005level executives or references to students other than the child of the speaker will not be heard in public session groups addressing the same topic should select one speaker comments will be limited to three minutes per speaker the board chair reserves the right to allot additional time or to halt public comments that do not adhere to the guidelines our first speaker tonight is mr garris davis on cognia and transparency [Music] appreciate the opportunity to talk tonight superintendent jackson oversees academics and innovation he has been responsive to us as far as power to act he has little authority at limiting sel and local school educational material choices this is also true of the school board proper when and if they approve sel educational materials this is highly disturbing the school board apparently did not approve rp or

006lim educational materials both of which have undesirable elements we were asked by academics and innovation what was undesirable this is unacceptable conley advise us of those undesirable elements you know are controversial the parents and citizens and more so the students deserve this transparency please report the controversial elements at the next school board meeting when you present to the public the glowing reviews lim which is lim leadership in me will garner you do not do the same with rp presentation restorative practices we asked a and i to help set up interviews with 10 principals k-12 schools and they would not touch it we need a feel for local school leadership to find out what the principal's position is on elements of sel that they know are controversial last week and i suddenly shut down communication with

007us when we asked a simple question about lim and i referred us to miss katie tanner who probably will tell us a foia will be filed we have five other rfis which probably will have a foyer required and we'll launch those in the near future that will probably as i said require for you all of them should have been transparent thank you our next speaker is dr sheila foster the item of comment is budget items revisited thank you okay someone has said that there are four ways to spend money first i can spend my money on me i'm concerned about about both cost and quality second i can spend my my money on someone else a gift if you will i'm still concerned about cost but i'm a little less concerned about quality third i

008can spend somebody else's money on me my boss sends me on a con to a conference now i'm not concerned particularly about money because it's the boss's money but i am concerned about quality because i want to travel in comfort finally like governmental bodies i am spending someone else's money on someone else and i may not be terribly concerned about either cost or quality on june 28th two budget items were discussed that i felt were related first was the request for over seven hundred thousand dollars for four administrative positions and over three hundred thousand dollars for three positions by a and i some members asked the board to delay spending those funds because schools are coming out of covet into what will hopefully be a more normal school year and things could look very different

009in a few months second was the request for a three percent salary increase for teachers and other employees the increase to four percent came later and you can add the one-third for yourself with a starting teacher salary of about forty thousand dollars that would be an increase of twelve hundred dollars a year a hundred dollars a month twenty five dollars a week before taxes after social security federal and state taxes the increase would be closer to nine hundred dollars per year seventy five dollars a month and about nineteen dollars a week for a teacher while spending would be over a hundred eighty thousand dollars per administrative and over one hundred five thousand dollars for a and i positions you've heard about the dramatic decline in math and english scores over the past two years i

010cannot recall a single time i would have requested another administrator over more hands in the classroom for students needing extra help and our students need help the million dollars for those seven positions would funds 26 additional teachers or over 70 000 hours of admin of instructional assistance at 15 an hour i can only wonder how many in the audience would prefer 26 teachers or 70 000 hours of instructional assistance over seven new support positions one member said anyone on this board who votes against tonight's budget doesn't have a care in the world for our students perhaps some members of the board were just looking at the picture differently thank you oh and by the way the 80 billion dollars that congress has passed to get 87 000 additional irs agents would fund two resource officers

011at forty thousand dollars a year in every one of america's 568 public schools for 10 years thank you for your time has expired more irs agents or having two officers your time has expired thank you our next speaker is christy dixon on rule change and books [Music] good evening i wanted to address the um the conduct rule change again it's up for its second reading tonight first of all i appreciate the respect shown to parental rights in these changes that's my number one focus every parent has a fundamental right to direct the upbringing of their child the one problem i have is that on page three and page five we still have the reference to restorative practices um there it there is a change in that that parents would be informed but when you inform

012the parents are you just gonna sell them hey this is what we recommend or are they going to get the true story of restorative practices are they going to know that this is a mental health intervention this isn't just some little program that they went through i think that needs to be removed i don't think it that restorative practices has any business in our public schools this is something that should be taken care of in a health care situation i also wanted to um bring up an incident that happened that some parents contacted me about at marrington middle there was a video shown kinky boots the parents have spoken with the administrators in the school and that is being resolved but i want to know why kinky boots is on the approved list of videos

013for berkeley county schools it's it's a video about a drag queen is this educational is is this something that our kids are going to benefit from or is this pushing an agenda the agendas that we see constantly in the news and next at hanahan middle i started digging into some lists of books that have inappropriate material and i chose two books i chose looking for alaska and i chose dear martin both of these books are in the library at hanahan middle they both have inappropriate in it the superintendent is familiar with the book dear martin we had a situation recently at philip simmons high school where a teacher was using this material it was deemed inappropriate in a high school setting and that was rectified and that teacher was moved so now we've got this

014in the library at hanahan middle hannah hand middle i spoke with a teacher who has 14 students in her class who cannot speak english they have two esl teachers but they don't communicate with her going back to what dr foster said all this money we're spending on a top-heavy administration we could get teacher's aides into this middle school maybe bilingual teachers age to help these teachers out with these 14 kids that they can't educate because they can't communicate with them so these are just some issues i hope that you will all consider and we'll talk about and try to find a solution thank you our next speaker is ms anne conder on student conduct changes i come to you tonight as a mental health professional who has practiced for many years i would like to

015address this board on your proposed changes to the rules regarding student behavior conduct when you attempt to establish mental health therapies for behavior modification purposes you are stepping into an area where even many mental health professionals find the task extremely challenging if these trained and experienced professionals are challenged then why would you expect a teacher or an sro to be able to change behaviors of a direct disruptive child who potentially may be suffering from mental health problems or a deeply emotional issue that could be rooted from their home environment in draft one you still incorporate and give administrators carp launch on restorative practices and then in the second draft you take it you take it out but replace it with the words behavioral interventions this is nothing more than a word game because restorative practices

016is a behavioral intervention just as much as any other therapeutic model such as hypnotherapy cbt dbt emdr play therapy and the list goes on many mental health professionals will choose to specialize in one application and develop their expertise in that field when you attempt to apply a therapeutic approach without years of training and expertise and without involving the parents or the family unit the result can do more harm than good especially with children who come from a troubled environment have been abused or even themselves suffer from mental health disorder the problem can run much deeper than what a pseudo mental health professional can handle and that is what you are asking teachers administrators and sros to undertake with restorative practices in its establishment restorative practices is intended to repair harm rebuild relationships and re-establish trust

017when conflicts and issues arise within a community or in the school it involves attempting to understand what makes a child behave in the ways that he or she does by exploring their psyche through the sharing of feelings often oftentimes in a peer group or community setting asking them to share interpersonal information even in a clinical setting many children do not easily open up some behaviors could even worsen in that type of setting in restorative practices some children who are victims of bullying can easily experience a feeling of being re-victimized depending upon their emotional problems some children could become more destructive engage in cutting self-harm behaviors self-mutilation and even possibly commit homicide or suicide if these issues are not handled appropriately especially if there are problems at the home they still have to continue to live

018in the very environment where the emotional issues arose there should not be an option for restorative practices in the code there should not be an option for behavioral intervention unless it is a requirement for the parent to seek outside our next item on the agenda is any action is required for items from executive session we do have three student attendance appeals and two student expulsion appeals we'll entertain some motions mr chairman i make a motion for all for attendance appeals one through three to be denied is there a second second mr right uh there's a motion for miss tanner a second mr wright to deny all student number one two pseudo number two and student number three attendance appeals is there any discussion mr chair can i make a friendly amendment that we deal with

019each of the students individually in case i want to do we don't have a huge list tonight one and i don't want i want to deny one but not others understood i think that's justifiable so we will um we will actually take these individually uh so we actually we have a motion on the floor and seconded mr mcquillen are you asking for an amendment to that yeah i make a motion of men to address each student individually okay um second we have a motion mr mcquillen and secretary ms walker to amend the uh motion for all three students to be denied uh that motion uh to be heard all in favor say aye aye aye aye all opposed nay okay we will by by vote of i didn't hear any dissenting so it was unanimous

020that the amendment is passed so we will revert back to individual uh students who would like to hear a motion for the student number one mr chair i mean that we deny the appeal of student number one second we have a motion for mr mcquillen the second mr ramsey to deny the student appeal attendance appeal of student number one is there any discussion all in favor of the motion you respond by saying i i be any opposed nay motion carries unanimously mr chair and the matter of students in the matter of student number two and three who are um related i move that we grant the appeal second i'm sorry i i didn't hear your emotions in the matter of students number two and three i move that we grant the appeals second okay we

021have a motion for mr mcquillen on students numbers two and three to grant the appeal and that these two appeals and the motion was seconded by mr ramsey is there any discussion all in favor of this motion please respond by saying aye aye aye all opposed nay those members have voted in the affirmative please raise your hand [Music] one two three and those members are voted in in the negative raise your hand motion carries by a vote of 5-4 i think we have two student expulsion appeals we'll hear the expulsion appeal of student number one mr chair in the matter of student number one i move that we deny the appeal second we have a motion for miss walker secretary mr ramsey to deny the student expulsion appeal of student number one is there any

022discussion all in favor denying the appeal respond [Music] mr chairman i make a motion for student number two for us to deny the we appeal a motion from this uh tanner secretary mr mcquillen to deny the expulsion appeal of student number two is there any discussion all in favor of this motion respond by saying aye aye oh any opposed nay motion carries unanimously 9-0 mr chairman i move to accept the personnel recommendations of the administration as discussed in executive session for the current school year second we have a motion for ms tanner and secretary mr mcquillen to accept the personnel recommendations of the administration as discussed in executive session for the current school year is there any discussion all in favor of this motion please respond by saying aye aye aye all opposed nay motion

023carries unanimously 9-0 the next item is number six and i will recognize mr jackson for this presentation good evening mr chair board members members of the audience at this point in time uh we will discuss attendance lines for the carolyn lewis school as you know we anticipate opening the carolyn lewis school in 23 24 school year that's this upcoming school year and these attendance lines will have an impact to schools in the next in area cane bay area devon forest as well as the santori area and potentially college park sangery middle schools it's extremely consequential at this point in time i would like to invite mr mike miller to the podium and he will provide us with his presentation as well as a few options for attendance lines for the carolyn lewis school thank you

024mr chester good evening mr chair board members good evening let me get set up here yes i am right there perfect thank you [Music] i stand in front of you tonight to present draft one of a student assignment proposal or school year 2023-24 this will concern the brand new k-8 school carolyn m lewis opening next fall before we get into the scenarios there are three of them and as you can see on the on the maps over there they're they're printed out before we get into each one of those i'd like to have some discussion on the overall assumptions for all of the scenarios all three scenarios will serve the carn's crossroads development in addition each scenario will have some impact outside of that development all scenarios are such that families will move into a

025new school there are no moves in this proposal this evening that move families from an existing school to another existing school all moves are from existing schools to the new school next fall the scenarios you're going to see tonight do not change any existing high school boundaries the feeder patterns for the scenarios presented tonight will either be the new school carolyn m lewis which is k-8 into cane bay high school or in some cases the new school into stratford high school uh the first scenario that we'll talk about i call it scenario a again we're opening next fall 2023-24 serving grades k through eight uh the working capacity of the school is and twenty one seats and as i mentioned it will serve the current crossroads development for scenario a the impacted schools are cane

026bay elementary and middle devon forest elementary college park middle sangery elementary sangery intermediate and sangri middle school i guess the picture is worth a thousand words is this one right but let's look a little bit at the uh the data and i would like to provide a little bit more context uh to these numbers we've just received the day 10 membership numbers for for the county and for the district and i think it helps to kind of get a handle on how these areas are growing cane bay elementary school is expected to grow by about 10 to 12 utilization points per year about 120 kids per year this is based on the forecast that was produced last spring and that is the kind of driver for the scenarios that we're looking at tonight cane bay

027middle school is expected to grow by about six or eight utilization points per year so every year that goes on it'll be more and more crowded by about six or eight utilization points next and is forecasted to grow by about five to seven utilization points per year about 50 kids per year over the next several years the sangery schools are forecasted for slight growth or flat growth over the next three or four years and according to the date 10 numbers that we just received the forecast appears to be right on target so the numbers we're using for the scenarios are tracking just fine if we look at scenario a the blue numbers there as we work from left to right the name of the school which grades it currently serves the calculated capacity of the

028school the next column is the day 135 average daily membership for that school of last year that's the starting point for the forecast i'm sorry ms wilford what i'm looking at on this piece of paper is different than what you have up there because mine shows next in but that slide doesn't show next in so i'm i'm a little cute confused i don't i think you're looking at scenario c are you looking at the uh the impact we have so it has a blank in it okay well i'm like my list has next and that list doesn't have next and unconscious that's right uh the list you're looking at is is a kind of what i call an in and out table um which shows how many kids roughly how many kids are moving from

029school to school if you scroll down to the bottom i can yeah i see it now so in several scenarios next in elementary school has well it's blank where is it that's because it's not impacted for that particular scenario they're not included in that scenario in that scenario i do have one question before you go forward um just because i'm writing things down so we're talking so we have cane bay elementary is to grow around about 120 students per year and then you you gave the the increments and then i didn't get king bae middles but then i got next ins was 50 per year can you give me kane bay middles about six to eight utilization points per year equating to about uh 70 or so kids per year that's that's a pretty average

030kind of thing thank you it moves up and down every single year as we know so back to scenario a in the data table as you move from left to right what we need to be comparison comparing is the 2021 utilization for example cane bay is at 131 as of day 135 last year when the new school opens it will provide relief for cane bay elementary and bring it down just a little bit to 129. why isn't it more it's because cane bay is growing by about 10 points every year so from the 21 date to the 23 date it's growing by about 20 utilization points maybe uh 250 kids so by the time we open that school the the practical thing is it will be keeping cane bay about where it is right now

031because of the growth does that make sense yes as you look out a little farther uh you can say that you can see that we are getting relief uh due to carolyn lewis school opening but the areas are still growing cane bay is projected to be at 137 by 2025 and looking a a long time in the future by about 20 points more than that 157 so we are getting some relief it is needed but there's more growth coming for cane bay middle uh we're looking at approximately a hundred percent as of day 135 and 2021. uh as we open the school there there's a little more of an impact cane bay middle is not growing quite as fast as cane bay l so we're looking at an opening capacity of middle school of uh

03284 for cane bay carolyn lewis where these students are moving to is projected to open under scenario a with a 54 utilization in 2023 growing 272 by 25 and then to 112 percent over the next 10 years uh the numbers suggest that there is enough growth here to fill that carolyn lewis school within the next 10 10 years easily what is the pip the last column in your chart um pip is a i give the acronym acronym right poverty pupils in poverty thank you it was a statistic that was given to me to track uh to provide some kind of measure relative measure of pupils and property uh poverty per school estimated according to my data the data that i used to to produce these figures the system-wide mean is about 56.4 percent so you

033can use that as a gauge scenario a represents the smallest impact to the surrounding schools as you can see it's opening with a capacity of utilization of 54 percent scenarios b and c will make that number larger my arrow is in the wrong place okay scenario b takes scenario a and adds a small portion on the north around maclaurin mclaren drive mclaren avenue right next to the cane bay campus that air blue arrow should be pointing a little more to the southwest sorry about that pdfs don't handle it i guess so that's the only change between scenario b and scenario a and not a lot of students impacted but it does have a kind of a natural connection there it is close to cane bay campus though the numbers don't move very much i think

034we're looking at about a two two-point drop in cane bay elementary with that move one or two points carolyn lewis moves from 54 when it opens to about 56 percent estimated for scenario b and the justification of this is is to really try to to help provide relief or relief for cane bay as much as we can that's why this scenario is there and finally a scenario c are the arrows correct here scenario c reverses that northern move that scenario b had and instead of the northern move it concentrates on an area that is currently assigned to nexton that's where the area arrow is pointing um that has a significant change a significant uh relief for nextin and about the same amount of relief that we saw in scenario a for cane bay so cane

035bay reverts back to scenario a at about 129 percent in 2023 cane bay middle school is about where it was in scenario 84 utilization in 2023 the big change here is now nextin uh has a little bit of a relief about let's see how many points is that it decreases by about 15 points next in in 2023 so a significant relief for nextin for scenario c and you can see the extra added to carolyn lewis in 2023 uh boosting its utilization for that first year to 76 percent this scenario also aligns the elementary middle and high school feeders for the southern portion of carolyn lewis it will change from sangeree elementary middle uh enter elementary in intermediate and middle to cane bay or next in sangery to cane bay aligning them to carolyn lewis to

036cane bay a lot of moving around there let me say that one more time currently we're looking at that southern portion going to sangeri schools and then in cape a high school or going from next into sangri middle school to cane bay high school scenario c aligns that southern portion so it'll go to carolyn lewis school to cane bay high school that makes sense making the feeder pattern simpler there are a couple other what i call technical adjustments to look at but let's take a break here and if you have questions about these three scenarios oh i have questions so the biggest question that i it's actually like a statement and maybe you can clarify it for me so when we take these students that are going to cane bay and we move them to

037the carolyn lewis school they say we're giving cane bay relief but we have a lot of students that are on a wait list to get into cane bay so then they will be going back into the cane bay schools so we're not really giving the schools that much a relief correct because we're going to be fulfilling our wait lists so technically i guess if it's not cane bay we're granting relief it would be westview yes ma'am okay okay because i'm sure the cane bay community would want their kids out i'm guessing most of them would want them to go back into the cane bay school where they moved into the development to to be but i do want to put it out there that you know we're over capacity when we're looking at these numbers

038we have to remember that when our classes get bigger it's not just the classes that get impacted we have our cafeterias our gymnasiums we have everything else that is impacted as well so then would you say the um this the south side as far as um so the so in scenario b when you have like the marshall um and the mclaren and all them right now those students are scheduled to go to king bay correct yes so in that in that situation those students would be leaving canyon bay and going to the new school correct they would be rezoned in scenario c the area that is situated for the carolyn lewis keeping that mclaren street going to cane bay is that's all developed already those students go to nextin currently where do those students go

039to now scenario c would would not move those students in the mclaren area correct they would stay at cane bay so but so when they're not on the other map those students right now where where are they attending or they they're not those homes aren't built are we talking about the mclaurin area so right here this area that's added into it i understand where do these students currently go if it's south of current crossroads they either go to sangeri or they go to nexton if you look at the little red line right there that's a division line between the current next in line and the sanctuary okay so they're going to mexican okay but next thing is also growing as well so if we yes we relieve that from next and that's giving and we

040move that to the carolyn lewis school that's giving next then the opportunity to fulfill those schools and you know king base pretty much fulfilled until something else comes up so mr miller uh scenarios a and b basically do not have a seamless feeder pattern for high school for high school that's correct yes that's a good point scenario c would have a seamless feeder pattern and would also know not quite no the area to the south of 17a or to the east i should say of 17a oh that one section yes currently it goes to devon forest and college park just a few students it's it's uh on your impact list you should be able to see the number of students there um it is a part of current crossroads right now south of the south

041of uh 17a 176 section right there we're talking about the rest of them is more it's more of a seamless than any other scenario yes yes and it's also a reduction in the next in elementary uh which is sorely needed as well but in a couple of years if you pull put that slide back up scenario c that's it right there the other one the which one oh the table okay yeah gotcha yeah you see uh nextin at 85 and it was at 98 now this year if we incorporate scenario c it reduces it to 85 and then it goes back up but that will be taken care of with the next school if we build a school in that area it would take care of that i'd love to see that yes so i

042think it looks like to me scenario and it also impacts the carolyn lewis school with a significant percentage of students initially which i think is important yes sir you're you're older at a higher civilization with scenarios but it reduces next in elementary significantly yes initially and next in over capacity and has mobile classrooms correct dr jackson i mean mr jackson sorry yes ma'am we have five mobile units there um in a restroom unit i think we're school's designed for we have 9 twenty and they're over a thousand students this year okay okay so we do need to relieve some of that okay do the numbers work if you combine the scenarios b and c at carolyn lewis or would it immediately be overutilized it adds about a maximum of two utilization points you'd be looking

043at about it's kind of these are designed as a little bit a la carte so it's certainly possible to add that component to scenario c yes sir to take the the um b slide that gets right under the middle school yes or k yeah i came came ba middle school in high school so you could you could technically combine both which would even yes provide more utility utilization and more relief for overcrowding in canada a little bit more yes yes sir do you have any idea what carolyn lewis's capacity would be in 23 24 and 25 26 under that combined scenario it'd be adding about two points so 78 and about 97. there are bots okay how would that affect the high school attendance would they still all be going to kane bay high school

044yes there is no moves to any high school lines currently the high school lines are not on this map but if you look at the red line along 7017a that serves as the high school line between cane bay high school and stratford currently by the devon forest area up 17a that's the berkeley attendance zone and down on the the white on the bottom side of 176. yes yes ma'am so i think the 10-day attendance is somewhere around for stratfor around and cane bay is about 21. so cane bay is about 500 less than stratford at this point in time and uh but we know cane bay is growing and of course we thought stratford was fairly stagnated but it's not i mean there's there's new families coming in and that's demographic shift that was kind

045of something that surprised us yes sir so uh but nevertheless uh his scenario c you'd have an increase of somewhat of an increase uh because the next and kids would be going to cane bay rather than stratford is that correct uh no in scenario c they'd be going to carolyn lewis and then to cane bay that's correct and they currently go to cane bay yes it's the sangri oh i gotta make sure i get this right um next it's confusing in that area but the next one went to stratfor no okay i don't have the high school lines okay i hate to say something that would be wrong um for the southern portion i'll go over that feeder pattern again i have it in the words here so there's two areas that are impacted in

046the southern area the yellow area you can see it's divided by a red line that red line is in between nextin and sangere elementary okay so in that area there are two feeder patterns the first goes to the sangery schools elementary intermediate middle and then back to cane bay high the second area the children go to nexton sangria middle school so going to sangria and then back to cane bay high so all those children in their arcane bay high kids are eventually game behind kids we have any additional questions for mr miller i got more stuff too you got some more information for more uh yeah nothing to do or little to do with carolyn lewis but other things that that i would like to bring in front of the board all right so what

047follows are our three proposed adjustments i call these technical corrections uh two of these do not impact any students the reason these are happening is the rate of development in these areas they redraw parcel lines almost monthly we keep on top of them but we can't change them without board action so i'm bringing three of those technical corrections in front of the board for your for your viewing the first one is a elementary and middle school uh suggested change the arrows point to two areas which are currently going to nextin they're the dark purple and the proposal is to go to cane bay the one on the south is just a correction so it follows a creek it just makes everything line up no students involved uh the one in the north there are students

048in this this area the development that you're looking at started from the south and is growing north so as it grew north the parcel lines changed and people are able to live there and i i think that currently north creek thank you yeah currently those those students they're assigned to nexton and i i think they apply i don't know what the north creek area yes in earthquake new parts of north creek are actually zoned next in saint grey middle where the older portions are came in elementary king middle so what we're proposing here is to make them all cane bay elementary kingdom is that where you had the area of like the houses and the line was like literally right through somebody's house or the townhouses okay okay because there was a there was a

049section that like you if you had the building if this was literally the building the lines went like this i guess it depended on what side of the couch you were sitting on is because the way that the land was built and then the way the lines came through so [Music] so the next one we're looking at does not involve any students um the two areas that you see the arrows pointing to are currently zoned for um next in elementary but they're zoned for cane bay middle there's no students in them um i don't know exactly the reason these were carved out a couple years ago but they were and what i'm suggesting is is to put those back in there there's no students involved and that'll make the next and sangri line aligned in

050that area and finally um this is another one of the areas where uh when we drew a lines a long time ago we draw them along partial boundaries that's that's the a good way to do it and things change so in the meantime you see all this development from cane bay or actually this is next in i'm sorry going down almost to 17a and the proposal in front of you does not impact any students but it aligns the nextin or sangri middle school line with scenario c that you saw a little while ago so it puts all those things together and as i mentioned this does not impact any students in san diego now would these kids go to cane bay middle or would it go to sangri middle because sangria middle is where we

051have got the space out yeah this doesn't change any of those kids there except for the scenario b part of it i'm talking about future kids because part of all this is planning for the future obviously yeah i i i'm sure that there are uh i'm not sure i believe there may be some multi-families expected in this area but by and large this area is not currently commercial and i think there may be some mixed use coming in uh all the students currently are below that sangery what i'm saying on your slide it says sangery middle to cane bay mills so we would be putting more land in cane bay middle district that's correct i don't think that's wise but that's just my opinion thank you [Music] are there any other questions on those three

052adjustments mr jackson have we had um community meetings yeah i'm not exactly sure what kind of action we're going to take or if there is action to take tonight but are there community meetings or community meetings planned i'm a little uncomfortable voting online without getting some feedback especially a lot of these students are not necessarily areas i'm you know intimately involved with like i am district six so can you tell me a little bit about the process yes ma'am so we are having this presentation tonight uh the request was going to be for the request is for first reading we are going with the two reading process on the attendance lines following the first reading we will conduct our community meetings the locations would certainly depend upon which sections or which which option the board

053selects and so we have the dates for those meetings we have some tentative locations and dependent upon tonight we will select those locations and publicize those meetings and those opportunities for community members to express their come out of view and express their concerns and provide feedback are all of those meetings prior prior to the second the second reading yes ma'am okay yes definitely and it would be prior to november the 8th because i believe this board needs to make this decision i'll wrap it up with the last slide which i the next steps is yes community engagement i'm not aware of any dates as of when i wrote this presentation based on the feedback from the board and from the community engagement we'll look at a final draft with one or more scenarios in that

054final draft and my understanding anyways is that the 11th is tentatively where we're looking at doing a vote of approval yes sir that's correct actually mr miller i have a question for you if you go back to the um if you go back to the scenario where it was that one how many students would be going to came back how many students were impacted do we even know because i just want to be clear if i do not think it's a significant amount i'm just not i think this board knows i'm really against drawing against through neighborhoods and through streets and i just want everyone to know this is drawing through an apartment complex a townhouse complex i don't have exact numbers i know i get quarterly updates on on where the students reside it

055is not a large number i just want everyone to understand this this image is just literally through a townhouse building that's all i like to be clear is that all miss miller that's all i got so i i think mr jackson's correct we first reading tonight approved something obviously would be would be something that could be amended and changed based upon the the meetings that ms wofford alluded to but but i i feel like the second reading would be uh appropriate after the community input so we can certainly mr miller i'm sure that you can you can absorb whatever information we come back to you and and revise whatever plans based upon the board's uh decision with respect and regard to the uh citizens in from the community meetings so uh is there any other

056discussion i think we need to entertain a motion if if i might um we just spent a good amount of money building on an extension to sanctuary middle and the scenario in b is taking an a and b taking the least number of kids out of the middle school because in one of the snares like fifty percent um capacity right on sangria middle um and it has uh b has the greatest impact in the cane bay schools in terms of taking kids out of there and providing some relief and putting them in carolyn m lewis school so actually i will make a motion that we choose scenario b for our plan um draft one of our plan for the um changing of the lines the attendance lines second we have a motion from this little

057ten a second for miss walker to select scenario b uh for the first reading is there any discussion yes i do not agree with that because again i would like to reiterate please back me up if i'm correct mr jackson that next in is over capacity we have mobile classrooms correct yes ma'am so cane bay middle do we still have mobile classrooms that came bay middle yes we do okay so if we're going to do something to alleviate those two schools we've got to include nextin so while i don't disagree that b is a good scenario i do agree with mac that b and c would be a great scenario in this situation yeah i make a motion to amend to approve scenarios b and c first yeah for first reading second okay we had

058a first and second year motion he made a motion too he amended though he made a motion to amend so we're amending the motion for scenario b mr mcquillen made a motion and it was seconded by miss tanner yes sir to combine scenarios b and c is that correct okay is there any discussion uh we'll will so is the amendment we'll vote on the amendment to uh to have b and c combined is there any discussion on that the only discussion i'll say is this is first reading and so i think these are options that b and c seem to have support from various board members so my thought is we approve both of them and then based on community feedback and what we find out we can potentially amend our decision except adopt one

059not adopt the other or adopt both put them together any other discussion on amendment uh to have b and c combined hearing none will call the question all in favor of the amendment respond by saying aye aye all opposing a motion carries 9-0 mr chair in terms of adjustments numbers one and two i move that we approve those but not adopt adjustment number three well what you got to call the question on the on the amended motion oh on the amended motion we'll call the question on the amended motion all in favor of the amended motion please respond by saying aye aye any opposed nay motion carries unanimously 9-0 and mr mcquillen i move that we accept the adjustments to lines and scenarios one and two but not adopt the adjustment number three which is

060which is the one that adds i think mike will yeah i'll discuss it after sorry this is also a first reading of this too right mr miller yes okay so the uh the motion was to adopt one and two but not three and it was seconded by mr ramsey is that correct yes sir is there any discussion i just i think mr ramsey pointed out that cane bay is already crowded there's going to be additional development likely in that area i think multi-family a lot of apartments and other stuff and so to me option three just seems like it doesn't while it makes the lines cleaner it doesn't help with the overcrowding problem again the first reading we can modify this uh in the second reading or this any other discussion i guess my only

061other concern is i know there's not students on the property now but i'd be interested in what that property is zoned currently and um i i think we can have that follow-up discussion to know is it is it flex and or commercial or is it a possibility that you know homes are going to be built there yeah we can have a subsequent conversation but it's it's mixed use there's an entire plan for that area so there'll be some could be some commercial i mean some residential in there multi-units but primarily there's a lot of commercial retail restaurants and shops all in favor of mr mcquillen's motion of one and two but not number three please respond by saying aye aye any opposed nay motion carries unanimously non-zero thank you mr miller thank you i look

062forward to seeing you on october the 11th and possibly at some of these meetings the next item is item number seven committee assignments we do not need to have any committee assignments because all board members are present the next item on the agenda is a report from the committee on academics and innovation chair lady kathy littleton i'm calling the committee on academics and innovation to order i declare there's a quorum of committing members present and note that the media has been given proper notice pursuant to the excuse me uh we we're going to uh item number eight on the regular meeting are we gonna adjourn this we're needing to not recess it no okay no this is coming number eight okay uh mr chair i move to table administrative rule j-i-c-d-a-r student behavior code and

063request that the administration provide one single document back to the committee on academics and innovation second is that the committee the committee the committee has already met on this and sought input from board members and that was done so now you want to table it again yes i did i'll have that right now right now i'm bringing right now the um [Music] i'm being requested to bring before the full board three separate items and asking them to basically rewrite them in as a board and i'm requesting i'm making a motion to table it okay but i'll have to ask parliamentary but i will say that the board did provide input as recommended and suggested from the legal counsel and the the policy or the administrative rule was changed effectively to accommodate that those uh language

064changes so i don't know why we want to go back maybe i need some parliamentary uh judgment here dr richardson okay so i think the request is actually to refer it back to committee so instead of tabling it she's asking to refer it back to the committee to look at the proposed changes that were actually made because right now we have three drafts we have the administration's draft we have miss marone's revisions and we have miss littleton's revision so we got three drafts floating around red line documents i only saw two drafts what i mean the original the original and two drafts there's the original and then there's two revised red line versions i've got here so she is asking to refer back to the committee so the committee can put it in one document

065so i i can you change your motion to refer it back to the committee if i table it as it stands then it drops and i'm asking the administration to put one document together that the committee can look at right but to table it is not the right motion table it means that you're going to pick it back up off the table so what you want to do is refer back to committee for the administration to then present the committee with the one document fair enough i make a motion to bring this document back to committee and with the reversions involved i'll give the second okay we have a motion not to table but to refer this back to committee for the administration to review and submit something to the committee for for um discussion

066i think that's what you said ms littleton right so for clarification purposes it's to combine the two recommended changes into one document yes is that is that possible though because i'm looking at these two reasons it's contrary options so yeah that's going to be difficult to do yeah like some of the sentences some of the exact same phrases were changed to say different things so i don't know that we necessarily can combine them i think we just got to consider the original and the two revisions and figure out which one yes the committee likes best yeah bring that to the board and we've had plenty of time to read these over plenty of times so i don't necessarily know whether it's combining the two because they're saying two different things so i think it's just

067a referral back to the committee for the committee to consider the two proposals and adopt one and bring it to the board well the docu the documentation both are different however um draft two leaves parents completely out draft the original leaf's parents completely out but some of the language in the second draft should be in the first draft as well but i think once it gets back to committee then you can kind of define all those particular that you're talking about currently now so you're making a motion for it to go back to committee so you can do the same thing that you're talking about uh and i want to remind the board that this was not a recommendation from the administration this the at least the revisions were from input from board members so

068we need to uh i think we need to refer this back to committee for the committee to review the options and present one to the board for approval is there any is there any disagreement with that okay so we need to make the motion the second and we'll the motion has been made to refer back to committee and it was seconded so at this point it's discussion which is i guess where we are and so a vote okay all in favor of that motion to refer back to committee and bring it back to the board for approval or discussion please respond by saying all right any other discussion do we think it would be fruitful for us while we're in discussion now to discuss the revisions we have in front of us so that the

069committee has some guidance or do we want to just let the committee discuss it then we discuss it as a full board next year let's have that discussion now what are you saying frank what you got frank oh let the committee do their job is what pranks okay we're gonna refer it back to the committee i mean agreement will yeah well then we'll have those further discussion when they come back okay committee but i think that it should come out to the board as soon as possible so we can have time to review right it will it will okay is there any other discussion yeah no i'm just kidding i think we'll be having a lot of discussion in a little bit so we are voting on sending this back to committee for the committee

070to come back before the board with a uh recommendation is there any other discussion all in favor of this motion respond by saying aye aye any opposed nade the motion carries unanimously nine zero [Music] i believe that concludes my report i believe that satisfies number eight number nine is superintendent's report mr jackson good evening mr chair board members members of the audience like to before we get going like to acknowledge our members of teacher forum they're in the audience with us ms taran davis from goose creek high and wave at the people and stephanie williams cane bay elementary and our form chair miss brittany gary from next in elementary welcome thank you for joining us tonight it is hard to believe that we have completed four weeks of school already and i've enjoyed all of

071my visits that i've been out to as we've seen the students and the teachers i've observed they're doing well and they seem to be much more settled than they have been in previous years and we did one really really exciting thing a really exciting experience to kick off the month of september our partners at rick hendrick automotive group on friday september 2nd the auto tech students at hanahan high school received a visit from nascar cup series champion kyle larson he's the driver of the number five chevrolet camaro which was parked right in the middle of the auto mechanics shop at hanahan high larson was joined by his pictures crew chief cliff daniels larson and hendrick automotive group representatives they had all of the they had all of the general managers from 12 general managers from

072the area show up at the high school to meet mr v the auto tech teacher and present him with a 25 000 check as part of the hendrick automotive groups hendrick gets set go program mr v said the money is going towards updating a lot of the equipment in his shop and including lighting diagnostic equipment welding materials and more the students were also invited to join the hendrick team at the southern 500 race at the darlington raceway on that that following sunday and so we really truly appreciate the partnership the wonderful opportunity that our students were provided with and if you notice a lot of kyle larson fans in the hanahan area now you know why i am now all of a sudden a real big nascar fan and keeping up with all the races

073and all the stats and all of that also congratulations are in order for four of our schools in the district they recently earned the distinguished arts program grant or dapp grant and that's sponsored through the south carolina department of education for the 22-23 school year these arts curricular innovation grants or acig grants assist schools and districts in developing and implementing arts initiatives to support quality arts education programs that significantly improve student achievement in the arts adapt grants provide funds for one year projects successful adapt applications must include that applicant excuse me the applicant will include all arts forms dance music theater visual arts for a three-year period uh as part of their strategic plan marrington middle school of the arts h.e bonner elementary hal hall ames and philip simmons middle all received this grant for

074the 22 23 school year so congratulations to those schools so sorry i thought someone said something i said awesome awesome all right yes ma'am it is awesome uh if you get a moment to stop by they're very proud of what they do so please visit and i was out at marington as a matter of fact today um let's talk a little bit about our instruction and assessments and so last tuesday september 6 the state department released results from this past springs sc ready sc pass administration the results while concerning they were not really surprising unfortunately schools across the state have faced challenges related to learning during the pandemic and in dress and addressing unfinished learning following the pandemic while we all agree that students are more than data points we must also use this data

075to make adjustments necessary to improve the level of instruction for all students in addition in addition is that my time in addition until another metric is established these results from these assessments are used at the state level to help determine the overall success of our district all districts in the state it is essential that we establish and maintain a structure consist structure and consistency in our instructional program we will do this by providing targeted and meaningful professional development ensuring student support is embedded within our daily operations and providing support for more academic enrichment opportunities for all students additionally we're implementing our instructional framework and providing training on our teaching and learning model as we move forward we will continue to provide updates on the success of this district-wide implementation as quality teaching and learning is

076a priority for our district we will devote more time during board meetings to provide updates on instructional programs innovation excuse me innovative instructional strategies and we will also celebrate the achievements academic achievements and progress of our students again classroom instruction is very and student achievement is very much a priority for this district and so we will provide time for instructional and academic updates on at least a quarterly basis during the course of this school year so that everyone is informed of the process excuse me of the progress and everyone is informed of the progress as well mr chair that concludes my report for this evening thank you mr jackson just a couple of things from my perspective we talked about attendance lines we definitely will be having some community meetings with respect to that getting

077some community input as well as community meetings for the penny sales tax which the board unanimously approved uh be put on the uh on the november 8th election uh where we will be providing facts and information to the public for them to make a an informed decision on the penny sales tax uh does everybody remember the year 1998 that's 24 years ago i did that's the year that mr wright first assumed duties and responsibilities as a berkeley county board of trustee and as most of you know hopefully all of you know mr mr wright is not running for reelection this year so i think it only fitting mr wright for your last board meeting to take place at cane hoy elementary school so without exception or excuse me without objection i'd like to honor mr

078wright's time served at the last board meeting in october october 25th and hold the meeting at kane hoy elementary school is there any objection to this thankfully none so we will definitely do that we don't have to call a question we will since there's no objection that's the way we'll do that mr wright an exceptional 24 years it's been my honor and privilege to know you and to serve with you thank you very much matt i want you to be there okay [Laughter] we'll entertain a motion to adjourn the regular meeting second i have a motion for miss walford secretary ms tanner to adjourn the regular meeting so that the financing capital planning committee and the academics and innovation committee may meet is there any discussion if all in favor of adjourning please respond by

079saying aye aye ms kathy littleton i am now calling the committee on academics innovation to order i declare there's a quorum of committee members present and the media has been given proper notice pursuant to the freedom of information act do you have a motion to approve the agenda i make a motion second i have a motion by dr wig paul in the second by uh mr ramsey uh any discussion all in paper respond by saying aye aye all opposed the motions approved three to zero the only agenda item is the head start budget expenditure report for july 2022 prospective new hires and head start human resources service plan what is the pleasure of the committee madam chair i make a motion to approve the head start budget expenditure report for july 2022 prospective new hires

080and head start human resources service plan second we have a motion by dr wick paul a second by mr ramsey any discussion um actually i have a question um part of the human resource service plan was for an incentive for the teachers can anybody speak to that in terms of what that's going to look like for this it's part yeah for the head start yes it's on the next agenda it's on the next um committee it's on the next committee plan has nothing to do with the head start incentives yeah here that's on the finance and capital planning committee okay so that's not part of the human sources no the changes that were in the um headstart human resources plan is you all voted our earlier to change the qualifications for the head start teacher

081so that needed to be changed in the resource human resources plan thank you very much all in favor say aye aye against nay passes three to zero i'll entertain a motion to adjourn this committee meeting i made the motion second um motions made and seconded all in favor say aye aye passes three to zero i'm calling the committee on finance and capital planning to order i declare there are a quorum of committee members present has the media been given proper notice pursuant to the freedom of information act it has that we have a motion to approve tonight's agenda some move we have a motion a second all in favor please respond by saying aye aye motion passes the first agenda items out of state travel ms smith you're recognized good evening chairman mcquillen board members

082and superintendent jackson administration is requesting approval of out-of-state travel as presented so move do we have a second so we have a motion a second any discussion hearing none i'll call the question all in favor please respond by saying aye aye eyes have it by a vote of three to zero the next agenda item is the head start incentive ms smith thank you the head start program is currently experiencing issues with staff retention and there are a number of head start vacancies that need to be filled the office of head start issued an information memorandum recommending financial incentives to recruit new staff and retain existing staff per the information memorandum the office of head start strongly encourages financial incentives to all head start employees monies will be used from the american rescue plan fund and

083the covid 19 relief funds administration is recommending a 625 dollar stipend to each of the 73 head start employees to be paid in december of 2022 the 73 head start employees the cost of the 625 dollar incentive is 59 979 dollars mr chairman i move to approve second is there any discussion questions yeah no all right hearing none i'll call the question all in favor please respond by saying aye hi eyes have it by a vote of three to zero the next agenda item is the cares amendment ms smith thank you cares or the south carolina coronavirus aid relief and economic security was awarded to berkeley county school district in the amount of six million seven hundred and eighty nine thousand seventy six dollars funds are required to be spent by september the 30th 2022.

084excuse me as of september the 1st 2022 there was 801 991.42 cents in unspent funds administration is requesting an amendment to utilize the unspent funds to purchase technology to support our staff the amendment will reduce salaries and benefits in the amount of three hundred eighty six thousand four hundred twenty six dollars and fifty one cents purchase services by two hundred and thirty six thousand five hundred ninety two dollars and seventy nine cents and supplies by one hundred and seventy eight thousand nine hundred seventy two dollars and twelve cents to purchase 465 dell latitude laptops and 464 dell thunderbolt docs for staff mr chairman i move to approve the motion second is there any discussion when you say staff is it classroom teachers who are these laptops going to be going to um it would be

085um classroom teachers yes okay looking at diane to make sure that is correct yes these are desktops is that correct laptops or laptops laptops yes sir stations with docking stacks okay so they can take them home yes so it can click in and be on a monitor at their desk or they can pick it up go home and work yes which a lot of them do unfortunately yes unfortunately they do that a lot of them have to take it home how are we going to decide which classroom teachers get these laptops we obviously have a lot more than 465 teachers yes um you want diane to come up and help answer that question but this is just part of the funding um so there will be other funding sources that purchase laptops for our teachers

086as well i can't tell you exactly which school is going to be but we've got a rotation plan just based on whenever the warranty runs out and we keep track of them and move them out we try to make sure we get the same type of dock and laptop in the in school so when people move from you know classroom classroom they can do that so they'll be sort of distributed on as needed basis if somebody's got a really old laptop and needs a new one okay we just got a schedule we got by um i can't tell you exactly where we are now as far as what school these are they are they currently using laptops and docking stations that's all we have for teachers okay all right any other discussion every teacher right

087now has taken their laptop and i'm trying to get a new one sorry all right i'll call the question all in favor please respond by saying aye aye eyes have it by a vote of three to zero the last agenda item is school psychologist and speech pathologist ms smith thank you again administration is requesting approval to create a new salary skill for school psychologists psychologists that hold a doctorate will also receive a four thousand dollar supplement we're also requesting for speech and language pathologists to receive a four thousand dollar supplement and remain on the current pay scale for speech we currently have 36 school psychologist allocations 9.4 vacancies and only 6.3 are secured through contract services with speech we have 49 speech allocations with 25.4 vacancies and only 22.2 secured through contract services current budgets

088will be utilized along with three hundred and seventy eight thousand seven hundred and eighty two dollars and fifty eight cents and unused vacancies to offset the cost of this proposal do you have and maybe you have it mr jackson the stat you said on what the american psychology association recommends the student to school psychologist ratio because we are way out of bounds it seemed like on that i actually have that too you have it too what is that just for the public's knowledge if i can find it i will tell you okay so on school psychologists the allocations we are currently at one to one thousand and fifty seven and the recommendation is 500 to 1. with speech we're currently 50 to 1 and the state department provides those 60-1 and national maximum caseload recommendation

089is 45 from american speech language and hearing association so we're way above that yes and we've only been able to fill 25.4 of those vacancies that we have and this um the new salary scale will put us more comparable to surrounding districts as well you may recall mr mcquillen we've had some conversations about us not only not being able to fill those vacancies but actually losing employees and potential employees to neighboring districts yeah yep a move to approve is there a second second we have a motion a second is there any discussion hearing none i'll call the question all in favor please respond by saying aye aye eyes have it by a vote of three to zero the next agenda item is the most motion to adjourn mr right you are recognized so move second

090we have a motion to second any discussion hearing now i'll call the question all in favor please respond by saying aye aye aye we are adjourned thank you all for coming have a good night you
