my 24th year of teaching teaching in general is a challenge teaching during a pandemic takes it to a whole nother level as i reflected on this school year throughout this school year two issues were a major concern for me my first concern deals with feeling that as an educator we don't have a right to advocate for ourselves when we speak out about issues in education we are constantly reminded that it's not about us it's about our students and this is something that we already know as we come into this profession also feeling as though when we bring up concerns we are whining or we are complaining about issues for me to teach my students that their voices are important and can bring change i have to be willing to believe that my voice does the
same i can't be any more to my students inside the classroom than what i'm willing to be with myself in my profession another concern i had was about social emotional health throughout this global pandemic it has been very relevant that our students suffered regardless of whether it was major or minor issues one of the things that we looked very closely at is how the pandemic affected our students and the importance of opening our building so our students could be back face to face but a lot of the issues that we saw through this pandemic were also issues that teachers have talked about for years regarding what our students have been dealing with from students home situations their inability to manage their emotions and the challenges that some students face when making responsible decisions throughout the
year kobe did not create these issues it magnified what these issues were we as a district have proclaimed that mental health wellness will be the top priority for all of our berkeley county school district schools the allocations for k-4 through fifth for our school counselors start at five hundred two one when we talk about social emotional health the experts in the building that we teachers work closely with are our school counselors they provide services for our students and their families focusing on everything from de-escalation in classroom providing resources to families and conducting small groups along with supporting the faculty and staff in their building now i'll be honest with you this really didn't stand out to me this school year thanks to a fourth grade student that i have who was very concerned about our
guidance counselor who was taken from full-time to part-time in our building he was so concerned that he decided that he wanted to do something about it and part of what he wanted to do was to meet the person who made the decision that this person would have to leave our building part-time in order to work in another area because of this we started a campaign to create letters explaining why our students believe that our guidance counselors are important our school counselors are important within our building students are coming up with reasons why we need our school counselors and the student who had the issue at the beginning of the school year was the student who spearheaded this activity his goal was to get our guidance counselor back into the building full time because she has
supported him through listeners i'm sorry to interrupt you but your time has expired i've given you a few extra seconds but your time has expired okay thank you thank you the next speaker is terry of artistry barrel for you good evening members of the board superintendent ingram uh the the for you regarding mr barrow is in your possession regarding the sexual harassment discrimination and that's put this board in a difficult position whether you believe mrs x or you don't if the board believes it why hasn't it acted if you don't believe it have you taken the time to read and understand it do you believe mr barrow's statement that his comments to mrs x were just misunderstood if nothing else just read superintendent floyd's letter to mrs x dated april 27 2004 and make note
that dr floyd states he investigated and acknowledges david barrow made comments to miss x in front of other people also know when she first reported this in 2000 she was essentially told mr barrow was no longer her supervisor and it would stop mr barrel was promoted to the district office so i imagine that she felt issues didn't matter to this district and the superintendent the harassment continued and i'm not surprised it took her another three years to get the courage up to come forward but this time she had hired an attorney and when that happened if you'll notice in the foyer all the correspondence becomes very lawyer-like in 2004 and five the board dealt with this incident by making payment to miss x but maybe more important they agreed with eeoc's demand to amend their
harassment policies to make them stronger for reporting and enforcement the district also had to report any new harassment claims on a regular basis to eeoc for a period of time mr pereira's decision to initially run for the board and run for reelection puts this matter back before the board again and this board can continue to ignore it or act either way you're sending a message to employees who are mostly women if you ignore it you're sending the message that discrimination issues are just ignored the employees and the students of the district deserve a board that acts with integrity thank you the next speaker is tony sims speaking on the critical race theory critical race theory aims to measure outcomes from laws rules and regulations that disproportionately affect one group negatively over another it does not
say that the individual today is racist but rather the law that was written so long ago laws that at face value appear innocent but through critical thinking and analytical reasoning reveal the contrary we know this existed and as evidenced by red line districting jim crow voter rights the southern strategy and war on drugs did it honestly end there or was it crafted more strategically today the benefits of american citizenship come with a price we pay the membership fee with hard work dedication and perseverance do we not expect those values to yield an outcome that is comparable and equal americans are asking for our help to preserve the american ideal for all of us do we not have a duty to empathize with those americans and do we not have a moral responsibility to assess those
walls and work towards making them more equitable and equal what happens when we turn a blind eye who stands to gain something and who stands to lose something and how great are those gains and losses when you go over 200 years of not listening to your fellow citizen i would like to challenge all of us to dig deeper while we argue this issue is race i see an overall effort to stop education from our society to produce people who critically think and analytically reason what happens to our society when we can see through laws carefully designed and framed against us what happens to our class system our power structure our political systems when they no longer can easily frame a truth around an argument or an agenda targeted to an aggregate population based on their
belief system like extremist conservative voters no society can be free without free thinking people and freedom of access to that knowledge if we are not careful we will allow those in power to define this for us it will become a slippery slope that i promise you will not stop at this theory alone but will attempt to reach as far back as possible to rewrite american history they will not they will continue to try and create truths designed around a framework some harder to see through than others if knowledge is power and we see this theory as a tool to correct the playing field who would be motivated the most to try and stop this how could they rally up a base to cancel this theory we need to continue to call this out rise above
the slogans being weaponized in public discourse in order to prevent the corrupt elite from overreaching into our public school system if we fail to do this then we fail our children to grow and realize a society of possibilities we won't be free to see the negative effects on our societies and ultimately will be ill-equipped to remedy those issues thank you mr sims the next speaker is margaret johnson on the educator's view of summer reading welcome ms johnson chairman barrow board member superintendent ingram i recognize that educators believe with some justification that they are the experts about educational issues therefore allow me to give you a little of my educational background i have a master's degree in special education and have held many certifications in education still holding permanent certifications in both special and elementary education
from the state of new jersey in addition i have a second masters in general education as well as an mba i worked as a public school special education teacher and administrator in new hampshire after i finished homeschooling my children although i continue to promote parents right to have choices regarding how their children should be educated i served on both local and regional school boards and was appointed twice by the governor of new hampshire to that state's educational professional standards board my perceptions about the current state of public education are based on plenty of first-hand contact with what has happened over the past 50 years i have here a list of books recommended for summer reading for students in the south carolina middle school and promoted by the south carolina association of school librarians this means
it is being presented throughout this entire state this list is full of objectionable titles with objectionable content except for one book published in 2018 all of them were first published in 2019 or 2020 these are clearly books meant to have relevance to today's world that is actually these are books meant to shape today's world for young people by influencing their thoughts attitudes beliefs and feelings including fear despair confusion tolerance for deviation and a myriad of other highly objectionable outcomes racial themes sex and gender issues dysfunctional and depressing situations are rampant in these books they are examples of blatant social engineering and propaganda they support the current outcomes of critical race theory and other controversial and dangerous initiatives identified in today's schools workplaces and even the military like more and more other adults i spent time
looking into the context of these recommended books that i don't like what i found i'd like to know what happened to classic books that present positive role models people of strong moral and ethical character about whom children can read aspire to grow up and emulate and by whom they can be inspired toward positive goals people who improved and changed the world to enable us to have the great country we have today any reasonable reading list needs to have a much broader set of choices for children the world has provided a wealth of good reading as you all know superintendent ingram i would like to see the list of summer reading being recommended to the students in berkeley county from each school i will contact you at your office to pick up this information thank you
very much thank you miss johnson the final speaker for this evening is tori lyfridge the comments on board support welcome mr lifebridge thank you chairman barrow superintendent ingram and board i'm here to one encourage you all in the work that you do because as you can hear the task is is indeed tall but i also many of you know i spent the better part of last year advocating for a former school district employee and during that time i've heard from people from all across the district backgrounds all job levels and then sadly the state of affairs for a lot of the employees within the berkeley county school district and my hope is that we're on the right path to correcting a lot of that but i do say um with the word of caution um
i i'm asking the board to be very very diligent in making sure that because across that year i've heard a number of stories about targeted things for people who may not be in a particular network or social group or whatever and so let's make sure that we protect these employees from being unnecessarily targeted as you know our district changes um in addition to that i do want to share that i believe we have to see what's before us and understand what i believe is at play um you know we hear the gentleman that comes and speaks week after week uh targeting chairman barrow and um you know we know that there's a lot of people with a lot of legal help right i don't want this board to ever shy away from doing what's right
we know that over the course of past few years you know there are a lot of people who got a lot of positions opportunities that may not have been qualified for and i think that there's a healthy fear that as this board do does due diligence and goes over everything that that we have in place that there are some people who have pretty good opportunities at the behest of the school district uh may find themselves on the outside and so i think you know they may be trying to shape it now to make it as a personal attack if they lose the gravy train so to speak so i encourage this board to continue to stand up to continue to do what's right because that's all the people are asking you to do is do
what's right i know it will be hard prior to 2016 this board was well the vin board was attacked over and over there will be foyers there will be people that will be saying things and it will get tough but have tough skin and continue to do the tough thing which is the right thing and that's all that people across this district is asking you to do is help us restore transparency help us restore trust help us believe that when the school district does something that it is for the benefit of the entire district thank you thank you mr levrich we'll move on the the next agenda item is legacy builders this is a special recognition special evening and i'm going to ask our current board excuse me teach reform chair judy rainey to do
the honors in recognizing our district teacher of the year ms rainey it's good to see you back thank you so much good evening dr ingram cheer barrow and members of the board i'm so excited tonight to recognize our 2021 district teacher of the year brittany gary brittany is a kindergarten through fifth grade pe teacher and has been teaching for 10 years during the district teacher of the year selection process she spoke of the importance of taking the time to build relationships and communicate with others she actually gave the selection committee a challenge to build a structure with hula hoops in less than three minutes well we couldn't do it but i do have to explain it was virtual so that made it a little bit more difficult however brittany showed us how to build the
structure and then explained how critical thinking and collaboration are essential to problem solving during her interview she explained how she felt our experiences from this past year helped us unlearn our own limitations she feels that the coded learning gap that is frequently discussed in educational forums is not only academic but also social emotional and she feels this learning gap will go away with strong relationships high expectations and purposeful learning experiences she imagines a community where parents are empowered as well as kids so i'm so proud to recognize brittany gary as our 2021 bcsd district teacher of the year thank you all so much i did write a few notes thank you to the board and all of you that were on the panel i think this is a special thing to be a part of
for so many reasons and i'm honored honestly and humbled as i've said before to be in this in this position to next in elementary we all know those people that surround us or who get us through and they carried my map at the time they didn't even know i needed them to have that faith and i'm thankful for the four corners of the map and i'm thankful they carried it to my principal dr hoots the answer to every question is what she taught me and the answer to it is what's best for the kids and every question that's ever asked it doesn't matter how i feel about it i always go back to that thanks to her and i just feel like i've become such a strong teacher because of that and i can't hold
this and do this so i'm just gonna do this if it's okay there's this full story that i love and i'll be quick um but it's about and the author's telling the story about a tent and he's wanting the audience to build this structure but what he's really doing is encouraging them to move forward and what he says specifically is in larger tents drive the stakes deep and don't hold back and that's the three things that i can just see very clearly enlarge the tents drive the stakes deep and don't hold back and what i know he was really talking about right there had nothing to do with a tent it had everything to do with with just having faith and growth and i wish you could hear the back story but we don't have
time for that but it was about faith and growth when there's so much uncertainty and that's why i'm excited to be district teacher of the year i'm so excited to have an aggressive faith and just truly grow i'm so excited that we all get to put the goal ahead of us and when we put the goal ahead of us and it's more powerful than all the obstacles behind us we rediscover this passion that we get to put together and just grow to learn and learn to grow and so i just want to say thank you and i'm going to enjoy this ride and judy rainey and i i really believe we're cut from the same cloth and i'm ready to be a dreamer and i'm super excited to do this with you guys so thank
you so much excuse me uh brittany a point of personal privilege uh judy brittany i'd like to photo op if you would with the board and i have a little presentation for you if you don't mind everybody down in front please judy would you like to come up and take a part of this where you like thank you the next item on the agenda is any action is required for items from an executive session there is one student out of district appeal is there a motion i move to approve the student out of district transfer with the payment of tuition second we have a motion from this 10 or a second from mr ramsey is there any discussion and then we'll call the question all in favor of the motion say aye aye opposed nay

this on the same four formula allocations as the previous year the house ways and means committee revised the state budget plan this past week to send to the full house the revision to the house budget includes pay raises for teachers and a 27 increase to base student costs because this presentation was uploaded prior to receiving this information it needs to be noted that this budget reflects a base student cost of 2500 so if the 2716 base student cost passes we will receive approximately 570 thousand dollars in additional revenue there is also a recommendation for a thousand dollar teacher salary increase for qualifying teachers this would increase both our revenue and expenditures by the same amount the revised budget will go to the full house next week for approval again this chart shows our millage over
the past 10 years which you've seen before no changes have been made to this slide from the first reading and the total estimated revenue for 2021 2022 is approximately 328.4 million if the revised state budget passes the revenue will increase to approximately 328 328.9 million no changes have made been made to this slide either since the first reading and the total expenditures for salaries vacancies school support and other operating expenditures total 324.8 million in summary the projected revenue for 2122 is 328.3 million and operating expenditure totaling 324.8 million leaving us with remaining funds to allocate of 3.5 million the board has already approved the 2021 step increase along with the 2 salary increase administration met on several occasions and is recommending funding for reading coaches in the amount of 349 a step increase for 21.22
for all employees the 2021 22 step increase is mandated for teachers but the total cost will be 3.3 million dollars for all employees that qualify of the 3.3 million 2.2 is the total cost for teachers and 1.2 is the total cost for all other employees there is also a recommendation for additional positions all positions on this slide include base pay health insurance fica and retirement six positions for the maintenance department for a total of 344 thousand two psychologists to improve our ratios two positions for the office of communications one school improvement coordinator for human resources five esl teachers to be utilized across the district three adult ed teachers a 0.5 position at st stephens middle athletic athletic trainer supplements and two assistant track coaches per high school and one paralegal if we fund all these
requests this will require a designation of fund balance in the amount of 7.7 million again if the new revised budget passes this will change to a designated fund balance of 7.08 million as i stated at the first reading the essar allocation is 72.4 million and we will be developing plans regarding class size reduction in third grade additional days for power school clerks and media specialists we will also discuss this more at the july 17th budget workshop that mr barrow mentioned earlier this evening there was also a board recommendation to increase board stipends and we can amend the motion to include this item if the board would like to change are there any questions make a motion to approve the second reading of the general fund budget do we have a second second we have a
