011possible and shall not exceed no more than three minutes and must not mention any specific names of students or personnel the first card that I have is Marla Jean Hamby if I said that correctly thank you for letting me speak I have never been to a school board meeting before and I will tell you that the national news media the local news media and social media have prompted my visit I'm extremely concerned by things that I've seen and I'm hoping it is not in South Carolina because those things bothered me so much I am requesting that the school not necessarily the board but the superintendent somebody get this done but every textbook every required reading book and every required test in the public library so that parents and grandparents can go at their Leisure and

012review these books and test requirements again I say the news media has prompted me to say this I have seen things that quite frankly shocked me and some of the the subject matter was very shocking I just want to be sure that it is not here and the only way I can be sure is to see it with my own eyes thank you thank you our next person speaking is Kathy mcgrogan good evening school board members and superintendent price my name is Kathy mcgrogan and I'm a resident of Georgetown county I have two grandchildren in the schools here and was a former Georgetown County educator myself lately there have been numerous news stories the most recent coming out of Berkeley County about groups who want to ban books one things kid one thing that kids

013hear every day is there is no such thing as a stupid question the reasons we tell kids this is we want them to use their curiosity and to seek answers band send the message that there are things kids shouldn't ask about book Banning is a reason is a weak response to ideas that scare us ideas like racism and Lifestyles cultures and religions that are different from our own children deserve to see themselves in their experiences and books and they deserve access to a diversity of stories and perspectives that will help them understand and navigate the world around them is Banning books really a cover for parents own fears many adults don't want to have complicated conversation conversations with their children but children will sooner or later confront these ideas and issues and will need thoughtful

014guidance books can be a powerful tool in this process some recently banned books have include Hop On Pop by Dr Seuss Charlotte's Webb The Giver The Lion the Witch and the Wardrobe Where the Wild Things Are The Giving Tree To Kill a Mockingbird I Know Why the Caged Bird Sings and Roll of Thunder Hear My Cry according to a national study of banned books 41 percent contain subject matter related to lgbtq folks in 40 percent the main characters secondary character is a person of color 22 percent contain sexual content or references to sexual issues 21 dealt with racism parents and Guardians ought to be partners with education in their children's education and need channels for communicating with school administrators teachers Librarians particularly concerning the education of their own children it is beneficial for parents to

015be involved in their children's education but not when small groups of residents mobilized in an orchestrated campaign to intimidate School boards teachers and Librarians in order to dictate to them that certain books be pulled off the shelves even before they read or reviewed public schools are supposed to rely on the expertise ethics and discretion of educational professionals to make decisions in too many places today's political rhetoric of parents rights is being weaponized to undermine intimidate and chill the practices of these professionals with potentially profound impacts on how students learn and access ideas and information if an individual book bothers a particular parent they should discuss it with a teacher and come to a resolution between them or with the guidance of an administrator I urge you to be wary time is up I urge you

016to be very wary of any proposals to ban Books thank you thank you our next speaker is Clay Chapman good evening my name is Clay Chapman I am the father of three driven students here in Georgetown County School System it has been my experience that is there is no protocol in place that describes a response window regarding parent School Communications parents and students endure undue stress and uncertainty because of breakdowns in communication and these interruptions lead to missed valuable and available educational opportunities I asked the board to make this an agenda item and remedy this situation by describing how long it should take for the school to respond to a parent or students inquiry so to best encourage parental involvement in their children's education thank you thank you very much our next speaker is Megan

017Eckert a good evening board members I'd like to congratulate you on such a momentous occasion on your appointment today I am grateful to be here and to speak with you I wanted to highlight an important and valuable asset called virtual South Carolina a supplemental online education program that is completely free and sponsored by South Carolina Department of Ed and serves K-12 in public private and homeschool environments State superintendent Molly Spearman Spearman convened a task force focused on the creation of a system of personalized and digital learning to support the economic development of the state by way of an educated Workforce piloted in 2007 Inception in 2008 virtual SC has consistently expanded offerings and enrollment and thus the task force convened by Molly Spearman has accelerated its use and development of virtual SC Advanced accelerated and

018skill recovery applications are all available yet Georgetown district use and enrollment is continually declining I have found a lack of knowledge and policy at local and District levels and this has caused discretionary and differentiated access to educational coursework I am asking the board to consider virtual SE policies as a future addenda item I have made the same request this evening of the superintendent thank you for your time thank you very much our next speaker is Mr Neal Mr Marvin Neal again good evening and congratulations to all the board members of and the new board members looking forward to working with each one of you in the new year and I will definitely be reaching out to each one of you with some concerns I'm here tonight to ask the board and the superintendent to continue

019to consider pay raises for our employees at the uh that's like I assume made it to 13 an hour that's still not a livable wage and with everything that's going up now from from our utilities to economics to taxes our people need to be paid not just at the top level but from the bottom up 18 000 an hour would be measurable number two as we feel vacancies this year we wax that that this board consider removing everyone that's retired out of the school system so there could be room for others to serve and also there will be room for more monies in the budget for those things that we request for those that sitting without a livable wage also without calling name there are a an individual that's working under this Georgetown County School

020District that's working from home and a very substantial I I assume oh but I wouldn't say salary but his income is pretty good coming from this Georgetown County School District and I will send an email to the superintendent and ask that he made correction on that thank you for your time and also uh while I'm here we hear about banning books I think that uh we need to teach our history it's necessary for us to move forward nothing stands without a strong Foundation history is our foundation is the foundation of the truth and if the truth is not taught then we'll live a lie so let's teach the truth and our children will make good sound decisions let them play and get out of their way racism exists because we hide it we need to

021continue to pull the cover off and deal with it as it is thank you for your time thank you tie them on the agenda's agenda is the approval of our amendments is there a motion to approve the amendance minutes so moved second it's been approved it's been moved and it's been second all in favor approving the minutes say aye aye okay the minutes have been approved Now we move on to the adoption of the agenda is there a so would a motion to move the agenda forward so moved second it's been moved in second all in favor say aye aye aye our first action item this evening is the Personnel list each of you have seen the Personnel list the administration the administration recommends the approval of the personal list as presented so moved second

022it's been moved and it's been second are there any discussions about the Personnel list if there's no if there is no discussion I call for the vote if you are in favor of moving forward please say aye aye aye Okay so the personal list is approved as is moving forward with the removal of policy exhibit jhcd-e and I know we don't have Miss Lindsay in here then we have Mr Price the administration recommends the first and final reading approval for the removal of policy exhibit jhcg [Music] uh thank you Mr chair ladies and gentlemen the board um Ms Thompson was unable to be here tonight but uh she presented policy exhibit ghcde at our last work session and as you may recall that this was once a form that our district required to be filled

023out for certain information regarding medications since that time the state has adopted a new form so ours is kind of obsolete at this point the the new form from the state is attached for your information and so we are simply presenting uh the request the recommendation to remove this from our policies since it's no longer relevant the administration recommends the first and final reading approval of the removal of policy exhibit h j h c d e c Dash e so moved second okay it's been moved and second is there any discussions [Music] on the floor okay I call for the vote but I raised it by saying I for approval aye aye are there any Nays that has been moved forward thank you the next items on the agenda are information items we will have

024a report on the 45th day enrollment report good evening chairman Gaskins superintendent price members of the board members of cabinet I appreciate the opportunity tonight to share with you an enrollment update for Georgetown County School District from our 45th day snapshot on October 18th of this school year I would like to start off by mentioning that our schools have worked incredibly hard during the first few months to ensure that our data is accurate I applaud their efforts and tonight's presentation would not be possible without them the comparison tonight is similar to the breakdown provided for our 14-day counts which includes our enrollment totals by area on each of these slides you will see the following categories the 2022-23 projected those are projections which were based from our 135 day Counts from the school year before

025our 2022-23 day 45 counts those are from October 18th of this school year our 2021 22 day 45 counts those are from the 45th day of school last year and our day 45 enrollment comparison that is a comparison between this year's 45-day counts to last year's 45-day counts and then finally our projected versus day 45 and that's a comparison of our 45 day Counts from this year on October 18th compared to our projections based off of those 135 day counts with the Andrews area schools Andrews High School enrollment numbers have increased from both our 21 22 45 day counts as well as compared to our original projections overall the area schools have a decrease in enrollment as compared to 2122 enrollment counts and to our projections from 135th day may I interrupt you yes serving

026indication of where these where students or parents are moving um with the decrease at this time uh no sir I do not have that information as far as a decrease for the Carvers Bay Area Schools covers Bay High had a greater enrollment numbers than compared to 2122 in Pleasant Hill Elementary enrollment is still greater than it was originally projected on the 135th day of school overall our enrollment has decreased in the area but still greater than originally projected for Georgetown area schools Georgetown High School Kensington Elementary and Maryville Elementary show an increase in enrollment comparing compared to 2122 Kensington Elementary and McDonald Elementary also show greater totals from the 45 from to this year's 45-day enrollment than as originally projected overall for the area our 45-day count for Georgetown area was very similar to 2122

027and greater than originally projected foreign for the Waccamaw area schools each of these schools have a greater enrollment than day 45 of 21-22 each of these schools have a greater enrollment than originally projected as well while Coastal Montessori has fewer students than originally projected they currently have a greater enrollment than on day 45 of 21-22 as for the area totals overall Georgetown County School District does have a greater enrollment compared to day 45 of 2122 as well as greater enrollment numbers than we had originally projected and finally our startup numbers our enrollment numbers have decreased slightly as compared to day 45 of 21 22. would you define surdep for our new board members please yes this is our Pre-K our pre-k program for our students and at this point are there any questions that you

028have from me I have one how are the projections arrived at so the projections are based off of our 135 day counts and there's a formula that we use for those projections and I'll give you an example of Mr Dubose for example we'll look at the eighth grade for example if we want to do a projection for a middle school we look at the number of eighth grade students who are going to be transitioning up to the high school at the end of the year okay and look at the feeder elementary schools who are going to be sending fifth grade students to them and so using those formulas and existing enrollments from the feeder schools and the sending schools that's how they come up with a projection for Middle we do a similar thing for

029high school outgoing seniors incoming freshmen from the middle schools and then with the elementary school it's a little more challenging because you have a combination of that's where formulas really come into play more likely because there are more options besides our pre-k program for students coming into kindergarten so they look at some demographic Trends population Trends and look at past history of the enrollments at our elementary schools to try to get an idea and take our best shot at those enrollments so it's not rocket science but we try to use existing numbers and patterns over the past years to make our projections because we have to we have to build up our staff for those schools before the first day of school based on what we think they're going to have so that's why we

030use these key days the 45th day and as Mr frechette mentioned the 135th day he has official reports that he has to submit to the State Department of Education and we use all of that to predict what our enrollments are going to be thank you that makes sense and I have a question about the Waccamaw area how are we with class sizes and space in our building especially at the elementary and the Intermediate School see Mr Jenkins is making his way up to the board he may be able to take a shot at that if not we can um get that information and provide it for everyone I drew the Short Straw congratulations to all your new appointments as far as the class sizes go we're still adhering to our 21-1 at the elementary settings

031now keep in mind that doesn't mean that every classroom will be 21 or less that's when you're looking at the school as a whole how many students and how many teachers that they do have we also have to look at the funding source right now we still have a few teachers that are in Esser funds so and they don't count as a local allocation part of that 21-1 as far as class size I mean class base goes I think we're pretty much at capacity but I would defer that to Mr Davis come how are you Mr Davis he's smiling he's happy it's the Dream Team I think he's always smiling good evening as far as class size or excuse me um vacancy classrooms and open space in our schools we have space in all of

032our schools with the exception of Waccamaw high school that area with the addition of the Intermediate School it allowed us to have vacant space at the elementary as well as the middle school it's the high school right now they have two vacant classrooms that are being used for other areas and aside from Waccamaw High School all the other area schools have vacant classroom space Georgetown County anymore no sir we do not amen amen yes sir we have no more learning Cottages in Georgetown County there you go okay thank you very much to our next agenda item is quarter One Finance report and right after that this is uh Lisa no it's not Lisa Johnson we will have Mr Brent Street who will come up to present the quarter One Finance report and then Miss Lisa

033Ackerman will do our proposed budget calendar good evening Mr chairman Gaskins board members Mr Price and guests and yes obviously I'm not Miss Johnson but I am filling in in her spot this evening the best that I can and I will do my best to answer any questions if you have any to give you just a moment to look in your packets if you can see that on the screen if you're like me I can't see that so I'm going to look down on my paper too to follow along just a reminder we brought a revised budget back to you on July 19 2022 after the general assembly adopted the state's appropriation budget and that budget that you approved was 99.1 million dollars if you take a look at the page on the screen or

034in your packets we'll start with revenues and you'll see that we as of September the 30th so July 1 through September 30th we've collected 1.7 million dollars in local revenue and 7.6 million dollars in state revenue for a total of roughly 9.3 million dollars this is nine percent of our total 99.1 million that was approved in July and just in case you're wondering we're tracking can consistent with past history for quarter one I went back several years we've we've tracked it nine percent for the last three years four years consistently for quarter one so I'll move into expenditures now and you can see that we've spent 15.9 million dollars in the general fund expenditures of our 99.1 million dollar approved budget which equates to 16 of our total budget and again we're tracking exactly where

035we've always tracked for quarter one and just keep in mind for quarter one you know we're waiting on taxes to come in and different things like that for you know September we don't typically get taxes until October November so we have those expenditures that are always a little higher than revenue for a quarter one so at this time I'll attempt to answer any questions if you have any Magic Touch cots I'm good okay all right all right well thank you very much thank you for doing the next part nope uh Miss Lisa just Ackerman will do that thank you thank you Mike good evening chairman Gaskins members of the board Mr Price first of all congratulations to our new board members welcome aboard I hope you'll find this to be um your next home for

036quite some time um and those of you that have taken offices congratulations to to y'all as well again I'm filling in for Lisa J Ms Johnson and I'll do the best I can as well as I was sitting at my desk this afternoon and I was highlighting those dates that I felt were important to bring to your attention I don't know if you can see that but I pretty well highlighted every date on the calendar because every one of those dates is uh is a milestone for us so um the first the next day that um and I know you guys are aware but December 9th is the the board retreat to um work with with the board to identify budget priorities so that's that's upon us and I'm not going to read every one

037of these to you but just a couple that I want to draw your attention to January 10th South Carolina general assembly convenes on the 10th between January the 10th am May 11th they have a whole lot of work ahead of them so just want to keep those dates in mind January 30th will be our 100 day pupil count and of course that that's an extremely important day to Mr freshette as well as the the rest of us we have already sent out instructions and forms for principals and department heads to make personnel and program requests so I know that they're working on those those principles present in front of a district review panel and then bring those to the board so there will be several board presentations with those requests as well and again I

038just want to call that to your attention February 21st is the principal presentations to the board for all three three level schools and then on March 21st first department heads will bring their requests back to the board for review and approval I'm going to jump forward a little bit May 16th around that time frame we're going to be looking for board consensus as at that point with the budget and you know there's going to be a lot of information coming back to you guys over those the next few months and then of course we have to advertise our budget in a in a public General circulation newspaper and I use that term loosely but anyway we do have to advertise that and then of course we would like to have our budget approved before June

03930th going into the new year so June 20th would be that public hearing and hopefully adoption of the budget I know I went through that fairly quickly and I know you have those dates in front of you um do you have any questions at this point I'm sorry um I know you have those dates in front of you and again it's a lot of information and again we'll be coming back to you feeding you information over the the next few months as well but um I'll try to answer any questions or address any questions that you may have at this point good any questions thank you Miss Ackerman thank you very much congratulations everybody thank you includes our information items this is time for board and superintendent comments or requests board member who would like

040to make a comment or a request I have a question okay I noticed our next meeting isn't until January 17th um will we still be meeting twice in January or is it just that one time just one meeting in December one meeting in January okay and that's going to be sufficient you know I don't want to buy or not meetings slow down any no we we the calendar is a is the budget calendar is adjusted accordingly so we were fine okay thank you Mr Cox I just want to say I'm happy to be here honored humbled and I look forward to working with every one of you and enjoyed being with you guys at the conference I really learned a lot there in Charleston and I'm just looking forward for a great year I would

041like to introduce my wife Vivian stand here I think I got her totally confused with directions on how to get but I'm glad you're here I was getting worried well I once again I am honored to be the board chair I look forward to the next two years as we work together as a team I really enjoyed our conference this past weekend our legislative conference I spent a lot of time talking to Mr Cox and Mr Moore and Mr Dubose we we really formed a team we look forward to as we move forward and one thing that I think we can all work together we may not all agree but that's okay I look forward to the next two years and glad to have you on board and also welcome Kathy back uh Mr Anderson

042Back come to the board and we look forward as we we go forward it's very positive and now I'm going to turn is there anybody else like to make a comment and I guess I'm the only new person who hadn't said anything please let me take this opportunity to just uh concur or confirm what has been said by Mr Cox Mr Dubose and Mr Gaskin himself this past weekend with the board I thought it was very necessary and I really feel good about the relationship that we have I feel that yeah there might be differences but I think that we all are here for the right reason that's where what's best for the kids so that's the sense I got from spending time with you guys over the weekend and I appreciate that I'm very

043very excited about being up here I'll give him my two cents and to my family I just thought thank you guys for coming out my sister from Augusta Georgia who got lost so Mr Dubose she made it here she came from Augusta to support me tonight I want to thank her very much for traveling the distance to be here tonight so thank you guys very much and look forward to serving here on the board thank you excuse me I feel like you're never say something too oh go ahead go ahead um I'd really um thank you my fellow board members and thank all of you out there who had faith in me and voted me back onto the board and I'm looking forward to the next four years and really not having to run a

044campaign within the next four years two campaigns within six months was a lot but thank you very much and I'm happy to be here well since uh about six years ago when I first got on the board it's the first time I could look down the board and see every seat full that's good feeling and hopefully that means the more people the more work we can get done here and I also enjoyed uh everybody this past weekend seems like we all kept meeting up in the same place and having good conversation so I look forward to taking that further thank you um just like to thank all of my fellow board members for electing me parliamentarian and um I'm gonna need your help and so I um you know will um do some studying and

045reviewing and all of those things so that we can run our meetings fairly and squarely and as they should be thank you thank you I just want to add um I too found this legislative conference that we attended this past weekend to be greatly valuable it gave us a chance to interact with each other which I thought was really important and you know when you go to conferences you get to see and talk to folks from other districts around the state and you know met some great people um heard some great things it also made me appreciate the Georgetown County School District I knew we had a good board I knew we had a good Community but I tell you what don't always get fearful and Afraid when you watch the news and you see

046what's going on in other areas that's not to say it can't happen here but I think we have a great caliber of people that are here that are dedicated and that are putting Children First and that really makes a difference when we're making decisions so I am proud to serve on this board with every one of you and I appreciate all of you and thank you for electing me Vice chair and I'd like to say a special Welcome to our new board members and I would say that you have joined a group of people that are one in purpose and though we may not always agree with everything our purpose is to serve our children and to serve them well and I can say to our community that you're doing a good job of helping

047with those kinds of things in our community we have great Community Support but we also listen we listen well and we understand your needs and so I'd like to say that this group of people will work well together in order to be sure we accomplish those needs with our superintendent and the folks at our district office so congratulations and welcome thank you now I will turn it over to Mr price thank you Mr chair ladies and gentlemen the board I want to begin by congratulating our newly elected and re-elected board members and thank them for stepping up to the call of Public Service feel that by working collaboratively together we can continue to help make gcsd a great place to learn work and live I'm looking forward to our next board retreat and workshop where

048we will spend the day Friday diving into goal setting concepts for the year ahead if you're looking for a way to get into the holiday spirit look no further than right here in gcsd where we have a number of programs being offered to the public at schools throughout the district a list of those events has been shared with each board member and anyone in the community who's interested in attending please feel free to contact the schools for the latest performance times and dates winter break for students will begin December 19th and run through January 2nd our next board meeting as Miss Ford alluded to will not be until the day after Dr Martin Luther King Jr Day on January 17th with that on behalf of all of the students and employees of gcsd I would
