, pre um the state changed the amount you had that we have to keep in our fund balance. One time they said they had a percentage higher and did and they dropped down to percentage that we have to keep in there. >> Right. The percentage that we have to keep in there is um it's it's 8.8% is what what they're um requiring us to keep in there. And so they do over the two years and then compare back to your budget and your expenditures

023to determine what that amount is. So that number can vary because it's according to our budget and our expenditures. So it can the number itself can fluctuate as far as the actual number as far as the percentage that they're requiring. That percentage wouldn't change. It's just that our number would fluctuate just because we're trying to satisfy that based on our budget and expenditures. Maybe I'm wrong, but did the state requires that we keep enough money in our fund balance that we could am I correct because you therefore that we have enough money for at least how many months? >> One month. >> Okay. >> And then if you remember in the board policy, we also have a rule that we have to keep at least one month. So to protect that, we need two months

024there. And if we had to dip down into the district money, it would the board could approve for us to dip down into that district money versus trying to dip down into that state money because we're not allowed to dip down into the state money. >> One more. That's why we take those bonds in case we have to use them. Is that correct? >> We do the TANS. Are you referring to the TAN? >> Yes, ma'am. We do the TANS to help with that cash flow because of tax basis because our taxes don't they actually don't people don't start paying in December and January. So it is to float us through that September, October, November era while we're going through that until the tax money and that's why it's called a tax anticipation bond because

025then once we get that money in then we have three months to be able to pay that bond that bond back. Yes, ma'am. Are there any other questions? 027to that? Madame Chair, um I have no additional information. Just to make note that the board does have a policy um to where you will have no meetings in December. So, I did go back um and I do apologize when I first came on I did meeting dates for um for December based on the policy that's within the board and we're only meeting um once here in um once in July. So, we'll finish up with our June meetings um that we have and then we will start the new year with our July 21st. >> Any questions? >> We're down to 6.3. Hearing none the dates for the board meeting of meetings for the 202027 caris 70 action items no yeah 6.3 the resolution resolution authorizing insurance of and sale of not exceeding $3 million tax anticipation uh note through the 2020 26 Skaggle TAN program. This is >> Thank you, Madam Chairman. Uh I'm Bob Damron with Compass Municipal Advisors. Uh Franny is covering another meeting. I'm covering this one tonight, so we're tag teaming as usual this time of year. It's always a busy time.

029Uh this is a $3 million tax anticipation note or TAN that was discussed during the budget discussions. Uh very simply, we would issue the debt for you probably in midepptember. uh you'll have it by October the 1st and then the district has that to shore up their cash flow while the taxes are waiting to come in. Uh generally those tax bills don't really hit and be usable until late December or January, but as you know teachers want to be paid in October, November and December as well. So this is an assurance on the board's part that there will be adequate resources. uh it doesn't replace uh operating money because you have to pay it back and you pay it back very quickly. Uh the total interest cost will be probably less than four months, four

030to five max. Uh so it has to be paid back by April the 1st. Uh so it' be very very quick as far as the interest rate. Uh but it does give the uh finance department and the district uh the assurance that you'll have adequate cap uh adequate monies to make all the operational expenses that are necessary throughout the year. It can't be used for anything but operations. Be glad to answer any questions you might have. >> Are there any questions? >> Hearing none. Motion carried 70 >> 6.4. >> Uh the next resolution is a res resolution issuing general obligation debt. Uh this is always issued through the schedule bond pool program. Uh about this time of the year uh we size this the amount that you can issue based on what 44 mills which is the current millillage and has been for several years which generate uh your millage goes to pay all the other debts that are outstanding. Plus this money uh if you don't approve it

032then the village usually goes down. Uh so you've got a lot of capital needs. So this amount will be not to exceed of 750,000. As we calculate based on the information we had through about the end of February 1st of March, uh the size is going to be a little over 500,000. But we always wait until the closing of the 630 numbers from the treasur's office, county treasur's office, and county aud if we can squeeze out a little more of what 44 mills will generate, we do that. So, we ask that you approve a not to exceed amount of 750. Uh, but as I said, as I expect at this point in time, we'll probably be issuing closer to 500,000. So, you'll have 500,000 for capital needs for all various capital projects, computers, networking, whatever

033is necessary, anything that has a useful life of 12 months or more. Uh, this is an annual bond that you all approve every year, probably for the last 20 years or more. Uh, and so both of these resolutions are very standard here. I was um in hopes that I could actually bring you um a reference to who I would choose for the athletic field u maintenance service vendor. However, um upon getting the information they some questions arised and I have already put out there the fields for those questions and trying to get those answered. So, they have not been answered as of today. So, I'm asking if I could move this to the June 16th and bring it back to you then. I'm hoping to planning to have all the questions answered by then um to make sure that I give you

035good advisement. Are there any questions? Board member, you have heard the request of Miss Collocia to bring the appro um information necessary information and answer questions in regards to the athletic field maintenance service vendor um back to the June 16th meeting. Madame Chair and um and board, in your um in your package, you do you will find the official invitation that will be mailed um start being mailed on Thursday for our ribbon cutting of the new high school. Um that will be on July 9th. The invitations will be mailed on this starting to be mailed on this coming Thursday. And the invites that you will see is for invitation only for the ribbon cutting ceremony. And then on

038Monday, on Monday we will start publicizing the community tours that we have scheduled for July the 22nd and the 23rd. We're doing a morning and an afternoon. and based on the turnout and the requests um from the community, if there is a need to add additional community tours, we definitely will heed to um to the response from the community. So, we're just looking forward additional information will be forthcoming. Um we held our first committee meeting on yesterday um as we are preparing for um the ceremony there on July the 9th. And we're now drafting um an agenda um excuse me a a program because we do need to send a draft program to the state superintendent as she has um confirmed that she plans on attending. Our end of the year celebration with staff is

039scheduled for tomorrow morning starting at 11:30 um because we are on early release. Tomorrow is the last day for students um and so we will be celebrating with the staff at Hampton County High School in the gymnasium. So, if you get time um to stop over enjoy in the in join us in the end of the year celebration with funds and games, by all means um feel free to do so. And then the last day for our staff will be this coming Thursday. We also will be putting out and making certain that the our community and all of our stakeholders are aware of our summer hours because our summer hours will of course start June 5th through July 31st to where we will operate daily from um 7:30 a.m. to 4:00 p.m. Monday through Thursday

040because the all district offices um are closed on Fridays and that's starting this coming Friday, June 5th. and we will be resuming our regular schedule on August 3rd. Um, again, this information will be going out. We will make certain we put it on all of our communication platforms just so that the community is aware of what our summer hours are. Um, I will, as a reminder, I will be out of the office this coming Monday. I will be in Myrt Beach. um as I am I'm the keynote speaker for the state um South Carolina resource officers um opening up their conference there Monday morning. I did put this on my early agenda, but I do like to remind the board when I'm out of the office and of course and when I'm speaking and representing

041Hampton County. It will be important that I be back in the district on Monday um by 6 pm because Miss Clark and myself, we are on the county council agenda um to go and give an update um to do the reading for our budget. They had asked for us to come this past week, but I um delightly declined and asked that we rescheduled with them to where we were able to do the second reading with the board. So, we will be doing that this coming Monday at 6 PM. So, that's June 8th. So, for those of you that would like to come over to county council, feel free. Um, no pressure. Um, and also on June 17th, um, June 17th, we will be having our adult ed um, graduation here um, in North District. I

042see Miss Sanders is here and we will be recognizing our graduates. Um, we could have up to six students. I think Miss Sanders, >> six or more. Um, and of course um that ceremony is going to take place at 5:00 p.m. So that's a very quick update for me. Um, and we did not have um you would notice on this agenda, we did not have any reports um from the construction of the new high school. I think you have got you received your last bi-weekly update at the last meeting. So that lets you know how close we are to um to having this major milestone here.
