And at this time, I would like to take a moment to welcome all of our community members that are here, those that are in person and those that are joining us uh live stream. We also have Miss McCormack joining us uh via a satellite phone here. So, your presence is vital to the work that we do. So, thank y'all for for being here. Each month, the board gathers to make decisions that help shape the future of our students and our schools. While we have many

002items to discuss, our guiding star always remains the same, and that is providing an exceptional environment where every student can thrive. And we are grateful for everybody's presence and your support in the work that takes place in our schools. So, at this time, um, if I could open us up in an invocation, uh, if you'd like to join me, please. Dear heavenly father, uh, thank you for all the blessings that you provide us. Uh I want to be specific and our gratefulness for the work that we did today in setting a vision and goals and strategic planning for the future. And Lord, I want to take this time to just acknowledge the summertime and hope that all of our teachers and staff and uh administrators who are enjoying vacation, get some rest for the summer

It's really awkward to uh to introduce someone that's probably one of the most well-known names in our community in our face, but but nonetheless, I'll I'll introduce Dr. Chris

005White. He's our our current district teacher of the year is over at Sedica High School. Does great work in the classroom. Uh but today he's here uh to celebrate alongside some fantastic athletes. I hope it never gets old for us to celebrate these state championships that uh and this the great successes that these young people have cuz uh one of the things we want it to be to be known that uh that the students in this organization in this district and in our schools can excel at the highest possible level. And we keep learning that over and over and over again because our children keep demonstrating it for us. But I'm going to call Dr. White to the podium. Tell us a little bit about their season. tell us about some of the folks that

006are representing this great team uh again this year if you don't mind. Thank you for being here, Dr. White. >> Sure. Thank you guys for having us together. >> Um I appreciate you guys having us. Uh we appreciate everything you do for our program. Um on May 14th, we went to the state championship at Richland Northeast High School. Um our girls and boys were well represented. Our boys were were going to be in the hunt for a team state championship and we got bit by the injury bug right in the first event. So, that hurt a little bit, but we ended up finishing third. Our girls finished fifth. I'm really proud of what they all did, and we were fortunate to have three individual state champions. Um, we have Isaiah Libert who is the individual

007state champion in the pole vault, Jenna Morris, who is the individual state champion in the high jump, and Elias McGee, who you can't see him because he's not here. Um, he is at Boy State representing Sica High School this week. Um, but he was the individual state champion in the triple jump. So, we're really proud of all of them. Um Isaiah is a junior, Elias is a junior. Um and we have another um athlete who's a junior that the three of them make up a really strong junior class with several others that we're looking forward to them coming back. Um Jenna will be going to the Air Force Academy in 12 days. >> Um and so we're really proud of everything she's done and we say it a lot so we won't continue to belabor

Um this time is reserved on our agenda um as we value the the folks that come to us and we can hear from you directly

009um the stakeholders that we serve. We appreciate you for taking the time to be here to share your perspectives, your ideas or your concerns per our uh district procedures. Uh the board is here to receive your comments, but we're not permitted to engage in dialogue or respond to those questions in real time. However, we will share your concerns with Dr. uh Mr. Smith and we'll make sure that the district leadership follows up with all presenters to address the questions that may come forward uh during your your time of comments. So, do we have anybody for public comment? >> Caroline Donald. >> Good evening. >> Nice to meet everyone. Some of you are familiar, some not so familiar. Um I am here with a concern. My son who is seven years old, he is my second

010set. My first set is 40. So, uh, you know, the Lord has blessed me with a precious little one at this time in my life. But, uh, Kaden um was out of school many times because he has a health issue associated with the ADHD problem, which is gastro problems, which is IBS. uh it caused him several days of missing school and he is also a school choice student. Now as you know part of that is that when they ask for renewal attendance is considered discipline is considered uh grades are considered uh his principal is Joshua Harrison. I have put out several folders for the members of the board. The first addendum is a that is the letter that I sent to Mr. Harrison appealing the situation of denial of school choice because I wanted Kaden

011to return to Ravvenel. He has a wonderful team. He has done wonderful this year. We still had issues, but as you can see how many points he went up on reading. Personally, as a parent, I see good momentum, and I would like for this to continue if at all possible. Um, you also have a copy of his report card in there and also the 504 plan that was done on May the 20th. Uh, detailing some of his issues and his progress. Uh, there is a timeline for school choice that uh, also comes into play. But where I sent the letter, Mr. Harrison also sent his reply by email saying that um he does that Kaden does not meet the criteria because of attendance. Uh along with the letter that I sent him is a doctor's

012statement saying that he has been under Dr. Stewart's care throughout this issue. We are now going to go to a specialist for this issue. Uh I don't know if anyone realizes this, but a specialist for pediatric gastro is very hard to come by. We have a doctor's office in Greenville. The appointment is eight months out. We called Columbia. We called also Charlotte, North Carolina. uh they're even further out because I was willing to drive and it may be Atlanta before I can get an appointment sooner because I feel like his condition is not going to get better until we get professionals more specialized treatment. Let me say that he has been with the doctor this entire time. But I have that addendum C. Also, I have addendum D, which shows that Sheridan Krauss, which is

013the vice principal, said that he would be on an attendance intervention plan. Along with this plan, he will be denied school choice for two years. Uh, I am hoping that the board will review this and give some consideration on the medical side. Uh I I chose not to send him to school on certain days. It was already difficult for him and embarrassing having accidents. Some days he just had too many stomach cramps and I didn't feel like it was fair to send him and the teacher having to devote time to him when she had several other students in the classroom. But because of this school choice, it looks like parents will be forced to send sick children that will have to stay at school until 11:00 a.m. in order to be counted in for the

014day. I don't know if you guys recognize this, but that's why I'm here today trying to show that there is a problem that needs some eyes on it to see if there can be some addendums, revisions to the school choice program. I chose Rabinel because it is a smaller school. It's a very competitive school. I looked at the school rankings in South Carolina. I really wanted him to go to Clemson Elementary, but uh paying $4,000 a year, which would be my part of the taxes for him to go with no certain approval for him to attend. So, I chose to go in my county, which is Rabinel. Um, I have that in here also about the ADHD significance with gastro issues that I'm I am not a doctor. I'm not a nurse. So, I put

015this in here as addendum E for people who may not have knowledge of this to enlighten you on the subject. Uh, I also put in here about the administrative rule JFB-R, which is the school choice program. And I'm sure you're very familiar with it. I don't know if you realize what issues it is causing with children who have medical needs. I tried to abide by the attendance policy for Oak County, but when you have a sick child, I just feel like it it's better for them to be at home and get better rather than send them to school sick for the teacher and the school nurse to deal with because their attention need to be devoted in the classroom and to students who are able to enjoy the classroom and learn. I don't feel like

016a sick child is really paying that much attention. Plus, Kaden does have the issue of ADHD. He is currently not on medication. Um, and the reason being is he has been going to Greenville Pediatric Behavioral Health. Uh, she didn't feel like there was enough information demonstrated. Now we have it. Those appointments are four and five months out. I do have one to return. Uh I am not here promoting medication for children. But uh anything that will help my child, I will follow the professional advice. >> But that looks like what we may be heading towards. Uh if you will notice in there on that 504 plan, it shows where he had demonstrated um able to learn one- on-one. His problem is distraction in the classroom. The fact that he is an only child, I don't

017have that same set of distractions at my home. So that's where we were in conflict of when I would fill out the form. what I've seen my child do is different than what the classroom sees. But see, the classroom's got 14, 15, 18 other children that is distracting him. Uh the teacher finally learned that she could pull him up closer to her and away from the other children and it helped significantly. And so now they've got a plan. They know how he learns, which works best with him. I do not want to lose his team. >> Yes, ma'am. Thank you, Miss Donald. Um everything seems to be trending the way it should. Um reminder that the taxes at the top are through our April collection. So there are still two more payments remaining for

019that. Um which looking at last year would be around $2 million. So, we should be close to breaking even there. Um, our state sources, um, we should be close to, um, about $800,000 short, maybe down there, but we have an overage of over a million dollars currently in our total non- tax local revenue. Um, if you'll look down, we have made our transfer. You'll see that new $900,000 in revenue. That's our transfer from the food service fund that we do um at the end of the year. Um also we'll have our quarterly um ex our quarterly claims for federal for the last quarter of the year. Um so we should have an uptick in that number as well. Um so that's why the current month's revenue is higher than last month. We also received up

020top the homestead exemption tax revenue this past month of the $ 1.5 million which um also increased our revenue for this month. Um on the expenditure portion um we're trending like normal. We normally spend around 11 million a month. Um so you'll see that there. Um nothing new or um standing you know out for this month's expenditures. Um, our next exhibit has the check dispersements of anything over $10,000. Um, and these are also what we expect to see every month with our utilities and our payments for our food service contracts and things. Does anybody have any questions at this time? >> All right. And now, um, Mr. Price or excuse me, Dr. Price. >> That's exactly right. >> For, um, options for internet connectivity. >> Yeah. I'll set this one up while he gets his clicker right. Uh the uh you know we we do have when you take a look at internet uh structure the connectivity and our options there are a couple of different options that you'll learn about today. This is not going to be an action item for today but potentially as we move into say October time frame as we begin to plan for next year there may be an action item. So just felt like this might be a good time

022to bring this information just so that we could learn together about the options that are out there. And uh I know Dr. Price has done a lot of work in uh in preparing us for this this great lesson. Thank you sir. >> Thank you sir. Um so in the way of definitions I'll throw out two different things. I'll talk about WAN. That's wide area network. That is the part of our network that connects our buildings. Um so that our buildings can talk back to here. A lot of our programs, phones, a lot of things sit here in this building. That's our WAN connection. And then there's internet which obviously speaks for itself. It's much like at your home but on a on a bigger scale for the entire district. So u this particular portion is

023pertinent to the WAN. And uh currently our WAN costs uh fiscal year 26 are uh just over $12,000. That's a monthly recurring cost. Internet is 1480. That's also monthly recurring. Now our new internet cost for 27 that goes up but that number is not adjusted for -ate which I have on the right side of the of the page there. rate we are eligible in in SDOC 80% reimbursement and currently uh -ate pays the portions that you see there just north of 580,000 and um 71,000 the 580,000 that's WAN cost the internet costs are also listed there so that is what what uh we pay and what paid in fiscal year 26 Okay. Um, so when we talk about WAN costs in particular, our wide area network that connects all of our buildings, right now we

024are leasing and uh we have an option to purchase our own fiber network and that's what I'm presenting today. Some rough costs, some estimates of what that looks like. So, uh, currently we lease our our wide area network at $570,000 a year. Again, um, 80% of that is paid by -ate. At this point in time, our internet costs are uh, right around $44,000 a year before. Um, if we made a move to purchase and build our own fiber, um, the upfront cost year one is 7 million. That's before and after that the cost dropped to around $100,000 a year. Okay. And then internet would stay the same, right? Uh that does not change. When you look at this uh cost after the rate, which is uh I think I'm on slide four now. The cost

025after our total land costs are around $114,000 per year and total internet around $8,700 per year. All right. If we purchase uh our own fiber, we have that construction done. Our year one cost is pretty significant. All right. At one $1.3 million. Um but then after that our costs drop uh to $20,000 per year. Um over the course of 10 years the project pays for itself just in the uh considerable drop in the cost for that fiber. Leasing the fiber the internet costs obviously would stay the same. Can't guarantee those are going to stay the same over 10 years, but we do have a current three-year contract with WC Taylor Fiverr. All right. They are also our WAN provider. There are some benefits to doing construction and building our own fiber. Give you a little

026bit of background. Um, this was prior to me being the CTO and it was actually prior to me being a technician and before I went in the classroom. So the fiber that we are leasing right now was built I know more than 10 years ago um by the county. That fiber was then through a series of events. It was it was sold and now it is under the um under the opaces of upcountry fiber WCT. So we now lease that fiber that was built um around a decade ago. All right. If we chose to build our own fiber ring, a private fiber ring that connects our buildings to the district office here. Um, we gained some long-term budget control. I mentioned - several times. Just last year, -ate was challenged in the Supreme Court. It's

027been challenged numerous times. Um, at this time, -ate continues to be a program that is available to schools, libraries, um, and I think there's one other, uh, one other community that, uh, partner that can use to fund their internet and different things. If -ate were to go away, we would be responsible for that entire $560,000 WAN lease um and the entirety of our internet costs. So, building our own fiber helps us to control our budget long term if were to go away. It also gives us those long-term saving savings even if it doesn't go away over the course of 10 years. It also the uh proposal that we would put forth would um build resilience in our network. Uh it would give us a second point of entry. At this point, our internet all flows

028through this building. Part of what we would work to do is to give us a second point of entry at Synica Middle School. It's a uh great easy to access location. they the network closets everything is there to make that an easy transition to bring our network in at Synica Middle School as well. So we would have two points of entry one here one at Synica Middle. If we went down here traffic would be diverted through Sica Middle things would continue. If traffic went down at Senica Middle anything going to Senak Middle would would divert here. Um and also we would have a second filter and firewall for increased security as well over at the Synag Middle School campus. So it gives us greater control of our budget, greater future proofing. It gives our network

029some resilience and um it would futureproof us for future growth of traffic across our network. More and more things from year to year become um things that areworked. they're on the network. Um, just right now, I mean, the things that touch our network, uh, it really is mind-boggling. Uh, it's not just instruction, it is facilities, it's maintenance, it's, uh, safety. All of these things touch our network. All of those thing things take just a little bit of our bandwidth or the pipe through which we can move information. And so we would increase our bandwidth and increase the ability to control access to our network. Right now we are on a shared network where we have basically two fiber strands at each building. If we own that fiber, we control who uses it and we control

030how much bandwidth we can have in every building which gives us uh astronomical room for growth over the next 10 20 years. Um, and then like I said, the ability to expand the network quickly. Uh, next steps would look like this. Um, we would put out an RFP after July 1. That's when our next fiscal year starts. And, um, uh, we would, uh, put out a request for proposal. We would receive those back. Uh, we are under no obligation to award those. we can decide that this is just not for us. We're going to continue to lease. We would actually at the same time submit that return for proposal at the same time and um be able to compare them and decide what's best for our school district. And then sometime this fall um we

031would bring a recommendation and options to the board. So um that's the entirety of my presentation. I wonder if there are any questions. I think one question that comes comes to mind uh that board would be interested in is uh in our conversations we've learned that several of our neighboring districts have gone for this option and uh is there do you have kind of a a working list of maybe some some of those uh some of those folks that have opted for this >> just in the AOP region I know for a fact that Anderson 5 and Pickkins have both completed a similar project. >> Okay. and they actually looked at us as a model for that when we were on our own private rank as a county. >> Y >> So my only question

032and excuse my uh lack of technology and knowledge here um when you're talking about filtering and firewall protection of all the systems. >> Is there any liability that this saves us on student data breaches, teacher you staff data breaches, that sort of thing? who whoever's accessing our systems perhaps in a future breach of data and systems. Is there a liability that we need to worry about >> by doing this project or the way we are currently? >> I guess both. >> So, um, currently our our fiber is shared, so we don't control who's on that fiber. However, we do have a firewall in place. Um so and we do a lot of things uh as far as networking goes. Um it to ensure that access to our network cannot be granted to someone who should

033not be there. Um the reason I mentioned a second firewall is right now if things go down we go into what's called a fallback mode as far as filtering and um and it is uh intended to keep us SIPA and COPA compliant but it's not to the same degree that we have uh on a normal operating basis. So um this would uh help to create more strength in our network. Absolutely. >> That was my only question. >> You said our neighboring counties have put this into practice. >> Yes, ma'am. >> What were some of the issues that they had? >> Um, so really the biggest issue that comes about is the construction timeline and um it takes time in a county that covers as much geographic area as we do. I mean I have driven

034from Tamasi to Fair Oak and it's quite a haul. So the biggest hurdle that we would probably face is the timeline for construction. Um we work with an irate consultant. He and his wife are really they're they're excellent. And um not only would we uh issue an RFP for construction or a lease of lip fiber and those are I'm sorry it's technical terms. I don't know any other way to put it. You have lit fiber which means somebody else provides it and then you have dark fiber which means you own it. And what I'm proposing is that we own our own. Uh if we continue to lease um then we would uh obviously move that direction but the biggest thing is the construction time in that RFP. We would also put out a contingency in

035case construction was not completed by which we would still have access to a WAN network while construction finished up. >> Thank you so much. great presentation and we have some time to learn about this and think about it uh between now and the fall but wanted to bring it to you for uh for your review and and so that we can begin discussion on it. Uh we've got policy JFAB admission of nonresident students and I guess a JFAB our mission of uh I guess that's the rule to go along with that. >> Thank you, Madam Chair. Um basically right before I got heard on um the state set out guidelines for the I guess interd district uh county

036or interd district transfer policy. Um y'all had already voted on this um I guess as soon as I probably first meeting. Um so I know y'all are tired of looking at uh updates for policies but I have combed through JFAB as I like to call it and I think I'm going to start going by that now. Um but we have looked at this and looked at this and looked at this. Uh basically what we did with the the policy is we you see a lot of things that are struck from the the record there. Um we just basically took the policy down to basic and then put all the guidelines into the rule. Um and those are straight from the state. Um they said they were going to send out a model policy. They have

037not released that yet. Um but we are on a time crunch with this. Um we have to have it in in place by August. We got an extension for that. Um, so, um, if there's things that you would like to see different in here, but these are the the baseline for this policy, all the guidelines that are followed in here. Um, a couple things that I would want to point out to you. Um, the capacity study, um, we we looked at the state ratios with that. Um, that would give us opportunity to to actually grow, um, if we had students in neighboring counties that wanted to come in. Um, and just this kind of just outlines a little bit better for us. Um, but that class capacity once you reach 90% um, you cannot take

038any more students. you don't have to take any more students. So, um there's a good safeguard in there with that. Um let's see, the transfer period that starts February 1st. Um so, as we were talking as leadership team, we would probably look at our school choice and back our school choice up to February 1, too. Um just because you have both of those things. You have people wanting to come into the county. Um they have to select the school which they want to apply for. So, if you open up the school choice, then with everything else, that would help with that. um we would have to to make sure that we have the application online and and in paper form of course. Um and then just follow those guidelines as far as the denials go.

039Um really I mean it's self-explanatory with everything else. Um it follows our our policy pretty much followed this but it just gave some more more u I guess stricter guidelines but more clear guidelines for that. Any questions from you all on those? I guess in our conversation uh we uh we we need to have a uh this policy in place for the beginning of the school year uh to be in compliance. These as Miss Holders points points out very often that there's provisos that are are associated with these in many cases and we don't want to be uh found to be out of compliance. There is the possibility that uh we'll update this uh even as early as next month if they come out with with a state model policy, but for right now to

040get this approved and in place before school starts, we would need to uh to go ahead and approve this on first reading. And so we bring it to you for consideration for approval on first reading this evening. I just bring forward as a reminder there are no changes uh for us in terms of the budget. We've uh we've uh presented the budget. We've discussed it at length. Uh we are have gone through first reading and so this and second reading and so this would be third reading and final approval. The only thing I point out uh for our audience is that uh we note that uh the 16th and the 29th are the scheduled uh meetings for uh our county council to go through their second read and third read. And so we wouldn't have final approval on our budget until potentially the 29th where it

043goes through third reading and final approval there. So just wanted to bring that to the board's attention. >> Anything? Um yeah what one thing that I would add is it if when you when you look at a budget in its proposal it's balanced. So you see revenues and expenditures are the same. That's the plan. Um as we've gone over the the finance report that that Miss Renan presented um you'll see that your actual performance varies from what that budget was. It's just your best guess. So I I think Miss Ren Renion will bring to you at some point in the next couple of months as the numbers become clearer what the difference is going to be. So what we were seeing in tax collections and some of our um local interest is that the revenue

044for this year is is likely to outperform what that revenue budget was. So if there is some funding that is remaining a surplus at the end of the year, what we have done with that in the past couple years is make some strategic decisions about transfer that to capital. Last year we moved some into a technology reserve. And so the only reason I bring that up is in the in the presentation to discuss this this fiber ring. Um one of the main obstacles is having the inertia the financial inertia to put that down payment down. Um, and so with last year's contribution to that fund and in with in the addition of what we may end up with this year, we feel like we're in a place where that is not going to be an

045obstacle. So then the decision is just is it a prudent long-term investment. So I thought I would add that just as we're illustrating the the balance of next year's budget moving forward. >> Absolutely. >> Thank you for that. >> All right. 046need to say thank you uh to our schools. You remember just a couple of weeks ago, it seems like a month ago now, we were talking about the possibility of four to six inches of rain coming on a day that we had scheduled for one of the most prized uh most important days of our school year, which was graduation. and uh really made it a difficult decision, but a decision that was uh was made in consideration of our families. We wanted them to have a high quality event. We wanted to have as much notice as possible for planning and I just really feel like our principles, our assistant principles, really all the all the folks that it took, facilities and maintenance, technology, all the folks that it took to pull off graduation. I was only

047at one of them, but uh the one that I was at and I heard uh all three, we got nothing but uh but rave reviews of the quality of u of really the event that was put on us. So, we want to just say thank you to our schools. As this board knows, uh for the past two years, uh we have been exploring and trying to access dates to get back inside uh at Little John Arena, which will give us some options that we haven't really had since before CO. We believe that we have procured a date for it next year. Uh looking forward to Friday, May 28th uh for that. We're going to give a little bit of a walkth through later this week uh on that, but uh but we're excited about the
